Thousands of building permits in Torrevieja may have to be reapplied for, after the Planning Department said that many have now expired. According to the head of the Section, Fanny Serrano, the Town Hall will have to declare building permits which have not been taken up within the prescribed period of 24 months as expired. Serrano pointed out that the reason for the enforced expiration is that each individual project must comply with the law and as those laws change periodically, the town hall must “provide legal certainty” that these projects comply with the changes in the law. Some of the building permits which have been issued date back as the year 2000, which are “obviously not geared to the current rules”, and so cannot be completed. The department is now in the process of contacting the

developers to invite them to resubmit their applications and to help them comply with the law. Overall, applications for building permits have been increasing in the area, including Torrevieja and Orihuela, which is indicative of the return to more prosperous times, but those projects which have been dormant since the start of the crisis will have to be reassessed before their permit is reissued. Indeed some may well have to be demolished. In 2015 in Torrevieja, there were 186 applications for major projects, up until the middle of February, this figure had already reached 38. As for minor works, in 2015 there were 1,083 applications, whereas up until the middle of February there were 237. Serrano concluded by pointing out that the urban sector in Torrevieja, which was once known to be a “closed shop”, is now open to everyone and everybody is treated equally.

Over 13 million people visited La Zenia Boulevard during 2015, an increase of over a million on the previous year. The figures were announced on Wednesday by the management company of what has quickly become the most popular shopping centre in the whole of Murcia and Alicante Provinces. A spokesman said that one important reason for the increase is the importance that is placed on the centre’s entertainment policy which has produced over 700 events and concerts during the 12 month period. And the increase in visitors has also meant a bumper year for the traders with an increase in sales of 18% over the previous year. In 2016 the centre says that it is fully expecting the increases to continue as there has already been a significant rise in visitors in the months of January and February of 12% and 16% respectively. The centre has also added to it’s brands during 2015, welcoming operators such as Rituals, Levi's, Che Express, Tagliatella, Lion of Porches, Superdry, Williot, Mental Asylum, (leisure terror reality) and Momo Sports Fitness Club and now boasts more than 150 trading outlets.

Rabaloche to finally get its Health Centre

During a visit to Orihuela on Tuesday the President of the Generalitat, Ximo Puig, told the assembled media that the award of the contract to build the new Health Centre in Rabaloche is "imminent.” He said that the Ministry of Finance has now made the funding available and the contract will shortly be awarded to Dragados SA, the company that submitted the tender with the best value in the bidding process. He said that work will begin "in about six weeks, with a scheduled build time of 18 months." On hearing the announcement Carolina Gracia, the Socialist spokesperson in Orihuela, said that "Puig has put an end to an absolute nonsense that dates back over 20 years, and that common sense has finally prevailed. She thanked both the President and Carmen Montón, the Regional Minister of Health, because in less than a year of government, they have managed to resolve the issue in accordance with their

manifesto promise. She also said that the interest shown by Puig in the replacement and refurbishment of schools and health centres is a sign that that the Government is now fulfilling its promises to the people of Orihuela after the marginality suffered by the city during the periods of office served by both Camps and Fabra. The original health centre in the Rabaloche area of Orihuela was closed in 2003, and although the new facility was budgeted for in 2011, it was removed from the Generalitat building programme the following year. Following the press conference Ximo Puig held a working meeting with mayor Emilio Bascuñana and representatives of the Regional administration. Puig said that Orihuela has always been close to his heart and during his tenure of office he would do his utmost to promote projects and developments that are relevant to the area.

Costa turns green on Paddy’s Day

Many new visitors came from around the local area and further afield to join in the many regulars who get together to celebrate what has become known as the biggest such fiesta in the whole of Spain. As the party atmosphere started the day off, with music, song and plenty of drink, the dignitaries welcomed the revellers, including the

latest coastal councillor, Sofía Álvarez, who pledged the support of the town hall for this small area of the municipality. There was a similar picture at the area’s other main event, the Emerald Isle celebration in La Florida, which got underway much earlier in the day. As the staff worked nonstop it was even a family affair for the owners, proprietor Paul and his father Seamus scurried around clearing tables while Madre Moran took to the stage alongside the day’s entertainers in a gala performance hosted by Simon Morton.

