Time for action on wait times

While musician Tom Petty likely wasn’t decrying lengthy health care delays when he wrote The Waiting is the Hardest Part, many Ontario patients facing prolonged waits for a host of procedures can no doubt relate to the sentiment behind the song. Aside from dealing with pain accompanying many untreated ailments, patients forced to wait too long for treatment frequently experience worse outcomes once they do receive care, explained Patients Canada chair Michael Decter, who co-authored the 2006 report Navigating Canada’s Health Care. Decter went on to say there has been "slippage" since initial progress was made on wait times in 2004. A November 2016 report from the Fraser Institute, entitled Waiting Your Turn: Wait Times for Health Care in Canada, paints a pretty dismal picture of what waiting for care currently looks like. The average wait time from referral by a family doctor to treatment has ballooned from 9.3 weeks in 1993 to 20 weeks today. Ontario’s average wait time of 15.6 weeks is better than the national average, but still not worth celebrating compared to some other jurisdictions with universal health care. "I think medical wait times have become the defining feature of Canada’s health-care system," noted Bacchus Barua, a senior economist with the rightleaning think tank who co-authored the report. David Jensen, a spokesperson for Ontario’s Ministry of Health, said the province has invested more than $1.9 billion since 2003/4 to fund additional procedures to trim wait times and that nearly $78 million per year is being invested to allow 6,468 surgical procedures and more than 237,000 hours of operation for MRI and CT tests. That’s all well and good, but there has to be more to the government’s approach than simply throwing increasing sums of money at the problem, especially when you consider that health care already makes up $51.8 billion of the province’s $133.9-billion budget. Provincial and federal governments in Canada can and should look to other jurisdictions with universal health care systems to see what successes they’ve had with respect to wait times and try and emulate them here. With stress on the system only projected to grow as the population ages, the time for swift, decisive action is now. Patients waiting too long are people waiting too long to get on with their lives. Simply put, a lengthy wait to receive necessary health care adds insult to injury.

Richmond Hill’s decision to not allow York Region Pride to march on Yonge Street in what would be its 5th annual York Pride Parade, coming in the year after they cancelled the Yonge Street Heritage Festival and moved the Santa Claus Parade to Leslie Street, is a short-sighted and wrong-headed policy. Vaughan’s ’saint’ laid to rest JEREMY GRIMALDI jgrimaldi@yrmg.com When Isabella Ferrara invited Dorothy Soler to dinner at a restaurant, she never actually knew where they’d end up. "Sure enough, we’d get to her home to pick her up and the entire house would smell like her amazing cooking," Soler recalled, shedding a tear, before entering Ferrara’s funeral at Immaculate Conception church on Feb. 18. "Her white pizza was the best thing I’ve ever tasted," added Soler’s husband, Walter. Her cooking was but a small facet of the woman. Mostly it was Ferrara’s "generosity, caring nature, kind heart and beautiful spirit" those in attendance paid tribute to. "She was like a saint. She was a mother, a loving Nonna to seven grandchil-

dren, a selfless person who loved to crochet," said her daughter Anna. "She always wanted the family together; it didn’t matter what day of the week." Fighting back tears, her daughter spoke of the Mediterranean cruise the family had planned for Ferrara and her husband Vince’s 50th wedding anniversary, which was to occur next year. Outside of her home life, Ferrara was a Queen Elizabeth II Diamond Jubilee award winner for her work as president of the Pine York Seniors Club and the driving force behind the Seniors Association of Vaughan Initiative (SAVI), which included Chinese, South Asian, Jewish and Macedonian groups. Marsili, a member of the almost 200-member Pine York group, it was through working with seniors that Ferrara demonstrated her devotion to others. "She was everything you’d want in a woman, caring and beautiful... very outgoing, full of life, we will never forget her," she said. Experiencing Ferrara was like accepting a "ray of sunshine" into one’s life, explained Donna Antonacci, a neighbour of Ferrara’s son. Father James, who led the Saturday service, said when he heard of Ferrara’s stroke, he rushed to the hospital to grant her the "sacrament of the sick" prior to her passing, something he called "deeply spiritual".

