Connecting people and organisations GLENDA TURNBULL journalist@thewanakasun.co.nz new homegrown initiative is carrying out the first comprehensive study of community assets and services in Wanaka and surrounding areas. LINK Upper Clutha (LINK) - formerly the Upper Clutha Community Development Scheme - is a locally-driven, central government funded entity focused on connecting people, organisations and infrastructure to ensure a united approach to community development and social and economic enterprise. With the region experiencing unprecedented growth and both businesses and school rolls growing at a phenomenal pace, there are hundreds of community groups and social services in existence in the Upper Clutha. At this crucial point in Wanaka’s development, LINK’s purpose is to understand what services and organisations exist in the Upper Clutha already and facilitate a strategic, coordinated community infrastructure to future-proof success as a region. A $240,000 grant over three years from the Department of Internal affairs in October 2015 enabled a local volunteer steering group to be formed. Branding of LINK is due to begin and now employs two people on a part-time basis. Wellknown community leader and former corporate strategy and communication specialist Kathy Dedo has been appointed as LINK’s Facilitator and experienced project manager Sophie Ward, is the LINK Coordinator. Reserve Bank to up deposit requirements GLENDA TURNBULL journalist@thewanakasun.co.nz he Reserve Bank has released a consultation paper this week proposing changes to loan-to-value restrictions (LVRs) to further mitigate risks to financial stability arising from the current boom in house prices. The proposed new restrictions will require no more than five percent of bank lending to residential property investors across New Zealand would be permitted with an LVR of greater than 60 percent (a deposit of less than 40 percent). In addition no more than 10 percent of lending to owner-occupiers across New Zealand would be permitted with an LVR of greater than 80 percent

are more people coming in than properties available. The danger is if there are less properties available for rental, rents could potentially rise as well. What we need is more affordable houses built that are available to be rented at a reasonable price,” he said. Loans that are exempt from the existing LVR restrictions, including loans to construct new dwellings, would continue to be exempt. Reserve Bank governor Graeme Wheeler said, “The banking system is heavily exposed to the property market with residential mortgages making up 55 percent of banking
system assets. Investor lending has been increasing rapidly and is a significant contributing factor to the current market strength. The proposed restrictions recognise the higher risks associated with such lending.” These proposed new restrictions would take effect on September 1 and simplify the LVR policy by removing the current distinction between lending in Auckland and the rest of the country. “A sharp correction in house prices is a key risk to the financial system, and there are clear signs that this risk is increasing across the country. A severe fall in house prices could have major implications for the functioning of the banking system and cause long-lasting damage to households and the broader economy,” Graeme said.

Linking the community Continued from page 1 LINK’s steering group members are Ella Lawton, Liz Breslin, Celia Crosbie, Brent Harridge, Ruth Harrison, Deb Inder, Kate Murray and Tim Ryan. Over the past four months, Sophie (pictured with Ella) has undertaken a comprehensive analysis of groups and services across all community segments in the Upper Clutha, identifying what assets the community has and how they can work together to better connect the community. LINK’s initial research identified 106 community groups and 98 service providers including health care and education providers. These include social services agencies, health and education providers, sports clubs, environmental groups and organisations devoted to arts and culture. The research identified 70 percent of these organisations are either 100 percent focused on our community or have staff or volunteers working specifically for the Upper Clutha community. The top three categories are Social and Community Services, Healthcare, and Sport and Recreation. LINK steering group chair Ella Lawton, who spearheaded the project in conjunction with the Alpine Community Development Trust, said Sophie is applying methodology used in cuttingedge asset based community development projects around New Zealand and the world. “The main aim of asset mapping is to connect
people and resources together. We start with what our community has and then look at how we tackle the inevitable needs and gaps collaboratively,” Ella said. “In some areas, there is strong support while in others there is very little. The next step is to look at how we can support all these groups so that we can all move together as the region grows.” At the same time the research was undertaken, the steering group began the first round of LINK’s pop-up engagement sessions. Their idea is to find out what people love about the Upper Clutha, what could make it better and the personal and professional skills our community collectively has to achieve the best outcomes. These will become a regular activity throughout Wanaka and other communities. LINK’s full research report will be released next month. The team will then produce a strategy and action plan for the next steps. “LINK allows us to work with leaders across community sectors to build unexpected partnerships and produce innovative solutions that make the most of our strengths,” Kathy Dedo said. “True community-led development means getting comfortable with the unknown – at this point we don’t know what initiatives might come from LINK. But we are committed and excited about engaging with people over the next two years to find out.”

