Who are the Department of Veterans Affairs federal partners? Inquiring minds want to know. A recent VA press release boasted about surpassing the VA's milestone of administering 1 million doses of the COVID vaccine. That's a great number, but that 1 million-plus isn't all veterans. Some 626,000 veterans got the first and (and sometimes) second dose. Over 400,000 went to VA employees. But 1,200 doses went to "federal partners." Nowhere, in much research across the Internet, could I find just who those partners were. The VA has done a good job of setting up a website showing just how many people at each of the many sites across the country have received the vaccine. But once again, those "federal partners" weren't identified.

They also aren't identified in the 88-page Memorandum of Agreement between the VA and the Centers for Disease Control and Prevention, where it's stated that the VA will vaccinate those "federal partners." It did say that those who receive the vaccine will be entered into the VA's electronic medical record, and that they could be given by VA staff who go to the partner sites. The VA will let the CDC know how many doses they need out of the VA's vaccine allocation. So, who are they, these federal partners? I did come across a few clues about "partners" in my search, although not the ones getting the vaccine: Federal Partners in Bullying Prevention, Bureau of the Fiscal Service (which seems to keep a list of taxpayers who owe child support), Veteran Employment Services Office, the Food and Drug Administration Federal Partners' Collaborative, the Bureau of Indian Education and the Faith-based and Community Initiatives. In other words, it's across the board, and all manner of government departments can have sub-groups that may be considered partners. Granted, 1,200 doses isn't huge given the scope of the program, but these are doses that didn't go to veterans.

• In the late 1800s when ostrich feathers were all the rage on ladies’ hats, a man named Charles Sketchley arrived in America with 22 ostriches. He announced that he was going to set up an ostrich farm in America in order to avoid having to pay high import fees and shipping charges for the feathers. He took on a partner and set up an ostrich ranch in California. They made almost as much money from charging visitors 50¢ each to view the birds as they did from selling feathers. • However, tourists regularly tried to pull feathers off birds, broke locks on their pens, tried to steal eggs, and scared the birds with their dogs. Ostriches, attracted to bright shiny objects, nearly instigated several law suits by snatching jewelry, watches, chains, and stickpins. Finally the admission price was raised to $25 per person, and things calmed down.

• The ostrich is the largest bird in the world at 8 feet tall weighing up to 350 lbs. The bee hummingbird is the smallest. One ostrich weighs as much as 48,000 bee hummingbirds. • Three to five female ostriches will share a single mate and a single nest. They all lay their eggs in a big nest, which is then protected by the dominant hen during the day and the male at night. An ostrich can only incubate about 20 eggs at a time. All the surplus eggs are pushed out of the nest, where they perish. But an ostrich never, ever pushes her own eggs out of the nest. • Ostriches have a strange habit of kidnapping other ostrich’s chicks and raising them as their own. Any time they have the opportunity, an ostrich will run another ostrich off from the nest, then hustle all the chicks over to its own nest. The brood may be stolen back by the original ostrich, or a third party may make off with the batch. This chick-napping goes on and on until a dominant ostrich is caring for a huge brood of chicks, with its own chicks mixed into the bunch. They may do this to provide protection for their own chicks: if a predator kills some chicks, their own offspring are more likely to survive if they are surrounded by other chicks. • Ostrich eggs weigh 3 lbs., which was a factor leading to the decimation of their numbers. • Chicks can run as fast as an adult by the age of one month. • Most birds hop while on the ground, but ostriches run, with 15-foot strides. An ostrich can run faster than some birds can fly, 50 mph. • They don’t cheep and chirp like most birds do. They roar loudly with a strange hissing noise mixed in. • Ostriches can live for 70 years.
