nmckenzie@tribunemedia.net ALTHOUGH it is only 11 days into the 2016/2017 crawfish season, preliminary indications suggest that “things are looking promising”, according to Bahamas Commercial Fishers Alliance (BCFA) vicepresident Keith Carroll. Mr Carroll said that while a true indication of the season’s potential yield would not likely be known until the end of the month, early reports suggest that the season is shaping up to be better than last year. He credited this to Defence Force patrols during the offseason. The crawfish season opened on August 1 and runs to March 31, 2017. The BCFA has long voiced concerns over poaching by foreign fishermen, primarily Dominicans, particularly during the closed period. However Mr Caroll believes that the addition of new vessels to the Defence Force’s fleet has helped to put a dent in the poaching practice. Last month RBDF marines were involved in a shootout and subsequent high-speed chase with suspected Dominican poachers in the Cay Lobos area. “I really think that because of the work the Defence Force, especially what they were doing when the season was closed, has helped local fishermen, especially the boats down south. The introduction of primary healthcare was slated for April but, in late March, Health Minister Dr Perry Gomez acknowledged that there would be a delay so the Government could establish a public insurer. As to the funding for the first stage the policy paper notes: “For the primary care stage of NHI Bahamas, the Government will manage finances so as to compensate providers through a National Health Insurance Fund (“NHI Fund”), financed through the Government’s consolidated fund. This stage of implementation will cost the Government approximately $100 million annually. Money will follow the patient and be linked directly to the care given, leveraging outcomes-based compensation models, such as “pay for performance” and other evidence-based arrangements. It is proposed that an additional, approximately $24 million a year will be reserved for coverage of selected highcost specialised care. These initial costs will be paid by the Government as a trans-

fer to the National Health Insurance Authority.” It adds: “The legislative and regulatory framework for NHI Bahamas will also establish the NHI Fund to ensure full transparency and accountability. The NHI Authority will compensate approved insurers. Insurers, in turn, will compensate health care providers. In a recent letter from Gary Sadler, Unique Vacations’ senior vice-president of sales, which was seen by Tribune Business, the resort blamed “circumstances” beyond its control for the pending closure and offered

They have to just hold on, help is on the way,” she said. “Sandals has not spoken to the union about what is happening. No worker to this day knows anything, not a word. Clearly it was a deliberate act to divert the guests so as to lower the occupancy levels so that they could go to the government and say that they have to lay off works. We have not heard anything form the government since this story broke.”

Court overturns ruling allowing municipal broadband to grow MEMPHIS, Tenn. (AP) — A federal appeals court on Wednesday overturned a Federal Communications Commission ruling allowing city-owned broadband services to expand into areas overlooked by commercial providers. The decision comes as part of a dispute between the FCC and two states, Tennessee and North Carolina, about expanding superfast internet service in their respective cities of Chattanooga and Wilson to surrounding areas. Both states had passed laws preventing such expansion. The FCC last year voted 3-2 to override those laws. The states then asked the 6th Circuit Court of Appeals to review the FCC’s ruling. The appeals court said that the FCC’s order preempted the state laws and “the allocation of power between a state and its subdivisions.” The court said the FCC’s action requires a “clear statement” of authority in federal law, but the law does not contain a clear statement authorizing pre-

emption of Tennessee’s and North Carolina’s laws. State lawmakers have argued that private broadband providers will have difficulty competing with service subsidized by local governments. Attorneys for Tennessee and North Carolina had argued the issue is one of state sovereignty. In a statement, FCC Chairman Tom Wheeler said the commission is reviewing the ruling. It is not clear if the FCC will appeal. Wheeler said the ruling “appears to halt the promise of jobs, investment and opportunity that community broadband has provided in Tennessee and North Carolina.” He said the FCC has a mandate to make sure that people have access to the best possible broadband. “The efforts of communities wanting better broadband should not be thwarted by the political power of those who, by protecting their monopoly, have failed to deliver acceptable service at an acceptable price,” Wheeler said. Uber files complaint with EU against Hungary BUDAPEST, Hungary (AP) — Ride-hailing app Uber filed a complaint on Wednesday with the European Commission against Hungary, where legislation came into force in July practically banning the service. Rob Khazzam, Uber’s general manager for Central Europe, told The Associated Press that the company’s aim was to return the service to Budapest, where it began operations in late 2014. Uber had 160,000 users and 1,200 drivers in Hungary. “We want to bring back a service that has been embraced by so many people,” Khazzam said. “We want to ensure that people in Hungary have access to a service that is available in almost all other European Union countries.” Legislation approved by parliament in June and en-

