Best Practices for Public Health: January 20 to April 30, 2021 “100 Days Masking Challenge” given to the federal government in the Constitution falls on the states, including responses to public health crisis) and local cities' mandates. In a 1905 case (Jacobson v. Massachusetts), a private citizen lost a case of a mandated smallpox inoculation by saying their rights were infringed upon. However, the Supreme Court ruled against that argument on the basis of the 10th Amendment, and the local health board's requirements. The safety of the members of the public can, when under great dangers, require an individual (to be “restrained”) to be subjected to reasonable public safety measures. The president's executive order is a part of an effort to dramatically reduce the numbers and spread of Covid-19 cases. And, ongoing studies (UCLA Fielding School of Public Health) point to a correlation between wearing masks, and adding to the country's GDP (Gross Domestic Product).
Starting on January 20, 2021, mandated by President Joe Biden's Executive Order (7902. c. Sec. 3), the federal workforce will be required to be in compliance with CDC (Centers for Disease
By Christina Reed The Hired Pen US Federal buildings, federal lands, and by federal employees and contractors-- Starting on January 20, 2021, mandated by President Joe Biden's Executive Order (7902. c. Sec. 3), the federal workforce will be required to be in compliance with CDC (Centers for Disease Control) guidance on mask wearing and physical distancing in federal buildings, on federal lands, and by federal employees and contractors. The president is expected to call on state governors and public health officials, and business leaders to implement public health measures to control the pandemic. All Must wear a mask: in post offices, in some libraries, in veterans administration buildings, tribal offices, on planes and trains (crossing state lines), on transit systems between states, in federal employee credit unions, and in national parks. The national parks and lands in the Eastern Sierra include: US National Forests, Manzanar National Historic Site, Death Valley National Park, Yosemite National Park, Mono Basin National Forest Scenic Area, and the relatively new, Alabama Hills National Scenic Area outside of Lone Pine, CA. Communities are still allowed to impose their own mandates as well. This executive order is for federal lands, buildings and employees and contractors. Inyo County is largely federally owned landscapes, including Bureau of Land Management, the US Department of Agriculture / National Forests, and the City of Los Angeles (through the Department of Water and Power). The president does not have authority over states (in accordance with the 10th Amendment, power that isn't
Control) guidance on mask wearing and physical distancing in federal buildings, on federal lands, and by federal employees and contractors. Pictured here: The newly created Alabama Hills National Scenic Area, near Lone Pine, CA, will be one place where visitors and federal employees will be required to wear face coverings when physical social distancing is not possible. The US Chamber of Commerce seemed to agree with the “100 Days Masking Challenge” goals. Neil Bradley, US Chamber of Commerce chief policy officer, recently said in a US Chamber report that “Americans must return to health before we can restore economic growth and get the 10 million Americans who lost their jobs in the last year back to work.” The US Chamber of Commerce called Biden's move an “American Rescue Plan,” and the US Chamber of Commerce (which is the country's largest business lobbying group) has information showing a five percent increase in business due to mask wearing and confidence in a safer environment. Does following Covid-19 protocol help build consumer confidence? In tandem with vaccines, being a dedicated mask-wearer, and following Covid-19 personal distancing / safety measures, might we be able to mitigate the numbers of sick people in hospitals, and prevent deaths?
Two New Signs of the Choo Choos
US Highway 395, Tri-County Fairgrounds, Bishop, CA—Did you see them? Greeting travelers and residents going northbound / southbound on US Highway 395, on the Tri-County Fairgrounds, they are nostalgic in appearance, and sturdy in construction. And, they are the two brand, spanking new, Laws Railroad Museum's signs in Bishop, CA. Unveiled on January 21, 2021, the new billboards were installed by Yesco Sign and Lighting Services
(Camarillo, CA), and donations from the Death Valley Conservancy matched Laws Railroad Museum's patrons, members, and friends in creating interest in the local county museum (in operation since 1964). While currently closed due to the pandemic, the popular railroad / railroad town exhibits bring lots of smiles to visitors and residents. CAR Photo by The Hired Pen

NIHD Medical Staff recognizes COVID-19 Heroes Northern Inyo Healthcare District’s Medical Staff is pleased to recognize staff who have gone above-andbeyond the call of duty in providing care to patients, or service to the District, during the pandemic. For January, the NIHD Medical Staff bestowed the COVID19 Hero Awards upon three nursing team members, Tracy Aspel, Robin Christensen, and Dorman “Ben” McShan. Dr. Charlotte Helvie, NIHD’s Chief of Staff, is pleased to “congratulate these employees and all of Dorman “Ben” McShan receives a certificate of appreciate for his service to NIHD during the panthe staff for their hard work demic from NIHD Hospitalist Joy K. Engblade, MD MMM. Photo by Caroline Britton/Northern Inyo during these difficult Healthcare District times.” and for providing our community with excellent care.” The medical staff plans to recognize NIHD team members with this honor each month for the near future. In recognition of this month’s recipients, Dr. Helvie wrote the following: Tracy Aspel, BSN RN - In her role as Chief Nurs-
Robin Christensen accepts her certificate of appreciate from NIHD Chief of Staff Charlotte Helvie, MD FAAP. Robin has played a key role in communicating NIHD’s needs and position during the pandemic with the California Department of Public Health as well as Inyo County Public Health Department. ing Officer at the pandemic’s onset, Tracy worked closely with physician and community leaders, making critical decisions regarding the emergency response plans
and resource allocation. When the team had to make tough decisions, Tracy used her decades of healthcare experience to our advantage. With extensive community collaboration, she
put together plans that kept NIHD at the forefront of COVID-19 prevention and care quality. We continue to benefit from these processes today and rely on her early work to keep our com-
munity safe and healthy. We wish Tracy all the best in her retirement. Robin Christensen, BSN, RN, HIC -- As NIHD’s Director of Nursing of Quality and Informatics, who oversees Employee Health and Infection Prevention, Robin has been continuously present from the beginning of the pandemic. She has worked tirelessly on-the-job as well as nights, weekends, and holidays off the job. It is not unusual to receive an early Sunday morning call to discuss an urgent patient exposure or return-to-work staffing decision. She continues to be critical for ongoing close collaboration with Inyo County Public Health Department. Robin regularly reports crucial data upstream to the county, state, and federal government related to COVID cases and staffing capacity. She is always approachable and willing to help, giving 110 percent every day. We
salute Robin for all of her contributions during the pandemic, keeping all of us safe, able to work, and saving many community lives. Dorman “Ben” McShan, BSN RN: Ben stands out as a COVID-19 hero, working as a Registered Nurse in NIHD’s Intensive Care Unit. The ICU became the center of care for COVID19 patients early on. As such, it has required professional, compassionate care from all nurses. Every shift Ben works, he volunteers to work with COVID-19 patients, requiring him to don and doff personal protective equipment. He has also had to communicate closely with his teammates outside the ICU – such as respiratory, dietary, pharmacy and laboratory -- to make sure NIHD meets all of these patients’ needs. Ben is kind and takes care of each of his patients as if they are his family. The medical staff salutes Ben for being a hero for these patients.
