Today is voting day in byelections in Thornhill and Niagara Falls ridings as citizens, party leaders and candidates anticipate the outcomes in the two vacant seats in the 107-member Ontario Legislature. PC nominee Gila Martow, Liberal Sandra Yeung Racco, NDP hopeful Cindy Hackelberg and Green standard-bearer Teresa Pun are the major party candidates on the ballot in Thornhill. Others you’ll be able to choose from in Thornhill are the Freedom Party’s Erin Goodwin, Kevin Clarke of the People’s Party, Gene Balfour of the Libertarian Party and John Turmel of the Pauper’s Party. The eight candidates are in the race to replace former PC MPP Peter Shurman, who resigned last December. First elected in 2007, he was re-elected in 2011. Polls are open until 9 p.m. tonight. Taylor, Cole, and Brody Florence were born 15 weeks premature on Jan. 1, 2008. The babies endured many tests, procedures and surgeries to keep them alive. The triplets each ended up being diagnosed with Cerebral Palsy, a class of brain injury from birth that has no known cure. The babies’ parents, Dana and Jared Florence, responded by creating Three to Be, a non-profit organization that supports the development and advancement of innovative research, education, therapies and programs for children with neurological disorders. A Family Day fundraiser in Thornhill will benefit the organization. The family-friendly event is open to the

entire community at Yogurty’s, 9001 Dufferin St. at Autumn Hill Boulevard. The fundraiser is set for Monday, Feb. 17 will include DJ entertainment and activities for children, including clowns, a magician, facepainters and a raffle. The event runs from 1 to 5 p.m. Ten percent of all frozen yogurt sales and all proceeds from a raffle will be donated to Three To Be’s Pal program. Are taxes — and tax hikes — necessary evil in society?

Front page misleading

Minimum wage and tax hikes are dirty words to many of you.

hether it’s the positive social aspects of paying taxes or the hot-button byelection issue of minimum wage in the Thornhill byelection, the Social Planning Council of York Region is weighing in on issues that matter to you. What? There’s a positive aspect to paying taxes, you ask? The council is presenting what it calls an evening of reflection and dialogue as part of a book launch Feb. 26 in Richmond Hill for Tax Is Not a Four-Letter Word. Written by a variety of contributors, it provides a “different take on taxes in Canada” and provides “new information on how taxation, and our thinking about it, has evolved ... presenting data that sets out what we get for what we pay and what we lose when we pay less.” Considering the tax-cutting mantra of politicians such as Toronto’s Rob Ford, and Richmond Hill politicians such as Carmine Perrelli and Greg Beros, those are fighting words. No one enjoys paying taxes, but most agree taxes help pay for the social safety net Canadians take pride in, as well as local services our municipalities can’t do without, such as snow plowing, garbage collection, fire services and parks, to name a few. The social planning council also took public umbrage at comments of a byelection candidate in Thornhill that seemed to suggest few residents in the riding subsist on minimum wage. Residents and commentators in the GTA took to social media and letters pages to argue with the premise that most people living in Thornhill are well off or don’t make a living on minumum wage. The social planning council wants you to know that, indeed, there are residents in Thornhill (both Markham and Vaughan) who live in poverty. “The poverty profile for the Thornhill riding showed a pov-

She noted that “precarious” or part-time, low-paying or contract work was highest in York Region at 21 per cent among the all the Regions of Toronto, Hamilton, Peel, Halton and York. “Poverty is definitely a serious issue in the riding of Thornhill and also a greater issue than in some other parts of York Region. When one in seven residents of the riding live in poverty, it is more than likely that a few have full-time jobs at minimum wage, since those working full-time at minimum wage still live 19 per cent below the poverty line,” wrote Ms Taylor. If you’re on the side of cutting taxes, you’ll say this is positive proof that residents in Thornhill — or Richmond Hill or Markham, for that matter — can’t afford to be hit with higher taxes in their municipalities. You’ll say this is further ammunition for those who urge that Richmond Hill and Markham councils, poised to hike taxes by 2.04 per cent and 2.49 per cent respectively, should, instead, cut taxes. Then there are those who say taxes are a necessity to underpin the good life, amenities and social service safety net we tap into when we are on the wrong side of the poverty line. Agree or disagree, come be part of the discussion at the book launch.

BOTTOM LINE: Taxes pay for the

very social safety net helping those surviving on minimum wage.

