Letter from the Mayor Dear friends, Liberty Lake is nestled within a spectacular natural environment between Spokane, Wash., and Coeur d’Alene, Idaho, with breathtaking views of the majestic mountains, a serene lake, a tranquil river and beautiful surrounding terrain. Our landscape provides an excellent recreation paradise where you can enjoy hiking, walking, jogging, biking and rollerblading on the 25-mile trail system with connections to the Centennial Trail. You can find your personal adventure here with endless year-round recreational opportunities, including golfing, swimming, fishing, indoor sports at the HUB or a multitude of city-sponsored recreational events. The exceptional quality of life in Liberty Lake has attracted new families to the area along with many high-tech businesses, such as Itron, Telect, Parker Aerospace, U.S. Motion, Altek, Accra-Fab and Huntwood Industries. There are approximately 300 local businesses in the area, including two first-rate hotels. The city of Liberty Lake was built as a master-planned community paying close attention to the details to create a live, work and play environment. Residents enjoy a lifestyle where they can bike or walk to work, school, fitness centers, library, Farmers Market and to the wonderful variety of local boutiques, restaurants and bistros. Liberty Lake is a magnificent, close-knit community rich in history and traditions. We hold several community events, such as Liberty Lake Days, which includes a car show with classic vehicles, bed race, free carnival games, pie-eating contest and prizes. The Valley Girl Triathlon and Liberty Lake Loop are also hosted in Liberty Lake. Every holiday is celebrated fully within the community, including an annual Easter egg hunt, a winter festival and horse-drawn carriage rides, creating wonderful traditions and memories for all. Come check out our City any summer weekend and enjoy the free movies and concerts in the park. It is the beauty that draws visitors to Liberty Lake, and it is the people that will make you want to stay! For more information, please visit our website www.libertylakewa.gov or stop by City Hall, 22710 E. Country Vista Drive. Sincerely,
Mayor Wendy Van Orman

pavillion park: a pitch-perfect harmony of show and setting
Big-time acts share the stage with flawless evenings and a breathtaking landscape Liberty Lake is the rare place where residents plan vacations around the times they can’t bear to be away. Fourth of July? The out-of-town relatives will have to travel here. Labor Day weekend? Sorry, can’t miss the annual Spokane Symphony concert. The Friends of Pavillion Park Festival Series is a major reason why many of the best summer “getaways” are just down the road. In 2011, everything from a Friday night family movie favorite to a Big Bad Voodoo Daddy concert will gum the gears of locals’ travel plans.
It’s not just the national acts gracing the stage — past concerts include the Nelson Brothers, Big Head Todd and the Monsters, WAR, Riders in the Sky, Peter Rivera and Leo Kottke — but the setting itself that beckons. In the heart of Liberty Lake, Pavillion Park is named after a dance pavilion that was once docked to the lake. The centerpiece of the park is a replica of this historic structure, and it’s surrounded by a grass amphitheater with natural view lines of not just the stage, but the stunning mountain-framed landscape.

This site is a gathering point that in the past decadeplus has brought together residents and visitors alike on many a summer night to watch a movie or take in a concert. The atmosphere ranges from the electric patriotism of the annual Fourth of July concert and fireworks display to the intimacy and elegance of the annual Spokane Symphony Labor Day weekend performance. There is something happening at the park on any given summer weekend, and it is all, quite literally, priceless. Thanks to the fundraising efforts of Friends of Pavillion
Park, it costs nothing to nestle into the grass, watch the setting sun light up the saddle of the mountains and take in the art and excitement of a performance. For visitors and residents alike, Pavillion Park is a dream destination. The concerts and movies that make up the 2011 Friends of Pavillion Park Summer Festival Series are listed among the other community events in the pages that follow.

laketake My wife, Sue, and I rarely miss a concert at Pavillion Park. We look forward to the Fourth of July concert because the people who come are there to have a really good time, and we always enjoy being a part of that crowd. And then, of course, the fireworks top it off. The second concert is always a nationally known band. Although the music typically originated after my prime rock-and-roll period, it’s still fun. As supporters and season-ticket holders to the Spokane Symphony, the Labor Day Pavillion Park concert is special to us. We bring a picnic and have friends come enjoy it with us. This year, we look forward to Shakespeare in the Park. This is a new area of entertainment Friends of Pavillion Park hasn’t been involved in before, and we’re looking forward to seeing theater on the summer lineup. Sue and I think Pavillion Park is such a great asset to our city. It makes one want to come back time and again to experience the activities Friends of Pavillion Park puts on year after year.

