Q: In May, the region launched
a transportation task force, described as one of the most significant committee’s in the region’s history. Can you explain why it is so important and why it is so timely?
Turner: Transportation has been stated as the No. 1 issue of priority to York Region residents for many, many, many years. It’s really important, as we look at major milestones like our transportation master plan, that we really examine opportunities to really get it right. And getting it right means where do we spend our emphasis and our focus with respect to the dollars that need to be spent to improve our roads and our transit systems and create great places for people to walk and have mobility, including on their bicycles. So, that’s why a task force was created, because it’s really important to York Region residents and their quality of life. May: I think the other aspect is, I think it’s very timely now for this task force because there is an unparalleled level of investment in transportation in the GTA, not only with the things under construction in York Region, our rapid bus transit and the Spadina subway extension, but also all the RER (rapid express rail, which is electrification of the GO train lines allowing for 15-minute service) investment with Metrolinx.
Q:
Why do we need all this? Are we choking on our own congestion? May: We identified in the first transportation master plan that the region did, which was approved in 2002, we strongly identified that we couldn’t widen enough roads in York Region to accommodate all the future travel just in cars. There just wasn’t enough roads to widen and not enough property. There would just have to be too many lanes on these arterial roads, so transit was the only way we were going to achieve the future need for travel in a sustainable manner. The two rapid way lanes in the middle of the road have more capacity to move people than the three lanes in each direction, so a total of six lanes, for regular cars.
Q:
Just as a normal person, I hear Metrolinx, Viva, YRT, GO, there’s the TTC, there’s SmartTrack. How is this all working? It just seems like so much and I can’t
wrap my head around it. Help me wrap my head around it. Turner: We’ll start at the bottom and work our way up. YRT has existed for a considerable amount of time. It was formed by putting together all of the local transit systems and creating York Region Transit. And that was done by the region putting together all these small individuals into a large regional authority. That authority is responsible for operating the dayto-day system that you see running around out there. The rapid transit corporation, which is our service that we put out there and we run the rapid transit corporation, our goal is to find funding and to build the projects and then give them to YRT, York Region Transit, to put into service and they run the local service every day on our behalf. We have funding partners and one of the funding partners we have is Metrolinx. And Metrolinx was formed to create this umbrella regional transportation authority, to create the big picture that’s bigger than any one of our individual pictures, to put together the whole network and to determine the priorities of which pieces of that network should go ahead of the others. But (transit) is a very important, as you know, political hot potato for everyone to deal with. So, usually, you will find at election time, one of the platforms that a politician will run on is their ideas about a transit idea. So, in this case, (Toronto Mayor) John Tory came out with the idea of SmartTrack. And SmartTrack is just basically layered on top of the GO lines and adds a few more stations in the city of Toronto. But he’s been able to give it a phrase and a name and gain popularity as another way to move people around. But it happens to be the same plan with a few more stations.
May: From a transit user per-
spective, when you’ve got different systems operating in the Greater Toronto Area like this, there are two aspects that make it convenient for the user. One is service integration. So, can I connect from one service to another service to get where I want to go? And we do have service integration in York Region and in the Greater Toronto Area...The other aspect is fare integration so you have one unified fare system throughout the Greater Toronto Area and we don’t have that yet... There isn’t fare integration with the TTC…The Presto card is being implemented. Everyone in the GTA has implemented it except for the TTC and it’s in the process in

