Utu Utu Gwaitu Paiute tribe of Benton’s Indigenous Blendz
California’s first recreational Cannabis dispensary By Christina Reed, The Hired Pen Eastern Sierra, CA—Indigenous Blendz, a recreational cannabis dispensary, is getting ready to celebrate its second year in business, on April 20 (“4 / 20,” slang for “lighting up”), and in the state of California, this business is at the forefront of the recreational marijuana movement. Beginning in the spring of 2017, before the state's Proposition 64 (Adult Use of Marijuana Act, approved by voters in 2016) took full effect in January 2018; the tribe decided to be one of the first recreational cannabis dispensaries, and they began putting the pieces together for the unique enterprise. “We took action right away,” says tribal vice-chairman, and Indigenous Blendz manager, Shane Saulque. “We thought that we were going to be temporary.” But, Indigenous Blendz turns out to be very popular, and Saulque adds, “It [Indigenous Blendz] started paying for itself right away.” Further, “the taxes are low,” Saulque notes, and the revenue generated, “Stays on the reservation and goes back to the tribe.” Future tribal economic development projects will be funded with the cannabis business' pot-popularity. The Utu Utu Gwaitu Paiute Tribe of Benton took it upon itself to get the economic benefits from their homegrown business, although it's not been easy. Located in the Benton Hot Springs area, about 35 miles northeast of Bishop, CA, the tribe is one of the 105 American Indian tribes recognized by the federal government in California. The Benton area is remote, depends solely on tourism in Mono County, and the Benton tribe has a small gas station, restaurant, and grocery store, but no casino. The Benton tribe is a recognized sovereign nation, and as such, they have approval to regulate, grow, and sell marijuana on their reservation. Essentially, the federal government has told the state's tribes, you must regulate marijuana, keep it out of the hands of criminals and people under the age of 21, and don't take it to places where it's still not legal. Many in the recreational cannabis business also recognized that Native Americans on reservations don't pay the same taxes, so partnering with them has benefits. However, as it stands now, the tribes aren't given the leeway to work with state-legal, off-thereservation cannabis businesses, unless they cede (give up) their sovereignty rights, self-governance, and their cannabis licensing rights to the state. And, this isn't something the tribes are going to do. The Benton Paiute Tribe is a member of the California Native American Cannabis Association; the American Indian Tribes of California, which started to tackle these discriminatory business practices, and began to team up with other tribes to get legislators to introduce a bill. This bill (AB 924; introduced by Assemblyman Rob Bonta, D-Oakland) would help give all of the recognized tribes in California the authority to determine their own licensing for local cannabis operations. The state of California's main regulatory agencies involved in the sales of cannabis for medical or recreational use are the Bureau of Cannabis Control, the Department of Food and Agricul-

ture, the Department of Public Health, and the Cannabis Regulatory Authority. Budtenders, like bartenders, serve customers, who come in all ages (21 to 80-years-old) and from all walks of life. Think of the cannabis dispensary as a local bar or saloon, only instead of asking you what you'd like to drink or try, they ask you about your marijuana preferences: “Do you like Indica (more of a body high) or Sativa (more of a head high)?” “What sort of experience are you looking to have?” “Do you like the experience of edibles?” The products are as varied as the customers, and while it's not as big a “social taboo” as before it was legal, people visiting a cannabis store are beginning to feel more open about the relationship between themselves and their budtenders. Chris Barbo, who is assistant manager at Indigenous Blendz, also helps to create the homegrown products at the store. “For the longest time, people attached a moral failing with cannabis use,” explains Jared Askew,
a budtender. “It is no longer viewed as such.” Thomas Stanley, security at Indigenous Blendz, says, “People build up resistance to certain strains [of marijuana].” He adds, “And, people become bored.” So, to avert this situation, the store doesn't always carry the same products, or strains. There are weekly specials, such as discounts for veterans, or Feel Good Fridays, much like a Happy Hour, with top, mid, and bottom shelf strains, like spirits. You identify yourself with valid ID, sign in, pay cash for everything, and you can't get too attached to any one kind of anything or strain, except the accoutrements or accessory items, such as glassware, rolling papers, and smoking devices, which they have on a regular basis. The budtender's job is to “pair the right product with the right person,” Jared notes. “Make a personal connection.” Depending on what you are looking for, “relief, or the desire to unwind,” Jared continues, determines what strain of cannabis might be enjoyed. To date: 5,000 really happy customers and toking....