To that end, the city is launching a female-only firefighter camp this summer for those aged 15 to 18. "It’s providing them with exposure to the fire service in a supportive environment where they’re with their peers or their friends," said Vaughan Deputy Fire Chief Deryn Rizzi, the first woman in York Region to achieve that rank. "We want to provide them with the exposure that this is a viable career for them and that it’s a fun, challenging career." Participants will experience what a typical recruit class would, including dousing a fire with a fire extinguisher, operating a pump, climbing an aerial ladder, breaking down a door, learning CPR and first aid and performing vehicle extrication with the Jaws of Life.

"Vaughan Fire and Rescue Service (VFRS) is proud of the percentage of female firefighters it has in the ranks of our fire service," Rizzi said. "At 10 per cent of the operations staff being female (these are the suppression firefighters) it has one of the highest ratios, maleto-female, in any Canadian Fire Service. However, we know more can be done to encourage a diverse workforce." The five-day camp runs from July 17 to 21at the Joint Operations Centre in Maple. Registration for the camp, which costs $250, opens Wednesday, Feb. 22. Also new this summer is a junior firefighter camp for boys and girls aged 12 to 14. Participants get to try on bunker gear, use fire hoses to knock down targets, watch vehicle extrication demonstrations and learn how to escape from a confined space, among other things, Rizzi said. "We hope that they have fun, they learn more about

"We’re putting a lot more effort and resources into our first line of defence, which is fire prevention. "We do a lot of events as it is - oneday events such as Winterfest, Canada Day - and what we find is we have to have a very succinct, 30-second, sound bite for our fire prevention message before that person moves on. Local woman’s fashion line inspired by Italian roots ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com Felicia Augurusa is passionate about her roots and she’s hoping her new fashion line inspires young Italian-Canadians to proudly celebrate their cultural heritage. Back in December, the 23-year-old launched a street wear collection dubbed Mia Città, which translates to my city. "It’s kind of the idea of bringing the Italian culture back to life. There’s not a lot of focus on it with the younger generation," said Augurusa, a second-generation Italian-Canadian who moved to Woodbridge from Toronto at 13. "The idea of the clothing line was to tie in that heritage, that passion, with the city where I came from." The collection includes a black crewneck sweater, black and white T-shirts, and a black beanie embla-

zoned with the words Mia Città or Mia Città Toronto in white, geometric font. There’s also a black Tshirt with black lettering; Augurusa’s personal favourite. "I love design and I do marketing in the interior design field. I love architecture and the cities," said the York University grad. "It’s that idea of tying together what I love of design, of Italian (culture) and Toronto." The response has been very encouraging, she said. "I have bloggers or influencers messaging me asking: ’Can I promote for you? Can I do this for you? I really like it. I like the story behind it,’ which is nice," said Augurusa. "And they like the cool factor of it, if I have to put it in those terms, that it’s not just a Tshirt that says Italy or something. It’s very geometric and different." York Region District School Board trustee Nancy Elgie is stepping down. The Georgina trustee released a video statement Feb. 17 announcing her intention to step down to allow a process of healing, learning and restoration to begin on the board and in the community. After an incident in which she used a racial slur when referring to a situation involving a black mother, members the public and several prominent politicians have been calling on her to resign. "As a trustee, I have always tried to make a difference, particularly for our most vulnerable children," she said. "Last November, I made a terrible mistake." In a private conversation with trustee Loralea Carruthers, Elgie said she was trying to refer to a parent who had been at the board meeting. She did not know her name, only that she had been featured in media stories about children being

called the n-word. "In trying to explain that, the words came horribly wrong. I was mortified," she said, apologizing immediately to Carruthers. A complaint was filed against Elgie by someone who had overheard the conversation and an investigation was launched. Following the completion of the investigation, Elgie wrote an apology letter to the parties involved. Later it was revealed that Elgie had suffered a head injury that she and her family later learned hindered her ability to conjure words and a specialist later confirmed one symptom of a concussion is mixing up words. "I have followed the public debate and listened to all who have contacted me, with a range of different views," she added. "Some have questioned why I did not resign immediately. It was never about protecting my position; I am 82 years old, and had no intention to run again." Her main concern was the lesson that would be passed onto students if the consequences of her ac-