Looking to land a big account? Skip drinks, try sweatworking FORT LAUDERDALE, Fla. (AP) — For years, business networking has meant after-work drinks or a shared meal. Now, for some, it’s all about grabbing a pair of running shoes and bonding over a fitness class, thanks to sweatworking. Gyms and fitness studios say they’re seeing an uptick in the number of business clients booking classes with investors or employees, finding that workouts offer a chance to connect over a shared challenge in a less buttoned-up environment, potentially making it easier to strike a deal. Sarah Wragge, 34, a partner at a New York production company that makes TV commercials, takes clients to a dance cardio class where they don’t talk even talk about business. “It’s literally just time to develop a relationship and achieve a common goal ... I find that sweatworking is a much more empowering and collaborative experience,” Wragge said. Indie Fresh CEO Shom Chowdhury, 42, said he landed his biggest investor after bringing him to a workout at Barry’s Bootcamp in New York. Chowd-

hury, who founded the healthy meal service, says a workout is a good setup for his products. After class, he gives potential clients or investors one of his protein shakes or sends them home with a meal plan. “Just from one experience, I noticed that people really got it without me having to talk too much about it,” Chowdhury said. Some employees say they, too, have used sweatworking to their professional advantage: Andre Lattibeaudiere was working as a financial officer for a South Florida hotel earlier this year when his boss, who is an avid runner, came to town and wanted to find a local running group. Lattibeaudiere, 43, who is also a runner, realized it was a prime opportunity to connect with his boss outside the office and offered to join him at the Westin Fort Lauderdale Beach Resort’s weekly run club. Lattibeaudiere became a regular at the runs. Of the 60 to 70 people that typically participate, Lattibeaudiere said he often found himself running with the Westin’s general manager. The two bounced ideas off

each other while also pushing each other to run faster. Lattibeaudiere wasn’t looking to change jobs, but was asked to apply for and ultimately hired as the Westin’s finance director. The runs were like informal interviews, he said. “It made it very easy for me to apply for the position ... I met someone that I could potentially be reporting to and I developed this relationship and I realized we shared a lot of common core values,” said Lattibeaudiere, who was hired in June. Both mega gym chains and boutique studios said they’ve seen increases in sweatworking. Some are drawn to the competition and extreme workout classes with timed events or partner exercises like relay races. Others prefer yoga or relaxation classes. “It’s like ... me-time (for) whoever you bring with you, a potential client, and then afterward they’re much more ready to talk to you because you’ve done something special for them, for their body, for their psyche ... whatever’s coming next they’re usually within the moment, they’re

much more receptive,” said Donna Cyrus, a senior vice president at Crunch. Wragge said sweatworking helped her land clients in the beauty world — a segment that had previously eluded her. “These are fashionable women, they don’t have a lot of time, they tend to be a little bit more regimented

about their diet and exercise. After trying and trying to connect with them over lunch, I suggested a SoulCycle class and sure enough one client turns into five clients turns into 15 clients.” Chowdhury, who also pays for employees to work out with him every Friday, said he was so impressed by an employee that worked

out with him that he ultimately promoted her. “It makes the leaders and the team members have an equal platform ... rather than just my boss tells me to do xyz and it becomes a very hierarchal relationship,” he said. “The classes allow you to sweat together, train together, mess up together.”

