KIM ZARZOUR kzarzour@yrmg.com Richmond Hill is the latest riding where PC party members are crying foul over how their party is handling the process for nominating candidates. In ridings across the province, including KingVaughan, Mississauga-Erin-Mills, Burlington and Carleton, there are accusations of ballot-stuffing, falsified membership forms, fake and paid-for memberships and other "irregularities". Three other ridings Aurora-Newmarket, Ottawa-Nepean and Hamilton West-Ancaster-Dundas have filed notices of appeal for alleged rule-breaking. Now the results in Richmond Hill are being disputed. PC party members in Richmond Hill have raised concerns about cheating, and phone calls to people on a local membership list reveal many residents appear to have been contacted by candidate Lara Coombs and registered as members without their knowledge, payment or permission. Coombs would not comment on the allegations. She said she has appealed the results herself, based on inaccessibility of the voting venue - TMS School to the disabled, along with other undisclosed issues. "I’d rather not go into detail. It’s in the hands of the party," she said. Rick Dykstra, Ontario PC Party president, wouldn’t comment on the appeals, but said, "It is against party rules to sign up anyone against their will." When Patrick Brown

ran for the PC leadership two years ago, he promised a transparent nomination process. But allegations about rigged elections and charges of systemic breaking of the rules have led some to question the transparency. With hopes rising that the party may have a chance at defeating the provincial Liberals, observers say the race for nominations has become a "feeding frenzy". In Richmond Hill, four candidates - Coombs, Ted Leider, Scott Sun and Daisy Wai - ran for the nomination and, in a crowded vote held Mother’s Day, results came down to a tie between Wai and Coombs. That tie was broken by riding president Al Itwar, who cast his vote for Wai. Now, as in other ridings across the province, there are allegations of wrongdoing. Only PC party members can vote for nominees - and that requires payment of a $10 annual fee along with the filling out of an application form with signature certifying the membership fee was paid using their own funds or those of an immediate family member. Coombs, a resident of Markham, quickly gathered a huge number of new Richmond Hill members about 1,200 names. Joe DiPaola, her campaign assistant (and husband of Charity McGrath, winner of another disputed race in Aurora-Newmarket), called Coombs "truly the best canvasser in the PC Party". But some disagree. "It’s not canvassing, it’s deceiving," said Wai, "A lot of people are really angry. People showed up [at the

"They were pushed into it, feeling threatened because they might lose their

status as Canadians. It’s a shame when we are in Canada that this could happen.. Something bad in our community is going on and it’s taking away opportunities for people who have a real passion for their community." Richmond Hill Coun. Tom Muench, who attended the vote in support of another candidate, reported similar concerns. "We have lots of questions about who signed their papers for them, where they live, how membership numbers could have grown so drastically." Yorkregion.com contacted 31 names on a list of local PC party members. All but one said they were unaware they were on the list, did not want to belong to the party, did not pay $10 and did not fill out the membership application or sign it.

Most were elderly or spoke English as a second language and recalled that Coombs, or someone representing her, knocked on their doors. Vince Walter remembered Coombs as a "pleasant lady" who asked him to come to the vote. He was disturbed to receive a phone call later from someone informing him he was now a voting member of the Richmond Hill riding. "But I did not pay any money or sign anything and I don’t know who did," said the widower, who is in his 80s. "I’m not going to lay charges - I’m too old for that stuff - but, in my opinion, that’s fraudulent." Avelino DeSousa was also surprised to find her name on the membership list. "No one said anything