Recreational Opportunities Abound Pinch yourself. Did you forget that five minutes away is an Interstate that connects Seattle and Boston? You thought you just left that incredible restaurant, took a left at that gas station, but now suddenly you find yourself with a 360-degree experience of nature? Don’t worry, that’s a common Liberty Lake experience, whether you just stepped foot into town or have lived here your whole life. This section breaks down the places you can go for this experience – golf courses, trails, parks, the Spokane River or Liberty Lake itself. Match these destinations to the map on pages 44-45 to see just how easy – and close – it is to quite suddenly find yourself away from it all.

laketake The same week this spring that 50,000 people participated in Spokane’s Bloomsday road race, four of us tackled a loop of approximately the same distance (a little more than 7 miles) at Liberty Lake Regional Park. Now there’s a time and a place for joining a festive crowd, but it’s tough to beat the scenery and the tranquility of being five miles from Interstate 90 but surrounded by a natural paradise of waterfalls, wildlife and towering trees. I was raised in Liberty Lake, and I’ve camped, hiked and biked in this nearly 3,000-acre park numerous times. It’s never the same twice, it never gets old and it never fails to refresh. Wanna get away from it all? In Liberty Lake, the option’s always open. And right next door.

Snapshots of the hike: From top to bottom, a scenic overlook from the switchbacks, the cedar grove, the trail, the waterfall and Liberty Creek.
THE Parks Location: Northwest shore of Liberty Lake Description: Not a public park, this homeowners association park is nonetheless noteworthy as a focal point for the community’s annual Fourth of July parade. The parade ends here, and Alpine Shores Park converts to a hub of food, festivities and games.
Five Fingers Park Location: Along the north side of Country Vista Drive across from City Hall Description: This half-acre “pocket park” features a playground and picnic area in the heart of the community. Its name comes from the more than 100 children’s handprints in the concrete around the playground.
Gateway Park Location: Near the Idaho state line, just north of Interstate 90 at exit 299. Description: This 31-acre park includes more than 3 acres devoted to man’s best friend – an off-leash dog park featuring water fountains for the dogs and plenty of wooded and open area to explore. Elsewhere in the park, features include walking trails, picnic facilities and lots of Spokane River frontage and access. The Centennial Trail also passes through Gateway Park.
Half Moon Park Location: In northwest Liberty Lake’s River District, corner of Holl and Indiana Description: This 3-acre park is located in Liberty Lake’s emerging River District. A neat feature of the park is a sandy playground area. In the summer months, children (and the young at heart) press a button and water trickles out of the rocks, allowing kids to build canals and castles. It is also a common location for movies and block parties in the summer.
Harvard Road Trailhead Location: Just southwest of the Harvard Road Bridge over the Spokane River. Description: Equipped with bathrooms and parking, this is Liberty Lake’s best access point to the Centennial Trail. From this spot, explorers can follow the
trail for 33 miles to the west to Nine Mile Falls and 27 miles east to Higgens Point on Lake Coeur d’Alene.
Liberty Lake Regional Park Location: Stretching from the southeast shore of Liberty Lake deep into the surrounding mountains. The park entrance is at 3707 S. Zephyr Road. Description: A 2,983-acre treasure, the park offers myriad recreational opportunities for its $2 entry fee (includes tax, children under 6 are free; $50 family season pass available), including: Camping: From May 27 to Sept. 15, the park’s 22 RV sites ($24/night, including admission for four) and 12 tent sites ($18/night, including admission for four) are available on a first-come, first-served basis. RV sites include water and power hookups only; the park has a central waste station for disposal of sewage. ORV Park: A 350-acre off-road vehicle park is adjacent to the county park. Boasting 16 miles of trails, it features terrain for all skill levels of ATV and motorcycle riders. There is a 1,000-pound ATV limit, and no automobiles or trucks are allowed. Picnics and Playground: A new playground, grassy fields and lots of picnic areas are available for recreational use. Shelters are also available to rent for events and parties. Swimming: A large sandy beach and dock are open for swimming in Liberty Lake, with lifeguards on duty May 27 to Sept. 5 from 11 a.m. to 5 p.m., weather depending. Trails: Exploring by trail is the only way to crack the surface of this massive park. A popular 7-mile loop (see page at left) is known for a moderately challenging section of switchbacks, bald eagle sightings and the 35-foot waterfall at the top. Trails for mountain biking and equestrian riding run throughout the park. Wildlife sightings include deer, cougar, moose, elk, bear, hawk and eagle. In the spring and early summer, wildflowers are a common sight as well. (continued page 18)

