otany MP Jami-Lee Ross isn’t giving up his fight to have safety improvements carried out to an east Auckland traffic blackspot. Mr Ross says he’s disappointed Auckland Transport (AT) has chosen not to carry through with a proposed multi-million dollar upgrade of the Chapel Road bridge in Flat Bush. He’s writing to Auckland mayor Phil Goff in an effort to have the decision reversed. “I think it’s very unfortunate that AT has abandoned an important upgrade to a significant road in Flat Bush,” Mr Ross says. “With considerable growth in Flat Bush, and many families moving to the area, road safety is particularly important. “Chapel Road at that particular bridge is at rural road standard but it’s in a fastgrowing urban environment.” A 2017 AT report identified and recommended safety improvements to the Chapel Road bridge, which is more than six decades old. The document stems from an assessment to determine the preferred option for

changing the bridge. AT identified a “significant safety concern” on the stretch of Chapel Road between Stancombe Road and Ormiston Road. Mr Ross says crash data he received from the previous government showed there were 56 crashes on the section of road between 2006 and 2016.

There were 26 injury crashes, which included six serious injuries and four fatalities, as well as 30 non-injury crashes. He’s disappointed AT has chosen not to fund the work as part of its latest Auckland Regional Land Transport Plan. “This is a fast-growing area with multiple schools, a new town centre being built

in Ormiston, and a premier park next door, yet we have a very old bridge built to rural standards. “It has a dangerous dog-leg curve, no pedestrian facilities, and a crash record that would make anyone queasy. “What is it going to take for AT to put some funding in to carry out an upgrade?” Mr Ross says the bridge

has safety issues that need to be addressed and it doesn’t meet the needs of the community’s road users. “Several years ago the previous government and AT agreed to fund planning of initial works to the bridge with an eye to eventually upgrading it. “I took the then-Associate Minister of Transport to see the bridge in 2017 because as a local Member of Parliament it was a high priority for transport safety funding at that time. “An upgrade of the bridge was on the cards. I accept that the cost of building a bridge has increased, but I don’t think that’s sufficient reason for AT to have abandoned this project.” The AT report states Chapel Road accommodates about 16,200 vehicles a day. Eight different options for changing the bridge were included in the report, which recommended a network arch bridge with reduced width be progressed to the detailed design phase. It was the option that “best addresses the issues and constraints identified in the report”, it states.

105: police announce non-emergency number At 10.05am on the 10th of the 5th, New Zealand Police launched 105 (“ten five”), the new number for the public to report non-emergency situations to Police. “More than 60 years on from the first 111 call, the launch of 105 is a milestone for New Zealand Police, offering a new way for people to connect with us,” says Police Commissioner Mike Bush. “The 105 number and our online platform – 105.police. govt.nz - will make it easier for

the public to engage with us for non-emergency help, advice and support.” 105 is a national nonemergency number that will be answered 24/7 by highly trained police staff. It is free to call from all landline and mobile numbers. “Introducing 105 is part of our drive to modernise the way we deliver services to the public and ensure everyone in New Zealand can access policing services – anywhere, anytime,” says Bush.

“We want people to use 105 to report non-emergency situations. For example, if your car has been stolen, your property has been damaged, or you want to give police information about crime in your area, use 105. “111, on the other hand, should still be called immediately if a crime is taking place or there’s a threat to life or property. It’s the number you use to connect with police, fire and emergency and the ambulance services.”

As well as by phone, people can go online to the 105 website to report certain nonemergency situations, and get updates on or add more information to their existing reports. Residents revolt against boy racers, drugs, sex and rubbish ■■By Farida Master

esidents of Point View Dr are having sleepless nights as they worry about their safety. Boy racers doing doughnuts and wheelies till the early hours, late night parties with drug dealings and fights disturbing the peace at night, sexual paraphernalia strewn all over the vacant sections of land at 178 Point View Dr, has made it a “nightmare” for residents. With sweeping million dollar views, the prime locale has for the last three to four years become a playground for the rough. Anxious residents of the semi-rural area complain that there has been an increasing rash of antisocial elements, leaving behind a trail of broken beer bottles, cans, condoms, syringes and a pile of fast food and takeaway boxes. Just a fortnight ago, they collected more than 78 bags of rubbish in a massive clean-up. Judith Grant, president of the Point View Heritage Society, says that back in the day, this was known as the Armstrong block “and never has this area been a magnet for people except on Guy Fawkes Day or New Year’s Eve where people gathered to get a view of the city. “But now after a builder bought the property and subdivided it in 2013, it’s thanks to social media that hundreds of cars are parked here on