Courting coal country, Trump vows to put miners back to work ABINGDON, Va. (AP) — Donald Trump sat down with coal miners Wednesday and promised to put them back to work, seeking to strengthen his appeal in parts of the country hit hard by the natural gas boom and the shift away from dirtier fossil fuels. A day after sparking a fresh and unwanted campaign controversy with comments about the Second Amendment, Trump appeared subdued — almost professorial, at times — during a pair of events in rural Virginia. Accusing Democrat Hillary Clinton of wanting to close coal mines, he quizzed a group of mining executives and foremen about whether government rules were choking their industry. “You’ve been put in an impossible position, as far as mines are concerned,” Trump said, with little of the bombast his supporters have come to expect. In a nod to environmental concerns that Clinton has been voicing, Trump added: “We want clean water. We want clear air, obviously. We also want jobs.” Trump’s intimate discussion with miners at an industrial garage near the Tennessee border was a rare departure from the massive rallies and speeches that have characterized his campaign. of jobs have been lost due to the low cost of natural gas and declining demand for fuels like coal that pump large amounts of heat-trapping greenhouse gases into the

Clinton, who has been criticized for saying the U.S. will shutter coal mines, has tried to shift her focus to helping workers adjust to the industry’s decline by finding new ways to make a living. At the same time, she’s emphasized the need to address climate change aggressively, a priority that Trump has rejected. Trump’s low-key appearances in Virginia came the day after he faced an uproar for suggesting in a North Carolina rally that gun-rights enthusiasts might find a way to stop Clinton if she’s elected, a remark that Democrats said encouraged violence against the Democratic nominee. Clinton, campaigning in Iowa on Wednesday, said Trump had crossed the line with “casual inciting of violence.” “Every single one of these incidents shows us that Donald Trump simply does not have the temperament to be president and commander in chief,” she said. Trump didn’t mention the controversy directly in his appearances Wednesday, but he did launch a concerted attack against Clinton running mate Tim Kaine in the Virginia senator’s home state. Trump criticized Kaine’s record on taxes and the Virginia economy while arguing that Kaine would hurt Clinton’s election prospects rather than help them.

US employers advertised more jobs and boosted hiring in June WASHINGTON (AP) — U.S. employers advertised more openings and hired more people in June, adding to evidence that the job market has rebounded from a brief soft patch in the spring. The number of job openings rose a modest 2 percent to 5.6 million in June from 5.5 million in May, the Labor Department said Wednesday. Still, that figure remains below the 5.8 million openings advertised in April, the highest on records going back 16 years. Hiring increased 1.7 percent in June to 5.1 million, a solid level but below a recent peak of 5.5 million in February. Businesses are hiring at a healthy pace even as economic growth has lagged, in part because the workforce has become less productive. The economy expanded at an annual rate of just 1 percent in the first half of the year, though analysts expect growth to accelerate to about a 3 percent annual rate in the current July-September quarter. Still, with more Americans earning paychecks, spending and growth could strengthen in coming months. The pace of job openings has leveled off this year, though at a healthy level. Most economists aren’t concerned by the trend. “We see no sign of any downturn, suggesting employers remain fundamentally bullish,” said Ian Shepherdson, chief economist at Pantheon Macroeconomics, a forecasting firm. NEWARK, N.J. (AP) — A former aide to Gov. Chris Christie texted to a colleague during a news conference about the George Washington Bridge laneclosing scandal that Christie “flat out lied” when he denied his senior staff and campaign manager were involved, according to a new court filing. A transcript of the text is contained in court filings submitted late Tuesday by attorneys representing Bill Baroni, who faces trial in federal court next month with Christie’s ex-deputy chief of staff, Bridget Kelly. They are accused of orchestrating the September 2013 closing of access lanes to the bridge to create traffic jams in the city of Fort Lee to punish its Democratic mayor for not endorsing the Republican governor, prosecutors say. Christie on Wednesday denied that he lied. “I absolutely dispute it. It’s ridiculous. It’s nothing new,” Christie told reporters in New York City after cohosting a sports talk radio show Wednesday morning.

