Former United States President, Barack Obama and first lady, Michelle Obama, yesterday, endorsed Vice President Harris for president, becoming the final key leaders in the Democratic Party to unite behind Harris after President Biden abandoned his bid for a second term.
This was as Donald Trump, former US President and Republican party’s candidate, met yesterday, with Israeli Prime Minister, Benjamin Netanyahu, at the former president's Florida resort, a day after Netanyahu sat down with President Joe Biden and Harris in separate meetings in Washington.

However, the Take It Back Group, insisted yesterday, that they were going ahead with the exercise and demanded the Minister of the Federal Capital territory, Nyesom Wike to provide facilities at the Eagle square for them.
Owing to their request, Human Rights Activist and Senior Advocate of Nigeria, Ebun Adegboruwa, asked Egbetokun to provide security on that day, saying they would be exercising their constitutional rights.
In what appeared as continued removal of wind from the sail of the action, several civil society groups from across the country not only developed cold feet but withdrew from the planned protests.
From the South West, The League of Yoruba Youths for Advocacy and Good Governance comprising 94 indigenous youth groups decided to withdraw from the planned nationwide protests following a gathering of the youth leaders with acclaimed total members of over 55 million across 774 local government in Nigeria, led by the President General, Adediwura Adesina
Also, a coalition of civil society Groups, Kaduna Concerned Group (KCG), in Kaduna State equally distanced itself from the planned protests which they dismissed as lacking in meaningful direction and thereby chose to stand by government at state and federal levels while waiting for things to improve.
From the South East, a group under the aegis of Enugu Innovative Youths said they were opting out of the exercise to avoid exacerbating the security situation in Enugu State and
to erode Trump's lead.
“We called to say Michelle and I couldn’t be prouder to endorse you and to do everything we can to get you through this election and into the Oval Office,” the Washington Post quoted former US president to have said to Harris.
Michelle Obama said: “I can’t have this phone call without saying to my girl Kamala: I am proud of you. This is going to be historic.”
In a separate statement, the Obamas pledged to, “do everything we can” to elect Harris and called on their legions of supporters to join the effort.
They praised Harris’ record of accomplishments, listing each of her previous roles in what could be interpreted as a rejoinder to Republicans who have labeled her a “DEI hire” — a reference to “diversity,
the country with the hindsight of what transpired during the ENDSARS protest, adding that the propensity to hijack the protest was too high and called for patience while things improve.
Joining the groundswell of groups boycotting the protests was the Southern Kaduna Peoples Union, SOKAPU which posted that with efforts by both the federal and state government which have seen improvements in their security from attacks, they would not be participating in the protests.
The Youth Wing Christian Association of Nigeria, YOWICAN also distanced itself from the protests and rather asked Tinubu to consolidate on his achievements as well as listen to the people.
While the Women led by the Women Affairs Minister and reformed militant, Asari Dokubo are slated to lead women against the protests, the Nigerian Labour Congress and Trade Union Congress in Bauchi State with the government have distanced themselves from it.
Shettima, who spoke yesterday while unveiling the Grand Challenges Nigeria (GCNg) Project targeted at addressing Nigeria's pressing nutritional needs submitted that constructive action is what was required at the moment to solve myriad of problems facing the nation.
He acknowledged the hardship being faced by Nigerians due to recent economic reforms, particularly the removal of fuel subsidies which he assured won’t be long before the nation starts to feel the positive impacts of the economic reforms.
Shettima declared: "This is the time for us to solve our problems, not to protest. The right to protest is guaranteed in most democracies around the world, but when you can start the agitation, and you don't know where it will end, it is a road to anarchy.
"We appreciate what Nigerians are going through, and our heart goes out to them. The oil subsidy has been an
equity and inclusion” initiatives often used derisively to suggest that Harris only reached the upper echelon of American politics because of her race and gender.
“But Kamala has more than a résumé. She has the vision, the character, and the strength that this critical moment demands,” they wrote.
“There is no doubt in our mind that Kamala Harris has exactly what it takes to win this election and deliver for the American people. At a time when the stakes have never been higher, she gives us all reason to hope.”
Their call with Harris took place on Wednesday. Barack Obama said the Democrats would be “underdogs” but pledged to work hard for her election.
“Bottom line is, we are ready to get to work,” he said during the call, according to a transcript. “We are telling everybody to kick off those bedroom slippers and get off the couch and start knocking on doors and making phone calls.”
Many Republicans seized on the fact that Obama did not mention or endorse Harris in his initial statement responding to Biden’s abrupt exit from the race Sunday.
“We will be navigating uncharted waters in the days ahead,” he said in that statement. “But I have extraordinary confidence that the leaders of our party will be able to create a process from which an outstanding nominee emerges.”

The Enugu Innovative Youths called for calm and suspension of the proposed national protests. The youths made their stand known in a communique issued at the end of their meeting in the Enugu State capital at the weekend.
Presenting the communique, Chairman of the group, Collins Nonso, said, “Nigeria is currently experiencing serious challenges, owing to the hunger and financial downturn occasioned by the removal of fuel subsidy, coupled with high cost of food and the depreciation of the naira.
“The Nigerian youths, who are presumed to be the leaders of tomorrow have been found in a state of helplessness and despondency, owing to the blurring of their hitherto bright future.
“However, while the proposed nationwide protest is justifiable, owing to the current state of affairs of our country, we call for a rethink and retreat from the proposed protest by our youths.

production monitoring and a ‘mass balance methodology’ to accurately account for losses and differentiate them from operational losses.
These interventions, according to Komolafe, have significantly reduced theft, with zero incidents reported in July 2023, stressing that on transparency and accountability, the NUPRC has also introduced several innovative measures to enhance transparency and accountability.
“Other innovations include: The Advanced Cargo Declaration (ACD) Regulation that ensures no crude oil is exported without proper accounting and assigns a Unique Identification Number (UIN) to each cargo,” he stated.
He also mentioned the upstream metering regulation, which mandates reliable metering systems to account for all hydrocarbon production and
exports, and real-time cargo tracking and digital documentation to improve visibility and efficiency in cargo operations.
He therefore reaffirmed NUPRC's commitment to continued engagement with stakeholders to optimise Nigeria's oil production and maintain its leadership position in Africa's energy sector.
Highlighting other key initiatives of the commission, Komolafe said the commission has prioritised improving rig availability and reducing nonproductive time through unlocking heavy crude oil reserves via industry workshops.
Among others, these initiatives, he stressed, also support the new Petroleum Prospecting License (PPL) awardees to achieve first oil.
He explained that Nigeria continues to dominate as Africa's
largest producer of crude oil, boasting proven reserves of 37.50 billion barrels and a production capacity of approximately 2.19 million barrels per day.
According to the NUPRC chief executive, as of July 23, 2024, Nigeria's average daily production currently stands at 1.61 million bpd.
He stated that the commission has a mandate to oversee the exploration, development, production, and lifting operations of crude oil and natural gas.
He explained that the NUPRC regulates both the technical and commercial aspects of operations in the nation's upstream petroleum sector, ensuring optimal tax revenue generation, royalty collection, and cost benchmarking.
Other areas of major focus for the commission, he said, include ensuring
business continuity and production sustainability at low costs as well as accurate measurement and timely payment of royalties.
He listed others as: Uninterrupted crude oil and natural gas supply to the domestic market, maintaining safety, health, as well as environmental standards.
On the statutory mandates and regulatory strategies of the NUPRC, Komolafe said the Petroleum Industry Act (PIA) 2021 grants the commission several statutory mandates in the areas of calibration and certification of metering systems and equipment.
In addition, he said they also involve the publication of reports and statistics on upstream operations, regulatory oversight, issuance of quality and quantity certificates for exports and determination of fiscal prices for crude oil and condensate.

Oando Debunks Link with Oil Storage, Blending Plant in Malta

Oando Plc, one of Nigeria's successful independent oil and gas companies, has refuted any link to an oil storage and blending facility located in Malta where dirty petroleum products are allegedly imported into Nigeria.
This was just as Italian energy major, Eni, has disclosed the company's target of raking in more than 8 billion Euros, equivalent of $8.7 billion in net proceeds from asset disposals by 2027.
In a statement issued yesterday, signed by its Chief Compliance Officer and Company Secretary, Ayotola Jagun, Oando stated that neither it nor its executives have ever held shares, investments or interests in the fictitious Maltese company.
The Maltese blending plant has been in the news lately following allegation by Africa's richest man and President of Dangote Industries Limited, Aliko Dangote, that some officials at the Nigerian National Petroleum Company Limited (NNPCL) own and operate an oil blending plant in Malta from where they import blended fuels into Nigeria.
But the Group Chief Executive Officer of NNPCL, Mele Kyari, had publicly denied owning any blending plant in Malta and denied having
knowledge of any of the company's officers owning such a facility in the country mentioned.
However, in debunking the alleged connection with the Maltese blending facility, Oando said as part of a comprehensive investigation into the basis of the false claims, it conducted a search of the Malta Business Registry, the official repository for all registered entities past and current within the country.
It maintained that their search yielded no results for a company bearing that name, adding that subsequent due diligence efforts similarly failed to uncover any record of the company's existence.
The Nigerian company said it believed that the false claims were of the malicious intent of misleading the public and the company's stakeholders.
The statement reads: "Our attention has been drawn to recent allegations on social and digital media, levelled against Oando PLC (‘Oando’ or 'the Company’) of being a shareholder, and its Principals of being Board members, in a Maltese company, Raz Hansir Oil Terminal Limited that operates an oil storage and blending facility, and is purportedly responsible for importing adulterated petroleum products into Nigeria.