Go to yorkregion.com for the full interview. the TTC. They’ve started to and it will still be a couple years before they’ve finished implementing it on the TTC. So, that makes it more convenient. You just tap your card each time. In terms of integrating the fare policy, that’s more difficult and Metrolinx is working on that and it needs to be done at the Greater Toronto Area level. It’s not something York Region can do on its own.
Q:
Paint a picture of what transit will look like in five years.
Turner: In five years, we’ll have 37 kilometres of rapid transit corridors, bus rapid transit corridors, fully separated for buses to be running up and down. The Spadina subway will be open. We hope to be well into engineering for the Yonge subway because it’s another major piece of our puzzle. And we hope to have a (BRT) corridor running up Jane Street and across Major Mack and down Don Mills, providing rapid transit but in mixed traffic and as a precursor to future separated rapid transit investment. It will be buses like the first stage of Viva where we ran in mixed traffic and the stations will be curbside. The goal is to start it in mixed
traffic and get it into its own corridor. Five years from now, you should be seeing much more frequent service on the GO lines and then five years from then, you’re going to see electrification. You’re going to have this whole rapid transit system of buses and subways start to be connected to the GO lines and the GO lines are going to be running up and down the corridors.
May: Metrolinx has a 10-year program to implement regional express rail, RER. These are all diesel trains right now. They’re electrifying some of the corridors, but not all of them. They’re not electrifying the Richmond Hill corridor and the Kitchener corridor past Brampton. But they are electrifying the Stouffville line and the Barrie line. I don’t expect they will have that done in five years. It will take at least 10 years to do that, but they are going to incrementally add more trains to each of the GO rail lines. Plus, they’re extending the Richmond Hill rail line. Right now, it stops just north of Major Mackenzie. They’re building a station up at Stouffville Road and another station up at Bloomington and this should be done within five years.
Q:
Paint a picture of what transit is going to look like in a quarter century.
Turner: I think the level of investment now being made will create an entirely different manner in the way people will be able to move around our community. Right now, we truly are still a cardependent community. I would say (in) 20 to 25 years, we could truly say we will have the real opportunity to be a mobile community. A mobile community has people moving by all modes of transportation. There are people in their cars, there are people riding transit, there are people on bicycle paths. (People are) moving back and forth between all the levels of service and it will be an entirely different opportunity for mobility in the region. May: And a fully connected rapid transit network. There are still a number of gaps in the system and we’re slowly filling in these gaps. You (will be able to) use rapid transit for all or most of your trip, not just part of it or certain people who it works for. It will be available to a broader sector of society. It will be available as a viable option to driving to work. EW

NOTICE OF STUDY COMMENCEMENT Municipal Class Environmental Assessment King-Vaughan Road Bridge Replacement The Study The City of Vaughan has initiated a Municipal Class Environmental Assessment (Class EA) for the replacement of the King-Vaughan Road Bridge, located approximately 1,500 metres east of Highway 27 in the City of Vaughan (ref. Key Plan). The bridge was constructed in 1920 and carries one lane of traffic over the Humber River. The project will assess the need for the replacement of the existing structure and recommend an appropriate replacement strategy. Amec Foster Wheeler has been retained by the City of Vaughan to complete the study. The Process This notice marks the start of the Class EA, a study which will define the problem or opportunity, identify and evaluate alternative solutions, and determine a preferred solution in consultation with the City of Vaughan, regulatory agencies, and the public. Consultation with stakeholders (public and agencies) is a key component of the study. Public Information Centres (PICs) will be held to discuss issues related to the project, including alternative solutions, evaluation criteria, environmental impacts and mitigation measures. PIC dates and details will be advertised as the study progresses. Once the study is complete, an Environmental Study Report (ESR) will be prepared and available for public review and comment. A Notice of Completion will be issued at that stage.

Vaughan’s Moka Cafe had been the site of an illegal gaming house before two people were shot to death and two others were seriously wounded during a brazen attack, according to police. Despite this assertion, officers have yet to determine if the violence that left Vaughan residents Maria Voci, 47, and Christopher DeSimone, 24, dead was related to gambling. A third victim, well known Woodbridge business owner Rocco Di Paola, is expected to survive, while the fourth victim, whose iden-
tity is being protected, is also recovering. The incident occurred early on June 24 after a masked gunman walked into the cafe and opened fire. Since the shooting, police have located the stolen Nissan Versa used in the attack and released clear pictures of the suspect. The morning after the shooting, investigators also canvassed drivers asking if anyone had information about a nearby pick-up truck, which, so far, has not been deemed a vehicle of interest. Police have called the man “armed and dangerous” and describe him as five-feet, 10-inches, with a muscular build.

