The Medical Advisory Council (MAC) offers guidance to the administration of TLC Comprised of physicians specializing in fields relevant to our current and planned activities, the MAC plays a vital role in ensuring the quality and relevance of medical aspects within TLC's programs
The Consumer Advisory Council (CAC) at our centers offers consumers the opportunity to provide feedback and recommendations regarding service delivery, policies, and procedures. This valuable input allows our professional staff to gain insights from a unique perspective, highlighting the belief in the importance of consumer feedback The CAC plays a pivotal role in ensuring that our services are tailored to meet the needs and preferences of our consumers
The Business Advisory Council (BAC) offers guidance to TLC's Outcomes Service, comprised of employers and individuals committed to employing individuals with disabilities Working directly with the Executive Director and Outcomes Leadership Team, BAC members represent a diverse cross-section of the community from various industries and organizations. The BAC plays a crucial role in promoting inclusive employment practices and fostering partnerships within the community

At TLC our Board of Trustees is both diverse and active, playing a crucial role in guiding our organization's mission. Board members have various responsibilities, including:
Collaborating with fellow Board members, TLC's Executive Director, and the Senior Leadership Team to advance our mission.
Assessing TLC's progress toward annual objectives and offering constructive advice for service improvement.
Engaging in strategic planning discussions to ensure TLC's focus and direction are effective.
Securing adequate resources for TLC through personal contributions or fundraising efforts
Overseeing financial management by diligently reviewing budgets and financial reports
Strengthening TLC's services to maintain high quality and align with our mission while being cost-effective

TELL US ABOUT YOURSELF.
I’m a Montgomery County native. I was born and raised in MoCo and graduated from Tilden and Walter Johnson before moving away for university, only to return to the DC area for work. My formal academic training was in electrical engineering and mathematical economics, and I currently work as an economist for the federal government.
HOW LONG HAVE YOU BEEN A MEMBER OF TLC’S BOARD OF TRUSTEES?
I have been a TLC Board member since 2019.

As someone intimately familiar with the obstacles that come with medical challenges, I was thrilled to learn about TLC and its mission at a Board Match event in 2019 I always knew that I wanted to serve the special needs community, and joining the board of TLC seemed like the perfect opportunity to have a positive and meaningful impact on the lives of individuals who are, unfortunately, often neglected and excluded by society.
DESCRIBE WHAT HAS BEEN YOUR BOARD MEMBER EXPERIENCE.
Being a TLC board member has been an incredible experience There is so much talent and passion on this board It is hard to describe how inspiring it is to be part of a group of people who give and care so much about the special needs community. We have an outstanding board, and I am proud to be part of it
WHAT HAVE YOU GAINED FROM BEING A BOARD OF TRUSTEES MEMBER?
I’m extremely grateful for the opportunities I’ve been given at TLC to help improve the lives of so many people, whether helping provide students at KTS with a better and brighter future, enabling patients to receive fist-in-class treatment through TLC’s speechlanguage or occupational therapies, or “helping others hear,” as we like to say it, by supplying hearing aids to individuals suffering from hearing loss Being able to contribute to an organization that does so much good has been priceless.
Being part of the TLC board is one of the highlights of my life. I’m grateful for the opportunity to contribute to this incredible organization and am so thankful for the passion, energy, and devotion of my fellow board members, TLC’s executive leadership, and TLC’s staff.

I had previously engaged in a professional partnership with the organization since 2017 Pat and Suellyn approached me about joining the board. At that point, I already had established professional connections, but I also had a child attending KTHS. Our family is unique as we are a special needs family Fortunately, the learning curve regarding the organization's mission and services wasn't too steep for me Because I held the organization in high regard, I eagerly accepted the opportunity to join

I am humbled to serve alongside such intelligent individuals on the board Their thoughtfulness and intelligence are awe-inspiring, and their passion for helping others is unmistakable Being able to represent the organization in the community, attend events, and participate in fundraising efforts is incredibly rewarding Witnessing the tangible impact of procurement and spending firsthand on a daily basis reinforces the significance of our work
Personally, I understand the profound impact of these efforts because I've seen how they've shaped my son's growth and development during his years at KTS.

