Ferdinand Marcos Jr. signed into law Republic Act No. 12124, a measure institutionalizing the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP).
The new law aims to broaden access to higher education by recognizing nontraditional learning experiences and awarding academic degrees to qualified individuals who have gained expertise outside conventional academic settings.
Under the measure, the Commission on Higher Education (CHED) is mandated to develop and implement a comprehensive framework that evaluates prior learning, work experience, and skills training.
The law also provides for flexible learning modalities, ensuring that adult learners, working professionals, and those unable to attend regular classes have multiple pathways to earn a recognized credential.
Under Republic Act No. 12124, higher education institutions that meet specific criteria will be authorized to offer equivalency and accreditation services. CHED is also tasked with monitoring the implementation of the law, ensuring that quality standards are upheld across all participating institutions.
The new legislation is expected to benefit Filipinos both at home and abroad, granting them a chance to convert their work experience and prior learning into academic credits.
Once implemented, the expanded program is anticipated to serve thousands of learners seeking higher education credentials through nontraditional means.
The law will take effect fifteen days after its publication in the Official Gazette or a newspaper of general circulation.

PNP asks Comelec to clarify number of poll-related cases

THE Philippine National Police (PNP) has asked the Commission on Elections (Comelec) to clarify the number of validated election-related incidents (ERIs), saying it was only eight as opposed to 29 the poll body earlier reported.
In a press briefing at Camp Crame in Quezon City, PNP spokesperson and concurrent Police Region III chief Brig. Gen. Jean Fajardo said she personally coordinated with Comelec chairman George Erwin Garcia regarding the matter, pointing out that the Comelec included incidents as early as October, or months ahead of the PNP’s reckoning date which was last Jan. 12. The validated ERIs included three in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), two in Western Visayas, and one each in the Ilocos Region, the Zamboanga Peninsula, and Soccsksargen, according to the PNP.
These reports involved five shooting incidents, one mauling, one use of explosives, and one cyber libel case.
NSC rebuts China’s claim on Palawan

THE National Security Council (NSC) on Tuesday called on the Filipino people and the international community to remain vigilant against disinformation campaigns and “rely on verified historical and legal sources rather than propaganda designed to advance a geopolitical agenda at the expense of truth.”
National Security Adviser Eduardo Año issued the call as he refuted China’s claims that Palawan was historically part of China. Meanwhile, Karl Joseph Legazpi, commissioner-at-large of the National Youth Commission (NYC) and chair of its Committee on Peace-building and Security, also strongly denounced the false narratives being spread by the Chinese government regarding its claims over Palawan.
“We categorically reject the baseless and revisionist claims circulating on Chinese social media that Palawan was historically part of China and should be returned to it,” Año said in a statement.
The NSA stated that these claims are “complete fabrications designed to distort historical facts, mislead the public, and undermine the Philippines’ sovereignty over its rightful and internationally recognized territory.”

A CITIZENS advocacy group has issued an urgent call against the alarming rise of Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) in the country, underscoring the urgency of stronger enforcement, greater public awareness, and a whole-of-society approach to tackling these crimes.

PDEA emphasizes role in financial inquiries
THE Philippine Drug Enforcement Agency (PDEA) on Wednesday underscored its operatives’ role in improving the effectiveness of the country’s financial intelligence and anti-money laundering investigations.
The decision permanently prohibited the Comelec from implementing its assailed Jan. 6, 2025 resolution and related issuances.
The Comelec earlier denied David’s substitution for allegedly failing to file her COC and Certificate of Nomination and Acceptance (CONA) within the prescribed period.

