Boost morale and save on taxes with achievement awards

Recognizing that high employee morale is important to their success, companies are setting up achievement award programs. It doesn’t take a big financial outlay and it benefits both the company and the workforce.

Under the program, you can hand out awards at an appointed time, such as a year-end ceremony or holiday party. And, as long as you follow the rules, the awards will be tax-deductible for your company and tax-free for recipient employees.

FULFILLING THE REQUIREMENTS

To qualify for favorable tax treatment, achievement awards must be granted to employees for either promoting safety in the workplace or length of service. The award can’t be disguised compensation or a payoff for closing a big deal. In addition, they must be tangible items, ranging from a gold watch or a smartphone to a plaque or a trophy. Examples of awards that would violate the rules are gift certificates, vacations, or tickets to sporting events or concerts.

Additional requirements apply to each type of award:

1. Safety awards. These can’t go to managers, administrators, clerical workers or other professional employees. Also, safety awards won’t qualify for favorable tax treatment if the company grants them to more than 10% of eligible employees in the same year.

2. Length-of-service awards. To receive such an award, an employee must have worked for the business for at least five years. In addition, the employee can’t have received a length-of-service award within the last five years.

Also keep in mind that the award must be part of a “meaningful presentation.” That doesn’t mean you have to host a gala awards dinner at the Ritz, but the award should be marked by a ceremony befitting the occasion.

NONQUALIFIED VS. QUALIFIED

There are limits on an award’s value depending on whether the achievement awards program is nonqualified or qualified. For a nonqualified program, the annual maximum award is $400. For a qualified program the maximum is $1,600 (including nonqualified awards). Any excess above these amounts is nondeductible for the employer and taxable to the employee. If an employee receives multiple awards in one year, these figures apply to the total, not to each individual award.

To establish a qualified program, and therefore benefit from the higher limit, you must meet two additional requirements. First, awards must be granted under a written plan and the plan must be open to all eligible employees without favoritism. Second, the program must not discriminate in favor of highly compensated employees as to eligibility or benefits. For 2024, the salary threshold for a highly compensated employee is $155,000.

Awards of nominal value are generally not taxable. These are small, infrequent gifts such as a coffee mug, a t-shirt or an occasional meal.

If an achievement awards program makes sense for your company, be sure that these requirements are met. Otherwise, you and your employees could suffer negative tax consequences.

This column is for information only and should not be taken as advice. Taxes are generally complex and mistakes can be costly. So you may want to consult a tax professional for advice about establishing an achievement ward program.

Gov. Lamont names ISPs to receive $28M in CT broadband access grants

HARTFORD – The State of Connecticut on Friday released $28 million in grants to various high-speed fiber internet broadband providers as part of the ConneCTed Communities Grant Program.

Administered by DEEP, these grants will support the buildout of broadband infrastructure in more than half of Connecticut’s communities, according to a joint statement from Gov. Ned Lamont and Commissioner Katie Dykes of the Department of Energy and Environmental Protection (DEEP). A total of 88 cities and towns in the state, including 26 on the state’s Distressed Municipalities list, will benefit from the grants under this initial round.

The funding comes from Connecticut’s portion of American Rescue Plan Act (ARPA) Capital Project Fund dollars, which is designed to support access to high-speed internet by funding infrastructure projects to support the goal of universal access to affordable, resilient, and reliable broadband.

“The expansion of broadband infrastructure will make Connecticut’s

towns and cities stronger, more resilient, and better positioned to engage in today’s increasingly digitized world,” Lamont said. “Awarding these funds is a critical step in the crucial push to make broadband more widely available.”

The ConneCTed Communities Grant Program was developed with the goal of reaching every unserved and underserved location in the state, preparing our communities with the infrastructure they’ll need in the years to come, according to Dykes.

“Broadband is a necessary part of daily life and bringing high-speed internet access to every community in the state is essential for our future,” Dykes said.

