Your Minnesota legislators are holding public hearings on a bill that will prohibit homeowners from asking residential contractors for help identifying storm damage when settling their insurance claim until after the insurance company approves a claim. A hearing on the bill (HF2553 in the House and SF2137 in the Senate) was held Tuesday, March 6th at 2:30 p.m. before the Commerce and Regulatory Reform Committee. The bill was introduced by the committee chair, Representative Hoppe. Supported by, and likely drafted by the Insurance Federation of Minnesota, testimony in support of the bill through its president Bob Johnson and one witness, independent insurance agent Ken Ohl from Spicer Minnesota, revolved around the fact that Minnesota has become a state with one of the highest total weather related insurance claim losses in the nation. The cause is the weather and insurers are bleeding red ink paying out these claims. Their solution; raise insurance premiums and deductibles for policy holders plus prohibit contractors from speaking with any insurance company representative until after a claim has been accepted by the insurer. Essentially muzzle the contractors! Fortunately, and as a result of testimony from exterior contractors at this first hearing, the original bill was amended. The amendment removed the provision that would allow for insurance premium and deductible increases to insureds that have filed a claim, and the bill was re-identified as a “weather-related claims practices” matter rather than a “wealth-related claims practices” matter. (Why that misidentification happened is still questionable) The part about muzzling contractors remained intact. In summary, contractors won a battle to help Minnesota consumers; however, the war continues. These are clearly unwelcome changes proposed and championed by the insurance lobby. This bill is an attack on homeowners by the Insurance Federation and on the efforts of exterior contractors, lead by the Minnesota Association of Exterior Specialists (MnAES) to work on behalf of Minnesota homeowners. Contractors assist homeowners affected by storm damage to keep insurance adjusters honest by identifying all of the damage to the home. In nearly every past case, an insurance adjuster’s initial scope and price for storm damage repair work is incomplete, and the professional eye of a renovation contractor is needed to complete the claim. The remaining bill is attempting to prevent that free service from being available, and is an attack by insurers on contractors. Should it become law it will have a major impact on the construction industry and on homeowners in Minnesota. Given the bipartisan support for the revised bill, its becoming law is very likely. If you’ve ever had a storm damage claim that was underestimated by your insurance company and then made complete only with the help of an experienced exterior contractor you know how important their service is and you should attend these hearings. If you are not able to attend further hearings, contact your elected representatives to make certain your voice is heard. • For Takuo Toda, chairman of the Japan Origami Airplane Association, breaking the “Longest Paper Airplane Flight” record with his time of 27.9 seconds was the culmination of an 11-year scientific effort. In April of 2009, Toda finally reached his goal when he turned a sheet of light sugarcane into a 10cm craft that stayed aloft for almost 30 seconds. In 1980, he began lobbying for a proposal to launch paper darts from the International Space Station, and in 2008, the Japan Aerospace Exploration Agency announced a three-year, 90 million yen (over 1.1 million U.S. dollars) study of that very thing. Though it may sound frivolous on its surface, the research could yield valuable information on how future spacecraft may be lighter and more aerodynamic. The next time your co-worker teases you for making paper airplanes, tell him you’re doing it for science! • American Ashrita Furman presently holds 113 places of distinction within the “Guinness Book of World Records.” Nicknamed “Mr. Versatility,” Furman has set more than 340 records since 1979 in 35 countries on each of the world’s continents. In 2010, he sprinted his way into history with the aid of something generally reserved for the water — a pair of black and blue swim fins. He ran a mile (in fins) in 7 minutes, 56 seconds. In addition to breaking the “eight minute land swim fin mile” (a phrase that we are hoping to popularize), Furman’s accomplishment made him the current record holder for holding current records (the aforementioned 113). • Breaking the “World’s Fastest Furniture” record, a lounge chair created by a design group from the United Kingdom was clocked at 87 miles per hour, well over the speed limit on nearly every highway in the world. The feat took a little less than two hours to complete and ended with the Croatian wearing about 150 pounds (68 kg) worth of T-shirts. Budiseli said things started to become difficult around the 120th shirt, yet he somehow summoned the strength and force of will to don 125 more. Will May 22 live on forever in the annals of Croatian T-shirt achievement? Only time will tell. • In the annals of “records least likely to exist,” the “Most Nights Spent In A Room Full of Scorpions” record would’ve been pretty close to the top, yet Kanchana Ketkaew of Thailand actually managed it. Ketkaew spent 33 days in the company of 5,320 live scorpions. The room, which was made of glass, was not much larger than a normal office room — about 10 feet wide by 12 feet long. Despite sharing cramped quarters with a swarm of unfriendly crawling roommates, Ketkaew emerged relatively unscathed, getting stung only about 13 times. • After a day of exciting-yet-exhausting chair racing, you are bound to want a snack. How about a bite of the current record holder for “World’s Biggest Cookie,” which weighed in at 40,000 pounds? In 2003, the owners and employees of the Immaculate Baking Company converged to bake a cookie designed to satisfy even the largest of appetites. About a 100 feet in diameter, the cookie was so big that it had to be photographed from 100 feet above just to get it all on camera!

