Welcome to Seattle! The SVO’s 2018 Annual Study Mission, our signature economic development program, is a three-day retreat for our members, key stakeholders and public sector partners to learn more about the public policy solutions and publicprivate partnerships that have defined the growth and prosperity of another major U.S. city and region. This year’s Study Mission will focus on the catalytic economic development opportunities presented by Google with its potential opening of a new campus in the Diridon Station Area along with the expansion of Adobe in the downtown core.
In Seattle, we will learn from Amazon’s explosive growth in the region and take away best practices as we look to leverage these dynamic private sector investments towards strengthening San Jose’s position as a World Class city. Between the 1980's and 1990's, Seattle began its development into a major technology center with headquartered companies such as Microsoft and Amazon. A steady stream of new software and internet companies led to an economic revival and boom in and around downtown Seattle, which shares many similar characteristics to the growth and story of Silicon Valley. The City of San Jose and Silicon Valley business executives can learn much from Seattle’s rapid growth and resulting growing pains, especially in their downtown core, to identify and implement public policies here at home that continue to drive economic prosperity, improve our region’s critical infrastructure investments and maintain a high quality of life for residents and businesses.
The 2018 Study Mission will be a working retreat to analyze the Amazon campus’ case study in Seattle, with an eye towards understanding public policies and programs that can potentially further ignite San Jose’s economic success for decades to come. The SVO Study Mission will also be an opportunity to network with other city staff and business executives to identify potential partnerships to sustain Silicon Valley’s economic engine.

WEDNESDAY, OCTOBER 3 Moderated Discussion 1: Integration of Corporate Partners in the Urban Fabric Great public spaces and attractive cities require active participation from corporate partners in order to design truly great destination cities. As we observe Google’s interest in expanding to San Jose, more and more corporate partners are looking to invest in the city’s success. We have seen tremendous economic growth and success in recent years in downtown Seattle. How do the City of Seattle, particularly the Office of Economic Development and the Seattle Metropolitan Chamber of Commerce, work to ensure that the business community continues to invest and thrive in the downtown core? Over the past few years, the City of Seattle convened an advisory committee to evaluate the complex issues and make recommendations to support commercial affordability for small businesses. What were some of the specific solutions that the committee recommended? What updates can you provide regarding the implementation of policies designed to support small businesses in Seattle? What were the key partnerships that encouraged the City of Seattle’s urbanization process? Please give some examples of how corporate partners enhanced the vibrant and urban culture of Seattle.
Moderated Discussion 2: Transportation and Transit Infrastructure Fast and reliable public transit options are a key element of major metropolitan cities. In Seattle, two public transportation agencies serve the city: the King County Metro Transit and the Sound Transit. In addition, the City of Seattle helps fund additional transit capacity through a city-wide car tab, makes major capital investments for bus service, and runs multiple streetcar lines. These transportation solutions allow Seattle to efficiently transport commuters between the city’s jobs center in the dense, urban core to residential areas throughout the greater Puget Sound region. From 2010 to 2017, downtown Seattle netted an additional 60,000 jobs with an impressive 75% of workers choosing a method of travel other than driving alone. In a survey conducted by Commute Seattle, 48% of workers used public transit for daily commutes. The panelists will share information on Seattle’s transit evolution and describe the public policy successes, such as regional transportation measures, that have contributed to the city’s impressive public transit results. In particular, how did the Seattle business community support transit-friendly policies that contributed to these successful public transit initiatives?

WEDNESDAY, OCTOBER 3 Matt Mahood, President & CEO, The Silicon Valley Organization Matthew Mahood (pronounced May-hood) is the President & CEO of what local media call ‘Silicon Valley's flagship business lobby’ The Silicon Valley Organization. The nonprofit business association represents nearly 1,400 member businesses that employ roughly 300,000 employees throughout the region.
Dr. Mary Papazian, President, San Jose State University Dr. Mary A. Papazian, a seasoned leader with nearly 30 years of experience as a university professor, academic and administrative leader, joined San Jose State University as its 30th president on July 1, 2016. As the leader of the founding campus of the California State University and Silicon Valley’s only public university, Papazian — a Southern California native — is firmly committed to student success; open, transparent and inclusive leadership; fostering a culture of curiosity and discovery; and building enduring campus and community partnerships.
Marilyn Strickland, President & CEO Seattle Metropolitan Chamber of Commerce Marilyn Strickland is the President & CEO of the Seattle Metropolitan Chamber of Commerce. Recognized by leaders throughout the Seattle metro area for her principled, collaborative, and forward-thinking style, Strickland champions a regional approach to address our most pressing issues, including housing affordability, transportation, and workforce training. She is the first person of color and second woman to hold this role.
Dave Sykes, City Manager, City of San Jose Dave Sykes serves as City Manager of the City of San José, reporting directly to the Mayor and City Council, and leads a workforce of over 6,400 employees and oversees a $3.7 billion annual operating budget for America’s 10th largest city. In his role, he is responsible for administration of day-to-day municipal operations and the implementation of Council policies.

