With many people also looking to Franklin for smaller lifestyle blocks, there is much to recommend the wider area most of which is within reach of excellent public amenities and just a stone’s throw from the motorway and State Highway 1. While weekend country life is prompting people who work in the city to purchase larger blocks of land in Franklin, for some families, the appeal lies in the vibrant, rural township of Pukekohe with its excellent schools and shopping or the historic charm of Waiuku. Others are enticed by the prospect of new communities such as Paerata Rise now well into the formative stages. Earthworks underway in Ramarama for commercial and industrial development

Fantastic Franklin has it all Famous for feeding Auckland and the rest of New Zealand, Franklin has a lot more going for it than fields of spuds and onions!

F

ranklin has around 20,000ha of parkland, ranging from small urban parks to large regional parks on the coast. This includes the coastlines and beaches of the Manukau Harbour in the west and the Hauraki Gulf to the east, with numerous waterways inbetween. Farming is the bedrock of its strong economy and from 2005 to 2015 the local economy grew at an average rate of 2.2 per cent, keeping pace with the Auckland region rate of 2.3 per cent. In the same period, there was a higher growth in the number of jobs on offer in Franklin. These increased on average by 2.1 per cent compared to the Auckland average of 1.5 per cent. Although part of Auckland, Franklin’s main hubs of Pukekohe and Waiuku maintain their unique character despite seeing huge developments taking shape on their borders – paper plans of many years standing, such as Belmont, Karaka, Drury, Te Kauwhata, Glenbrook and Paerata housing are becoming a reality.

Significant growth is anticipated over the next 30 years. Approximately 1700 hectares of land for future urban development has been identified around Pukekohe, including about 790 hectares in Paerata. The area’s population is predicted to increase by 56 per cent to 106,800 residents by 2033. Special Housing Areas are underway in Paerata (Wesley College land), Drury (Bremner Road), Clarks Beach, and Glenbrook Beach. Land has been set aside south of Drury for industrial development and ground work is already underway in Ramarama Rd, Ararimu Rd and surrounds on Stevenson Group’s future business park. This will also see an upgrade at the Ramarama motorway interchange. In addition, Beachlands has many new residents and smaller settlements, such as Patamahoe, are also experiencing population increases and more through traffic with further land development on the way. Franklin is set to benefit from a multi-million

investment in public facilities, future development and transport as a result of Auckland Council’s 10-year Budget. Rail commuters can rejoice at confirmation of the electrification of the Pukekohe to Papakura train line and purchase of new carriages. And $100 million of funding from the Regional Fuel Tax has been earmarked for the Mill Road Corridor to address congestion and safety issues to allow the road to be an effective key route for interregional freight movements while taking pressure off the Southern Motorway. “Franklin is not only one of Auckland’s largest wards, but also one of its most important, so it’s great to see there will be ongoing funding into renewing and upgrading our public amenities and transport infrastructure,” says deputy mayor and Franklin ward councillor Bill Cashmore. “This region may contain some of Auckland’s best-kept secrets for tourists and visitors alike, but its heartening Auckland Council hasn’t overlooked the funding needs of this area.”

Paerata on the rise A carefully planned subdivision set to showcase parade of homes.

D

evelopment of the new Paerata Rise estate, on 305ha of land, which previously operated as a dairy farm, is well underway. The land is currently owned by Wesley College Trust Board and Grafton Downs Limited, a charitable company which is committed to developing the new town so that it grows to be a place residents are proud of today and in the future. Modern town planning methods are set to create an integrated community with homes designed to buyers’ unique specifications and to capture the natural beauty of the surrounding landscape. Titles for Stage 1A were issued at the end of September 2018 and Stage 1B end of October 2018 with 26% of available sections being settled on title for Stage 1. Stage 2 is now underway. Paying homage to Wesley College and one of its greatest old boys, the first street in Paerata Rise opened early in 2018 – Jonah Lomu Drive was blessed during a ceremony attended by many stakeholders including Wesley College

representatives and members of the Lomu family. “There’s just so much significance here, which is really special to be a part of,” said Nadene Lomu. “To be able to say that there is a street named after Jonah Lomu in New Zealand is a wonderful thing. I also think it’s a fitting tribute to Jonah for the imprint that he’s left on many hearts of the old boys of Wesley and the ones [students] who are presently here as well as for those generations coming through.” Jonah Lomu Drive will also be the location of a parade of show homes. Construction on these began in May 2018 and 10 show homes will be completed ahead of a grand opening on December 1, 2018. The Rise ‘n Shine Cafe is also set to open December 1, 2018. Constructed from shipping containers used in Christchurch’s container city, the Paerata Rise showroom will also be on site at the café premises. From the outset, the new town will have cycleways, large-scale and pocket parks and access to a wide range of amenities already in the area,

including a golf course, tennis courts and rugby fields. Grafton Downs is not only developing the land, the company is safeguarding streams which pass through the estate. Waterways are monitored and kept clean with riparian planting included. The Whangapouri Stream, which flows near Paerata Primary school’s new site, is a local favourite, especially with those who enjoy bush walks. Accompanied by Boffa Miskell ecologists, Grafton Downs executive director, Chris Johnston recently spoke to primary school students about what the stream will look like during and after the development of Paerata Rise. “Keeping locals informed and collaborating with the community is imperative to us,” Mr Johnston said. Paerata Primary will also move to its new site in Paerata Rise in 2021. The school roll, currently at 140 students, has the potential to increase to up to 750 students from year 1-8 and the school is expected to be in hot demand. Lock in the date of 1 December 2018 for the grand opening of Paerata Rise…it feels like home!

Top marks for Wesley School project There’s little doubt that the late All Black Jonah Lomu is one of Wesley College’s best known alumni. So it’s fitting that a street named in his honour should be the setting for the first open day at Paerata Rise new town in December 2018. It is the first chance the public will have to see how the development is shaping up.