UN Charges W'African Countries Under Military Rule to Return to Democracy
The United Nations (UN) yesterday charged the four West African countries experiencing unconstitutional changes in government to transit back to democratic rule.
Deputy Secretary General of the United Nations (UN), Amina Mohammed, who made the call at the State House, Abuja, after a meeting with President Bola Tinubu said she and her team were in Abuja to update President Tinubu on their findings from the visits they made to some countries in Africa and West Africa.
Mohammed said apart from debriefing the president on the proposals he had earlier made to keep dialogue going forward as Chairman of the Authority of ECOWAS, they also appraised emerging challenges. She disclosed that her meeting with the President dwelt on the possibility of including economic development for the countries so that the people of the countries do not suffer.
According to Mohammed, who is former Nigerian Minister of the Environment: “My visit here was to see Mr. President and to give him a debrief on the visit of myself and delegation within West Africa, Senegal, Guinea Conakry, Mali, Niger and Burkina Faso.
“We went to Ethiopia also on finance mission. We were able to debrief on the proposals that he had made to try to keep the dialogue going for some of the states that we have challenges with.
“But at the same time, we also looked for the possibilities to include more economic development so that the people don't suffer at the same time.”
She pointed out that the UN is not however negotiating on behalf of ECOWAS but supporting the subregion.

A Rivers State High Court in Port Harcourt has issued a fresh order stopping the Peoples Democratic Party (PDP) from going ahead with its planned congresses in the state.
The court halted the planned congresses by the party to hold in the wards, 23 local government areas and the state on July 27, August 10 and August 31 2024.
The order dated July 25, among other injunctions, was issued by Justice C.N Wali in a suit registered
in PHC/2400/CS/2024 filed by 21 members of the PDP in the state. Defendants in the matter include, PDP, National Chairman, Iliya Damagun; party's National Secretary, Senator Samuel Anyanwu; National Organising Secretary, Umar Bature and the party's National Financial Secretary, Daniel Woyegikuro.
Others were Aaron Chukwuemeka, Dr. Benibo George, Solomon Ogbonna, Lenebari Inaania, Enia Harris, ThankGod Owhorji, Inspector-General of Police, Commissioner of Police,
Rivers State, Director-General, State Security Service and the Nigeria Security and Civil Defence Corps (NSCDC).
The judge gave the order after hearing a motion ex-parte filed by the applicants in the matter.
The court said: "An order of interim injunction is hereby made restraining the 1st, 2nd and 3rd sets of defendants,.their agents, servants, privies and hirelings from gathering in the 319 wards of the 23 local government areas in Rivers in howsoever and whatsoever manner
for the purpose of conducting, and/ or from conducting the PDP wards, local government or state congresses in Rivers State on the 27th July, 10th August and or 31st August 2024 respectively, "Or on any other date and place in Rivers State or Nigeria or anywhere and/or from conducting any election of the PDP ad-hoc delegates at any forum wheresoever or howsoever pending the hearing and determination of the motion on notice for interlocutory injunction already filed herein."

Keyamo said that in the principle of reciprocity that Nigeria designates British Airways and Virgin Atlantic Airways to its first tier airports,
which are the Murtala Muhammed International Airport, Lagos and the Nnamdi Azikiwe International Airport, Abuja, in accordance to Bilateral Air Service Agreement (BASA) signed between the two countries. "So, UK authorities should reciprocate by allowing Nigerian carrier, Air Peace, which is currently operating from Gatwick, to move to the first tier Heathrow Airport."
Speaking at the League of Airports and Aviation Correspondents (LAAC) seminar in Lagos yesterday, Keyamo said Nigeria would no
longer tolerate a situation where the domestic airlines are not allowed to tier one airports overseas which is in line with the Bilateral Air Services Agreement.
He said failure not to allow Air Peace into Heathrow may lead to Nigeria taking British Airways to a less busy airport in the country.
The minister stated that in the absence of a national carrier, the government would support local airlines and give them whatever they need to survive and succeed.
“We should have flag carriers
which will make us very proud and that will service our reciprocal right and the BASA that we have but they must make sure they raise the global standards and make us proud. We are working and collaborating with Nigerian carriers to ensure that they are supported. We have already written to the United Kingdom to give Nigerian carriers, especially Air Peace, Heathrow Airport, which is a tier one airport, just as we gave British Airways Lagos, our tier one airport. We may as well give BA Ilorin to operate to.

The battle for the control of the soul of the Peoples Democratic Party (PDP) is expected to commence as the state congresses are expected to take place in 24 states today.
The state congresses, is a prelude to a NEC meeting scheduled to take place in September this year. for the purpose of electing a substantive national chairman of the party.
The NEC meeting to elect a new replacement for the vacant office of
the national chairman was shifted from August to September, when the party cited the Hajj where critical stakeholders of the party will be away to observe.
The election is to fill the vacancy created by the suspension of the former National Chairman, Dr. Iyorchia Ayu who was suspended by his ward in Gboko, Benue State.
In the April 18 NEC meeting, the party also directed that congresses should take place in all the wards, local governments and states where
the tenure of the executives had expired.
Under the adjustment, ward congresses to elect ward executives will now take place on Saturday, July 27, 2024, while the appeal panels to hear the appeals arising from the ward congresses will sit on August 2, 2024. Similarly, the local government elections to elect local government executives will take place on August 10, 2024 while the appeal panels will sit on August 16. The NWC
also approved that state congresses to elect state executive committees will hold August 31 while the appeal committee will hear the appeals arising from the elections on September 5. Consequently, the letter added that the new NEC meeting would take place on September 12. The Arewa Consultative Forum (ACF), the socio-cultural organisation of the 19 northern states, has hailed President Bola Ahmed Tinubu for signing the North West Development Commission (NWDC) Bill into law. This was as the North-west Caucus of the House of Representatives has called on President Tinubu to intensify efforts in addressing the security challenges prevalent in the region. Tinubu had on Tuesday assented to the Bill sponsored by the Deputy President of the Senate, Senator Barau I Jibrin, to accelerate development in the North-west geopolitical zone,
comprising Kaduna, Kano, Katsina, Kebbi, Jigawa, Sokoto and Zamfara states.
The North-West Development Commission was set up to facilitate the reconstruction of roads, houses, and business premises destroyed by multidimensional crises and tackle poverty, literacy level, ecological problems, and any other related environmental or development challenges in North-west states.
The National Publicity Secretary, ACF, Professor T. A. MuhammadBaba in a statement yesterday, said the establishment of the commission would address the challenges facing the geopolitical zone. Part of the statement read:

Ex-Rivers LG Chairmen Threaten Fire if Fubara Fails to Obey Apex Court Judgement
The immediate past local government council chairmen in Rivers State have threatened to hit the street and forcefully take over their positions in the councils if Governor Siminalayi Fubara refuses to obey the recent judgement of the Supreme Court on the councils.
The former chairmen who are loyal to the Minister of Federal Capital Territory (FCT), Nyesom Wike, made the threat during a briefing with journalists in Port Harcourt, the
Rivers State capital, yesterday.
Speaking, the former Emohua LGA Chairman, Chidi Lloyd, said they have been patient all the while expecting the governor of the state to do the needful as allegedly directed by the court, but regretted that he (Governor Fubara) has continued to work with the Caretaker Committee members at the council.
Lloyd alleged that the actions by the governor may breach the peace of the state, calling on the police authority at the national level to step up actions
and stop the alleged activities of the CTC chairmen in the various LGAs of the state.
"The Governor of Rivers state is reckless and has continued to act as if the state is a parallel state.
"The essence of this conference is to say that we are not cowards, if this continues we will go back to our local government and force ourselves into the council. We have kept quiet because of the kind of leader we have who continues from time to time to preach the path of peace.
"We are still the same wards that elected him into office as governor, when his local government produced less than 5,000 votes. If this continues, we will exacerbate the already exacerbated situation, we are not cowards.

Action for Healthy Diets and Resilience (CASCADE) Nigeria is to support 7,500 Women small holder farmers with orange flesh potatoes vine and 3500 others with vegetables seeds across four implementing states of Bauchi, Jigawa, Kebbi and Nasarawa.

CASCADE Nigeria, Bauchi Office, Isaac Ishaya made the disclosure yesterday, at the flag off of 2024 Rain Fed season agricultural input fair and voucher redemption at Miri Community in Bauchi local government area. Ishaya, said the aim was to increase access to and consumption of heathy diets, resilience to price and climate change related shocks and stresses for women of reproductive
age and children Under – 5.
According to the Program Manager, CASCADE was giving out support to 1482 women small holders in Bauchi state with orange flesh potatoes vine and 613 other women are benefitting from assorted vegetables.
He added that, “In Bauchi state, we are working in Bauchi, Dass, Jama’are, Ningi and Toro local government areas.”
The organisation also reiterated its commitment to supporting women small holder farmers to engage in nutrition sensitive agriculture in their localities.
Ishaya, said for CASCADE, the idea was to provide the needed support at household level for women small holder farmers to be able to leverage their backyard gardens to cultivate vegetables and orange flesh potatoes.
Unit (SCO-PMU) will report to a Steering Committee/Ministerial Oversight Committee chaired by the minister, including the Minister of State, Permanent Secretary; Ministry of Finance, Ministry of Budget and Economic Planning, and relevant development partners.
The SCO-PMU will serve as the secretariat and delivery unit for the NHSRII and is to be headed by a national coordinator (NC).
The functions of the SCO-PMU include programme management, monitoring and evaluation, engagement and supervision of Independent Verification Agents (IVAs) for NHSRII programmes, and fiduciary management, among others.
Consequently, the President has approved the appointment of Dr. Muntaqa Umar Sadiq as the National
Coordinator of the Sector-wide Coordinating Office-Programme Management Unit. Sadiq has over 17 years of experience in public health, impact investing, investment banking, energy, and climate financing across the health, finance, climate, and energy sectors. He is a doctoral candidate (in public health) at the London School of Hygiene and Tropical Medicine. He holds an M.Phil in Bioscience Enterprise from the University of Cambridge and also holds a medical science/MBBS degree from the Imperial College, London.
The Nigeria Health Sector Renewal Investment Initiative (NHSRII) was unveiled on December 12, 2023, following the adoption of the sector-wide policy by the National Council on Health in November 2023.
Renaissance: As Nigeria Underperforms, US Replaces Africa as Global Oil Swing Supplier

American crude grade, West Texas Intermediate (WTI) Midland has replaced West African oil as the swing supplier for markets between the Atlantic Basin and Asia, according to consultancy Renaissance Energy Advisors.
Exports of the grade have swelled by as much as 3.5 million barrels a day since the US lifted a ban on crude exports in 2015, according to estimates from the consultancy.
About 47 per cent of last year’s flows went to Europe while 43 per cent went to Asia, Bloomberg reported.
“As US crude exports have grown, WTI Midland – a light sweet crude – has emerged as the world’s largest freely-traded grade by output and volume,” the London-based consultancy said in a note to clients.
West Africa was previously the key swing supplier between Europe and
Asia, offering a regular source of spot barrels that can be traded east or west depending on demand in each region.
The soaring supplies of American crude have shifted that role to WTI Midland, and this trend has been reinforced by Africa’s under-performing upstream sector.
The start-up of Nigeria’s Dangote mega-refinery also means more barrels are processed locally, and the giant plant is also importing WTI Midland, the consultancy said.
The dislocation in global crude flows stemming from the European Union’s embargo on Russian crude has also caused WTI Midland to effectively replace Urals as the baseload grade for northwest Europe’s refiners. WTI Midland’s inclusion in the grades that are allowed to determine the price of Dated Brent — an important oil benchmark — has also elevated the position of the US Gulf Coast as a key centre for oil pricing, the note said.

