Pets and Livestock in Winter 2023
Harsh winter conditions and cold temperatures a concern
By Christina Reed The Hired Pen
Like humans, critters like Sonny boy, love to warm up in the sun during the long winter months. Provide yourself and your pet with fresh sunlight (Vitamin D) and fresh, unfrozen water. And, just like humans, pets don’t do well outside below 45 degrees for very long, unless you’re a cold-weather-breed, like a Siberian Huskie or Alaskan malamute. However, Frostbite is real for people (mountaineers, hikers, skiers, snowboarders, and backcountry enthusiasts), pets (like malamutes and huskies) and stock and game (like horses, mules, donkeys, cattle, sheep, goats, or poultry).
Eastern Sierra, CA—It’s been official for a while. It’s been cold, unusually snowy and icy, and with sub-zero temperatures for the majority of the day, well....It’s been challenging to keep pets and livestock safe. No doubts.
So, with newly accumulating snow, or remaining snow in our yards / pastures for weeks, what’s a pet owner to do with this winter situation? Start with Shelter from the elements. Then, progress to short times outside in the harsher elements. Like people. Pets and livestock suffer from the cold extremes and elements...like frostbite, hypothermia, starvation, and death. And, like people. This death happens quickly in winter, and it is preventable for the most part.
Safe Temperatures
Frostbite, which can mean amputation of limbs in humans and animals, begins much sooner than you might imagine. Your pup’s nose, ears, tail, and paws, like yours, are most susceptible to tissue damage, which could mean limb removal. Cold weather-breed puppers have thick fur, and more designed for the harsh snow climates, like huskies and Malamuts. However, your old puppers, small puppers, kitties, hairless critters, and health-challenged animals / livestock / and pets can’t handle cold temperatures all winter. It’s just not healthy.
Here’s what happens to you and your critters when exposed to long-term cold temperatures. First: your body directs blood to the brain, heart and lungs. Your vital organs. Blood vessels to your arms, hands, paws, limbs become constricted, as blood is re-directed to your vitally, dying organs. Then, skin, paws and flesh become pale or lose blood, and turn bluish-white (later, red and puffy), or your skin becomes shriveled and remains cold to the touch. Ice crystals around the nose is not good in humans or pets... large or small!
Like humans, once frostbite starts in, the treatments need to be immediate, and depend on the size of the

Hospice of the Owens Valley Provides Grief Support Program
As a not-for-profit organization, Hospice of the Owens Valley is committed to providing grief support services, not only to the families of our patients but to our entire community.
Perhaps the greatest gift handed to us by the grief process is the opportunity to move forward into a new understanding of ourselves. When we emerge from grieving the loss of a loved one, we embrace our lives from a slightly different perspective. From this new vantage point we find ourselves re-engaging in ways we never expected or even thought possible. The process of grieving can be a time of rebirth, renewal and growth.
Grieving the death of a loved one can be a painful and lonely experience. It can change our world by altering our relationships with others, and our own sense of identity. Our daily habits are disrupted, activities associated with specific roles are lost, and life plans are derailed in the wake of significant loss. Frequently, it is difficult for us to know if the feelings and reactions we are experiencing are normal.
Our society encourages us to “get over it and get on with life”. This leads to further pain and isolation. Grief is the natural response to profound loss and is the expression of the strong bond you had with the person who died. No two people grieve in exactly the same way. The way we express our grief is influenced by many things. Grief, the natural response to a loss, is actually a whole array of feelings that deserve attention and care.
The power of group support can help to transform the pain of loss into growth, healing, and inspiration for the future. With the support and assistance of an experienced bereavement facilitator, members can develop a sense of ease and acceptance in daily living while they learn to live with loss.
Hospice of the Owens Valley is offering an 8-week support group starting Thursday, January 26th and will meet weekly on Thursday from 5:30 – 7:00 pm. This group is open to anyone, provided they are able to participate in a brief phone assessment to ensure that the group is appropriate for their needs. The group will be led by Hospice of the Owens Valleys’ Bereavement Coordinator, Patrick Thompson. This group will provide comfort and information that will help to assure a healthy progression through the grief process. There is no cost, but donations are always welcome.
If interested, please call 760/872-4663 to sign up, as reservations are required prior to the first meeting. The support group will be limited to 10 participants.

