The Nicholas Costello Transportation Center to Open This Friday AMESBURY – Nicholas Costello saw the new Merrimack Valley Regional Transit Authority and city services building that bears his name for the first time a week ago. He came on a Sunday morning, one of the rare times the work crews were not around. As he walked around the 10,000 square-foot building and along the new riverwalk extension he saw one of the largest turtles he had ever seen. He considered it a good omen for the new building. Asked how it feels to have the city's newest building named for him, Amesbury's former state senator and its first mayor said, “It is a little embarrassing.” He said he was surprised that the city chose to name the new $8.5 million building for him. OBITUARY Richard N. Cunningham
NEWBURY Dick Cunningham, age 91, lifelong Newbury resident, died peacefully Tuesday evening June 12, 2012 at the Merrimack Valley Hospice House in Haverhill with his family at his side. Born on October 13, 1920, he was the son of the late Arthur L. and Ella (Noyes) Cunningham. Dick always referred to himself as an old hard-nosed Yankee, very outspoken, and quick to argue on a subject on which he had strong convictions. After graduating from the old Woodbridge School, he went on and became a graduate of Newburyport High School, class of 1938. Most of his life Dick was a farmer and a farm hand but over the years he wore many hats: Cemetery Superintendent, Animal Control Officer, Animal Insemination Technician, and Constable. He was blessed with a very good long term memory concerning local history and, generally having listened to and talked with many older people over the years, he was often called on to talk about older times and also to speak publicly before groups. He was a member and Past Master of Quascacunquen Grange #236 of Byfield for 55 years and later joined Laurel Grange #161 of West Newbury. For many years he was involved with Topsfield Fair, both in the Grange Department and the Fair Museum. As a strong believer of Second Amendment Rights, Dick was a member of the National Rifle Association. He was a member and held several offices in the Sons & Daughters of the First Settlers of Newbury. He also held several both elected and appointed positions within the town of Newbury. Dick was married in 1943 to the late Dorothy I. Chick and their marriage lasted for over 62 years. Together they raised five children, all of whom survive him: James A. and Anita Hankins, Wilma R. and husband James L. Buckley, Barbara E. Rogers and Ward Westhafer, Stephen W. and wife Jeanine, all of Newbury and Alice L. Cunningham and husband Ruy Cardoso of Newton MA. He is also survived by 13 grandchildren, 23 great grandchildren and six great great grandchildren and a sister Ruth E. Bragg of Kingston, NH as well as two nephews and two nieces. He was preceded by a sister Doris E. Ingalls. Calling hours were held Thursday, June 14th, from 4-8 P.M. at Elliot Woodworth & Rogers Family Funeral Home, 35 Green St., Newburyport. As a long time member of the First Parish Church of Newbury, he had become an attendant of Old South Presbyterian Church of Newburyport where his services were held on Friday, June 15th at 2 P.M. followed by burial in Rural Cemetery of West Newbury. bus company was weighing its options of a transportation hub in either Amesbury or Lawrence. “Of course, I told them we wanted it. But things grind slowly,” he said, sitting on a bench outside the new building last week. Costello credits Mayor Thatcher Kezer for devising the plan to use the MVRTA's funding to build a larger, more comprehensive city services building. The new building will house all the senior programs, from exercise and craft classes to counseling and health care. It will include the veterans services and the youth services office, making it a building for all ages. Downstairs will be a large community room, named for the Provident Bank, that will be for larger community and civic functions, including some City Council meetings. The MVRTA will staff a small ticket booth in the rear of the building for passengers, who will board the buses under an awning along the driveway. Across the driveway the riverwalk extension gives pedestrians a link between the downtown riverwalk and the Lower Millyard. The Council on Aging Executive Director Annmary Connor, who has helped direct much of the design and construction of the new building, walked Costello through the interior of the new building last week. She pointed out the rooms that will cater to seniors, veterans and young people. She said she picked out most of the color schemes, including a “soothing” Army green and Navy and Air Force blue for the colors on the walls of the Veterans program offices. As they greeted and dodged the workers putting the final touches on the building, Connor showed Costello how the building is designed for those who have mobility challenges. second floor where most of the offices and game rooms are located. Along the hallways and in baths, brightly colored tiles on the floor and panels help those who suffer poor vision, Connor said. The new building also celebrates the city's history with a new sculpture at the entrance by Newburyport sculptor Jeff Briggs of carriage wheels. The floor in the large community room has a pattern that reflects the city's historical dependence on the Powwow River. In building the new center, the city turned to local companies. Castagna Construction of Newburyport built it, and construction superintendent Larry Mercier, an Amesbury resident, was credited with doing “a magnificent job.” The flowers, trees and much of the landscaping was being planted last week by The Green Co. Funding for the building came mostly from $7 million in federal stimulus funds. The city council added $1.23 million for finishing the interior space, plus $250,000 for landscaping and a link to the riverwalk. The Friends of the Amesbury Council on Aging is raising $250,000 from local businesses and organizations to equip the rooms the seniors will use. Costello seemed amazed at how far the city has come in recent years in providing services for residents, particularly the elderly. Shortly after he became a Selectmen in the 1960s, he recalled that he and his wife, Cynthia, learned about a program where the elderly had meals delivered by a government service. The Costellos thought that was great idea for Amesbury and persuaded the town to allocate $2,000 to the program and talked the school superintendent into cooking the meals in the school cafeteria for 50 cents each. The only problem they encountered was there was no place to serve the meals, he said. Eventually Ms. Costello, whom he described as tenacious, found space to feed the seniors at the St. James Episcopal Church. A half century later, seniors and others have to worry no more about a place to gather, dine, get help or have fun – thanks to a new building that bears his name.