On any given day, you’re as likely to see bicyclists, runners and walkers out in Liberty Lake as the morning sun. With more than 25 miles of multi-use trails in the community, a car isn’t necessary. Cross Interstate 90 with ease on the pedestrian bridge to connect to the region’s Centennial Trail, which runs along the Spokane River for another 30 miles in each direction.
Spokane River The Spokane River flows 111 miles from Lake Coeur d’Alene west to the Columbia River, connecting a long corridor or communities, with Liberty Lake near the center of it all. Access the river just north and west of the Harvard Road bridge. This access point includes a gravel launch area for small boats or kayaks and is good for sun bathing and swimming. The river from this site is generally calm enough for recreational floating on inner tubes during lower river flows. The stretch of river that includes the Harvard access point is rated as Class II whitewater.

You’ll know you’ve found the entrance when you see the statues of – you guessed it – little bears.
Pumphouse Park Location: Corner of Boone and Simpson east of Liberty Lake Elementary School Description: Designed around a well house building maintained on site, this 0.4-acre pocket park features a playground and halfcourt basketball.
Pavillion Park Location: On the corner of Molter Road and Country Vista Drive in the heart of Liberty Lake Description: This 14-acre park is seemingly always alive with activity. Noteworthy for its natural amphitheater that plays host to the concerts and most events in the Friends of Pavillion Park Summer Festival Series, Pavillion Park is home to many other popular attractions. The spray park next to the playground is a summer hit with children of all ages,

Location: In northeast Liberty Lake on the corner of Mission and Winrock Description: Liberty Lake’s newest park boasts 14.5 acres of recreational opportunity, from basketball and tennis courts, to a sports field, to its namesake rocky outcropping. Rocky Hill is also a great spot for a picnic, on the grass or on a table under the covered shelter. This full-service park also has restrooms, a community garden and a playground area.
Liberty Lake With five miles of shoreline, 710 total acres and a maximum depth of 30 feet, Liberty Lake is well suited for all kinds of recreation. Boating activities of all kinds are common in the summer, and ice skaters take to the lake during the winter’s best freezes . Fishing is another Liberty Lake pastime, with rainbow trout, largemouth bass, walleye and catfish as popular species in the lake. Public fishing and boating access to the lake is from the boat launch on the north side of the lake (see more below), while public swimming is available from Liberty Lake County Park (see page 17).
Boat launch, 23810 E. 3rd Ave. The boat launch is owned and maintained by the Washington State Department of Fish and Wildlife, and all vehicles using the facility must have a vehicle use permit through the department. Public access to Liberty Lake is available at this site beginning the last Saturday in April through Sept. 30.

ranch stocks shows with humor, music — and lots of bbq
Eastern Washington’s only Cowboy Supper Show rockin’ into its 17th season If you haven’t been served a delicious barbecue dinner on a ranch … If you haven’t enjoyed a front-row seat to a good shootout …
Well, friends, then you need to visit Rockin’ B Ranch. Those of us who have heard will be there, too. It’s that good — and full of plenty of new highlights for its 17th season.
If you haven’t heard the tales of “How the West Was Swung” …
Liberty Lake’s Rockin’ B Ranch is an experience in Western hospitality and entertainment, not to mention the only Cowboy Supper Show in eastern Washington.
If you haven’t heard Sheriff Dusty Bicuspid’s rendition of “Rindercella” …

