“What a difference a day can make� By Christina Reed The Hired Pen Eastern Sierra, CA—What a difference a day can make. People have gotten a bit edgy. Today, patience is a premier commodity. It is hard to get our heads around the many events unfolding in front of us. Last weekend, there were people fishing at the Blake Jones Trout Derby, camping with family and friends, and off-roading in our area...one week later, Californians were asked to “Stay Home and Stay Safe� on March 19. Travel is now strongly discouraged, as of March 19, 2020, and this period of time extends “until further notice,� according to Governor Gavin Newsom. We all have directives / orders in front of us now, and as of March 21, Mammoth's Hospital has had its first “Presumptive Positive Case of Covid-19,� according to the Mono County Health Department's Mono-Gram. More cases are expected to present themselves in the days ahead. Updates are available at monocounty.ca.gov/coronavirus. The good-old-fashioned phone book, The Local Book, is a helpful tool in these times of information gathering. Many of the rural communities have large numbers of people who do not have computers, nor access to the internet. It literally pays to call ahead and see if you can conduct business, get supplies, or find what you need, before you put your limited resources out there. Think of this period of time as a brutal winter storm, which shuttered all normal activities. Visitor centers are not open to the public. City offices are not open to the

FOR IMMEDIATE RELEASE RESTRICTION OF SHORT-TERM RENTALS IN MONO COUNTY HOTELS, MOTELS, CONDOS, HOMES, RV PARKS, AND ANY OTHER TRANSIENT RENTALS OF LESS THAN 30 DAYS IN RESPONSE TO COVID-19 THREAT March 21, 2020 - The COVID-19 pandemic poses a looming threat to the health and safety of the people of Mono County and Town of Mammoth Lakes. At this time, the Mono County Public Health Officer has issued an order limiting the use of all short-term rentals to specific purposes consistent with the Governor’s “Stay At Home” order. This action is consistent with efforts across the United States and California. Our response efforts seek to slow the spread of the COVID-19 virus and decrease the overall impact on physical, emotional and mental impact on individuals, families, healthcare workers, all of which place strains on medical facilities and the local economy. To fight the spread of COVID-19 on March 19, 2020, Governor Newsom issued Executive Order N-33-20, commonly called the “Stay At Home” order, requiring all persons residing in the State to remain in their homes or places of residence, except as needed to maintain the continuity of operations for critical infrastructure (the “Stay-at-Home Order”). The Order does not have a specific end date. The Guidance provided by the Governor’s Office lists specific jobs and functions within those critical infrastructure sectors that are deemed “necessary.” This includes hotels and lodging activities related to isolating or quarantining persons infected with or exposed to the COVID-19 virus, or housing workers performing jobs deemed essential to maintaining critical infrastructure. Please view the memorandum from the Town of Mammoth Lakes summarizing the list of essential business in our community. Human travel promotes the spread of disease and the presence of visitors in Mono County has the potential to exacerbate the spread of the disease and the anticipated strain on our limited healthcare facilities caused by COVID-19. Unnecessary activities, including travel to resort areas such as Mammoth Lakes and Mono County, have been restricted by the Governor in order to prevent the spread of the disease in a manner and at a pace that overwhelms the State and Mono Counties ability to respond. We, and the State recognized the potential need to allow the use of hotels and other facilities for emergency service workers, essential service works, for displaced residents needing shelter, for traveler safety, and other response and mitigation efforts related to COVID-19. These types of uses are allowed. We understand the uncertainty that exists with the Governor’s Order as it does not provide an end date. To this end, the guidance from the Town/County Unified Incident Command is to plan for this Restriction to be in place at least through April 30, 2020. y y y g y y Security’s responsibilities as assigned under the Homeland Security Act of 2002 to provide strategic guidance, promote a national unity of effort, and coordinate the overall federal effort to ensure the security and resilience of the Nation's critical infrastrructure. CISA uses trusted partnerships with both the public and private sectors to deliverr infrastructure resilience assistance and guidance to a broad range off partners. In accordance with this mandate, and in collaboration with other federal agencies and the private sector, CISA developed an initial list of “Essential Critical Infrastrructure Workers” to help State and local offfiicials as they work to protect their communities, while ensuring continuity off fuunctions critical to public health and saffeety, as well as economic and national security. The list can also inform critical infrastructure community decision-making to determine the sectors, sub-sectors, segments, or critical fuunctions that should continue normal operations, appropriately modiffiied to account for Centers for Disease Control (CDC) workffoorce and customer protection guidance. The attached list identiffiies workers who conduct a range of operations and servvices that are essential to continued critical infrastrructure viability, including stafffiing operations centers, maintaining and repairing critical infrastructure, operating call centers, working construction, and performing management fuunctions, among others. The industries they support represent, but are not necessarily limited to, medical and healthcare, telecommunications, inffor o mation technology systems, defense, foood and agriculture, transportation and logistics, energy, water and wastewater, law enfforcement, and public works.

We recognize that State, local, tribal, and territorial governments are ultimately in charge of implementing and executing response activities in communities under their jurisdiction, while the Federal Government is in a supporting role. As State and local communities consider COVID-19-related restrictions, CISA is offering this list to assist prioritizing activities related to continuity of operations and incident response, including the appropriate movement of critical infrastructure workers within and between jurisdictions. Accordingly, this list is advisory in nature. It is not, nor should it be considered to be, a federal directive or standard in and of itself. In addition, these identified sectors and workers are not intended to be the authoritative or exhaustive list of critical infrastructure sectors and functions that should continue during the COVID-19 response. Instead, State and local officials should use their own judgment in using their authorities and issuing implementation directives and guidance. NIHD suspends non-essential services across District In light of the current COVID-19 pandemic and an expected surge in cases across the country, state, and county, Northern Inyo Healthcare District will begin suspending non-essential services effective immediately. This decision is the result of a joint effort between the medical staff, hospital administration, and the NIHD Board of Directors. The goal of this action is to limit the exposure of the community and staff, and to stem the spread of the virus. The District is also trying to conserve the supplies it may need to care for COVID-19 patients, including but not limited to masks, gowns, gloves, medications, and most importantly, staff. “I want to be very clear that the hospital and clinics as well as ancillary services will still be providing essential services to the community,” said Dr. William Timbers, NIHD’s Chief of Staff.
