Explanations of the system are available on the Bishop Police Department’s website, and the information is in Spanish also. This system provides more information and “greater transparency,” about the types of crimes and incidents occuring in the town. Neighborhood Tips for Safety The National Crime Prevention Council has some neighborhood safety tips, for being a good resident / citizen, and these steps can help local law enforcement departments. If you see something that seems out of the ordinary, say something. Report it. You might not be the only one to have had things stolen or your vehicle or home broke into in the neighborhood.

The Owens Valley Radio Observatory is a world class facility operated by Caltech for research in radio astronomy. With an extensive computer network for telescope control, data collection, and analysis, we have an opening for an IT Support Specialist. This unique opportunity is ideal for a candidate with broad skills and interests in maintaining Linux systems, the site network, and supporting users. The network connects Linux servers and workstations, Windows workstations and laptops, and LAN-based test equipment. The successful applicant will work with engineers and scientists on site, and IT staff on campus, to maintain operating systems, computer hardware, and file servers. Additional tasks will include maintaining backups and websites and assisting users with Windows and Linux IT issues. The successful candidate will also have the opportunity to participate in the design and development of high-performance network architectures to handle high-speed real-time data acquisition. The City of Bishop is accepting applications for the position of Police Officer Trainee. The Police Officer trainee is an entry level position reporting to the Police Lieutenant. This position will attend a regular POST certified law enforcement academy designed to provide an entire overview of the criminal justice system which includes training in laws, police procedures, law enforcement techniques, first aid, and physical fitness. Available through Governor Newsom’s $1.1 Billion Clean California Program SACRAMENTO — Caltrans announced today it is expanding the Clean California incentive program statewide and offering up to $250 per month to AdoptA-Highway volunteers who pick up litter along state highways. The expansion comes after a successful pilot in the Sacramento and San Diego regions that added 230 new highway adoptions in just three months.

“Clean California is all about restoring pride in public spaces and making a difference in our communities,” said Caltrans Director Toks Omishakin. “This incentive is designed to encourage and reward people for volunteering to pick up highway litter and beautify California’s roadways.” Part of Governor Gavin Newsom’s California Comeback Plan, Clean California is a sweeping $1.1 billion multiyear effort to remove trash, create thousands of jobs and engage communities to transform roadsides into places of public pride. Since July 2021, Caltrans has collected more than 5,600 tons of litter – enough to fill 103 Olympic-size swimming pools – and made more than 500 new hires and another 290 conditional job offers. The Governor’s California Blueprint proposes $100 million to expand the Clean California Local Grant Program into 2023-24, which provides grants to cities, counties, transit agencies, tribal governments and other government agencies to beautify their communities and remove trash and debris. Adopt-a-Highway volunteers help create cleaner and more beautiful roadsides by removing litter, planting trees and flowers, clearing graffiti, and thinning overgrown vegetation, and also help prevent litter and other pollutants from entering state waterways through stormwater drains. Whether completed by an individual or group, Caltrans will award up to $250 per month for activities such as: $250 for clearing litter on both sides of a highway $62.50 for each ramp, or $250 for all four ramps Up to $250 for cleanup activities at other locations, such as along bike paths or park-and-ride facilities. Caltrans will require volunteers to submit information – including date, location, amount of trash collected, number of volunteers, hours worked and pictures – following eligible cleanup activities to receive a payment. Adopt-AHighway participants are limited to one payment a month. There is no cost to participate in the Adopt-A-Highway program. As part of the program, Caltrans installs signs displaying the name of the person, family, organization, or business on all segments of adopted highway. Volunteers interested in participating in the Adopt-A-Highway Program can call 866-ADOPTAHWY (866-236-7824) or visit CleanCA.com for more information. Since its inception in 1989, more than 120,000 Californians have cleaned and enhanced more than 15,000 shoulder-miles of roadside. The City of Bishop and City Administrator Ron Phillips have mutually agreed to end the employment relationship between the City and Mr. Phillips effective January 26, 2022. Mr. Phillips will remain on administrative leave until the effective date of this separation and Deston Dishion will remain Acting City Administrator. Under the parties’ agreement, Mr. Phillips will receive severance pay equal to six months’ salary and health benefits, consistent with the severance under his contract. The City Council wishes Mr. Phillips the best in his future endeavors and will be considering options for filling the City Administrator position.

STRANDED CACKLING GOOSE FINDS NEW HOME Nearly 3 months ago, on November 2, Wildcare received a phone call from a traveler on Highway 395. He had stopped at Coso Junction (state rest stop near Olancha). On the large lawn area near the rest rooms, he reported a single, black-and-white Goose. The description fit that of a Canada Goose. [Canada (or Canadian) Geese quite commonly migrate along the Pacific Flyway that passes over the (395) corridor. They eat grain from fields, graze on grass, and dabble in shallow water by tipping forward and extending their necks underwater. During much of the year they associate in large flocks.] Given the description and location, as well as it being a single goose, suggested that the bird was likely injured. Because of the distance from Wildcare, staff members called volunteers who live near or commute through the area to look into the situation. During the next weeks, volunteers, Animal Services staff, CDFG wardens, biologists and more visited the Rest Stop to assess or attempt to rescue the goose. Reports from them, as well as continuing urgent calls from travelers, painted the following picture: the goose remained in the area, most often seen on lawns or near water fountains, faucets, or sprinkler systems. He was finding enough food and water to survive. He was less and less fearful of people, but did fly away in short bursts from would-be rescuers, dogs, and vehicles. How he survived through nights filled with numerous predators--coyote, fox, mountain lion, owls--is not known. Two months went by with numerous goose reports and numerous attempts to catch him. On January 2, at the dot of 8:00 am, when Wildcare opens, staff member Danielle Manriquez picked up the ringing phone. The call was from Jessica at the Coso rest stop. She had caught the goose and would drive it up to the wildlife center! Upon arrival, we were surprised to see the small size of the rescued bird. Guide books soon showed us that it was an Aleutian Cackling Goose. Although somewhat similar in appearance to Canadian Geese, Cacklers are a different species. Happily, our intake exam revealed a healthy, uninjured bird. Weight, feathers, feet--all were in good condition despite his long isolation. He was quite tame and comfortable with being handled. We placed him in an outdoor, dirtlined cage furnished with tules, grasses, small “ponds” of water, and a large mirror. He quietly and calmly explored his new habitat, then proceeded to eat, drink and visit with his mirrored “friend.” What was the next step? He had been without companions and deep water, both of which he needed. Normally, we release flock birds to known flocks, but there were no known groups of Cacklers in the valley now. However, we

