As Minnesota and the nation implement the Affordable Care Act, the Mayo Clinic’s proposal to make Rochester a “destination medical center” is most timely. The proposal has received broad endorsements from Gov. Mark Dayton and members of the Legislature. Mayo Clinic is proposing a $3.5 billion expansion of its facilities in Rochester. Unlike most academic health systems; however, it is not asking for public funds. Rather, it is asking the state to allocate about $500 million over 20 years of the new Mayogenerated state tax revenue to help finance the public infrastructure needed to support the growth. Already the state’s largest employer, Mayo estimates that the destination medical center will create 35,000 to 45,000 new jobs and generate $3 billion in new taxes to the state. Health care has long been Minnesota’s strength with the finest health care resources in the country. It should be our calling card to the nation as a beacon in how to create a healthy population. We rank No. 5 nationally in terms of population health only behind Vermont, Hawaii, New Hampshire and Massachusetts and are ranked first among all states for cardiovascular care, fewest sick days and health status. On the other hand, we’re ranked No. 15 among the 50 states on obesity and 16th on deaths from cancer. Woefully, our underfunded public health of only $43 per person per year puts us at No. 48. The state is well positioned to become the national health care leader. With Mayo as the crown jewel and providers like the University of Minnesota, Allina Health, Fairview, Park Nicollet, Regions and Health East that deliver outstanding patient care, why couldn’t we build on this incredibly strong base to be no #1 in all health categories? Minnesota boasts national leaders in health plans — UnitedHealth Group and its Optimum Health; Health Partners, Blue Cross and Blue Shield, and Medica and is the birthplace and leader of the medical technology cluster, with Medtronic, St. Jude and Boston Scientific, combining with 3M’s prosperous health care business. March 17 is the anniversary of his death and is his religious feast day. • Although we think of the color green when St. Patrick is mentioned, blue was the first color to represent the hero. In 1783, The Order of St. Patrick was founded, the senior order of chivalry and fellowship of knights. The harp remains as the country’s national emblem today. • Between 1846 and 1900, about 2,873,000 people emigrated from Ireland to America, making it the second largest nationality group of immigrants, second only to Germany. • The three-color Irish flag – orange, green, and white – was created in 1848, and is symbolic of the country’s politics. The orange stands for the Irish Protestants, green for the Catholics, and white represents the hope that peace be reached between the two. • Have you ever heard of the trifolium dubium? That’s the name given to the shamrock by botanists. The early Celts referred to the shamrock as the seamroy, and considered this three-leafed clover a sacred plant with mystical properties. Legend has it that St. Patrick used the shamrock to explain the Holy Trinity to first-century Irish pagans. During the 17th century when the English began seizing Irish land and prohibiting the use of their native language and Catholic religion, many Irish started wearing the shamrock as a symbol of pride in their heritage. • The Irish word lobaircin means “small-bodied fellow,â€? and has been modified a bit to the English word “leprechaun.â€? These little imps date back to the early Celtic beliefs in fairies, those tiny men and women with magical powers, who used those powers for either good or evil. Leprechauns were seen as grumpy little men, whose duties were to mend the shoes of the other fairies. We’ve all heard of the pot of gold at the end of the rainbow. Folklore claims that the little men have great treasures stored in crocks, and use trickery to protect it from others. If a leprechaun is captured by a human, he has the magical power to grant three wishes in exchange for his release. In 1959, Walt Disney Studios released the film Darby O’Gill and the Little People, which gave us the image of cheerful and friendly leprechauns, but in Irish folklore, they are cantankerous and mischievous. • Indiana’s University of Notre Dame is home to the Fighting Irish, a team that played its inaugural game in November of 1887. In 1918, Knute Rockne took over as head coach and his record of the highest winning percentage (.881) in football history, either college or professional, still stands. Notre Dame has produced the second largest number of players drafted into the NFL, the greatest number of Heisman Trophy winners, and ten former Irish have been inducted into the Pro Football Hall of Fame. Every home game has been sold out since 1966, with the exception of one Thanksgiving Day contest against the Air Force in 1973, when the students had gone home for the holiday.