about membership and no one asked for any money. I just assumed anyone from the public could vote and I thought it was my civic duty, so I did." Anna Drobakha said she is a friend of Coombs and does not want the Liberals to be re-elected, so she volunteered as a scrutineer on voting day and voted for Coombs, although she never paid or signed on as a member. "Nobody was asked for money," she said. Allegations of similar tactics in Aurora-Newmarket by McGrath have led to protests from the local riding association and appeals for the party executive to order a professional audit. DiPaola said some names on the membership list may have been entered in error. "To my knowledge, every member she got had paid $10 and signed their form. Lara was pretty particular about that," he said. "She did have some partially filled out forms that were merely leads that she was going to go back to, to see if they would pay, and they may have been inadvertently added." Brown called in privatesector auditors PwC earlier this month to oversee the nomination process going forward and they were present to validate the Richmond Hill vote. But Les Kobli, former regional vice-president of the Ontario PC Party, said auditors are there to ensure the ballot count is accurate, "nothing to do with checking whether they are actually a member or not, and whether they have paid for membership themselves."

Water theft must be taken seriously While it may not garner the same attention as other crimes, water theft is on the rise in the GTA. Last week, we reported how thieves in trucks in Markham have been targeting municipal fire hydrants, taking their fill - often in broad daylight - and driving away. Close to $30,000 worth of water was stolen in 2016 - or nearly enough to fill three Olympic-sized pools. Even so, just five thefts were reported to the municipality. Last month, a hydrant on Reginald Crescent, not far from Markham-Stouffville Hospital, was stolen from twice within the span of a week, and the theft would have gone unnoticed had it not been reported by a vigilant citizen. Residents aren’t pleased given that municipal water isn’t getting cheaper. The average Markham household, for example, spent about $806 on water last year. The current water/wastewater rate is $3.8555 per cubic metre, and residents there have been soaked for increases of more than seven per cent each year since 2012. Water theft isn’t strictly a Markham problem, either. A Queensville company was convicted and fined $1,000 for taking water illegally from a hydrant in King Township In 2016, and a Stouffville firm was fined $500 after pleading guilty to taking water from a King hydrant in 2015. Fines range from $100 to $50,000. Those thefts pale in comparison to what’s occurred in Durham Region, however, where 672,170 cubic metres of water was illegally pumped from municipal hydrants in 2016, according to a CBC report. That represents enough water to fill approximately 270 Olympic-sized pools and equates to $60,000 in lost fees. Aside from the cost of illegal water taking, which results in higher rates, such thefts can pose a safety hazard given the potential for hydrant failure in a fire emergency due to damage from illegal hook-ups, and there also exists a heightened risk of drinking water contamination. Unfortunately, the response from municipalities has been pretty wishy-washy. The fines imposed have been small and Markham’s response to recent thefts has been to install locking mechanisms in a limited number of high-risk areas only out of concern they could slow down fire response. That may be, but water theft is a serious problem and it should not be solely up to residents to report it. Municipalities must be proactive in preventing thefts, work with police to monitor for illegal hook-ups, and be prepared to prosecute those caught stealing water. Hopefully, we can take a bite, or a gulp, out of this crime.

McMichael showcases Group of Seven-inspired guitars ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com Four years ago, renowned guitar maker Linda Manzer was checking out Group of Seven paintings at the National Gallery in Ottawa and delving into the history of the Canadian art scene’s original rock stars when she discovered something that really struck a chord. It seems there are a host of parallels between those pioneering painters and the cadre guitar makers she was a part of who apprenticed with master luthier Jean Larrivée in Toronto during the 1970s. "I just realized they’d come out of Toronto, they had this really close artistic connection, but they all went off in their own direction. They supported each other . and they were real pioneers as a painting group at the time," she said. "This little link went off in my head and I started thinking about all the

endary luthiers - Larrivée, Tony Duggan-Smith, George Gray, Sergei de Jonge, William "Grit" Laskin and David Wren. And together they would pay

tribute to Tom Thomson and the Group of Seven by creating one-of-a-kind guitars inspired by their artwork. "I thought what a great way to introduce the Group of Seven paintings to the larger world through our guitars because, collectively, we have guitars in every corner of the earth," she said. Each luthier chose one of the original members Lawren Harris, Franklin Carmichael, A.Y. Jackson, Frank Johnston, Arthur Lismer, J.E.H. MacDonald and F.H. Varley - to serve as their muse. Apparently, they all wanted to do Tom Thomson, a close collaborator with the Group who died before it was formed. In the end, they decided to collaborate to create a guitar honouring him. Nearly four years later, just as celebrations of Canada’s 150th anniversary are really ramping up, their homage to the nation’s