Club Earns Two Program Excellence Awards

and she produced two dance recitals that were viewed by many parents and family members. This was a new program at the Club this year and our members thoroughly enjoyed learning tab, ballet and modern jazz. “The kids did a great job and Miss. Sam was fantastic with the kids”. Said Gene Dion director of operations at the Club. The Club was also awarded a second plaque in the category of One Dave Event for its Anti-Bullying Jamboree that was held at the Club on April 7th at the Club. The day featured guests speakers such as; Sherriff Frank Cousins, Bethany Noseworthy and Scott Herman who appreared on the MTV show Real World. Over 150 youth attended and participated in many antibullying activities. “It was a great day and everyone who attended was very involved in the activities that were going on” commented Gene Dion. All those who attended received an anti-bullying shirt and wrist band. All organizations received the Clubs anti-bullying program manual to take back to their organization. The
Club also received many calls from those organizations that could not make the event and asked if the Club could send along the anti-bullying manual. Gene Dion the Clubs director of operations has really focused this year on delivering programs to Club members that make an impact on these members’ lives and gives them the tools that they can us outside the Club on a daily basis. The Club is focused on developing programs to see that our Club members achieve academic success, good citizenship and are living a healthy lifestyle. The Club is looking to continue its success this summer by introducing some new an innovative programs such as; robotics, photography, gardening, science club and digital arts with Imac computers. The Club will also have local artist Jeannie Dunnigan here at the Club this summer to work on some murals and mentor our teens to produce some great artwork this summer. There will also be plenty of other activities to participate in from athletics to nature hikes. The summer program is open from 7am to 6pm and

large organization with a big staff. He is 14 and just graduated from elementary school. His staff includes his mother, Michelle Walsh, and two younger siblings. The event, scheduled for July 30 at the Ipswich Country Club, however, shows all the signs of being a success. The Institution for Savings has stepped up to be the lead sponsor. The Newburyport Five Cents Savings Bank has agreed to be the dinner sponsor. And Walsh, now that he is out of school for the summer, is calling on other businesses, friends and family members to support the Pettengill House Cup. The goal is to raise $25,000 the first year. Walsh and his family, who live in Newbury, have been helping raise money and food for the Pettengill House for about five years. Michelle Walsh has been tireless in heading up school can drives and making turkey baskets for Thanksgiving for Pettengill clients. It has always been a family event with Tom and his brother and sister helping their mother prepare the baskets and hand them out at Thanksgiving. But the golf tournament was purely his idea. “I wanted to do something of my own,” Tom Walsh said. Being an avid golfer himself, the young Walsh thought up the golf tournament for Pettengill House a year ago. But his mother talked him into waiting a year to plan such a large task. Walsh, who seems to know no fear in approaching people, asked the Ipswich Country Club if it would help with the event. The club, where Walsh shoots a 9.8 handicap, agreed and is donating the initiation fee for a new membership as an auction item
for the event. Then when the Institution for Savings became the lead sponsor, the event gained a lot of credibility. It is now being promoted on the Pettengill House web site, www.pettengillhouse. org. Walsh, who acknowledges that he has “leadership potential,” graduated from the Brookwood School in Manchester and next year will enter St. John's Preparatory School in Danvers. He dresses daily for school and sometimes around home in a blue blazer, shirt and tie. At graduation he was praised as a model for “teaching the teachers how to dress better.” An even better hockey player than a golfer, Walsh admits that his grades have not always been As, but he got more As at Brookwood than he had in previous grades. At graduation he was awarded the “Most Courteous” award, which his mother thought was even better than

Firefighter Baker crawled out to the end of the ariel ladder in order to take a photo of the SES Staff and Students arranged in a special PeaceBuilder photo. Community Announcements AMESBURY - The Amesbury Chamber of Commerce has several exciting volunteer opportunities! Be a part of helping us prepare for the Universal Studios motion picture, “FIREBALL RUN” Film Series, which is also the Race to Recover America’s Missing Children. This 8-day, 14-city, 2500 mile race comes to Amesbury on Friday, September 28th, 2012. We will have a 60 member production crew from Universal Studios and 40 teams that we must greet, check in, cheer on, feed, direct throughout town and assist them with the task they will be given once they arrive to our town (similar to the Amazing Race). We need volunteers to help us organize this epic one-day event and be liaisons between the Chamber, residents, our schools, and the business community. We plan to do it up big…with the restaurants participating in a “Taste of Amesbury” for the crew, participants, volunteers …actually everyone! And we plan to have live entertainment! The Chamber also needs volunteers for the Chamber’s