I was very disturbed by page 1 of the Feb. 6, 2014 edition of The Thornhill Liberal. This front-page political advertisement had no indication whatsoever that it is in fact an advertisement. The format seemed almost identical to your usual front page. This is unethical journalism, as it is potentially misleading your readership.

Ad needs disclaimer I wish to lodge a complaint regarding the Feb. 6 edition of The Thornhill Liberal. The front page purports a paid political advertisement to be a news story and it is misleading. Nowhere on this page is a disclaimer that it is, indeed, an advertisement. The Liberal Party should be more straightforward in its ads and the newspaper should have printed a disclaimer.

Underhanded tactics The Liberal may have met legal requirements, but your newspaper took liberties. Nowhere on the false-front page did it indicate it was an ad paid for by the Ontario Liberals. If your paper is going to endorse the Liberal candidate, just do so, but make it clear. Do not use underhanded tactics like this.

We made a mistake. Last week’s Thornhill Liberal was distributed with a false-front advertisement that closely resembled the design of our front page. The advertisement, paid for by the authorized campaign of Thornhill MPP Liberal candidate Sandra Yeung Racco, met Ontario Elections Act requirements for advertising. Publishing the advertisement did not signify endorsement of a candidate by The Liberal. However, we heard from many of you who were concerned, angry, confused and disappointed by our decision to publish this advertisement. Because editorial integrity and objectivity is of crucial importance to us, The Liberal has a policy that forbids advertisements that appropriate any of our newspaper’s editorial design elements. It also requires clear identification of advertising features and sponsored content. Regretfully, our policy was not followed in this instance and we extend our sincere apologies for that. In an exclusive interview with York Region Media Group, Mr. Shurman, who sat on the front benches of the Opposition at Queen’s Park as finance critic until he was demoted by Mr. Hudak last September because of a dispute over housing allowance expenses, was blunt in his assessment of activities in the Legislature. And he didn’t spare his former party. Asked point blank if he felt Mr. Hudak was the right person to lead Ontario, Mr. Shurman replied: “Do I think Tim Hudak can do that? No. But I don’t think Andrea Horwath or Kathleen Wynne are doing it either.” Mr. Shurman, first elected in Thornhill in 2007, was re-elected in 2011 and was a fierce and prominent advocate of PC policies until his resignation in December of last year, prompting today’s byelection. If she wins, she’s not going to say, well Shurman did it, and if she loses, she can’t say, well it’s Shurman’s fault.” He predicts the PCs, with Martow running to replace him, will hold on to Thornill.

Markham could have ‘taken easy route’ on budget: mayor BY AMANDA PERSICO

Markham passed its 2014 budget and that means your wallet will be taking a hit. This year’s 2.49-per-cent tax increase amounts to about $26.72 for the average home in Markham, assessed at about $521,000. This year’s tax increase includes a boost in the city’s winter maintenance program as well as replenishing the city’s reserves used to pay for tree replanting after the December 2013 ice storm. Although this is an election year, the tax rate increase is what’s good for the city, Mayor Frank Scarpitti said. In fact, council could have ignored staff recommendations to include more funds for winter maintenance and ice storm recovery cost and could have approved a 1.9-per-cent tax rate increase, he added. “There are some political organizations who will tailor their budget in an election year to make themselves look good,” the mayor said. “We could have said let the next council deal with the increase. We’re not afraid to deal with these issues during an election year. We didn’t take the political route. This budget is appropriate for the needs of our community.” The city also had years of 0-per-cent increases, even during non-election years, he added. Markham has one of the lowest tax rate increases over the last six years, where Markham’s total tax rate increase amounts to

about 5.49 per cent, compared to 14.04 per cent in Richmond Hill, 17.39 in Vaughan and 33.1 per cent in Mississauga. “I’ve heard it said, ‘It’s easy to keep Markham taxes low because the city is always growing,” Mr. Scarpitti said. “I appreciate that every municipality is unique. But this speaks volumes about our efficiency.” This year’s budget includes future staff for the Cornell fire station, Pan Am Centre, southeast community centre and Markham’s sport park. “This is done so when the facility open taxpayers are not taking a big in on taxes,” Mr. Landon said. “This also provides for a smooth transition when the facility opens as well.”

BUDGET HIGHLIGHTS: • $16.9 million – Markham Pan Am Centre construction, second year costs; • $14.87 million – Main Street Markham reconstruction project between Hwy. 407 and Hwy. 7; • $7.23 million – second phase of the Rodick Road extension; • $4.07 million –Hwy. 404 cross-over bridge north of Hwy. 7.