Roading issues discussed GLENDA TURNBULL journalist@thewanakasun.co.nz Roading issues around Wanaka were discussed at the Wanaka Community Board meeting on July 13. Work to widen Mount Aspiring Road between Wanaka and Glendhu Bay will be put to tender this year. Queenstown Lakes District Council communications officer Michele Poole said, “Council is still identifying the areas on the road to be upgraded. Council will also be reviewing speed limits on the road and will consider lowering the speed limit from 100kph to 80kph.” Police raised safety concerns earlier this year about the road which resulted in patches of broken seal along the edges of the busy, narrow road being repaired.
The road is busy in summer with cyclists, trampers accessing Mount Aspiring National Park and motorists towing boats and trailers to and from Glendhu Bay. In winter the road gives access to Treble Cone Ski Resort. Community board member Mike O’Connor wanted more signs on the Crown Range Road advising tourists where to pull over safely to let traffic overtake them. At present there was only one sign, but several safe overtaking bays. The proposed Beacon Point Road widening and Bremner Park Three Waters project has been re-tendered and is due to start in August. A section of Kane Road has been examined by council staff and identified to be narrow. The area has been swept of loose material and temporary warning signage installed. Staff will continue to monitor the road over winter.

Sale prices hit new record high GLENDA TURNBULL journalist@thewanakasun.co.nz The kiwi dream of owning a home is slipping out of reach for more and more families, with data released by REINZ for June 2016 showing house prices in the Central Otago Lakes hitting new record highs. Central Otago Lakes was one of five regions to hit new record high median sale prices, reaching $730,050 in June, one of the biggest increases in the country. According to the latest figures released by REINZ the number of sales for June 2016 was 7864 nationally, a drop of 13 percent on May, in line with the general trend at this time of the year, there was still an increase of 6 percent on June 2015. Real Estate Institute of New Zealand (REINZ) spokesperson Bryan Thomson said, “Although the onset of winter means that June is generally a quieter month for the real estate market, there has been no let-up in the rate of price increases across the country, with five regions recording new record median prices including Central Otago Lakes.
Bryan said the vast majority of the supply comes from the sale of existing properties. The inventory data continues to show rapid declines in the volume of properties available for sale right across the country. Figures released from Labour’s interactive housing map www. labour.org.nz/housingmap shows anyone how the housing crisis is affecting their neighbourhood. Information includes rises in house prices, changes in home-ownership rates, rent increase and the length of state housing waiting lists. The map shows 34 percent of homes in Central Otago Lakes are now rented and 28 percent of children live in rentals. Just 27 percent of adults under 40 own their own home. Labour leader Andrew Little said, “Behind all these figures are families who are paying more and more for a roof over their heads, leaving less and less for food and other essentials for themselves and their kids.” “We will build 100,000 affordable homes, crackdown on offshore speculators and provide the social and emergency housing our country so badly needs.”
Increase in passenger numbers STAFF REPORTER editor@thewanakasun.co.nz Historically, June is one of Queenstown Airport’s quietest months, but increased airline capacity and the new domestic and international evening services boosted growth. Towards the end of the month the airport saw an increase in passenger numbers as ski fields opened and the Winter Festival and Australian school holidays began. Total passenger movements through the
airport increased 20.4 percent in June compared to the same period last year. Domestic passenger numbers continued to grow strongly up 22.4 percent on June 2015, with extra seats added on all domestic routes. International passenger numbers increased by 16.2 percent, spiking in the last two weeks of June compared to the corresponding period last year. Evening flights were added in May this year with flights carrying just under 12,000 passengers.

