State Hands Out Millions For Local Projects

Gov. Karyn Polito from the MassWorks Program. Standing under a tent erected on a largely unused parking lot at the MBTA station in Newburyport, Polito handed out checks for infrastructure improvements to the mayors of Amesbury, Haverhill, Methuen and Newburyport and to the town manager of Dracut. After leaving Newburyport, Polito was headed to Lowell to deliver a check to help pay for a new justice building. “I have the best job in the world,” Polito told the Town Common Newspaper after she finished presenting the checks. Getting Rid of Abandoned Homes AMESBURY – An abandoned house can catch on fire, become a haven for crime or the homeless and bring down the value of neighboring homes and properties. “I spend more time boarding up and locking abandoned houses,” said Amesbury building inspector Denis Nadeau. “The most dangerous thing we have is an abandoned home.” As evidence of what a liability an abandoned house is to the community, Nadeau noted that insurance premiums double on abandoned houses. Following the last housing crisis, a large number of owners were forced into foreclosure or forced to turn their home back to the mortgage company. State Hands Out Millions For Local Projects

Newburyport will receive $2 million that will be used to transport waste water from developments in the new Smart Growth district over the hill to the waste water treatment plant on Water Street. The new sewage system will open the way for the city to approve Minco Development’s plans to build 80 apartments on a largely unused parking lot west of the MBTA train station. Other housing projects are expected to be developed in coming years. A small portion of the MassWorks funds will be used to extend a sidewalk from the train station into the Newburyport Business & Industry Park with a new bus stop shelter. Mayor Donna Holaday praised the Baker Administration and called Polito “a wonderful lieutenant governor.” She asked the crowd of municipal officials and civic leaders, “Can you believe this administration has been in office for only 10 months? Look at what they have accomplished.” The mayor also praised her city staff, including planning director Andy Port and grant writer Nancy London. Amesbury is getting $1.1 million to improve streets and the intersection at routes 150 and 110 near the proposed Amesbury Heights development, which will add 240 new apartments. Methuen will receive $1.2 million for infrastructure improvements

around the old General Mills yogurt plant that closed in 2014. The site is being redeveloped for new companies that Mayor Stephen Zanni said would replace most of the 144 jobs lost when General Mills left. Dracut Town Manager James Duggan was awarded $960,000 for his town’s infrastructure improvements. Polito praised the MassWorks program, which is a consolidation of six other granting programs for municipalities. “Gov. Baker says when you find something that works, do more of it,” she said. “The MassWorks program works. And because these communities have shown they are organized and prepared to act to generate economic growth, we’re pleased to provide this financial assistance.” In total, MassWorks is giving out $85 million to 49 cities and towns this year. There were 110 applicants for $245 million. The Baker Administration increased the program this year by $10 million. The MassWorks Infrastructure Program is administered by the Executive Office of Housing and Economic Development, in cooperation with the Department of Transportation and Executive Office for Administration & Finance. The MBTA parking lot at One Boston Way, where the ceremony took placed, is the proposed site of an 80-unit development by MINCO Corp. Newburyport has approved a 40R “smart growth” rezoning plan

that will facilitate residential and commercial development near mass transit stations. City councilors recently voted eight to three to permit the 40R measure, which Holaday said was a factor in the city receiving funds. Lou Minicucci, owner of Minco Development Co., was on hand for the check presentation and photos with Mayor Holaday. He could not predict when the project might be ready for groundbreaking, saying the city is just learning how to process applications for projects in the new smart district. Of the 80 proposed apartments, 20 must be leased at a rental price considered to be affordable, according to state law that governs the new smart growth district. In an unrelated development, Holaday said Newburyport is still eligible for funding of about $600,000 if it executes its smart growth plan. The Graf Road sewage lift, which is already at capacity and requires several safety improvements, was scheduled for upgrade next year whether or not the city approved the new Smart District. Upgrades are needed to support redevelopment in the adjacent Newburyport Business & Industry Park as well as the proposed apartments. Construction is expected to begin in 2016. “The $2 million grant will substantially reduce the City’s cost for upgrading the Graf Road Lift Station, the city said.

