Native American Heritage Month 2021
By Christina Reed The Hired Pen
Eastern Sierra, CA—Native American Heritage Month is celebrated during the month of November, with the actual Native American Heritage Day, happening on Friday, November 26. The month brings awareness to traditions, trades and crafts, the arts, cultures, and honors the contributions of Native Americans. The Owens Valley Paiute-Shoshone Cultural Center, Bishop, CA, recently hosted a Bizarre Bazaar, with local artists and vendors, live music by the Harry Andreas Band, games, and Halloween festivities, including pumpkin carving and costume events. The unique cultural center is home to a museum, a gift shop, Native American crafts, and tours. The website includes a complete history of the cultural center’s development, and exhibits. The cultural center also serves as the location for the Community Markets, which feature local produce, arts and crafts, and traditional foods and music. The last Community Market is Thursday, November 4, from 4-9 p.m. The cultural center’s gift shop highlights the talents of many of the Owens Valley’s artists and crafts people.
Louis Leonard, “The Belt Guy,” displayed his straightcut, custom leather belts, including his Northern and Southern style powwow belts, at the Owens Valley Paiute-Shoshone Cultural Center’s Bizarre Bazaar. A resident of Lone Pine, Louis has also recently been at the Choo Choo Swap Meet and Lone Pine Film Festival.
Hands-On Native American Heritage Louis Leonard is known as “The Belt Guy,” and he creates custom fit leather belts, including Northern and Southern style powwow dance belts. A resident of Lone Pine, Louis says at first “it took years” for him to create the belts. His interest in the craft started as a hobby. “I did that for awhile.” Then, “I got better at it.” He explains the difference in belt styles, and the other belt accessories, like buckle designs. His sizing and crafting of the belts uses different locust tree stumps for his work bench, and his straightcut leather belts have recently been shown at the Choo Choo Swap Meet and the Lone Pine Film Festival.
Tyler Hummingbird Peyron is of the Tule River Tribe, but lives in Big Pine, CA. His tribe’s heritage include their stories from the Painted Rock, and Painted Rock Coyote, the Moon Coyote, and the Sun Big Foot. Tyler’s art and jewelry reflect these stories, and he says in creating the jewelry’s signature hand carvings, “I saw the shape in them.” The Hairy Man, the Sun Big Foot, is a feature in Tyler’s art-

The Bishop Paiute Tribe is a sovereign nation, and California’s fifth largest tribe, with 2,000 enrolled members, according to the tribe’s website. The Paiute Tribes live in the Great Basin, the Sierra Nevada Mountain Range, and the border region between California and Nevada, including the Owens Valley Reservations. The Lone Pine Paiute-Shoshone Reservation was established in 1937, through a “land exchange between the Department of Interior and the City of Los Angeles.” The Lone Pine Paiute-Shoshone Tribe is a sovereign nation, and has about 350 residents, according to the tribe’s website.

Daylight Saving Time (DST) is used to save energy and make better use of daylight. It was first used in 1908 in Thunder Bay, Canada. Daylight Saving Time is the practice of setting the clocks one hour ahead of standard time to make use of more sunlight in the spring, summer, and fall evenings. First Used in Canada in 1908 While Germany and Austria were the first countries to use DST in 1916, it is a little-known fact that a few hundred Canadians beat the German Empire by eight years. On July 1, 1908, the residents of Port Arthur, Ontario—today’s Thunder Bay—turned their clocks forward by one hour to start the world’s first DST period. Other locations in Canada soon followed suit. On April 23, 1914, Regina in Saskatchewan implemented DST. The cities of Winnipeg and Brandon in Manitoba did so on April 24, 1916. According to the April 3, 1916, edition of the Manitoba Free Press, Daylight Saving Time in Regina “proved so popular that bylaw now brings it into effect automatically.” Germany Popularized DST However, the idea did not catch on globally until Germany introduced DST in 1916. Clocks in the German Empire, and its ally Austria, were turned ahead by one hour on April 30, 1916—two years into World War I. The rationale was to minimize the use of artificial lighting to save fuel for the war effort. Within a few weeks, the United Kingdom, France, and many other countries followed the idea. Most of them reverted to standard time after World War I, and it wasn’t until the next World War that DST made its return in most of Europe. Who Invented DST? If you think Daylight Saving Time is a good idea, you can thank New Zealand scientist George Vernon Hudson and British builder William Willett. In 1895, Hudson presented a paper to the Wellington Philosophical Society, proposing a 2-hour shift forward in October and a 2-hour shift back in March. There was interest in the idea, but it was never followed through. In 1905, independently from Hudson, British builder William Willett suggested setting the clocks ahead 20 minutes on each of the four Sundays in April, and switching them back by the same amount on each of the four Sundays in September, a total of eight time switches per year. First Daylight Saving Bill Willett’s Daylight Saving plan caught the attention of Robert Pearce, a British Member of Parliament, and he introduced a bill to the House of Commons in February 1908. The first Daylight Saving Bill was drafted in 1909, presented to Parliament several times, and examined by a select committee. However, many, especially farmers, opposed the idea, so the bill was never made into a law. Willett died in 1915, the year before the United Kingdom started using DST in May 1916. It is not known if he was aware that his idea had become a reality seven years before his death in a small town in Ontario.