It depends on which aspect of the community you're considering, whether you're a parent or a recipient of services yourself Regardless, your child or loved one will receive assistance through the organization's services. As a board member, the time you invest in serving the organization directly benefits members of the community who truly need it You'll have a noticeable impact on the lives of others.

It's incredibly humbling to serve the organization in the role that I do. I’ve been married for 35 years to a pediatric cardiologist, so much of our lives together have been spent serving child community. My career in in to some great opportunities with both my industry know connections.

I started working with the Development Committee in 2015 I joined the Board 6 years ago.

I am a proud father of two amazing daughters one at UMD and the other a freshman in high school. Both girls have achieved black belts in karate, showcasing their dedication and skill My wife works at a foundation, and together, our family loves to embark on travel adventures and cruise getaways
As a family law attorney and managing partner of my own firm, I made the move to start my practice amid the pandemic Leaving behind a large firm,I aimed to offer fairer rates and increased accessibility From just three members, our firm has grown to nine employees in less than three years. My focus lies in representing children, ensuring their best interests are upheld as a best interest attorney.

I joined the board around 2014.
WHO/WHAT INSPIRED YOU TO BECOME A BOARD OF TRUSTEES MEMBER?
Both of my kids were premature. My daughter experienced delays in her development. When the county abruptly halted services due to a 25% delay threshold, we were deeply frustrated That's when we turned to TLC for help. Their intervention made a significant difference for my daughter After about 1 5 years of treatment, Tina Morrissey suggested a therapeutic break to assess if our daughter could manage without ongoing services

We cautiously agreed, and during this break, we observed where challenges persisted Upon returning to TLC to re-assess, they devised a targeted therapy plan, and remarkably, our daughter caught up entirely
Tina's honesty about concluding therapy touched us deeply It was a testament to the organization's commitment to achieving results and empowering families to move beyond their challenges They truly practiced what they preached getting results and enabling families to thrive independently.

TELL US ABOUT YOURSELF.
I am married to Avner Shapiro We have two children, Ezra and Avram Shapiro, and we live in Chevy Chase, Maryland I am originally from Silver Spring, Maryland and attended MCPS from K-12th grade. Avner is a parent member of the Montgomery County Disabilities Commission

Avner and I are both civil rights lawyers. After a number of years working for the federal government in various capacities and with non-profit advocacy organizations, I am currently an Associate Director at the Rockefeller Family Fund where I direct our Democracy program.

I joined the TLC Board last year Prior to this, I served on the TLC Consumer Advisory Council My son, Ezra Shapiro, attended The Katherine Thomas School for seven years, graduating in June 2023. We have also used TLC’s tutoring and evaluation services
WHO/WHAT INSPIRED YOU TO BECOME A BOARD OF TRUSTEES MEMBER?
Over the past 8 years, I have been inspired by TLC’s work and commitment to serving people with developmental disabilities. I was particularly impressed with the program at The Katherine Thomas School where the teachers and administrators work hard to provide the kind of differentiated instruction and tailored related services to meet the academic and social needs of all of their students. KTS is a place where students feel seen and valued, rather than invisible and not good enough. I joined the Board because I wanted to do what I could to help KTS and TLC continue to be a resource for other children and families for many years to come.

Phenomenal Since joining as one of the newest and less experienced members, I've been warmly embraced and supported. Having a mentor on the board has been immensely beneficial; they regularly check in to ensure I'm navigating smoothly.

I have been living in the metro DC area since 1991 when I entered medical school at the GW University School of Medicine. I did my residency in Pediatrics at Children’s National Medical Center and subsequently started practicing general Pediatrics in Montgomery County, founding Metropolitan Pediatrics in North Bethesda in 2004 and then collaborating/partnering with another pediatrics practice in Germantown in
2020 to create a larger conglomerate named Mid Atlantic Pediatric Partners, LLC My specific Pediatric interests have been in the fields of behavior and development. I am married (for 31 years) with 3 adult children and am an avid hiker and mountain climber.