the weekends.” The seven to eight sections that have been bought by individuals but not developed due to the downward turn in the real estate market have become a meet-up spot for the unwanted masses. There have been instances of a couple of residents who have walked up to the cars parked and requested them to turn the volume down only to be threatened for doing so. “Since the subdivision of an area of land known as 178 Point View Drive, the problem has increased 50-fold,” Grant says. “Houses are startng to be constructed along the bottom area of this subdivision, but along the top of the ridge line, sections are still empty of houses. People come and park their cars to admire the view, eat, drink, take drugs, graffiti and leave behind piles of rubbish and broken glass before they speed off along our winding road, endangering their own and others’ lives with reckless driving habits. “We’ve had Councillor Paul Young visit us and we have written to the mayor too. “Over the months we’ve contacted the Council, police, Auckland Transport and the Howick Local Board to help find a solution. But this is a very complex problem and needs all concerted parties to sit together. “Fortunately Howick Local Board member Mike Turinsky has been

quite proactive,” she says. “He put a post on his Facebook page and got a whole lot of volunteers from his network as well as members of the Asian community who helped with the clean up,” she says. There is so much litter that now some of the residents walk around the section every day with a rubbish bag and disposable gloves to clean up. And while the police have now upped their surveillance during the day time, unfortunately it hasn’t made too much of a difference at night, says Grant. The narrow winding road that was once meant to be a short cut for Moa hunters was never built for traffic.

“There are practically three accidents a week here,” says resident Linden Johnson who admits that driving home late at night the day before, she put her lights on full beam, “since I didn’t want to run over any drunken person lying comatose on the road.” Neville and Tracy voice their serious concerns about the kind of people disturbing the peace and quiet of the neighbourhood. They are also worried about walking their dog on the vacant section with broken pieces of glass lying around. Howick Local Board member for Botany, Turinsky says that being a youth worker, he is aware that the area is used to have a “sesh” as in session”

“It’s a pity that many native plants are uprooted with four-wheeling dangerously racing along the slopes -could horribly crash into homes. The resident of one house complained that partiers were throwing beer cans and bottles at his window in the middle of the night. “When we cleaned up we found disgusting amount of sexual and drug paraphernalia, including dildos, condoms and syringes,” he says. “I have been trying to highlight what has been happening here with the Auckland Transport, Council, and the local board. The Police, who are overworked and thinly spread over, are very aware of this and are increasing patrols. Having street lights would definitely help but there is a lot more action needed to get rid of the antisocial behaviour.” When contacted, senior sergeant Counties Manukau East Michael Schmidt, said, “The issues around Point View Drive are of concern for Police who have been liaising with local residents and increasing patrols where possible. “Two of the driveways leading to vacant hilltop sections have had barricades put in place and piles of landfill as a deterrence which has had some effect in reducing problems. “While people are lawfully able to stop on any street, and in this case enjoy the views, Police will continue to work with the community to address ongoing problems.”

Dawn Johnston: Service above self Del and Dawn, Dawn and Del, never one without the other for the last 52 years. That was until the much-loved Dawn Johnston passed away recently leaving long-time Rotarian Del with a huge void in his life. At a moving funeral service that celebrated her life, senior Rotarian JOHN WREN paid tribute to Dawn. Here’s an abridged version which captures the spirit of a very talented Dawn, a former model, hair-dresser, also a devoted wife and mother, most known for her selfless community service.

I

first met Dawn a few months after she was born. Her parents were living in Christchurch, mine were in Invercargill and she was brought to Invercargill to meet her uncles and aunts and cousins. I was 10-years-old but I still remember her arrival at our home. Shortly after the end of World War II, my parents moved to Christchurch and from that point Dawn and I developed a close bond. Neither of us had brothers or sisters and, by default, we came to fill these roles in each other’s lives. My early memories of her include that of a typical younger sister. When she was 13 she was introduced to a client of her mother’s business who was a recognised petit-point and embroidery expert. She provided Dawn with the encouragement and techniques which eventually allowed Dawn to become a recognised expert. As a teenager she exhibited work at the Christchurch winter shows and the Canterbury Royal shows where she was a regular recipient of excellence awards for handicraft. Her handcraft work is regarded as outstanding and she went on to complete many commissioned works for both local and interna-

tional collectors and clients. During her teenage years she did photographic modelling for a number of local Canterbury manufacturers and was regularly used as a model for cosmetic hairdressing and clothing brands. 1976 was another watershed year

for the Johnson family. I invited Del to join Rotary and we were fortunate that he accepted. Over my 40 odd years as a member of Rotary I have proposed a number of men and women as members. However my nominating Del as a member of the Rotary club