10 years 8 months for attempted murder GLENDA TURNBULL journalist@thewanakasun.co.nz After being found guilty of attempting to murder Wanaka man Kahu Vincent, Ahu Taylor (38) was sentenced to ten years and eight months imprisonment in Invercargill High Court on July 15. He will serve a minimum imprisonment of five years and was ordered to pay $3035 emotional harm. Ahu and his co-offender, Leon Rowles (34) set upon Kahu in a prolonged, unprovoked attack in the
Wanaka Night n’ Day store on May 9 last year. Leon pleaded guilty to causing grievous bodily harm. Ahu also pleaded guilty to causing grievous bodily harm but denied the attempted murder charge saying he did not intend to kill Kahu. A jury found him guilty of the more serious charge after the trial in the Invercargill High Court in February. Leon was sentenced to seven years one month imprisonment with a minimum period of three years and six months.
Subdivision application DANIELLE BUTLER newsdesk@thewanakasun.co.nz Northlake Investments Ltd has applied for its first subdivision of Outlet Road’s Northlake zoned land, asking for permission to create 123 lots. A resource consent application was submitted to Queenstown Lakes District Council (QLDC) in June, asking for approval to create 107 residential lots, four future subdivision lots, six recreation reserve lots, three local purpose reserve (recreation and drainage) lots and three jointly owned access lots within stages one to three of the Northlake Special Zone. The applicant said, “the development programme of housing at Northlake has been adjusted and accelerated to respond to the current demand for affordable residential
sections. Demand for high quality cost effective housing in Wanaka has required the expansion of the first development phase (subdivision stages one to seven) from 50 residential sections to 215 lots.” The application will give partial effect to the subdivision’s outline development plan, approved by QLDC last month, which covers the first seven stages of the Northlake subdivision. In accordance with subdivision rules where more than 51 lots are created, the applicant will also provide community facilities including an indoor pool, gym facility, children’s play area and a tennis court, with construction beginning at the start of 2017. Lots on stage one of the land are already sold out, with 83 percent sold on stage two and 85 percent sold on stage three.

Trust prefers original position for Watersports facility GLENDA TURNBULL journalist@thewanakasun.co.nz The Wanaka Watersports Facility Trust (WWFT) have stood firm, wanting to build on its originally notified lakeside position for the proposed facility in Roys Bay. Commissioners Bob Nixon and David Clarke conducted a notified hearing in April. They suggested to the Trust in May the site of the building be moved slightly. WWFT planner Duncan White submitted in the trust’s final response delivered on July 18 that, ”It is the Trust’s preference that the original, as notified, position and design of the building be approved for the reasons noted at the hearing and in the closing legal submissions on behalf of the Trust.” The new design moved the building 9.5m to the east and 5m towards the south from the original position proposed and would bring the building closer to the protected sequoia trees. Landscape architect Richard Denney said the new building position would reduce the number of trees to be removed to five instead of 11. Richard said the proposed public boardwalk would vary in clear width between 1.6m at a pinch point and up to 3m along the majority of
the route. “I consider the scale of the proposed development would remain inconsistent with the natural character of the foreshore landscape within the immediate context of the site,” Richard said. Queenstown Lakes District Council planner Sarah Picard recommended in her report to refuse the building at either site. The majority of the 45 submitters on the new plans agree with her. The original application drew more than 1000 submissions, with 741 opposing. Duncan advised the power, water, telecommunications and wastewater connections had not been designed yet. He stated that while services had to avoid tree root zones that may not be possible and with the exception of the sequoias, the remaining gum and douglas fir were not protected and could be removed without resource consent. “It should also be noted that council as the manager of the reserve has already provided its written affected party approval to the original building location, which included the removal of these trees. As the removal of these trees is permitted, there is no adverse environmental effect," he said. A decision is expected by the end of July.