C

ontractors have been flat out since consent was granted to Wesley College to transform 300 hectares of farmland and school grounds into a visionary township of around 5000 dwellings. Titles for the first 100 lots have been granted and the development’s partner builders will have their show homes ready for viewing on Jonah Lomu Drive. The college, New Zealand’s earliest registered school, and its dairy farm, is being divided into thousands of sections to be transformed into houses, apartments, a retirement village, shops and parks. The sale of the sections will finance a complete rebuild of the college nearby, and excess funds will be invested in the school’s future. Wesley College has been at the heart of the Paerata community for almost a century. The college says its sense of history has influenced the decisions it has made in regard to planning for the long-term future of Paerata Rise. Wesley College is heavily invested in creating a community that will be loved by future generations. Paerata Rise is being developed by Wesley College Trust Board and Grafton Downs Limited and previously operated as a dairy farm. Grafton Downs Ltd is a joint venture company set up as a charitable company, charged with the development and sale of the land. The Trust is very clear on having Paerata Rise uphold the values of putting people and community first. Establishing a

vibrant, supportive community, and focusing on what people need in their home surroundings, is front and centre of every decision in the planning process. Wesley’s vision for Paerata Rise is to create a boutique community which combines the latest in contemporary homestead architecture with the natural characteristics of the local countryside. Placement of homes will be carefully planned to maximise the features of the natural landscape, creating comfortable living environments and useful, workable streetscapes. Homes will be built intertwined with green spaces, cycle paths and walkways. As well as a range of housing options it will include 5ha of neighbourhood reserves, schools, a retail precinct, and a transport hub, including a railway station. There is a wide range of options for people wishing to purchase their first home, expand a growing family, downsize for convenience or establish a new business. Paerata Rise will offer tailored options to suit your lifestyle and budget, with the flexibility to create your dream home. In the first release there are a limited number of two bedroom and three bedroom family homes available under $650,000 (titles confirmed, move in early 2019). Pukekohe is five minutes’ drive away but what should appeal to people, needing to commute to Auckland, is the planned rail station to service the new town.

New schools for new town Paerata Primary School, will move to a new site on Jonah Lomu Drive in 2021 which will coincide with the school’s centennial year. It currently has a roll of 140 but this is expected to increase substantially as families move to the area. The new facility will be built on a 4.9 hectare site and will cater for up to 750 pupils from years 1-8 making it one of the biggest schools in Franklin. New buildings housing Wesley College will also be on the site with enhanced facilities enabling the school to potentially double its current roll to 600 students. The new site is still in its planning stages but construction will start as soon as sufficient funds are raised through the sale of house and land packages.

egotiating the right course when building a new home often begins by consulting Nathan Hall or Ryan Keegan. With more and more Kiwis flocking to Franklin, the co-owners of Navigation Homes Counties, and their dedicated team, have been kept on their toes of late. “From Paerata Rise to Pokeno, Belmont Park Estate, Papakura and practically everywhere in between, we’ve been building new homes for people who (like us) have come to see why this area has so much to offer,” Nathan says. “We offer house and land packages and finance options, or we can build on land already purchased as well.” Although Ryan is relatively new to the company – founded by Nathan’s father, Aaron more than a decade ago – he is already known to many in the region, particularly among others in the building industry. “With all the extra demand for new builds in the area, we needed an extra hand running the business,” Nathan explains. “I’d become friends with Ryan through Carters in Pukekohe, where he worked previously. Belmont on track The transformation from farmland to residential streets can be seen with remarkable clarity at the Belmont subdivision in Pukekohe.

H

ouses of all shapes and sizes are under construction on the 72 hectare Belmont site which will eventually provide 720 new homes over the next 10 years. The subdivision lies on the western side of Pukekohe bordered by Pollock and McNally Roads to the south and Maxwell and Adams Roads to the west. The northern edge is bounded by Kauri Road. Belmont is only a five minute drive from Pukekohe train station, or just 16 minutes from SH1 Drury on-ramp or 12 minutes from the Bombay on-ramp. Although all sections have been sold, occasionally an ‘on-sell’ pops up if you are keen to start from scratch but there are great opportunities for house and land packages available from a variety of builders. As Belmont was made a Special Housing Area, 10 per cent of the subdivision has to be made available for affordable homes.

Stage 4 of Belmont is an elevated subdivision with a range of section sizes ranging from 201m2 – 541m2 on offer. Local shopping, a new school and future sports fields are being developed to keep up with the area’s growth. Belmont includes Maxwell Estate, a 70-lot subdivision bordering Victoria Street West which includes smaller sections for more affordable housing options. Adjoining is Belmont Park Estate, a 15-acre boutique development which will provide 122 custom-designed sections to accommodate new dwellings of mixed types suited to young families through to senior citizens. Zoned for Pukekohe Hill School, Pukekohe Intermediate and Pukekohe High, Belmont will get a new primary school on a 4ha site at the centre of the development. Pukekohe West primary school will include a unit for blind and low-vision students and an initial roll of 350 students.

Education Minister Chris Hipkins says an establishment board of trustees is being appointed to contribute to the school’s design, vision and initial staffing. “Pukekohe West School will also include provision for special education facilities including a Sensory Resource Centre for Blind and Low Vision Education Network New Zealand (BLENNZ),” he says. “Data projections show that the population in Pukekohe is expected to double from 21,000 people now, to more than 40,000 people by 2040. We’re building a new school to make sure that the local schooling network is set up to cope with the projected population growth in the area.” Pukekohe West School is expected to open in 2021 at an estimated cost of $22million. It will be a contributing Year 1-6 school, and will have room to expand in the future if needed. Design and Build Franklin — 2018-2019 — 23

S

kyrocketing house prices mean Aucklanders’ can no longer ignore happenings south of the Bombay Hills, as competitive house and land packages spark a population explosion ‘south of the border.’ Figures show that North Waikato has turned a predicted population drop into positive growth figures. Statistics New Zealand predicted a declining population based on 2006 census results. This has been reversed by a growing trend of Aucklanders buying affordably in the region. Pokeno’s expected to triple from a population of around 2000 to 6000 by the mid-2000s. Census results from 2013 show a 28 per cent population increase since 2001. The positive growth figures are a huge turnaround for Pokeno, which was hit hard when