The companies receiving the grants include Comcast (AKA Xfinity), Verizon, Frontier Communications (formerly SNET), and GoNetSpeed.

Verizon provides broadband Internet access to Greenwich and Frontier is based in Norwalk. Verizon received $1.8 million in grant funding to work on 148 projects while Frontier is getting $3.5 million to work on 790 projects. Those particular projects are in rural areas in northwestern and

southeastern Connecticut.

"Frontier Communications is honored to receive seven ConneCTed Communities grants from the Connecticut Department of Energy and Environmental Protection, supporting our efforts to expand access to highspeed fiber internet across the state,” the company said in a statement.

“This investment reflects our ongoing commitment to enhancing Connecticut's digital infrastructure, with our network now reaching over 1 million homes and businesses.”

The second round of funding is expected to distribute another $12.8 mil-

CNG, SCG CEO slams PURA decision to cut gas rates for next year

The chief executive of Connecticut Natural Gas and Southern Connecticut Gas rejects the rate cuts of 9% and 8%, respectively, for CNG and SCG in the decision issued by the state utility regulator on Oct. 4.

“While we continue to assess the extensive draft decisions and their far-reaching impacts, we reject the unprecedented $75 million revenue cuts across CNG and SCG,” said Frank Reynolds, president and CEO of Connecticut Natural Gas (CNG) and Southern Connecticut Gas (SCG),

subsidiaries of Avangrid, Inc.

Further, he attacked the Public Utilities Regulatory Authority’s decision to make the cuts after doing so last year.

“These exorbitant decreases, which exceed the net income the companies earned last year, will almost certainly lead to immediate credit rating downgrades, even by more than one rating,” Reynolds continued.

He cites that credit rating agencies are already evaluating these draft decisions as “worse than expected,” “punitive,” and demonstrative of “a challenging regulatory environment

in Connecticut.” He believes that will lead to a downgrade, which could make any financing more difficult for the utilities.

Meanwhile, state Attorney General William Tong and key state legislative leaders applauded the move by PURA.

“CNG over-collected millions of dollars from Connecticut families, then had the gall to ask for millions more,” Tong said in a statement. “This was a non-starter. We combed through every cent of CNG and SCG’s applications. Both were riddled with unjustified profits and unnecessary expenses.

“PURA was absolutely right to impose these significant rate decreases for CNG and SCG. Connecticut families are getting slammed by skyrocketing utility bills right now, and we’re going to keep fighting at every step of these proceedings.”

Democratic leaders who lead and sit on the Senate and House Energy and Technology Committee were glad to see some relief for ratepayers with this decision.

lion in grants. Overall, there is $40.8 million available for the state-funded program. The application period for the second round opened on Oct. 1, 2024, and applications will be accepted on a rolling basis until funds are exhausted in advance of the December 2026 ARPA deadline.

DEEP hosted a webinar recently for interested governmental agencies, nonprofits, community organizations, municipalities and internet service providers. To watch it, click here or go to https://portal.ct.gov/ governor/news/press-releases?language=en_US.

State Sen. Norm Needleman and Doug McCrory and State Reps Jonathan Steinberg and Jaime Foster released the following joint statement:

“While this decision is not final, we believe that any help for ratepayers of gas and electric companies as a result of rate cases justifies our legislative decisions to require those rate cases more frequently than they were held in the past. This decision, if it stands, will save consumers money.”

According to Tong, the draft decision would decrease revenue by $38,758,691, or approximately 8.8 percent for CNG, lowering bills by approximately $12-13 per month. The draft decision would decrease revenue by $36,617,527, or approximately 8.4 percent for SCG, lowering bills by approximately $12-13 as well. CNG had sought a $19.7 million increase. SCG had sought a $43 million increase.

The new rates would kick in for the Nov. 1, 2024-Oct. 31, 2025 period.

Gov. Ned Lamont, shown introducing the state's 5G fast-track plan, on Friday announced the recipients of $28 million in grants to increase broadband access throughout the state.