Mining Host Communities Call for Separation of Regulatory/Administrative Functions from Ministry of Solid Mineral

The Federation of Nigerian Mining host communities and its civil society partners, have called for the removal of regulatory functions in the mining and solid mineral sector, from the Ministry of Solid Mineral Development to guarantee effective and efficient regulation of the sector.
The Federation of Nigerian Mining host communities, Global Rights and 17 others, made this call while addressing a press conference on the ongoing amendment of sections of the Minerals and Mining Act of 2007.
Speaking on behalf of 18 others, the Co-chair, Federation of Nigerian Mining host communities, Habibu Wushishi, said the Ministry of Solid Mineral Development is currently saddled with the responsibility of regulation and administration.
He therefore recommended that these roles be separated, with the ministry solely responsible for the administrative functions under the Mineral and Mining Act while the regulatory function be moved to a unit created at the federal ministry of environment.
He further recommended that the proposed bill amend relevant sections of the principal Act to ensure
exploration title holders fully complete Environmental Impact Assessment before mining licenses are granted.
This, Wushishi said is in addition to inclusion of the provision of a five per cent derivative for mining host communities, separate from the 13 per cent allocation to the state recognising their integral role in mineral resource extraction and the need for equitable benefit-sharing.

The wife of Edo State Governor, Mrs. Betsy Obaseki, has said that the state government will not tolerate any form of baby factory and human trafficking in the state. Mrs Obaseki made the declaration yesterday before journalists in BeninCity as one of the alleged operators was arrested alongside five of her victims.
The First Lady said that her attention was drawn to the illegal operation at the Ikpoba Hill axis of the state and she immediately swung into action leading to the arrest of the suspect and her victims. She noted that it is against the law to keep pregnant young girls at unauthorised maternity homes after delivery where their babies will be sold off.
She said the full wrath of the law must fall squarely on the perpetrator, adding that the woman has been operating illegally for two years now.
The governor's wife added that the state government has made it easy for those interested in adopting a child to do so legally and will not welcome the idea of cutting corners.

Ethical Revolution And FCT Healthcare
This is a clarion call for an ethical revolution in the FCT healthcare system. I was recently asked, ‘how can we create a more friendly primary health care, focusing on the FCT?’. In response to this I want to urge a change including patients.
First of all, accountability is of prime importance in getting it right, so institutions and individuals responsible for primary health care (PHC) and others must be held accountable to do what is right and proper for the benefit of the people.
When I was appointed Permanent Secretary, I told myself we need a team that would elicit accountability by being in the field. Everybody is talking about Primary Healthcare Centres, but if you ask me, we need village healthcare. If we can go down to the hamlet level, it will reduce the pressure at the topmost level. Any form of sentiments should be discarded in ensuring equitable PHC service delivery.
We need to be religious-plus, it doesn’t have to be Islam or Christianity. Even if you’re a traditional worshipper, we need the Chinese mentality. Up till now, I don’t know if they’re (the Chinese) Muslims or Christians, but most of the time, for them it is work and their work ethics.
Don’t get me wrong: I’m not saying the Chinese are not corrupt, but I think we need an ethical revolution. ‘Change begins in me’ slogan is not a joke. We need to stop paperwork, signing twopage, well-crafted memos, and giving approvals, and become more practical. We need to digitize our systems not just with laptops, desktops, or tablets. The potential of smartphone technology even in rural areas cannot be overemphasized. Even the villager today can use a smartphone and do so many things. Let’s develop special apps for healthcare reporting and
responses that can elicit serious responses.
I wish to also urge less dependency on foreign donors, advocating for a more balanced approach to resource mobilization. We should relate with donors, but we shouldn’t rely 100% on them. Let the local government, state, and federal governments all contribute, and let there be an accountability system.
Another vision for reform includes stringent training and a culture of accountability. Some people think they have a birthright to act without consequence. But when you know you will account for your actions and face serious punishment, people will stop what they are doing.

It seems that some in the land of the free are free to show prejudice against others inferior even though everyone is equal by law.
Generally these prejudices are based on race, gender, religion or social status but possible U.S. Vice President, J.D. Vance has added one more category, “childless cat ladies”. Not having children may be a deliberate choice, a lack of opportunity, or medical concerns but it doesn’t make someone a bad person. As to pets, including cats, it is clear they bring benefits to their owners in so many ways although I am not sure yet that my Jack Russell, Buddy, has made my life better but he’s improving. Leaders, or potential leaders, should treat all people as equals in word, action and law.

Borno APC Leaders Ask NWC to Reverse Ndume's Removal as Senate Chief Whip

Leaders of the ruling All Progressives Congress (APC) from Borno South Senatorial District, yesterday, called on the National Working Committee (NWC) of the party to rescind the removal of Senator Ali Ndume as the Chief Whip of the Senate.
The leaders at a news conference in Abuja, said Ndume did nothing wrong by drawing the attention of President Bola Tinubu to the challenges being faced by Nigerians.
They dismissed claims that Ndume was planning to leave the APC for another political party.
One of the APC leaders, Baba Ahmed Mustapha, spoke on behalf of others.
They also condemned recent attacks launched against Ndume by one Daniel Bwala.
Mustapha recalled how Bwala allegedly poured scorn on Tinubu in the past. He said, “We appreciate and respect Daniel Bwala’s right to express his opinion on any issue as guaranteed by the constitution just as the Senator when he knew that the observations
made are within the bounds of the constitution.
“As a learned lawyer, he knew that the provision of Section 39 which guarantees the freedom of expression is applicable to all citizens.
"We make no excuses for the Senator.
As a being, he has deficiencies. As a politician, he may not have lived up to people's expectations. But we are proud that he has stood up to be counted when it matters most.
“He refused to behave like the ostrich, who, seeing the approaching storm, buries its head in the sand. His statement was made within the context of a call for a proactive action by the government rather than an instigation against it.

Nigerian Navy Warns against Unauthorised Use of Naval Uniform
The High Command of the Nigerian Navy, yesterday cautioned against indiscriminate and unlawful use of its uniform, accoutrements and insignia by unauthorised members of the public.
A statement by Naval Spokesperson, Cdre Aiwuyor Adams-Aliu, noted that it has come to the attention of the Nigerian Navy that some individuals, who are not personnel of the military especially the Nigerian Navy, wear naval uniforms, and use its accoutrements and insignia indiscriminately.
He therefore, reminded the public that the unauthorised use of the
Nigerian Navy uniform is an offence under Nigerian laws.
Adams-Aliu said: "Specifically, Chapter 12 Section 110 (1) and (2) of the Criminal Code states that “any person who not being a person serving in any of the Armed Forces of Nigeria, wears the uniform or any part of the uniform of such forces, or any dress having the appearance … is guilty of an offence ... Accordingly, the public is hereby warned to desist from wearing or appearing in Naval uniforms and accoutrements at all times."
He said that anyone found in breach of these regulations could be arrested and prosecuted in accordance with the law.

Airfares May Rise as NAMA Raises Navigational

The Nigerian Airspace Management Agency (NAMA) has announced that it would increase en-route navigational charges from N2,000 for local operation; N6,000 for international service to N18,000 and N54,000 per flight respectively leading to fears of further fare increase.
The agency has also increased the extension of hours of service to airlines at sunset airports from N50,000 to 450,000 per extension to enable the agency recover the cost of diesel and other logistics during the period of extension.
Travellers, however, expressed fear that the increase could further lead to a rise in the cost of air travel both
for domestic and international travel.
The hike in the navigational charges was made known yesterday, by the Managing Director of NAMA, Umar Ahmed Farouk, during a presentation at the League of Airports and Aviation Correspondent (LAAC) conference held in Lagos.
Earlier in the year, NAMA and the Nigerian Civil Aviation Authority (NCAA) held a strategic meeting with some airline operators under the aegis of Airline Operators of Nigeria (AON) to review what has been described as the outdated N16,000 Terminal Enroute Navigational Charges (TNS).
The meeting held in Abuja, was called at the instance of the NCAA and NAMA to get the understanding of the airlines on the review of the rate
which the airlines admitted needed to be reviewed.
The implication of the action which NAMA took to cushion its high cost of airspace surveillance and security could further lead to astronomical increases in domestic airfares and by extension fares on international routes.
He noted that the industry required efficient pricing of products and services, stressing that it was a critical lever for enhancing affordability, driving competition, supporting infrastructural development, promoting sustainability, and improving operational efficiency.
He, however, noted that the price for services must reflect the value of these services.