State Highway One bypassed it for a new route in the early 1990s, leaving a population of just 500. Pokeno means ‘a place of refuge’ so it is appropriate that Pokeno Village Estate has gained a reputation as a safe haven where people can escape the stresses of city life. Pokeno Village Estate is planned to cover 400 hectares and will include more than 2000 residential homes for some 6000 people, an employment zone, extensive recreational parks and sports grounds, additional school facilities, neighbourhood walkways with native planting and open spaces plus a reinstated market square which will become a focal point for the community. A supermarket is set to be built. With a rich history spanning many generations Pokeno has evolved from the Maori who first lived

off the fertile land and the military who began construction of the Great South Road, to the early settlers who further developed the township after the Gold Rush of the late 1860s. Nestled at the foot of the Bombay Hills and protected by the surrounding terrain, Pokeno is in a strategic position for vastly different reasons today. Located at the crossroads of State Highways 1 and 2 with convenient access to the north and south, the Coromandel, Bay of Plenty and West Coast beaches, this has helped the area to boom Former Auckland resident, Ann Hardman said it was very unlikely she and her husband would move again. “We can actually get to our daughter and grandchildren’s place in Titirangi faster from here than we could when we lived in Gulf Harbour. With

the ever-improving roading systems we also have great proximity to Hamilton where we have other children and grandchildren.” With the completion of the Helenslee residential block, expansion into the Hitchen block began in 2016 with larger lots (some over 1300sqm). Located near Gateway Business Park – a growing employment zone which provides jobs and services for the thriving community – this has been the only route in and out of the Hitchen block. Site works have started on the $250 million Synlait nutritional powder manufacturing plant and should be set to go for the 2019/2020 season. A boutique single malt whisky distillery is setting up its stills to turn Pokeno’s spring water to liquid gold. New school — Hipkins keen

The end of a local landmark is ushering in a New World for Pukekohe. The former Counties Inn site (corner of Paerata Road and Comrie Place in Pukekohe North), hosts construction of a new 3000 square metre New World supermarket, expected to open in early 2019. Demolition of the former hotel was carried out mid-late 2018 and by time Design & Build Franklin went to print in October 2018, the site had been completely flattened in preparation for building to begin. “We are committed to serving the Pukekohe community and this new supermarket will create jobs for local people,” Antoinette Laird from New World’s parent company, Foodstuffs NZ, said, shortly before demolition of Counties Inn (established in 1968). “Our decisions around new supermarkets are based on population size and predicted growth. We are always looking at opportunities to provide the best store offering to our customers.”

Drury –

new homes, new jobs As Auckland grows and new communities are established, one area expected to grow rapidly is Drury at Franklin’s northern edge. It is to receive more than $2billion of public and private investment over the next 10 years to facilitate a new township.

N

ot long ago Drury had 1200 homes and a population of 3500, however the population is expected to rise to 30,000 in the next 10 years with anywhere between 6100 and 10,800 homes to be built on approximately 2000ha of largely farmland. Auckland Council is developing a structure plan for Drury which will enable up to 50,000 people to live in the area. The structure plan area includes Opaheke, Drury and Drury West. Initially more than 5000 jobs will be created in 180ha of industrial-zoned land owned by the Stevenson Group. Kiwi Property, known for developments such as Lynn Mall and Sylvia Park, has bought 51ha of land in Drury to create a town centre. The investment includes a $268 million upgrade of SH1 from Manukau to Papakura, as well as additional upgrades to SH1, from Papakura to Drury, and then on to Bombay, and SH2.

There are also plans to develop local highways, a new bus corridor from Manukau to Drury, water infrastructure and the development of electric rail corridors and stations into the area. Rail electrification from Papakura to Pukekohe is to go ahead as well as a Pukekohe Expressway. Cycleways and shared paths will also be developed. An estimated $10 million will be invested in Drury wastewater and water infrastructure, including in a reticulation station, pumping stations and sewers. Urban development will incorporate water-sensitive design measures such as rain gardens and tanks to help manage stormwater. Some of the largest, privately funded residential and mixed-use developments in Auckland are also underway including Auranga, a new residential community of over 150ha in Drury West, which will eventually include a village centre, school and retirement village. Work is well under way on the development

which will create 1350 dwellings with a private plan change underway to double that figure. The development will have stand-alone, terraced and semi-detached homes, and will include affordable housing. Auranga managing director, Charles Ma believes this investment is part of the responsibility of building on previously undeveloped land. “Regardless of the point on the compass, development in Auckland’s outskirts will play an important role in how we accommodate rapid growth so, the timely delivery of infrastructure, is an essential component. “With some 2000 hectares of land identified for urban development in the south alone, with much of this is in and around Drury, we recognised early on the need to advocate and contribute to infrastructure to make the area a great place to live. More cash for Franklin, Cashmore says Keeping Auckland’s fuel tanks full may require motorists pony up a little more at the pump, thanks to the Regional Fuel Tax. However, Auckland Council’s 10-year Budget also allows for hefty investment in local transport, according to deputy mayor (and Franklin ward councillor), Bill Cashmore. “Franklin is not only one of Auckland’s largest wards, but also one of its most important, so it’s great to see there will be ongoing funding into renewing and upgrading our public amenities and transport infrastructure,” Mr Cashmore said when the budget was finalised. The budget allocates $100 million over 10 years from the Regional Fuel Tax for the Mill Road Corridor, designed to take pressure off the Southern Motorway, as well as funding for electrification of the Pukekohe to Papakura rail line and

purchase of new carriages. In addition, $90 million is earmarked to address the impact of climate change on coastal areas, $20 million for a storm damage regional response fund, $4.3 million for regional grants and $3.7 million for surf lifesaving. “This is fantastic news for Auckland, beginning 10 years of transformative work that tackles the critical issues of transport congestion,” Auckland mayor (and Karaka resident), Phil Goff, continued. “These issues have sat in the too hard basket for too long, but not anymore. This council has taken responsibility for delivering a better Auckland that will, over time, have a more efficient and effective transport network, more houses, cleaner water and a healthier environment.”

All go for Te Kauwhata growth It’s no secret that high property prices in cities are forcing more people to look further afield for a home to call their own.