Prior discussion on children is key

f you — or someone you know — are childless, by choice or by chance, you may want to check out www.thenotmom.com website which celebrates women living a child free lifestyle and provides information about a notmom conference to be held in Cleveland Ohio this fall. In Montreal, 37-year-old Magenta Baribeau recently organized Fête des non-parents, or ‘Child-Free Day’ meant to unite people who choose to remain childless, despite incredible pressure from family and society in general to change their minds. I’m sure that most married couples, especially those who have been married for a year or more, can attest to well intentioned relatives asking “So, when are you going to start a family?” For some, this may trigger a host of emotions. A couple who has been trying unsuccessfully to conceive may be highly sensitive to this question. Couples who have chosen to remain childless may find it intrusive and judgmental, considering their personal choice. Despite being called selfish and coaxed into re-considering their position, many couples remain steadfast in their determination to remain a family of two. Some point to over-population as one reason they have chosen not to have children, while others honestly state that they have chosen a lifestyle that might be cramped by the responsibility of taking care of children. Still others may silently choose not to become parents after being raised in a dysfunctional home environment, or by parents who contributed towards making their children feel more like a burden than a pleasure. Baribeau, who has spent the past six years working on Maman? Non Merci, a documentary about people who are happily childless, feels that more people should be sensitive to the pressure and prejudice that people who have chosen to remain childless feel. After reading about this on CBC news, talking to The Motts on Newstalk 1010 about it and interviewing Robin Rinaldi, author of The Wild Oats Project, for my latest

Sara Dimerman Parenting columnist podcast titled: What to do when your partner says no to having a child?, I felt compelled to write this article. My interview with Rinaldi offered a whole other dimension to this topic. It’s one thing for a couple to choose childlessness together, but quite another when a couple is divided or when choice is taken away from either one. Although Rinaldi’s book has been marketed as one woman’s quest to find sexual passion, I was struck by how much of it was about her yearning for purpose, which included becoming a mother. After her husband chose to have a vasectomy, thereby blatantly cutting off any possibility of them becoming parents together, she takes brave and risky steps towards finding other meaning in life. As I, too, have seen when working with clients caught in this dilemma, Rinaldi and her husband sought out counsellors over the course of their marriage. One suggested that her husband would come around, which is a common belief when someone says no to having children, but he proved the counsellor wrong and never does. Learning from her experience, and from what I too have witnessed, I encourage couples to discuss their desire or lack thereof to become parents before they make a long-term commitment to one another. Then, they can either continue their journey together with this understanding or end the relationship, if becoming a parent is a deal breaker for either one. We’re slow to act on saving turtles Re: Slow down at ‘turtle crossing’, residents urge drivers, June 25. I think we should be much more worried about those people who are poaching turtles for turtle soup. I previously resided on a street where there are large ponds and many turtles. A van was occasionally spotted trolling the area. One day I saw the van stop and two men jumped out, ran to the side of the road and picked up a very

I yelled out the window at them to put it back, then did a U-turn to follow them, but they sped off recklessly. I believe there are many turtle poachers in York Region, since turtle soup is popular in some cultures. I think there should be stiff penalties for such activity, and it should be illegal to serve it in restaurants, similar to shark-fin soup. We need public awareness to make consumption of turtle soup socially unacceptable, or soon the beautiful turtles in our environment will be gone.

