By Christina Reed, The Hired Pen Eastern Sierra, CA—Record keepers have always held high sway with historians, statisticians, politicians, governments, families, and storytellers. It is no different in the small settlements on the eastern slopes of the Sierra Nevada mountains. In fact, appearing in person, in remote places of the West can test the human spirit, and it is no different for citizens to record births, deaths, marriages, business affairs, grand jury reports, land deeds and titles, and register to vote in many ways, in Inyo County, CA, now, then it was 100 years ago. Inyo County is the ninth largest county in the US (second largest in California), and was established on March 22, 1866. Named in the Mono language, Inyo, meaning the “dwelling place of the great spirit.” Its county seat is in Independence, sitting in an area of eastern California, which not only has the highest mountain (Mt. Whitney, at 14, 505 ft.), but also the lowest point, in Badwater Basin (at 282 ft. below sea level) in the contiguous US. The oldest living trees on the planet, the Bristlecone pines (Methuselah tree), some of which are 5,068 years old (recently re-dated in 2012), also live in Inyo County.

of Inyo County was Thomas Passmore (1866). The position of auditor and recorder were “segregated from the office of Clerk beginning 1915.” (Source: Willie Arthur Chalfant, “The Story of Inyo,” Chalfant, 1922). It should be noted that the elected offices of sheriff (for public safety) and the Clerk / Recorder, and Registrar of Voters are considered essential to the running of the county's business. Much of what we know about our local history is found in the vast vital and public records, at our county courthouses, usually in old boxes, which have withstood the tests of time.
Bend City, an Owens River settlement (close to Kearsage in the Owens Valley, in 1863, which is now about five miles west of Independence, CA), a fledgling town at the first bridge crossing of the Owens River, was to be Inyo County's seat...not Independence. A major earthquake in 1872 changed the landscape, literally, and Bend City didn't sit where the Owens River flowed anymore. According to W.A. Chalfant, the first Clerk, Auditor and Recorder

Once upon a time...Inyo County was a part of both Mono and Tulare Counties, and the now obscure Coso County (an apparently failed effort, in 1866, at creating a county from both Tulare and Mono Counties). The original county boundary ended near Big Pine (north and west), on the east near Nevada (beyond the Funeral Mts.), and south of Olancha, near the Kern County Line. When the Forty-Niners (1849) inhabited the region, the eastern Sierra was considered a part of the “State of Deseret,” or a part of Mormon territory (governed out of Salt Lake City). California became the 31st state on September 9, 1850, ratified its constitution, and set out the state boundaries that are more or less the same today. However, historically, the eastern boundaries of California, and where Nevada starts, have all been a part of disputes in both Inyo and Mono Counties.