We majorly generate these funds through the airline companies.” Farouk further disclosed that for 2023, NAMA had an expenditure of about N21 billion in personnel costs alone, spent over N12 billion in capital costs and over N10 billion in overhead costs, adding that all these were to be (and were) funded from fees (no FGN budgetary allocation).
Otti Identifies Good Governance, Job Creation as Antidote to Japa Syndrome

As Nigerians continue to emigrate to foreign nations in search of greener pastures, Abia State Governor, Alex Otti, has said that the phenomenon known as Japa syndrome can only be controlled with good governance and job creation.
He suggested this antidote when he received the executives of the Bankers Institutes of Nigeria (CIBN), who visited him at his Umuehim Nvosi country home in Isialangwa South
Local Government Area of the state. Otti, who was responding to Japa syndrome, which was among the issues raised by the CIBN, said that it cannot be stopped with legislation or even appeal to patriotism.
He stated that the solution lies with the nation's political leaders, adding that they should put on their thinking caps and come up with good policies and programmes that would create similar opportunities pulling Nigerians to foreign lands.
He said: "Japa syndrome is actually the reality that faces us. You cannot
legislate it, you cannot do anything about it once your economy and your system don’t look conducive or don't look attractive, or if other economies are looking better than yours.
“So, the only response you have is to create the enabling environment, create jobs for them and encourage them to stay back".
According to him, wherever the right policies are in place "to attract young talented people, they will go there, no matter what you do" hence the need to make Nigeria attractive to its citizens.
“So it behooves us who form the leadership cadre in the country to put on our thinking caps and come out with solutions to the japa syndrome," Otti said.
The Abia governor, who is an economist and former bank chief, explained that Japa syndrome is a function of "demand and supply situation", which is an interesting concept in economics.
"If demand is higher than supply, prices will go up. If your prices go up, demand will go down. So that is how it is," he said.
Amosun Advocates Regulation of Online Media

A former Governor of Ogun State, Senator Ibikunle Amosun, has tasked the Nigeria Union of Journalists (NUJ) on the need to push for the regulation of the online media, while urging stakeholders to save the journalism profession from quacks and 'emergency reporters'. Amosun, who stated this at the 6th Anniversary of Penpushing Media held in Abeokuta, noted that online and social media regulation was necessary in
order to distinguish the sincere platforms from the dishonest, whose promoters most times are faceless, and prevent them from destroying the reputation of the professionals. He said, "As essential as the roles of the media and its practitioners are in our society, especially in shaping the opinions and setting agenda for good governance, national cohesion, communal harmony, and socio-economic development, it is of utmost importance that the media, particularly online platforms, must do
so with circumspection and deep sense of responsibility.
"The proliferation of online media in Nigeria has become a source of concern to stakeholders in the media industry and the generality of the people. Though one can not rule out the fact that online journalism comes with its ability to ensure that news and information get to readers all over the world as they happen. Fagbemi Warns LG Chairmen against Corruption, Says ‘Your Governors Will Not Follow You to Kuje’

Attorney-General of the Federation (AGF) and Minister of Justice, Prince Lateef Fagbemi, SAN, has warned chairmen of the 774 local government councils in the country to make judicious use of monies allocated to them, saying they and not the governors of their respective states would be held accountable.
Fagbemi sounded the warning yesterday in Abuja, while declaring
open a one-day Validation Meeting of the Reviewed National Anti-corruption Strategy (NACS) 2022-2026 Action Plan. It would be recalled that the federal government had dragged the 36 states of the federation to the Supreme Court over alleged retention, conversion and misuse of funds allocated to the LGs because the funds were usually paid into a joint account belonging to the states and LGs. Based on the submissions of the federal government and attached evidence, the apex court
in its judgement ordered the Federal Account Allocation Committee (FAAC) to henceforth disburse funds directly accruable to them.
Assuring that the move by the federal government to ensure funds are available for grassroots development henceforth, the minister observed that it would be very easy to handle the LGs because the chairmen unlike the governors don't have immunity, adding that "it is very easy to put them where they belong when the need arises."
Besides, he warned, "if a governor asks you to commit a crime, he will not follow you to Kuje.
Fagbemi, therefore urged anticorruption agencies participating in the meeting to pick up the challenge and not to hesitate in arresting and prosecuting LGs chairmen who divert the funds meant for their council to other ventures.

Onwumere stated that the national anticorruption strategy is a self assessment checklist of the United Nations Convention Against Corruption (UNCAC) that Nigeria joined in 2009.
Remain Focused, Steer Clear from Detractors, IYC Tells Otuaro

The Ijaw Youth Council (IYC) has called on the Administrator of the Presidential Amnesty Programme (PAP), Dennis Otuaro, to focus on his job and not be distracted by detractors, especially those who do not mean well for the Niger Delta region.
The spokesman of the umbrella body of Ijaws youths worldwide, Binebai Princewill, in a statement reiterated the full support of the council for Otuaro and his administration, stressing that he should continue with his good works.
Princewill made the remark yesterday when the Administrator and his team stopped over at the spokesman's office in Warri to engage with other leaders and members of Ijaw Youth Council.
While describing Otuaro as one of the most humble Niger Delta and Ijaw leaders in Government, Princewill
appealed to Otuaro to consider the IYC in the scheme of things in his strong drive to reposition the Amnesty Programme, adding that the Ijaw Youth Council is very critical in the polity. He lauded Otuaro for engaging stakeholders across the region, adding that it is only enemies of Ijaw nation, Niger Delta, Nigeria and agent of darkness that will be criticising Otuaro that is currently revamping the Amnesty Programme. According to Princewill, the moves taken by Otuaro so far within the last few months that he has held sway as the Administrator of the Presidential Amnesty Programme have been quite historic, stressing that no one that has occupied the Amnesty Programme in the past that has been able to mingle with the Niger Delta people and her stakeholders like Otuaro is currently doing now, stressing that PAP is truly in a safe hand.

Ogun Woos Foreign, Domestic Investors to Boost Development

Ogun State Government has invested massively in its security architecture by providing security agencies with modern crime-fighting tools to secure lives and properties in the State, the Commissioner for Finance, Mr. Dapo Okuboyejo, said yesterday.
Okuboyejo, who is also Chief Economic Adviser (CEA) to Governor Dapo Abiodun, stated this in Abeokuta, while addressing the South AfricaNigeria Business Chamber, during an investment webinar, with the theme: “Navigating The Investment Landscape in Ogun State, Nigeria: Key Sectors and Growth Areas.”
According to him, the
State Government has created a conducive business environment for both local and international investors to operate in the State. The Economic Adviser noted that Ogun State has over 16,000 square kilometers of land mass, of which about 65 percent is suitable for agriculture. He noted that commercial farmers could take advantage of the all-year farming and the conducive climate to go into food or cash crops cultivation.
Speaking on the business opportunities that abound in the State, Okubadejo, was quoted in a statement to have said sectors like infrastructure, education, real estate, transportation and ICT were open for investment,
adding that with international border and its closeness to the nation’s economic capital, Lagos, Ogun State provides the best destination of choice for Investors.
He added: “In the area of solid minerals, Ogun State is probably number one in the country as we have several minerals from limestone to bitumen, sulphate, granite and clay, among others.

CMD Tasks Small Business on Developing Effective Marketing Strategies
The Acting Director General of the Centre for Management Development (CMD), Dr. Modinat Olusoji, has urged operators of small businesses to develop effective marketing strategies that would take their products and services to desired target audience.
Olusoji, gave the advice during the recent CMD’s free seminar on “Effective Marketing Strategies for Small Businesses,” which was held in Lagos.
She said: “Effective marketing strategies are critical for businesses to reach their target audience, build brand awareness and drive sales.
“However, with rapid technological advancement and changing consumer behavior, marketing has become more challenging.
“Therefore, businesses must constantly their marketing strategies to remain competitive.
“As such, entrepreneurs need to know where to look for signs of accelerating changes to meet customers’ needs through strategies to overcome the challenges.”
She also said the seminar was designed to equip actual and potential small business operators with the requisite marketing strategies.
“It is expected to deal with issues such as digital content, social media market-
ing and related content for entrepreneurs,” Olusoji said.
Speaking in the same vein, the Director, Entrepreneurship and Business Development, Mrs. Olanike Adeyemo, told small business operators that remaining competitive in today’s digital age required keeping pace with the latest marketing trends.
Adeyemo said: “With the rise of social media and mobile devices, consumers have become more connected and informed than ever before.