“There’s nothing new to talk about.” He also noted that the information came from a filing from a defense lawyer and wasn’t from someone who was under oath. Christie, who is advising GOP presidential nominee Donald Trump, wasn’t charged in the lane-closing scandal and has denied knowing anything about it. The new revelations could shed more light on who in the upper echelons of Christie’s administration knew about the lane closures and when, a theme defense attorneys are expected to make central during the trial. In Tuesday’s filing, attorney Michael Baldassare hinted there are many more texts still to be revealed. Defense attorneys also have subpoenaed the cellphones and personal electronic devices of Christie and several top aides, though a judge likely will have to rule on whether they have to produce them. He said he was “heartbroken” to learn Kelly had betrayed his trust and called her actions “stupid” and “deceitful.” Stepien’s lawyer, Kevin Marino, on Wednesday called the notion Stepien was involved “categorically false and irresponsible.” Renna’s attorney, Henry Klingeman, said Wednesday his client “will answer questions publicly when she testifies at the upcoming trial, not before.” Stepien was Renna’s boss when she joined the office of intergovernmental affairs in 2010, Renna told a legislative committee in 2014. Global stocks ease back after earnings-driven gains SEOUL, South Korea (AP) — Global stocks mostly fell Wednesday, amid quiet summer trading and questions about the sustainability of some indexes’ rise to record highs. KEEPING SCORE: Britain’s FTSE 100 was down 0.2 percent at 6,836 while France’s CAC 40 dipped 0.3 percent to 4,454. Germany’s DAX fell 0.5 percent to 10,642. Futures augured a lukewarm opening on Wall Streets. Dow futures were flat and S&P futures edged up 0.1 percent. ANALYST’S TAKE: “It’s a slow grind in markets at present, which will please many in the investment community but frustrate the day traders out there,” Chris Weston, chief market strategist at IG in Melbourne, Australia, said in a daily commentary. Weston said while traders are watching the moves of the dollar, oil and interest rates, they “are not at levels likely to cause any real anxiety in broader risk sentiment.” US RECORDS: Investors have been watching U.S. markets, where the three major stock indexes hit record highs on Friday. The Nasdaq on Tuesday hit another high. Part of the reason is that corporate earnings, most of which have now been reported, seem to have been relatively good for the second quarter. Looking ahead, investors will keep an eye on U.S. retail sales figures due later in the week. ASIA’S DAY: Earlier, Japan’s Nikkei 225 lost 0.2 percent to 16,735.12 despite a report showing private sector machinery orders rebounded in June from May. Egypt house speaker wants illegal currency dealers executed CAIRO (AP) — Egypt’s parliament speaker said in comments published Wednesday that he wished to see illegal foreign currency dealers executed, arguing that the nation was facing an “economic war” that must be decisively confronted. The speaker, Ali AbdelAl, also called for the closure across the country of all foreign exchange bureaus, which are accused of speculating down the value of the Egyptian pound, describing

them as a “cancer” in the nation’s economy. “Egypt is being subjected to an economic war and a conspiracy that we must decisively confront to strike a balance between security requirements and the rights of citizens,” he said, according to the flagship state newspaper Al-Ahram. His comments were widely reported in the Egyptian press. Abdel-Al spoke Tuesday in parliament, a 588-seat

Even though authorities are unlikely to introduce capital punishment for illegal currency dealers, the speaker’s comments mirror the extent of concern felt by the administration over the falling value of the Egyptian pound as well as Abdel-Al’s own fiery temperament. The latest example of Abdel-Al’s short temper came last week, when he abruptly interrupted a lawmaker who inquired about whether retired military officers now in government jobs are entitled to a pension. The lawmaker, yelled the speaker, should not “talk like this about those in the armed forces who put their lives on the line.” Determining a realistic value for the Egyptian pound is a key part of ongoing negotiations, now in their second week, between Egypt and

the International Monetary Fund over a $12 billion loan over three years to rescue the country’s ailing economy. According to media reports, IMF delegates see 11.60 Egyptian pounds to the U.S. dollar as a realistic exchange rate — that is nearly three pounds more than the current official rate of 8.87 pounds. A thriving black market offers up to 12.50 pounds to the dollar, attracting billions of dollars away from banks. The exchange rate is crucial to Egypt, which heavily depends on imports, not just of staple food items but also industrial components and raw materials to keep the manufacturing sector going. Much of the imports needed by the private sector are financed by dollars bought on the black market, a practice that has in recent months sent prices soaring. Authorities have in recent weeks cracked down on illegal foreign currency trading, shutting or suspending dozens of exchange offices, arguing they were damaging the economy through speculating down the Egyptian pound.