Sharon Lee Mandel remembers the call she received from a distraught mother whose son had died from a drug overdose only days earlier. The woman wanted desperately to speak to other parents who had experienced a similar loss. Mandel normally works with family members whose loved ones are suffering from addiction. She thought it would be easy to track down a support group. She was wrong. The Thornhill family addiction counsellor ended up calling every organization and group she could think of, including the Centre for Addiction and Mental Health and Bereaved Families of Ontario, but no one knew of a bereavement group for parents who had lost a child to a drug overdose. The CAMH employee she spoke to even told her “if you find such a group, please let us know”. Today, Mandel is helping fill the void. The only group she could find that fit the desired description was in California. So Mandel worked with GTA parents to create a chapter of the California group GRASP — Grief Recovery After a Substance Passing. “These parents need each other, because no one else knows the pain of losing a child to addiction as another parent with the same loss.” The first meeting was held in April. While the chapter is in Toronto, it is open to residents in Thornhill and elsewhere in York Region. It is meant to be a peer-to-peer support group;

parents helping each other, but Mandel knew the parent who had approached her was still grief-stricken herself. Some of the parents had to heal and could not dedicate themselves to creating the chapter. So Mandel helped them create one. She introduced the parents of a young man who died in January, to a single mom who lost her son a year ago. Drugs were involved in both deaths, she said. They attended the first meeting of the GRASP Toronto chapter in her Thornhill kitchen. “It was cathartic,” Mandel said. The parents stayed for five hours. “They shared stories of their sons,” Mandel wrote in an e-mail. “They talked about the addiction and how difficult it had been to find help. They talked about how their sons died and how difficult it is to go on living with their horrendous loss. They talked about how people react to their loss. They shared pictures and memories, both good and bad. “There were tears and tremendous empathy as they talked and listened to one another.” They also shared their anger over what had happened to their children. Mandel believes even in its short life, the group has been helpful so far. “Parents saw what they were feeling was normal. They shared similar grief, became friends.” People can be very judgmental when it comes to drug addictions, Mandel said. When one woman had explained to a general bereavement group how her child died, the way other members looked at her made her feel ashamed and defensive, she said. “I could sympathize so much. They have been through hell, they are going through worse hell,” Mandel said. “They need to be with each other”. She says there are many more parents out there in the same situation who need to be helped. “This is an epidemic. I can’t believe all the parents who talk to me and haven’t told a soul,” Mandel said. Professionals, such as social workers, doctors, clergymen and addiction counsellors she spoke to are excited at the prospect of this group. “They know there is a need,” she said. “The group brings friendship and empathy. Who else can understand a parent who lost a child to drugs, as another parent who lost a child to drugs?” Mandel asked. “The general population doesn’t know what an epidemic it is. People don’t talk about it.”

Happy ending for local family needing accessible housing By Simone Joseph

Ariela Shteynberg has witnessed the difference one move has made in the life of her father. At the beginning of June, Mark Mushkin and his wife Nina moved homes within their Thornhill co-op. Their daughter is thrilled with the impact it’s having on Mark Mushkin, 78. “My father looks younger. He loves it,” Shteynberg said. Mushkin suffers from diabetes, reflux disease and peripheral vascular disease and cannot walk more than 50 meters without stopping. He lives in Thornhill’s William Lyon Mackenzie Housing Co-operative in the Bathurst Street and Clark Avenue area of Vaughan. Two years ago, The Liberal featured a story describing his health problems and his desire to switch to more convenient housing. In his former townhouse, he would have to climb two flights of stairs from the main floor of his home to the third floor to get to a washroom. By the end of his stay there, the stairs had become “unbearable”, Shteynberg said. Knowing his health could deteriorate, Mushkin and Nina had applied to their
co-op eight years ago for a handicapped unit with a main-level bedroom and bathroom. They provided a doctor’s note outlining his needs. With just three of the units at the Mullen Drive co-op designated as handicapped, they rarely become available, but in May 2013, one of the units was vacant. When the Mushkins checked in with the office, they were shocked to learn they were not on the waiting list. The available townhouse ended up going to another resident who also was not on the list. The Mushkins fought this decision, but the board said it based its decision on the date of the residents’ doctors notes — the woman who got the unit had a doctor’s note dated two months earlier than Mushkin’s. So today, Mark and Nina Mushkin are counting themselves lucky for getting a more appropriate townhouse for their needs. Shteynberg calls her parents’ new townhouse “amazing” and “spacious”. It has a bathroom on the main floor and a garage large enough to store a scooter, which Mushkin may need soon. Mushkin’s wife Nina said she is ecstatic with their new abode. “I love it very much,” she said. “I am sure it has had a good impact on his health and he wants to live more, to
continue to live. It is not easy when you are sick”. Nina has noticed a marked difference in her husband since the move. “My husband’s life is much easier now. We are much happier,” she said. “We were happy from first moment we came here.” Because there are only three handicapped units, the decision was made to put the couple on the waiting list for a regular unit, since this housing would be available first. So while Mushkin is not living in a handicapped unit, his housing is much more comfortable than the last townhouse in which he lived, his family says. “He doesn’t have to go up and down steps,” Shteynberg said. The home even has a little back yard, whereas their last home only had a balcony at the back. The couple is enjoying the extra room, especially, since they usually have about 15 relatives over every Shabbat. Nina says the move has even impacted her husband’s mood. “He is not so depressed,” Nina said. The Thornhill Community Centre and Library will soon be home to a clowder of cats. At its June 23 meeting, Markham Council approved the opening of an animal store-
front, or Cat Adoption and Education Centre (CAEC) that will run out of the Thornhill centre. “It’s a bold new initiative,” said Councillor Valerie Burke. “It’s very exciting.” The idea to open a CAEC came when the city started looking at ways to increase cat