Floods after rain DANIELLE BUTLER newsdesk@thewanakasun.co.nz Council contractors were called out to three areas last week to alleviate surface flooding; the Northlakes subdivision on Aubrey Road, Rob Roy Lane and Gladstone Road, Hawea. Queenstown Lakes District Council (QLDC) communications manager Michele Poole said that the drainage at Aubrey Road’s intersection no longer has the capacity to cope with additional water run off since the construction of the Northlakes subdivision. QLDC are
exploring options to resolve this issue. Elsewhere, Rob Roy Lane’s flooding was caused by falling leaves accumulating in gutters and blocking the grates into the storm water drains, which were cleared and flooding was quickly eased. Michele said that the Gladstone Road flooding is an ongoing issue in heavy rain due to the local topography. “Once the water table rises there is nowhere for the water to go. Localised surface flooding is managed with ‘flooding’ signs to alert drivers,” Michele said.
Road maintenance contract review STAFF REPORTER editor@thewanakasun.co.nz Discussions to negotiate a new maintenance contract for Central Otago’s highway network are expected to be complete by next month. New Zealand Transport Agency (NZTA) is negotiating with a partnership of engineering services provider Opus Consultants, Whitestone Contracting Ltd and Base Contracting Ltd, led by Fulton Hogan Ltd, NZTA’s preferred supplier of the seven-year contract.
NZTA’s southern business unit manager Ian Duncan said, “Fulton Hogan has maintained the Central Otago highway network for the last five years, and has depots throughout the area, plus a good working knowledge of both the Queenstown Lakes and Central Otago districts. Their consulting partner Opus has more than 20 years’ highway experience in the area.” The new $65 million contract, for the maintenance of 537km of State Highway 8 from Cromwell Gorge, following the Clutha River, will take effect on October 1 this year.

Ultimate Wanaka, a partnership between Alpine Helicopters, Wanaka River Journeys, Ridgeline Adventures and Eco Wanaka, was given the opportunity via a $20,000 New Horizons Fund from Christchurch Airport. The fund aims to help regional South Island tourism operators capture the opportunities from the growing China market. Sue Pihama from Wanaka River Journeys said that the opportunity had been phenomenal for
Ultimate Wanaka. “It gave us a great insight into the Chinese culture, to see how they will perceive us and to really see things through their eyes. After seeing their lifestyle, we can tailor our product to make things easier for them, like translation for example,” Sue said. Mark Orbell from Ridgeline Adventures joined Sue, pictured, where they attended shows alongside big names in the New Zealand tourism industry and got to meet with key travel partners within China, including online travel operators. “The partnerships we have started are something we will continue. Hard Case Come the cooler months, a certain LMNO … Once upon a time, not so many years back, it would have been rather inconceivable that the mere mention of one particular letter could evoke such concern, distaste and, often, even fear.
it just a case of throwing open some windows and giving everything a jolly good wipe down? Ah, no. Police estimate the manufacture or “cooking” of 1kg of P produces at least 6kg of toxic by-products. That’s right – 6kg, or more, of poison.
Yes, while it used to sit quite innocuously between “O” and “Q”, P nowadays carries a rather singular message: methamphetamine – or, rather, crystal meth; “meth” for short. Among the hardest of illicit drugs, P’s proving one of the greatest scourges of modern society, its nasty tentacles ensnaring ever-increasing numbers right across the age and social divide.
P cooks use a volatile mix of highly corrosive and dangerous chemicals to make the drug, and, during a raid, there’s good reason why authorities are fully decked out in hazmat suits and undergo rigorous decontamination. You’ve probably also seen the harrowing images of young children who’ve been exposed to the chemical cocktail that goes into making P; they’re typically chronically unwell and sometimes covered in rashes and sores.
Among the victims are more and more homebuyers, tenants, landlords, and even moteliers, whose properties have been, or are being, used as clandestine P labs, rendering them toxic danger zones. So, I wanted to share with you the most up-to-date advisory I have – this one’s from the New Zealand Law Society. No matter what type of property transaction you’re involved in, be it renting, leasing or trading, you need to be aware of the potential risks. While the tell-tale signs can be all but invisible, there are red flags you can familiarise yourself with as part of robust due diligence, while augmenting those rigorous checks with timely legal advice and guidance. Janice’s Lesson Number 1: So, what’s the big deal with P – and isn’t