S

outh of Franklin is Te Kauwhata, a classic Kiwi town that’s been around long enough to establish and nurture all the amenities you need to enjoy the good life. It has a rapidly growing community attracting increasing numbers of ‘migrants’ from Auckland in search of quality housing at an affordable price. Waikare Estate is a new residential development situated on the north-facing slopes of Te Kauwhata, a stone’s throw from the Waikato Expressway, half way between Auckland and Hamilton. More and more people are enjoying the best of both worlds – relaxed country living that’s within commutable distance to work in either city. Manukau is only 30 minutes away, with Hamilton just 10 minutes more. Most of that drive is through picturesque countryside. Located just 1.6km from Te Kauwhata’s town centre, Swan Road Developments have been transforming a 8.73ha site into a 95 lot residential subdivision. Sections range from 600m2 upwards and have views to the north and west over the Waikare Golf Course and to the southeast over farmlands and Lake Waikare.

More than 1000 new homes will be fast tracked in Te Kauwhata after the Government and council pledged funding for new infrastructure to support future developments. The upgrades will bring forward the construction of approximately 1190 houses by three to five years earlier than scheduled. The improved infrastructure will also allow for an additional 1600 households within the Lakeside residential development in the next 10 years. Te Kauwhata is recognised as a key part of a growth area in the north Waikato/south Auckland sub region and the population of the town is projected to grow from 1770 to 10,898 by 2045. The crucial infrastructure improvements to cater for the growth will go ahead after a $38 million cash injection from the Government’s Housing Infrastructure Fund. The interest-free loan combined with $34.2 million from Waikato District Council’s long term plan, will be used to accelerate infrastructure projects to support the development of new housing units in the town. These will include a new wastewater treatment

plant with the latest membrane bioreactor technology. Subject to resource consent, this will allow wastewater to be discharged onto land near the Waikato River instead of into Lake Waikare. There will also be extensive upgrades to the town’s water supply infrastructure and some local road upgrades. Waikato District Council mayor, Allan Sanson says that without the Government’s support through this HIF interest-free loan, council would have struggled to cater for the rate of growth. “The HIF funding enables us to provide the long-term infrastructure solutions required to enable earlier and greater provision of households in a key growth area in the north Waikato.” Now that the HIF agreement is in place, consenting and detail design of tender-ready documents will start. Council will repay the HIF loan via development contributions and maintain infrastructure through rates generated from the housing provided by the Lakeside development and other Te Kauwhata structure plan development and, where required, district-wide rating growth.

Wonderful Waiuku Waiuku Sports Park has improved facilities as a result of a partnership between the Franklin Local Board, Waiuku Districts Rugby Club and Waiuku College to boost sport and recreation amenities in the town.

he Waiuku Sports Park project has involved developing and upgrading a car park, access between the facilities, sand carpeting and irrigation and drainage of the field as well as new lighting and changing facilities. It is being hailed as a model of a school and existing sports club working together to create an upgraded facility which is an important community asset. Local Board chair Angela Fulljames says it could be a blueprint for other joint projects. “We really want to see the whole community using it and getting enjoyment out of it. Therefore, we are encouraging people to book it, which they can now do through the council’s booking system.”

Clarks Beach Rd, Clarks Beach The development at 137 Clarks Beach Road is for an initial qualifying development of approximately 120 sites over three to four years. It will also comprise a neighbourhood commercial centre and a new early childhood education centre. The subject land comprises a total area of more than 50 hectares and will eventually provide for some 700 new homes. This development will offer a mix of housing types, matched to current shortages, including two bedroom and larger three and four bedroom homes. It will also include several super lots

Tuakau – the next big thing Formerly in the old Franklin district, but now under Waikato, the towns of Pokeno and Tuakau still firmly look to Pukekohe as their economic and social hub.

A

lthough large scale developments are now coming on track in Pukekohe, it’s several years behind Pokeno’s building boom. It’s hard to believe that little over six years ago Pokeno was home to just 150 people but today more than 3000 live there. Tuakau has also grown from 4500 residents in 2012 to more than 6000 but is gearing up for massive expansion. It has the potential to become the biggest town in the Waikato district as growth is less constrained by geological, topographical and network infrastructure compared to Pokeno. The biggest development in Tuakau to date is the planned Riverside Grove. The new subdivision is a 93-lot development in Escotts Road next to the Dr John Lightbody Reserve. The 10ha site was previously a kiwifruit orchard. It is being developed by Hughes Developments who built the Kowhai Downs subdivision in Pokeno. Sections at Riverside Grove start at $260,000 with generous section sizes of at least 501m2. Stage One is on sale now with titles expected September 2019. Waikato District Council has estimated growth pressure especially from Auckland will see it grow to 20,000 and has altered its district plan accordingly. The plan review has been three years in the

making and integrates the Franklin and Waikato sections into a single district plan. This aims to provide a consistent approach to development and growth for the first time since the district’s boundary changes in 2010. Pertinently, it proposes to combine the existing residential, residential 2, living zones and medium density housing area into one zone, the residential zone. The minimum lot size will be 450m2 and the average lot size will be 600m2. This is to encourage ‘denser forms of development’ such as duplexes, apartments and town houses to provide more affordable housing options. Anticipation of the changes has already led to the sale of some land blocks around the township which will be re-zoned from rural to residential if the plan is adopted. Subdivision rules will enable existing titles to be reconfigured to improve the management of land and consolidate farming units. Another change includes making relocatable buildings a permitted activity. While no changes are planned in the existing country living zone there will be an opportunity for landowners to establish a minor dwelling up to 70m2 floor area if a primary dwelling already exists. The minimum lot size for the country living zone will remain at 5000m2 to ensure an adequate

supply of lifestyle lots. In Tuakau’s newly created village zone, a minimum lot size of 3000m2 will be permitted where services are not available and 1000m2 where services are available. The council says it is keen to manage ongoing subdivision in the rural zone to protect productive land. It maintains that the new rules provide limited opportunities for subdivision of rural areas to ensure that primary production activities are afforded priority and are not compromised by subdivision of reverse sensitivity issues. Some common ways the district plan can affect property owners are: ■■ How close to the boundary you can build or extend your house, garage or other buildings ■■ How many dwellings you can have on your property ■■ Whether you can subdivide your property ■■ Whether there are any ‘special values’ relating to your property ■■ Whether you can operate a business from your home ■■ The organisation of festivals and events The plan is still in its early stages but if you want to check if there are any proposed changes to your property you can go to the council website www.waikatodistrict.govt.nz/pdp. No substitute for best practice Auckland Council has called for due diligence when substituting materials on building sites – cutting down on quality and durability can result in red tape delays.

