In this issue of the VOICE, we are proud to share with you the progress we have made in advocating for our region's capital projects during legislative sessions through our Shared Legislative Agenda.

The primary goal of this effort has always been to enhance our region's economic development by attracting more funding for crucial projects. Over the years, we have strived to improve our strategies and find more effective ways to ensure financial resources flow into our community.

The Shared Agenda has evolved into a powerful tool for community and economic development in our region.

One of the most encouraging developments has been the increased collaboration and teamwork among our legislative delegation. The twelve legislators collaborate more seamlessly, coordinating their efforts to achieve our shared agenda. This unity of purpose has significantly strengthened our advocacy and increased the likelihood of success

in securing funding for our capital projects.

While the Shared Agenda remains a strong focus of our Chamber's Public Policy Division, it is essential to note that we are also actively engaged in advocating for individual members' needs, addressing regulatory and permitting challenges, and promoting a favorable business climate. These areas are equally significant in supporting the growth and prosperity of our members and the wider business community.

Growing up is hard. But doing so in foster care, unhoused, incarcerated, or part of an underserved population is even harder. In Olympia (and several other cities throughout the region), The Bridge Music Project uses songwriting to build the vital life skills of teamwork, accountability, leadership, collaboration, empathy, and self-understanding. Since 2017, they’ve helped hundreds of local kids deal with life’s challenges and develop their own voice, community, and healthy mentor relationships.

At The Bridge Music Project, a 501(c)3 non-profit, their vision is simple: to create a world where every youth is free to be their true, uncompromising self; a world where through music and selfunderstanding, young people can overcome any trauma to be the future leaders of tomorrow.

Executive Director Bobby Williams, himself a hip-hop musician and performer, blends this experience with several years as a foster care case manager for Community Youth Services. The results are changed lives and audiences wowed by the talent in their midst.

Kids who participate in The Bridge’s

workshops write, record, and perform their own original music. Sessions typically run as eight-week community workshops but the team has also hosted in or contracted with group homes, local music venues, and secure facilities. Williams says that the process teaches followthrough, teamwork, and the benefits of learning from positive adult role models.

Staff perform strategic outreach through community partners to get the word out. And there’s plenty of buzz on the street; word of mouth means kids frequently refer friends and classmates. But programming is accessible to anyone (no musical

experience needed), offered for different age groups, and embraces all ability levels. “We welcome all types of youth and styles of music, anyone can sign up,” says Williams.

“At its heart, this is a communitybuilding organization,” says Williams. “We’re very proud of our work and all we do at secure facilities like Echo Glen Children’s Center, Green Hill School, and with the Thurston County Juvenile Court. Youth creativity is important and this is a lot more than just fun; it can be transformative. It helps them

work through major trauma and is really about changing lives.”

Summer 2023 is notable for The Bridge. They’re excited to collaborate with the Olympia Symphony Orchestra in July. Young singer-songwriters will Rock The Lake with pieces backed by a full orchestra at Heritage Park. The show takes place on July 1 and is free and open to the public. Participants also create an annual album and host an all-styles dance battle and songwriting challenge. There are public concerts, community

get-togethers, and an Instrument Connection portal for those who need—or want to donate—to budding players.

Residents started moving in October 2022, and spaces are filling up fast. “In today’s world, there are so many workfrom-home/small business owners,” says Ali Bartlett, Assistant MultiSite Property Manager. “The live/ work apartment homes make an affordable and convenient way for small businesses and work-fromhome families to succeed and be comfortable while doing so.”

However you choose to use the work side of things, Serenity makes the overall process simple. Retail and living space rent are bundled together for convenience. Current businesses include a photography studio, cake shop, esthetician, salons, tattoo studio, art studio and so much more, says Bartlett. “It is so diverse, and the possibilities are endless!”

Thurston Shared Legislative Partnership

Chamber-Led Group Secures Millions in Funding for Regional Projects, Boosting Economic Growth and Collaboration

The Thurston Shared Legislative Partnership secured almost $4 million in new resources for three significant regional projects this year. It ensured that the region will receive nearly $75 million in State Transportation funds for plans to improve I-5 and the Nisqually Delta over the next six years.

Since 2016, the Public Policy Division of the Thurston Chamber has convened the Shared Legislative Partnership to identify projects and activities unique to the Thurston region and requiring State support. Doug Mah, Director of the Public Policy Division, says, "Every project championed by the partnership supports the entire region."

