Thornhill provincial Progressive Conservative byelection candidate Gila Martow called the move to raise the minimum wage this week “a vote-buying, feel-good kind of message,” in an interview. “If you think about it, what does it mean? I don’t think that, especially in the Thornhill riding, there’s too many families... that are working — the parents — at real minimumwage jobs,” said Ms Martow Monday, as Premier Kathleen Wynne is predicted to raise the $10.25 per hour wage by the rate of inflation, retroactive to 2010. It may jump to $10.94 per hour, with sources indicating in published reports the government will round the wage off to $11 per hour. Ms Martow suggested most minimum-wage earners are “kids... and what we’re hearing is it’s going to be hard for high school students to get jobs if the minimum wage is too high and those kids are living at home and not paying mortgages, otherwise when you raise the min-
imum wage, there’s no guarantee that everybody else’s salary goes up by the same amount. “That’s the perception by the public and that’s what this Liberal government is counting on is that the public is going to be fooled into thinking that everybody’s job is going to be tied into the rate of inflation increase. I would like you to show me a few families living in Thornhill that are paying their mortgage and both parents are working real minimum-wage jobs, not a penny more than minimum wage. “The best way to get salaries to go up is to have lower unemployment so that the businesses are competing for skilled people. They don’t work for minimum wage. Why? Because you can’t get anybody,” she said. When PC leader Tim Hudak was in the riding last week and was asked about raising the minimum wage, he said, “If you want to talk about that policy path, talk to the other two leaders. They can focus on minimum wage jobs. I want to focus on good, well-paying middle-class jobs, the kind of job you can depend upon. Right now, the odds are you’re stuck in a minimum-wage job, I want jobs of much higher quality than that.”
He added: “We’ve got enough minimum-wage jobs, I want to create high-quality jobs so young people won’t have to go out to Alberta or B.C., they can stay here in Thornhill, close to family and buy their own home — that’s what I’m all about.” In an interview with York Region Media Group, Ontario Federation of Labour Leader Sid Ryan called the move to tie the minimum wage to the rate of inflation, “revolutionary” and applauded the Liberals for doing so. He said Monday’s recommendation of an advisory panel struck by the government last September that looked at the minimum wage and recommended it be tied to the inflation rate, “brought labour, business and government together”. The combined inflation rate from 2010 to 2014 is 6.7 per cent, resulting in the 75 cents per hour hike, still to be officially applied. Ms Wynne, who toured the Thornhill riding with local Liberal candidate Sandra Yeung Racco last week in advance of the Thornhill provincial byelection, slated for Feb. 13, said calls to raise the minimum wage to $14 per hour would “be a real shock to small businesses, particularly.” She did promise a decision well in advance of the budget

Don’t hesitate to take action report Tuesday night that a man had been charged with child abandonment after a 2-year-old girl (initial reports said it was a 3-year-old boy) had been left alone in a cold car for 40 minutes while the man went into the Costco store, leaves many wondering if there should be some sort of intelligence test administered before an adult is allowed to become a parent. Unfortunately, that’s not how nature works and some of us are thrown into the job of being a parent without the full set of tools to perform the task. The temperature outside that night, by the way, was -14C. One can only hope it was absentmindedness or distraction that are to blame and not a conscious decision to leave a toddler alone in a car on one of the coldest nights of the year, even if the child was, as reports suggest, “dressed for the conditions”. Do we need to institute some type of questionnaire at the hospital that parents must pass or they are not allowed to take their baby home? Most people would be outraged a dog had been treated in this way, let alone a child. There have been cases in the GTA the past few years where a child was left alone in a car in summer and died, but these were tragic cases of misunderstanding