ALICANTE POLICE CRASH

A National Police patrol car, responding to an emergency, collided with a passenger car in Alicante on Friday afternoon, shunting that vehicle into a pedestrian. The incident occurred at a junction on avenida de Alcoy at around 13:00. The collision resulted in the patrol car becoming entangled with a lamppost. Four people were taken from the scene suffering various injuries, the two officers in the patrol car, one occupant of the passenger car, and the pedestrian. The severity of the injuries is unknown.

Thousands of Police Places Approved The Spanish Government has approved the provision of 2,615 National Police and 1,734 Guardia Civil officers. For the police, there will also be 125 new senior positions created, and there will be 250 internal promotions to manage the new intake. The Police training college in Avila, the Escuela Nacional de Policía de Ávila, will return to operational capacity as before

the financial crisis. Recruitment for the police and domestic security services was blocked under the previous Mariano Rajoy led PP administration. Whilst the country is currently being run by a “caretaker” government following the elections in December, irrespective of potential political motivation this is good news for the country as a whole.

Guardamar Police detain five people

www.theleader.info Local Police agents arrested Guardamar last Sunday night five people as alleged perpetrators of a robbery at a residence in the village. The incident occurred about three o'clock in the morning when a patrol of Local Agents observed the presence of a vehicle that matched another, who days earlier had committed at least a robbery. As officers tried to stop and identify the occupants, the vehi-

cle, a blue Seat Ibiza, sped off and was immediately pursued. However, agents were able to intercept the vehicle with assistance from the Guardia Civil. During the chase they were seen by the police to throw money from the car windows. When the car was eventually stopped the police arrested the five occupants as well as confiscated tools and equipment appropriate to that necessary for carrying out forced entry into properties. Police are now searching through a database of similar incidents to see if those arrested, who remain in Guardia custody, can by linked to any further robberies that have taken place in the area.

Brexit - ‘The Facts’ The current debate about whether or not the UK should leave the European Union has already led to some ill tempered, and often poorly informed debates. The comment that continues to both amuse and irritate me is the now common cry heard on TV and radio programmes “We don't know how to vote; we need more facts.” Well the sad truth is, and it will be cold comfort for some, but there aren’t any real ‘facts’ to share. Since the debate about ‘Brexit’ began, I have received many questions from expats who are genuinely troubled about their future lives in Europe. Many questions relate to their right of residency and employment, health care, passports, pensions, driving licences, as well as property ownership. Sadly, I do not know the answers and, frankly, no one does. I may have an opinion that I will share with readers from time to time, and when any concrete information comes my way, I will pass it on. In the end, I suspect that all we can do is listen to people, such as politicians that we trust and respect (if there are any), listen to both sides of the debate, and try to be as well informed as we can about what the European Union is truly about, and vote as our hearts and minds tell us. Either way, the genie is out of the bottle, and whatever the result, I doubt that things will ever be quite the same again for expats living in Europe. Certainly, it has little do with ‘facts’ that are as illusive as snowdrops in summer. Everything evolves over time, and the EU is no exception. Whatever

the decision, we may or may not be heading towards a brighter future. What we can be certain of is that our relationship with the European Union will change, and be different from what we currently know. The truth is that we know what we have, or think we have, with the European Union as it is currently formed. What we don't know, and no one does, is what the UK’s departure from this club of European nations will actually look like in the case of a potential Brexit. What we are hearing during the debates and endless column inches written in newspapers are, of course, merely opinions; opinions, which some may call scaremongering, whilst others will present them as ‘facts’, which is plainly a nonsense. We do not know, for instance, how the remaining 27 members of the European Union will treat expats living in their countries. I suspect that, in the case of Brexit, the UK will eventually negotiate individual health, pensions and social care deals with other member states, and surely Spain, France, Portugal and Italy will be the main priority, since this is where most expats reside? However, this is merely my opinion, and not a ‘fact’, and should be treated as such. Deals affecting the residential and employment status of thousands of expats will take time, and will no doubt not be a high priority, given the many other urgent pressures facing the UK Government that would inevitably follow Brexit, but some kind of deal will happen - eventually. Once again, this is merely an opinion, and not a fact. Will we need work permits to work in Spain? Will UK pensions continue to be index linked? They may, or may not - no one knows for sure. Meanwhile, I suspect that expats will be in for an uncertain, if not rough ride for a few years. I am already hearing stories