A recipe for disaster
Unfortunately for landlords rental homes are particularly at risk. Three quarters of P labs busted by police in New Zealand have been rentals. A couple of years back, Housing New Zealand conducted tests for methamphetamine on 196 state houses. Over half – a staggering 101 to be exact – were found to be contaminated with P residue. Janice’s Lesson Number 2: Still think the odds are on your side? Of even further concern, it’s estimated police currently uncover only five to 10 percent of P labs in operation each year. With the proliferation of methamphetamine labs, it’s very wise to take a “better safe than sorry” approach to sussing out a property, so be sure
to look carefully for any of the telltale signs that might suggest hearty family meals aren’t the only thing that have been cooked up inside. Amongst the red flags: the property’s being used, or has previously been used, as a rental; frequent visitors come and go, or access has been denied to neighbours; windows remain shut and curtains drawn throughout the day; surveillance equipment, “high spec” locks and security devices have been installed; excessive or high fencing surrounds the property; sickly sweet or solvent smells are evident; ceilings and/or benches are highly discoloured – especially in the kitchen, bathroom and garage; there might be staining around the outside of drain covers; unusual wiring and/or plumbing fixtures, or additional fans and ventilation systems – over and above what’s needed for a residential home – have been installed, and you might notice corroded rubber and/or plastic around taps and stoves. Now, what to do about it? Janice’s Lesson Number 3: If in doubt, test. If you suspect P’s been anywhere near a property you’re looking to buy, it’s likely a specialised test for methamphetamine residue is in order and, so, a due diligence clause should be included in any sale and purchase agreement. Any agreement would likely be made conditional on the vendor testing the property (the estimated fee ranges from around $600 to $1800) and, if it is contaminated, the seller would
be required to remedy any issues, at their cost, before possession. Where a conditional agreement is in place, all parties should ensure they’re up with the play on their contractual obligations. Past or prospective landlords need to be crystal clear that they actually have a statutory obligation for correcting chemical hazards on their property – and, what’s more, this duty extends to property managers and agents. While the law stipulates that any vendor with knowledge of P contamination must declare it, buyers need to be aware that warranty doesn’t extend to the work of any previous owners. However, if a property has previously tested positive for methamphetamine, councils are required to record this on the Land Information Memorandum, and it must stay put on the property file forever and a day – yes, even after remedial work’s been completed. Under their duties, a real estate agent is also obliged to disclose any information regarding contamination they’re aware of, and risks prosecution if they knowingly market a property that’s been used for manufacturing methamphetamine but not decontaminated without being upfront about it. Testing time Janice’s Lesson Number 4: When you’re looking at buying a property, it’s hard to come up with a case for anything but insisting on having tests done for P residue, if your initial due diligence indicates there’s a risk. Be