I was asked to join the council by a good friend and pediatric colleague, Dr Jerry Shier, and have always been impressed by the services TLC has provided
DESCRIBE WHAT HAS BEEN YOUR COUNCIL MEMBER EXPERIENCE.
I have been very happy to join with a group of fine doctors in a variety of pediatric-centric fields to collaborate and discuss ways to better deliver needed services to the public via the TLC services platform It is a pleasure to provide advice to the professionals at TLC to improve their products and service
WHAT HAVE YOU GAINED FROM BEING A MEDICAL ADVISORY COUNCIL MEMBER?
I have gained insight into the working parts of an organization like TLC and have even employed some of TLC’s recommendations for pediatric “comforts” and “distractions” in our physical space. The collegiality of our quarterly meetings has also been a great benefit.
WHAT WOULD YOU TELL OTHERS ABOUT BEING A PART OF THE TLC COMMUNITY?
I would speak of the competence and professional nature of the organization with regards to customer service and patient care and the collaborative nature of working with TLC’s professionals to provide best outcome for patient.

I am a primary care pediatrician, having had the privilege of practicing in Silver Spring since 1988, while living in Montgomery County as well. Along with my wife (a retired MCPS elementary reading specialist), having raised 3 now-adult children, and now with local grandchildren, we are aware
of and invested in the importance of quality developmental, therapeutic and educational resources for all of our community’s children and adolescents.

Throughout my career, I have been aware of the ambitious range of services that TLC has sought to provide The opportunity to participate in the MAC has been quite valuable, with the opportunity to get updates and wisdom from some of the most insightful pediatricians, psychiatrists, developmental pediatricians and other professionals in our community
WHAT HAVE YOU GAINED FROM BEING A MEDICAL ADVISORY COUNCIL MEMBER?
I’ve learned much to be able to apply to my patients and their families. Even more so, the opportunity to learn about the ever-growing range of services and innovations undertaken by TLC has been reassuring, providing strong evidence of important efforts and initiatives to meet the developmental and educational needs of our area ’ s children and their families.

I am motivated to spread the word to families who can benefit from TLC, and to encourage other professionals and community members to expand their awareness of all that TLC has to offer

My name is Christy Phillips. My son attends high school at The Katherine Thomas School and my husband serves on the Board of Trustees at TLC. I am employed as a substitute teacher in MCPS primarily in special education I enjoy being active, going to estate sales and spending time with my family This is my second year on the TLC Consumer Advisory Council. I was approached by Dr. Nicole Abera, the Director of the KTS Lower/Middle School, to see if I had any interest in joining the council. My answer was "yes" off the bat. It is my honor to be a part of this group of diverse individuals who share a compassion for the mission of TLC I learn something new at every meeting It is truly time well spent And, it feels good knowing that we are "all in" with TLC My son is receiving a top rate education, counseling and speech services are at our fingertips, and now we are learning more about Outcomes as well. The care and support of the TLC community has enriched our lives and it will continue to grow with us as we move into the future.

and 14 Our son, Matthew, was born the year we moved to Maryland He was born in Pittsburgh at 26 weeks gestation when we went back to visit family in PA over Labor Day weekend of 1980 Matthew stayed in the NICU in Magee Women's Hospital for 7 weeks, then he was transferred to Children's Hospital in DC. He was discharged at 10 weeks of age. Due to Matthew's prematurity, he developed complications He is totally blind, hearing impaired, has Cerebral Palsy, Autism and is cognitively delayed
Matthew's hearing loss is what led us to The Family Hearing Center at TLC. Matthew has been seen by The Family Hearing Center Audiologists since he was 9 months old when he started wearing hearing aids He is now 43 years old We love the Audiology Department at TLC

Over the years, I developed one of those hearing losses that your family lets you know about by saying, "I love you dearly, but you need hearing aids!" I didn't want to go anywhere else for my hearing aids and I am now a full time hearing aid wearer and client of The Family Hearing Center

When I was being fitted with my hearing aids, Susan Yaffe-Oziel, M M S , CCC-A, the Director of
The Family Hearing Center, asked if I would be interested in becoming a member of TLC's Consumer Advisory Council That was in October of 2023 So I am a new member of the Council

I was unable to join my first meeting via Zoom, but participated recently for the first time. Seeing all the young parents on the Council brought back memories of when Matthew was young and he attended multiple therapies I wasn't sure what I would be able to offer, but felt welcomed and was able to share my experience with the Council as my son and I are both clients of The Family Hearing Center.