Q3 report shows residential real estate inventory and prices rising

After an extended period of tight residential real estate inventories, the third quarter of 2024 saw the first notable shift in inventory levels in three years in the Westchester and Putnam, according to Houlihan Lawrence’s third quarter report released today that covers the Westchester, Putnam and Dutchess areas.

According to the report, residential listings in Westchester County increased by an average of 3% yearover-year. Some areas have experienced inventory rises as high as 22%.

The sale prices in Westchester continued to rise, with the average single-family sale price rising 7% to $1,323,585, and the median sale price reaching $999,000, up 8% from the previous year.

Cover of Houlihan Lawrence third

quarter report.

In Putnam County, there was an overall increase in inventory of 5%. The median single-family sale price rose significantly to $580,000, a 14% increase, reflecting sustained demand. In contrast, Dutchess County continued to face inventory constraints, although overall sales and prices have risen. The average single-family sale price in Dutchess climbed 15% to $588,319, indicating continued buyer interest despite lower inventory levels.

The luxury market also has shown strong growth, with Westchester County having a 24% increase in single-family transactions over $2 million. However, in Dutchess only seven homes priced at $2 million or more were sold out of 49 listings.

“These developments, coupled with indications from the Federal Reserve

regarding potential rate cuts, may encourage sellers hesitant to enter the market to reconsider," said Liz Nunan, president and CEO of Houlihan Lawrence. "The opportunity to capitalize on increased inventory and sustained buyer demand could prompt more movement among homeowners, particularly those looking to trade up or down."

Comparison of the third quarter of 2024 with the third quarter of 2023 shows that in Westchester 1,541 single-family homes changed hands compared with 1,624 a year before. There were 372 co-ops sold compared with 446 in the third quarter of 2023. The average co-op sale price was $254,804 compared with $240,921 a year before. There were 348 condos sold compared with 312 in the third quarter of 2023. The average condo sale price was $647,430, compared with $575,499 in the third quarter of 2023.

“Overall, the trends observed in the third quarter of 2024 suggest meaningful changes in the market, marking a shift in a landscape that has remained relatively flat for years," Nunan said. "As we move forward, the sustained resilience of the buyer pool, coupled with increasing inventory levels, points towards a dynamic and evolving market environment.”

WESTCHESTER’S CONGRESSIONAL CONTEST THAT’S DISTINCTLY DIFFERENT

This year’s contest to land New York’s 16th Congressional District seat that covers the southern part of Westchester and part of the northern Bronx has turned out to be distinctly different from most other congressional races. What makes it different is that the candidates have been civil toward each other and the airwaves and mailboxes have been lacking hate-filled advertising material designed to tear down the opponent, which is so common on today’s political scene.

The New York 16th CD seat currently is held by Rep. Jamaal Bowman. Westchester County Executive George Latimer defeated Bowman in a heavily fought Democratic Primary for the party's nomination and is running against Dr. Miriam Flisser, a Scarsdale pediatrician.

Flisser is a 40-year resident of Westchester. She served as the mayor of Scarsdale from 2011 to 2013. She

currently is medical director for the Bronxville Union Free School District. Flisser had run on the Republican line against Bowman in 2022 for the District 16 seat but lost with 74,156 votes compared with Bowman's 133,567.

Latimer started in elective office on the Rye City Council. He became a Westchester County Legislator, then moved to the State Assembly in Albany, into the State Senate and into the county executive's office where he is finishing the third year of his second four-year term. When Latimer took office, one of his first moves was to propose a two-term limit for county executives, which the County Legislature adopted.

Both Latimer and Flisser have been making traditional retail politics the hallmarks of their campaigns, where they meet as many people as possible and learn first-hand what matters most to them.

"I'm very happy when I meet with folks," Flisser told the Business Journal. "Many of them have explained to me that they feel their quality of life hasn't increased and there are many new problems. Zoning is very important for our folks. Issues in schools are very important. Also, crime is a worrisome issue for people. The economy also is important; everybody knows about going to the grocery store or getting gas for the car."