THE mid-February survey of SWS commissioned by the Stratbase Group gives us a queer revelation: 70 percent of Filipino voters favor candidates who are anti-corruption advocates.
Dindo Manhit of Stratbase chimes in and says “corruption deepens poverty,” something every right-thinking Filipino knows too well.
Amen to that.
But here is the big disconnect.
A re-electionist senator who was for years charged with accepting bribes from the “queen of pork without projects” is almost sure of winning, the surveys showed. He was exonerated by the Sandiganbayan, and the burden of guilt was placed on his chief of staff, who later died in prison.
In what was a strange decision where the court directed the senator to return to the treasury P124.5 million, supposedly the amount earned from Janet Napoles’ pork barrel caper. No record of such reimbursement of the criminal proceeds by the re-electionist exists.
In 2019, the guy ran for election after getting a reprieve from detention at Camp Crame, lagged in the early surveys, but in the final stretch danced the “bu-dots” in a TVC, and won!
He is a certified member of the “Comite de Silencio” in the Senate, yet after claiming in tarps and infomercials that he authored so many laws which benefit the poor (principal or co-author?), he is reaping it big in the poll surveys. Na-goyo na naman ang botante.
He is one of three Cavitenos in the Alyansa ticket. In a very disproportionate slate, there is no Muslim, no Ilonggo, no Bicolano, and no genuine Cebuano candidate in their ticket. Most others are really from Metro Manila. But they all share a qualification sine qua non: high survey metrics.
You get to wonder --- if indeed our voters dislike corruption and the corrupt, how come they keep electing the kind of leaders we have?
The answer is simple. There is no vetting process by real political parties. Surveys have become the sole determinant of inclusion in a senatorial slate.
In 1967, the first time I cast a vote, we had a two-party system. In the Nacionalista Party convention where eight candidates were fielded, they tried to have each major ethnolinguistic part of the country represented.
So did the Liberal Party. Both had a process where grain was winnowed from chaff. Convention delegates from all over the country chose the candidates.
The most contested in the NP was the candidate who would represent Southern Tagalog. Lorenzo Sumu-
long of Rizal and Salvador H. Laurel of Batangas vied for the slot with Laurel eventually chosen by party delegates representing the entire nation.
Sumulong did not switch to the Liberal Party, and took his convention defeat with grace. He ran again in 1969 under the same party and won this time.
In those mid-term elections where Marcos Sr. was the president, the eight winning senators were Ilocano Tarlac’s Jose Roy, Kapampangan Tarlac’s Ninoy Aquino (Liberal),

Compare the qualifications of those eight with many of the leading senatorial candidates now, and weep.
Moral of the story: voters don’t care about credentials, neither character nor integrity. Of course if they are asked such a “stupid” question about corruption in surveys, they would say they hate corruption, yet they keep electing the corrupt.

You would think that in selecting a Cabinet official, some form of vetting would be done beforehand. It seems however that in the palace, no background check is done anymore.
Someone recommends somebody to replace another, and that’s it.
This is what we can deduce from the revelations about possible conflict of interest where the newlyminted PCO secretary is at the center.
He can quibble about not being an incorporator of a firm which recently bagged a contract from a hardly kept alive government-owned broadcast station, and say he just acted as its sales representative, but if real vetting was done, that should have stuck out.
Remember the case of former tourism head Wanda Tulfo-Teo who gave a broadcast contract to her siblings Erwin and Ben, both now running for senator in the newest family dynasty with the “mostest”?
But then again, did the palace vet a Cabinet official who the Commission on Appointments discovered to be a closet American with the funny name of Erich Sylvester? We never learn.
Decisions
THERE is no question the public like and admire decisive leaders willing to make difficult and hard decisions if need be.
DOTr Secretary Vince Dizon seems to be exhibiting those traits because even before warming his seat, he made three important decisions.
One: the privatization of public urban mass transportation is the way to go and therefore will be pursued and the exclusive bus way system will not be abolished but expanded.
We do not know whether he has looked into these two issues thoroughly with the help of some technical people or was simply the result of his own observations and experiences while navigating the daily traffic gridlock over the years.
Next: he asked almost all the senior officials in the DOTr to tender their resignations and brought in recycled individuals from the past administration.
These decisions no matter how they were arrived at gives us a bird’s eye view of what to expect from him during his stewardship as DOTr Secretary.
I would have preferred he waited a little longer before making those decisions but he did not. We must therefore assume that even before his appointment, he already had some opinions on the issues at hand and must therefore believe he knows exactly what he is doing.

