New Laws for 2020 Highlights: Employment, Environment, Housing, Education, Cannabis, Guns and the Legal System
By Christina Reed The Hired Pen California—A whole slew of new laws will affect the citizens and residents in the state of California, most of which took effect on January 1, 2020. The new decade begins with a host of laws which cover a number of issues: employment, the environment, housing, education, cannabis, guns and the legal system are highlighted. Cannabis: Assembly Bill 34 (AB 34) is designed to help the low-income and very ill veterans access medicinal cannabis, and allows licensed cannabis retailers to donate cannabis to medical patients who find it difficult to access to cannabis. AB 37: This bill was passed to equalize the taxpaying cannabis businesses in regards to their personal income tax and it is hoped it will bring tax equity to the cannabis industry which other licensed state businesses enjoy. Education: Senate Bill 419 (SB 419) will ban schools (including charter schools) from suspending students for “willful defiance.� Students who act up in class can not be suspended, but students who are violent, bring weapons or drugs to school can still be suspended. Students in grades nine through 12 can still be suspended for “willful defiance,� however, they can no longer be expelled. This law takes effect July 1, 2020. Education: SB 354, called the “Grants for Dreamers� allows DREAM loan program students to apply for state-funded grants for professional or graduate degrees at a public university or college. Employment: AB 5, called the “gig worker law,� appears to have some of the biggest effects on contractors and employees, and while its intent is to provide some protections to the “gig economy� workers, it is being met with a variety of reactions. Minimum wage, paid sick days, and health insurance benefits are some of its provisions. However, groups involved / representing freelance employees are pushing back with law suits. In December of 2019, the American Society of Journalists and Authors, and the National Press Photographers Association filed a law suit saying the new law would limit the amount of work these individuals could submit to a single publisher, as opposed to other “professionals,� without work limits. Employment: SB 3 raises the minimum wage to $12 an hour (for employers with 25 or less employees) and to $13 an hour (for employers with 26 or more employees). Employ-

ment: AB 9 gives employees up to three years to file retaliation, harassment, or discrimination complaints with the Department of Fair Employment and Housing. Employment: SB 188, called the “Hairstyle Discrimination� bill, will give employees the right to be free from racial discrimination, based on their hairstyles, such as twists and locks, or braids, or afros. Environment: SB 8 prohibits smoking on all state beaches, and parks, and makes it illegal to toss cigarette butts on beaches. Guns: Assembly Bill 12 (AB 12) extends the time limit a person can purchase a gun, to five years, if they have had a violent act associated with a restraining order (placed against them). AB 1968: prevents a person from owning a gun for life, if that person has been admitted more than once in a year, to a health facility (for a mental health disorder). SB 61: continues and extends the prohibition of buying more than one handgun a month to include semiautomatic rifles too. Housing: AB 1482 caps rent increases at five percent annually, plus inflation. This cap does not apply to properties built within the last 15 years. Landlords must also provide justification / just cause for evictions. Housing: The California Building Standards Commission approved the solar power law, which requires new homes built in the state to have rooftop solar panels, in effect January 1, 2020. The state becomes the first in the nation to require all single-family and multi-family dwellings to have solar panels. Legal System: SB 439 will change the age at which a juvenile / age / minor can be set to juvenile hall, and now children under 12 will be sent home with a parent or guardian. This law does not apply to juveniles who commit murder, great bodily harm, or rape. Legal System: AB 32 will eventually keep California prisoners and immigrants out of “for-profit prisons,” and “detention centers,” by 2028. As of January 1, 2020, the state may not renew contracts to these facilities. Legal System: SB 273 will increase the amount of time victims of domestic abuse have to report domestic abuse from one year to five years. The Use of Mind

Governed by Law Itâ&#x20AC;&#x2122;s that time of year when new laws are put into effect; some of them are modifications or revisions of old laws, and some are brand new. Somehow we are supposed to find out what they are, and then, comply with them. There are spiritual laws that have been effect for as long as man has been on the scene, and it appears that not as many people as should be, pays attention to them. You must remember that this is a lawful universe; otherwise we would be constantly bumping in to each other. This is a good time to review, or get acquainted with a few of those Laws. You will see that one individual law does not stand alone, but incorporates elements of other laws. For example: When Jesus said, â&#x20AC;&#x153;It is done onto you as you believe,â&#x20AC;? that draws the Law of Mind, the Law of Attraction and the Law of Correspondence into the picture; not to mention a whole host of other laws. Letâ&#x20AC;&#x2122;s start our review with the Law of Mind. We are all breathing, thinking, and feeling beings. We are always thinking; even in our sleep, and the thoughts we think are reacted to by our feeling nature. Belief is generated by ideas and thinking that hold to a particular point of view Belief can be correct or incorrect and you experience the results of your belief. Feeling is not just a good/bad scenario. There are many degrees of each. By our thoughts and feelings, we are telling the Universe just what we want in our life. It may not sound like what you thought it would be, but God is listening to you. One of those little laws states, â&#x20AC;&#x153;Whatever you are paying attention to, magnifies.â&#x20AC;? The Bible puts it very simply when it says, â&#x20AC;&#x153;It is Godâ&#x20AC;&#x2122;s good pleasure to give you the kingdom.â&#x20AC;? What that means is that you are the ruler of your house and whatever you desire will be yours, and if you didnâ&#x20AC;&#x2122;t want it, you wouldnâ&#x20AC;&#x2122;t pay attention to it. If thou protest too much, you just might be attracting more of what youâ&#x20AC;&#x2122;re protesting. We can Segway right into the Law of Attraction. You are always drawing to you or repelling from you people, places or things. Everybody in your world has been given an engraved invitation to appear in your world; even those you may only see once, or you donâ&#x20AC;&#x2122;t want to see again. As Shakespeare said, â&#x20AC;&#x153;All the world is a play.â&#x20AC;? It is your play, and you are not just the actor, director, producer, but the casting director as well. You are in charge of your life. Your consciousness determines what you will draw into your life. This is a good time to examine whatâ&#x20AC;&#x2122;s in your world and make changes in your beliefs where appropriate. We are at the end of the article and I just got started explaining the Laws, and there is so much more to share. Stay tuned and I will get to more, in time.
