Owens Valley’s Local Law Enforcement 2020 Bishop Police Department and Inyo County’s Sheriff’s Department around for more than 100 years On Duty for More Than 100 Years

This mural done by the Bishop Mural Society in 2001 describes a scene in Bishop, in 1887, where an unruly and drunk Phillip Staiger confronts Officer Plumley in town. Staiger was eventually arrested for disorderly conduct (at first) and then resisting arrest (secondly). Officer Staiger discharged his weapon a number of times, but Staiger wasn't phased until a bullet grazed his neck. Incidents like these don't happen too often in towns in the Owens Valley, but serious crimes and murders do occur on the frontier landscapes in the West. The incident was recorded in the Inyo Register March 10, 1887.

By Christina Reed The Hired Pen Owens Valley, CA—Residents of the Owens Valley continue to miss out on annual traditions, including some of the favorites like Mule Days, the Fourth of July, the Tri-County Fair, and National Night Out, which supports local neighborhood involvement with law enforcement in Bishop, CA. Last year, it was a chance to see downtown merchants, residents, neighbors, and visitors stop by behind the Bishop Police Department, and enjoy a barbecue, music, information booths, and the kids getting to spend time around the police and fire equipment. Inyo County's Sheriff's Department members and Inyo County's Probation Department, along with Bishop's Volunteer Fire Department were all available for the summer evening, and it was a time for networking and awareness. This year, it looks quite a bit different.

Whether we see them or know it, there have been law enforcement agents in Inyo County since 1866, when the first Sheriff, W. A. Greenly took office (he resigned in 1867, but came back 18681869). Greenly had been one of the founding members of the remote county, and had been involved with the early settlers of the valley. Today, Inyo County's Sheriff, Jeff Hollowell, states on the website, the Inyo County Sheriff's Department “provides residents and visitors with the highest quality law enforcement available.� Inyo County's Probation Department works with the county's law enforcement agencies, and the Sheriff's Department is also in charge of the operations of the county's jail in Independence, CA. Inyo County's Search and Rescue is also under the Sheriff's Department, and the independent nonprofit was formed in 1952. The Search and Rescue partner with the Sheriff's Department. SAR responds to roughly 50 emergencies in a typical year. This year has been an exception to this, and this summer SAR said they had taken on 80 emergencies (between June 2019 and August 2020). SAR began a program, STOP, in June, which stands for Stay Together, Turn Around, Ownership, and Prepare and Train. “Do not use SAR as a backup plan,� the organization of volunteers said on its website. “Safety is your responsibility.� The Bishop Police Department's east wall displays a Bishop's Police Department began with the plaque in honor of fallen Bishop Police Officer city's incorporation, in 1903.
