The Luxury & High-Value Resident (HVR) market

The UK luxury property market has reported that since January 2021, there were 18,533 instructions between £3.5m-£5m and that 5,133 of these properties completed, with an average price of £4.95m within this bracket.

Here in Jersey we have in excess of 250+ properties starting at £2.5m (many confidentially marketed) with 210+ freehold properties transacting here above £2m in Jersey in the same period. Notably the luxury/HVR sector here in the island will soon see another shift, as the prerequisite entry levels for HVRs to move to Jersey are being reviewed and the below changes are expected to be implemented with effect from 14th July 2023 -

• The minimum income tax payable will rise to £250,000 per annum (currently £170,000pa) with the levels being reviewed every 5 years

• The minimum house purchase price will rise from £2.5m to £3.5m and for apartments it will rise from £1.25m to £1.75m

• Applicants are required to have a minimum personal wealth of £10m in assets with some liquidity required, excluding their main residence

Existing 2(1)e residents in the island will continue to pay tax at their current rate; although should a new application be made before 14 July 2023 and the individuals are tax resident in Jersey before 31 December 2023, they can benefit from the existing regime (£170,000 income tax pa)

Current figures from Locate Jersey reveal that to date, we’ve had 9 applications from 2(1)e’s already approved, leading to 8 properties with a total value of £23,555,000 transacting (4 houses & 4 apartments.) Following the above deadlines being published in mid-April,

several new applications have now been submitted, so approvals are expected to rise to around 16 or 17 by the end of July.