With the construction of the subway system picking up speed since last year, the country’s first underground railway project is expected to contribute to easing traffic congestion particularly along the major thoroughfares in Metro Manila.

That’s because the Metro Manila Subway, along with the North-South Commuter Railway and other projects, is finding it difficult to move forward because of right-of-way (ROW) issues.
In the country’s loan agreement with the Japan International Cooperation Agency and Asia Development Bank for these projects, the people who will be affected due to ROW acquisition must be given compensation in full prior to their displacement.
This policy is in accord with the financial institution’s environmental and social guidelines. But the country’s ROW Act provides for payment of only 50 percent of the
matters pertaining to traffic management in Metro Manila.
We don’t know the kind of internal arrangements the current administration has with regard to traffic management in the NCR, but as far as laws are concerned, the MMDA has the mandate to manage traffic and not the DOTr.

OFUNATO, Japan – Japan battled its worst wildfire in half a century Wednesday in a region hit by record-low rainfall, as wet weather gave hope for some relief. The blaze around the northern city of Ofunato in the Iwate region has raged for more than a week, killing one person and forcing nearly 4,000 people to evacuate their homes.
It has engulfed around 2,900 hectares -- around half the size of Manhattan -making it the largest wildfire since at least 1975, when 2,700 hectares burnt on Hokkaido island.

ANOTHER gold medal in the Southeast Asian Games is one of the shortterm goals of the Team Sibol national men’s esports team.
Philippine Esports Sports Organization (PESO) executive director Marlon Manalo said this as the second weekend of the Mobile Legends Bang Bang Professional League Season is set to unfold on Friday at the Green Sun Hotel.
“Our short-term goal for Team Sibol is to win a medal in the Thailand SEA Games, while our mid-term goal is a medal in the Asian Games, since pasok na ang MLBB,” said Manalo.
A selection process for Team Sibol will get under way once Season 15 is done, according to Manalo.
Among those eyed to be part of the national squad are members of Team Fnatic Onic Sonics, which won the M6 World Championships and are the defending champions, after ruling Season 14.
The Team Aurora, whom the Sonics beat in the Season 14 championship, are also being considered.
Listed in the SEA Games are MLBB, Free Fire, Arena of Valor and FC online.
PESO is celebrating the return of esports in the Asian Games, which will be hoisted by Aichi and Nagoya, Japan in 2026.

Obiena eyes redemption in outdoor competitions

FACED with slim chances of qualifying for the World Indoor Championships, Filipino pole vault star EJ Obiena has decided to shift his focus to the World Athletics Championships, the Asian Championships, and the Southeast Asian (SEA) Games.
The final qualifying event took place on February 16 in Torun, Poland, and the next scheduled meet—the Mondo Classic on March 13—falls outside the qualification window.
“The indoor season has always taken a backseat to the outdoor season. I will prioritize my preparations for the upcoming outdoor competitions, where I will represent the country in the World

