Bishop, CA—Two Inyo County supervisorial candidates’ forums recently gave the pub lic and constituents in District #1 and District #3 a chance to hear some of the county’s biggest, most pressing issues, as the candidates answered a series of pre-set questions, and then the candidates took some questions from the audience. The forums took place at Cerro Coso College, in Bishop. District #1’s candidate forum was hosted by Inyo 350 and Friends of the Inyo, and District #3’s forum was hosted by the Sunrise Rotary. Christina Blum Justice was the moderator for both forums. The forums (lasting two hours) have been condensed here.

District #1 now includes the communities and areas of: the airport, Laws, Poleta, Ru dolph Ranch, Meadow Farms, Meadow Creek, North Barlow, McLaren Ranch, Desid erata, and Mustang Mesa; District #1 no longer represents Round Valley, Rovana, 40 Acres, Rocking K, Aspendell, and Starlite, which are all in / represented by District #4 today.

Inyo County’s District # 3 extends from US Highway 395 (North Sierra Highway) on the north, to Brockman Lane on the west, to Sunland Drive on the east, to just south of Schober Lane for the southern end of the distict. District # 3 encompasses all of the Bishop Paiute Tribe Reservation, which is “a sovereign tribal nation governed by an elected council,” according to the Bishop Paiute Tribe. The reservation was established in 1912, and about 1,441 tribal members reside here. District # 3 is unusual in Inyo County. It has a sovereign nation’s tribal council, the City of Bishop has a city council (the City of Bishop is Inyo County’s only incorporated city), and Inyo County has a supervisorial district’s voting electorate. This means a tri-fold collaborative governing

system, with 15 governing / representatives taking interests in this particular region within Inyo County, and it represents a diverse set of governing principles.

District #1 Supervisorial Candidates Jeff Gabriel and Trina Orrill

Jeff Gabriel is the Executive Director of the Eastern Sierra Interpretive Associaton (ESIA), with a “history with non-profits,” and he has lived in the region for seven years. Gabriel noted the importance of infrastructure (roads and public works), a “vibrant economy,” the connectivity of high speed internet, and the airport’s role in the county. He noted the Eastern Sierra Council of Governments, and the Eastern Sierra Small Business Resource Center, as important to “all of the economies.” “Housing is the thread to all,” and “in going forward with development of the land” will require the acquisition of land. “Some of the barriers [to housing] are out of our control.” “Home lessnes is in every community across the country,” and “providing services” and “op portunities” were needed. The Caltrans North Sierra Highway Project (elements: more pedestrian-friendly and slow down traffic) was discussed, and he would “help navigate the process,” and “help small businesses” through collaboration. Gabriel explained the “Camp Like a Pro” program (collaboration between Inyo and Mono Counties, which he was part of the development), and said our “precious resources” need “responsible” individuals, and education was one way for visitors to learn. “Affordable” broad band (internet and wifi) and the need to “reach areas that were bypassed 15 years ago,” were noted, and the “last mile” of that project should be completed. The lack of fire suppres sion abilities in the district (such as fire hydrants), referring to the Fairview Fire, were noted, and this would be “costly” and require funding from the state and federal level. Supervisors. As stated on the ballot, Measure Q asks: “Shall the Transient Occupancy Tax Equal Share Act Ordinance, which will authorize ongoing collection of a Transient Occupancy Tax on all short term rental activities within the unincorporated area of the County at the same rate of twelve percent of the rent charged by the operator as currently collected by hotels, estimated to raise an additional $135,000 annually, be adopted?”

Currently, the TOT is only applied to hotels, motels, lodges, and short term vacation rentals such as those booked through Airbnb or Vrbo. If passed by voters, Measure Q will allow the County to extend the collection of the local bed tax to all short term lodging facilities, including campgrounds and RV parks.

Measure Q comes before voters in addition to six statewide ballot initiatives.

Voting is already underway across California. Local voters can mail their ballots to the Elections Office in Independence, deposit them in one of the six drop boxes placed throughout the county, drop them off at a polling station on election day, or go to the polls on Nov. 8 and request a ballot to vote in person. Residents voting in person need to bring their mailed ballots to surrender them

My name is Ambroshia Stone and I am one of the 9 candidates running for the Bishop Unified School District School Board. I am a mother of 5, with 4 of my children attending the Bishop Uni fied School District. I am a local, born and raised. I am a graduate of 2005, a proud US NAVY Vet eran with 8 honorable years of Service and I hold a Bachelor’s Degree in Social Science with a Mas ter’s Degree in Organizational Leadership. I am inspired to be running for the school board as a parent, community member and youth advo cate. I’ve been inspired by the encouragement of community members, students and the passion to take a position in being able to serve and support our students, educations, administrations and other stake holders. I hope to bring a refreshed, founded, strong voice to the school board. I hope to bring a stance of level headed thinking with compassion, understand ing, leadership, vision and commitment to the school board. I also intend to bring a balanced representation of diversity. That being said, I am a candidate from the tribal community, however I am not a voice for one group of students or community, I am a voice that stands for every single student, parent and teacher.

