The number of red-light cameras at intersections across York Region will double to 40 next year, according to a report coming to a regional committee meeting Thursday. Councillors are expected to

approve spending $5.5 million for a five-year contract beginning Jan. 1, 2017 with Traffipax LLC for the supply and installation of 20 new red-light cameras and for the ongoing operation and maintenance of the expanded system, which would also include the existing 20 cameras. The contract could be extended for another five years beginning in 2022 for an estimated additional $4 million.

Last June, when council approved the concept of adding 20 new red-light cameras, the region said the cost would be paid through fines. If the new contract is approved at the committee meeting, it would still have to be endorsed by council Feb. 18. Red-light cameras have dramatically cut down on right angle or T-bone collisions, a report coming to today’’s committee meeting

says. “Since fall of 2013, red-light cameras have been operational at 20 intersections on regional roads. Educator earns Deeds Speak award at York Police Black History event BY ADAM MARTIN-ROBBINS

A longtime educator with the Region’s public school board was honored by York police for her efforts supporting youth in the community as part of a special Black History Month celebration this past weekend. Joycelin Brown, who served as a vice principal with York Region District School Board for six years following 21 years with Toronto District School Board, was presented with a Deeds Speak award by York Police Chief Eric Jolliffe in front of a crowd of hundreds gathered at police headquarters in Aurora. “I thank you, York Regional Police, and I thank everybody who has given a kind word at any time,” said Brown, who immigrated to Canada from Jamaica in 1978 and started her career as an English teacher in 1988, after graduating from York University. “But it is not about being recognized — it is more about doing what you must do. And that is, we must keep on going, we must keep on helping our youth.” During her two decades with the Toronto board, Brown also worked as a guidance counsellor, head of guidance and as a vice principal. In 2009, she moved to the York board, serving two years as vice principal at Markham’s Bur Oak Secondary School followed by four years at Vaughan’s Woodbridge College. Brown retired in 2015, but during her lengthy career, she organized and ran an after-school community homework club targeting new immigrants and less affluent students. She also ran workshops for youth and

parents aimed at teaching them about time management, healthy relationships, and how to make the transition to post-secondary education and the workforce. Brown spent 21 years as coordinator and program director for a two-week, co-ed residential camp, while also appearing frequently as a guest speaker at college career forums and women’s conferences across the GTA. “In any role I found myself, my only desire was to make a difference in the life of one student, one step at a time,” she said. “I hope and I pray that I made a difference.” Along the way, Brown and her husband, Trevor, raised three children — Trevlin, Joel and Richard.

She credited her family, many of whom attended the awards ceremony, for their unwavering support, noting that it allowed her to devote so much of her time and energy to giving back to the community. “My immediate family has truly been the wind beneath my wings and an integral part of who I am today,” she said, borrowing a phrase from singer-songwriter Bette Midler. Brown also noted that she learned a great deal from her students, especially those who were rebellious, challenging or obstinate. Longtime York Region Police Staff Sgt. Tony Brown was also honored with a Deeds Speak award in a surprise presentation. The awards were just one part of the Black

History Month celebration, featuring radio show host Kerry-Lee Crawford as master of ceremonies. There were spirited performances from Sounds of Motown, singer Jay Harmony and spoken word artist Al St. Louis. Former Liberal MP Jean Augustine delivered a stirring keynote address. Augustine was the driving force behind the effort to have Black History Month declared a national celebration. A government bill to that effect was passed in 1995 and in 1996 it was celebrated nationally for the first time. She told the crowd about the uphill battle required to make that a reality. Augustine also talked about why it has been so important to celebrate Black History Month every February for the last two decades. “We have to focus on the fact that this is an opportunity for us to celebrate, to highlight, to promote, to advance and get the history of people of African descent known (and) recognized as part of Canadian history,” she said. And Augustine shared her hope that some day it will no longer be necessary to have a month set aside to talk about and focus on Black history. But, she said, that will only happen once the contributions of African Canadians become an integral part of the history of the country that is taught in schools and commemorated by governments and institutions year round. “We ain’t where we could be. We ain’t where we should be. We ain’t where we ought to be, but we ain’t where we was,” Augustine told the audience. EW