T

he building frenzy to try and deliver new homes in record time continues and has meant traditional building materials are often harder to find when needed. This has caused some builders to turn to substitute products which isn’t a problem as long as the new products are up to code, according to Auckland Council’s building control team. Auckland Council building inspectors have seen more substitutions, with a cheaper price being the number one reason for having replaced the specified product. Ian McCormick, general manager of the council’s building control team, has urged builders to save themselves and their customers thousands of dollars by getting the proper sign offs before using substitutes. He says it’s common for inspectors to discover a substitution on-site during an inspection. “That may happen weeks after the decision to use the alternative product was made. The message is

clear – notify us as early as possible to avoid delays in building. “We’re seeing innovative, new products and processes entering the market and the council has a duty of Ian McCormick care to Aucklanders to make sure those products meet our high standards and are fit for the intended use for the lifetime of the building.” The sticking point for builders in a hurry is in the time it takes for council to assess the products as fit for purpose, but Mr McCormick argues for “less haste, less waste.” “While we recognise builders need to get on with their construction, we can’t cut corners on quality, durability and suitability,” he says. Ian says due diligence can sometimes look like red tape when you’re in a hurry, but reputable builders will recognise the importance of ensuring

new products are up to code. He cautions against falling for a cheap price and quick turnaround if the deal looks too good to be true. All building products must meet the New Zealand Building Code. “While there are some great new products on the market, the boom has attracted a few cowboys trying to cut corners and some importers trying to bring in cheap, substandard products,” Ian says. Many imported products look like the local offering, but he says if they’re being quoted as 40 per cent cheaper, the chances are they might not comply with the New Zealand building code or pass inspection. Likening good building practice to being a bit like the proverbial tortoise and hare, Ian says, “Sometimes it may seem to take a bit longer, but ensuring new building products are signed off is cheaper and faster than having to re-work noncompliant construction and in the end consumers gain reliable and sustainable buildings.”

■ Ask the designer or builder to provide confirmation that the product complies. ■ Ask for confirmation that the product meets the Building Code. ■ Check if the product has been independently appraised or certified in New Zealand. An example of this is the Building Research Association of NZ (BRANZ) appraisal website where they list products which have been tested and certify compliance with the NZ Building Code. ■ Ask the building inspector. He will provide advice on compliance matters. You should check compliance before buying particularly if the product price seems too good to be true. Unitary Plan. The process of subdividing can be extremely complex and not everyone is in a position to invest the sizeable sum required to capitalise on their asset. In Auckland the cost of subdividing one lot into two will range between $90-120k, but this could be more depending on availability of drainage. This covers costs relating to the resource consent application, installation of drainage, services and driveways, legal and survey fees, and often, and most significantly, council development contributions. Usually the cost will be less for each additional lot. Tax implications of developing the land will need to be considered, too.

SUBDIVIDING PROCESS: ■ Topographic survey of the property. This locates all existing features of the property including any existing houses, drainage lines and trees, and the contours of the land. ■ Prepare a scheme plan for the subdivision. This often requires house plans to be included. ■ Prepare resource consent application. Usually done by a surveyor or planner and includes engineering design for any drainage and access ways required. ■ Obtain resource consent from council. There will normally be some queries during this process but once resource consent is granted, then there is certainty of being able to carry out the subdivision. ■ Complete all physical works including installing drainage and services and right of way driveway if required. ■ Apply for 224c certificate from council confirming all works complete. ■ Apply for new titles. Many house builders in the Auckland region offer specialist advice to guide owners through the sub-division process.

Transport – good news and bad news Franklin residents are a stoical lot which is just as well considering the time it’s taking to improve the southern motorway.

C

ommuters to Auckland have to leave ever earlier to stand half a chance of getting to work on time – often to no avail with queues starting from Drury northward the norm. The roadworks and delays on the SH1 upgrade between Manukau and Papakura are running 12 months behind which means the project won’t be completed until the end of 2019. The work has been pushed out due to changes to the initial plans, including the design of the Takanini northbound on-ramp and the need to replace and not just widen two bridges over the Pahurehure Inlet. The $268 million Southern Corridor Improvement project started in October 2015

and congestion, traffic jams and increased travel times have become a daily feature for commuters. It covers the motorway from the SH20/SH1 connection at Manukau down to Papakura and includes additional lanes in both directions, an upgraded Takanini Interchange and a 4.5km shareduse pedestrian and cycle path. Now the good news …. a new electric rail line is to be built between Papakura and Pukekohe meaning commuters travelling from Pukekohe will eventually take only one train to go to Britomart. Waikato Regional Council are pushing for a Hamilton to Auckland train and it now seems a real possibility. Rail commuters are already benefiting from brand new stations at Pukekohe and Papakura and

the investment will include new stations at Paerata, Drury and potentially another west of Drury. Hopes are also running high for a station at Tuakau and Mercer or Pokeno. Other improvements will see an increase in the number of connecting trains, increased parking at the Pukekohe station and a park and ride facilities at all new stations. Future plans could include a third rail track and an outer freight road route around Pukekohe. Whilst most people in agreement that the rail electrification and new stations can’t happen soon enough, the only promises on their delivery is that it will be within the next 10 years. Other transport projects include improvements to Mill Rd and an interchange added to Drury South.

Rumble strips, shoulder widening, safety barriers and better signage are among measures being taken by the Safer Network Programme to reduce deaths and serious injuries on rural state highways to make them safer. The programme also includes speed management reviews.

Z Transport Agency Senior System Design Manager, Kevin Reid says NZTA is working with stakeholders and local communities to find safety solutions which will make a difference on rural roads. “Mistakes and crashes will still happen, but if our roads and roadsides can be made safer, there will be fewer people killed or seriously injured.” Mr Reid says major changes to State Highway 22 between Drury and Paerata are expected to be in place by the end of 2023, including several intersection upgrades which have long been considered dangerous.