911: What is your emergency? You hear these words, state the problem, and wait for help to arrive. When calling to report a crime, you know that the person responding will typically be wearing the uniform of a Deputy Sheriff or a Police Officer. As officers of the law, they are paid to respond to reports of crimes or other emergency needs. Who responds when the call is about a medical issue? When a loved one has fallen and injured themselves or you witness a car accident on the highway, who are the people manning the ambulance that responds to the scene? Would it surprise you to know that they are probably a volunteer who has already worked an 8 hour day at their full time job? Would you also be surprised to know that the majority of Inyo County’s emergency medical responders are volunteers who provide emergency medical services through their local Volunteer Fire Department? Emergency Medical Services (EMS) in Inyo County are comprised of a paid private ambulance service located in the City of Bishop and trained volunteer Emergency Medical Technicians (EMT) embedded in Volunteer Fire Departments in Tecopa, Lone Pine, Olancha, Independence, and Big Pine. These providers respond 24/7, sometimes after having worked an 8 hour day, to calls ranging from highway accidents to the homes of neighbors and friends who are in medical distress. They cover wide service areas and sometimes have to travel over large distances and difficult terrains to provide life-saving first aid stabilization and transport to hospital facilities. Inyo County is not alone in relying on a volunteer EMS response system. Approximately 53% of the isolated small rural areas nationwide, where approximately 57 million Americans reside, are served by volunteer EMS systems. In fact, it is estimated that volunteers cover 90% of EMS calls in rural America, where on average the population is older, sicker and poorer than urban areas. Volunteers are the responders that can make the difference between survival and death. The volunteer model of EMS delivery is one that we all rely on every day, and it is a system in crisis. More than 2/3 of rural EMS providers surveyed in 2015 reported having difficulty in recruiting and retaining EMTs. Particularly challenging were communities where many people work outof-town, restricting the time they are available to volunteer and leaving periods of daytime work hours with limited or no volunteers available to respond to an ambulance call. There has been a drop in the number of volunteers providing this service nationwide, leaving many communities struggling to maintain an EMS system. Inyo County is experiencing this crisis right now! The Chiefs from each of our Volunteer Fire Departments can attest to the challenges they experience in ensuring adequate numbers of EMT’s to man an ambulance and respond to an emergency when a 9-1-1 call is received. While many are able to recruit firefighter volunteers, recruiting individuals willing and able to complete the training requirements to become an EMT is a challenge. So, on behalf of the EMS community of Inyo County, we are making a 911 call to everyone in our community: We Have An Emergency and We Need You! We are at risk of losing ambulance services! Communities throughout Inyo County need our citizens to band together and ensure that we are able to provide response to medical emergencies. Do you know someone who you think would be a great EMT? Are you interested in becoming an EMT? Are you someone who stays home during the week because you are retired or do you work alternative hours and want to help out? The Use of Mind

In or Out of Mind There is only one mind and that Mind is God’s Mind and we are all using it. Our use of the Mind of God determines how our life unfolds. The reality that we have free choice is shown that we each experience the results of our choice. This is the basis of the Law of Cause and Effect. Jesus said, “It is done unto you as you believe.� In effect, each of us has expressed our belief upon the One Mind and Mind produces that which you have believed into your life. It is as you have prayed for a given result and received a corresponding result. Dr. Ernest Holmes wrote, “The nature of Reality is such that Universal Mind has unlimited power but so far as man is concerned It has only the power which he gives to It. He gives It power when he says, “I am weak, sick or unhappy.