Inyo County Building Dedication 2023

Clint Quilter’s leadership inspired building’s dedication

Bishop, CA—Inyo County’s newest administration building in Bishop, CA, was the setting for a special dedication to Clint Quilter, the popular CAO (County Administrative Officer) who passed away in 2021 from cancer. He was the county’s Public Works Director (2013), and later became the CAO (2018). During his time as CAO, he was known for getting projects completed, with team effort, and he was a part of the Eastern Sierra Regional Airport’s development, and he helped plan the Consolidated Office Building in Bishop.

Fast-Forward to 2023

The new Inyo County Administrative building took shape, as shovels were placed in the groundbreaking cer-

emony on March 6, 2020. Following nearly 10 years of complex planning, and figuring out the financing, Wolverine / Inyo LLC’s principals set in motion the new county building’s creation, and future functions. The building’s location is on US Highway 6, next door to the Grocery Outlet and Ford dealership.

The new building is a two-story structure, with 42,000-square feet of room for the 16 departments, which made the move into the offices from eight other buildings scattered throughout the city of Bishop. The consolidation of county departments was one of the main reasons for the new building’s need in the county, and to increase efficiency. The lease agreement was signed in

January of 2019, and the 20-year lease will conclude in 2039; Inyo County will then own the building. It is estimated by the county that the building’s costs savings will kick in, in about seven years.

The Dedication a Tribute to Quilter’s Leadership

Those who spoke at the Clint Quilter Building’s dedication, January 4, 2023, said Quilter had a vision for the building, and Quilter was always quick to jump-in to projects. Inyo County Supervisor District #2, Jeff Griffins, said of Quilter, “He loved the people here, and the people loved him.” Griffin felt that by naming the building after him, Quilter “will remain in our hearts.” Matt Kingsley, Inyo County Supervisor District #5, noted that

NOTICE IS HEREBY GIVEN that the Bishop Unified School District of Inyo County, California, acting by and through its Governing board, hereinafter referred to as “District”, will receive up to, but not later than, the above-stated time, sealed proposals for the award bid to refinish with Logo and stain wide lines for the BUHS West Gym.

The District has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker need to execute this contract: These rates are on file at the District Office. Copies may be obtained on request.

The schedule of per diem wages is based upon a working day of eight (8) hours. The rate for holiday and overtime work shall be at least time and one-half.

It shall be mandatory upon the contractor to whom the contract is awarded (Contractor), and upon any subcontractor under him, to pay not less than the said specific rates to all workers employed by them in the execution of the contract. It is Contractor’s responsibility to determine any rate change which may have or will occur during the intervening period between each issuance of written rates by the Director of Industrial Relations.
