Bishop, CA—Sold Out! That’s the word on the popular California Waterfowl Association’s (local Eastern Sierra Chapter of CWA) banquet, auction, and annual fundraiser, on Saturday, March 12. Highlighting the state’s waterfowl and wildlife, and its conservation, habitat, education and advocacy, the Eastern Sierra’s colleagues, family and friends are excitedly awaiting the big gathering at the Tri-County Fairgrounds, in Bishop, CA. Joe Pecsi, local President of the Eastern Sierra Chapter of CWA says, the chapter was formed about 16 years ago, by Pecsi and volunteers, and this annual banquet draws waterfowl enthusiastists from as far as the Bay Area, Walnut Creek, and Fairfield, to Mono and Kern County, Orange County, and LA County.

American Wigeons, a common duck to the shallow waters near the Bishop City Park. Shown: the drake (male) duck sports the “speculum feathers,” the patch of plummage on the feathers, which are iridescent in nature. Iridescent teals, greens, sky-blues, purples to bronzes, to bright violets are possible on a number of drake ducks...a unique dark pigment called melanin absorbs light. Drake ducks change colors to attract mates, and will change colors again in the late summer, after they’ve hidden from predators with brown plummage.

Conserve, Protect, Enhance, Fish, Wildlife, Plants, Habitats for the Benefit of Americans One of this year’s banquet events is dedicated to Jake Morgan, a valuable volunteer to the local Eastern Sierra’s Chapter of CWA, who passed away, leaving a legacy of working with the local chapter’s youth promoting hunting and fishing. Pecsi notes the projects on the horizon for CWA, here in the eastern edge of California, include working with CWA staff biologists on enhancing wetlands in cooperation with the Los Angeles Department of Water and Power (including a well project in Olancha, CA); youth education projects, including the Bishop Trap Team and the state’s finals, for the High School Rodeo, and participating in a shooting event at that time; bird banding; wood duck programs, and the California Mallard project. Regionally, the CWA was founded in 1945 to influence hunting regulations, and government regulations. Beginning in 1985, the CWA organization partnered with the studies of the state’s Department of Fish and Game (as it was called then). The targeted habitat studied by the groups focused on the Pacific Flyway, and an enhancement project was started in 1989. In 1991, the CWA introduced young people to an educational outreach program, which continues today, in classrooms in the region. There are currently about 18,500 CWA members. CWA is a 501 (c)(3) organization, with an IRS ruling in 1980. Winter is all about waterfowl Winter is all about the waterfowl, especially since not all of the birds leave our waters, streams, lakes, or rivers. Many waterfowl overwinter in our big backyards, ponds, city parks, and reservoirs, like the Bishop City Park’s Pond. The Bishop Creek and Pond areas of the City Park are great places to see many of the local and migratory birds and wildlife, annual-

The Pacific Flyway, one of four migratory routes in the nation (Pacific, Central, Mississippi, and Atlantic), includes >L parts of the states of: Alaska, Arizona, California, Idaho, Ne)PZOV vada, Oregon, parts of Colorado, Washington, parts of New Mexico, Wyoming, and Utah. This migration bi-annually in the spring and fall, represents one of nature’s biggest shows, and the major north-south migration corridor supports about a billion birds, according to the Audubon Society. This migration is an ancestral pattern, and historic wetlands for waterfowl and other bird species, depend on water sources for this magnificent feat / achievement of energy, strength, and physical demands. Mono Lake is a major part of the Pacific Flyway as well as the ponds and reservoirs, along this bird flyway, which extends from Alaska to Patagonia in South America. The birds migrate for food, they head to breeding grounds, and they travel to overwintering sites, like those found in the Eastern Sierra (at places like Crowley Lake, the East Walker River, the Owens River, Pleasant Valley Reservoir, the Alkali Ponds near Benton Crossing Road, Lee Vining Creek, Hot Creek, Diaz Lake, Dirty Socks in Southern Inyo County, the Gravel Pits around Bishop and Five Bridges), and other open waters in the Great Basin. Ducks, geese, swans, raptors (including snowy owls), crows, hummingbirds, robins, shorebirds, song birds, and cranes are all waterfowl and wildlife to spot on their journeys on the Pacific Flyway.