"I first ran for public office in an era before there was email, before there was social media, before there were digital ads, before there was a host of the tools that you have to campaign with now," Latimer told the Business Journal. "I have a background in sales and marketing and spent time as a salesman. I want to meet people personally. In a district the size of the county or the size of a Congressional District you cannot ring enough doorbells in the time that's allotted. So, you go to train stations. I've done already 48 train station mornings this year, 38 in the primary, 10 since

mid-September. I go to places where people congregate. I go to Chamber of Commerce meetings, Rotary Club, Lions Club, senior centers, community events of all sorts."

Flisser said that she was motivated to run for Congress out of gratitude to the U.S. and for having had the chance to live the American dream.

"I'm an immigrant to the United States," Flisser said. "I was born in Europe. My parents were smuggling me out from the Soviet Union hidden under a mail truck. We spent two years in a displaced person camp. I did arrive in America on a U.S. Marine troop ship and I saw the Statue of Liberty for the first time from the deck of a Marine troop ship. I have to tell you that although I was a little girl I've never forgotten it. I am the American dream, I tell people all the time."

set of issues that I hear about is the affordability of people's lives, that it costs more for housing, for food, for fuel, for health care, if you have children you're concerned with child care costs."

Latimer said that protecting a woman's right to choose is very high on the list of concerns because it is under a real threat if you have Republicans controlling Washington. He also said that if he wins on Nov. 5, high on his list of issues to be addressed in Washington would be affordability, especially housing, and environmental concerns.

"This year’s race for New York’s 16th Congressional District stands out for its civility, with candidates focusing on grassroots campaigning rather than negative ads."

Flisser said that she has ideas for improving the government process and efficiency based on her experience in managing local government. She said if she went to Washington she would be against cutting defense spending.

"Right now I think the U.S. has lost its preeminent position as the country that leads the world. I think we're definitely not in that position right now," Flisser said.

Latimer said that when he was in the primary he dealt with the national press on a consistent basis for the first time.

"They seemed to have a narrative of what they thought the race was about," Latimer said. "And then as I'm going out meeting people in all these other ways what I'm hearing is not what the national press is projecting as the reason for the race. The single largest

Latimer said that if the voters have decided they want him in Washington and at the appropriate time he resigns as county executive Deputy County Executive Ken Jenkins would be thoroughly prepared to move up.

"We're trying to wrap up as much as we can," Latimer said. "We've made progress on some union contracts, we've got Corrections Officers done, we're negotiating right now with the police, we have some bond acts for repairs."

Latimer said that voters send someone to Washington to be their voice and that he has a track record of being the voice of his constituents in local, state and county government.

"Fundamentally, you want to know that the person you send to Washington is thoughtful, is someone you can talk to, is approachable and isn't living in a cloud someplace where you have to climb a mountain to talk to them," Latimer said. "You don't want somebody who's going down there trying to become a national figure. You want to send somebody who is your voice to the greatest extent possible."

Combination school and apartment plan under review in

A developer plans to open a Primrose Schools preschool with 17 classrooms and 54 apartments in Irvington, according to the Tarrytownbased law firm Silverberg Zalantis LLC.

The entity DKR9 LLC/Varma RE Development of Morristown, New Jersey, has proposed redeveloping a parcel at 76 North Broadway in Irvington to include a school and 57 apartments. The parcel covers approximately four acres and has been occupied by the Maxon Corporation. A plan from a different developer to construct a complex with 65 affordable apartments on the site previously had been talked about but was dropped in 2022.

According to the Tarrytown-based law firm Silverberg Zalantis LLC, the developer proposes to have an outlet of Primrose Schools on the site. Primrose is a national system of accredited private preschools, specializing in early childhood

education and care. Primrose was founded in 1982 and is headquartered in Atlanta. The school would have 17 classrooms for 180 students in a building that also would have apartments. There would be 54 apartments divided among one-bedroom and two-bedroom units in two buildings, the "north building" and the "south building." An existing small building on the site would will have three residential units. Five of the apartments would be priced to be in the moderate category and six would be affordable housing. A total of 119 parking spaces are proposed to be provided.