WEDNESDAY, OCTOBER 3 Kate Joncas, Owner, PlaceStrategic Consulting As owner of PlaceStrategic, Kate offers strategic planning, urban and community development and non-profit management strategies to clients who need to solve complicated problems. As Seattle Deputy Mayor from 2014 - 2017 she managed City operations, led complex intergovernmental projects, including waterfront redevelopment and Convention Center expansion, and developed a nationally recognized government performance initiative.
A-P Hurd, CEO, Skipstone A-P Hurd’s 20-year career spans real estate, finance and technology. Her experience running a real estate company and developing nearly $2B of new buildings in Seattle has made her a strong investment and risk manager—in addition to having a deep understanding of how her supply chain comes together to create value. A-P is known for her ability to innovate in a highly regulated industry and think strategically about how public policy and technology are shaping her sector.
Sam Liccardo, Mayor, City of San Jose In the three years since Mayor Sam Liccardo took office in 2015, San Jose has thrived. Sam settled intense battles over pension reform with 11 unions, saving taxpayers $3 billion over three decades, and enabling the restoration of San Jose’s police force. He has led the most successful period of economic growth in the City’s history, announcing major expansions from such employers as Adobe, Amazon, Apple, Broadcom, Google, Hewlett-Packard Enterprise, and Microsoft, and securing three dozen new routes at the nation’s fastest-growing international airport, San Jose Mineta.
Rebecca Lovell, Acting Director of the Office of Economic Development City of Seattle As Acting Director, Rebecca oversees key sector strategy, startup support, economic intelligence, talent development, small business support and neighborhood business districts, seeking to balance innovation and entrepreneurship with race and social justice, gender equity and economic diversity. She joined the Office in 2014, serving as the City’s first Startup Advocate.

WEDNESDAY, OCTOBER 3 Genesee Adkins, Chief of Staff, Department of Transportation City of Seattle Genesee Adkins is the Chief of Staff for the Seattle Department of Transportation (SDOT), where she oversees a number of enterprise-level functions for the department and serves as the primary point of contact for the mayor's office at SDOT. Genesee has worked on transportation policy, projects, and financing for nearly 20 years between Washington, DC and Washington state, including 14 years as a full-time lobbyist in Olympia for the University of Washington, King County, Seattle, and non-profit organizations. She holds a degree in economics and political science from the University of Rochester and lives in Seattle, where she supports live music and rides transit with her daughters as often as possible.
Jonathan Hopkins, Executive Director, Commute Seattle Jonathan Hopkins leads a 13-person team to reduce drive-alone rates throughout Seattle. Commute Seattle is funded through a partnership between the Seattle Department of Transportation, King County Metro, Sound Transit, and the Downtown Seattle Association. Thanks to the partnership, downtown Seattle absorbed 60,000 jobs since 2010 while reducing SOV trips by 4,500. Jonathan’s background includes nine years as a US Army infantry officer, a Master’s Degree from Georgetown and work in consulting in DC and Seattle. Prior to joining Commute Seattle, Jonathan led small city operations and transit partnerships at Uber, and advocated for Seattle’s audacious rail transit expansion.
John Ristow, Acting Director of Transportation, City of San Jose John Ristow is the Acting Director for the City of San Jose, Department of Transportation. John is responsible for a full-service department, including policy and planning, sustainable transportation, and project delivery; traffic safety, signal operations, and parking; and infrastructure maintenance. John was formerly the Deputy Director of Planning and Project Delivery for the department, where he was responsible for transportation planning, policy development and the Capital Improvement Program.

WEDNESDAY, OCTOBER 3 Brad Jurkovich, Consultant, Tomorrow@Sea-Tac Brad Jurkovich brings nearly 30 years of experience as a public affairs consultant, senior advisor to state government leaders, and staff for business association public policy programs. Brad has considerable experience in public policy issue project management, including creating public education strategies and managing coalition-building projects.
Marc Parkinson, Partner, Petrinovich, Pugh & Company Marc has been with Petrinovich Pugh & Company, LLP since 1979 and became the managing partner in 2000. He has a degree in Economics from Santa Clara University and a Master’s degree in Business Administration from the UCLA's Anderson School of Management. At Petrinovich Pugh & Company, LLP he has extensive experience working with closely held businesses and high net worth individuals, with an emphasis on financial planning and profitability.