April 29, 1940-March 1, 2022 Born to Henry and Eula Thorne in Porterville CA. Larry had incredible work ethic and enjoyed time spent in the back country with his father. He was active in FFA and Bishop wranglers. Larry was a graduate of Bishop Union High School in 1959. Larry married his high school Sweetheart, Carol Partridge in 1962. Larry continued his education at California State Polytechnic College (CAL POLY) SLO. He completed his Bachelor of Science in Agriculture in 1964. Larry and Carol moved back to the Owens Valley in 1965. Larry worked for Inyo County Road Department. Many holidays can be remembered with Larry, Uncle Robert and Uncle Johnny leaving Christmas Eve Dinner early to plow snow to open the roads. Larry also had a wood business, Thorne enterprises, where he sold firewood to help put his daughters through college. Larry shared his love of the outdoors with his wife, Carol and Daughters, Cindi and Lisa. They enjoyed the Eureka Valley Sand Dunes with the two dune buggies he built, Snow Skiing at Mammoth Mountain and many 3-day weekends water skiing at Walker Lake, Crowley and Topaz. Larry restored a cracker box boat (U812) which the family and enjoyed it until they purchased a Nordic Flat bottom boat “Come N Get It”. Larry can be fondly remembered smiling with a twinkle in his eye before he drove full throttle. Larry enjoyed classic cars and looked forward to attending car shows especially the Bakersfield Street Rod Nationals, Reno Hot August Nights and the Owens Valley Cruisers Fall Colors Car Show. He had a mechanical talent restoring classic cars: 1922-23 Model T, and a 1930 Model A. His skills were shared in the community, helping do engine repairs on his friends’ cars, boats, and snow mobiles. Larry, with his wife, Carol enjoyed their many travels and adventures together: Daytona 500, Africa hunting trip, Maui Hawaii, Cabo Mexico, Alaska Cruise, Lake Powel Houseboating, Tours of historic Battlefields and trip to Washington DC. And two trips across the US to Georgia to see his brother Robert. In 2012-13 Larry was Elk of the Year, Bishop Elks Lodge #1603 Larry is and loved and survived by: • His loving and devoted wife of 59.5 years, Carol Thorne. He took his last breath while holding her hand at home. They had the most beautiful Love Story. • His daughters, Cindi Dulgar and Lisa Hart • His sons-in-law, Brian Dulgar and Tony Hart • His Granddaughters Amber Hart-Snodgrass, Ciera Dulgar, Ashley Hart, Briana Dulgar, Alyssa Hart, and Amanda Hart and Great Granddaughter Aubrey Ray Snodgrass and Ambers Husband Nate Snodgrass • His siblings, Robert Thorne and Carol Symons. Larry leaves behind many good friends and a community of extended family, that will remember him fondly. Grave Side Service will be held at East Line Street Cemetery on March 11th at 1pm. Celebration of life to follow. In Lieu of flowers, donations can be made in Larrys name for the Elks Park Fund