Federal Finance Minister Jim Flaherty tabled the 2014 budget Tuesday with promises of renewed prosperity and a brighter future for Canadians, but the opposition parties labelled it a “do-nothing” plan and accused the government of neglecting the needs of the people for political gain. Conservative York-Simcoe MP Peter Van Loan welcomed the budget, saying it offered significant benefits for residents of his riding. He echoed Mr. Flaherty’s focus on job creation, while also touting the pledges to maintain economic growth and hold the line on taxes. “Our government is on track to balance the budget by 2015, while continuing to deliver on our commitments to Canadians to invest in creating jobs, keep taxes low and save Canadians money,” the government house leader said in a statement. “The average family is now saving $3,400 a year in taxes and we have created over a million jobs. “We will continue to focus on the real priorities of Canadians and deliver results.” Beyond those measures, Mr. Van Loan also pointed to the creation of the Canada Apprentice Loan program, more support for youth apprenticeships and the elimination of the value of student-owned vehicles when determining eligibility for student loans as key highlights for his constituents. Beyond that, the government plans to launch the Canada Job Grant along with an enhanced

job matching service, while also investing in the automotive, forestry and mining sectors. In addition to jobs, the federal government also plans to increase competition and lower prices in the telecommunications market, introduce legislation to prohibit unjustified cross-border price difference and eliminate the practice of pay-to-pay billing. And while Mr. Flaherty says there will be no new taxes, smokers will have a little less money to burn. That’s because taxes on cigarettes will rise by $4 per carton, a measure expected to add about $700 million to the federal coffers. Mr. Flaherty also talked up the fact that the government will balance the budget in 2015. The deficit for 2014-15 will ring in at about $2.9 billion, while 2015-16 expects to see a $6.4-billion surplus. The budget prompted applause from the Canadian Taxpayers Federation. “We’re pleased and encouraged that Stephen Harper and Jim Flaherty are on track to keep their election promise and balance the budget in 2014-15,” said CTF federal director Gregory Thomas. The NDP called it a do-nothing budget that failed to address concerns of families in the Toronto area. The party accused the government of withholding real assistance until next year — an election year. “Telling Canadians who need help now to wait is disappointing and opportunistic,” NDP finance critic Peggy Nash said.

The stakes were high last Thursday night, one week away from today’s provincial byelection in Thornhill, as candidates from Ontario’s four main parties made their case before voters at a debate organized by the Canadian Automobile Association South Central Ontario branch. Moderator Alan Carter, Global TV’s Queen’s Park bureau chief and host of Focus Ontario, pushed the candidates for specific answers on such topics as how they would fund transit improvements, if they support right-to-work legislation, and if a boost in the minimum wage to $14 per hour is something they support. On the minimum wage question, Conservative candidate Gila Martow said she felt the real issue was the need to create a business-friendly climate in Ontario, rather than the exodus of young people heading to Western Canada for jobs, which, she believes, is happening now. “There’s no point talking about measures that are going to hurt our economic growth,” Ms Martow said. Pressed to answer specifically on the merits of increasing the minimum wage in Ontario to $14 an hour, tied to the rate of inflation, she said: “I think it (the hourly wage tied to inflation) is an arbitrary number. I

think what we want to do is have job creation in this province. We don’t want to lose jobs. “Instead of asking the workers … well, what worker isn’t going to say why not make it $20 an hour, why not make it $30 an hour?” Mr. Carter asked what Ms Martow would support as a method to determine the minimum wage rate. “I would support whatever the business climate can handle. What I am saying is we sit down with business leaders,” she said, before being interrupted by a heckler who said that “business would want a zero” increase in the cost of labour. Meanwhile, Liberal candidate Sandra Yeung Racco took the opportunity to go on the attack against Ms Martow on the minimum wage issue and accused her opponent of being “really out of touch”. “If she (Ms Martow) thinks that people in Thornhill do not need minimum wages, there’s a big problem. According to the Blue Door Shelter, there’s 18,562 people that live in poverty in Thornhill. That’s 14 per cent of the people. I think the premier took the right approach.” On the issue of how to fund better transit in the Greater Toronto and Hamilton Area, Ms Martow and NDP candidate Cindy Hackelberg attacked headline-grabbing Liberal scandals and wasteful spending.