The announcement of President Joe Biden of the United States of America to quit the 2024 presidential race for his re-election reverberated around the world and has since become a major talking point globally.
Biden’s decision to bring a sudden end to his half-century career in politics, attracted not just praise from his fellow Democrats, but also kind words from world leaders.
Biden, 81, is the first sitting president not to seek re-election since 1968 when Lyndon Johnson halted his campaign as his popularity sank during the Vietnam War.
Speaking in a televised address on Wednesday, the US President stressed that he ended his re-election campaign in a bid to save democracy in the United States. He also pointed out that he endorsed his deputy, Kamala Harris, to unite fellow Democrats and the country.
“I revere this office. But I love my country more. I have decided the best way forward is to pass the torch to a new generation. There’s a time and a place for new voices, fresh voices and yes, younger voices. That is the best way to unite our nation,” Biden said.
According to him, “nothing can come in the way of saving our democracy. That includes personal ambition.”
Since the announcement was made, the US President has continued to receive praises for his decision to step down from the race in the interest of American people.
Prior to the decision to step down, he had come under intense and mounting pressure from fellow Democrats after a disastrous debate performance in June with his arch rival, Donald Trump, when he appeared feeble and confused, among other gaffes ahead of the November 5, 2024 polls.
It is instructive to note that Biden’s decision to withdraw from the race offers significant lessons for African leaders, particularly those who have held power for extended periods.
His exit, which came amid concerns regarding his health and age, underscores the importance of recognising personal limitations and prioritising the collective good over individual ambition.
In Africa, some of its leaders find it extremely difficult to embrace democratic culture and sacrifice their ambition for the general progress of the society, as they keep coming up with ways to stay in power. These set of rulers cling to power for decades, either by force, breaking laws or by altering their constitutions even when they are dying.
For instance, the President of Equatorial Guinea, Teodoro Obiang Nguema Mbasogo, who is over 80 years, has ruled the country for 43 years. In Cameroon, despite his poor health, Paul Biya, who has ruled the country since 1982, is not willing to step down; just as it is in Republic of the Congo, where Denis Sassou Nguesso has held on to power for 38 years.
In Uganda, the story is not different as Yoweri Museveni, 79, has ruled his country for 37 years since January 1986. Similarly, Isaias Afwerki, 76, has been Eritrea’s President since the East African country gained independence in 1993, while Ismaïl Omar Guellé, has been ruling as President of Djibouti since 1999, despite his declining health condition.
In the same manner, the likes of Paul Kagame, Rwanda’s President since 2000; Faure Essozimna Gnassingbé, President of Togo since 2005, Alassane Dramane Ouattara, President of Ivory Coast since 2010, among others, have all found ways around their respective political systems to perpetuate themselves on power, in some instances against the wish of their citizens.
These African sit-tight leaders have continued in this pattern rather than build strong democratic tradition that would discourage leaders refusing to relinquish power and ensure a smooth transfer of power.
The continent as a whole continues to suffer from leaders’ attempts to extend their terms in office and adopt a rigid mindset. Due to the despotic nature of these dictators, it has not only caused immense suffering for the majority of the populace but has also had a detrimental effect on the continent’s overall progress and development.
The issue of conflict, which takes different forms and leads to loss of lives and property, forced displacement of a
sizable population, refugee crises, poverty, starvation, and the continent’s general underdevelopment process, comes at the end of these leaders’ attempts to perpetuate themselves in power.
Corruption is another factor that draws people to the sit-tight leadership mentality found in several African nations. A number of African presidents enter public service with the ulterior motive of accumulating fortunes at the expense of the community.
Regrettably, corruption is encouraged by the African mentality that makes it unimaginable for a former public official to return to his pre-office level after leaving government. No matter how brief his term in office was, society expects that if he did not have a home, he would have acquired multiple houses while in office in various cities both inside and outside of his country. When his term is up, his family and the community would look down on him if he did not achieve any of these.
Similarly, the influence of money in African politics guarantees that only the wealthy are able to run for government or influence others to be appointed to public positions. In Africa, one must be extremely wealthy and have sufficient private funds before attempting to run for any elective office, in contrast to developed nations where candidates are selected for office based on professionalism and merit and where politicians rely on party support during elections.
African leaders need to understand that the only thing constant in life is change and that everything is constantly changing. Therefore, it becomes quite unsettling to see how an African leader generally detests change in leadership, finds it extremely difficult to abide by the constitution’s provisions regarding the terms of office, and will do everything in their power to prolong their tenure—even in the face of resolute opposition from the populace, which frequently pays with their lives.

This serves as a model for African nations where leaders frequently resist calls to step down, even at the point of death, often leading to political instability. The ability to consult and respond to the electorate’s concerns is vital for democratic health.
The US President withdrawal from the race further illustrates the principle that leadership should focus on the collective good unlike the African context where leadership recruitment is often motivated by personal gain rather than the welfare of the populace. This misalignment remains the major cause of governance crises and public discontent in the continent.
Additionally, his party, the Democratic Party’s ability to respond to Biden’s situation reflects the importance of internal democracy within political parties which is lacking in political systems in Africa.
Furthermore, Biden’s exit serves as a benchmark for leaders in Africa, particularly those who have been in power for decades. It is crucial for leaders to learn when to step aside and allow for new leadership that can better address present challenges. This practice can rejuvenate political landscapes and foster trust in democratic processes.

Delivering his address during the mid-year review of the Bank’s operations in 2024 before the Senate Committee on Banking, Insurance, and Other Financial Institutions, it is evident that a meticulously crafted plan and strategy is being diligently implemented with a strong conviction of its successful realization by the proficient individuals involved. While this assertion may seem futuristic, it carries substantial positive implications that could potentially revolutionize our economic landscape in the years leading up to the new decade.
The central bank is evidently taking a prominent role in the economic endeavors of the Tinubu-led administration, guided by seasoned experts. It has consistently reiterated its dedication to implementing policies that promote sustainable growth in the financial markets and overall economic stability. Since assuming office in October 2023, the leadership of the CBN appears to be focused on stabilizing the economy, instilling confidence in financial markets, and laying the groundwork for enduring growth. An in-depth analysis reveals the resilience of the Nigerian economy in the first half of 2024, exhibiting a growth rate of 2.98% in the initial quarter,
an increase from 2.31% in the corresponding period last year. I’m convinced that the governor, a revered leader with strong Christian principles didn’t just stumbled on the idea to construct the Ibom Towers in Lagos and three-star hotel in Abuja overnight. I believe strongly that he must have taken time to think through it and weighed the benefits before going public with the proposal. Those questioning the rationale of the projects though they have the constitutional rights to do, with all due respect, are criticising blindly having failed to provide any viable alternative. It’s on record, that the proposed sites for the Ibom Towers on Aboyade Cole Street, Lagos, and the state’s Liaison office in Abuja Central Business District, have all been lying fallow for years without adding any value.
Those saying the Akwa Ibom State Government should have channelled such funds to provide food for the people are being economical with the truth given the realities on ground. Instead of commending the decision to invest and grow the state’s revenue, they are busying kicking against an idea whose time has come, all in the name of politics. For crying out loud, what is Governor Umo Eno’s sin if I may ask? The proposed Ibom Towers and three-storey hotel in Lagos and Abuja respectively, after all, are not new. The Governor had captured this in his first anniversary address. I remember him saying, ‘We will undertake the construction of Ibom Towers, an 18-Storey commercial property on Aboyade Cole, Victoria Island, Lagos. This will serve as an income-earner for the state, in the nation’s commercial capital. We will also build a medium-density housing estate in Ewet Housing and sell the homes to high-income earners. A three-star hotel will also be built in Abuja where our current Liaison office is located.’
The governor should be commended for not reneging on his promise, not being attacked from left, right and centre by some disgruntled elements who never meant well for Akwa Ibom State.
Governor Umo Eno since assuming office on May 29, 2023, has shown exemplary leadership. He shouldn’t be distracted by any disguise. As businessman, after listening to
analysts that analysed Governor Umo Eno’s ARISE Agenda, I beg his critics to leave him alone because he has demonstrated that he meant well for the state. He shouldn’t be distracted by anyone at this time.
I strongly believe that the proposed 18-storey Ibom Towers and three-storey hotel will not only generate revenue for Akwa Ibom State Government, they will create jobs for citizens of the state, stimulate economic growth in the state, contribute to the development of the real estate sector in Lagos and Abuja, guaranteed return on investment, reduce dependence on a single revenue stream and increase property value and attract potential investors. Governor Umo Eno in one of his official functions recently, stated without any ambiguity that the investment plans of the state government wouldn’t stop other development projects across the state.
What is your assessment of the ARISE Agenda?
Since he assumed office, Governor Umo Eno has hit the ground running, rigorously implementing the ARISE Agenda. He has virtually touched on all sectors of the state - education, health, agriculture, economy, social and humanitarian, security, housing, and others. Records show that every month he ensures that the elderly receive N50,000 for their
upkeep. Through the Bulk Purchase Agency and the free food voucher programme, over 100,000 families have been touched. AKWACARES, a programme that takes care of the neediest and those on the Social Register have impacted the lives of thousands of families in the state. So far, over N20 billion has been paid as gratuities for retirees in the state civil service, primary school teachers and retired local government workers. The governor had augmented that to the tune of N5 billion billion, the palliatives earlier rolled out by the federal government in the wake of the removal of the fuel subsidy. He has released N2 billion interest-free loans to traders to expand their businesses and N500,000 each given to 800 trainees of the Entrepreneurship Accelerator Programme (EAP) scheme run by IBOM-LED. Free medical outreach programmes have been conducted across the state where surgeries and other medical needs were undertaken free of charge to the patients, most of them, the most vulnerable. Governor Umo Eno has undertaken the construction of Arise Humanitarian Homes - a 2-bedroom housing scheme built, furnished and donated to the most vulnerable in each of the 369 wards in the state. This gesture has been celebrated all over the nation. Having publicly acknowledged receipt of 24,000 bags of 25kg rice sent in by the federal government to cushion the