“The highway is classified as a high-risk rural road for a reason – nine people died and 36 were seriously injured along this route between 2006 and 2015. “Ensuing years have seen ongoing serious accidents, many caused by drivers losing control and running off the road, or crossing the centre line and hitting an oncoming vehicle.” An important link for commuters, local businesses and freight, up to 25,000 vehicles a day use SH22 to connect to SH1, and vehicle numbers are increasing rapidly as more housing estates are developed.

To make the road more forgiving if people make mistakes, the New Zealand Transport Agency plans to: ■ Install flexible road safety barriers to reduce the risk of head-on crashes ■ Improve safety at key intersections by installing a roundabout or traffic lights, right turn bays or safer turning areas ■ Install a flush median or a wide centreline, giving drivers a safe place to wait ■ Create a safer two-metre wide shoulder for cyclists and pedestrians ■ Address unsafe passing lanes. These will be constructed, widened or replaced as part of the project. Great South Road itself will also be widened through the interchange. As part of the widening works a number of major service relocations have been made.

Takanini Interchange – northbound Construction of the six northbound bridges is now underway. These include the new northbound on-ramp and widened motorway lanes over Great South Road, the rail line and Papakura Stream. When complete, the new on-ramp will have a longer merge lane onto the motorway. Northbound layout changes Lane layout changes are now in place through the interchange. This has created work space for the project team to construct the new northbound on-ramp merge lane. Motorists travelling northbound are currently using the space where the southbound lanes normally go. This road layout will be in place until early 2019. Takanini Interchange – southbound The four southbound bridges are now largely completed. These include bridges over Papakura Stream, the rail line, Great South Road and the new Takanini off-ramp. The extra lane southbound through the interchange will open once the medium barriers have been updated in late 2019.

Portable buildings growing trend

H

ow often have homeowners wished for extra room? Not just cupboard space but a whole room. They may need an office, a play room or a spill zone for visitors or teenagers. For some, it might be a smaller, purposedesigned room for a home-based business – hair salon, beauty therapy, art studio – or maybe a construction firm needs an on-site office, lunchroom, or meeting room. New homes on tap Clevedon village residents will soon be able to connect to mains water and wastewater services after Watercare reached an agreement with local landowners and developers to build and fund infrastructure for the village. It also signals a green light for new housing in and around the village. Clevedon was zoned for growth under the Auckland Unitary Plan which has enabled the construction of hundreds of homes on new urban lots around the village. When buying or building a new house have a good look around and understand what you are buying into. While not glamorous, drainage is an important aspect of having a healthy home. For most folks it’s not a romantic spend and no one has ever shown me their new drainage as if it were a trophy purchase like a new car. So let’s have a look at drainage: ■■ Consider your needs – how many bedrooms and bathrooms? Are you planning a pool, where does the water supply come from and where does waste water go? ■■ What does your site have that requires special attention? Is it steep or flat, compact or large and do you have good site access? ■■ What contours do you have on site and what soil type? Are there site constraints such as bush or streams that might limit what you want to do? ■■ Lifestyle: In towns and urban areas there is more focus on drainage for driveways, deck areas and lawns.

Current council practice sees greater use of soak pits and recharge pits for replenishing ground water resources. In rural situations, water tank overflows are required and usually some sort of storm water detention. These flows are directed to soakage trenches or outfall structures to prevent scouring and to reduce peak flows which lead to floods after heavy rain events. ■■ Council Compliance: Modern council practices focus on more silt trapping devices to keep water ways clean and to control pollution such as plastic bags in water ways. Silt control has taken primary on site importance during construction as has the construction of rain gardens, silt traps and swales Detention/retention tanks to slow down peak flows from storm water coming off impervious areas such as driveways and roofs and water recycling to make use of rain water for flushing toilets and watering gardens. Of course, all these devices require care or they

cease to work so home owners need to undertake maintenance on a regular basis. Gutters need cleaning out, water tank cleaning is required from time to time and silt traps, soak pits detention tanks need cleaning out. Ignore them at your peril and discover the adverse effects when the first big storms of winter arrive. This all adds cost to your initial purchase and annual maintenance bill so be aware when investigating what services are available. ■■ Wastewater: More homes are facing decentralised waste water in new subdivisions and will require either waste water treatment systems or pressure sewer pump stations. Advice for first home buyers

W

hen attaching ‘first time’ to anything, it tends to prompt a whole bunch of unsolicited advice. Just ask any ‘first time parent’. They’ll tell you all about the flood of advice that comes from everyone from the supermarket checkout operator to neighbours, workmates, friends and parents. It’s the same for home buyers. But, just as with parenting ‘advice’, the quality of home buying advice varies greatly: there is good and there is questionable; there is knowledgeable and expert; there is inaccurate hearsay and there are generational differences. The advice can even come from people who haven’t stepped into the market for decades. As a first-time home buyer, the most important thing to remember (just as with children) is that the only person who can understand your unique position is you. You alone have to ‘own’ your home-buying journey…even if your parents are propping you up with support (because that’s common today). First home buyers (or FHB’s as they are often referred to) were extremely active last year, more so than at any point in the previous four to five years. In this article, the focus is on two of the major issues FHB’s face: organising finances and property research. The idea is to point them in the right direction to access some helpful tools, so they can smile and say ‘thanks’ to all that ‘helpful’ advice offered, but be confident in their own knowledge.