Statewide General Election, on November 6, is a pressing matter for Foote, and she's accountable for what's on the ballot, registering citizens to vote, telling them where to vote, coordinating poll work, and describing the new election voting system. During the elections, the office is counting votes, and later, certifying the election results with the State of California, and making them public. Modernizing the offices, with updated online services, have been a top priority for Foote, and there is a student poll worker program and a local 4-H Government and Citizenship project initiated by Foote. Up to one third of all calls received today are for the Inyo County Superior Court. This is not unreasonable because prior to the passage of California's Proposition 220 in 1998, the Inyo County Clerk oversaw the operations of the Court Clerks. Today, we have no formal affiliation with the Court system. Another misconception is that we help people prepare their legal documents, which we are specifically prohibited by law from doing.” Foote adds, “We do not create the content within the documents, but we catalog and retrieve copies of land records upon request for the public.” A portion of Foote's work involves instructing in passports, licenses, notary public registry, and they are the keeper of the county's seal. And, when great floods, fires, or state boundary disputes arise, it's the clerk / recorder / registrar's job to get those records, books, papers, and documents to a safe and secure place, for future generations....
Sequoia National Park seeks public comment Environmental Assessment for cellular facility at Wuksachi Village The environmental assessment (EA) for the proposed construction of a 138-foot cellular tower west of Wuksachi Village within Sequoia National Park is now available for public review. The NPS is required by the Telecommunications Act of 1996 to consider all applications for the installation of cellular equipment on NPS lands. Verizon Wireless proposes the construction of a cellular facility west of Wuksachi Village to achieve a coverage objective that includes a portion of the Generals Highway, the Wuksachi Village area, the Lodgepole area, and the Wolverton area. Antennas would be directed, as much as possible, away from the wilderness. The proposed tower would be located in an established utility site at the end of an existing paved access road, which provides access to existing above-ground water storage tanks. No improvements to the access road would be necessary for either construction activities or subsequent maintenance of the new telecommunications facility. The proposed wireless communications facility would include the following components within a 40foot by 40-foot area adjacent to two existing above-ground water storage tanks: • A 138-foot tall tower with panel antennas and microwave dishes, potentially constructed to simulate a pine tree, mounted on a 4 to 5-foot diameter footer, • A covered 28-foot by 13-foot steel equipment platform, and, • A 500-gallon propane tank mounted on a concrete pad. An estimated 1,420 feet of buried electrical cable would be installed along the existing access road to connect the tower to an existing electrical transformer. Two 14-inch diameter fir trees would be removed from the facility site. A total of approximately 0.23 acres of land within the park would be affected by the project, including the trenched area adjacent to the access road (0.19 acres), and the communications facility (0.04 acres). Sequoia National Park is interested in public input on the EA for this project. The EA can be reviewed, and comments provided through the NPS Planning, Environment and Public Comment (PEPC) website at https://parkplanning.nps.gov/WuksachiCellTower. A limited number of printed copies are available and can be obtained by calling Nancy Hendricks, Chief of Planning and Compliance, at 559-565-3102. Happy Ever After It is fascinating that so many of our favorite fairy stories end with the subjects of the tale living happy ever after, and historical and present day religions preach about ascending to a heavenly realm where there will be not a care in the world. In the westerns of old, the hero would ride into the sunset. Of course, there were conditions to be met before you could step into a blissful and rewarding place. The Vikings had to die in battle. Modern day Christians must profess their belief in Jesus, and in addition, you have to die to gain entry. It seems that dying is a necessary thing to do in order to be happy ever after. Personally; I don’t like that option, but maybe that is just me. Religious Science does not teach the happy ever after routine. We are Christian, in that we follow what Jesus taught, but we are not hung up on this dying thing. We are living in the eternal now. We are enriched by our past and plan for the future, however; we are aware that all activity takes place now. I would desire to be happy in this very moment, instead of putting it off to some pie in the sky scenario. The reality that so many of the world’s religions are setting goals for happiness indicates that being happy, content and well are individual choices. Why not chose those right now? People blame conditions, the environment and even each other for their unhappy conditions, but they fail to realize that despite the storm, the Sun is still shining. My wonderful wife of forty six years passed away this last May, and though I miss her dearly, the memories we shared together help brighten my day. I am making memories right now, as well, and I don’t want them to haunt me, so I express what I desire to experience, right Now. People have asked me how I am doing. I tell them I am doing well, whether I feel well or not, because well is what I want. A great many people still don’t get that the words they use matters. Alphabetical arrangements of letters give meanings to feelings and thoughts, and thoughts are the instigator of things or actions we take. One of my fellow ministers took issue with my use of happiness as a goal to be attained, but the pursuit of happiness is in even in our constitution. I try to make the choice for happiness a priority. When I am happy, I am healthier; I am prosperous and I am enjoying life. None of those things apply if I am unhappy. Being happy is not over-rated, and personally, I would rather be happy alive than happy dead. An associate said, “You are only alive for a short time, but you are dead for eternity.” The eternal now is forever taking place Now. Another told me how long it takes, after death, to get to heaven. Jesus told the thief on the cross, “Today thou shalt be with me in Paradise.” Today, not tomorrow, Now, not in the future. Don’t wait for things to change. Declare you happiness right now, and set about living it. God is Love and Loving You Right Now.
