Ask the Negotiator Weathering a Perfect Storm
with Kate Ghazi
In the tumultuous landscape of 2023, the Jersey property industry has weathered a formidable storm of late. From the conveyancers and lawyers to the mortgage outfits and estate agencies, we have all felt the recent financial squeeze stemming from a convergence of UK and local regulatory shifts. This has led to a widespread deceleration in property transactions within the island, particularly in the local sector, as verified by the release of the recent Q3 statistics. The anticipated uptick in the interest rates from the Bank of England which continued until August 2023, cast a shadow over prospective buyers, prompting a cautious but definite retreat as they faced taking on unpredictable lending. Simultaneously, the introduction of a 3% stamp duty charge on second properties, also caused a downturn within the investment sector of the market. Vendors, recognising a greater need to stand out, embraced marginal price reductions, whilst the remaining buyers had to still navigate an uneasy path. Even Fine & Country experienced a subtle shift with the High-Value Residents courtesy of the Schedule 5 tax regime being introduced in mid-July, with increased entry levels for houses and apartments and pre-requisite expectations of wealth and liquidity around this. Meanwhile on the global stage, the Russia-Ukraine war reverberated through many industries, causing oil price fluctuations that rippled into inflation, production costs and of course consumer spending. The ensuing effects on financial markets and investor confidence also slowed the UK economy.
Looking Ahead to 2024 Optimistically we are anticipating that 2024 will bring a lot more positivity and we foresee a surge in new property offerings that will expand the choice for potential buyers here in Jersey. The government’s emphasis on supporting first-time buyers is poised to stimulate more activity, generating momentum that will hopefully impact the broader market. With elements such as the launch of several new developments in Spring, plus the possible increase in the first-time buyer stamp duty threshold (currently in debate) we believe the domino effect from all of these will bring some much-needed confidence back to the property market here.
