State Government Update to the Code of Practice for the Keeping of Racing Greyhounds GRV Website Working together to comply with the Code and build a prosperous future for our sport On Monday, the Victorian State Government released an update to the Code of Practice for the Keeping of Racing Greyhounds which comes into effect from January 2020. The release of the updated Code will bring greater certainty for participants and the future of our industry. Greyhound Racing Victoria has been hard at work building a platform dedicated to informing and educating our members, Victorian Greyhound Racing Clubs and stakeholders on all things Coderelated.

The purpose of the Code is to specify the minimum standards of staffing, accommodation, management, breeding and care required for the physical and behavioral needs of a racing greyhound throughout its life.

Also announced was that from January next year, non-racing greyhounds will be allowed to live muzzle-free. They will still have to be leashed in public but the government has relaxed regulations following an investigation into the Greyhound Racing Industry. Over the next 20 months, we will be updating the GRV Code website so be sure to continue to check for news as it is updated. GCA Group Review "He can run a bit, he's no slouch that's for sure. I knew First Group 1 Win for Dave Hobby in the once he punched up and lead it was going to be hard to Perth Cup By Neil Brown & Peter O’Neill run him down. It was a hot field of good dogs.

TROUPER MONELLI ($13.20) gave trainer David Hobby his first ever Group 1 winner in scoring an all the way victory in last Saturday night’s Perth Cup final. The WA bred and owned chaser jumped well from box 1 and slightly squeezed Striker Light who was expected to lead. He also held out Up Hill Jill in the run to the first corner before racing clear to win by 2 1/4 lengths in 29.86. Trouper Monelli run sections of 5.49 and 13.80 with Superstar Victorian Up Hill Jill ($3.40) unable recapture the 29.60 she ran last week in the heat and she never looked likely of running the leader down. Getting home strong for third was Australian Cup winner Hecton Bale ($4.90). Well fancied WA star and track record holder West On Augie ($3.70) was last early but railed well to get to fourth into the back straight, he then copped a slight check half down the back, drifting quickly along the rails he didn't beat a runner home. Hobby combined to win the race with owners Mike and Michelle Quinsee who have supported each other for many years. He also won his first trainers premiership in 2017 after training some 320 winners for 1.3 million in stake money. Trouper Monelli took his stake earnings past $238,000 plus will receive extra for being WA bred with its incentives. Trainer Dave Hobby told on - track MC Dennis O'Brien after the race that he was pleased to win his first Group 1, although it was just another race. He said boxes win races and once Trouper Monelli had drawn the red he gave him a good chance.

When Hobby was asked what he might do with Trouper Monelli from this point on, he said. "I'll try and win as much as I can." but he remarked that he was having a good run and that happens when you have got the good dogs, it always makes a difference with the ability of dogs that you have.” Hobby said. Benali ran down the leader Vanderworp to score a 3/4 length win in the Group 3 Consolation of the Sky Racing Perth Cup, the star Victorian ran 29.82. The Robert Britton trained dog had been placed second in his heat behind Up Hill Jill. The black dogs mother won the 2014 Sky Racing Galaxy when trained by Robert Britton. The second of the Consolations for the Perth Cup saw Benny Monelli score an all the way win. He was the second of three winners on the night for David Hobby. He led from box 4 and was never threatened as he scored by 1 3/4 lengths over Yuup in 29.78, it was a best time of the night performance. After the placed runners in the cup the field finished in the following order: 4th Striker Light ($4.40), 5th Come On Emmaline ($18.60), 6th Black Bombshell ($32.20), 7th Alpha Georgiou ($41.30) and West On Augie ($3.70). Trouper Monelli is a Brindle dog whelped November 2015 by Fernando Bale from Bingle Monelli (Collision x Joanne Monelli). He is raced by Mike & Michelle Quinsee and trained by David Hobby at Nambeelup in Western Australia. He has now won 16 races and been placed on 12 occasions from his 40 starts. The Perth Cup first prize of $150,000 brings his overall prizemoney to $238,200. [NCA], Flint had the satisfaction of seeing legislation GRV Hall of Fame passed that abolished proprietary [privatised] racing and brought all racing under the control of one body. It was not to be the NCA but a new Greyhound Racing Control Board [now Greyhound Racing Victoria], of which Flint became the first Chairman.