Janice Hughes sure to consult your legal adviser, and just keep very clear in your mind that the remediation of methamphetamine houses is not typically covered by insurers; so, fail to take the right steps, and you could face footing a decontamination bill of up to $30,000 or, in an extreme case, be forced to demolish the home. Gina Dempster Wanaka Wastebusters We are halfway through July now and I am happy – not just that the snow arrived before the end of the school holidays, but because I am more than halfway through my second attempt at Plastic Free July. Being the second year, the romance is fading. If Plastic Free July (PFJ) was a man, right about now I would be noticing those little annoying habits that later on in a relationship you learn to love (or at least live with). What makes it so hard is the trade-offs involved in giving up single-use plastic: time, money, convenience and at times the love of my children (no you can’t have berries in your smoothies this month). Yes, two weeks of trying to give up single-use plastic has made me, at different times, broker, busier, a meaner mum and a cheat. Am I making anyone else want to give it a go? But like any good relationship, it is worth sticking together through the rocky times. A report released this year predicts that there will be more plastic than fish in the sea by 2050, unless we change our ways. Right now we are dumping one rubbish truck’s worth of plastic into the sea every minute. What we are saving in time and convenience is costing the earth a lot. For me, PFJ gives you a little motivation kick to see how much plastic you can kick out of your life. If you want to make a change to less plastic, here are some easy places to get started. Make your own: hummus (so easy and cheap), almond milk (so easy and tasty, unfortunately not so cheap) and yoghurt (I can’t believe mine actually set – try Evelyn’s recipe on the Wastebusters website). If you are happy to drink raw milk, you can fill your own bottles at Udderly Fresh near the Red Bridge. Just remember to take cash with you, including extra to buy the bottles the first time. The programme provides self-help books to libraries and a network of health professionals can then “prescribe” these books for common health problems. WellSouth health promotion specialist Rebecca Llewellyn said there is growing evidence that reading high quality self-help books can help people understand, manage and improve their health. “It appears readers in Otago and Southland are really helping themselves. The programme has been running since 2013 and the results of a recent evaluation showed that the recommended self-help books had been taken out over 2000 times, with the most popular books being issued hundreds of times each,” Rebecca said.

Community awards entries open STAFF REPORTER editor@thewanakasun.co.nz Entries are open for the Trustpower Queenstown Lakes District Community Awards, which are run in partnership with the Queenstown Lakes District Council. The awards are open to all voluntary groups and organisations working to make the district a better place to live. They cover five categories; Heritage and Environment, Health and Wellbeing, Arts and Culture, Sport and Leisure, and Educational and Child/Youth Development. Category winners will receive $500, runners-up will receive $250 and the supreme winner will receive $1500 and an all-expenses paid trip to the 2016 Trustpower National Community Awards. Last year’s supreme winner was Wanaka-based Shaping our Future.
Anyone can enter a voluntary group or organisation – voluntary groups and organisations can even enter themselves. “Many activities, events, projects, programmes, sports, and services are provided thanks to the region’s hard working volunteers. But often they are not recognised for the invaluable work they do,” Trustpower community relations representative Emily Beaton said. “Now you have the chance to say thank you to these volunteers who work hard to improve the community – just by filling out an entry form. Neighbourhood support set up DANIELLE BUTLER newsdesk@thewanakasun.co.nz Hawea and Hawea Flat residents are set to benefit from a neighbourhood support network, designed to help neighbours get to know each-other better and make them better equipped to help each other out. Barbara Chinn, who has taken control of the project after a similar idea fizzled out, said that knowing who you can call locally in an emergency is a sensible idea. Essentially, the idea will be based on a spreadsheet detailing the names and contact numbers of residents, plus any special skills or materials that
they may have which would make them helpful in a crisis. “The aim is that people can help their neighbours in times of emergency, and it is useful to have a record of skills and materials possessed by local people which can be helpful. We should all know our neighbours and this seems a good way to do that,” Barbara said. Barbara hopes to have a completed spreadsheet by next month, and anyone wishing to be involved or to volunteer as the coordinator for their street can request a form by emailing b.chinn@ xtra.co.nz. A get-together will then be organised so that coordinators can discuss how the idea will progress.