The Central Local Health Integration Network (LHIN) is holding public consultations to hear your views on a report called Patients First: A Proposal to Strengthen Patient-Centred Health Care in Ontario. The report is available at centrallhin. on.ca/communityengagement/currentengagements/PatientsFirstProposal While the province said that during the past 10 years it has improved access to primary care, provided more care for people at home, reduced hospital wait times, invested in health promotion programs and taken steps to make the system more transparent and accountable, it admits there are still gaps in care. For example, some Ontario residents, especially indigenous people, Franco-Ontarians and members of cultural groups (especially newcomers) and people with mental health and addiction challenges are not always well-served by the health care system. Many Ontario residents have difficulty seeing their primary care provider when needed and often end up going to

emergency departments or walk-in clinics instead. Some families find home care and community care services inconsistent and difficult to navigate. Many family caregivers are experiencing high levels of stress. Public health programs are disconnected from the rest of the health care system. Health services are fragmented, which can result in poor health outcomes for patients.

Vaughan showed its colours as it ushered in the Year of the Monkey at city hall over the weekend. Chinese New Year, also known Lunar New Year or Spring Festival, falls on Feb. 8 this year and celebrates more than 4,000 years of history. It is the most important annual event celebrated in the Chinese culture. Traditionally, the festival is a time to celebrate deities as well as ancestors. In partnership with the Federation of Chinese Canadians in Vaughan, the city’s event featured a traditional lion dance, eye-dotting ceremony and a variety of Chinese games and crafts, as well as cultural performances, including Japanese drummers. While customs and traditions vary widely, some include families gathering for a reunion on the days leading up to the New Year, thoroughly cleaning the house to sweep away ill-fortune and welcome luck, decorating windows and doors with paper-cuts and couplets, lighting fireworks and giving money gifts in red paper envelopes. “We came today because it is a Chinese tradition and it is a little taste of home for us,” said Stanley Chen, who originates from China. “It is also a great way to let our children experience the tradition of our culture.” It is a celebration that is so rich and vibrant

and shows the diversity of the community, Vaughan Mayor Maurizio Bevilacqua said. “This is the perfect way to demonstrate the cultural richness in the fabric of our community,” he added. “I love the dragons, the colours and the spirit of hope and renewal of the day. The drama of the celebration really does feed the spirit.” Children raised hand-held flags and all ages wore colourful balloon hats during the celebration, as they were entertained by Doo Doo the Clown, the voice of Jonas M. and, of course, a highlight appearance of the dragon. Markham and Richmond Hill also staged Chinese New Year events over the weekend.

Unplug, get artistic, or enjoy meal on Family Day

Plaza development will create jobs

O

ther than my husband’s birthday and Valentine’s Day, when I think of special days during the month of February, I think of Family Day. This year in Ontario it falls on Monday, Feb. 15. I think of this day as a reminder of how important family time is. Of course, as with Valentine’s Day, if it’s the only day that you show love and togetherness, your actions may appear somewhat disingenuous. However, if you see this as an opportunity to put in extra effort to show how much you care, then your actions will appear more sincere. The face of family has changed dramatically over the years. No longer is family conventionally defined by a mother, father and children. Now, family takes on many shapes. Not everyone is fortunate to be part of a family in which he or she feels secure, loved and supported. For some, family has been a huge disappointment. While some believe that family members should be revered and respected no matter how they act towards one another, others feel that blood is not always thicker than water and that the friends they have chosen to be part of their inner circle have become symbolic of the family they created themselves. No matter who you choose to hang out with on Family Day, consider this an opportunity to focus on and show appreciation for one another. Here are some ideas for Family Day.

REMINISCE Something our family loves to do on Family Day is to bring out old photo albums and videotapes or DVDs of years gone by. While going through my father’s belongings after he passed away a few months ago,

Sara Dimerman I came across old report cards he had kept of my mother’s. My plan is to show my daughters some of my report cards and school projects from when I was a student. I’m doing this especially because I wish I would have seen my mom’s school records before she passed, so that I could have discussed them with her and asked her questions.

ENJOY MEAL TOGETHER Enjoy a nice home-cooked meal together or go out to a restaurant or order in, if you prefer. While eating together, take the opportunity to voice out loud the top three things that you appreciate about one another. Too often we think good thoughts about one another, but don’t always express them out loud. GET UNPLUGGED Put extra effort into turning off cell phones, computers and other forms of technology on Family Day so that you can focus on one another. Play a board game, pull out the kids’ markers and create a family masterpiece on a large piece of paper. Maybe trace around each of your hands on a piece of paper as a keepsake. Whatever you decide to do together, I’m wishing you a fabulous Family Day!