FAMOUS WOMEN OF THE WORLD: ELEANOR ROOSEVELT Eleanor Roosevelt was shy as a child but became one of the most outspoken First Ladies to ever live in the White House. • Born October 11, 1884, in New York City, to Anna Hall and Elliott Roosevelt, Anna Eleanor Roosevelt was named after her mother. When Eleanor’s mother died in 1892 she and her siblings went to live with their maternal grandmother. Her father died two years later in 1894. He was the younger brother of Theodore Roosevelt, president of the United States from 1901-1909, • Eleanor was a very shy child but being of wealthy Roosevelt heritage she received an excellent education at Allenswood, a boarding school in London from 1899 to 1902. With the education and maturity, Eleanor developed self-confidence that lead her to become a leader among women of her era. • After her return from England, Eleanor met a handsome Franklin Delano Roosevelt (FDR) in her affluent circle of friends. The distant cousins became engaged in 1903 and married in 1905. • According to genealogical records Eleanor and FDR were fifth cousins, once removed. The closest mutual ancestor was Nicholas Roosevelt. One of his sons was FDR’s great-great-great grandfather; another son was Eleanor’s great-great-great-great grandfather. • President Theodore Roosevelt, Eleanor’s uncle, walked her down the aisle and had the honor of “giving her away” in marriage. • Franklin and Eleanor had six children in the next eleven years; one son died as an infant. They also had to contend with Sara, FDR’s mother who tried to run their lives in their early years of married life! • With Eleanor’s encouragement and support FDR entered politics and served in the New York state senate from 1910-1913. It was in Albany, the state capital of New York, that Eleanor started her own rise to fame as an able political helpmate. • When FDR served as Assistant Secretary of the Navy from 1913-1920 during Woodrow Wilson’s presidency, Eleanor gained tremendous knowledge of Washington and national politics. • When her husband was stricken with polio in 1921, and lost the use of his legs for the remainder of his life. Mrs. Roosevelt devoted her time to caring for him. She also became active in the State Democratic Committee

women’s division to keep FDR’s interest in politics piqued. • Eleanor encouraged and supported her husband as Governor of New York and later, in 1933, as President of the United States. She “became his eyes and ears” and the closest confidant for her husband, helping and understanding during the trying times of his presidency, which included the “Great Depression” and World War II. • Mrs. Roosevelt changed the role of First Lady. She greeted and entertained thousands with her charm. She expressed her opinions in a daily syndicated newspaper column entitled “My Day,” gave press conferences, travelled all around the country, gave lectures and participated in radio broadcasts. • After FDR's death in 1945, Eleanor was selected as a delegate to the United Nations General Assembly, serving from 1945 to 1953. She became the chair of the UN's Human Rights Commission and helped write the Universal Declaration of Human Rights. She considered this one of her greatest achievements.
BETRAYAL BY LANGUAGE • During World War II, U.S. draft-dodgers escaped to Canada and Canadian draft-dodgers escaped to the U.S. Authorities hired to track them down had trouble telling Canadians from Americans. But there was one small difference. In America, children are taught the alphabet with the final letter Z pronounced 'zee'; but Canadians learn it as 'zed'. When suspected draft dodgers were asked to recite the alphabet, the last letter would clearly tell their nationality. The same technique was used to identify draft dodgers during the Viet Nam war. • In the 1200s the French occupied the island of Sicily. Their controversial governing methods caused the Sicilians to revolt many years later, and the French were massacred. However, many of the French had learned the local Italian language well enough that it was hard to tell them from the natives just from their accents. The Sicilians asked all questionable people to pronounce "cicero ceci", which means ‘chickpeas from cicero’. In Italian, the phrase is prounounced with four “ch” sounds in rapid succession. However, in the French language, the “ch” sound had been replaced by the “sh” sound. If it was said as "cheechero chechee" the person walked away, but those that said "sheeshero sheshee" were imprisoned. • When MacArthur was in the Philippines during World War II, Japanese spies would pose as Chinese or Filipino citizens in order to penetrate the defenses. Suspected spies would be asked to pronounce the word 'hula-hula'. Chinese and Filipinos have no trouble pronouncing the ‘l’, but Japanese do not have the ‘l’
sound in their language and would therefore pronounce it 'hura-hura', thereby betraying their nationality. • In the Bible in the Book of Judges, the Gileadites are at war with the Ephraimites. The Ephraimites looked the same and spoke the same language, so when the Gileadites had them trapped, it was hard to tell friend from foe. A Gileadite leader had every person pronounce the word for an ear of corn, which was pronounced 'shibboleth' by the Gileadites, but 'sibboleth' by the Ephraimites. Those who pronounced the word wrong were put to death. • In the 1800s the Turks and Egyptians were at war. The Egyptians invaded the Turk’s province of Syria, where many Egyptians were captured. The Turks did not want to kill any of their Syrian fellowmen, even if they were wearing the Egyptian uniform. Of course, all of the prisoners claimed to be a Syrian. Both Syrians and Egyptians speak Arabic. This time the password was 'gamal' meaning camel. The Syrians say 'jamal' and the Egyptians say 'gamal'. Only those who pronounced it correctly lived. • In 1851, during Napoleon III's coup d'etat, an aide reported to Count de St. Arnaud that a mob had gathered outside. The Count, who had been troubled with a cold, replied, "Ma sacrée toux!" meaning, "my damned cough!" The aide thought he said, "Massacrez tous", which means "massacre all". The phrases sound identical in French. You will know that it’s just your emotions surrounding you or you will be with someone you are familiar with. However, if you are staying with people in their home, make a study of those around you. This week, Tidbits has lots of information about the Irish, everything from St. Patrick to Notre Dame. Celebrate St. Paddy’s Day by learning some interesting facts about the Emerald Isle. • The man has a day named after him, but who exactly was St. Patrick? Strangely enough, his name wasn’t Patrick, and he wasn’t born in Ireland, but rather in Scotland! Maewyn Succat was born in the late fourth century to a wealthy family, but at the age of 16, he was kidnapped from the family estate by a group of Irish raiders and sold into slavery. During his six years of captivity, he was a shepherd, and experienced a conversion to Christianity. According to folklore, a voice came to him urging him to escape, which he did, aboard a pirate ship. Yet the voice further counseled him to return to Ireland as a missionary to convert the Irish to Christianity. • After 15 years of study for the priesthood, during which time Succat took on the name Patricius, he began his 29-year-long mission in Ireland. Ancient legend tells of Patrick standing on a hilltop holding up his wooden staff, banishing all the snakes from Ireland. Because there were no snakes in Ireland, it’s believed this was merely symbolic of Patrick driving out the evil and pagan philosophies.