� It says for him what he first says for himself. And since, for countless ages, man has believed that which is not true of God, his body and the environment reflect this limited concept of the Universe. This Law is a force in nature to be used and brought under conscious control of the spirit of man which is his conscious mind. Man’s conscious mind is the consciousness of God in him.� When you fully understand what Dr. Holmes has said it would be inconceivable that a rational or logical individual would utter statements or declarations which were contrary to what they desired in their life; yet, we hear these things every day from well- meaning people. Mind as Law is helpless. It must be directed, and like Cecil B. DE mille you are the director. Not only are you the director, but you also are the writer, the casting director and the actor in your production. It may seem to be a tremendous responsibility, and it is, however; this what each one of us was made for. Other people; both lead and support actors can play vital roles in your unfoldment. They are not in your life to take the blame for what you may or may not have thought or said, after all, you are in control. The Universal Mind in Its subjective state is what we mean by the Law of Mind. It can do anything we may wish it to do, but It must be given direction for It do anything. That is why it is so important that we direct consciousness in what we desire. To reverse negative influence we can eliminate negative sources in our life. That does not mean to withdraw from the world; it means you can approach things from a different perspective. For instance; when you watch the news, to be informed of what is happening, rather than become emotionally involved with the content presented, you might see the solution to a problem and see it done in mind. To many people get involved with the “ain’t it awful� scenario, which is not good for anybody, much less themselves. Change your thought and change your life. It Works! God is Love and Loving You Right Now!

By Christina Reed The Hired Pen Bishop, CA—Potatoes, both sweet and Irish, have become an American staple, and seed potatoes for planting have arrived at Manor Market, in Bishop, CA. The Colorado Certified seed potatoes represent a variety of types, including the purple potato, which is high in potassium, and antioxidants. It is best to buy seed potatoes, from certified market vendors, since grocery store potatoes may introduce diseases into your garden. And, it is best if you don't use fresh manure, but instead, use a space which grew legumes (such as peas, soybeans, alfalfa, or clover), and turn this crop over in the fall; then add rotted manure, and other compost. Two or More Eyes Have It Potatoes have eyes, and the ideal planting is a chunk of up to two ounces of potato, with at least two or more eyes. Multiple eyes mean multiple sprouts per potato hill, thus increasing your production. Once your seed potatoes have been cut, you should leave them at room temperature for a day or so, before planting. This seems to help the potato chunks to firm up and withstand rotting in the ground a bit better. Potatoes are a cool-weather crop, and you need to put them into the ground after the last killer-frost. Some gardeners get their crop in by late February, with straw hiding the potatoes, which are planted cut side down, about two-three inches deep in furrows, about a foot apart. “Hilling” of potatoes is a common gardening technique, and once the sprouts and plants start to develop, you want to hoe soil up on top of them, creating potato hills about eight inches high. Rich, loose, and well-worked soil are essential for potatoes, and when the plants grow, keep mounding dirt to support the plants and promote tuber growth. Potatoes don't like being in standing water, so make sure rain doesn't remain in your rows. When the vines are completely dead, you'll know your potatoes are ready for harvest, about 10 weeks after planting. There are “new” potatoes, young tubers, and these need to be eaten soon after harvesting, since the skins are softer, and they don't store well. Other potato varieties are harvested in the fall. Use a potato hook or fork, and then you must properly store your crop. Wipe the potatoes clean of dirt, DO NOT WASH, and then put the potatoes in a dark place for a couple of weeks. Check them then, and if they feel soft, get rid of them. Keep apples away from potatoes, also, otherwise they might sprout. Keep them cool, and in a dark and dry place; the potatoes can be kept for up to six months. Too much light, and your potatoes will turn green. If your potatoes turn green