ANGELO Que’s emphatic six-shot victory over rookie Carl Corpus at Pradera Verde reaffirmed that, like fine wine, the veteran only gets better with age. And with his game in top form, the rest of the field – both seasoned pros and rising stars – will have their work cut out in trying to stop the 46-yearold from winning again.
“At my age, I can still win – I proved it at Pradera Verde,” said Que, who delivered a wire-to-wire victory in the challenging four-day, P2.5-million championship that kicked off this year’s Philippine Golf Tour.
The second leg of the 10-stage circuit, the ICTSI Eagle Ridge Championship, unfolds on Monday (March 10) at the Faldo course in Gen. Trias, Cavite, where Que looms as the heavy favorite. With momentum on his side and confidence at an all-time high, he has set his sights on a second consecutive victory to open the season.
“I believe I can still compete with the young ones,” he said. “I’m strong, I’m healthy, and experience-wise, I have the edge.”
Que pointed to Tony Lascuña, a fellow veteran and five-time PGT Order of Merit winner, as proof that age is just a number in professional golf.
“Tony has shown that experience still counts, and I believe I can do the same,” said Que.
But beyond skill and confidence, Que credits his resurgence to finally settling down on the local circuit.
“I have peace of mind now. My schedule is based at home, I know my family is safe, and I can see my wife and kids anytime,” said Que, who previously spent months abroad competing in the Asian Tour, Japan Golf Tour and other international events.
While Que and Lascuña continue to defy Father Time, a new wave of young talents, including Corpus, Aidric Chan, Lloyd Go, Sean Ryan
Monsalve, and recent PGT Q-School topnotcher Jaehyun Jung, who placed third at Pradera Verde, are eager to challenge the veterans.
The upcoming 72-hole Eagle Ridge Championship is set to be even more competitive than Pradera Verde, with notable names such as Guido van der Valk, Michael Bibat, Keanu Jahns, Reymon Jaraula, Clyde Mondilla, Jhonnel Ababa, Jay Bayron and Zanieboy Gialon in the mix.
Still, all eyes will be on Que, who has committed to playing the first three PGT tournaments while keeping his options open for possible stints on the lucrative Asian Tour and the International Series.
“It depends on the schedule – if the tournaments abroad clash with the PGT, I’ll have to decide. But I’ll definitely be playing in the first three legs,” said Que, who also hopes to compete in the Iloilo leg in November, as it is his wife Tracy’s hometown.

SM Prime allots P15b to build 8 new hotels, 2 convention centers

SM HOTELS and Convention Corp. (SMHCC), a unit of property developer
SM Prime Holdings Inc. (SMPHI), is investing up to P15 billion to expand its portfolio over the next five years. Under the plan, SMHCC will establish eight new hotels and two convention centers in key destinations in the country.
This will add more than 1,500 hotel keys in its current portfolio, SMPH said in a disclosure to the stock exchange Wednesday.
SMPH said SMHCC is enhancing its competitive edge with new function rooms, additional food and beverage outlets and room renovations at Taal Vista, Pico Sands Hotel and Park Inn by Radisson Davao.
SMHCC’s portfolio includes 10 hotels including luxury (Conrad and Radisson Blu), leisure (Taal Vista, Pico Sands) and business (Park Inn and Lanson Place) brands as well as eight convention centers and trade halls under the SMX brand.
The company set an aggressive expansion plan amid strong occupancy rates across its hotel and convention properties on increasing demand for travel and MICE (meetings, incentives, conferences and exhibitions).
“The rise in hotel stays and event bookings signals a vibrant rebound for the hospitality and MICE sectors,” said Peggy Angeles, executive vice president of SMHCC.

DMCI Mining Corp. and Nickel Asia Corp. (NAC) signed a memorandum of understanding (MOU) to explore the possibility of developing a nickel processing plant in the Philippines.
The MOU, signed on March 4, 2025, combines the resources, technical expertise and mining assets of both companies to strengthen the country’s nickel processing capabilities.
Under the agreement, NAC will contribute its expertise in nickel processing technology and exploration,
while DMCI Mining will provide assets and its strength in construction and engineering.
“Despite the current oversupply of nickel globally, we remain confident in the sector’s bright future, driven by the growing demand from the electric vehicle and stainless-steel markets. Establishing an economically viable
nickel processing plant in the Philippines requires several factors to align, including clear government policy directions and regulations, but proactive preparation is crucial. With the significant nickel resources needed and complex logistical challenges to navigate, early planning is essential for long-term success,” said NAC president and chief executive Martin Antonio Zamora in a statement to the stock exchange. Hot weather lifts power prices at spot market

