Community Platform for Action Phase 1
SALT Catalonia/Spain
The community platform for the first action phase is based on the Community Profile, the Guide Dialogues, the Salt Training Days and the follow-up dialogues. The platform should be concrete, realistic and include the potentials for taking further steps within and beyond the Xploit project.
Please provide as short and precise response as possible Please return platform questionnaire before the 1st of July 2011 Please briefly describe what focuses, catalysts or organizers you wish to employ in the community’s first action phase (the “first steps”)
Casa d’Oficis (Training school in labour skills): consolidation of modules and creating new modules for the continuity of Casa d’Oficis and its assistants. PQPI (Professional qualification Initial program) Computer Club House interrelated with the support of the community network. We will keep working on the "Repair computer” module managed by Casa d’Oficis and will create new modules connected to the media as a priority to support the CCH and the interest of youth during their training and their future. We need to provide continuity to the learning of youth. It is essential to keep alive and prioritize the "Repair computer” module and the CCH since, for the young people, these are the most valuable modules.
Which target groups will you address in the first action phase?
Young people between 16 -25 / 30 years - For youth with minimal training and literacy; it is necessary to start with the basics. - For youth who have not been graduated. - For youth with minimal training, drop out school (young people who during the “work boom” were placed in the job market and nowadays are currently unemployed and uneducated or with lack of training and experience).

What are the key aims and success criteria for your first action phase?
Creating new training opportunities adapted to the collective’ needs keeping in mind the idea of building a Lifelong Learning Center
What kind of obstacles do you foresee?
- Lack of infrastructure. Ex: Casa d’Oficis currently located in facilities in accordance with the pending legislation. - Non-continuity of resources. Working only on short-term goals. - Insufficient human resources
Please briefly describe how you expect the first action phase to contribute to the overall Xploit objectives: developing new lifelong learning infrastructures in the community and exploiting European learning resources
Writing and drawing the professional market map that displays the trainings and potential job offers. (Map attached). European resources could be relevant not just to resolve some economical needs but to share experiences with other countries more advanced in these matters.
How do you, at the moment, see the relations between the first and the second action phase in your community? (the “first steps” and the “next steps”)
The Community Profile and the Training map will be the tools, the documents to present to politicians so as to get their support and consensus, which will allow developing the project more easily. Without the political support and consensus it would not be possible to develop the work plan and our efforts would make no sense as they would lack real implementation chances. We should start getting the infrastructure in order to develop training resources linked to the territory, as shown and described in the professional map. At the same time it is required to begin seeking funds to finance the project phases: the map, keeping in mind, from the beginning, the possible coming actions.

How do you plan to document and describe the Xploit community activities during the first phase?
With a map description (see attached map) Considering that the map is designed with the aim of relating the most basic training (literacy) with the formal education, providing constant offers, resources and funding.
A: What kind of support activities from the project do you think you would welcome during the first action phase? B: Do you plan additional training of a local authority or community team – xQ?
A: We do believe it would be interesting to bring our community the exchange of experiences between municipalities across Europe to raise awareness, stimulate our motivation, learning from other models that certainly help us to make a continuous assessment of our projects. At the same time would be a good asset if the politics parties around Europe could exchange their knowledge and experience with our local governments. On the other hand, would be very beneficial if some private European companies (social economy/third sector) came to inform to the private Catalan companies: how they offer practices for students, how they collaborate with their government to promote the training needed for those who could be consider potential future employees, etc. B: Yes, (indeed), we believe is really important to participate in this learning offer in order to study and work different opportunities and different ways of financing our proposals. The best availability for the team to attend the courses would be in July. The City Council must confirm the availability of financing for the coordinator's accommodation.
A: How do you expect to function as a lifelong learning guide in the community during the first action phase? B: What tasks do you expect to work with?
A: Ensuring the network community receives all of the information and work done to involve them in the process. The next meeting with the first community network will take place in September (coinciding with the beginning of school season). We believe it is important that Mr. Jan Gejel should attend this meeting. B1: Finding new ways to seek funding to ensure the viability of the proposal. B2: Being alert to the requests and demands of the community network and not losing the contact with them (our society is changing and also its needs).

What new skills and competences do you expect to develop from the first action phase?
Related with the XQ learning course: Is necessary the team can benefit from the course. Motivate and persuade the government members about the importance that the community of Salt should become a "Learning Community".
Do you plan to establish a Local Advisory Board in support of the community work? Who should be involved, and what kind of guidance and counselling should they be able to offer the community?
We believe it would be very interesting to create an Advisory Board in support of the community work and the idea “Salt becoming a learning community”. The Advisory Board would help to position and make visible "another Salt” to the eyes of the community and the outside community. We plan to start working on the Advisory Board in September. Here is listed some of the members that would be interested in joining: -Mayor of Salt -Joan Subirats (Doctor in Economics from the Universitat de Barcelona and Professor of Political Science at the Universitat Autónoma de Barcelona. Collaborator in different communication media). -Salvador Sunyer (First democratic mayor of Salt, teacher, favorite son of the town of Salt). - Mònica Terribas (General Director of Catalonia Television TVC.