or confusion on the part of those who cared for them, with terrible consequences. Police say people should know they should never leave children or pets unattended inside vehicles during extreme weather conditions. Those who do so could face criminal charges or provincial charges under the Child and Family Services Act that require children under 10 have adequate care and supervision, police say. What was fortunate in this case is that passersby saw what was happening and took action. It would be great if we took this approach to more things in life, where pets, children and the elderly get poor treatment at the hands of people who should know better. This can be anywhere from adult children who bully elderly parents, parents who abuse drugs and alcohol at the expense of their children, pet owners who neglect or mistreat their animals. If you see a dog, a child, or an elderly person being mistreated, don’t hesitate to speak up and try to rectify the situation and, if that doesn’t help, take action by contacting authorities. Anyone who sees a child or animal locked inside a vehicle during extreme weather conditions is urged to call 911.
Chinese New Year for everyone
T
he lunar new year, or for a majority of Markham and Vaughan residents, Chinese New Year, is upon us with lots of celebrations in which to take part. But if you’re not of Chinese background, does this mean you can’t take part? On the contrary. What’s great about our cities is the many cultures that are represented here and anyone who has taken part in one of the festivals, be it winter, spring, summer or fall, knows it is for everyone. Members of the Chinese community are marking a significant time of year and welcoming the Year of the Horse. But they are also showcasing their culture and traditions for all the other cultures in
our city to see. So if you are not a person of Chinese background, don’t hesitate to go out and see what it’s all about. (You might even catch Markham Mayor Frank Scarpitti on stage singing his trademark song, Shanghai Beach. There are several videos on YouTube with his different performances over the years; and one has nearly 2,500 views.) You’ll quite likely find your neighbours out enjoying themselves, too. LETTER TO THE EDITOR Proposed telecom tower near school unconscionable Turris Sites (Wind Mobile) is proposing to put up a 40-metre telecommunications tower at 9400 Kennedy Rd. (north of 16th Avenue) at St Philip’s on-the-hill church. Many young students of Unionville Montessori School attend school at the church. I am a UMS parent. It is unconscionable that Turris and some staff members of the City of Markham are in agreement with this proposal. Not only would this bring upheaval for the kids attending the school, it may have a negative long-lasting impact on the health of the children in the main school building down the road. Health Canada acknowledges issues regarding radiofrequency on its website. It encourages parents to reduce RF exposure and states that people who live or work near cellphone towers have expressed health concerns. The casual use of cellphones is one thing (they can be turned off), but a tower emitting RF all day long is an entirely different matter. Not to mention the diminishing property values resulting from these monstrosities. If the city has no care or concern for
the health and safety of this community, perhaps they can relate to this — think about the thousands of votes the residents account for in the upcoming municipal election. As for the federal politicians, they should be working hard to change regulations so these columns can’t be erected within a certain radius of schools and residential areas. Surely there is another plot of land for this tower. After all, didn’t the city just manage to find six acres of land for a world-class entertainment centre? We all use cellphones, but these towers don’t belong beside schools where children spend a minimum of seven hours a day. Think of their health and their developing immune systems. While the decision ultimately falls to Industry Canada, the municipality plays a role in the decision-making. So, contact Markham’s MP, John McCallum, Mayor Frank Scarpitti and city councillors. Our children are not lab rats — they are young, growing, valuable members of society whose health and developing immune systems should be of the utmost importance.

The race for one of four regional councillor seats on Markham council is heating up. To date, there are six names on the list of registered candidates all vying for one of four Markham regional councillor spots. The top four vote-getters will become Markham’s voices at regional council. The candidate with the most votes earns the title deputy mayor. In the race are incumbent regional councillors Jack Heath, Jim Jones and Joe Li. Also in the race are Nirmala Armstrong, a local lawyer, Bin Chang, and Peter Pavlovic, president of the Aileen-Willowbrook Ratepayers Association. Mr. Campbell is up against Siva Siagnanam and Raj Subramaniam. Mr. Kanapathi, who is also seeking the Liberal nomination for the new federal Scarborough North riding, is up against Sothy Sella. Mr. Chiu is up against Josephy (Mohan) Remisiar, president of the Milliken Mills Lions Club and the Markham Tamil Orga-
nization. Mr. Remisiar came in second behind the incumbent Mr. Chiu in the 2010 municipal election. There is also a race shaping up in the new ward 6 between Amanda Yeung Collucci and Raymond Miu. Other registered candidates include Rukshan Para for York Region School Board trustee for Markham wards 4 and 5; Juanita Nathan and Yogi Suri for public school board trustee for Markham wards 7 and 8. The municipal election is Oct. 27. The nomination process closes Sept. 12 at 2 p.m. Those interested in running for either mayor, regional councillor or ward councillor as well as school board trustee can submit their nomination form to the city clerk during regular business hours along with the applicable fee: $200 for the office of mayor and $100 for other offices.

Child left in car was 2-year-old girl Police say a child left in a car for 40 minutes in a frigid parking lot Tuesday night was a 2-year-old girl. A Toronto father, 39, has been charged with child abandonment after the child was found alone in a car in -14 C temperatures. York Regional Police said the child was asleep, and was left in a car outside the Costco Wholesale outlet in Markham near Markham Road and Highglen Avenue. The child was unharmed, police said. The Children’s Aid Society is involved in the investigations, police said. The man, whose name is not being released, is to appear in court Feb. 26 in
Newmarket. Const. Laura Nicolle says police are not confirming the relationship between the man and the child and would not be releasing further details about the incident, since it will be before the courts. Police say people should know they should never leave children or pets unattended inside vehicles during extreme weather conditions. Those who do so could face criminal charges or provincial charges under the Child and Family Services Act that requires children under 10 have adequate care and supervision, police say. Anyone who sees a child or animal locked inside a vehicle during extreme weather conditions is urged to call 911.