THE Independent Electricity Market Operator of the Philippines (IEMOP) reported a surge in the average price at the Wholesale Electricity Spot Market (WESM) this week.
The IEMOP said average prices reached P5.22 per kilowatt-hour when temperatures soared as the heat index hit 46°C in some areas of the country from P2.73 per kWh in February.
IEMOP corporate planning and communications manager Arjon Valencia said WESM energy prices increased as demand rose, and supply dropped from Feb. 26 to March 3, compared to the February 2025 billing period.
Valencia said the average systemwide supply decreased to 19,441 megawatts (MW), while demand increased to 13,105 MW. Peak demand also hit 16,210 MW, higher than in February 2025.
“The higher demand was mainly driven by warmer temperatures experienced lately, leading to increased use of cooling systems,” Valencia said.
He said the average price recorded was P5.22 per kWh, mainly affected by March 2 and 3 prices, reaching P6.64 per kWh on March 2 and P12.15 per kWh on March 3. Based on IEMOP data, the system average price was only P2.73 per kWh in February, the lowest price since the integration of the Mindanao market to the WESM.
IEMOP said the average system supply and average system demand increased by 2 percent to 20,512 MW and by 3 percent to 12,904 MW in February, while system margin remained stable at 5,725 MW, up by 1.3 percent from the previous month.

PSE index climbs above 6,100 level, peso at 57.3 a dollar as inflation eases
PHILIPPINE stocks rose above the 6,100 mark while the peso climbed to 57.3 against the US dollar Wednesday after the release of better-than-expected February inflation report.
The bellwether Philippine Stock Exchange index jumped 57.66 points, or 0.95 percent, to close at 6,121.77, while the broader allshares index advanced 35.58 points, or 0.98 percent, to settle at 3,664.54.
The peso also appreciated from 57.75 against the greenback on previous trading day.
Inflation rate in the Philippines fell to a five-month low of 2.1 percent in February 2025 from 2.9 percent in January, on slower increases in food prices, according to Philippine Statistics Authority.

DA declares Camarines Norte free of avian influenza after tests

Secretary Francisco Tiu Laurel Jr. declared Camarines Norte province avian influenza-free after successfully containing a highly pathogenic H5N2 outbreak in a backyard duck farm in Talisay in December 2024.
Tiu Laurel revealed how the provincial government, in coordination with municipal authorities, the DA Regional Field Office V and the Bureau of Animal Industry (BAI) swiftly implemented control measures.
These included immediate depopulation, disinfection, movement restrictions, and enhanced surveillance under the Avian Influenza Protection Program (AIPP).
Tiu Laurel said all tests returned negative following intensive monitoring within a 7-kilometer radius.
The DA, in Memorandum Circular 6, confirmed that after 28 days without new cases, the province successfully met the World Organization for Animal Health’s criteria to regain avian influenza-free status.
Prior to the outbreak, Camarines Norte had a clean record against avian flu.

A TEAM of chemical engineering students from Batangas State University (BatStateU) won second place at the World Engineering Day (WED) Hackathon 2025 in Paris, hosted by UNESCO and the World Federation of Engineering Organizations (WFEO).
The team, ECO BEADa from BatStateU Alangilan, presented a solution to address water contamination and soil depletion in Filipino farming communities. Their project utilizes phosphateabsorbing beads made from eelgrass biochar and kaolinite clay to purify wastewater and create eco-friendly fertilizers.

IBV ACEN Renewables Asia Pte. Ltd., a joint venture of ACEN Renewables International Pte. Ltd. (ACRI) and German firm ib vogt (Singapore) Pte. Ltd., is looking at solar investments in Malaysia.
ACEN Corp. said in a disclosure to the Philippine Stock Exchange Wednesday that IBV ACEN Renewables “is currently in the final stages of assessing and finalizing an investment in various solar PV project opportunities in Malaysia.”
The company is looking at an aggregate solar capacity of 80 megawatts, with investments of up to $13 million.
“This $13-million investment is part of ACEN’s expected contribution of up to $200 million equity investment as the JV Company targets a minimum operational capacity of 1,000 MW across Asia Pacific with potential for future expansion,” ACEN said.
ACRI previously announced plans to invest up to $18 million into IBV ACEN Renewables to fund the construction of a 70-MW solar project in Bangladesh.
ACEN said last year the joint venture would focus on shovelready projects in Bangladesh, Laos, Cambodia, Vietnam, Indonesia,
Malaysia and other countries in the Asia Pacific region.
The majority of projects would stem from ib vogt Asia’s pipeline of projects under development of more than 5,000 MW. They are also open to acquiring late-stage projects from local and regional developers.
ACEN International president and chief operating officer Patrice Clausse earlier said ACEN had a strong history of partnering with bestin-class energy developers to build renewable energy projects across the Asia Pacific region.