Re: Residents weigh in on redevelopment of plaza, Jan. 21. Not long ago Thornhill waged a battle about accepting a Walmart into its cherished neighbourhood. Now your paper focuses on the SpringFarm/Sobey’s plaza retrofit debate, hopefully with a new perspective. In the 23 years of corporate existence, I have yet to witness a poor, inappropriate RioCan development in the GTA. This skilled property developer has wisely embraced intensification and community enhancement as a key component of explosive GTA growth. Many recent examples of RioCan’s brilliant development include the Keele Stockyards, Bayview-Eglinton plaza and the King Street Portlands. I am a financial consultant and let’s face it, Thornhill is a very desired, worldclass location and the fifth wealthiest neighbourhood in Canada. In my opinion, it requires more focused services, diverse shopping and greater ethnic interaction than currently offered by the “sleepy hollow” SpringFarm plaza. I encourage local residents to visit some of the recent RioCan projects in the Toronto area and savour the transformation of old, under-utilized areas into vibrant neighbourhoods with soaring property values, welcoming the world and creating countless jobs for the future.

Markham needs city animal shelter Re: Cat adoption centre gets set to purr, Jan. 21. Contrary to the article, there are other cat rescues that offer adoptions in Markham — one only has to Google to find them. However, since the OSPCA

does not seem to like to share resources or the limelight, these other volunteer-run groups are not supported by the City of Markham. I have been volunteering with a Markham-based cat rescue group for the past eight years and it offers a safe haven to more than 100 cats at any given time. These cats are all vetted and well looked after by two shifts of volunteers. The rescue shelter is open for adoptions and, sadly, survives with $0 in city funding. There is a need for a transparent, municipally-run animal shelter in Markham and council needs to wake up and realize this! We obviously have enough money, if the mayor wanted to bring a national hockey team/arena here, so why not spend it on services that are actually needed and wanted by the residents who live here? Even Vaughan has a city animal shelter. I would rather my taxes go to a transparent city shelter than a non-transparent, wellfunded group that is not even based in Markham. The taxpayer-funded community cat room (at Thornhill Community Centre) should house cats from Markham-based community rescue groups.

Support all efforts for homeless cats It is unfortunate that North Toronto Cat Rescue supporters continue to lambaste the City of Markham for their efforts to help homeless abused and feral cats. The OSPCA is contracted to the City of Markham and the wonderful facility opened in the Thornhill Community Centre is to make it easier for those who want to adopt from OSPCA and their regulated procedures to ensure the best fit possible for cat and home. Newmarket is a long drive. Also, the education aspect is a huge component in helping to ensure good homes for cats, no matter which group they are adopted from. Let’s celebrate this innovative — and so far successful — venture as would any animal lover no matter which group they support. Everyone has their chance to make a difference.

A Thornhill man has legally changed his name to be on the bottom of the ballot for the WhitbyOshawa byelection. On Feb. 11, Above Znoneofthe will be one of 10 candidates hoping to fill the vacant seat left by former Progressive Conservative MPP Christine Elliott. The 46-year-old, who lives in Thornhill with his wife and two children, paid $137 in September to change his name from Sheldon Bergson. He’s not sure if he will keep his new name following the election. Although his friends and family still call him Sheldon, he may keep the name if he wins the byelection. A customer service representative for a bank, he completed his nomination papers by getting 25 voters to sign and then registered as a candidate. Elections Ontario’s finalized list of candidates for the riding confirms he is officially in the race. While the candidates are a mix of traditional and fringe parties, he added the Z to his name in order to sit directly below the name of his main competition, Greg Vezina, representing the None of the Above Party, who is also counting on votes from those who want an alternative to the main parties. Charges laid in alleged sexual assault of elderly patient at Mackenzie Health

A personal support worker has been charged with sexually assaulting an 88-year-old female patient at Richmond Hill’s Mackenzie Health hospital. York Regional Police received information Dec.19, 2015, about the sexual assault of a female victim that occurred sometime between August and October 2015. At the time of the offence, the victim was being cared for by a man at Mackenzie Health hospital, police said. Investigators believe there may be other victims, as the accused has continued his employment as a personal support worker at various facilities. Police are also seeking witnesses who may have more information. York police have charged 51-yearold Soja Zadeh, a Newmarket man,