Inyo County Supervisor Elected to Leadership Role at RCRC in 2023
SACRAMENTO, CA – On Wednesday, January 18, Inyo County Supervisor Matt Kingsley was appointed to the role of Executive Committee Member At-Large of the Rural County Representatives of California (RCRC). Supervisor Kingsley took the Oath of Office as administered by California State Senator James Gallagher as part of the 2023 Officers of RCRC.
Supervisor Kingsley joins Butte County Supervisor Doug Teeter (who will serve as Chair), Monterey County Supervisor Chris Lopez (who will serve as First Vice Chair), and Modoc County Supervisor Geri Byrne (who will serve as Second Vice Chair). These newly installed 2023 Officers will lead the organization in championing public policies on behalf of California’s rural counties.
“There is much work to be done in support of our counties, communities, and constituents, living in rural California,” said supervisor Kingsley. “I look forward to once again serving in a leadership role with RCRC, and collaborating with my fellow board members, lawmakers, and staff to amplify the voice of rural counties in California.” RCRC is led primarily by four officers comprised of elected rural county supervisors from the organization’s forty member counties. Inyo County has been a member of RCRC since 1976. Due to retirements of both the current RCRC Chair (Supervisor Miller) and Current Immediate Past Chair (Supervisor Corless), the Immediate Past Chair position will become vacant for 2023. As a result, Supervisor Matt Kingsley (Inyo County) was elected to the 2023 RCRC Executive Committee Member At-Large position.
ABOUT RURAL COUNTY REPRESENTATIVES OF CALIFORNIA (RCRC)
The Rural County Representatives of California (RCRC) is a forty-member county strong service organization that champions policies on behalf of California’s rural counties. RCRC is dedicated to representing the collective unique interests of its membership, providing legislative and regulatory representation at the State and Federal levels, and providing responsible services for its members to enhance and protect the quality of life in rural California counties. continue reading here critter. Horses, cattle, and sheep...herd animals stay close to seek heat and safety. House pets are a different story. And once frostbite sets in, medical treatments are required. It happens fast...less than 30 minutes outside. “Tough puppers” might live longer if they weren’t in frostbite mode. Just a thought....
Pasture horses and stock must have free flowing fresh water to stay safe, and during colder temperatures, stock animals which are older or can’t break drainage ditches, and through the ice for water, these animals need to be looked after every day. If you are leasing land for pasture, it’s your responsibility to clear the water drainages and provide fresh water sources for your stock.
Animals who are pets / domesticated really shouldn’t be outside for long periods of time if the temperatures drop below 45 degrees, and that’s not for a few minutes...if pets aren’t prepared for long periods of cold, you, as the owners, need to be aware.
Pet store outlets give us the opportunities to outfit our critters with blankets, water trough heaters, heating lights, and warming pads. While it’s a season, winter, and it might last for only six-seven months, it can be a debilitating season for critters and humans alike. Frostbite: Immediately cover the damaged area with a warm dry towel / blanket, if possible, and as the frostbitten skin thaws, and blood returns, pay attention to the skin’s color. If dark, turning black, bring your loved one or pet to the nearest medical treatment facility. ASAP!

from Wildfire
With wildfires posing an ever-present threat throughout California, taking pre-emptive actions to protect your home and property is more important than ever.
In an effort to arm residents with the knowledge and tools necessary to take preventive measures, the California Native Plant Society-Bristlecone Chapter, County of Inyo, and UC Cooperative Extension are hosting a free two-day Wildfire Resilience Workshop next week in Bishop. The workshop includes an evening lecture on Wednesday, January 25 at 7 p.m. –being held both in-person at the White Mountain Research Station, 3000 E. Line St. and via Zoom – and a tour of a local property in partnership with the Bishop Paiute Tribe on Thursday, January 26. More details about the tour will be made available upon registration. Refreshments will be provided both days. Space is limited, so pre-registration is required.
The deadline to register for these sessions is Tuesday, January 24, at https://ucanr.edu/inyofireworkshop.
Titled, “Fire Safe Solutions for Design, Building, and Upkeep,” the workshop is intended for homeowners and renters; contractors, developers, and building suppliers; and landscapers, nurseries, and gardeners. Instructor Yana Valachovic will attempt to dispel myths about products and materials; offer science-based solutions for construction, design, and maintenance; and provide an opportunity for shared, experiential learning.
Valachovic is a professional forester and scientist known for her expertise in fire safety. In her current work for the University of California, Valachovic and her team have conducted post-fire assessments throughout the state. According to the workshop hosts, she will bring with her key insights and landscaping design that make a difference in building survivability and property protection.
“Hardening your home and managing vegetation and fire risk can be much simpler and less expensive than you think,” said Second District Inyo County Supervisor Jeff Griffiths. “Yana has amazing science-backed tips for things that you can do now that will dramatically increase the survivability of your home before next fire season.”
And now is the time to take action that can save your home or property. Summer, according to the workshop hosts, is too late.
For more information, contact Inyo County Wildfire Preparedness Coordinator Kristen Pfeiler at (760) 878-8444 or Kristen.pfeiler@inyocounty.us.
Funding for this project was provided by a grant from the California Department of Forestry and Fire Protection as part of the California Climate Investments Program, through the California Fire Safe Council.