And the ranch fun’s not just limited to the weekend supper shows. On Father’s Day, June 19, the first in a series of three Patrick F. McManus comedies will be performed by actor Tim Behrens. This year’s season runs every Friday and Saturday
from June 10 to Oct. 1, with Thursday shows June 23 to Aug. 25. Call the box office at 509-891-9016 and find the ranch just south of Interstate 90 at Exit 299 (east Liberty Lake at the state line) or online at www. rockinbranch.com.

Intersection of the Inland Northwest
In the center of it all, Liberty Lake offers a perfect launching pad for seeing the region A booming corridor of international businesses, first-class neighborhoods and breathtaking natural beauty stretches from Spokane, Wash., to Coeur d’Alene, Idaho. Connecting the communities: the 60plus mile Centennial Trail. Smack dab in the middle: Liberty Lake. Geographically, Liberty Lake is truly the “center of
it all” in the Inland Northwest. Because of this, it’s less than an hour’s drive from all the hot spots: Silverwood Theme Park, Silver Mountain Resort, Riverfront Park, Mt. Spokane, Riverside State Park – you name it. And it’s a perfect launching pad for visiting the dozens of shopping destinations, golf courses, lakes, museums and sporting events the region has to offer.

Have time to go by bicycle? The aforementioned Centennial Trail meanders along the Spokane River. At Liberty Lake’s Harvard Road Trailhead of the Centennial Trail, you can head 33 miles west past the Spokane Valley Mall, downtown Spokane and Riverfront Park all the way to secluded Riverside State Park and Nine Mile Falls. Heading east, the trail immediately meets Cabela’s before stretching through
Post Falls, Coeur d’Alene and finishing with a breathtaking stretch along Lake Coeur d’Alene. With all the first-class amenities a visitor needs but without the snarling traffic and labyrinth streets, Liberty Lake is the ideal home base for exploring the Inland Northwest.
laketake We definitely see a lot of people choosing to stay at our Liberty Lake property because it is centrally located between Spokane and Coeur d’Alene. In the summertime, they might go to Silverwood for a couple of days and then decide to go shopping at the Spokane Valley Mall or take in a play downtown. Some people simply would rather not stay in the middle of downtown when they visit the Inland Northwest because of traffic concerns or driving distances.

Liberty Lake’s history is that of a community that attracts. In a previous life, the area around the lake bustled with resorts, a spur line brought train-loads of tourists to the lake and the community was known as “Spokane’s Inland Seashore.” The area around the lake is largely privatized now, but the tradition of hospitality and community remains ingrained.
From the hostess at the local bistro to the way the evening sun lights up the hills surrounding the lake, Liberty Lake beckons with warmth and a welcome.

The History Named for a 19th century homesteader named Stephen Liberty, Liberty Lake was a resort destination for the first half of the 20th century. Dubbed “Spokane’s Inland Seashore,” many would take the electric train to Liberty Lake for weekend or holiday recreation. A boom in housing development north of the lake took off in the 1990s, and this area incorporated in August 2001
with a strong mayor form of government. The lake itself and homes around it remain under the jurisdiction of Spokane County. While the resorts have been replaced with private residences, Liberty Lake remains a popular regional destination for its outdoor amenities, stretching from the lake itself north through the golf courses and parks to the Spokane River.

parting shots Liberty Lake is a perfect destination for both activity and leisure, whether it’s taking a break to sit by the river while on a bicycle trip down the Centennial Trail (upper right) or taking a break from the playground at Rocky Hill Park to enjoy Mom’s perfectly packed picnic (below). Stroll along the community’s vast trail system and encounter fresh and varied landscapes, vegetation and friendly faces. And by all means, carry a camera. Chances are, you’ll want to remember this place.