The new route was jointly funded by Queenstown Lakes District Council and Willowridge Developments Ltd, to provide a safe route for pedestrians and cyclists, while avoiding construction traffic in the area. road at a bend where Beacon Point Road meets Penrith Park Drive. Wanaka Police’s response manager Allan Grindell confirmed that the driver had been flown to Dunedin, but the hospital were unable to offer any updates on the driver’s condition. Celebrity chef Annabel Langbein, pictured, has had her application to construct three accessory buildings and amend the use of a filming shed approved, in the midst of controversy relating to exotic plants on the property. Commissioners Bob Nixon and Jane Taylor said that their options regarding the 9ha Dublin Bay property had been significantly constrained by what had already gone before. “This in turn is compounded by some significant weaknesses in the operative district plan with respect to the protection of areas of ‘indigenous’ vegetation,” the report stated. The commissioners added that the application’s background had made the process of coming to a decision “considerably more time-consuming than would otherwise have been the case.” When Queenstown Lakes District Council initially heard the application by Langbein and Hewetson Nominees Ltd in April, attention turned to the site’s exotic vegetation, with landscape architect Marion Reid recommending 3ha of exotic vegetation be replaced. “While some of the exotic planting appears to have been established in breach of earlier conditions of consent, this is essentially an enforcement matter,” the Commissioners said. The decision took into account the fact that the development had undoubtedly been beneficial for the chef’s cookery programmes, but noted that it had an adverse visual effect on the environment in terms of what would be expected within an outstanding natural landscape.

Last day for Plunket car seat service Monday July 25 will be the last day the Plunket car seat coordinator will be in Wanaka. A decision was made in June to cease the service following a decline in usage. The car seat service was launched

Vanuatu Outreach People are really important and I like to help. Patients in Wanaka have easy access to a GP like me, but not everyone has that Dr Mark Edmond luxury, so with the MBChB, BHB, FRNZCGP support of Aspiring Medical Centre (AMC) I will be travelling to the island of Malekula (Vanuatu) in August to volunteer my medical services with Marine Reach. They use the ship called the Pacific Hope which has been outfitted to provide medical, dental and vision care to areas of the Pacific that have very poor access to health care. The island we are going to has 23,000 inhabitants with no doctor. If they are lucky might get a doctor visit twice a year. I, with another GP and 4 nurses, will pay our way to get there and give about 1600 patients free medical care over 8 days, some whom will have walked for many hours to see us. Read about it on page 1 of today’s paper. Joanna ...my understanding is that they will reduce number loans given to people with only 20% deposit and require more people to have at least 40-60% deposit. I think it is important that first home buyers are prioritised for the 20% deposits... I don’t have a problem with people who already own a property being required to have a larger deposit on further properties. If you already own 2 properties and are purchasing a third you should have a very large deposit indeed... Just don’t screw first home buyers trying desperately to get into market.

This will definitely help but the one piece of information needed is how many investors (say in the last year) have had the now required 40% (and possibly) more? I would expect a fair few, which ultimately won’t help the situation. But it is still a move in the right direction. I would like to see the investor / buying to let market looked at as a whole. Are they being taxed fairly? Are they being monitored? etc. I don’t have anything against Investors but I do feel there needs to be more rules and regulations in this area.