effect of the high cost of staple food items in the country, he doubled the donation by the federal government witth 24,000 additional bags bringing the total quantity to be distributed to 48 thousand. Firmware Vulnerabilities
Insecure Firmware Updates: Lack of secure update mechanisms or unsigned/unverified firmware updates can introduce vulnerabilities. Firmware Reverse Engineering: Easily recompilable firmware can expose sensitive information and cryptographic keys. Insecure Boot Process: Lack of secure boot mechanisms can allow attackers to install malicious firmware.
Persistent Malware: Difficulty in detecting and removing malware that infects firmware can lead to long-term compromise. Mitigation: Use of signed and verified firmware updates delivered through secure channels, implementing obfuscation techniques to make reverse engineering more difficult, storage of sensitive information and keys securely within the firmware, implementation of secure boot with hardware-based root of trust to verify firmware integrity during boot, implementing mechanisms for detecting and removing malware from firmware, use of integrity checks and monitoring to identify unauthorised changes.
Transmission/Transport Layer Vulnerabilities
Insecure Communication Protocols: Using protocols without encryption or known vulnerabilities exposes data to eavesdropping and manipulation. Weak Encryption: Use of outdated or weak encryption algorithms or improper implementation can leave data vulnerable. Lack of Authentication: Absence of mutual authentication between devices and servers allows attackers to masquerade as legitimate users. Man-in-the-Middle (MitM) Attacks: Data can be intercepted and tampered with during transmission if not properly secured.
As Gbeleyi Arrives BPE with Aplomb
Mr. Ayodeji Ariyo Gbeleyi arrived the Bureau of Public Enterprises (BPE) in the morning of Monday, June 24, 2024, and after the handover formalities with his predecessor, then acting Director General of BPE, Mr. Ignatius Ayrwoh, he set out for business.
Staff of the privatisation agency were surprised that he called the Enterprise Business Review Forum(EBRF) which holds every Monday.
The EBRF is a review platform to unveil, scrutinise and interrogate transactions and activities of the Bureau that is physically attended by Directors and Heads of key units and virtually by other management and senior staff of the Bureau.What changed was that instead of starting at 10am, the forum was shifted to the afternoon of that day.
I called a friend around 2.32pm and he messaged me thus: “The new DG is giving us fire in EBRF.”
To which I responded, “Interesting. On Day One and he called EBRF?” And it was not a cosmetic meeting. From accounts of the attendees, it was not only fruitful but it was also an intellectual fest.The shock to the staff was Gbeleyi’s familiarity with the Bureau’s strategies and transactions.
Even transactions conducted over 15 years ago like the concession of the ports system into 26 port terminals operated by private companies. Even commercialisation is a topic he
is comfortable with.
The discourse lasted till 5pm. At the end of the meeting, my friend summarised their encounter with Gbeleyi thus: “Honestly, the guy was on fire. He has a wealth of experience in both private and public sectors. We have not had a DG with such knowledge of transactions on Day One as the new DG.”
The press statement from the Presidency that announced Gbeleyi’s appointment on June 15, 2024 described him as a renowned financial expert and award-winning chartered accountant.
According to Special Adviser to the President on Media & Publicity, Ajuri Ngelale, the the president, “expects the new Director-General to bring his vast experience and competence to bear in this role to strengthen the agency as the national resource centre for capacity building and sustenance of reforms through the promotion of a competitive private sector-driven economy, ensuring social accountability and efficient deployment of public resources, as well as advancing effective corporate governance and fiduciary discipline in the public and private sectors.”
A lawyer friend who knew Gbeleyi in the early 2000, when he was engaged with Lead Merchant Bank as Head of Treasury (when the bank was working on Lagos State Bond), described him as hard working and meticulous.
He was in the bank between 1988 and 2000. He then moved to Guardian Express Bank where he held the position of Assistant General Manager.
Between 2002 and 2008, Gbeleyi was in the
employ of Celtel Nigeria (now Airtel), where he held several positions culminating as General Manager.
In 2008, he moved to the public sector as Director General of Lagos State Public Private Partnership(PPP) Office. Between 2013 and 2015, he was Lagos State Commissioner of Finance. In 2022, he was named Chairman of the Board of Federal Mortgage Bank of Nigeria (FMBN)
In 2016, he also became Chairman of Axa Mansard Health. Until being named to the headship of BPE, he was Managing Partner of GA Capital --a bespoke financial advisory firm. The firm provides advisory services in public finance management, project finance, regulatory and compliance matters, PPP projects structuring, negotiation, financing, and implementation across both the private and public sectors.

Cardoso’s Tough Love: Will Rate Hikes Cage Nigeria’s Stubborn
The Olayemi Cardoso-led Monetary Policy Committee (MPC) strongly believes that crushing inflation is the best thing the Central Bank of Nigeria (CBN) can do to boost purchasing power and support economic growth.
That was why at its meeting held during the week, for the fourth time in a row, the committee raised the Monetary Policy Rate (MPR), the benchmark interest rate, by 50 basis points to 26.75 per cent, from the 26.25 per cent it was previously.
Nigeria has been grappling with persistent inflation for several years and in response, the CBN has implemented a series of interest rate hikes. While this is a common monetary policy tool to curb inflation, its effectiveness in Nigeria’s complex economic landscape has been a subject of debate.
The logic behind raising interest rates is to make borrowing more expensive, thereby discouraging spending and investment. This reduced economic activity can lead to lower demand for goods and services, ultimately putting pressure on prices downward.
Even though the latest numbers increased slowly, all indicators of inflation in the country rose once more in June 2024, according to the National Bureau of Statistics (NBS). From 22.8 per cent in June 2023 and 34 per cent in May 2024, headline inflation rose to 34.2 per cent in June 2024. Currency depreciation, with the official exchange rate presently at N1,599/$, compared to the N769/$ it was in June 2023, and growing food inflation (36.4 percent year-on-year) continue to be the key drivers of inflationary pressures.
Also, food inflation, which increased to 40.9 per cent in June, from 40.7 percent in May 2024 and far higher than the 25.3 percent recorded in June 2023, continues to be the primary driver of headline inflation. Corresponding to this, core inflation increased from 20.1 percent in June 2023 to 27.4 percent in June 2024, up from 27 per cent in May 2024.
However, inflation means different things to different people. For the average person, inflation is the result of having to spend more money in order to buy the same amount of products. In contrast, an economist views it as the overall rise in the level of prices during a given period of time.
Notably, high inflation distorts consumer behaviour. It also destabilises markets by creating unnecessary shortages. Similarly, high inflation, which is not the desire of any economy, leads to income redistribution and brings about weak purchasing power.That is why central banks globally are never comfortable with a rising inflation rate usually seen by them as ‘evil.’
Additionally, as part of measures to control Nigeria’s stubborn inflation, the MPC at its Tuesday meeting, also adjusted the asymmetric corridor around the MPR to +500/-100 from +100/- 300 basis points. It however, retained the Cash Reserve Ratio (CRR) of Deposit Money Banks (DMBs) at 45 per cent and Merchant Banks at 14 per cent, as well as retain the Liquidity Ratio (LR) at 30 per cent.
According to the CBN Governor, the sustained hawkish monetary policy stance was specifically aimed at bringing inflation under control. Cardoso, specifically noted the persistence of food inflation, which continues to undermine price stability.
He said while monetary policy has been moderating aggregate demand, rising food and energy costs continue to exert upward pressure on price development.
Notably, the CBN governor pointed out that the prevailing insecurity in food producing areas and high cost of transportation of farm produce are also contributing to headline inflation.
He said the committee was therefore, not oblivious to the urgent benefit of addressing these challenges as it will offer a sustainable solution to the persistent pressure on food prices.
He reiterated the CBN’s commitment to its price stability mandate,
expressing optimism that despite the June 2024 uptick in headline inflation, prices are expected to moderate in the near-term.
The MPC further doubled down on its commitment to stay on course with its tightening cycle in view of the urgent need to address inflationary pressures to consolidate on the gains achieved so far.
The committee particularly hinged its optimism on monetary policy gaining further traction, in addition to recent measures by the fiscal authorities to address food inflation.
The MPC, therefore, resolved to sustain collaboration with the fiscal authorities to ensure that inflationary pressure is subdued.
According to Cardoso, the MPC further expressed optimism with the recent stop gap measures by the federal government to bridge the food supply deficit.
In particular, he noted that the 150-day duty free import window for food commodities including maize, husked brown rice, wheat and cowpeas, among others, will moderate domestic food prices.
The central bank stated that these measures would not lead to direct injection of liquidity into the economy as to cause further inflation.
The apex bank boss also noted that while the measure was a welcome development and may prove effective in the short run, “it is expedient that it is implemented with a defined exit strategy to avert a possible rollback of the recent gains in domestic food production.”
On the Foreign Exchange (FX) segment, Cardoso noted the narrowing spread between the various foreign exchange segments of the market, which he said was an indication of price discovery and improved market efficiency, thus reducing opportunities for arbitrage and speculation.
Nasarawa Govt Tasks LG Chairmen on Human Capital Development
The Nasarawa State Government yesterday urged tasked Chairmen of the 13 Local Government Areas in the State to key into its Human Capital Development agenda to ensure the rapid growth and enhancement of communities across the State.
The State’s Human Capital Development Agency had embarked on a Data Advocacy Roundtable Discussion with stakeholders at the local government level which had taken place in the Nassarawa-Eggon, Doma, Awe, Obi and Keana LGAs of the state.
Speaking yesterday, shortly after the HCD and Data Advocacy Roundtable Discussion in the Wamba, Kokona, and Akwanga LGAs of the State, the Director General of the agency, Habiba Balarabe Suleiman, said it was necessary for the council chairmen to work assiduously towards ensuring that appropiate actions were taken on matters concerning their respective LGAs and communities.
She, therefore, pledged the commitment of the Nasarawa State Government to partner local government councils in the State that are lagging behind in social amenities such as schools, healthcare centers, portable drinking water, markets, housing, toilet facilities, among others.
The DG further explained that the objectives of the roundtable was to address complex issues surrounding Human Capital Development, discuss the policy frameworks, engage diverse stakeholders on the six
thematic areas of the state’s HCD agency and promote inclusivity in development initiatives.
She said, “I am happy that today’s outing in the three LGAs was successful. We have been able to engage with the council chairmen and other stakeholders, and I can say they now have an improved understanding on the activities of the Human Capital Development Agency, and they have all decided to key into the agenda for the benefit of their respective LGAs.”
She added that sustained collaborative efforts were needed to accelerate Human Capital Development in Nasarawa State, Nigeria and Africa at large, adding that a pathway to achieving it was through advocacy.
While expressing gratitude to the Africa Human Capital Development Plus for funding the project, the Director General mentioned the six thematic areas of the state’s HCD Agency to include Health and Nutrition; Education; Labour Force Participation; Youth; Social Development; and Local Government and Community Development.
On his part, the Executive Chairman of Wamba LGA, Asiru Bala, expressed gratitude to the Nasarawa state government for organising the stakeholders roundtable discussion aimed at supporting the communities in the LGAs to develop and add value to the society at large.
In his speech, the Vice Chairman of Kokona LGA, James Musa, while thanking the HCD Agency for the programme, said he would work towards enlightening his people about the programmes of the agency to enable them benefit from the kind gestures of the state government.
He said, “Inflation really and truly is having a major impact on our economy. Purchasing power is getting eroded. People are being pushed into different categories of poverty, and it is in their own interest that we are able to take the scourge of inflation.
“If not, the ramifications will also be for them. It’s not on the average man alone. We understand the need for growth and we also understand that it is relatively challenging when you have high-interest rates.
“We also understand that quite frankly. My belief is that it is so fundamental to the long-term future and stability of our economy that inflation should be brought under control, that in the short term these are pains which ultimately will be able to help our economy and help the manufacturing businesses as well.”
However, to analysts at Cordros Capital, while the modest rate increase primarily reflected their anticipation of moderating inflationary pressures in the near term, the MPC members’ decision was also swayed by concerns over escalating borrowing costs for both the government and corporations, following the previous aggressive rate hikes.
“Additionally, the MPC’s decision to narrow the asymmetric corridor around the MPR to +500bps/-100bps (previous: +100bps/-300bps) appears to be driven by its move to further tighten monetary conditions without significantly raising the policy rate.
“Furthermore, the MPC highlighted that the still tight financial conditions in the global economy and the ongoing geopolitical tensions continue to pose an upside risk to domestic inflation. Whilst the MPC’s view on a sustained disinflationary trend aligns with ours, we highlight that inflation is settling within target in the UK and approaching target level in the US and the Euro area.
“We posit that inflation may have peaked in June and should start to moderate in July as the price shock from the subsidy removal and the currency devaluation in June 2023 begins to fade. In this vein, we expect the MPC to lean towards a neutral monetary policy stance, that is, a wait-and-see approach, in its next monetary policy meeting in September, allowing the impact of previous rate increases to permeate the economy.
“Additionally, the surge in the government’s borrowing cost following the uptick in fixed income yields is expected to underpin the MPC’s decision to pause its policy rate hikes. Consequently, we expect the MPC to “HOLD” the MPR and other parameters constant at their meeting on the 23 and 24 September,” they added. Clearly, the Nigerian economy is challenged due to the fact that its inflation is largely driven by structural factors such as supply-side constraints, infrastructure deficits, and insecurity, rather than just demand-pull inflation. Also, the naira’s persistent depreciation against the dollar also fuels inflation. While higher interest rates can attract foreign investment, it might not be enough to stabilise the currency in the face of other economic challenges. This, therefore requires more push from the fiscal side to achieve economic stabilisation as interest rate hikes are not a silver bullet. To truly support efforts of the Cardoso-led CBN in addressing the root causes of inflation in the country, a multifaceted approach is required.
Investing in agriculture, infrastructure, and security can boost supply and reduce inflationary pressures. The government also needs to control its spending and avoid inflationary fiscal policies. In addition, providing support to vulnerable groups can help cushion the impact of rising prices.