from businesses, ranging from estate agents, furniture outlets, removals and travel companies in Spain reporting that business from would be and current expats has reduced sharply. If nothing else, the current debate has shaken confidence that will put off the decision for many would be expats to move to a new life in the sun until the referendum is over. So if anyone tells you that their information is ‘a fact’, or you hear such claims on TV or read it in the newspaper, please read it with extreme caution, and don’t believe a word of it. This current demand for ‘facts’ reminds me of a comment that my father would often mutter when he was told that something was a fact. “A fact is a lie and a half” was always his response. Now I know what he meant; I suspect that he was right. Open Doors at Finca San Miguel de Salinas Animal Shelter Finca San Miguel de Salinas is having an Open Doors Day next Saturday afternoon, the 26th of March, from 1 – 5 pm. There will be paella and a fundraising raffle. If you would like to go along and join the staff and volunteers for a drink and a bite to eat you will also be able to wander around the finca and meet all of the animals. Currently being cared for there 8 horses, 3 ponies, 6 goats, 4 pigs, chickens and 2 dogs. All the money raised will be put to very good use in support of the animals, expenses need to cover food, hay, vetbills, blacksmith, repairs and rent, It would be a great help on the day if you could bring carrots, apples, (old) bread, dogfood, dogbiscuits or a donation to help this extremely valuable cause. Joseph Ribkoff Summer Collection showcased for Easy Horse Care

Famed Canadian fashion designer Joseph Ribkoff is set to again help raise vital cash for the Easy Horse Care Rescue Centre during an exclusive fashion show this April. The one-off show, which will be held on Saturday, April 2 at Orihuela Costa, is organised by long-time rescue centre supporter and Looking Good Boutique owner Louise Brandley. A team of Joseph Ribkoff representatives will come from Canada with a huge collection of 2016 summer designs to show off. Tickets cost just €1 and will be donated to the Easy Horse Care Rescue Centre. “Joseph Ribkoff and his team are happy to help such a worthwhile

The Looking Good Boutique has so far sold two Joseph Ribkoff dresses this year, raising €400 for the rescue centre, and has another two tops currently in store, with more designs on the way. “I do what I do because I love the centre and their mixed bag of residents. I have heard a lot of the terrible stories that led to the rescue of some of the residents and these stories would break even the hardest heart,” Louise said. “I have seen rescue centre founders Sue and Rod Weeding open their home to the public for rescue centre open days, work 365 days a year, do anything to get a vulnerable animal out of danger and turn themselves inside out trying to raise enough money to keep things going. This would be a challenge even to Richard Branson!” The Easy Horse Care Rescue Centre relies entirely on donations to fund its important animal welfare work, including the feeding and care of the centre’s more than 90 horses, ponies and donkeys rescued from abuse, neglect and abandonment. Donations of cash or items for the centre’s network of eight charity shops across the Alicante province are gratefully welcomed. A pickup service is available to collect large donated items such as furniture and each shop also offers a delivery service for large items purchased in-store. Here is one of the teams getting excited about the trip! From much further afield comes ANIMA. Originally a six person ensemble founded in 2004 in St Petersburg, Russia by Director, Iumshanova Liudmila; since 2014 they have performed as a quartet. The ensemble repeatedly became the winner of the Grand Prix of allRussian and international competitions in Russia, participated in the international ensemble competition in Tampere (Finland). ANIMA performs classics, modern arrangements of folk songs, author's songs of modern Russian composers, sacred music in its repertoire and also works in the style of Barbershop. This will be their first visit to Spain ANIMA has participated in all Barbershop festivals in Russia from 2004 and this is their first involvement in an overseas Barbershop competition. It is hoped that the ensemble will be able to appear at the Russian Church in Altea on April 2nd ANIMA from Russia