1. GETTING YOUR FINANCES SORTED ■ Facing Facts:

Until you know what you can afford, it’s pointless watch-listing properties or trudging around open homes. Know your parameters and any areas of your financial record that need addressing before starting on the whole homebuying journey. Take a deep breath and dive in. ■ KiwiSaver:

If you‘ve belonged to your KiwiSaver scheme for at least 3 years, you may be able to apply to withdraw all except $1,000 of your KiwiSaver savings towards buying your first home. But there are conditions: you have to intend to live in the property so KiwiSaver funds can’t be used to purchase investment property. Not all complying funds allow First Home withdrawals, so understanding what is allowed by individual funds is important. Sometimes, a real-life case study also helps to picture a situation so read on. ■ KiwiSaver Home Start Grant:

After 3 years of regularly contributing to KiwiSaver, you may be entitled to the HomeStart Grant. It’s available on old/existing homes or new/ buying off the plans/land to build situations, up to a maximum of $5,000 for an older/existing home or $10,000 for a ‘new’ home. If buying a property with other people, a maximum of $10,000 worth of

grants will be available on an old/existing property and $20,000 for a new home/purchase of land. This grant is available only once and there are eligibility conditions (including income caps) to meet. It’s really important to understand that Housing New Zealand needs at least four weeks/20 working days from receiving an application through to paying out the KiwiSaver HomeStart grant. If applying for the grant in order to meet the financial conditions of an agreement for sale and purchase, it must be done at least 10 working days prior to the unconditional date. Find out more or apply online. ■ Your Deposit:

Debate has been raging on the difficulty of building up a deposit ever since the Reserve Bank introduced higher LVR restrictions (loan to value ratios). In November 2017, however, the Reserve Bank of New Zealand announced a moderate easing of LVR restrictions, effective from 1 January 2018: a 5% lift in the amount of ‘less-than-20% deposit’ loans that a bank can write for owner occupiers. So, it’s worth researching mortgage options actively across lenders before you begin. Your chosen lender will provide advice on your personal situation and any areas to address. ■ The Welcome Home Loan:

Offered by lenders, supported by Housing New Zealand, and, designed for first home buyers who can afford to make regular repayments on a home loan, but have trouble saving for a large deposit: a Welcome Home Loan only needs a 10% deposit.

any of my clients have approached me after having their mortgage application turned down by their bank. Understandably this can be a very disappointing experience and it is easy to give up hope, but often there are other options. ■ Understand where you went wrong – finding out exactly why your application was declined is the first step to putting things right. Was there a default on your credit check, or poor account conduct? Not enough deposit? Did the bank feel your income was too low, or outgoings too high? Are you recently self-employed? If you wish to proceed you will either have to find a lender who will accept your application as is, or address the issues that led to your application being declined in the first place. A mortgage adviser can work with you to figure out the best way forward. ■ Approach other mainstream banks – different banks have different lending criteria. While one bank may turn down an application, another may be willing to approve it. Some lenders are more lenient when calculating your ability to service the loan; some are willing to overlook minor issues on your credit check. An experienced adviser will have a good working knowledge of each bank’s lending criteria and know which lender is likely to have an appetite for a particular deal. Plus, working with a mortgage adviser will give you access to numerous lenders without having to fill out multiple applications. ■ Consider non-bank lenders – mainstream banks are governed by the Reserve Bank of NZ (RBNZ) and must follow their guidelines. This includes the loan-to-value restrictions on both owner occupied and investment properties. Non-bank lenders have more flexibility and may be able to work outside these restrictions. Again, a mortgage adviser will know which lender is a good fit for your current situation, and they can help you improve your position to return to a mainstream lender when you are ready. Match flooring to lifestyle

W

hen considering flooring for the home, it’s advisable to think honestly about the way you and your household likes to live. Do you have pets, are you in and out from the pool all day in summer, do you feel the cold? These are questions you need to ask when looking at flooring practicalities. For example, if you spend the winter rugged up with hats and woolly slippers, chances are a house laid in ceramic tiles wouldn’t be a great idea. Rather, a luxurious carpet, soft and warm underfoot could be a wiser choice. New Zealanders are blessed with some of the best quality wool in the world, as well as top quality mills and carpet manufacturers which ensure a premium product. However, solution dyed nylon carpets are so technologically advanced they are now a popular carpet choice for modern homes. But, there are many other choices to suit individual needs, and alternative floorings have flourished in recent years. While hard flooring options – such as timber, tiles and concrete – aren’t everybody’s cup of tea, for certain rooms or high traffic areas, these surfaces can be a godsend. Timber, engineered wood and timber veneers or laminates also come in a wide range of colours, making decorating easy. Think about vinyl too – these days you can purchase comfortable, easy care vinyl which looks just like timber planking. It is a practical option for wet areas where an accidental flood would severely damage timber but would impact far less on vinyl. While carpet and underlay provide effective sound and thermal insulation in the home, insulation considerations for hard flooring should be explored. Timber floors can be noisy, especially if there is no insulation underfoot. Children and noisy shoes can exacerbate this. Flooring is a personal choice but in this modern age, the options are many – seek good advice and check out costs before making a decision.

hinking about renovating your kitchen and want up-to-the minute fittings? If so, take note that European design — uncluttered kitchens, clean lines, and dynamic colours – are on trend.

GIVE ME COLOUR! Two-toned furniture is turning heads. The trend is towards cabinets that marry white with another colour, for example, white accompanied by a naturally polished wood or laminates such as walnut, ash or kauri. But an explosion of colour is also possible; twotoned cupboards mixing white doors with emerald green, or fire truck red, even cobalt blue can create an eye-catching effect. Avoid an overly flashy result by limiting the bright colour to only one section of cabinets.

PRIZED MATERIALS: There are many different types of great materials to meets your needs, budget, and tastes. ■ For worktops: granite, marble, stainless steel, wood, laminate, engineered stone and even concrete. ■ For cupboards: veneer, hardwood, laminate,

Small bathrooms big on pizzazz

T

he days of ‘splish splash’ when taking a bath are now more of a ‘rub dub, just relaxin’ in the tub’ as modern bathrooms become a place to linger. In fact, many households now look for spa-like ambience at home. However, while one may dream of a spacious bathroom with a double walk-in shower, free-standing bath and twin basins, the reality is that sometimes a small space is all that is available. But that doesn’t mean a variety of luxurious features cannot be incorporated to give an illusion of space and to make the best use of space. The focal point of any bathroom is the bathtub — it sets the tone more than any other feature. Whether sporting the modern lines of contemporary design or the clawed feet of an antique model, the bath is a symbol of comfort. Free-standing baths are the go-to for most contemporary homes today and even smaller