Seniors relocated A group of senior citizens, who are part of the Thornhill Seniors Club wellness program that runs out of the centre, were worried that if the cats came in they would be out. But they were able to relocate their program. “Initially we were worried we would have to cancel some of our days,” said one of the program organizers. “But right now we are happy with the relocation.” Burke said they were able to do some shuffling to accommodate both the cats and the other programs.

“We didn’t want to displace anybody,” she said. The new Markham CAEC will be similar to two successful adoption centres in the Niagara and Welland areas. They are both located in retail locations in high traffic areas to help increase adoption rates. According to a staff report, retail locations are too expensive to rent in Markham so staff looked at running the shelter out of a municipally owned property. Additionally, any improvements made to the centre would be an asset for the city. Thornhill Community Centre was a preferred location because of the high number of people who visit the centre, it is furthest away from the local Ontario Society for the Prevention of Cruelty to Animals (OSPCA) in Newmarket, and there is potential for programs and partnerships with schools, students, seniors and community groups. “I think it will get so many people in the community involved,” Burke said. Some of the programs suggested in the report include reading therapy programs, junior vet programs, animal care educational visits and anxiety therapy. Thronhill also has a high proportion of Markham’s licensed pet owners. The proposed room is used for a spin cycle class. According to the report, the room is located in the recently expanded upper atrium, has a separate entrance and is self-contained with a key lock door. The centre will be fitted with a separate HVAC unit. The OSPCA will manage the operation of the centre, which will be home to no more than 17 healthy and adoption ready cats. According to the report, during the 2014 budget process council approved $150,000 for the implementation of the centre, $100,000 for annual operating costs and $50,000 for capital start-up.
OWN HVAC UNIT The capital costs for the CAEC are just over $115,000 leaving approximately $65,000 shortfall. Markham’s Animal Care Committee has raised over $30,000 for animal services and has committed those funds to the centre. The remaining shortfall will be funded from the non-development charge contingency. The annual budget will be about $99,000 with one full-time and one part-time staff member hired by the OSPCA. Volunteers will be recruited from both the city and the OSPCA. Staff and the animal care committee are currently looking at potential sponsorships and will be accepting donations. Staff is also looking at perusing a possible adoption fee revenue sharing arrangement with the OSPCA. Burke said the centre should be ready later this year. Staff will report back to council three years after it opens.

Jason Chung carded a three-round, 11-under par 205 to capture the boys division at the CN Future Link Quebec Championship at Golf Chateau-Bromont in Bromont, Sunday. Entering the final round, the Thornhill resident shot a six-under 66 to win the title by two strokes ahead of Charles-Eric Belanger of Quebec City. For Chung, the victory was his first in a couple of years. It was a case of his game coming together at the right time. “Its really been a good past few days and I feel I’ve finally broke through with my game,” he said in a Golf Canada news release. Chung noted his game plan coming into the final round was to focus on hitting fairways and greens to set him up for as many birdie chances as possible.