Rendering of courtyard at proposed Irvington project.

An existing approximately

13,000-square-feet building at the site that had been a single-family residence and had been converted into an office building would be repurposed as part of the development.

After hearing feedback from Irvington officials and members of the public, the developer revised its plan to eliminate vehicular access to the site from Strawberry Lane. A sidewalk that had been proposed for North Broadway was removed allowing the existing stone wall at the property line to be maintained. It also eliminated a proposed pond that would have been built close to the North Broadway entrance and exit points.

Architect Peter Gaito of Peter F. Gaito & Associates in White Plains said that underground parking would provide convenient access to both the school and residential aspects of the development. He said a driveway

passing in front of the building with the school would have a section for loading and unloading of children attending the school.

According to Peter Gregory of the land use firm DTS Provident approximately 56 trees would be removed to accommodate the new development. He said some retaining walls were eliminated from the original plans. He said that a study showed that Irvington' fire trucks would have no trouble maneuvering at the site.

Attorney Katherine Zalantis said that the developer would be providing an amenity for neighbors of the property in the form of a walking area that would be open to the public. She said that the public area would be distinguished from the rest of the property by landscaping rather than fencing. She said that a landscaping plan was being prepared for submission to the village.

Byrne hosts first town hall on a proposed Putnam budget

For the first time in Putnam County history according to County Executive Kevin Byrne, a town hall meeting was held to give residents the opportunity to learn about a newly proposed county budget and also give them the opportunity to question county officials about it.

The Oct. 11 event was held at the Carmel Town Hall where Town Supervisor Mike Cazzari introduced Byrne. There were about 25 people in the audience with others watching a live stream on the internet. A video recording was subsequently posted by the county and made available for viewing on-demand.

"Transparency in government is critical, and I’m committed to making our county's budget process as open and accessible as possible," Byrne said. "It's another step in fulfilling my commitment to provide greater accountability to the people of Putnam."

CONSTRUCTION

The proposed budget for Fiscal Year 2025 totals $205,106,180, 5% more than in 2024. The property tax rate would be cut to 2.7% from 2024's 2.85%, which is the lowest rate in 18 years. The property tax is expected to bring in $46 million. County sales tax at 4% is expected to raise approximately $79 million. Clothing and footwear priced lower than $110 would be exempt from the sales tax. The budget calls for using $14 million from the county's reserve fund.

The proposed budget was sent to the County Legislature for its review, which is expected to be completed by the end of the month. The Legislature is controlled by Republicans and Byrne also is a Republican.

Byrne complained that the county continues to be burdened by unfunded state mandates. He says that they reduce the county's ability to keep local dollars for local needs, deliver services, hire employees, grow the economy, and offer a reason for people to stay in

Kingston proposes acquiring properties for preservation, housing

Kingston Mayor Steven T. Noble has announced a plan to purchase a 70-acre tract of land for preservation. The acquisition would be the city’s first open space purchase and comes shortly after Noble presented a plan to acquire a different parcel to develop for housing.

Putnam County.

Overall, the proposed budget projects revenues of $185.92 million in Fiscal Year 2025, which represents a 5.2% revenue increase over the prior year.

The Road Fund in the budget calls for $6.03 million in revenue, which represents a 1.3% increase over the prior year. Budgeted expenditures are

projected to increase by 1.3% to $6.03 million. The county's Transportation Fund, which covers the county's bus system, is expected to increase 5.6% from last year to include $3.83 million. Part of the funding comes from the Urban Mass Transportation Administration and the New York State Department of Transportation.

The property for preservation is in an area known as Rondout Uplands. It consists of seven lots and is adjacent to a 4.5-acre parcel the city already owns.