One more thing that I would like to add as a representative of The Family Hearing Center I had been donating to a program that The Family Hearing Center sponsors for individuals who cannot afford to purchase their own hearing aids. It is called Help Others Hear. A few years back, Matthew's audiologist asked about Matthew's financial situation since he lives in a group home and receives SSI funds He is limited to the amount of money he is allowed to have, which is why we had been purchasing his hearing aids all these years That question led to the fact that Matthew was actually able to become a recipient of hearing aids through Help Others Hear, which is a real blessing for Matthew.

Ilana is a full-time working mom invested in supporting individuals with disabilities and their families. She is the proud parent of two young children, one of whom is Autistic She works as a procurement professional for the federal government, and leads a group for parents and caregivers of

Our services have been thoughtfully tailored, highly flexible, and creatively imagined to meet our son ’ s interests and needs The team is highly collaborative and routinely provides invaluable insights not only to our family, but to our child’s teachers and other providers

TLC BUSINESS ADVISORY COUNCIL
The Business Advisory Council (BAC) offers guidance to TLC's Outcomes Service, comprising employers and individuals committed to employing individuals with disabilities. Working directly with the Executive Director and Outcomes Leadership Team, BAC members represent a diverse cross-section of the community from various industries and organizations.
Key functions of the BAC include:
Actively participating in and supporting the Business Advisory Council.
Advising Outcomes staff on local economic trends and labor market dynamics.
Providing valuable business and employer perspectives
Assisting in the development of job opportunities and work sites for individuals with disabilities
Facilitating positive relationships between TLC and employers in the community
Contributing to the overall marketing efforts of the Outcomes Service.
Advocating for increased employment opportunities for individuals with disabilities.
Through these functions, the BAC plays a crucial role in promoting inclusive employment practices and fostering partnerships within the community.

Ashley and Kaia are co-leaders of a program at GMMB employing adults with disabilities. GMMB is now entering its 18th year working with an adult with Downs Syndrome This successful program has been designed with a business-first approach, in partnership with TLC, who also provides job coaching support.

It has been impressive to see how much TLC and their partners (and sometimes competitors) work collaboratively –always with clients and employers as their collective focus

My name is Amy Swartz. I joined University of Maryland (UMD) College Park in the inaugural role of Assistant Director of Talent Acquisition within University Human Resources in July 2023
I have 15 years of comprehensive human resources experience within county and state government, healthcare, government

contracting, retail, and private sector. Through my diverse experiences, education and talent acquisition have always had a special place in my heart. Personally, I am a wife and mother of six (6) kids with ages ranging from 5 to 19. Just before starting my career with UMD, I became a proud, “Army Mom”

With over three decades of experience in the staffing industry, I've had the privilege of founding and managing a national staffing company for 17 years before its successful sale in 2004. Following that, I established Work Comp Staff Solutions, where we specialize in consulting with staffing companies and procuring work comp programs tailored to their needs Our client base spans over 400 staffing firms, encompassing a diverse range of industries from clerical and IT positions to heavy industrial roles
My passion for the staffing industry stems from a desire to assist individuals and provide them with the information and solutions necessary to achieve their personal and professional aspirations

Outside of work, my wife and I are proud parents to three children whom we adopted from Romania between 1999 and 2000. They are biological siblings, with our youngest having graduated from KTS in 2019 and now working alongside my wife in her business Our eldest is currently undergoing Marine boot camp, while our middle child assists me in running the comp business

Pat Ritter suggested it and I have great respect for Pat Also our daughter Karina Schek graduated from KTS in 2019, and KTS made a very significant difference in her life

Excellent Even though I am new and have been more of a listener on the meetings. Everyone seems very knowledgeable about employment needs for individuals with special needs, and I have learned very much.
WHAT HAVE YOU GAINED FROM BEING A BUSINESS ADVISORY COUNCIL MEMBER?
Greater understanding of the services available for individuals with special needs and the opportunities for them as well in our community
WHAT WOULD YOU TELL OTHERS ABOUT BEING A PART OF THE TLC COMMUNITY?
I would explain that it is great environment to learn about how to become an employer for special needs people, and how to make a very positive impact on a person's life by giving them a job even for a few hours a week Eveyone is VERY professional and helpful