The Partnership requires leaders from the business community and local government to support shared legislative priorities. These priorities focus on common needs, strong collaborations, and efforts to maintain the region's economic vitality. "I'm all about partnerships, according to Lisa Parks, Executive Services Director, Port of Olympia, "We see again and again, the power that working together brings us." In 2023, the Port of Olympia received $2.2 million to begin the remediation and restoration of Budd Inlet.

In addition, the Partnership helped the Young Child & Family Center project in the North Thurston Public Schools (NTPS) receive $1 million in new resources this year. The resources start the initial design work for the building that combines an early learning center with public recreation.

Deb Clemens, Superintendent, NTPS, added, "The support of the Thurston Chamber and the Shared Legislative Partnership helped our legislators recognize this project as a priority for our region."

Not only does the Partnership convene area leaders, but the Partnership also brings together area legislators in a bi-partisan session to discuss problems unique to the region. "I like how the Partnership convenes area Legislators so that we can consider the best approach for solving opportunities," said JT Wilcox, State Representative, representing the 2nd Legislative District. Beth Doglio, State Representative, 22nd Legislative District, added, "I appreciate the work of the Thurston Shared Legislative Partnership. It is very helpful to know that one project will help multiple communities."

The Craft District in Tumwater is one ongoing initiative that has benefited from the Shared Legislative Partnership. In 2023, more than $250,000 was directed to construct a Local Grain Conveyance and Storage System in the rapidly emerging District. Over the years, close to $2 million in State funds have been secured by the Partnership.

According to recently retired City Administrator John Doan, "By speaking with one voice, the Shared Agenda allowed us to demonstrate the broad community support for the craft beverage initiative, which resulted in ongoing investment by the Legislature in the Project."

"The Shared Legislative Partnership is just kicking it!" said Tim Stokes, President of South Puget Sound Community College. The Craft District is the best example of a regional collaboration with numerous public, non-profit, education, and private sector partners all working together to take advantage of Thurston County's designation as Washington State's Craft Brewing, Distilling and Cider Making Innovative Partnership Zone (IPZ). Debbie Sullivan, Mayor of Tumwater, added, "I fully endorse the Shared Legislative Partnership. Their early support for the craft district was essential."

The Craft District isn't the only example of the Partnership's ongoing success. In 2019, the Partnership secured $2 million for the Lacey Veterans Service Hub and $1.5 million for the Southwest Washington Regional Agricultural & Innovation Park. In 2020, the Partnership secured almost $200,000 for Lacey's Foodbank and the restoration of $2 million in Thurston Superior Court Impact Fees. Some would be surprised to learn that the Partnership also worked over multiple legislative sessions to secure funds for the State Department of Enterprise Services to complete the long-awaited Environmental Impact Statement for Capitol Lake and the Deschutes Estuary.

The Partnership strives to support area lawmakers so that they can work more effectively across the region and make the best decisions. Drew MacEwen, State Senator of the 35th Legislative District, said, "Having the Thurston Shared Legislative Partnership identify and prioritize projects at a regional level is extremely helpful to me." The Thurston Shared Legislative Partnership is a way for the region, and the region's decision-makers, to convene and work together to address greater community needs. The Public Policy Division of the Thurston Chamber and the Shared Legislative Partnership look forward to more success in the years to come.

The Shared Legislative Partnership and Agenda is established by the cities of Olympia, Lacey, Tumwater, Yelm, Thurston County, Port of Olympia, Thurston Regional Planning Council, Thurston County Economic Development Council, South Puget Sound Community College, and the Thurston County Chamber of Commerce.

It is a resource for business owners and employees to understand the requirements and access resources to create and promote a safe and healthy workplace, how to handle injury claims, and how to keep your workers compensation premium costs down.

Leadership Thurston County Celebrates Class of 2023

2023 LTC GRADUATES

Leadership Thurston County (LTC) and the Thurston County Chamber Foundation are pleased to announce the graduation of the LTC Class of 2023, the 29th graduating class. Sponsored by the Creative Office, graduation will take place at the Olympia Hotel at Capitol Lake on June 14th during the monthly Thurston County Chamber Forum. During the 10-month program, LTC class members met with local, community, and statewide leaders; learned about issues surrounding South Sound communities; expanded networks and resources; and explored numerous opportunities to get involved. Topics ranged from business and economic development to environmental issues, education, and health and human services.