The government owns MRT 3 through the Light Rail Transit Authority (LRTA), while MRTC, owned by Metro Rail Transit Holdings II Inc. (MRTC) and led by unpopular businessman Robert John Sobrepeña, designed and built the rail transit system that runs along EDSA.
MRTC and the then Department of Transportation and Communications signed the BLT agreement to construct and maintain MRT 3. Formed in 1995, MRTC started building MRT 3 in October 1996. It completed the rail system in December 1999 and started full operations in July 2020.
MRTC financed the construction of the modern rail system stretching from EDSA’s North Ave. station in Quezon City to Taft Avenue in Pasay City. The company infused P4.49 billion worth of equity into the project.
MRT 3’s operations are a burden to the state. The low, unadjusted fares are causing the government billions of pesos worth of subsidy. MRT 3’s current base fare stands at P13, with the end-to-end trip from North Ave. station to Taft Station pegged at P28.
MRTC earlier sought an additional P2.29 boarding fare and P0.21 distance fare per kilometer to finance its operating expenses.
MRTC has claimed that the train system’s
total expenses amounted to P8.96 billion for the 11-month period last year compared with a total revenue of just P1.1 billion, or a deficit of P7.8 billion. The low revenues mean a government subsidy of P88.34 for every passenger.
In addition, the government has to pay equity rental and other obligations to MRTC.
In contrast, the government approved a fare adjustment for LRT Line 1 and Line 2, the first train systems in the metropolis, consisting of an additional P2.29 boarding fare and P0.21 distance fare per kilometer, from the P11.00 boarding fare and P1.00 distance fare.
Commuting via MRT 3 is a faster and more reliable alternative than buses and jeepneys. The commuting time is more predictable and passengers enjoy a relatively safer ride. Rail commuters, thus, must pay a premium or higher fare than those charged by buses or jeepneys for the conveniences provided by the train system.
The subsidy or annual budgetary allocation from the national government, meanwhile, has kept the MRT 3 fares low. Other operating expenses, however, are catching up with the train system, resulting from poor maintenance and antiquated rolling stocks.
The Department of Finance (DOF) and the Japan International Cooperation Agency (JICA) in 2018 signed an agreement that provided the Philippines with a 38.1-billion yen loan from Japan for the upgrading and rehabilitation of
the MRT -3.

Secretary Carlos Dominguez III said the MRT3 has “degraded to a sad state” and “brought our commuters unspeakable hardship” to the point of becoming “a symbol of where our country fails.”
The early privatization of MRT 3 through the BLT is not also a good model for privatization, as noted by a past study of the Asian Development Bank (ADB).
Most successful privatization projects, according to the ADB study, have been the result of unsolicited proposals from potential investors in the form of PublicPrivate Partnerships (PPPs), with government corporations mandated to develop and operate transport infrastructure.
“In part, this reflects the lack of capacity within sector agencies for project planning and preparation. However, it also reflects a lack of clear principles and rules for the development of such partnerships,” says the ADB.
The study cited the MRT 3 as an extreme example, where the government “appears to be responsible for virtually all of the demand, commercial, performance, and financial risks, in addition to the political and regulatory risk.”

FFCAAI’s annual singles’ mixer sparks new connections
THE Federation of Filipino Chinese Alumni Associations Inc. (FFCAAI) youth committee organized its annual singles’ mixer, themed “緣 (yuán) A Singles’ Affair,” on Feb. 22, 2025 at the St. Jude Catholic School Audio Visual Room.
The event aimed to foster unity and build connections among young Filipino- Chinese alumni from the 27 member alumni associations of local Filipino- Chinese schools.