were familiar with some Bishop residents whose home adjourns a large pond with nearby grasses and open land and doesn’t freeze in the winter. Numerous waterbirds (ducks, wigeons, Canada Geese) visit the pond year round. It was agreed to release him there. A few days later, Cindy, Leith and Danielle from Wildcare drove the Cackler to the release site. When we arrived, there were dozens of birds swimming in the open water. The Cackler’s carrier was set on the grassy pond edge and the door opened. He exited in a relaxed manner. (In his 2 months at the rest stop, he had become used to structures, lawns, cars, and people.) Taking his time, he neared the bank, looked around, and jumped quietly into the water. Still remaining calm, he paddled slowly along the pond edge. He found a spot where he could exit easily and checked it out. Next, he approached a spot where the water was covered with ice, and explored that, too. All the while, he and his neighboring swimmers exchanged glances. Once off the ice and back into the water, he paddled a few feet. Suddenly, he stopped abruptly and began a joyful dance, splashing and diving and ducking! It was as though he finally realized that he was in water! That he could swim! He came to a rest, paddled a few feet, again began to dance, and for the next half hour or so, continued to celebrate. At last, the Cackler hopped onto a sunny spot on the bank to rest, happily preening his feathers! We left him there; the home owners promised to “keep an eye on him.” We have received frequent positive reports on his progress as the days have passed. A half-dozen or more Cackling Geese (most of which are the larger sub-species) have welcomed him into their flock. They graze on dried grasses, swim together, fly off together to other ponds, return at intervals to the original release site, and live happily together. ### For further information, contact Cindy Kamler or Danielle Manriquez at 760-872-1487.

Bishop Sewer Trunk Replacement Project The City of Bishop has contracted with White Rock Construction to construct the Bishop Sewer Trunk Replacement Project. The project will replace approximately 900 feet of 60-year-old Vitrified Clay Pipe sewer main from the intersection of First and Clarke Streets continuing to south end of Johnston Drive. The project will also include construction of an inter-tie between the City of Bishop and the Eastern Sierra Community Service District that will increase redundancy between the two wastewater treatment plants. Construction is anticipated to begin Monday, January 31, 2022. What does this mean for you? While construction is active in the intersection of First and Clarke Streets, there will be temporary street closures to protect the public from open trenches and construction workers from traffic. There will also be at times, large pumps operating to bypass sewer mains around works areas. As construction is active in the Bishop Creek Canal and adjacent to it, the dirt road on either side of the canal may be temporarily closed to vehicles and pedestrians. This work is anticipated to be completed in roughly six weeks. The City of Bishop and White Rock Construction thank the public in advance for their cooperation. Born September 3, 1957, went to his eternal home on January 17, 2022. Services will be held Saturday February 12th, 2022, with a potluck reception to follow at the Bishop Seventh Day Adventist Church. Jeff was born and raised in Bishop, Ca. Jeff went to Bishop High, worked for Smart & Final, El Charro Avita, Kmart and Caltrans as a construction technician. Jeff was known by many people in the community because of his years in public jobs. Jeff was a charismatic, loving, kind, and a caring man. He loved to joke and pull jokes on people. Jeff knew no strangers. He loved to bbq and have family gatherings. Jeff opened his home up to many a stray and was willing to help anyone. He always had a friendly smile for everyone. He loved to watch his grandkids’ sporting events and garden every spring. Jeff was on dialysis for the last 8 years and was an advocate for people with renal failure, he shared his story with people who asked, he did not let dialysis hold him back in life. Jeff’s faith in the lord was unwavering and he knew that heaven was beautiful. Jeff was proceeded in death by his mother Mary, grandson Tyler, grandparents Leroy, Noreen, Audrey and Ed. NIHD voluntarily dismisses lawsuit against SMHD As of Friday, Jan. 21, Northern Inyo Healthcare District (NIHD) voluntarily dismissed its lawsuit against Southern Mono Healthcare District (SMHD) after carefully considering all aspects of the six-year-old case. For many years, NIHD has sought relief in the courts from what it considers to be an illegal intrusion of SMHD into NIHD’s service area. However, a recent court ruling made clear that despite the various harms caused by SMHD’s intrusion, further efforts to prevail in this dispute would not produce a favorable outcome. For this reason, and in light of the pressing medical needs of the public, and NIHD’s desire to focus on its long-term vision, NIHD withdrew its lawsuit while reserving the right to re-file in the future should the need arise. NIHD remains hopeful that with the conclusion of this litigation, it can work collaboratively with SMHD going forward to address the many pressing issues facing our Eastern Sierra communities.