Remembering our great contributors: A.L.(Chris) Flint

Years involved in industry: 30 Category : Pioneer NOTABLE ACHIEVEMENTS: First Chairman of the Greyhound Racing Control Board in 1956 National Coursing Association Secretary 19 years President ANZGA Vice-President ANZGA If Chris Flint was alive today he’d be 110 years old. A hard-hitting Barrister and Solicitor, Flint was responsible for some of the most significant administrative decisions in the history of Victorian greyhound racing after following his father into the administration of the sport. “Chris brought greyhound racing out of the dark ages”, Adrian Flint, a nephew of Chris, recalls. Perhaps the best example of Chris Flint’s foresight was in 1956 when, as Vice-President of the sport’s then controlling body, the National Coursing Association

The abolishment of proprietary racing created anguish, particularly among race clubs like White City, Maribyrnong and Napier Park. However, Flint wasn’t afraid to tread on people’s toes if it meant he could achieve something he believed in, and something that would benefit greyhound racing. “If anyone got into an argument with him he’d [verbally] cut them to pieces. He wasn’t someone you’d want to cross. He was a switched on barrister who was always impeccably dressed in his Jodhpurs [horse riding pants] and Harris Tweed Jacket. We nicknamed him ‘The Squire’. He was a fairly big man who had a photographic memory, and he was an excellent public speaker. He was never afraid to upset the apple cart”, Adrian recalled. Chris Flint’s daughter-in-law Joan Flint, 85, who was married to Chris’ son Geoff, recently said of him. “Chris was an unusual man and was very hard to get along with. I remember when he was working as a solicitor in Melbourne he arrived at work one day to find that a suitcase had been left for him. He opened it up and it was full of snakes. He called the zoo to get them to take them away but they didn’t believe him [at first]. They eventually came and took them away”, Joan said. Continued Page 30

While Chris Flint’s outspoken nature may have earned him a few enemies, he also had a generous side, as Joan revealed. “He bought Geoff and me our first house, which was in Kyabram.” That generosity extended into Victorian greyhound racing, as evidenced by what Flint was able to achieve. His greyhound administrative career began in 1933 as Secretary of the NCA, before stepping into the role of Vice-President in the 1940′s. He also served as President of the Australia & New Zealand Greyhound Association [ANZGA] and reached an even higher pinnacle as the first Chairman of the Greyhound Racing Control Board, as he worked to establish a new industry. His passion for greyhound racing combined with his knowledge of the legal system enabled him to achieve a number of ideals including bringing the control of the then popular field coursing, and mechanical hare coursing under the NCA banner. Flint’s time at the NCA was turbulent. He was not averse to resigning on a point of principle, which he did over the choice of venue of the 1945 Waterloo Cup. However, Flint bowed to pressures and returned.

“I was terribly proud of him because he did a remarkable job on the property. When he first lived there the land was devastated by rabbits and water erosion. He planted trees and cleared the rabbits. He really turned the place around”, he added. Chris lost his long battle with ill-health on October 4th, 1958, having submitted his resignation to the Government as Chairman of the GRCB two weeks earlier.

When approved in Parliament, the GRCB came into effect and held an historic meeting on May 26th, 1955 with Chris Flint named Chairman; and the other four members being Eric Herbert, Frank Kelly, Dave Heneberry and Roy Maidment. On top of his greyhound administrative achievements, Chris Flint was also busy at home. He lived on and managed 11,000 acres of land in Darraweit Guim, an hour north of Melbourne. “Chris had about 10 people working for him on 11,000 acres in Darraweit Guim, and then in his last couple of years the land was subdivided and he managed 4,000 acres of it and called that land Amesbury House”, Adrian recalled.