FAMOUS LANDMARKS: BANFF NATIONAL PARK
The first national park in Canada, second in North America and third in the world, Banff, lies about an hour and a half west of Calgary, Alberta. • Banff started as a small hot springs reserve. When the Great Canadian Railway reached the Banff area in 1883, two railway workers discovered hot springs near an area referred to as siding 29. The hot springs quickly became an attraction for visitors, and the government established the Banff National Reserve in 1885. At that time, it was 10 square miles (26 sq km). • When the Canadian government changed the designation of the area to Rocky Mountain National Park in 1887, it included the town of Banff and the hot springs. The size at that time was 260 square miles (673 sq km). The main transportation to the park was the Canadian Pacific Railway, which is still around today, more commonly known as CP Rail. • Today, Banff National Park consists of 2,564 square miles (6,641 km2) of spectacular mountain scenery nestled in the heart of the Canadian Rocky Mountains. The western border of the park runs for 149 miles (240 km) along the Continental Divide. • The most famous landmark in the park and in the entire Canadian Rockies is Lake Louise, a beautiful glacial lake 35 miles (57 km) west of the town of Banff. Natives of the area were familiar with the lake when Edwin Hunter led Tom Wilson to his “discovery” of Lake Louise in 1882. Wilson gazed at the site and said, “As God is my judge, I never in all my explorations saw such a matchless scene.”

Positive I.D. Detective Chris Stewart of the Brunswick (Georgia) Police Department told one of our America’s Dumbest Criminals field reporters about a robbery suspect he transported back to the scene of the crime for a positive identification: “We had gotten a call informing us that a woman had her purse stolen from a shopping complex,”

• Lake Louise is referred to as the Hiking Capital of Canada, the Skiing Capital of Canada, the Romance Capital of Canada (tied with Niagara Falls), the Jewel in the Heart of the Canadian Rockies and the Diamond in the Wilderness. All of the names are deserved! It is also the Highest Community in Canada at 5,020 feet (1,530 m). • Just as railroads helped build and increase traffic to national parks in the United States, CP Rail helped with the popularity and growth of Canada’s first national park. In 1888, CP Rail built the Banff Springs Hotel. (At the time, the wealthy were the only ones who could afford travel.) The historic hotel remains a great attraction of the park for visitors from all over the world. • A modest hotel geared toward adventurers was built at Lake Louise in 1890. With the lake in front and a mountain glacier behind, the hotel became a popular tourist spot. It was renamed Chateau Lake Louise in 1913 and after a fire, was rebuilt much larger. The area then went on to become a major tourist stop. • Originally opened as summer-only resorts, Chateau Lake Louise and Banff Springs Hotel began opening for skiers during the winter holiday seasons in the 1970s. In 1988, when Calgary hosted the Winter Olympics, Banff National Park was showcased to the world. • Banff along with Jasper, Kootenay and Yoho National Parks and the provincial parks of Mount Robson, Mount Assiniboine and Hamber are designated a UNESCO World Heritage Site, one of the largest protected areas in the world.
Stewart says. “A short time later, we saw a man who fit the description given to us by the victim. So we picked him up and took him back to the scene of the crime.” Stewart explained to the suspect that they were going to take him back to the scene and that when they arrived he was to exit the vehicle and face the victim for a positive I.D. The man in custody heard this when the detective radioed ahead to the officer with the victim. Stewart said he had a man in custody who fit her description of the robber and they would be arriving shortly. When they arrived at the scene, the suspect did exactly as he had been told. He stepped from the car and looked up at the victim. And before anyone could say anything, he blurted out, “Yeah, that’s her . . . that’s the woman I robbed.” He has been given a new photo I.D. for his cooperation . . . and this one included a prison number.
Riches to Rags Officer Brian Hatfield of Brunswick, Georgia, tells a sad story with a comical twist. He stopped a disheveled man behind the wheel of a fairly nice van that had sustained quite a bit of body damage. The driver had
been weaving and was obviously a bit inebriated. When Hatfield ran a check on the individual, he found several traffic warrants outstanding. So he brought the guy in for booking. The criminal didn’t even have a dime for his phone call, much less the hundred dollars for bail. He called an attorney collect and then told Hatfield his sad tale. “I won the Ohio lottery in April. Three million dollars.” “You won the lottery five months ago and you don’t have a dime for a phone call?” Hatfield asked. ‘T got the first installment, which was ninetyfour thousand dollars. I went to Atlantic City and lost thirty thousand. The Reluctant Psychic Empathy I’ve had a lot of people coming to me to talk about feeling sad or empty in the last month or so. They can’t put their finger on what would cause it. After visiting with them for a bit the answer is almost always, they are feeling empathetic to what’s going on in the world around then. When someone is an Empath, they feel other’s emotions. If they work in an office they tend to mirror the emotions of those around them, even if they aren’t personally involved with what is causing the emotion. Other’s can be so empathetic that they feel the emotions of people long distances away.

It’s okay to be informed, but there is no reason to be inundated. When we watch what’s happening on television or our computers we reinforce those sad or angry feelings and soon we just can’t get away from those emotions. The same is true if you watch a lot of news programs about warring countries. Try not to give your life away to the emotions of others. It is wonderful to pitch in and help people out. What’s not wonderful is to allow yourself to truly feel depressed over something that isn’t personally affecting you.
