The study examines European companies’ procurement policies and practices; products industry; and assesses the measures that selected Indian companies and multinational corporations operating in India are likely to take in response to changes in market requirements. The potential impact is significant given that Indian products listed under the EUTR have an annual export value of around USD 1.3 billion. Accsys Technologies announces global distribution deals Image © Accsys Technolgies

Accsys Technologies, the manufacturer of world-leading modified wood Accoya, has announced a range of worldwide distribution deals, reinforcing Accoya’s position as a truly global product. The new distributors include, Münchinger in Germany, ImolaLegno in Italy, Hechenblaickner in Austria, ToTEM Ltd in the Czech Republic, Inntec in Chile and Mexico, Keflico in Denmark and Sögin ehf in Iceland. The announcement follows a recent visit to the UAE by Bryan Crennell, Director of Sales and Marketing at Accsys Technologies, during which he met with sawmills, wood processing factories, architectural practices and importers of hardwoods across the UAE. Crennell said: “The increasing demand for Accoya through our growing distributor network is very encouraging, and marks the continued growth and success of Accoya in different markets across the continent. Accoya’s durable, stable and aesthetic qualities have proved a popular choice with architects, contractors and builders alike. With impeccable environmental credentials and the ability to withstand varying challenges posed from differing construction needs and environmental settings around the world, Accoya is establishing itself as the industry standard and world-wide market leader.” Manufactured using Accsys Technologies’ proprietary process, Accoya is one of the most advanced modified wood products on the market delivering outstanding levels of performance, stability and durability. Exceeding the high-quality and aesthetic attributes of tropical hardwoods, it also boasts excellent environmental credentials by using wood sourced from FSC certified and sustainable forests – while being 100 percent non-toxic. The benefits of the acetylation process enables Accoya to be indigestible to a wide range of insects including termites, and Accoya also has superior resistance to UV degradation. For applications in cooler climes, Accoya offers improved insulation in comparison with other commonly used wood species, and is ideal for applications where energy conservation is important. Leading independent research conducted by Verco has recently shown that Accoya’s carbon footprint outperforms that of most other

The EUTR: getting into gear or off track? Four months into the new era of regulation, how are the EU and world markets responding?

T

he EU Timber Regulation (EUTR) entered into force on 3 March 2013. The legislation, which

will affect everyone in the wood trade, prohibits the placing of illegally harvested timber on the European market in an effort to tackle the evergrowing problem of illegal logging across the world. Significantly, the EUTR is one part of the EU’s FLEGT (Forest Law Enforcement, Governance and Trade) Action Plan to help stamp out illegal logging worldwide. Four months into the new era of regulation, how are the EU and world markets responding? NEPCon takes a closer look at the impact of the EUTR.

Belgian case casts doubts on green lane for CITES On 25 March 2013, Belgian authorities took two shiploads of CITES-licensed Afrormosia timber from the Democratic Republic of Congo (DRC) into custody after Greenpeace had raised suspicions about the valid basis for the licenses. The timber cargo was released on 13 May 2013 following an investigation, a decision that was heavily criticized by Greenpeace. The case exemplifies why official documentation from countries with high corruption levels often need further risk assessment before they can be trusted. It also questions the green lane approach taken towards CITES licensed timber under the EUTR, where CITES licensed timber is exempt from risk assessment.

Timber certification - a key solution for buyers Timber certification is expected to play a significant role in mitigating risk under the EUTR, and both the FSC and the PEFC schemes have adjusted their systems in order to align with the EUTR. “It is very positive that the schemes seek to align with the EUTR, as they have the potential to form streamlined solutions for EU buyers. In our assessment, the FSC system is heading towards a robust solution for buyers seeking EUTRcompatible legality assurance. PEFC’s adjustments are very recent and clarification from PEFC on several points is needed before they can be properly evaluated,” says Sloth.

T

he EU FLEGT Facility has published a report titled ‘Effects of the EU Timber

Regulation and the demand for certified legal timber on business and industry in India’ that explores the potential effects of the EU Timber Regulation and the growing demand for forest certification on India’s timber industry. The study examines European companies’ procurement policies and practices; explores the implications of the EU Timber Regulation for the competitiveness of India’s timber products industry; and assesses the measures that selected Indian companies and multinational corporations operating in India are likely to take in response to changes Currently, the EU is India’s largest

India is the largest democratic economy in the world and growing fast, with a population of more than 1.2 billion. It is also an extremely diverse country. As of late 2012, India’s international trade in goods and services totaled around USD 1 trillion. Exports increased from USD 44 billion in 2001 to USD 244 billion in 2011 whilst imports increased from USD 50 billion to USD 352 billion within the same period. Given the size of the domestic market, multinational corporations (MNCs) are choosing to invest in India, including in the retail sector. The

exports and imports. The EU is also one of the biggest investors in India, although EU investment in India accounts for only 0.6 percent of its investment worldwide; therefore, the potential for the EU to increase trade and investment in India is substantial. Significantly, several European companies including Tesco, IKEA, Carrefour, Marks & Spencer and Tetra Pak have announced plans to scale-up their business in India by investing in the retail sector. As of early 2013, India was not considering entering into a VPA with the EU, largely because India has prohibited the export of timber in the form of unprocessed logs. Timber imports are permitted and liberalized, and India imports timber from across the world, including from countries that have, or are negotiating, a VPA. However, the export of timber products, including pulp and paper, is permitted, and the government has introduced several incentives to encourage the trade. The EU is a major market for India’s semi-processed and value-added timber products, including wooden handicrafts, pulp and paper, plywood and veneer and wooden furniture. Of particular note are the benefits for the wooden handicrafts industry,

which is dominated by small and medium enterprises (SMEs) and provides employment to millions of artisans and woodworkers. The report argues that, in the absence of a VPA, credible forest certification can contribute towards the development of an effective due diligence system (DDS) for use by operators and traders to minimize their risk of trading in illegal timber or in products derived from illegal timber at some point in the supply chain. In India, use of international forest certification systems in the industry, particularly Forest Stewardship Council (FSC) certification, has increased 10-fold during the past five years, partly because of the response towards FLEGT among buyers in the EU. The Indian Ministry of Environment and Forests is also in the process of establishing the Indian Forest Certification Council (IFCC), to develop a national forest certification system based on recommendations made by the National Forest Certification Committee in a report submitted in September 2010 and ministry consultation with stakeholders in 2011.