That plan worked well as he recorded eight birdies in the final round. In doing so, Chung was quick to note his ability to make putts was an essential ingredient. “I made most, if not all, of my putts from inside eight feet, so I think that’s what made the difference today,” he cited. With the victory, Chung feels it will bolster his game entering his future tournaments this season. “It is a boost of confidence that I can hopefully take into the next couple of tournaments I will be playing. I’d like to think of it as a new chapter because I’ve never gone this low,” he said. Chung will return to Quebec to compete in the Canadian Junior Boys’ Championship at the Summerlea Golf and Country Club in Vaudreuil-Dorion from Aug. 3 to 6.

Collision rates on York Region roads reached a 10-year low, stated the 2015 Traffic Safety Status Report The study, which documents road safety trends, was received by York Regional Council last week. York Region chairperson and CEO Wayne Emmerson said the report reflects motor vehicle collision data on regional roads collected and reviewed by the region in partnership with York Regional Police.

On average, there were more than 3.26 million daily vehicle trips made each day between 2012 and 2014, the document said. “York Region has seen a decrease in the total number of collisions over the past five years and our goal is to further reduce these numbers,” Emmerson said. “Continuously working towards improving traffic safety is vital to providing residents and visitors with safer ways to move in and across regional roads.” Highlights in the report include: · Collision rates in 2014 reached a 10-year low; · 70 per cent of all collisions were a direct cause of someone’s improper driving; 36 per cent were due to acts of aggressive driving; · Collisions most frequently occur on Fridays from the months of October to January, and during the evening rush hour; · The number of collisions is closely related to traffic volumes; as volumes increase, so
do collisions; · 44 per cent of all collisions were rearend collisions; · Most collisions, for all modes of travel, occur at signalized intersections; · 91 per cent of pedestrian involved collisions resulted in injury; · 70 per cent of all collisions occurred during dry road surface conditions; · Since implementing red light cameras in 2013, the number of right angle collisions has reduced by 48 per cent at red light camera locations.

It’s important to have programs and measures in place to ensure the safety of people travelling throughout the region, Richmond Hill Regional Councillor Vito Spatafora, chairperson of York’s transportation services, said. “In addition to implementing programs, it is necessary to review the results and assess their effectiveness.” While there are a number of factors that contribute to the decrease in collisions, safety programs play an important role. Some of the programs York Region has put in place include revising speed limits on Regional roads, installing red light cameras at 20 intersections and implementing safety campaigns to enhance awareness for issues affecting pedestrian safety.

he quantity and heartfelt quality of the condolences sent to Maurice “Moe” Buckle’s family following his passing May 14, 2015 at 71, are more than tributes; they also serve as poignant characterizations of the beloved Keswick man’s life. Personally and professionally, Moe, as most called him, had a legion of connections, son Chris Buckle said. “He had a network of people over the span of his life,” he recalled. “He had a lot of friends and acquaintances.” Moe had a magnetic personally, his son recalled.
Moe Buckle (centre) and his sons, Chris and Brad. “He had a calming, warm presence,” he said. “He was always inviting you in. Congenial, serious, fun, he was all of the above as appropriate for the occasion.
“He was a jokester who enjoyed a good laugh and a good party.” Moe was also a respected professional. A former police officer, he served
on both Metro Toronto and York Regional Police forces. He worked for Dawson’s Marina in Keswick for several years and, for the past 22 years, successfully managed and consulted at Traffic Ticket Advocates in Newmarket. Chris continues to work at the company, providing legal services specializing in Highway Traffic Act offences. As a licenced paralegal with the Upper Canada Law Society and longtime member of the Institute of Agents at Court, he actively defended traffic ticket matters in court since 1993. Moe was well known and respected throughout the GTA for providing professional representation. He worked until the end, Chris