Bishop Broncos Football
This email was sent to you on behalf of Arnie Palu at apalu@bishopschools.org. Please contact the sender if you have any questions. Comments: The Broncos wrapped up the regular season with a 20-6 win at Boron. The win clinched the HDL Championship for the Broncos. The CIF post season brackets came out this weekend and the Broncos are the #2 seed in the Division 4 Championships. Bishop Union will host former league rival Tehachapi Friday night. In the Boron Game the Broncos defense controlled the game from start to finish. The bobcats lone score came on a kickoff return. In League play the Broncos defense allowed just one score in 4 games. Kennedy Batchelder and Cain Omohundro had big games along with Reese Dondero. Carson Schmidt and Milton Michel had second half interceptions. The Bronco offense was led by the duo of Quarterback Jakob Redmond and receiver Jake Frigerio. The seniors connected on two long passes. Senior runningback Zach Mojarro added a touchdown run. This game also marked the end of the October fundraising drive for Eastern Sierra Cancer Alliance. With two interceptions and three more touchdowns the Broncos will donate a total of 245 dollars to the ESCA. Throughout the month of October the Broncos pledged to donate $5 for every touchdown, interception and sack. Final Score 20-6

CITY OF BISHOP
377 West Line Street - Bishop, California 93514 Post Office Box 1236 - Bishop, California 93515 760-873-8458 publicworks@cityofbishop.com www.cityofbishop.com Released 26 October 2021 Public Works News Release Fall Street Sweeping Leaves are starting to fall in Bishop and the city Public Works crew will be stepping up the street sweeping effort in response. The crew needs help from people that park vehicles on city streets. Street sweeping for leaves has started. The city crew will sweep each Wednesday and Thursday between about 7 am and 3 pm and will continue on this sweeping schedule into December. The crew sweeps one side of the street one day and sweeps the other side the next day. To keep out of the way of the sweeper: • Don’t park on the west and north sides of city streets on Wednesdays while we sweep that side of the street. The north and west sides of the streets have odd-numbered addresses. • Don’t park on the east and south sides of city streets on Thursdays while we sweep that side of the street. The east and south sides of the streets have even-numbered addresses. These “don’t park” times only apply when street sweeping is in progress – each Wednesday and Thursday from 7 to 3 – and apply to the full length of one side of the street. Other times it is still okay to park. The crew can not sweep the street if vehicles are parked in the way. Also, properties along the streets are responsible for the removal of their own leaves. Don’t put your leaves on city streets. It overloads the sweeper, makes it much more difficult to do a good sweeping job, and costs more money. For more information contact City of Bishop Public Works at publicworks@cityofbishop.com or 760-873-8458.

Inyo County Public Health & Prevention INYO COUNTY HEALTH ORDER MANDATING FACE COVERING INYO COUNTY, CA, October 26, 2021 – Today the Inyo County Public Health Officer issued a Health Order requiring all individuals in the incorporated and unincorporated areas of the County of Inyo, regardless of vaccination status, to wear a face covering when they enter any indoor public facility. “Indoor facilities” include, but are not limited to: businesses, government agencies, houses of worship, and office buildings. This Order was prompted by an exponential increase in Inyo County’s case numbers in both the adult and pediatric population, resulting in the highest case rate in the State of California, 101.4 cases per 100,000 persons (7 day average, 7 day lag), and a test positivity rate of 20.1% as of October 25, 2021. Currently, approximately 65% of the eligible population in Inyo County is fully vaccinated against COVID-19, leaving almost one third of the vaccine-eligible population, and all children under the age of 12, more vulnerable to the COVID-19 virus. Local hospitals and skilled nursing facilities in Inyo County are experiencing an increase in COVID-19 inpatient cases during a time where staffing and capacity is strained.

The following guidelines are meant to provide clarification for our Inyo County residents: - Implementation of the Order is required by 11:59 p.m. on October 29, 2021. - The purpose of the Order is to reduce risk of further impacting ICU capacity in Inyo County and to protect our vulnerable popula tions throughout Inyo County. - Individuals, businesses, venue operators, or hosts of public indoor settings must require all patrons to wear masks, for all indoor settings, regardless of their vaccination status, and post clearly visible and easy to read signage at all entry points to communicate the masking requirements for patrons. - Signs are available for download at: https://www.inyocounty.us/covid-19/inyo-businesses/print-materials - A governmental entity, business owner, or facility operator should refuse admission or service to any customer or visitor who refuses to wear facial coverings. - The following individuals are exempt from wearing masks: - Persons younger than two years old. Very young children must not wear a mask because of the risk of suffocation - Persons with a medical condition, mental health condition, or disability that prevents wearing a mask. This includes persons with a medical condition for who wearing a mask could obstruct breathing or who are unconscious, incapacitated, or otherwise unable to remove a mask without assistance - Persons who are hearing impaired, or communicating with a person who is hearing impaired, where the ability to see the mouth is essential for communication - Persons for whom wearing a mask would create a risk to the person related to their work, as determined by local, state, or federal regulators or workplace safety guidelines - A “Facial covering” must possess the following attributes: - Be a properly worn mask that completely covers the nose and mouth - Cloth masks should be made with two or more layers of a breathable fabric that is tightly woven (i.e., fabrics that do not let light pass through when held up to a light source) - Mask should be secured to the head with ties, ear loops, or elastic bands that go behind the head - Mask should fit snugly but comfortably against the side and bottom of the face - Mask should be a solid piece of material without slits, exhalation valves, or punctures - Recommendation: wear a medical mask (also called surgical mask or disposable face mask) when available and appropriately fit. - The Face Covering Order will remain in effect until rescinded, in writing, by the Inyo County Health Officer. COVID-19 community transmission within Inyo County will continue to be reviewed and assessed on an on-going basis in conjunction with availability and access to healthcare resources and capacity, case rates week-over-week, and vaccine coverage of the eligible population.