Passport clinic Sunday at Promenade Mall Transit Project Assessment Process GO Rail Network Electrification – Public Meetings Metrolinx, an agency of the Province of Ontario, is helping to transform the way the region moves by building a seamless, convenient and integrated transit network across the Greater Toronto and Hamilton Area (GTHA). As part of this project, we are expanding GO Transit to enable 15-minute service on most corridors with electrified trains, which will enable faster and more frequent service. Together, these infrastructure improvements will change how people move around Toronto and the region with four times the current number of GO train trips, service on evenings and weekends, and twice the number of trips during peak periods. Building on the GO Electrification Study completed in 2010, which looked at the electrification of the GO Transit rail system network, Metrolinx is currently undertaking environmental studies under the Transit Project Assessment Process (TPAP), in accordance with Ontario Regulation 231/08, to examine the conversion of several rail corridors from a diesel to an electric-based system. The project will include design and implementation of a traction power supply system (i.e. traction power substations and high voltage connections to Hydro One’s existing grid), as well as power distribution components (i.e. electrical power distribution facilities) located in the vicinity of the rail corridors.

If you don’t want to take time off work to get your or your child’s passports processed, you have another option this Sunday, as Thornhill MP Peter Kent hosts a passport clinic at Promenade Mall, from noon to 3 p.m. Free advice is offered at the clinic, which is open to anyone, including those who live outside Thornhill. This clinic has drawn as many as a few hundred people in previous years, Kent said Monday. People are often attracted by the clinic’s convenient time and location, he said. “For a lot of people, at Service Canada, they are taking time off of work, sitting for hours,” he said. In contrast, this clinic is in Thornhill, on a Sunday and is held before the popular March Break vacation time. The clinic has lawyers, notaries and other volunteers on hand to help, making it a valuable resource, said Kent. “It saves a lot of mistakes and can do a higher volume.” Last year, Kent met a woman whom he found to be inspiring. She was 90 and when asked whether she wanted to renew her passport for five or 10 years, she said 10 because she thought she should be ready for anything. As for the clinic, it transforms into a community open house with a social element, Kent says. “It is convenient and a chance to chat with a Member of Parliament and a neighbor.” - Simone Joseph

The first of three witnesses in the highprofile Jian Ghomeshi trial took the stand this week. Ghomeshi’s lawyer, Marie Henein, poked holes in the testimony of the complainant, who cannot be named as a witness in the sexual assault trial. The accused is Ghomeshi, a former member of the band Moxy Fruvous and host of the CBC arts and culture show Q, who was let go by the broadcaster in 2014 after supervisors saw what they called “graphic evidence” that he had physically injured a woman. Ghomeshi, who grew up and went to high school in Thornhill, said in an Oct. 26, 2014, Facebook post that he engaged in “rough” but consensual sex with women. Media reports of the allegations against him led to multiple women coming forward with allegations of abusive behaviour, and Toronto police began investigating some of them. In November 2014, Ghomeshi turned himself in to police. The defense pointed out inconsistencies in the testimony of the first witness in the first days of the trial. Henein asked the woman if, after the alleged assaults, she had had anything more to do with Ghomeshi. The woman claimed she had no contact with Ghomeshi after the alleged assaults. Henein stayed away from questioning the woman about the alleged beating, instead speaking to her about the time before and after these alleged assaults. Henein presented e-mail messages the woman sent to Ghomeshi, that included a photo of the woman in a skimpy bikini, shooting down the woman’s assertion that they had had no contact after the alleged incident. Heinen continued poking holes in the

woman’s version of events, such as whether the woman and Ghomeshi were kissing at a certain point during an alleged assault. The woman told both police and the media of the three punches she received. The defense didn’t bring up the woman’s account of receiving three hard punches. The woman told Justice William B. Horkins that the assault occurred at Ghomeshi’s home in early January 2003 and that it was sudden and violent and left her traumatized. She said that a visit to his home that started out with her showing Ghomeshi “kooky yoga moves” ended up with her leaving in a taxi and feeling thrown out “like trash.” The woman explained why she sent Ghomeshi a flirty email a year after the alleged attack, and a bikini photo five months after that. Those attempts to contact Ghomeshi were “bait,” she said in court. “I wanted Jian to call me so I could ask him why he violently punched me in the head.” Henein remarked that on six occasions the complainant told police detectives she’d had nothing more to do with him. The Ghomeshi trial went into recess Tuesday after two days of cross-examination of one of the complainants by Mr. Ghomeshi’s lawyer. The trial is set to resume today. Ghomeshi will face another trial in June on an additional charge of sexual assault stemming from an alleged workplace incident in January, 2008, when he was host of Q on CBC Radio One. Reporting to the Machine Operator, the Pocket Feeder is responsible for feeding flyers into pockets of the Alphaliner machine.
