A different caliber of patriotism 2021 Memorial ceremony honoring Colonel Robert F. “Waggs” Waggoner

Eastern Sierra, CA—A memorial ceremony honoring Colonel Robert F. “Waggs” Waggoner took place on September 12, 2021, at the Tri-County Fairgrounds in Bishop, CA. Family, friends, colleagues, and community members listened in quiet respect as the National Anthem was played and remarks were made by family and friends. The military honors bestowed upon Colonel Waggoner revealed his enduring patriotism, his internal sustainability, his devotion to the principles of our country, and his inspiration to others, far and wide. A pair of T-38s soared above the Fairgrounds, following Taps, and the 416th Fighter Test Squadron and 419th Bomber Test Squadron from Edwards Air Force Base, Mojave, CA, performed the fly over. Nellis Air Force Honor Guard performed the flag ceremony, with a twogun salute. Colonel Robert Frost Waggoner received the following distinguished awards and decorations: Silver Star with Oak Leaf Cluster; Legion of Merit with Oak Leaf Cluster; Distinguished Flying Cross; Bronze Star with Two Oak Leaf Clusters and Combat V; Purple Heart with Oak Leaf Cluster; Meritorious Service Medal with Oak Leaf Cluster; Air Force Commendation Medal; Air Medal, and Prisoner of War Medal. Robert Frost Waggoner enlisted in the United States Air Force in 1955, as an Aviation Cadet, in the pilot training program. He was the youngest of six children, who grew up in Steamboat Springs, Colorado. According to the memorial program, “Bob received his commission and wings on July 28, 1956. After advanced training in F-86Ds, he served as an Air Defense interceptor pilot at Ellsworth AFB (Air Force Base) in SD (South Dakota).” Later he spent time in “Goose Bay Labrador flying F89Js. He then served in the Tactical Air command as a weapons controller and later as a pilot / flight instructor in the T-38s.” The

Vietnam War was underway, and in 1966, he became certified in the F-105D, and was assigned to Squadron 469, Korat AFB, in Thailand. Fifty-five years to the day, on September 12, 1966, Waggoner was shot down over North Vietnam, and his squadron was not aware of his survival and subsequent capture by the North Vietnamese for two-plus years. Waggoner would be a POW (Prisoner of War) for six and a half years, and was with Senator John McCain as well, during his imprisonment. The prisoners were punished severely for showing any form of patriotism, and one POW was beaten for making his own American flag from scraps of a handkerchief, bedding, and a bamboo needle. Silent patriotism before dawn’s early light. Waggoner survived this ordeal, and was released on March 4, 1973. Waggoner came back to the states, recuperated, and went on to the Air War College School for the US Air Force, and received his B. S. from Troy State University. Waggoner went back to flying the T-38 and eventually became Squadron Commander. Then came a promotion to full Colonel, and he went on to assignments with the Air System Command. His assignment was with Hughes Aircraft Company as a plant representative officer for the USAF. He retired in 1981, and moved to Mammoth Lakes, CA, where he worked at Kittredge Sports (1986-1991). He met his wife of 38 years, Vicki, and they were married on September 11, 1982. They have a son, Kyler, stepson, Joseph, granddaughter Kasey, great-grandson Luke, Shane Farley, and many family and friends. Colonel Waggoner was instrumental in the support of the Wounded Warrior Center and program in Mammoth Lakes, CA, and he loved to golf, which became a way of fundraising for the Wounded Warrior Center’s creation in Mammoth Lakes, CA.

Pedestrian Safety Project Nearing Completion in Bishop BISHOP – The California Department of Transportation (Caltrans) District 9 Pedestrian Safety Project will soon wrap up construction in Inyo County. The project, which began construction earlier this year, is upgrading four high-traffic crosswalks in three communities with new safety instruments. To date, crews have installed an Accessible Pedestrian System in Lone Pine at the intersection of Whitney Portal Road and U.S. 395 and a Rectangular Rapid Flashing Beacon at the intersection of W. Crocker Avenue and U.S. 395 in Big Pine.

or the past few weeks, crews have been working at the final two locations in Bishop, readying the crosswalks for new crossing signals at E. Elm Street and U.S. 395, and Edward Street and State Route 168 W. These pedestrian hybrid beacon signals are unlike any other signaled crossing in Bishop.

Sierra Club Range of Light Group September Events and Outings Long Valley Exploratory Drilling Project Site Tour Saturday, September 18, 9am - Noon Are you concerned about the potential exploratory drilling project at Hot Creek in Long Valley? Join us at the site and see first hand everything we need to protect. We’ll meet at the Hot Creek Geologic Site for the view from that vantage point and then drive to Blue Chert Hill, and then further down Clay Pit Cutoff. Any vehicle should be able to make it as long as the driver is okay driving on a non-graded section of F.S. Road 3S07. Attendance is limited to 10 cars/20 people, registration is required. Celebrating 20,000 acres protected in 20 years I hope that this finds you and your friends and family safe from wildfire. Our hearts go out to everyone who is impacted, and of course, the wildlife. Shortly after sending out the announcement that we were cancelling our in-person 20th Anniversary Celebration, we received many thoughtful responses sharing gratitude for making the hard decision in the interest of everyone’s safety. At the same time, lots of folks asked if we could still plan something virtually, where we would be able to gather safely in support of the ongoing work to protect the Eastern Sierra working and wild lands! Thanks to your show of support and interest in a virtual event - we have come up with a few fun events for you to do outside and an interactive Zoom Paddle Raise, until we can meet in-person next year. CalTrans Adopt-a-Highway Route 395 Cleanup Saturday, September 25, 8am - 11am It’s time to gear up again for our final CALTRANS Adopt-a-Highway Cleanup! Please join us on our assigned 2-mile section of Route 395, north of Mammoth Lakes, CA. We will meet at the Crestview Rest Area on Highway 395, approximately 5 miles north of Mammoth Lakes, at 8AM. Duck Pass Hike from Coldwater Campground Sunday, September 26, 9am - 3pm Please join us on a leisurely moderate hike to spectacular Duck Pass! En route we will pass Skelton and beautiful turquoise Barney Lake. The trail begins with moderately steep switchbacks, then mostly levels off to Skelton Lake. From there, we continue to climb to a height of land and down to Barney Lake. After crossing the brook on a short log or on rocks, we make the final switchbacked climb to the pass, where we will enjoy views of Duck and Pika Lakes beyond.