Caltrans to Host Free Dump Day at Independence and Lone Pine Landfills on March 20th, 7:30 a.m. - 3:30 p.m.
BISHOP, CA — The California Department of Transportation (Caltrans) is hosting a free dump day on Sunday, March 20h from 7:30 a.m. - 3:30 p.m. at two locations in Inyo County, the Independence Landfill and the Lone Pine Landfill. The free dump day is part of the Clean California program, a statewide initiative to remove litter, create jobs, and beautify California. Trash loads should be sorted and properly tarped down before transporting to the dump. Per state law, transport only 9 tires at a time. The free dump day is open to residential waste. Commercial waste will not be free. Caltrans Announces Local Projects Receiving Part of the Nearly $300 Million in Clean California Grants All projects will benefit underserved communities EASTERN KERN and INYO COUNTIES – Following Governor Gavin Newsom’s announcement this week of $296 million in Clean California grants to underserved communities throughout the state, Caltrans will locally fund four projects in Tehachapi, Mojave, Ridgecrest and the Fort Independence Reservation to remove trash, create jobs and engage communities to transform public spaces. The grants are part of Governor Newsom’s Clean California initiative, a sweeping $1.1 billion, multiyear clean-up effort led by Caltrans to remove trash, create thousands of jobs and engage communities to transform public spaces. “Locally, four projects received almost $12 million in funding for community beautification,” stated Ryan Dermody, Caltrans District 9 Director. “Caltrans is proud to be working alongside the cities of Tehachapi, Mojave, Ridgecrest and the Fort Independence Indian Community of Paiute Indians to enhance public spaces that improve areas for walking and recreation.” The projects include a wide range of community enhancements for cities, counties, transit agencies and tribal governments to beautify public spaces, such as litter removal, landscaping and art installations, walking and bike paths, and other complete streets features that enhance safety and access to transportation. The grants will generate 3,600 jobs statewide, and recipients must complete their projects by June 30, 2024. The Governor’s California Blueprint proposes an additional $100 million to fund another round of Clean California local projects. Projects located in Eastern Kern and Inyo include: Oak Creek Community Park: This $6.83 million project received $5 million from this Clean California grant effort. The project is located on the Fort Independence Indian Community’s Reservation in Inyo county is an improvement of public spaces designed to embrace the Tribe’s history and culture with an amphitheater, green infrastructure, playgrounds, a sports court, restrooms, paved trails, art installations and more to share culture and foster community events. LeRoy Jackson Sports Complex Improvements: In the City of Ridgecrest, the $1.84 million project will provide improvements such as a lighted walking trail, shaded benches, sports lighting, drought-tolerant landscaping, drinking fountains, new signage and more to create a more functional space that increases recreation opportunities and community pride. Mojave East Park Beautification and Enhancements: This $3.02 million project will provide new restrooms, a parking lot, a stormwater basin, a shaded picnic area, new sports field and court, irrigation and drought-tolerant landscaping, exercise stations, and accessible pathways, directly benefitting the residents with a transformed public place of pride. Valley Boulevard Recreational Park: In the city of Tehachapi, this $2.09 million project will install a sports field, playground, shade structures, landscaping, and more, to create a one-acre neighborhood park allowing for community engagement and recreation. The local projects announced this week are in addition to the $312 million for 126 beautification projects along the state highway system that were announced last month.

Inyo County Sheriff Eric Pritchard was raised in the Eastern Sierra where he graduated from Bishop Union High School. Eric and his wife Randi have two children; daughter Jordan, attending Colorado State University and son Garin, a current student at Bishop Union High School. Eric and his family enjoy the year-round outdoor activities Inyo County offers, such as running, skiing, camping, fishing, hiking, biking, and exploring. Central to Eric’s eager personality is his love of community, whether it is locals, business owners, ranchers, outdoor enthusiasts, visitors or a person in crisis, or a passing stranger. Every individual has value and should be treated with kindness, dignity and respect. Eric Pritchard dedicated his law enforcement career to the Inyo County Sheriff’s Office, and these tight knit communities. Eric started his career in 1999 as a Correctional Officer, graduating 4th academically with a 94% GPA from Correctional Deputy Academy. In 2000, he was given the opportunity to be promoted to Deputy Sheriff, where he graduated top of his class academically with a 97% GPA from Basic Peace Officer Academy. Throughout his career he has held nearly every rank within the Sheriff’s Office. Eric has been the instructor in Tear Gas Weapons, Less Lethal Weapons, Pepperball Launcher, and Diversionary Devices. He served for 10 years as a member of our S.E.D team (S.W.A.T), executing high risk warrant arrests, fugitive apprehension and critical incident response. For the last 14 years, Eric has served as an administrator, recruiting and hiring a large number of personnel, who now proudly serve our community. He works closely with community members, county officials, and countless allied agencies to enhance services to our citizens. Eric has a vested and sincere interest in seeing the Office of the Sheriff succeed. It is because of Eric’s commitment to his family, friends and neighbors in this community that he holds your family’s future in mind. That’s why he is here today, honored to serve as your sheriff and respectfully asking for your vote.