THURSDAY, OCTOBER 4 Moderated Discussion 1: Development Review – Growing Seattle’s Downtown During Seattle’s technology boom in the 1980’s, the City saw new construction adding more than 14 million square feet of office space. Furthermore, the local economy continued to be boosted by major companies such as Boeing and Microsoft and the city added an additional 1.5 million square feet of office space each year between 1997 and 1999. In 2012, Amazon announced its intention to construct a complex of high-rises to the north of downtown Seattle. The panelists will discuss the city’s economic cycles, or “boom and bust” cycles, that contributed to the rapid urbanization of Seattle’s downtown core. In particular, what were the key public policy decisions that permitted and expedited the development of major projects in Seattle?
Moderated Discussion 2: Housing and Homelessness Panel As cities transform into dense urban environments and add thousands of new jobs, potential problems such as a restricted housing supply and a growing homeless population become new issues for urban cities to grapple with. The panelists will describe some of the key initiatives designed to address these issues. While we understand that the key systemic salutation towards addressing homelessness is to build more supportive and transitional housing, what are some innovative solutions that Seattle is considering in an effort to tackle this important and critical issue? What short-term and long-term housing solutions has Seattle explored to meet the housing needs of the community? What is Seattle’s plan to have balanced growth to create an ideal mix of housing to jobs throughout the region?

THURSDAY, OCTOBER 4 Sam Assefa, Director of Planning, City of Seattle Sam Assefa is the Director of Seattle’s Executive Office of Planning & Community Development (OPCD), an office responsible for developing and implementing planning policies and programs to support Seattle's current and future growth as envisioned in the City’s Comprehensive Plan.
Lori Mason Curran, Investment Strategy Director, Vulcan, Inc. With more than 25 years of commercial real estate experience, Lori Mason Curran leads the formulation of investment strategy for Vulcan's real estate portfolio. She has an extensive background in the valuation of commercial real estate, and her ongoing market research is used to inform acquisition, disposition and overall investment decisions. Prior to joining Vulcan in 2002, Lori worked as a commercial real estate appraiser.
Jon Scholes, President & CEO, Downtown Seattle Association Jon Scholes is president and CEO of the Downtown Seattle Association where he is responsible for the operations and programs of the DSA, a 2100 member association formed in 1958 to create a healthy, vibrant downtown. In his capacity, Jon is also responsible for the management of the 285 block business improvement district that was established in 1999 in Downtown Seattle to provide cleaning, safety, transportation, marketing and public realm management services in Downtown.

THURSDAY, OCTOBER 4 Rosalynn Hughey, Director of Planning, Building & Code Enforcement City of San Jose With a career in urban planning spanning 30 years, Rosalynn Hughey has a passion for city building, placemaking and civic engagement. She serves as the Director of the Department of Planning, Building and Code Enforcement for the City of San José and provides professional leadership for the broad range of planning and development services, including stewardship of the Envision San Jose 2040 General Plan.
Rachel Vanderveen, Deputy Director, Department of Housing City of San Jose Rachel VanderVeen is the Deputy Director of the Production and Asset Management Division and the Rent Stabilization Divisions for the City of San José Housing Department. Rachel is engaged on critical housing issues including leading the work toward meeting the Mayor and City Council's goal of creating 10,000 affordable housing opportunities over the next five years and implementing a Rent Registry to increase compliance efforts of the Rent Stabilization.
Steve Walker, Director of Housing, City of Seattle Steve Walker has worked in affordable housing policy, planning and finance for over 25 years. Steve has served as the Director of the Seattle Mayor’s Office of Housing (OH) since January of 2014. He oversees the strategic development and administration of OH programs including the allocation of approximately $80 million in resources serving a wide range activities and populations among which includes: affordable multifamily development for homeless households, the elderly and persons with disabilities, home ownership assistance, home repair and weatherization.

THURSDAY, OCTOBER 4 Leslie Brinson, Senior Policy Advisor on Housing & Homelessness Office of Seattle Mayor Jenny Durkan Leslie is the Senior Policy Advisor to Seattle Mayor Jenny A. Durkan working on issues of housing and homelessness. She held this role under the prior administration as well. Leslie has worked closely with the Human Services Department to develop and implement the City’s responses to homelessness and with the Office of Civil Rights to develop ordinances that increase access to housing for people with criminal records and prevent discrimination against people who pay rent with alternative sources of income.
Marty Kooistra, Executive Director, Housing Development Consortium Marty is recognized for his leadership in community revitalization, poverty alleviation, green building, board development, networks, and strategic alliances domestically and globally. As executive director of HDC, Marty leads an association of 165 diverse organizations in a shared mission to increase access to affordable housing.
Faith Pettis, Partner, Pacifica Law Group Faith Pettis serves as bond counsel and outside counsel to state and local governments, with a primary focus on housing, education, and nonprofit finance. Her clients range from state agencies and housing authorities to local school districts and include the Washington State Housing Finance Commission, the issuer of nonprofit, multifamily, and single-family bonds and the allocating agency for federal low income housing tax credits in Washington State.