of Pakuranga is the decision of which personally I am most proud of. Firstly it was a bargain; we got two for the price one. Dawn’s support of Del was outstanding. Whether she was a team player or team leader, Dawn always made outstanding contributions to her community. For example, she led a club project team in 1986 and raised $16,000 for Polio Plus. Dawn was a foundation member of Zonta East Auckland and later was a charter member of the Inner Wheel Club of Howick, serving twice as their club president. On two occasions Inner Wheel has recognised Dawn with an honoured active award. The Rotary Club of Pakuranga awarded her a Paul Harris Fellowship and some years later a sapphire pin and in in 2017 she was admitted into Rotary as an honorary member. Her ongoing interest in embroidery and petit point led to the formation of two groups of women interested in developing their own skills. Two wonderful children, a host to many kittens and puppies as well as constantly watching over other people and finding time to help them in their times of need.

She was known to work behindthe-scenes on Rotary projects such as the clubs annual fishing project. Dawn lived the Rotary ideal of Service above Self and demonstrated a greater commitment to these ideals than many Rotarians. Her legacy is the Dawn Johnson Koru Award established in 2018 to recognise and pay tribute to residents of Pakuranga, Howick and Botany who, in the face of adversity, displayed perseverance in overcoming obstacles and the resolution of their goals and dreams. Dawn was a woman of dignity with a vital and quiet unassuming energy directed at others with the objective of improving their lives. Dawn made the people she met feel good about themselves. Dawn you are and always will be a special person in my life. May you journey on with the understanding that you have left an indelible mark on me and those you have left behind, living legacies to everything in which you believe. Speaking for Dawn, Del thank you for your commitment, love and devotion over the last 52 years and in particular the sacrifices and energy you have invested in taking care of me over the last 21 months.

Macleans College opens Bentley Pavilion COMPETITION

Reward for collecting moth pods

A

round 2500 students delivered a powerful haka to mark the official opening of the long-awaited Bentley Pavilion at Macleans College last week. The haka, which is written specifically for Macleans College, was used to welcome special guests including principal Steven Hargreaves, former principal Byron Bentley, Pakuranga MP Simeon Brown and Board of Trustees chair Richard Wilkie. After a waiata by the Macleans College kapa haka group and a karakia and blessing, guests were invited into the Bentley Pavilion for the very first time. The pavilion, honouring former principal Byron Bentley, overlooks the new turf, oval and the existing courts at the Macleans College sports facility on Oliver Road. It features two large changing rooms, showers, toilets and an entertainment area with a large kitchen. The site is large enough to also accommodate a boat shed for the storing of the rowing boats that belong to the school’s rowing club and storage for the grooming machinery, mowers and rollers that are required for the maintenance of the turf and cricket wicket and oval respectively. It was paid for with money raised by the Board of Trustees. Guests were treated to a musical item by students Danielle Tweedale and Reuben Chung who sung Welcome Home by Dave Dobbyn. They were also given insight into the journey Macleans College has been through to get to the state of the art sporting facilities they have now. The new pavilion will support the school’s sporting curriculum.

It’s time for the final countdown to the moth plant pod competition. There were 20 teams that entered from seven secondary schools in the Howick Ward this year. Run by the Pest Free Howick team, the competition was launched at the Pestival Event at Howick College in March. Moth plants are one of Auckland’s most noxious weeds. Students registered as teams or individuals, and went out into the community to collect the moth pods off the vines (one pod has up to 1000 seeds). The team or individual with the most pods wins! The competition was open to all students from Years 9 to 13 who attend one of the 12 secondary schools in the Howick Ward. Now the prize draw for the moth plant pod competition 2019 will be made at Howick College on Thursday May 23 at 4pm. The total prize money of $2000 includes: 1st prize $650, 2nd prize $400, 3rd prize $300, 4th prize $200, 5th prize $100. There will be a spot prize draw with one of seven $50 prizes. Prize money will be paid to the school then the school will forward money to prize winners. The prizes will be presented by Barry Potter, director Infrastructure & Enviro Services, Auckland Council and John Spiller, a member of the Howick Local Board. Last year’s winner was Amelali Vaka from Botany Downs Secondary College with 1083 moth pods.