most beloved artists is on display at Kleinburg’s McMichael gallery. Getting to this point was no easy feat. The idea that led to the creation of the Group of Seven Guitar Project was born before Chief Curator Sarah Stanners’ arrival at the McMichael. But upon taking the reins, she embraced the challenge of mounting a totally different type of exhibition. "I had to bring together how do we make the paintings work with the guitars where it isn’t just this boring installation of painting, guitar, painting, guitar," she said. "And then I’m used to hanging paintings, I’m used to placing sculpture, I’m not used to installing guitars. This has been an all-out effort by our technical crew here." "We called it the Group of Seven Guitar Project, because it’s so multi-layered you have guitar makers, you have Group of Seven Painters, you have documentary filmmakers, you have guitar players," Stanners said. show happen. "Every single person here pushed the envelope in their comfort zone," Manzer said of her guitarmaking comrades. "David Wren had never wood burned before, he woodburned all the art on there. Larrivée, inside, did this incredible mosaic with 2,000 individually cut pieces. Sergei made a guitar out of birch bark. I don’t there’s a guitar ever made out of birch bark." Even Manzer who is known for her "far-out" creations - most notably the four-necked, 42-string guitar dubbed the Pikasso pushed herself to create a truly unique guitar inspired by Harris’ stark mountainscape paintings. The body has ridges carved into the outer edges

and there’s a smattering of glacial blue paint on the front. She also created a side port that slides open and closed to act like a speaker, then painted it to look like a window. But it’s most eye-catching feature is the second neck that juts out like a mountain peak added to allow for harp strings to be mounted on the guitar. "His painting is really about him trying, I think the quote is, ’I’m trying to get to the summit of my soul, where the spirit sings, ’Manzer said. "The harp strings are meant to evoke these heavenly, spiritual sounds. Even if it’s just played once in the song, it’s just to lift you a little higher." The exhibition also boasts a documentary about the making of each

Council to consider options for replacing Di Biase ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com Vaughan council will grapple with how to fill the deputy mayor’s chair at its June 5 meeting, after veteran councillor Michael Di Biase’s sudden resignation in the wake of an ethics investigation that found he sexually-harassed a city employee. The city clerk is slated to present a report to councillors outlining costs and other factors - such as the potential timing of a byelection and staff resources - for them to consider in deciding whether to fill Di Biase’s local and regional councillor seat by appointment or through a byelection. Following the June 5 meeting, at which Di Biase’s regional seat will officially be declared vacant, council has 60-days (until Aug. 4) to appoint his replacement or pass a bylaw to hold a byelection, so voters can decide who gets to

That means a byelection would likely occur in late September or early October.

If council opts to appoint someone to fill the position, they must do so by Aug. 4. And council has a couple of options when it comes to appointments. They can allow eligible residents to apply for the job and then choose the candidate they feel is best or they can appoint a sitting local councillor. If they take the latter approach, the local councillor’s seat would need to be filled either by appointment or through a byelection. That would be a cheaper option than holding a byelection for a regional seat as that is a city-wide election versus a local ward election. Di Biase, who served on council for nearly 30 years including a stint as mayor from 2002 to 2006, announced he was stepping down May 18 after the release of a damning report by Integrity Commissioner Suzanne Craig.

Organized pickpockets are believed to be behind a wallet-snatching incident at Vaughan Mills Mall last month, York Regional Police say. On April 18, an unknown woman distracted a victim at the mall while a second reached into her purse and took her wallet, Crime Stoppers said. "It is believed these two suspects are part of a professional group of thieves that have been responsible for several distraction thefts," police said.