THURSDAY, OCTOBER 4 Lennies Gutierrez, Director of Government Affairs, Comcast Lennies is the Director of Government Affairs for Comcast for the South Bay and Southern Peninsula areas since 2010 and previously worked on legislation for 10 years at the California State Capitol. She is an active board member of the Redwood City/San Mateo County Chamber of Commerce, the Silicon Valley Organization, the Bay Area Women’s Sports Initiative and the Latino Leadership Alliance. Lennies has participated in several local and national leadership programs and is a senior fellow of the American Leadership Forum of Silicon Valley. Lennies is the 2018 SVO Board Chair.
John Marchione, Mayor, City of Redmond First elected in 2007, John Marchione is now in his third term as mayor of Redmond. Mayor Marchione's accomplishments include the implementation of an "Organization of Excellence" program, improved overall financial performance and operational efficiency, and created environmental investments to improve fish habitat, storm water storage, and water quality. Regionally, Mayor Marchione has served in many leadership roles, including president of the Puget Sound Regional Council, vice chair of the South Transit Board of Directors, president of Sound Cities Association, and chair of Cascade Water Alliance.
Jonathan Noble, Director, U.S. Government Affairs, Microsoft Jonathan Noble is Director of US Government Affairs for Microsoft in Silicon Valley, where he leads local outreach to Alaska, Hawaii, and municipal and county governments throughout California. Jonathan joined Microsoft in 2010. With almost 15 years of local, state, campaign, and private sector experience, Jonathan’s background includes serving as Chief of Staff for Vice Mayor Cindy Chavez of San Jose and as Legislative Aide to State Senator Byron Sher. In addition, Jonathan led political and community outreach efforts for two regional real estate development companies. Finally, Jonathan has extensive grassroots organizing and election experience, serving on and managing campaigns for federal, state and local offices. Jonathan Noble is a graduate of Haverford College.

FRIDAY, OCTOBER 5 Citywide efforts to end institutional racism in city government Importance of achieving racial equity across all communities The Government Alliance on Race and Equity (GARE) is a national network of government agencies working to achieve racial equity and advance opportunities for all. GARE is an approach that encourages government to focus on policy and institutional strategies that are driving the production of inequities, such as utilizing a policy framework that considers implicit/explicit bias and institutional/structural racism. Deputy City Manager Kim Walesh will engage in a conversation with Mariko Lockhart, Director of the Office of Civil Rights at the City of Seattle and Nora Liu, Regional Manager, Government Alliance on Race and Equity about Seattle’s ongoing and strategic initiatives and their successes in eliminating racial inequities in city government.

FRIDAY, OCTOBER 5 Nora Liu, NW Regional Manager, Government Alliance on Race and Equity As the Government Alliance on Race and Equity (GARE) Northwest Regional Manager at Race Forward, Nora’s role is to support local governments leading the way to advance racial equity and improve outcomes for all. Nora brings over twenty years working in communities of color to improve racial equity; then ten years at the City of Seattle creating policy, tools and practices to leverage public and private investments to support the ability of communities of color to achieve their goals and shape their futures.
Mariko Lockhart, Director, Office of Civil Rights, City of Seattle Mariko serves as the Interim Director of the Seattle Office for Civil Rights (SOCR) which leads the City of Seattle’s Race and Social Justice Initiative (RSJI), a citywide effort to end institutional racism in City government and achieve racial equity across the community. Components of RSJI include implementation of a Racial Equity Toolkit analysis for the development of policies, programs, initiatives and budget proposals throughout City departments; foundational race equity training for all City employees; “Core Team”-- a citywide race equity leadership development program; and RSJI workplans and “Change Teams” charged with furthering race equity in each department.
Kim Walesh, Deputy City Manager, City of San Jose Kim Walesh is Director of Economic Development and Deputy City Manager for the City of San Jose, the nation’s 10th largest city and Capital of Silicon Valley. Kim has a strong track record of turning ideas into action, working with diverse interests. Throughout her career, Kim has helped leaders collaborate across disciplines in order to create economic opportunity, strengthen sense of community, and design environments that make people happier, healthier, and more productive. She’s inspired to create the next generation of great cities that work for people and for business.