The donation was handed over to Letran, marking an important contribution to Filipino Chinese education and inspiring future leaders

Filipino photographer Irvin Rivera makes mark in Los Angeles fashion scene
THERE are numerous Filipino-born photographers with the talent and commendable track record to show. But not too many of them are in Los Angeles.
And when Irvin Rivera casually mentioned to me that he is now working full-time for Los Angeles Magazine—a status he earned by proving his worth, showing up, and contributing good stuff over time—I realized I was in the presence of perhaps the most underrated Pinoy lensman. Yes, Irvin is a certified Pinoy pride—a Filipino immigrant who went through it all and then decided to create his own opportunity. He literally shines while behind the camera, so he is not your typical Filipino achiever hugging the limelight and savoring fame. His photograph of comic act Margaret Cho, described as “stunningly spiritual,” earned him second place at the 2024 National Arts & Entertainment Journalism Awards. The picture was used in an article titled “Margaret Cho – Ride or Die Bride.”
His portfolio’s long list of highprofile celebrities would make you think he must be joking. But there
are pictures, some of them published, serving as proof of his talent and tenacity.
Los Angeles Magazine, founded by Geoff Miller in 1961, “covers people, food, culture, arts and entertainment, fashion, and lifestyle” through feature-length news writing that captures Southern California in all its guts and glory.
Last Sunday at Noble Creations boutique in Artesia (southeast of L.A.), during an event highlighted by the presence of actor Enchong Dee, Irvin exuded humility and hospitality as he approached and said hello, fashionably dressed as always. As expected, he filled the air with positive vibes.
Around this same period last year, we had a sit-down chat where he gave me a picture of his journey— from a hardcore activist in UPLB (UP Los Baños) to an award-winning fashion photographer
in La La Land.
“I used to be a stay-in caregiver, and I recall my patients kind of liked me. I enjoyed the job, but it came to a point when I wanted to do something else,” he said during our conversation at his studio in downtown L.A.
“From Sacramento, I took the bus to Los Angeles. I had a backpack, a laptop, and a lot of urge to go to L.A.”
It’s often not easy when you’re starting out in a big city.

Freelancing is best for the super creative and determined.
Before it even dawned on him, Irvin found himself at home in a social-professional circle where his communication arts college course and eye for business fit in. He put up his own print-on-demand magazine, christened A Book Of. It is innovative in a way, as a particular subject fills up the pages of one whole issue, like a

Sounding like every dedicated writer would, Irvin said that it matters to him if at least one person gets to read A Book Of. It’s poignantly easy to understand where he is coming from. One person reached out to him and said that going through one of his magazine’s issues stopped him from hurting himself. That issue is now posted on the wall of that reader. Irvin shared, “Nakakatakot man when you’re still building your portfolio and establishing your reputation, pero matututo ka sa small victories. I needed to learn the business aspect of things. I had to do my research, and I did experience failures.”
Irvin found work as an assistant in a clothing company warehouse, where he did everything from being a manual laborer filling up an 18-wheeler container to working as a security guard. He did that for six years.
This son of a soldier father and nurse mother carried the weight of the world in his small frame—with a sweet smile.

Last October, I attended the opening of his new GM studio—an even bigger facility than where I met him for the first time. GM stands for Graphics Metropolis, the studio being a venture with his business partner Cece Asuncion founder and creative director of Slay Model Management, which courageously represents transgender fashion. Irvin messaged me the night after, saying, “Hope you had fun and met some people.” Yes, he won’t forget to assure that things are fine or that it’s going to be okay.

AFTER a long season of red carpet events, Hollywood’s top stars brought their best fashion yet to the Oscars on Sunday. While some A-listers matched their looks to their roles (hello, cast of “Wicked”), others went for classic old school Hollywood glamour.