San Miguel Golf Society at La Torre. March 16th, 2016. Two days short of a year since SMGS last visited La Torre, and whilst the weather encountered on this occasion was much better than the pretty wet conditions then, the sandiest 18 holes around probably had several wishing they had gone for a paseo along the real stuff a few miles east than taking on the challenge of another bunker laden Nicklaus designed course. Whilst the greens were generally slick and a number of pin positions difficult, as well as the fairways narrow in places and water a major hazard on a number of holes, it was the size, placement and state of many of the bunkers that proved a major difficulty for many. Varying between light, fluffy and deep sand alongside fairways to wet, compacted and shallow sand greenside, principally due to the problem often found in the region of water from sprinklers dowsing the bunkers, and of a size often so vast that people seem to give up on raking them, if in fact there is a rake anywhere near, they were incredibly inconsistent. Luck of where in them your ball actually lay became a major factor. In addition, it seems those living alongside the course like to wander through the sand to take short cuts. It was the first time this writer has seen bicycle tracks through bunkers on a golf course, and 30 metre trails to adjoining gardens. Still, of the 29 members and 4 guests playing, some dealt well with the difficulties, the two stand out scores of the day being posted in Silver Category, with Karen Simpson’s 36 points coming second only to the excellent score posted by Steve Belshaw of 39 points.

Marg Birtwistle (31 on CB), 2nd Karen Simpson (36) and 1st, with by far the best score of the day and the only player to break par, Steve Belshaw with 39 points. Gold Category: 4th John Aitchison (31), 3rd Ivan Hanak (32 on CB), 2nd Jack Simpson (32 on CB) and 1st Steve Higgins with 34 points. The Abacus was won by Phil de Lacy. Nearest the pins on the par 3’s (open to all) went to Norman Padmore (3), Grattan Forber (5), Karen Simpson (9), Marg Birtwistle (11), Tony Smale (15) and Steve Higgins (17). SAMM Pursuit Racing Five boats took part in the 4th SAMM Pursuit Race; two Sailfish, Mistral and Sirocco from the Balaton Group; two Gambas, Uno and Quatro from the Shoestring Group plus the RS Vareo. The start sequence was Sailfish first, the Gambas 3mins 15secs later, finally the Vario another 4mins later. In the first race Sirocco started well but was soon pressured by Uno. Sirocco was passed and it looked like clear sailing for Uno once the last buoy was rounded, however the wind veered and she was forced off the best course. The Vario saw the opportunity, powered up and managed to win by about 3 meters. In the second race Mistral and Sirocco got a good start on a 30° tack towards the first buoy. In the 3mins before their start, the wind dropped and both Gambas were delayed by another 2mins until the wind kicked in from a different direction and both started, followed by the Vario. They could all sail straight for the buoy leaving both Sailfish way out on their original tack. Quatro battled with the Vareo, and

there was close sailing between Uno and Mistral but Uno had the speed, even though "reefed”, to get home ahead of the competition. The third race was real excitement and close because the handicaps were adjusted giving the Gambas and Vareo an extra 15secs delay. Sirocco took a different tack to the first buoy to find Mistral bearing down on her. A quick 180deg flick round the buoy and he should be ahead but was there enough room? No, and a very loud "thud" echoed over the Mar Menor . The Vario took the lead with Uno chasing. Round the last buoy the Vario was headed off the sailing line by a wind shift. Uno pulled tight round the buoy, got a higher and shorter course to the finish, went into the lead but then the wind shifted again forcing her off course. The gust dropped leaving Uno with little forward motion, the Vario found wind but Uno managed to get moving when the Vario came up level. They sailed neck and neck for the last 20 meters with the Vario "pinching it" by half a meter at the finish. www.sailingmarmenor.com