Ms Martow attacked the Liberal record, saying it was one of failure. “McGuinty gave us a gas tax that was supposed to be dedicated for transit. It went into general coffers and that’s how they got the money for cancelling the gas plants, eHealth and Ornge,” she said. “And we’re paying the debt and the interest on the debt for all of this waste of money. I would say Thornhillers are tired of missing the last GO Train home and want more GO train service.” Ms Yeung Racco defended the Liberals’ record, saying the government has delivered the soon-to-becompleted Yonge-Spadina subway extension to Vaughan. Before the debate began, perennial fringe candidate and People’s Political Party of Ontario leader Kevin Clarke overtook the podium to deliver a rambling diatribe that amazed, amused and perplexed. Gently ushered away by a security guard just before the debate was set to begin, Mr. Clarke eventually left the ballroom and was arrested on unspecified charges for refusing to depart when repeatedly asked. Debate organizers banned Mr. Clarke, as well as Libertarian Party candidate Gene Balfour, Erin Goodwin of the Freedom Party and John Turmel of the Paupers Party, from participation. They did hand out campaign literature to the crowd.

One day I was talking with a boyfriend of mine and he was telling me that he had recently begun going out with the same girl! It’s a classic Canadian scene: a dusting of light snow swirled through the frigid afternoon air onto the massive sheet of pristine ice and skaters carving graceful arcs. The mid-winter setting would be worthy of a Norman Rockwell painting thanks to volunteers with the Grandview Area Residents Association. The pastoral Thornhill location behind Henderson Avenue Public School on an ethereal woodlot, was the site of the association’s fundraising Family Skate on behalf of the school Sunday afternoon. While the pleasure skating and late day shinny, hot chocolate and hot dogs were free, people enjoying the glass-like ice were encouraged to give donations, ratepayer association chairperson Ricardo Mashregi said. Business was brisk at the ice pad described as a labour of love. The 150-foot by 90-foot all-purpose community rink is crafted, maintained, flooded and shovelled daily by a core of a half dozen volunteers and another 40 on call for days when the snow really flies, Mr. Mashregi said.

TOUGH, SNOWY WINTER Keeping the ice surface ready has been a trial this snowy winter, he said. With the City of Markham’s permission, hoses and water supply, volunteers began the Grandview Park transformation in December. Instead of boards, the crew piled snow banks around the perimeter, an occasional bane for the hockey players. “You’ll find a lot of pucks in the snow banks,” he said with a chortle. “You can get rich.” The rink has become a community gathering place since it was first created several seasons ago. The pleasure skaters and hockey players are very respectful of each other, he said. “They give each other space at both ends of the ice.” The aim of the rink is to encourage interaction among neighbours, to get to know each other, he said. At minimum, the rink surface requires two hours of attention daily. The ice is more than seven inches thick. He attributes the condition of the rink to volunteer and local resident Brian Forrester. “We’d be skating on thin ice without him,” quipped Mr. Mashregi.

It’s not uncommon to find the devoted ice maker alone, late at night, broadcasting water in gentle sweeps. Mr. Forrester modestly admits he’s been one of the main caretakers of the frozen sheet. “I like it,” he said of his seven-year volunteer tenure. “It’s a Zen experience in the middle of the night, spraying and flooding. That’s fun. The shovelling, well, that’s hard work. But a place like this takes you back.” Neighbour Steven Lipman has assisted for a few years. “We walk the dogs here every day,” he said. “We work and the dogs play.” Volunteer Mary Walker was busy clearing rows of snow in preparation for the estimated 100 folks who braved the chilly temperatures today.

OLYMPIC INSPIRATION “I like to see the community interaction here,” she said. “How wonderful is it that the Winter Olympics have just started? If kids are inspired by the Games, they can come out and skate here.” Fellow volunteer Dave Evans took a breather from plowing snow. “This is good for the community,” he said. “It’s great to have place to skate, to exercise, to get outside. It’s a lot of work keeping up with the snow. This year it’s been a killer. As skaters arrived, he smiled, suggesting they are what makes it all worthwhile. “It costs so much for kids and sports,” he said. “It’s nice to have a place that’s free.” Local residents and first-time visitors to the park, Reza and Shirin Sanajian arrived with their two toddlers. “This is their first introduction to skating,” Mr. Sanajian said. “We brought them as a motivation, to see if they like it or not.” Markham’s Ward 1 Councillor Valerie Burke joined the festivities. “I love community events such as this,” she said. “There’s a lot of community spirit and it shows. It’s a good example of collaboration between the city and Grandview.” Local resident, volunteer and provincial Libertarian byelection candidate Gene Balfour took turns shovelling, skating and distributing a few flyers. As the hot dogs and drinks dwindled, the donations piled up. Several hundred dollars will be given to the school for varying student programs, Mr. Mashregi said.