KIM ZARZOUR kzarzour@yrmg.com When Shari Allen first went public with her battle with Lyme disease, she was very sick, but she had hope.In 2015, the disease had upended her life, left her unable to work, her savings depleted, suffering from constant headaches and joint pain, but the Thornhill woman still believed this disease could be beaten. Two years later, she has lost more years of her life, lost her memory, friendships and relationships, lost her ability to walk without a cane and she has lost hope, too. Now she is spreading the word about a petition that, if successful in persuading the federal government to change its course, may give her reason to hope again. Lyme disease is a serious illness spread by infected ticks. Research shows more

than 80 per cent of the population in eastern and central Canada could be at risk by 2020, but diagnosis and treatment - a course of antibiotics - remain controversial. If not caught early, Lyme can lead to a host of muscle, joint and nervous system issues, paralysis and neurological problems. Allen, like many Lyme patients, had clung to the promise of Bill 442, approved in December 2014. Under the bill, the Minister of Health was required to convene a conference with the ministers and stakeholders, including the medical community and patients groups. The goal: a comprehensive federal framework outlining improved surveillance, best practices, education and awareness to battle this growing disease threat. Patients who’d been fighting for better testing and treatment were

thrilled that their case would finally be heard. For the first time, stakeholders like CanLyme (Canadian Lyme Disease Foundation) and patients themselves were to be included in the discussion. They hoped the framework would be a national action plan and catalyst for change. From June 1 to June 30, 2015, more than 1,000 respondents participated in online consultation; the majority (72 per cent) were Lyme disease patients and their families. Last May, a conference was held in Ottawa and those who’d battled the mysterious myriad of ailments shared their testimonies, some making the trek across the country to speak in person, others, such as Allen, who was too sick to travel, made their pleas via phone. And now, they fear it was all for naught. Feb. 7, the draft action

plan was released and, according to Allen, it "missed the mark on every concern that Lyme disease sufferers brought forth at the national conference". According to a CanLyme statement, the draft report "in no way meets the mandate of the legislation.It ignored everything that was presented by experts and patients at the legislated May 2016 conference. It is not a framework and there is nothing to build upon". Canada’s Public Health Agency has asked for public response to the draft by March 8, but CanLyme and other patient activist groups say it should be rejected, then rewritten with patients and experts’ input. They have launched an online petition seeking signatures by March 1. "It’s astounding the number of people who testified and still they’re choosing to follow outdated guidelines," said Jessica Bell, of Woodbridge. "They

wasted millions of dollars and it seems they never intended to make any significant changes and it’s just shameful." Three members of Bell’s family spent years searching for diagnosis and treatment. Some were able to get antibiotics early enough and are better, others are still struggling with health problems, she says. "If it’s caught early, you can maybe get your life back again. But if it’s not caught early, you’re a permanent customer of the medical system." But Bell says her story isn’t as sad as many she heard as she became active in the issue. "So many saw their marriages fall apart under the strain. Many lost their homes, their savings, their self esteem, their lives even - committing suicide because they weren’t supported." "It’s such a complicated illness," adds Christine

Fraser, a Holland Landing resident who has been living with the effects of Lyme for 13 years after she contracted at the age of 42. Fraser says she ran an outdoor centre and knew about how to prevent Lyme with bug spray and long clothing, but she contracted it anyway. Now she has a thick medical file of ailments, test results and misdiagnoses. "I thought it was wonderful that the government was going to put this conference together," she said. "We could put a human face to this. So many people testified.high-functioning adults from all walks of life who had been knocked out at the knees by this disease." But the end result, she says, was a huge disappointment. Health Minister Jane Philpott was unable to comment before our press deadline.

These are avoidable casualties in the world of composting, according to Julie Hordowick, program manager of York Region’s Integrated Waste Management Strategy. It is produce that was "bought and forgot". These avoidable casualties waste your money, as well as the resources of the farmer who grew the food. Ditching this food unnecessarily uses composting services, Hordowick says. Here are some tips to

prevent food waste: 1) Ditch the plastic Tightly wrapped bags can suffocate fresh fruit and vegetables and accelerate decay. 2) Store food properly - For optimal freshness, do not refrigerate peaches, tomatoes, potatoes, onions or squash. Vegetables should be in a higher humidity party of the fridge crisper, fruit in the lower humidity part. 3) Get organized - Organize your pantry so you don’t buy duplicates of food you already have. 4) Don’t wash - Fresh produce, that is, until you’re ready to eat it.