Funding needed to research lake snot problem GLENDA TURNBULL journalist@thewanakasun.co.nz Experts from here and overseas are calling for more research into the cause of the lake snot clogging Wanaka residents’ water filters and clinging to fishing lines, lures, swimmers and boats. University of Otago zoologist Dr Marc Schallenberg, pictured, has been researching the problem since it was first noticed by fishermen on Lake Wanaka in 2004. He has been joined by Landcare expert Dr Phil Novis and Dr Cathy Kilroy freshwater ecologist from the National Institute of Water and Atmospheric Research (NIWA) to try to identify why it is happening. University of Wisconsin professor Jake Vander Zanden joined Marc on a recent trip to Wanaka to monitor the lake snot and said if the problem got much worse, we may never be able to control it. “You do not want to wait until the problem has gone to a catastrophic state before you start to do what you need to do, which is to collect key data so you can understand what is going on and solve the problem,” Jake said. Two fishing operators on the lake have also expressed concerns about the level of algae in the
lake and are concerned there is not enough being done to fix the problem. Davy Pattison has noticed the algae in the lake for the last six years. “It is annoying. It gets on your lines, your lures and all over the boat. It is not a good look.” Alan Baxter said he had been trying to get the Wanaka Community Board to put monitoring in place. “I went to see them in 2002 and nothing happened. I went again six months ago and I didn’t feel that I got any further. Filtering the snot out of the water is just a band aid. We need monitoring put in place so we can find out why it is happening,” Alan said. Marc said he and his colleagues have just been scratching the surface of the issue and that a concentrated study is needed to find a solution to the problem. He estimates the funding required would be around $300,000. “I think we need a concentrated study. People are asking me questions, PHOTO: SUPPLIED expecting me to have all the answers when we haven’t had any funding to do the research,” Marc said. Marc has just put in another application last week for funding and has applied three or four times last year, all of them unsuccessful. “We need to raise awareness so people start asking questions and realise we need to do some research on it to get the answers we need to solve the problem,” Marc said.

Bingo fundraiser for fire victim DANIELLE BUTLER newsdesk@thewanakasun.co.nz The family whose Hawea home was partly destroyed by fire last month has been shown more support by the community in the form of a bingo fundraiser tomorrow (Friday July 22). Lake Hawea Netball Club has organised the “Housie” night to raise money for Kelly MacKenzie and her 14-year-old son, Luke, following the fire on Cappell Avenue, which destroyed a large amount of household items. Club member and organiser Colleen Carr said, “when you lose your possessions, you are on your
back foot for a long time afterwards. Kelly has been a member of the netball club for many years and we wanted to show our support.” Kelly said, “after the fire the initial support we got was amazing, and I didn’t think I could be any more surprised by what the local community could do. But when the netball club got in touch to tell me what they were organising I got a bit emotional. I am surrounded by amazing people who make me feel very loved.” The event kicks off at 7.30pm at Lake Hawea Community Centre. Cards are $5 each, there will be a cash bar, and attendees are asked to bring a prize for the raffle.
Meteor dazzles South Island DANIELLE BUTLER newsdesk@thewanakasun.co.nz Many lucky people got the chance to witness what is believed to have been a meteor exploding over the South Island on Tuesday evening (July 19), with glimpses being spotted from Wanaka to Dunedin. Wanaka resident Laurie Clark was travelling to Dunedin when she spotted the ball of light just outside of Alexandra at around 6.30pm. “At first I thought it was a shooting star, but then saw how huge it was. We stopped the car and it was so big and seemed so close that we thought maybe it was a plane. It went behind a cloud and

then flashed this amazing blue light and dispersed. We couldn’t believe what we saw, it was the most amazing sight,” Laurie said. The meteor is believed to have been part of the Perseid meteor shower, predicted to occur between July 17 and August 24, with NASA’s jet propulsion laboratory predicting to see around 100 meteors per hour during the shower’s peak. However, retired astronomer Alan Gilmore believes the sight could actually have been spacecraft debris. “It took too long to go across the sky to be a meteor. Based on the two reports I believe it is debris from some spacecraft that’s been orbiting around the earth re-entering the atmosphere,” Alan said.

Triathlete Nicky Samuels had a “good hit out” in Hamburg last weekend at the World triathlon Series sprint-distance event and is “progressing nicely” in the run up to the Olympic Games. She said coming out well down from where she would normally exit the water meant she had to push

But it was a messy race back from the breakaway group so Nicky went into “safety mode”. “Last thing you want to be doing now is crashing five weeks out from Rio.” She is now back at her base at the altitude training centre in Font Romeu in the French Pyrenees. The Rio 2016 Olympic Games will be held from August 5 to 21.