Further, credible forest certification needs to be promoted and implemented in both government-managed forests and plantations and private areas, including agroforestry, farm forestry and social forestry areas. The study also suggests that a government task force needs to be set up to study the ramifications of the EUTR. Technical support to address the risks involved with continuing business as usual (e.g. provide user-friendly materials at accessible designated focal points such as a government institution or local non-government institution) needs to be a part of the wider outreach program. The Indian Ministry of Environment and Forests is establishing the Indian Forest Certification Council as a step towards developing a national forest certification system. In the meantime, to support trade and investment in the industry, the Indian government has sought to minimize the approvals and records needed to comply with legality and other requirements. leed What is LEED? LEED, or Leadership in Energy & Environmental Design, is redefining the way we think about the places where we live, work and learn. As an internationally recognized mark of excellence, LEED provides building owners and operators with a framework for identifying and implementing practical and measurable green building design, construction, operations and maintenance solutions. With nearly 10.1 billion square feet of building space participating in the suite of rating systems and 1.5 million feet certifying per day around the world, LEED is transforming the way built environments are designed, constructed, and operated. What types of projects can use LEED? LEED is flexible enough to apply to all building types including commercial, residential and entire neighborhood communities, and works throughout the building lifecycle - design and construction, operations and maintenance, tenant fitout, and significant retrofit. LEED rating systems can address the following types and scopes of projects: new construction & major renovation; core & shell; schools; retail - new construction & major renovations / commercial interiors; healthcare; commercial interiors; existing buildings - operations & maintenance; homes; and neighborhood development. How does LEED work? LEED certification provides independent, third-party verification that a building, home or community was designed and built using strategies aimed at achieving high performance in key areas of human and environmental health - Sustainable site development, water savings, energy efficiency, materials selection and indoor environmental quality. Each category in a LEED rating system consists of prerequisites and credits.

Prerequisites & Credits Prerequisites are required elements, or green building strategies that must be included in any LEED certified project. Credits are optional elements, or strategies that projects can elect to pursue to gain points toward LEED certification. LEED prerequisites and credits work together to provide a common foundation of performance and a flexible set of tools and strategies to accommodate the circumstances of individual projects. Points & Levels of Certification LEED rating systems generally have 100 base points plus six Innovation in Design points and four Regional Priority points, for a total of 110 points (LEED for Homes is based on a 125-point scale, plus 11 Innovation in Design points). Each credit is allocated points based on the environmental impacts and human benefits of the building-related impacts that it addresses. Projects achieve certification if they earn points according to the following levels: - Certified: 40-49 points - Silver: 50-59 points - Gold: 60-79 points - Platinum: 80+ points Updates to LEED The hallmark of LEED and its ability to affect market transformation is its continuous improvement cycle that enables the rating system to increase in scope and stringency as market readiness increases and new technologies become widely available. LEED v4, the next version of the rating system, will focus on increasing LEED’s technical rigor, expanding the market sectors able to use LEED, and striving for simplicity in terms of usability. LEED v4 optimizes the foundations in LEED 2009, and will continue to improve the clarity, usability, functionality and interconnectedness of the rating systems through future version development.

The company considers all of its forests to be High Conservation Value forests, and has piloted a groundbreaking process to ensure the involvement of indigenous people in its forest management initiatives. Olam is currently leveraging this experience across its other wood operations. In addition, the company also develops significant social programmes for its workers, their families and the communities in which they live. An example of this is the ongoing programme in the Republic of Congo that provides HIV prevention, testing, care and treatment services to CIB workers and their dependants, as well as the communities living on CIB logging sites.

By bathing this building in daylight and giving it a magnificent aesthetic appeal, the Rotterdam office of architects practice Claus en Kaan are encouraging students to treat the building with care and take pride in their university.

The Master plan The Erasmus MC is a large complex which first bore its name in 2002. It contains many different elements. Its most eye-catching feature is the white tower of the Medical Faculty, which was designed in 1965-68 by the Delft office of OD 205, right Image © Bart Gosselin

next to the Dijkzigt Hospital (built between 1952-61). Subsequently the Sophia Children’s Hospital was built and the old Dijkzigt Hospital was renovated. In 2002, the Executive Board decided to undertake a complete refurbishment with particular focus on the educational facilities. Claus en Kaan Architecten won the architectural competition, which was held in 2003 to prepare a master plan. They were also awarded the architectural contract and put in charge of the interior design and project management.

the competition by removing this fragmentation. Our view was that a student is a student, irrespective of his or her medical speciality. We therefore proposed making seminar rooms, study areas and libraries completely communal. But the crux of the design was that we wanted to respect OD 205’s original architecture. That was why we retained the square. It remained one large space, but now under a glass roof. In this way, it’s still an open meeting place that brings all the students together.” As a result of Claus en Kaan’s clever solution, the central hall

This bookcase, the study islands, wooden furniture and wooden walls work together to make the hall a pleasant environment for students to study privately or linger with friends.