According to Noble's office, two separate appraisals have been conducted, which support a purchase price of $840,000. Scenic Hudson Land Trust is working to contribute a portion of the total cost.

“Scenic Hudson applauds Mayor Noble and the City of Kingston for reaching an agreement to purchase the Kingston Wilderness property,” said Seth McKee, executive director of The Scenic Hudson Land Trust. “It is remarkable to have this kind of forested open space only 1.5 miles from Midtown Kingston."

Kingston holds a public hearing Oct. 29 at City Hall on a plan to acquire property for a different purpose. The city wants to take vacant properties at Garraghan Drive and Broadway so that housing can be built.

Noble says that the property being eyed was part of a federally-funded urban renewal process in which several hundred people and 94 businesses were displaced.

"This so-called Broadway East project demolished a neighborhood to make way for a mall that was never built and the area has never been fully restored. The city hopes to acquire approximately 3.5 acres of property, ideally by reaching an agreement with the property owners and without having to utilize the lengthy legal procedure of eminent domain,” Noble said.

“In our new zoning code, this site was identified as a prime building location to create density and spur economic growth in Downtown Kingston."

Noble said that the city is proposing a mixed-use housing development that would support approximately 200 housing units with 30,000 square feet of commercial and non-profit space.

“When I first became an Alderman 12 years ago, my main goal was to support the Downtown neighborhood, where I grew up and I’ve lived all my life,” said Ward 8 Alderman Steve Schabot. “I am excited about what could come from this project that displaced so many of my neighbors and schoolmates when I was young. Downtown is already a vibrant community, but I believe this project could really spur the right kind of growth.”

A 50-year path to pest management success

Seasons may change, but uninvited guests of the creepy, crawly kind are

In the metro area, homeowners have often turned to Buchanan-based JP McHale Pest Management, which over 50 years has been at the forefront of a seismic shift in the pest management industry, driven by advancements in technology and data science.

“Our growth and expansion have been powered by our strong emphasis on innovative pest control solutions, often using digital technology and including Integrated Pest Management (IPM) strategies that combine biological control, habitat manipulation and cultural practices to reduce pesticide use,” said Jim McHale, president of JP McHale Pest Management, who has also written columns on the subject for the Westfair Business Journal.

“Further, our priority is providing the best client experience possible. We have an extremely loyal client base and a continuous influx of new customers looking for our unique pest control technology, which none of our competitors have.”

The company was founded by James McHale, Sr., a son of Irish immigrants, who began his career as a corrections officer at the Sing Sing Correctional Facility in Ossining. In the 1960s, James Sr. started a side business, beer tap cleaning, to augment the family’s income. While running his beer tap cleaning business, he began working with another Sing Sing guard, who had a side business of his own – a pest control company. James Sr. worked side-by-side with his friend for a few years and ultimately took over the pest control company, incorporating it as JP McHale Exterminating Service in 1971 when he sold off his beer tap cleaning business.

James Sr.’s eldest son, Jim, began working for the business part-time in the early 1980s while in high school. He became a full-time employee in December 1988 after graduating from Cornell University with a degree in entomology. Over the years, he transformed the family business, moving beyond “exterminating’ and adopting the name JP McHale Pest Management. In 2019, the company took its commitment to innovation to a new plane when it merged with Anticimex, a global leader in pest control based in Sweden, further strengthening its market position in the tristate area and the rest of the East Coast.

Today, JP McHale Pest Management is one of the highest margin pest control companies in the country.

According to McHale, that success stems from an approach that begins with prevention and strategic planning to minimize potentially bigger problems in the future:

“We focus on innovative technology, scientific research and organic, environmentally friendly pest management processes to deliver service excellence.”

Realizing a need for an effective rodent detection strategy in 2023, JP McHale introduced its SMART Rodent Detection and Home Monitoring System, which uses sensors to track and analyze pest activity 24/7 and alert the office of activity before an issue escalates. This real-time, eco-friendly solution reduces the need for harmful chemicals, ensuring homes remain safe from infestations as well as pollutants.

