Recreation Looks Very Different, Again 2020 Historic forest and fire closures leave people scrambling for answers By Christina Reed The Hired Pen California and Nevada—The word “unprecedented” and phrases like, “We've never seen anything like this,” continue to resonate around the West. First, the pandemic, then wildfires and chokingly thick smoke, and now national forest closures to the public...all with the titles “unprecedented” in front of the headlines. And, the rapid rate of these mandates have people scratching their heads, if they can keep up with them in the first place. Mandates from the state of California are almost a daily event, and the onus (responsibility or obligation) for keeping up to date on the laws, is on individuals. Check / prepare before you recreate!

Fires Shut Down Federal and State Lands to the Public The state of California took steps to keep people safe from the siege of wildfires last week, as all of the 18 national forests' camping and day-use areas were closed to the public. In Mono and Alpine Counties (as of September 8, 2020 for Mono County and September 10, 2020 for Alpine County), all open fires on private property are prohibited, and Mono County also closed its county campgrounds (Lundy Canyon). “The ordinance is in response to extreme local fire threat related to major wildfire events statewide and in Mono County, ongoing drought conditions, well below average rain and snowfall, and extreme dry conditions,” the ordinance says. “Open fires include campfires, bonfires, fire pits, or any other open flame fire (but do not include propane or charcoal barbecues used for cooking).” Under California's Health and Safety Code 101040: “the county health officer may take any preventive measure that may be necessary to protect and preserve the public health from any public health hazard during any 'state of war emergency,' 'state of

Inyo County campgrounds (Diaz Lake, Portuguese Joe, Independence Creek, Taboose Creek, Tinnemaha Creek, Baker Creek, and Pleasant Valley) are currently open, but the status can change at any time. Inyo County's concessionaire campgrounds (Millpond, Glacier View, Brown's Town, and Tecopa Park and Campground) are currently open, but the status can change at any time. Fire prohibitions were in place on the Inyo National Forest and Bureau of Land Management lands back from May 13, 2020 until December 31, 2020. “No campfires, briquette barbecues, or stove fires are allowed outside of designated developed recreation sites and specifically posted campsites or areas. Persons with a valid California Campfire Permit are not exempt from the prohibitions but are allowed to use portable stoves or lanterns using gas, jellied petroleum, or pressurized liquid fuel.” No smoking, except within an enclosed vehicle or building, a developed recreation site, or while stopped in an area at least three feet in diameter that is barren or cleared of all flammable material. And, motorcycles, ATVs, and chainsaws require an approved spark arrestor. The closures of the camping and day-use were a new mandate, affecting thousands of visitors to the region over Labor Day Weekend. The fate of the hunting season remains up in the air, at this point, with many national forests closed to the public, the Department of Fish and Wildlife are reviewing what hunting tags may be refunded and which ones will not be refunded. At this time, the DFW has stated deer tags are not refundable. Hunters are advised to check out the DFW website for specifics for closures, and hunting tags.