If you’re wondering when clean up crews will get around to clearing your street of debris left behind by December’s massive ice storm, the answer is now just a couple of clicks away. The City of Vaughan has launched a new tool on its website available at vaughan.ca/icestorm that allows you to track the progress of the clean up efforts by typing in your street name, or choosing from a drop down menu, then clicking on the search button. That will bring up details about when each phase of the four-phase clean up was or is expected to be completed in your neighbourhood. “We’ve made tremendous efforts cleaning up all the boulevards, all the streets throughout the city,� Jeffery Silcox-Childs, Vaughan’s manager of parks services, said. “We’ve completed the initial storm response and clean up phase and we’re about to move into our third phase of the clean up. And, as well, our regular public works yard waste program will be starting earlier this year to accommodate that.� Crews have been working daily to clear away debris since the devastating storm battered southern Ontario Dec. 22 leaving thousands of homes and businesses in Vaughan without power and ravaging more than 32,500 trees, an estimated 13,600 of which need to be replaced. The city estimates damage wrought by the storm will end up costing about $21 million. Municipalities across the GTA are seeking disaster relief funding from the provincial and federal government to help cover the costs of cleaning up. The municipalities have asked for a response to that request by March 21.

Megan Brenkel’s talents on the basketball court were in big demand by universities in Canada and the United States. While the 17-year-old Thornhill resident was elated to see a number of schools were interested in courting her skills to their respective campuses, she recently narrowed her choice to one. After averaging 25 points a game at CHAT this season, the five-foot, nine-inch Grade 12 guard will head to the University of Guelph this fall.

RELIEF TO MAKE DECISION In making her final decision, Brenkel acknowledged it was difficult, but at the same time a relief to finally get it out of the way. “I feel relieved at making this important decision as it was a lengthy process that included a lot of research about both the academic program and basketball recruiting process,� she said. “Much of my consideration centered around watching the team dynamic on and off the court. I instantly felt a connection to the coach (Christen Dickenson) and

know that I’ve made an excellent decision.� In narrowing her choice to Guelph, Brenkel acknowledged it was her first choice to start with. Primarily, she said, because of the courses they offered that met her future ambition of attending medical school. Just as important, she developed a good feel for the campus and athletic and academic staff on campus. “First and foremost, the academic program that they have in bio medical science, will prepare me well for medical school,� she explained. “I also identify well with the goals and vision of the coach which is important given that fit with the team is critical. “Overall, the friendly nature of students, athletes and academic staff combined won me over.� Making her competitive debut on the hardwood court as a Grade 7 student and currently playing club basketball with the Scarborough Blues entry in the provincial under19 JUEL league, Brenkel was quick to credit several people in helping her to elevate her game to where she can continue with it at the post secondary school level.

While happy to credit her family and close friends in offering encouragement, Brenkel said she’s acquired a significant amount of knowledge on the hardwood court from Ben Mills of the Elite Basketball Camp.

CREDIT TO COACHES “For hundreds of hours over the course of three years he helped to strengthen my game and he worked with me one on one,� she said. “He has given me a strong foundation of knowledge about the game and how to be successful on the court. He has also continued to challenge me each week and in doing so, I have improved my game,� she was quick to point out. She also praised her coach at CHAT, Jeff Krupski, who mentored her over the last four years. “He has given me the confidence to lead the Tanenbaum CHAT Kimel Cougars during this time and he continues to be very supportive,� she said. During her time with the Scarborough Blues, Brenkel said her coaches in Cameron Hall and Andrew Bergant have instilled discipline in her game and continue to assist in developing her skillset.

The association encourages participation in civic and social events. Mrs. Insigne organizes various community fundraisers and initiates partnerships with schools and community groups. She is the recipient of the Queen Elizabeth II Diamond Jubilee and Golden Jubilee commemorative medals for her work in support of Filipino culture and values within the FilipinoCanadian community in Thornhill. “Mrs. Insigne’s ... efforts to preserve Filipino culture and beliefs are an excellent example of what it means to be a civic hero,” said Ward 5 Councillor Alan Shefman. “Her generosity and her commitment to helping others are effecting positive change in the community.”