There are countless measures municipalities can put into place to make our roads safer, from speed limits to red-light cameras. Regardless of these changes, though, car crashes, along with the resulting death and injury, will likely remain a problem as long as there’s human error, York Regional Police say. This past weekend after towns and cities were pelted with snow, York Region drivers suffered through more than 100 collisions, GTA motorists saw more than 600 and Ontario drivers witnessed more than 1,600. Numbers like these may leave you wondering where in the region you are most likely to be involved in a car crash. Go online to yorkregion.com for a York Regional Police map of fatal crashes in 2013. A top 10 collision rate and frequency list is kept by the region to better understand the movement of traffic and whether sites can be made safer for motorists. The numbers and locations may surprise you. In 2012, the top offenders in terms of collisions were located in Vaughan, which has five out of the 10 worst crash intersections. Hwy. 7 and Weston Road tops the list, with 73 collisions that year; the most by a large
margin. Next comes Yonge Street and Green Lane in East Gwillimbury with 60 collisions, Hwy. 7 and McCowan Road in Markham with 58 crashes and Yonge and 16th Avenue in Richmond Hill with 57. Four out of the next six intersections on the list are in Vaughan. The reason for the high number of crashes at these sites does not necessarily mean they’re unsafe, rather, these are often the intersections with the most traffic. For example, the top 10 list is made up of intersections that log between 25 and 35 million cars annually. Despite this volume though, these intersections only contribute a fraction of the annual crash statistics around the region. In 2012, there were 18,624 collisions in York Region, up about 1,000 from 2008 but down about 1,000 from 2011. Steve Kemp, the region’s director of traffic management, said when the region sees a higher than normal rate of certain types of crashes, it can take action. One of those safety measures has included a move to place red-light cameras at 20 intersections dotted around the region. See YORK, page 11.

A number of those sites are also listed in the top 10 list, including the top two, Weston and Hwy. 7 and Yonge Street and Green Lane. “The red-light cameras were brought in because we wanted to reduce T-bone collisions at intersections,” he said. “In order for those to happen, one vehicle needs to run a red light.” The cameras act as a deterrent to drivers prone to take that chance. Although statistics are not yet in for York Region, intersections in Toronto have witnessed a drop of right-angle collisions by 40 per cent since the cameras were erected. “They saw reductions even in places where there were no cameras,” he said, adding that once motorists realized cameras might be watching, they took fewer chances. The region can also alter traffic light timing at intersections that experience higher-thanaverage rear-end collisions. This can ensure fewer cars approach amber lights in unison, reducing the number of instances where some cars stop in anticipation of a red light and others speed up to make the light. Other measures can include limiting left turn signals so cars can no longer complete the turns when there is oncoming traffic, similar to many Hwy. 7 intersections, beside the Rapidway.

Two vehicles collided on King Road yesterday morning. At those sites, cars can only turn left when there is a green-arrow indicator. However, unlike standard intersections, when that arrow expires so does the opportunity to turn. Others in the business of road safety focus solely on driver behaviour, something Mr. Kemp says is the municipality’s greatest challenge. Elliott Silverstein, manager of government relations at CAA, said many motorists make similar mistakes while on the road. “People are not giving themselves enough time, speeding in the wrong weather conditions and talking on the phone,” he said.