US stocks close modestly lower as oil slumps AP Business Writer – A sharp sell-off in energy companies pulled U.S. stock indexes modestly lower Wednesday, wiping out small gains from the day before. Another slide in crude oil prices weighed on the energy sector. Banking, health care and technology companies also declined, while consumer-focused stocks and phone companies posted gains. Investors mostly focused on company earnings from retailers, restaurant chains and other companies. “We’re still down yearover-year for the quarter, but there’s a growing conviction that the headwinds from the energy bust and strong dollar are increasingly fading,” said David Lefkowitz, senior equity strategist at UBS Wealth Management Americas. The Dow Jones industrial average fell 37.39 points, or 0.2 percent, to 18,495.66. The Standard & Poor’s 500 index shed 6.25 points, or 0.3 percent, to 2,175.49. The Nasdaq composite index lost 20.90 points, or 0.4 percent, to 5,204.58. In the absence of major economic news, in what is a seasonally slow period for the markets, investors have been monitoring company earnings for clues about how the second half of the year is shaping up for corporate America. A strong jobs report last Friday boosted investors’ confidence in the U.S. economy. Traders are looking ahead to Friday, when the government delivers its latest monthly retail sales figures. Most companies have already delivered their quarterly report cards, and earnings and revenue have been relatively good. Some 90 percent of the companies in the S&P 500 index have already reported secondquarter results, and roughly 65 percent posted earnings that beat Wall Street’s expectations, according to S&P Global Market Intelligence. Even so, earnings overall are expected to be down 2.1 percent, dragged down by the energy sector, which has been struggling with a steep drop in oil prices. A report showing a bigger-than-expected increase in U.S. oil stockpiles last week weighed on the price of crude, reversing an early gain. Benchmark U.S. crude fell $1.06, or 2.5 percent, to close at $41.71 per barrel in New York. Brent crude, used to price international oils, slid 93 cents, or 2.1 percent, to close at $44.05 per barrel in London. Several companies reported disappointing quarterly results or outlooks on Wednesday. Michael Kors slid 2.8 percent after the clothing com-

pany forecast weaker sales for the current quarter and lowered its outlook for sales at established stores. The stock fell $1.40 to $48.71. Perrigo sank 9.6 percent after the pharmaceuticals company cut its guidance for the year, citing growing competition and falling prescription drug prices. The stock lost $9.09 to $86. Traders sought shade from SunPower after the solar products and service company tumbled 30.2 percent. The company said its power plant business is struggling amid growing competition and project delays. The stock lost $4.47 to $10.31. Investors bid up shares in several companies that reported strong earnings. Yelp jumped 12.8 percent after the online business review portal reported strong quarterly results. The stock added $4.19 to $36.83. Clothing company Ralph Lauren surged 8.5 percent after it too delivered strong quarterly results. The stock gained $8.07 to $103.14.

“The earnings beats that we’re getting are, to a large extent, being driven by better revenue performance,” Lefkowitz said. Markets overseas were mixed. In Europe, Germany’s DAX and France’s CAC 40 each dipped 0.4 percent. Britain’s FTSE 100 rose 0.2 percent. Earlier, Japan’s Nikkei 225 lost 0.2 percent despite a report showing private sector machinery orders rebounded in June from May. Hong Kong’s Hang Seng edged up 0.1 percent, while Australia’s S&P ASX 200 fell 0.2 percent. South Korea’s Kospi added less than 0.1 percent. Stocks in Taiwan and Singapore also were higher, but markets in China, Indonesia and New Zealand declined. In other energy trading, wholesale gasoline slipped 4 cents to $1.30 a gallon, while heating oil lost a penny to $1.32 a gallon. Natural gas fell 5 cents, or 2.1 percent, to $2.56 per 1,000 cubic feet.