bathrooms will usually accommodate a bath of one’s choice. However, if space is lacking, why not invest in a modern shower system which can provide just as much luxury with a fraction of the footprint. If dispensing with a bathtub altogether it may be possible to even include a roomy, walkin, tiled shower cubicle with little need for doors or even a wet room with no walls at all. Of course, many shower systems now have all the bells and whistles to provide a spa-like experience but if a high-tech shower system, with several settings, is beyond the pocket consider a rain showerhead – it can feel just as grand. With every hot shower comes steam so ventilation is key. An extraction system will keep the room clear of steam helping prevent mould and allowing towels to dry more easily. Heated towel rails will also help eliminate damp towels. Beyond all the fittings a bathroom needs, colour goes a long way to creating

the right mood especially in a small bathroom. When in doubt, opt for white. All-white decor instantly makes a small space seem bigger and adds a relaxing spa-like vibe to help turn the bathroom into a serene sanctuary. Pops of natural greenery will complement the white and add to the day spa feel. Storage is another issue. A floating vanity is a great solution in a small bathroom as it gives a feeling of spaciousness. A vanity with large drawers inside the vanity, rather than shelves, can also maximise storage. To cope with an overflow of bathroom products place a linen-lined, cane storage cube underneath the vanity or erect a white shelf. If building new, recessed shelves are another idea. Good lighting is crucial in bathrooms both for practical tasks, such as shaving, putting on makeup or drying wet hair but also for atmosphere. A combination of natural light and warm, soft lighting is ideal.

healthy, warm homes FREE ECO ADVICE New homes on sites controlled by Panuku Development Auckland will meet higher standards for health, warmth and energy efficiency thanks to a move by the Council’s urban regeneration agency.

P

anuku has set a requirement of at least ‘6 Homestar’ for houses built across its Transform and Unlock locations – key brownfield parts of Auckland earmarked for regeneration which includes Manukau. In the next decade, Panuku expects to deliver an estimated 10,000 homes which will be subject to Homestar – New Zealand’s rating tool for residential sustainability – with above Building Code standards for insulation, ventilation, warmth and efficiency. Owned by the New Zealand Green Building Council (NZGBC), Homestar has been relaunched to make it simpler and faster for large-scale developments to gain ratings. Panuku chief executive, Roger MacDonald says while the agency already sets standards on a siteby-site basis, Homestar is a simpler quality gauge which will give clarity and consistency to industry. “As part of our public good focus, the developers we work with build quality homes,” he says. “What Homestar provides is an independent,

third-party verification and assurance to homebuyers as well as industry that all homes will be healthy, efficient and able to meet the needs of Aucklanders for generations to come. “There is huge pressure on housing supply in Auckland. It is important we don’t add time or cost to the process, but that we embed good practice to ensure some of the legacy issues we have with poor housing in New Zealand are not repeated.” To reach ‘6 Homestar’ all homes must meet minimum standards for insulation, warmth, water efficiency, energy use and ventilation. Credits for other aspects – such as waste, materials and transport – can be selected depending on priorities in different areas. Analysis estimates an average Auckland family living in a ‘6 Homestar’ house, should save around $900 a year in energy and water bills, and reduce their greenhouse gas emissions by 390kg. Easy bedroom makeover ideas The bedroom is one room which is entirely individual to the occupants and, as everyone knows, bedroom décor can differ vastly according to taste and personality.

W

hen the time comes to redecorate, a complete overhaul may be necessary but very often a remarkable makeover can be achieved quite simply by changing out a few items and introducing a new pop of colour. Here are a few tips to achieve a new bedroom look without stretching the budget or dispensing with elements which still appeal or are in good shape. Add plants –potted greenery or colourful blooms can make a world of difference to a room. To maintain continuity, the vase, pot or blooms could pick out one of the room’s theme colours. Cushions – pile them on. If the coverlet is of neutral tones swap out your contrasting colour for a new one. If your duvet has several colours in its pattern mix, choose one that you haven’t already highlighted and bring in new cushions, a new throw and a few small accessory items to tone with the new choice such as a new

bedside lampshade, coloured photo frames or a fun clock. Use repetition effectively – think sisters rather than twins! Four or five items in the same colour but in different shapes and sizes can make quite a statement. If you choose a pop colour such as blue, complementary accessories don’t need to be an exact colour match; various toning blues and blue-based patterns can do the trick. Think about wall art – décor art is not expensive and again there are plenty of abstract pieces available to complement theme colours. Alternatively think about a padded headboard which will provide a style change yet still work in with your new accessories. Rugs can make a huge difference to a room. Consider whether the room requires a plain but textured rug to offset new bursts of colour or whether a bright tapestry rug is all that is needed to make a statement against neutral toning or strong block colours.

Tired of minimalism and neutral shades? Why not introduce some gilt vintage frames (you can often pick them up cheaply in second hand shops) and group them on to one wall. Adding a Turkish-style rug or creating a colourful canopy over the bed are others way to add character to a room. Plenty of texture – faux fur cushions or throws, a touch of embroidery or a stack of vintage luggage can also help eliminate that sense of neutrality. Finally, why not change your wall mirror or if you don’t have one, introduce one with a dominant frame or perhaps a brightly coloured surround. A large mirror with presence can be a real room changer adding a sense of expanse and light. There are many ways to redecorate without blowing the budget but, of course, if paint or paper and new window treatments are called for, then it’s a great opportunity to change a bedroom’s style and mood.

Putting decor to bed

he modern bedroom is no longer just for sleeping; it’s much more diversified these days and may even include a corner for relaxation or even an office. Televisions, sound systems, fireplaces, desk, an armchair or small couch, en suite bathrooms and walk-in closets can all be a part of today’s bedroom format. However, the bed is still the focus of this room and is the starting point when deciding on decor. Sleigh beds have come right back into fashion sneaking ahead of canopy beds in the popularity stakes. Five ways to create a Zen garden Japanese Zen gardens are renowned for their inspiring meditation, their tranquillity creating a relaxing, harmonious outdoor space. Here are five tips to help you turn your backyard into a pleasant Zen oasis.

Don’t overcrowd the space. When it comes to designing a Zen garden, always think in terms of simplicity and sobriety. This means you should avoid including too many showy decor elements, which would create a cluttered effect but do not avoid colour altogether. If you want the space to feel pure and minimal, keep accessories (lanterns, statues, fountains) to a minimum — two or three is plenty.