He said it also inspires other homeowners in the neighborhood to care for and fix up their houses. “An abandoned house takes your energy away,” Nadeau said. “For years, these buildings have been eyesores that pose dangers to the community and depress property values in Amesbury,” Gray said. “Despite concerns voiced by many residents, some of these vacant homes have gone unaddressed for more than a decade, becoming more decrepit and dangerous by the day. Thanks to the help of the Attorney General’s Office and the hard work of Building Inspector Denis Nadeau and Health Director Jack Morris, we are finally beginning to tackle this problem.” Eight Amesbury properties are involved in the first round of submissions to the program. Nadeau estimates that Amesbury currently has a total of 20-27 abandoned residential properties across the city. “And we are adding more each day,” he said. Informally referred to as the receivership program, attorney general’s initiative helps municipalities locate and identify owners of abandoned residential

properties that are in violation of state and local code. Once identified, if a delinquent owner fails or refuses to comply with repeated violation notices, the city and the AGO file a petition against the owner in Superior Housing Court. They ask the court to appoint a receiver to rehab the property. If sufficient evidence of the owner’s neglect is presented to the court, a judge can then order a receiver to renovate the property and bring it into compliance. Most properties in the program are owned by large banks and do not actually end up in receivership. According to the Attorney General’s website, 75 to 80 percent of cases are resolved by property owners before the court places it in receivership. Owners often comply once faced with legal action. In Amesbury, this has already happened with four Amesbury properties that the city initially targeted for the receivership process. The receivership process, which generally takes six to 12 months, is a code enforcement tool. According to the Attorney General’s office, the program strikes a balance between private property owner’s rights and the public’s right to be free from

dangers posed by health, safety and building code violations. The owner never loses legal title to the property during the receivership. The receiver takes only an equitable ownership interest during the receivership, which gives the receiver the authority to manage the property and make the necessary repairs. If he or she fails to pay the receiver’s lien or is not the highest bidder at auction, the owner can lose title to the property. In addition, the owner can take responsibility for the property at any time during the receivership, but must complete the required work to the court’s satisfaction. “The receivership program offers a great avenue for Amesbury to get rid of some of this blight and force the banks to step up and take action,” Nadeau said. “The banks hear of this program, and they start acting instead of waiting for us to force them into action.” “The AHI process allows the city to finally begin to address abandoned properties that have been outstanding for many years,” Health Director Jack Morris said. “Most importantly, we are sending a signal that the city is taking this issue seriously.”

Patients will often say during an exam, “Please don’t find anything.” Our response may be, “Well then, I better not look.” Assuming the reason for going to a dental office is to improve and/or maintain dental health as part of overall health, it is the obligation of the dental team to “find stuff” if it’s there, communicate that with the patient, and have a conversation about whether any steps should be taken. For example, based on your level of periodontal health, there are different levels of frequency recommended for hygiene visits. The majority of patients should be seen every 6 months. Some are lucky enough to have yearly visits recommended to them. For others, every 3 or 4 months is recommended. This frequency is determined by your dental team to maintain your dental health. Regardless, if you put off your routine care by 1, 2 or even 6 months, that is a lot of time to have bacterial growth accumulate and put your body into a defensive mode due to increased inflammation. This brings me back to the reason you have chosen to be an active dental patient. Remember, gum disease is not only bad because it makes your breath stink and your teeth fall out; it is bad for you systemically because of chronic inflammation. You may very well not notice an increase in

inflammation, but your body does. There are measureable indicators of this. If your goal is optimal health, routine maintenance is essential. I tell my team all the time that we must continue to educate the people who confide their trust in us to maintain their dental health. Depending on your car, there is a recommended maintenance schedule. If you ignore the recommended maintenance only bad things can happen. You may be able to “stretch it out” a little, but must understand there are risks associated with that decision. If you knew how bad chronic inflammation really was for you, you would want to be seen more frequently than you are. There are obviously valid reasons why patients need to change an appointment. Most dental offices understand that. It is the frequency, attitude (It’s just a cleaning), and lack of commitment that causes both disruption within the dental office and discontinuity of care.