The Nigeria international started his career as a pure winger who delighted in taking on his markers with his pace, trickery, and guile, little wonder his style of play as a full-back is quite reminiscent of Victor Moses in Antonio Conte’s 2016/17 English Premier League-winning squad.
Born in Okija, Nigeria, Osayi-Samuel moved to Spain at an early age before emigrating to England at 10 years of age. A product of the Blackpool academy, he broke into the first team as a teenager in 2015, playing primarily as a winger across League One, League Two and very briefly in the championship before securing a move to Championship mainstays Queen Park Rangers in September 2017. Osayi-Samuel’s ability to dribble, create and pose a threat to opposition defences was never in doubt but the numbers have hardly been really outstanding in terms of goals and assists for the Fenerbaçhe man.
37 goals and assists in 194 appearances across the lower divisions of English football may have looked more average than world-class but it was his potential that had most likely attracted Fenerbaçhe to him as he switched to the Turkish giants in the second half of the 2020/21 season and it was just a goal and an assist to his name in a total of 19 appearances before the end of that season.
His first full season was also not very remarkable as he was only able to manage two goals and five assists in 43 appearances across all competitions.
Though, the arrival of P ortuguese manager, Vítor Pereira at Fenerbaçhe in the summer of 2021 occasioned a formation change to a 3-4-3 for the Turkish club with Osayi-Samuel being one of those affected by this tweak as he was made to be the right wing-back in new set-up.
“That’s not usually my position, I’ve been an out-and-out winger. He wanted me to come back as a full-back when we didn’t have the ball. He started teaching me the basics of defending, and from there I started playing as a wing-back,” Osayi-Samuel said in an interview.
The 25-year-old continued being a wing-back/full-back from then on and has established himself as a key player for Fenerbaçhe.

Like every sporting competition Nigeria has participated in, preparing the athletes well has always been an issue and the 2025 Olympic Games is no different.
In a chat with THISDAY, former Nigeria Olympics gold and bronze medalist, Enofiok Udo-Obon ahead of the this year’s summer Olympics in Paris, he admitted that Nigeria was not prepared for the sports biggest showpiece.
“The truth is that we’re not prepared for the Olympics. Preparation is not about how much are we giving the athletes over time but how long have we put the athletes together. Are we trying to prepare? Yes, we are, but its probably a little too late. Our preparation should have been over a four-year circle and getting ready in the last two-years. Even, there were lots of controversies over the team list, which shows that we’re not totally ready for it.
“However, we still have a lot of hope to win medals because of some of our established athletes in Tobi Amusan, Ese Brume and the likes, who a getting closer to winning time. We have

hope in javelin and discuss women and also one or two relays. We can have hope. But are we prepared, the answer is no. Is it something that we deserve? I really don’t think so.
“At, best we can win three medals. I don’t know the colour or the shape but not more than three. If we have to be very sincere with ourselves, we have to make our expectations consciously,” he said.
“We have a young team, a good side and anything else we get from the Games is going to be a bonus. We are going to try, we are going to compete, but we should not be putting pressure on them because our preparation and selection process was not very smooth,” Enefiok expressed.
Indeed, it was less than two weeks to the Games that the Minister of Sports Development, John Owan-Enoh, announced federal government’s approval of N12 billion in budget for the 2024 Paris Olympic Games. According to Owan-Enoh, all hands are on deck to ensure that the approved funds are released to the athletes as soon as possible. He said, “We have a budget of over N12 billion, which has been approved by the federal government.
”The budget is divided into two parts: N9 billion for the Olympics, while over N3 billion has been earmarked for the Paralympics.
“There are various provisions for the athletes and their welfare in the budget, and before the team leaves for Paris, I am going to have the opportunity of visiting them.”
As if medals are won at the Olympics by mere wishes as against serious preparation, the minister said his target was to ensure that the team surpassed the achievements of the 1996 Olympic Games, which remains the best outing of Team Nigeria to date, in which the country won six medals in total.
Chioma Ajunwa won gold in the Long Jump, while the U23 male football team also beat Argentina to the gold medal. The quartet of Falilat Ogunkoya, Bisi Afolabi, Fatima Yusuf and Charity Opara won silver in the 4×100 metres relay.
Ogunkoya also won a bronze medal in the women’s 400-meter race, while Mary Onyali won a bronze medal in the women’s 200 meters.

Nigeria Women’s Basketball Team Denied Entry to Opening Ceremony Boat
The Nigeria women’s basketball team wasn’t allowed to board the delegation’s boat for the opening ceremony of the Paris Olympics, said a person familiar with the situation.
The person spoke to The Associated Press yesterday on condition of anonymity because the Nigeria delegation has not publicly commented.
Once the team made it to the area where it was supposed to board the boat for the ceremony, the group was denied entry by a
Nigerian official who told the players and coaches there were too many people on board. The team then made its way to the athletes village after being turned away.
Messages were left seeking comment from a Nigeria press officer.
The team had been sent logistics for the event before the group made the 2-hour, 28-minute, 138-mile (222 km) trip as part of a bus caravan of several teams from Lille, where the preliminary basketball rounds are being played.

Olumese@80: A Peep Into ‘My NiteShift Coliseum Odyssey’
Today the 27th day of July, 2024 is the day set aside to serenade and celebrate one of Nigeria’s brightest stars in the giddy firmaments of nocturnal entertainment. Though he turned 80 exactly two months ago, on Children’s Day (27 May), the man friends, associates and admirers call ‘The Guv’nor’, Ken-Calebs Omo Olumese will luxuriate deservedly amongst the cooing pleasure of niftily selected guests somewhere within the aquatic splendour of the Lekki Peninsula. As he was wont to holler, at the height of his nightclubbing glory…”People! It’s time to boogaloo!”
Quite remarkably, for a man whose deep dalliance with the Nigerian media has stretched over four decades, Olumese has never once written a paragraph in celebration of self or expatiation of his enigma. Today, however, he has succumbed to deep pressures - from children, friends and others - to pen his autobiography, simply titled ‘My NiteShift Coliseum Odyssey’.
Fortunately, one has had the privilege of casting more than a cursory look on the over 300 pages of text in the past few weeks, and we can easily confess that Olumese is an enthralling story teller of a lifetime rich and steep in diverse twists, turns and tumbles of life that can be escalated to a blockbuster cinematic release. As an aside, we are informed that the book also has over 50 colour pages which must be replete with vintage pictures - recollect that during its glory days, Niteshift had a professional still photographer on duty at every special occasion.
Our attempt at unsolicited previewing of the book is not to patronise the eminently gifted entrepreneur
and genial man of the world, but an ungrudging desire to expose the finer hues and indelible insights in the making and trajectory of a man who defied great anguish, tribulations, calamities and setbacks to build, unarguably, the biggest and most respected multilayered entertainment edifice south of the Sahara.
‘My NiteShift Coliseum Odyssey’ opens with the stories of Olumese’s birth, childhood, and adolescent years in Ugbegun, Esan West Local Government Area of Edo State. The first three chapters reveal a clear picture of an independent-minded, fun-loving, adventurous boy with traces of mischief and dare-devilry. His rendition in chapter two of how as an underteen and the first son, he not only truncated his father’s well-laid mentoring/ apprenticeship plans with his more endowed friend, but completely eviscerated that practice forever in the family.. His quote: “...something happened that impacted my life at the young age of ten. My father had the philosophy of sending his children for mentorship in so-called successful homes…Then, the baton came to me to go for mentoring with my father’s close friend, Venerable E.A.M Osemekhian…”. His riveting recollection of how he executed the counteroffensive is best read in full. Bold!
The next two chapters open a window into more crevices of his life: how he met, wooed and married the love of his life, then Miss Celestina Otiono, a young nurse. She was instantly miffed by Olumese’s bohemian direct approach to “toasting” - an attitude that seemed to her as arrogant and proud. Here, we also begin to see the shades of a man convinced of the sort of family he wanted to raise.

