Commercial Airline Service at Bishop Airport The process for Proposed commercial airline service at the Bishop Airport gets started at public meetings Christina Reed The Hired Pen Bishop, CA—Inyo County presented its nascent proposal for commercial airline service at the Bishop Airport last week, with the Scoping Meetings in Bishop (January 22) and Mammoth Lakes (January 27). The Scoping Meetings were an introduction to the Environmental Review processes, required through a EA (Environmental Assessment) under NEPA (National Environmental Protection Agency) guidelines on the federal side, and an IS (Initial Study) under CEQA (California Environmental Quality Act) on the state side. It's just the beginnings of public involvement in the process, and much more environmental review work will be required before any commercial planes

start landing or taking off from the Bishop Airport. The average NEPA and CEQA environmental assessments / review processes take between one and four years, according to NEPA and CEQA documents / websites. Inyo County is hoping to have the Bishop Airport ready for commercial flights by October 2020. Inyo County District #2 (which includes the Bishop Airport) Supervisor, Jeff Griffiths, introduced the Scoping Meeting by saying that bringing reliable air service to the region was important, and he added, that along with partners from the Town of Mammoth Lakes, the process should move along this year. “Get it done quickly. “If all goes according to plan”--First Flights October 2020? The Scoping Meeting in Bishop was headed up by Ashley Helms, with Inyo County Public Works, and Chris Jones, an American Institute of Certified Planners, with ESA, from Sacramento, CA, who is leading the environmental / documents process. There was a presentation of elements of the EA and IS, along with an ambitious time frame for the environmental review processes, and according to Helms, all of Inyo County's proposed planning is on its website. Helms said the NEPA and CEQA processes should take between eight and nine months, and there would be a number of upgrades to the airport. There are 18 different environmental resource factors (detailed in Appendix G) which must be addressed during the CEQA review and Inyo County is preparing an Environmental Assessment (EA), public comment period inand an Initial Study (IS) to evaluate and disclose the potential cluding: aesthetics, agriculenvironmental impacts which might occur with the newly tural resources, air quality, proposed commercial air service to Bishop Airport. Once the Draft EA and IS are published, the public will have a minimum of 45 days to comment. The need for a full environmental impact review could be generated, which would involve responses to each of the substantive comments or findings. Alternatives and mitigations would be considered before there could be a Record of Decision. Sometimes, enough compelling evidence is presented to require a new environmental analysis / environmental impact review (EIR). Another 30-day wait period is then required before a final decision (Record of Decision or ROD). Final inspections by the FFA (Federal Flight Administration) and United Airlines for operations at the Bishop Airport must be secured, and all of the environmental review comments are addressed and mitigated. These are just some of the major and complicated aspects of the proposal to be met before the first commercial flights can start at the Bishop Airport. Some work has begun at the Bishop Airport, such as runway improvements, and in the future there are plans to improve the dirt parking area to a paved parking lot. Upgrades to the airport terminal building are also planned, with some additional space being added to the passenger and pilot's area. This additional space would be achieved with a “small, modular building,” according to Helms. No hand-outs and / or renderings of proposed upgrades or the building additions were presented at the scoping meeting in Bishop. The current Bishop Airport terminal was upgraded, and then dedicated in March of 2002, by Inyo County Supervisors Linda Arcularius, Julie Bear, Ervin Lent, Carroll “Butch” Hambleton, and Michael Dorame. Members of the audience were invited to speak about the proposed commercial flights at the airport during public comment, and the large majority of the responses were favorable for the flights to the airport. Tourism, growth, travel ease, and “putting Bishop on the map,” were cited as positives, along with transportation ease and air flight safety. The weather conditions at the Mammoth Yosemite Airport have hampered the expansion of air service to the region. The Town of Mammoth Lakes and Mammoth Mountain Ski Area subsidize air enplanements (to board an airplane) to the Mammoth Yosemite Airport, and those details for enplanements to Bishop will be worked out in the future. Currently, it is estimated that 80 % of the flights to Mammoth Yosemite Airport are paid for through the Town of Mammoth Lakes' TBID tax (Tourism Business Improvement District). A similar tax for Inyo County residents / tourists or the City of Bishop residents / tourists was not discussed at the Scoping Meeting in Bishop on January 22. The cost to Inyo County for its share of the environmental review processes (typically in the millions of dollars) including the consultants and the scientists, and Bishop Airport upgrades were not presented or discussed at the scoping meeting in Bishop. It is envisioned by the planners that there could be initially (weather permitting) three flights a day, from United Express to Bishop, CA (from San Francisco, Los Angeles, and Denver) during a December 15 through April 15 period, and then one flight a day the rest of the year, from Los Angeles (LAX). Comments from the public also included the concerns of environmental dangers to wildlife and agriculture, traffic and congestion in downtown Bishop, the lack of affordable housing for future airport employees, flight paths in and out of the Bishop area, and fire fighting support. The public will have opportunities to comment on the environmental documents, when the Draft EA and IS are circulated for public comment. The scoping period started January 11, 2020 and will end February 6, 2020. This is an opportunity to give input on “environmental issues related to the proposed action, alternatives to be evaluated, and suggestions on the scope of the environmental documents.” Helms said, “If all goes according to plan,” there would be flights by fall of this year. All in all, the resolution remains in the balance, taking all of the parts into consideration, and the public environmental review process just got started.