This year, the company launched the Home Shield Exclusion System, which creates an impenetrable barrier around homes, using advanced metals to prevent pests from entering. Unlike traditional methods, which focus only on treating the interior, Home Shield fortifies the entire perimeter – a double layer of defense.

“The key to effective pest management is with solutions that are predictive and preventive,” said McHale. “Our goal is to prevent issues before they arise, reducing pesticide use and enhancing client safety.”

JP McHale’s focus on Predictive Pest Management (PPM) is powered by research, intelligence and data science. PPM uses algorithms to predict pest issues before they happen by analyzing data such as temperature, humidity and season changes, combined with expert knowledge and research to anticipate pest behavior. A good example of this is the LymeShield System, which was recently launched to vaccinate mice against Lyme disease before they infect ticks that in turn infect humans.

JP McHale prioritizes customer service and the client experience by making it easy to schedule appointments – via phone, email and text – and offering a series of expert videos posted on YouTube. They aim to break down complex pest control topics in simple terms, covering everything from common pests to prevention tips.

Cefinn's offerings include some accessories as well as women's clothing.

"Cefinn pieces are modern, understated and chic –perfect for dayto-night wear."
– Samantha Cameron

Britain's Samantha Cameron brings her fashion designs to Darien

It’s not every day that you get an opportunity to interview a successful businesswoman who also happens to be the wife of a former prime minister of the United Kingdom.

So when Eleanor Banco – a luxury-brand strategist whose clients have included jewelry atelier The Serpentine Townhouse in Greenwich – invited the Westfair Business Journal to the first American trunk show by designer Samantha Cameron, wife of former UK prime minister David Cameron, who were we to say no?

It turns out that the Oct. 10 event – held at the comfortably elegant Darien home of interior designer Anna Burke – was not just about fashion but a tribute to the power of networking, more specifically, businesswomen networking.

Banco – who specializes in brand activations and market penetration strategies, along with integrated communications – said that she had reached out to Cameron on Instagram, the digital-age equivalent of the cold call, although in Banco’s case she knew editors and other influential people in London, thanks in part to her years with Paul Wilmot Communications and Condé Nast.

Cameron in turn told us that while her seven-year-old Cefinn label has a pronounced following in the U.S., particularly in the New York City and San Francisco areas, she was interested in increasing her presence on this side of the Pond. The two women joined forces to meet with buyers and clients in upper Manhattan. Banco thought Connecticut a logical next stop for an event. A quick call to her friend Burke – whose Anna Burke Interiors is located in Darien as well

as the Big Apple – led Burke to offer her home for the trunk show.

The result was a day of country chic clothes in a country chic setting and a steady stream of Connecticut women eager to shop for event season. Among them was New Canaan resident Rand Niederhoffer, who was looking for a dress, or two, for cultural and humanitarian nonprofit Grace Farms’ Oct. 21 gala.

“I love all the trunk shows that Eleanor puts on, because it’s such an opportunity to shop for unusual clothing,” she said. She posed for us in Cameron’s Irina Bias Cut Velvet Maxi Dress in navy (about $470) – it also comes in dark green – with its distinctive, lightly puffed short sleeves and high collar. Banco was right in tune with October in Cameron’s pomegranate-colored leather midi skirt and a pumpkin-hued linen blend top, while Burke paired Cameron’s flared black pants with a strapless black top for a look that could easily go from day to night.

Indeed, Cameron’s collection of flowing floral dresses and skirts, and tailored jackets, pants and skirts in rich fabrics and jewel colors – burgundy is big this season – can easily transition from city weekday to country weekend, office to evening, in keeping with a woman whose various roles have required her always to be sartorially on point.

Samantha Gwendoline Cameron, Baroness Cameron of Chipping Norton, was born in London to an aristocratic family of landowners and

members of Parliament. (Her mother – jewelry designer Annabel Lucy Veronica Astor, Viscountess Astor – also co-founded the home goods company Oka.)