First Fall Craft Fair, tentatively scheduled for October 2012. Volunteer duties will include soliciting the artisans and crafters for this juried event (all products must be handmade by the artisans), advertising the • event, and serving as a liaison between the Chamber, artists/crafters, City Hall and the public. Lighthouse Foundation, will host an open house at Portsmouth Harbor Lighthouse in New Castle, NH, on Sunday, June 24, from 1:00 to 5:00 p.m. The open houses continue every Sunday through Columbus Day weekend in October. No reservations are needed; the guided tours are on a first come, first served basis. Children under 42 inches tall are not permitted to climb to the top, and adults are not permitted to carry children up the stairs. Visitors are invited to climb to the lantern room to enjoy the magnificent view at the mouth of the Piscataqua River and to see the 19th century lens up close. Volunteers will tell visitors about the history of the light station, and there will be souvenirs for sale. There are 44 stairs and a 7rung ladder to the lantern room. Flat shoes (not sandals or flip-flops) are strongly recommended to climb to the top. The suggested donation to climb the lighthouse is $4 for adults and $2 for children 12 and under. TUESDAY, JUNE 26th TIDE POOL DISCOVERIES Tuesday, June 26th 9:30 am to 11:30 am & Thursday, June 28th 1:00pm to 3:00 pm For generations children have enjoyed exploring tide pools and discovering the fascinating plants and animals that live in this realm between the tides. A refuge ranger will guide this hands-on session. Appropriate for children age 4 – 10. Each session is limited to 15 children. Actual tide pool time on the beach will last approximately 1 hour, along with a 20 minute wrap up activity, allowing ample time for travel to and from Lot 1 and Sandy Point. Participants will meet the ranger on the deck of the visitor contact station at the refuge’s Lot 1 and then follow in their vehicles down to the Sandy Point (DCR) parking lot. "Frontline," a weekly PBS newsmagazine program, will air a onehour segment on dental access disparities titled "Dollars and Dentists" on June 26. The issue is the growing number of areas in the country where access to dental care is limited. Two states, Minnesota and Alaska, have passed legislation allowing “mid-level dental providers” to practice dentistry. A mid-level provider is an individual who may perform irreversible procedures on the public who is not a dentist with four years of post -collegiate education. Proponents of the mid-level provider model refer to the procedures to be undertaken by the practitioner as “simple.” Fully trained and experienced dentists argue that mid-level’s training cannot adequately prepare them to distinguish between “simple” and “complex” cases. One of my favorite quotes is by Dr. Wayne Dyer – “The highest form of ignorance is to reject something you know nothing about.” Fear of the unknown is likely behind most dentists' opposition to mid-level providers. The fear is that these providers will get themselves into
trouble doing procedures that they are not properly trained to do. However, these mid-level providers are not just “hanging a shingle”. The intention is for the program to be a dentist-supervised endeavor. Before dentists, or even the public, reject the notion of mid-level providers, they should look at both the potential advantages and disadvantages of the program. As of right now, the focus of these providers is for areas that are underserved by dentists. Getting newly trained dentists to set up their practices in underserved areas is challenging. Fewer people are living in rural communities, and the high costs necessary to run and maintain a viable dental practice tend to steer recent graduates toward population centers. Even where dentists are available, access to care is often limited by the small number of dentists who accept Medicaid. Few dentists accept Medicaid because, among other reasons, reimbursements are so low that they lose money on each patient. In Minnesota, dental therapists (midlevel providers) are required to have a management agreement with a dentist who oversees their work at remote sites. This is done sometimes via video telehealth connections. They are only allowed to practice in state-designated underserved areas, and their scope of work is limited. Further, the dental therapists receive much of the same training as dentists, taking many classes side-by-side. So, is this a good or a bad thing? I still
feel that I do not know enough about the program to make a judgment on it. However, one thing I do believe is that providing more resources for restorative care, while certainly necessary, will never stem the tide of untreated disease until the nation fundamentally shifts its public oral health focus away from intervention and toward prevention. The American Dental Association (ADA) believes that it is the responsibility of the dental community to ensure that all populations are provided with the opportunity to access quality care by a fully trained dentist. According to the ADA, pilot programs that test new workforce models should recognize the dentist as the leader of the team and be based on valid assessments of outcomes, cost savings and efficiencies to increase capacity without jeopardizing patients’ health. I am not for or against mid-level dental providers at this point. The one thing I am for is not lowering the quality or standard of oral healthcare in this country. If the pilot programs in the states allowing this prove that, I would be more inclined to be a proponent.