Last week, the fitness activities on a Friday, Saturday and Sunday (include a yoga class and body work) moved from the Ormiston Activities Centre to Ormiston Primary School hall. 100 people ok to buy homes The Overseas Investment Office (OIO) approved 103 applications by overseas people entitled to buy homes to live in during the first six months of new rules. Since October 22, 2018, most overseas people have not been entitled to buy a home to live in. This includes people with temporary visas, such as student, work and tourist visas. However, overseas people with New Zealand residency can apply for consent to buy a home. Stats NZ has released data showing that home transfers to people who do not hold New Zealand citizenship or a resident visa fell more than 80 per cent in the March 2019 quarter compared with the same quarter in 2018. A third of applications to the OIO for consent to buy homes were from people from the United Kingdom. The country with the second-highest number of applications was China (20 per cent of applications), followed by the United States (8 per cent).

approval to purchase. “This shows that many people are checking first if they’re able to buy a house before they actually buy,” said Horne. The OIO is working with other agencies to share information so it can better monitor house purchases and be sure people are following the law. Since the new overseas investment rules came into effect on 22 October, OIO staff have answered more than 600 queries from conveyancers, real estate agents and the general public about the new home to live in pathway. Vanessa Horne said people now have a better understanding of the rules. “Early on, some people applied to us who didn’t need to and some people applied who did not qualify to apply.” Only people who have New Zealand residency status can buy a home to live in. Australian and Singaporean citizens are allowed to buy homes to live in because of free trade agreements with their countries.

Auckland was the top region for consents. Land Information New Zealand group manager, Overseas Investment Office, Vanessa Horne said she expects to see a continuing trend of declining numbers of overseas people buying homes – shown in the Stats NZ data – in the coming months. “There has been a time lag with settlements of agreements entered into before the new rules came into effect but it’s clear that far fewer overseas people are buying homes, unless they have the residency visas that allow them to,” she said. The OIO is processing home to live in applications in two days on average. “We know that selling a home is a high-pressure time. We have sometimes processed applications on the same day to make sure that no house sales have been held up.” Almost half (48 percent) of approved applications have been for people who got OIO pre-

Rifles take down Pakuranga Pakuranga United Rugby Club (PURC) Premiers let a win slip through their fingers on Saturday, going down 29-19 to the College Rifles. PURC were within striking distance at 22.19 with five minutes to go in the match, PURC director of rugby Pita Alatini said. “We had our opportunities but we just didn’t take them,” Alatini said. “Going up against Waitemata this weekend, we really have to use that as a springboard into the second round (of the Auckland Premier competition).” Rifles had additional incentive knowing a loss on Saturday would have put them in the bottom eight. “They were quite desperate to win that game,” Alatini said. “We weren’t smart enough to win it but knew it was our game to take.” The Prems showed a lot of encouraging signs for the move into the second round of the competition. They sit second (25 points, five wins, 1 loss) behind Ponsonby (27, five wins, 1 loss), Rifles are third (21, four wins, 2 losses) and Waitemata fourth (20, four wins, 2 losses). ➤ Turn to Page 15

Heimgartner, Sakamoto 2nd In Gt Asia Champs A

ndre Heimgartner teamed up with Yuya Sakamoto to race the HubAuto Corsa team’s Ferrari 488 GT3 to P2 in the Blancpain GT Asia Championship in Thailand this weekend. The weekend’s event at the Chang International Circuit was round two of the six-round Blancpain GT Asia Championship and Melbourne-based Kiwi Heimgartner, from Dannemora, plans to compete in the rest of the series as part of the HubAuto Corsa team. Over two races, Heimgartner and Sakamoto brought home a fourth position and a second position, securing the team sufficient points to move from third to second on the championship ladder with four rounds remaining. “We didn’t have a great time in qualifying as there was a track limits issue, where a lot of our fellow competitors were driving off the track and gaining a lot of time. We qualified P8 and P17 for the two races and before the

first race, a competitor meeting saw a decision made to enforce the track limits during the races which we were pleased about,” Heimgartner explained. “In race one we started eighth and charged through to fourth. I did the last stint of the race and caught up to the guys in P3 and P2 but unfortunately I couldn’t quite pull off a passing move in

the closing laps. “In race two, I started the race from P17 and moved up to P12, before the pit stops saw us swap driving duties and gain a few spots before Yuya did a great job passing for a few more places – making the most of the green tyres we had saved for that stint. “With some crashes then ensuing, a safety car was called with

just 10 minutes left on the clock. We were P4 on the restart, moving up to P3 and holding on for the finish which we were really happy with – we were even happier when it turned out the car in P2 was underweight, so we moved to the second step on the podium and second in the championship points. “Overall, I am very happy with the results considering the qualifying issues and pleased to see where we are at in the points standings with the rest of the season ahead of us. “I am really looking forward to heading to Suzuka in a month’s time and to the rest of the series with HubAuto Corsa.” Heimgartner will next be ontrack as part of the Blancpain GT Asia Championship for round three at Japan’s Suzuka International Circuit across June 22-23. Before then, he will head to Winton Motor Raceway (May 24-26) and Darwin’s Hidden Valley Raceway (June 14-16) with Kelly Racing for the Virgin Australia Supercars Championship.