under the closing section (‘Guv’nor In The Eyes Of Family:), Celestina captures a side of the man only a “better half” could grasp: “Ken is a very caring and kind man when he wants to be. He is also a very proud person. When we started going out, he used to be very jealous, which used to be annoying. He has an artistic mind, very creative, always decorating the house and regenerating it where and when necessary….” And plenty more insider info!
One of the most emotional, and therefore sensitive, experiences is the remarkable candour and temperament Olumese deplores in narrating the birth of their first child, Ken-Calebs Jnr in 1979. Chapter six is heavy in lingering pathos as he describes their shock when they discovered that their first child was diagnosed with the Down Syndrome ailment; and the incredible efforts to seek second and third medical opinions at home and overseas; including attempts to find a cure, or any remedial intervention. Stoicism.
Some say the best of men are wrought forth in the furnace of adversities. Such are the preceding elements that drive chapters seven and eight as we are exposed to two dimensions of Olumese in collision with formidable personal adversity. First were the intrigues and conspiracy to disgrace him out of his high-flying position as the executive director at Roussel Nigeria Limited (a multinational phar- maceutical company). The conspiracy was led by a British managing director incidentally named Mr. Swindle, with some of Olumese’s Nigerian colleagues as vindictive interlopers. This is how the author summarises the frightening spectacle: “On resumption as the new MD, Mr. Swindle, a rookie administrator, showed his hands and intentions
early that he was not prepared to have a ‘strong’ Executive Director. Unknown to me, he methodically set up a chain of corporate boardroom intrigues that eventually consumed him.”
Olumese also recounts the devastating fire outbreak that gutted his duplex apartment on Allen Avenue, Ikeja, Lagos in 1993. He was literally stripped naked, as the entire family lost all they had, except the sleeping clothes they went to bed with. Olumese uses the two “problems” to remind us of a life-saving truism as epitomized by his world-view: repeatedly, he was saved from the ignominy of being sacked and becoming destitute, because he was a loyal, generous and good-natured man of many parts, with friends and contacts beyond and across ethnic, religious and racial divides. Friends rushed to lift him up, and set him on his feet at every low point.
He recollects: “As the news spread, some of my friends started converging. But there are some of them that I can never, never forget because of the remarkable things they did. Iconic journalist, Ray Ekpu of Newswatch magazine, who has been my friend for decades now, asked the entire family to move in with them. I thanked him, asked my wife and children to join them, but I didn’t. Rather, I started sleeping in my office, which was on No. 5, Ogundana Street, off Allen Avenue, Ikeja, Lagos. I used to wake up early, bathe and get ready for work before my staffers would start arriving…”.

LG Elections: Mahmoud Yakubu Has a Point
Our people say that a man who pays a native doctor to give him a talisman to protect him from the machinations of his enemies has no guarantee that he would be alive within the next twenty-four hours. Reason? He may be struck down by a falling tree, a bolt of lightening not sent by anyone, or he may just stumble over a stump and, hit his head on a rock and die due to his own carelessness.
Thus, the average talisman seeker is urged to note that his failure to also ask the native doctor to give him a talisman to protect him from himself, or from any natural and perfectly unforeseen, misfortunes in future is a permanent Achilles Hill. He just might drop dead even as he is on his way home from his visit to the native doctor.
The foregoing should be food for thought for our governors who, in reaction to the Supreme Court judgement on local government finances and general autonomy are prancing about and doing their level best to see what they can still pull off a the las minute. The next phase of the battle for the soul that tier of government lies in the matter of who can become a local government chairman; and how.
It is by certainly elections of course that anyone will become a local government boss! But who will conduct that the elections? Certainly not me! By our current laws, it has to be the state electoral bodies. But a number of sitting governors are warming up to simply railroad whoever they want to be their local government lackeys into the local government headquarters of their respective states. Not so fast, perhaps!
First, the National Assembly is in the process quickly rolling out a legislation that will put paid to the planned antics of now-very-worried governors. Second, the Independent National Electoral Commission (INEC) has said that it has the capacity to conduct elections into the 774 local government area councils across the country.
Coming on the heels of the speedy engagement of the National Assembly on LG elections, the statement of the INEC chairman, Professor Mahmood Yakubu, two days ago, before the Senate and House of Representatives Joint Committee on Electoral Matters would seem to be announcing the burial ceremony of the aspirations of the governors – going forward.
The INEC Chairman had gone to brief the lawmakers on the Commission’s preparations for the upcoming Edo and Ondo State governorship elections and its relationship with the State Independent Electoral Commissions (SIECs) in relation to various court judgements. The Supreme Judgement of has strongly fuelled the view that SIECs should be scrapped to allow INEC to conduct local government elections in order to rescue the third tier of government from the control of State governors. However, the INEC chairman told lawmakers that the commission can conduct elections at the third tier of government in the 36 states if the National Assembly amend the 1999 Constitution and transferred the responsibility to it to conduct the exercise. He said to them: “The same Constitution that creates INEC also creates the State Electoral Commissions. So, it is up to the National Assembly to amend the law to transfer that responsibility to the INEC.
If the responsibility for the conduct of local government election is transferred to INEC, can INEC cope? The answer is yes! INEC can cope. What are we? By definition, INEC is the Independent National Electoral Commission but right now we do national elections, we can do state elections, we do local
Not quite done, and determined to leave no one in doubt about his Commission’s Yakubu continued thus: “A national electoral commission may be expected to handle only the Presidential and National Assembly elections but we also do governorship election, we do State Assembly elections and do the Area Council Elections in the Federal Capital Territory (FCT), the only part of the country where INEC conducts local government elections. Broadly speaking, if you ask us, can we handle local government elections, yes we can handle the local government elections. When is it going to happen? When you amend the law and empower the commission to do so”.
He pointed that the commission has demonstrated by its track record that it can conduct local government elections; as can be inferred from FCT Area Council polls, which INEC undertakes periodically. The FCT six Area Councils, six chairmen and 62 wards. Each Ward is a constituency for the election of Councilors, which is one part of the country that INEC has conducted local government elections. It is one part of the country where local government elections are held regularly as at when due, because there has never been

a Caretaker Committee for any Area Council in the FCT.
In addition, no single political party has ever won elections in all the constituencies in the FCT; pointing to the likely conclusion that whoever has been conducting the elections has not been “working” for any particular political party. Out of the six chairmen of the FCT today, APC has three Area Councils, PDP has three Area Councils. Concerning the Councillorship elections, the APC got 19 out of the 62 Councilorship seats, while the PDP won in 43 constituencies.
The inference from the foregoing, right or wrong, is that the NIEC Chairman has a point in saying that the same thing will be replicated if the local government elections are tucked under the belt of his commission. Hear him again: “In any case, if you transfer local government elections to INEC, what it means is that you are going to transfer almost 10,000 Constituencies to INEC. We have 8,809 wards, each ward is a councillorship constituency. We have 774 local government areas and each local government has a chairman. So, if you add this to the existing 1,591 constituencies where INEC conducts elections, it is well over 11,000 constituencies but the elections may not be held all in one day.
To make it legally operational, here is Mahmoud’s submission: “There are certain consequential amendments that have to be done for us to be handle those additional responsibilities. For instance, who is going to fund the 10,000 new Constituencies that INEC will be saddled with? There is need for a discussion to determine who is going to fund it. Or will the Federal government continue to fund for the states? You have to do something about the bye-elections if INEC is saddled with additional 10,000 Constituencies, we will probably be doing bye-elections every week,” the Professor of History said.
That said, and with some elections in the horizon as I write, let us rest the matter of LG elections and watch the unfolding drama; Enter Another Off-cycle Election
Let me also invite our attention to a submission that was made on this page in the last week of November, 2019, wherein I said as follows concerning off-cycle elections: “There is often the assumption, mistaken in my view, that there should be far less security and other challenges any time elections are taking place in only one or two states of the federation. It is easy to argue that we need not deployment tens of thousands of police and other security personnel on such occasions. But is that correct? Are we right in inferring that the extra security on such occasions is unnecessary”?
“Consequential Issues”arising from the Supreme Court judgment, the national Assembly should transfer the serious business of local government elections to INEC. For the record, yes, the INEC Chairman has a point!
We went on: “This argument, plausible it may seem apparent strength from a failure to distinguish between the actual needs of any electoral environment and the failure of those who should secure the environment for the Independent National Electoral Commission (INEC) to perform its duties. Security is needed but it is not the duty of INEC to own an army, or command same, in the process of preparing for, conducting or managing elections. That is the job of the police and other security agencies. It is only by collaboration and synergy that things can go smoothly. This is without prejudice to the activities of political mischief makers, as well as the possibility of having compromised security personnel during some elections. It is against the background of the foregoing that one cannot reasonably deny the compelling need to beef up security, far beyond what would ordinarily be needed during any election, if such elections are taking place in only one or two states of the federation. It is also against the background of the foregoing that a blanket condemnation of either INEC, or the national security establishment, for whatever happens during elections can be said to rest on a fundamental misunderstanding. While the misuse of the national security apparatus must be seen for the crime that it is, we must pay close attention to the fact that the travesty occurs at the higher levels of political leadership. That is where the threat of sack for non-compliance that hangs over most public office holders, military or not, comes from. The godfathers are still calling for the common till”. That article also submitted that “Our political parties, to the extent that we insist on calling them that, are a far cry from what they should be. They make no investment in the political education of their presumed members. There manner of proceeding has put paid to the question of whether they have any interest in the people at all. All they plan for in the bid to get power is or “win” elections is (1) compromise whoever is available to be compromised, (2) take over the space where an electoral contest is to take place, if they can, (3) terrorize or subdue INEC officials, if that is the only way to determine final election outcomes, and (4) try any other thing they think they can get away.
INEC does not command an army. It is just another institution of state that can only function effectively and efficiently in collaborative endeavours with security agencies. It cannot perform the role of high priest in a room full of drunkards. It is an electoral body saddled with the unenviable task to teaching table manners in an unruly environment. But it has a job to do and has something to show for its performance in Abuja municipal, or LG elections.
As Was said back then, “At another level, there are those who would like to prevent it from performing its lawful duty, even when it is determined to be objective, impartial and committed to its assigned role as neutral umpire. That is why it is always in the line of fire for both foreseen, unforeseen and even unforeseeable events; including even bad weather in Sao Tome. It comes with the job, I guess. Challenges”. As for the “Consequential Issues” arising from the Supreme Court judgment, the national Assembly should transfer the serious business of local government elections to INEC. For the record, yes, the INEC Chairman has a point!