THE Philippines has earned the top spot in a recent study by Australian company Onebed, which found that Filipinos lose the most sleep due to television consumption—particularly reality TV. While this might seem like just another statistic, it speaks volumes about the way entertainment has reshaped our daily lives, often at the expense of rest.
The numbers paint a concerning picture. Filipinos who prioritize shows over sleep average just 6 hours and 8 minutes of rest per night, well below the recommended seven to nine hours for optimal health.
The study also revealed that late-night TV searches in the country are at a staggering 408.91 per million people. It’s easy to dismiss these figures as mere quirks of modern entertainment culture, but they point to a growing issue: our collective struggle to disconnect.
Other countries in the study show similar patterns. South Korea ranked second, with 83.5 percent streaming reality TV, averaging 6 hours and 2 minutes of sleep while watching from 6:00 p.m. to 11:00 p.m. Indonesia placed third, with 96 percent streaming, the longest viewing window from 4:00 p.m. to midnight, and 6 hours of sleep. It recorded a late-night TV score of 90 and a composite score of 95.13.

Japan ranked fourth, with residents sleeping just 5 hours and 52 minutes—the shortest among all countries. Their peak TV time is 7:00 p.m. to 11:00 p.m., driving high late-night TV search volume.
The U.S. ranked fifth, with Americans watching from 8:00 p.m. to 11:00 p.m., averaging 7 hours and 6 minutes of sleep. They had the highest late-night TV search volume and Netflix subscriptions at 19.31 percent. Saudi Arabia followed, with 96.3 percent streaming and 6 hours and 2 minutes of sleep. Israel ranked seventh, averaging 6 hours and 36 minutes of sleep and watching from 8:00 p.m. to 11:20 p.m.
World Vision launches campaign to combat child hunger, malnutrition
WORLD Vision has launched the “Enough” campaign, a global initiative aimed at addressing child hunger and malnutrition, as the Philippines continues to grapple with high rates of undernutrition among children. The Christian humanitarian organization seeks to provide sustainable solutions for affected families by offering livelihood support, agricultural training, and nutrition programs.
Dr. Herbert Q. Carpio, national director of World Vision Philippines, underscored the urgency of the issue, saying, “No child should ever have to endure the pain of going to bed hungry.”
Beyond food security, World Vision also emphasizes early childhood development through programs such as “Go Baby Go!,” which equips parents with skills in child nurturing and supports maternal and child health services.
To raise awareness, the organization collaborated with Filipino hip-hop and R&B artist Quest for a theme song titled “Enough, which conveys messages of hope and resilience. The song is available on streaming platforms including Spotify, Apple Music, and YouTube Music.

Canada ranked tenth, with 90.5 percent streaming, 7 hours and 11 minutes of sleep, and the second-highest late-night TV search volume and Netflix subscription rate at 16.86 percent. It’s tempting to brush off these statistics as part of modern life— after all, streaming services are designed to keep us hooked. The autoplay feature, the cliffhangers, the social pressure to keep up with trending shows—everything about the way we consume entertainment encourages excess. But at what cost?
Beauty care chain expands solar energy use across stores, distribution centers
Filipino hip-hop and R&B artist Quest collaborates with World Vision on the song ‘Enough’ for its child hunger campaign
World Vision, which has been operating in the Philippines for over 65 years, says it has helped more than 1.5 million children and their families. The organization is calling on the public to support its efforts through child sponsorships and other initiatives.
WATSONS Philippines is increasing its use of solar energy as part of its sustainability efforts, with more stores and distribution centers now operating on renewable energy, the company said.
Ninety-five Watsons stores and all distribution centers in Luzon and Visayas are currently using solar power, reducing reliance on traditional energy sources. As of December 2024, the initiative has cut 338.32 tons of CO2 emissions, saved 135.74 tons of standard coal, and contributed to the planting of 188 trees, according to the retailer.
Watsons launched its first Greener Store in San Pedro, Laguna, last year, equipped with
solar panels to partially power operations. The company has also adopted LED lighting, inverter air conditioners, and energy-efficient refrigerators across its stores to lower energy consumption.