Cameron developed her interest in art at Camberwell College of Arts and at the School of Creative Arts, part of the University of the West of England, Bristol. In 1996, she married David Cameron, five years before he was elected to Parliament from Witney. He would serve as prime minister of the UK from 2010 to ’16 and foreign minister from 2023 to ’24.

Throughout her husband’s career, Cameron has maintained her own in fashion, adjusting it once he became prime minister. (Somewhat like that of first lady in the United States, the role of the prime minister’s spouse is unofficial and unsalaried.) During his tenure as prime minister, she took on a part-time consultancy with Frank Smythson Ltd., the accessories, leather goods and stationery brand, after serving as creative director there from 1997 to 2010. In 2017, she founded Cefinn (“sefin”), whose name is an acronym for the names of the Cameron children – Elwen, Florence, Ivan and Nancy – between the first and last letters of Cameron.

Before her Darien event, Cameron took time to answer some questions from Westfair by email:

Why did you choose Darien for your U.S. trunk show debut?

“The decision to launch in Darien was influenced by a desire to connect with a sophisticated and fashion-conscious market. Darien, with its style-savvy population, felt like a natu-

ral fit. It’s a community that appreciates well-made, versatile pieces, and I believe Cefinn speaks to women who value both elegance and practicality. Launching here was about reaching an audience that shares those values.”

How would you describe your design aesthetic?

“The design aesthetic at Cefinn is very much about timeless elegance combined with practicality. I design for busy women who want to look great but without spending hours thinking about their outfits. Cefinn pieces are modern, understated and chic – perfect for day-to-night wear. I focus on clean lines, rich textures and versatile pieces that can be styled in multiple ways, with an emphasis on flattering shapes and ease of wear.”

What fashion trends should we be looking for now?

“At Cefinn, we don’t follow trends as much as focus on creating timeless pieces. We’re seeing customers investing in event dresses and classic suiting in a mix of bold colors and beautiful patterns that make a statement without being overwhelming. There’s also a move toward clothing that combines comfort with elegance – pieces that allow women to transition effortlessly from day to evening while still looking polished and put-together.”

Tell us more about how you got started in fashion.

“Fashion has always been a passion. I studied fine art and was always deeply interested in design and creativity. In my 20s, I joined Smythson of Bond Street, a luxury leather goods company as creative director. It was there

that I honed my skills in product design and branding, which helped pave the way for launching Cefinn. I’ve always loved fashion, not just as a form of personal expression but as a way to combine creativity with practicality.”

How were you able to balance your roles as what we Americans would call the first lady of the UK and being a businesswoman?

“It was definitely a balancing act. As the prime minister's wife, there was a significant amount of public attention, but I tried to keep my family and personal life as grounded as possible. I continued working throughout much of that time, which helped me maintain a sense of normality. Of course, my work with Cefinn launched after my husband left office, but my years in that role allowed me to understand what women need from their wardrobes – clothes that are versatile, stylish and practical. I think being a businesswoman gave me a creative outlet and a sense of fulfilment outside of public duties.”

How did fashion inform your choices as the prime minister’s wife, and did politics ever inform your fashion choices?

“Fashion is such a powerful form of communication, especially in a public-facing role. I was always conscious of wanting to look appropriate, but I also wanted to stay true to myself. I favored British designers to show support for the UK fashion industry, but I also chose pieces that were functional and comfortable, given the demands of the role. As for politics influencing my fashion choices, I suppose there’s an

element of diplomacy in choosing what to wear. You want to project a certain image, whether it’s professionalism, respect or even a bit of approachability.”

Is there a philanthropic component to Cefinn?

“Yes, giving back has always been important to me. Cefinn has partnered with various charitable initiatives, including Smart Works, a charity that helps women gain confidence and the professional attire they need to succeed in job interviews. I believe fashion can be a force for good and through partnerships like this, we contribute where we can to causes that empower women and make a tangible difference in their lives.”