So you think it’s been a harsh winter? Try being a bird. You just got accustomed to Ontario’s mild winters, maybe decided to hang around the GTA instead of flying south, then suddenly, you’re walloped by snows squalls, an ice storm freezes up your food sources and yanks down your tree shelters and now, this relentless cold snap has you quivering and waiting for spring. Actually, it’s not all that bad. “The good news is that all the birds we see around here survived the last glaciation. They’re set up for these kinds of conditions,” says Paul Harpley, a scientist and president of the South Lake Simcoe Naturalists Club. While the polar vortex has not been kind to our local avian population, Mr. Harpley said it has not been devastating, and there are things we humans can do to help. Here’s what birds can do for themselves: Their feathers are extremely efficient insulators — layers of light, fine fibres that trap the air, like a portable duvet — and they tend to be waterproof, so they don’t freeze when they get wet, he says. Their legs and feet are protected with special scales that minimize heat loss. They are also able to build fat reserves in summer and fall that they can convert to energy. Shivering is another way they survive, by raising their metabolic rate, he says. Birds’ behaviour also changes in bad weath-
er. They can puff up their feathers to allow more air to be trapped, and many “tuck” – stand on one leg to keep the other warm, or crouch on the ice or branch to conserve heat. At the same time, they try to seek out sunny places, avoiding windy ones. They also turn to roosting – finding tight spaces out of the wind – or occasionally go into a state of torpor to reduce their metabolism on cold winter nights. Most birds probably got through the recent ice storm by roosting in tree trunks or other sheltered hideaways, he says. “A few likely decided it didn’t look too good here and flew somewhere else.” Andy Neale, owner of Wild Birds Unlimited in Thornhill, said it’s not so much the cold — they’re not likely to die of hypothermia — but finding enough food to keep themselves warm. The ice storm may have caused trouble for birds by sealing up their natural food sources in thick ice, but based on the bird feeder activity in his Richmond Hill back yard and anecdotes from other birders, most birds came through just fine, he said. “Northern birds are set up for this,” he said. “We’ve had a lot of mild winters lately, but the occasional cold snap can be difficult – the weaker birds really struggle.” Keeping the feeder full is key, said Mr. Harpley said. Often people start feeders at Christmas when everyone’s home, but when they return

Mr. Neale said some birds find water in springs that don’t freeze over along the Oak Ridges Moraine, near his home at Bayview and Elgin Mills area of Richmond Hill, but it’s also possible to purchase heated bird baths.

When is an emergency actually y an emergeny? Richmond Hill councillors got caught up in a eated dispute Tuesday over what constitutes an mergency as councillors argued over the calling f an emergency meeting and police responded o an emergency call during a budget committee meeting. The incident began at the start of the 1 p.m. meeting, as committee chairperson Regional Councillor Brenda Hogg made a motion to adopt he agenda. Councillor Carmine Perrelli interrupted, emanding attention from the mayor because, e said, the commissioner and chief administrave officer had refused to meet with him. As the budget chairperson attempted to call he meeting back to order, Mr. Perrelli continued o shout over her. â&#x20AC;&#x153;This is an urgent matter, he said. â&#x20AC;&#x153;My meeting s more important than this meeting.â&#x20AC;? The Ward 2 councillor had been attempting to meet with town staff over a personnel matter. As Ms Hogg explained later in that meeting, n emergency meeting is possible, provided the ouncillor is able to get a majority of councillors o petition the clerk, but a budget meeting is not he appropriate venue. â&#x20AC;&#x153;He marched right past me and was yelling t the mayor and we were taken by surprise. It was a little unnerving,â&#x20AC;? Ms Hogg told The Liberal esterday. The angry interaction continued for a few minutes at the beginning of the budget meetng (see separate dialogue box) while Ms Hogg alled again for adoption of the agenda. A vote was taken and Mr. Perrelli requested that it be ecorded; his was the sole vote against. Budget discussions resumed for about half an our when tempers flared again, this time when Mr. Perrelli did not raise his hand in another vote. See COUNCILLOR page p g 30.

Despite rising postage costs and the convenience of texting, e-mail and social media, Christmas remains the largest card-sending holiday in North America, indus-
try experts said. In the U.S alone, more than 1.6 billion cards are sent annually, helping the 169-year-old tradition born in England survive and thrive. Hallmark Canada, a privately held company, is reluctant to share
proprietary sales information, but said if all its Christmas cards sold in Canada were lined up end to end, they would stretch between Toronto and the North Pole six times. See CHARM, page 20.

The 2014 NHL draft prospect had three goals and four assists and was plus-three in two games with the Windsor Spitfires last week. The 18-year-oldâ&#x20AC;&#x2122;s big week was highlighted by four points in an 8-7 shootout win over the Sarnia Sting Sunday to extend the Spitfiresâ&#x20AC;&#x2122; winning streak to four games. The second-year forward earned first star honours, recording his first career hat trick. His 23rd goal of the season tied the score in the third period. He finished things off by scoring the shootout winner. Earlier in the week, Ho-Sang collected three assists and was named third star of the Spitfiresâ&#x20AC;&#x2122; JOSH HO-SANG 5-2 road win over the TIM CORNETT PHOTO Sault Ste. Marie Greyhounds. Reporting to the Machine Operator, the Machine Strapper is responsible for removing skids from the line, relocating them to the appropriate slots using the pump truck and wrapping finished product.
