Businesses Reopening 2020 Local merchants reopen with new guidelines for shopping By Christina Reed The Hired Pen

Eastern Sierra, CA—Businesses in the Owens Valley are slowly starting to reopen with new guidelines for shopping in place, and while many of the stores won't allow actual shopping in the stores, there are online / phone in ordering options. Once the orders have been placed and paid for, the customers are going to pick up the items or their merchandise is delivered to them. Social distancing, wearing masks, and washing your hands / using hand sanitizing products are required for all business activities / and transactions by employees and customers. And, all residents need to abide by these legal mandates, or run the risk of having services / shopping disallowed / refused for them.

The Toggery Reopens in Bishop The Toggery, one of the oldest, continuously open businesses in downtown Bishop, CA, is pleased to be getting back to taking customers' orders and filling them. Justin Synder says he's happy to be back at the store, and serving customers. “We're excited to be open.” Synder notes orders at the Toggery are available for pick up or delivery. The small town of Bishop in the eastern Sierra was bustling with business and new fireproof buildings of concrete were coming to life. The Main Street

frontage including part of the Valley View Hotel were changing from frame to concrete, and on September 21, 1922, The Toggery opened up its new haberdashery. Owners Mr. R.W. Eldred and Mr. W.H. Koch had successfully moved from their temporary home at the Clark Hotel to the spacious new store, complete with a three-chair barber shop. And, The Toggery settled in for its Main Street prominence as "One of the Sierra's Better Known Stores." Back in the day, Union Carbide miners and ranchers with huge fruit orchards purchased their work pants, gloves and Justin boots from the store with the black-stripes on white awning. Towns folk were fitted for wedding tuxedos and Homecoming attire, and handsome Stetson and Resistol hats adorned the shelves above the men's fine woolen Pendleton shirts with pearly snap buttons. Carosels of elegant belts and hat bands remind you that looking your best still matters in the daily lives of the valley residents.

State, County, and City Notes

Fourth of July celebrations in Bishop and Bridgeport are being worked on, and the events surrounding the Fourth of July could be quite different from past celebrations. Photos by The Hired Pen

California's Governor Gavin Newsom signed an executive order (May 8, 2020) which will allow for mail-in ballots for the upcoming election, and there will also be physical polling places. Governor Newsom also pushed the penalties for late property tax payments to May 6, 2021, those giving tax payers a bit of breathing room (from the 10 percent penalty fee for late tax payments) for their property tax payments of April and December of 2020, and April of 2021. However, if you have your property taxes impounded with your mortgage, the impound accounts will remain the same. This waiver of property taxes is for your primary residence only. Nevada's Governor Steve Sisolak has reopened some of the state's businesses also, including pot shops, liquor stores, breweries, drive-in churches, and golf. Social distancing, masks, and hand washing / sanitizing are still priorities / legal mandates in Nevada too. The downtown Bishop, old Kmart parking lot is available for the homeless, and people using the space need to stay put, unless conducting essential business, and there are toilet and hand washing stations available. This is a temporary part of the governor's emergency coronavirus response. The Fourth of July celebrations for Bishop are being worked on, as well as Bridgeport's plans for the Fourth of July. These events will no doubt look different from the past celebrations, and some activities won't be happening, like all of the vendors in Bridgeport. Mammoth Lakes has canceled all of its Fourth of July activities for this year. The California High School Rodeo Finals, previously slated for June 7-14, have been canceled for this year.