Applications being accepted for 2020 Inyo County Community Project Sponsorship Program Competitive grants The Inyo County Community Project Sponsorship Program is accepting grant applications for the 2020 Yearly Competitive Grants. The grants will be available for events and projects sponsored by local non-profit groups that will be taking place in Inyo County during 2020. Up to $34,000 is available in the 2020 Competitive Grant cycle. The deadline for submitting applications, either on paper or digitally, is Wednesday, Feb. 19, 2020. The Competitive Grants can be used to fund a variety of projects, programs or events. In general, the CPSP program is focused on helping local organizations promote activities and programs that bring visitors to the area, and also supports events and programs that enhance the cultural and recreational quality of life of the county’s residents. The Program Guidelines, Grant Application, Rating Criteria and Final Report Template can be reviewed, or downloaded by going online to the Inyo County website, www.inyocounty.us. Bishop Paiute Tribal Council sign unprecedented agreement The Bishop Paiute Tribal Council signed a historic Memorandum of Agreement (MOA) with California Department of Fish and Wildlife (CDFW). This MOA reflects the understanding that the Bishop Paiute Tribe and CDFW exercise their own unique authorities to protect wildlife resources. CDFW recognized that this governmentto-government agreement is a productive and efficient way to honor the Tribe’s effort to preserve its culture and well-being through the Tribe’s tradition of hunting mule deer (genus Odocoileus). Mutually respectful discussion and negotiations by both entities has determined the final outcome of this MOA. Chairman Allen Summers proudly stated, “This is one of the biggest achievements the Tribe has ever accomplished. CDFW is one of the first state agencies to acknowledge the Tribe’s testimony of why this MOA is crucial for the health of our Tribal community. The purpose of this agreement will ensure that the Tribe’s cultural values will be sustained for future generations.” The MOA identifies the process for the Tribe to take up to 16 deer per year for cultural education purposes; twelve of these deer are designated for individual take and four can be harvested outside of the typical hunt season to further cultural education (CE). CE harvests will be preserved and utilized at culturally significant events. Most takes will be collected during the regular hunt season in areas: D7, D8, X9a, X9b, X9c, X10, and X12. In addition, the Tribe has established internal policies to comply with the MOA’s provisions. The Tribe’s Mule Deer Hunting Policy and Procedure will outline the steps and components required to participate in the program as determined by this MOA. Tribal leadership anticipates the rollout of this hunting policy by Summer 2020. Compliance is essential for the sustainability and preservation of our culture. The Art of Growing Up As a child I was often asked by relatives, teachers and friends; “What do you want to be when you grow up?� The question took many forms, but was always seeking to know what I wanted to do in life. Of course the question sought out my occupational goals, not my spiritual or living style, which in retrospect would have been a more appropriate question. My answer, however, had an evolutionary twist to it, as I explored those fields that held my interests. From cowboy to superhero; from fireman to veterinarian, from teacher to policeman, my aspirations grew with the greater knowledge I had gained on these fine professions, but they still didn’t answer the question that had never been asked, but tugged at my soul; “How will you be happy when you grow up?� There are innumerable jobs that would have fit me just fine, but would they have fed my desire for happiness? In Religious Science, we have a saying – ‘Desire Demonstrates.’ This means your heartfelt desire, if not contradicted, will find a way to become manifest. No matter what your desire, all the elements to fulfill it are already available; the only thing standing in the way are your self doubts and lack of confidence. I decided when I was in the third grade, that I wanted to be a teacher. It was kind of a nebulous idea at first, but definite. What kind of teacher; what grade level; what subject and where would I teach, where all ideas that would come into play at the right time. All I knew for sure was that I wanted to teach. How I became a teacher of Religious Science involves more starts and stops; more twists and turns than I could write about within this column, but suffice to say it was quite a journey. My devotion to my desire carried the day. Doors opened up to me that I never knew were even there. Inspiring teachers, knowledgeable students and friends helped me keep my resolve and grow my dream to a higher level. I knew I would become a teacher, but what to teach became important to me. I wanted to teach something I could put my faith in; something that would be good for everyone. I studied a lot of science, psychology and the arts, but they didn’t fill the bill. All the while I was attending a Religious Science church. I took all the classes with the church, including the ministerial preparation classes. I knew how much the study had helped me and others, but I hadn’t seen that this was the answer to the question that began it all; “What do you want to be when you grow up?� I wanted to be a whole person and that wholeness was in me already. That was the truth about me, and the truth about everyone, and I wanted to teach that inner wholeness; that God-Self within. We each have the God nature to create and we can create a world that works for everyone. We can be for something and against nothing. We can love and be loved. Even the hardened heart can be melted with sufficient love. That’s the story of the Grinch and Cindy Lou, and it can be yours and my story too, if you let it be your desire. God is Love and Loving You Right Now!