My preparation for this position includes serving as the Bishop Indian Head Start Policy Committee Chair Woman for 2 terms, having oversight and dele gation over program year budgets, seeking funding opportunities and provid ing approval. Ensuring program compliance, and providing child and parent support. In addition, through my work and professional life, I have provided leadership, implementation, program compliance and policy creation over nu merous grants, programs and teams. I am familiar with budgets and financial accountability in addition to overseeing budgets up to or exceeding millions. I intend to leave my personal beliefs at the door and be open to our entire com munity. I am about fairness and hearing both sides, and ultimately making de cisions, both difficult and challenging in the best interest of this school district and those we serve. If we truly want academic achievement, health and safety and further opportunities, we must learn to align our visions.

Community service can be fun as shown by the Bishop Lions cleaning their south Highway 395 stretch at Collins Road, running to Keough’s Hot Springs. Trina Orrill has been resident many years, and served on the local school board. “Infrastructure” (roads) was important, and county infrastructure work could be “prioritized annually.” Wildfire preparedness was a priority, and creating a “rev enue” source for its funding; she noted the concept of selling wood chips (from clean-up) as something to “explore.” Housing was a “need vs availability” issue, and a “critical imbalance,” and workforce housing and its “sustainability” was im portant. She noted Senate Bills 9 and 10, and the applications which might be helpful; including considering rezoning. “Safe housing” and starting a “conver sation” about homelessness were needed, and “safe housing” could be done by “looking to good examples.” The North Sierra Highway Project “is an enormous project,” and she will assist with information, and collaboration. “Tourism is a part of our lives. Everyone recreates, from the pack stations to the streams,” and she’ll “facilitate collaboration” with Inyo County.The “last mile” of the high speed broad band needed to be completed, and it was up to the county to “look at a funding source.” A “team player,” Orrill “doesn’t seek confrontation, but won’t back down.” “Listening, hearing the needs, and collaboration” are important, and at the “end of the day, I’m accountable to you.” “Misperceptions” led to division, and leadership “identifying common goals” was a way to “reach out to those who disagree.” Orrill planned on holding quarterly town hall meetings to speak directly to constituents and one day a week to interact with the public, if elected.

District # 3 Supervisorial Candidates Scott Marcellin and Kody Jaeger Scott Marcellin is a third generation resident, and is a small business owner, Rol lins Electric. “Building relationships,” over 50 years with state and federal agen cies, is a priority, and he added, “we work well as individuals, but lack unity.” Mar cellin has contributed to communities in the Eastern Sierra and has developed working relationships with many of the state and federal agencies. He’s worked on the Mammoth Lakes and Northern Inyo Healthcare District’s hospitals, the infrastructures (electrical and water systems), and donated his skills to building lighting systems for local schools’ fields, and did the electrical work for the Dick Noles’ Memorial Fountain, in Bishop’s City Park. Working on the housing issue, through partnering with county, state, federal, and LADWP for land, was import ant. Workforce housing was “too expensive.” “We’ve got to address housing.” “The county is behind, and it [housing] needs to be fast-tracked.” Airport expansion and the plans for year-round use were important. The lack of fire hydrants for fire suppression, referring to the Fairview Fire, is a concern, and Marcellin noted that “a lot of development occurred, back before fire hydrants,” in some of the areas. The Small Business Resource Center / Job Resource Center, and the Sierra Busi ness Council were noted as “amazing tools to teach business,” up and down the Owens Valley, and “everyone can use this facility.” Marcellin noted the role of the supervisor included overseeing all of the county departments, and he said, “I will open my ears, and provide a space to be heard.”

Kody Jaeger is a member of the Paiute tribe, with “deep tribal relations,” and a life-long resident of the Owens Valley. “It’s time for a new perspective,” and she noted, “with collaboration with the right people in leadership roles.” She is the Bishop Paiute Tribe’s Assistant Tribal Administrator, and has experience with over “100 grants,” for the tribal community. “Fostering involvement by the tribe” is important, and the Small Business Resource Center offered programs for every one. “Collaboration with the City [Bishop] on employee housing” was something the “county could benefit from,” and she outlined the low-income housing on the reservation. “Employee housing” and the lack of housing affordability were “most important issues throughout the county,” she noted. Jaeger wanted “more infor mation” about the airport’s expansion, with “community input,” and she added she was “a big supporter of development opportunities.” Helping the county’s lack of fire protection, she said, could happen by “working on grants,” with an emer gency management team. There were “shared concerns,” on the reservation also, and the tribe, she added, was working on “cleaning up the reservation.” Protecting the environment, and the balance between tourism and respect, Jaeger said could be done by “promoting awareness,” and she mentioned encouraging “eco-tour ism.” She noted that as a supervisor, if elected, she would have “responsibility to access.” “Flex Time” working arrangements for county staff or changing the supervisors’ meeting times to better accommodate the public were some of her suggestions, when asked about the supervisors’ meetings being held during the day, when most of the public has to work.

It was an honor for Chief Standridge and Sergeant Scobie to accept the Ventura County Motorcycle Club’s generous donation for the an nual Shop with a Cop event on Saturday night at the Tri County Fair grounds.