Between shots, and just as importantly before starting to play, the golfer must occupy his or her mind with pleasant and positive thoughts and it is no good considering the possibility of “getting things wrong” or engaging in wishful thinking and hoping that you can perform better than your ability suggests. You have to behave this way to remove the negative effects of fear, anger and doubt, before, and after the shot has been played because confidence can only be maintained by distracting oneself from the problems ahead and just as importantly, from earlier shots – ‘Just smell the flowers’. One golfer who found a good way to overcome stress between shots was Lee Trevino, he talked a lot to distract himself by joking his way round the course, eased the stress and made sure that the “smile” which was so much evident in good play, was there to help his game. Perhaps the most stressful time of all at golf is the waiting time, particularly the time waiting to putt and there is a very simple and effective way to solve the problem, think about something else, organise your bag, clean the grass from the spikes in your shoes, anything to take your mind away from the putt so that when it is your turn to play, you are still “in control”. “Spare” time at golf must be used wisely, don’t use it on negative thoughts. Gutsy display earns 10 man Torry victory Torry travelled to the impressive 16,000 capacity Nuevo Castalia stadium on Sunday to take on 3rd place Castellon. Fresh from the superb victory over Elche, Pedreno's men were in high spirits, looking for revenge from the reverse home fixture defeat. But unfortunately, he did not have the services of key defenders Martin (injured) and Jorge (suspended). Castellon manager Ramon Caldere meanwhile has installed a winning mentality into his squad, unbeaten in their last 6 matches and scoring goals for fun. Ex Castellon players Javi Selvas and Suarez certainly had a point to prove, as their team mates set out to banish thoughts of recent away day blues. In front of 1,700 fans, Torry rolled up their sleeves to record a superb backs to the wall victory. Things started badly before kick off when Luis Carlos failed a late fitness test, giving Carrasco the chance of a rare start. And it was the little man who gave his side a 24th min lead. Suarez sent in a near post corner, which Carrasco stooped to head home, against the run of play as their host had been dominating the match up till then. They almost doubled their lead when a great break from Suarez to Higon then Rafa, but faced with a 3 on 1 situation, Rafa shot tamely into the keeper's hands. On 34 mins, Miguel came to Torry's rescue, pulling off a top class save from Juanra. On 40 mins the Suarez/Carrasco almost paid dividends again, but the latter shot just wide. Castellon bombarded the Torry goal for the remainder of the half, with Tariq

CD Castellon ...............1 CD Torrevieja ...............2 missing a clear cut opportunity to put his side ahead. It was a case of as you were in the 2nd half, as Castellon did all but score. On the hour mark, Miguel save point blank from Tariq, but 9 mins later, he was guilty of not only conceding a penalty, but saw red for his troubles. His foul on Ebwelle inside the box resulted in a sending off, and even though Tariq put the ball in the net, the award of a penalty had been given, and the goal ruled out. There was a 6 min delay before sub Kike entered the pitch, and his first touch was to brilliantly save Tariq's spot kick. Shortly afterwards Kike pulled off a brave close range save,

but then the introduction of Lewis and Sanchez seemed to relieve some of the pressure. Sanchez put Lewis in for a 1 on 1 opportunity, but the moment was wasted and he shot wide. Not to be perturbed, Sanchez skipped through the defence, and rammed the ball home to double Torry's lead. In the 1st of 7 mins of stoppage time, Kike again saved brilliantly, but could not stop Antonio scrambling home a consolation goal on 95 mins. In addition to Miguel's sending off, ref Jose Yuste booked Vicente, Higon and Kike, plus 2 home players. Torry now sit comfortably in 10th position, with still many more points to play for. On Sun 27 Mar, ko 5pm, Torry welcome Torre Levante to Vicente Garcia stadium for another tough div 3 encounter.

Carp - R - Us Club News On Saint Patrick’s day, Thursday the 17th of March, the Carp-R-Us anglers fished round 4 of the Spring series, on the Eden canal stretch of the river Segura. The winning fisherman with the luck of the Irish today was Steve Collins with 1.76kg. Second was Mark Foden with 1.44kg, third Steve Fell with 0.86kg and in fourth place Derek King with 0.74kg. For this months meeting the Spanglish Golf Society and a group of 24 players visited the established course at La Serena taking advantage of the excellent society deal obtained from Costa Blanca Green Fee Services. The weather was good and this was a bright and sunny March day although it did go cold in mid afternoon wind which reflected in the scores. The winners on the day were as follows: 1st – Mervyn Evans - 39 points, 2nd – Mark Singfield – 34 points 3rd – Geoff Wetton - 33 points 1st Category 2 – Barry Dexter - 21 points Nearest the Pins – Paul Owen and Mervyn Evans Best Front 9 – Steve Birkett – 18 pts, Back 9 – Terry Drayton – 18 pts Football Card – Joe Valente Balls Lost Sweep (145 ) – Steve Birkett.Brian Proctor & Alan Cooper (148) After the game we returned to the Spanglish bar, which is located at Dona Pepa, Quesada for a welcome meal prepared by the bar and the prize presentation and we give our thanks for their support. Our next friendly day fixture is at Vistabella on Wednesday 6th April 2016 and the monthly meeting is at Bonalba on 20th April 2016 and both are already almost fully booked.
