Home is where you build it
n this hilly city we call Auckland, we can’t expect every section to be ‘on the level’. However, when it comes to building homes to suit all sorts of sections, Bret Robinson from Fowler Homes Auckland South has been on the level for more than three decades. “While we do have some tried and true designs, we don’t often use these because sections come in all shapes and sizes,” he says. “We’ve had clients come to us after other builders have turned them away because their projects are too complicated or won’t accommodate unconventional designs. We have a proven track record of undertaking these more complex builds.” After his apprenticeship with Fletcher Construction, Bret (along with his wife, Leanne) ran their own successful building renovation company. However, approximately 10 years ago, the hands-on Howick local joined Fowler Homes. “By working with Fowlers we have strong buying power and the backing of a national brand,” Bret explains. “Just as importantly, they welcome our personal and individualised approach to service. With us, clients will deal with me
personally throughout their project.” While Fowler Homes doesn’t provide home and land packages, Bret’s happy to offer advice regarding where customers’ new home dreams could begin. “Even if customers are still looking at sites, we’re happy to go along and provide expert advice from a builder’s point of view about what kind of home would best suit the section,” says Bret. “During so many years in this business we’ve developed a widespread network of contacts, so
we can point clients in the right direction when it comes to locating a section too.” While new builds may be Bret’s stock-in-trade, he says Auckland’s Unitary Plan has made many more Auckland properties ripe for subdivision. “Homeowners could be sitting on a goldmine without even realising. Subdividing can be quite a lengthy process, but we have plenty of experience. From surveying and consents to design and construction, we’ll lead you through the process every step of the way.”

Scottish legacy lives T he McLennan name has been part of Papakura’s history since the mid-19th century, when three farming brothers, Donald, Ewan and Duncan, arrived here from Scotland. Over their 100 year tenure, the McLennan family contributed significantly to the growth of the area before their landholding was acquired by the NZ Defence Force on the eve of World War II and became Papakura Military Camp. Now it is the site of a new communityfocused development bearing their name being built between the open spaces and recreational parks of Papakura and Takanini. The 24-hectare estate borders Bruce Pullman Park to the north, McLennan Park to the south, the Defence Force facility to the east and existing houses to the west. Meeting the demand for quality, affordable housing in Auckland’s thriving south east, McLennan will feature over 600 architecturallydesigned homes, expertly master planned to create
a thriving neighbourhood. Twelve hectares of land has been set aside for the eventual construction of a new high school. To create more opportunities for first home buyers in the Auckland market, the development will also include 90 affordable homes, available to purchasers who qualify under the government’s HomeStart grant. The infrastructure and master plan for McLennan has been provided by Housing New Zealand, with the support of Development Advisory Services and Studio Pacific Architecture. The sustainable, community-driven master plan is strengthened by a number of covenants designed to ensure quality and consistency across the site, as well as preventing land banking and speculation. One such covenant is the requirement for the new homes to be owner-occupied rather than bought for investment purposes. With homes being developed in stages over several years by selected build partners, purchasers

on in development can buy directly from their preferred builder, in a specific part of the development or at a particular time. The initial sale and purchase agreement stipulates that the purchaser must live in their home for at least a year. Variations in home size, design, type, materials and colours will not only cater for a wide mix of family sizes and budgets, but create an architecturally appealing environment. Combining sustainable, energy-efficient design with a focus on neighbourhood interaction,
McLennan is a modern development, but one built on trusted, age-old values. Homes will be built around beautifully landscaped laneways designed to reduce traffic flow and make stepping outside the front door safer, quieter and friendlier. The addition of ‘pocket’ parks will not only provide access to green space and safe play areas for kids, but also enhance the walkways that connect the wider neighbourhood. McLennan features a range of homes designed
to encourage diversity in home ownership and underpin safe, thriving communities. Sizes range from two to five bedroom homes, available in duplex, stand-alone, single or double storey designs. All homes at McLennan will feature either north or north-west facing outdoor spaces to make the most of natural light and heat and will share the same attention to detail and quality, including double glazed windows and full insulation to enhance energy efficiency.
New schools to meet need Without doubt the South East is popular with young families and to cope with the influx of school age children new schools have recently opened or are in the pipeline. The residential growth in Flat Bush is expected to reach a population of 40,000 by 2021 and the Government is opening or planning new schools to cope with the demand. Flat Bush, Ormiston Town and Takanini have seen new facilities open in the past year driven by projections that the school-age population is expected to grow by 4000 by 2020. Ormiston Junior College opened its doors to 171 foundation learners at the start of 2017 along with Holy Trinity School, an integrated Catholic primary school in Airfield Road, Takanini. Holy Trinity Catholic Primary School caters for primary aged students from Years 1 to 8 and serves the need of Catholic families who are moving into this growing community. The school falls within the boundaries of the St Mary’s Papakura and St Anne’s, Manurewa, parishes. Kauri Flats School on the site of 181-191 Walters Road, Takanini, is expected to be open before the end of 2017. The school is being built to cater for the overcrowding faced by many of the local primary schools in the Takanini/ Papakura area.

A temporary school, which housed the students on site during building, is being re-purposed as an early childhood centre/ kindergarten. A large new primary school and early education centre is to be built on 3.2511 hectares of former rural land located on the corner of Flat Bush School Road and Murphys Road. Flat Bush South East School will be built to accommodate students in years one to six in the rapidly growing suburb. The school is expected to open in 2019 and will initially provide learning for up to 560 students from Years 1-6. There will be provision to accommodate up to 700 students from Years 0-8 at a later stage, allowing for an ECE with up to 50 students, along
with an inclusive teaching staff of 42. The school will be built as part of a publicprivate partnership (PPP), meaning a private sector entity designs, builds, partially finances and maintains the property over a long-term contract of 25 years. The provision of education remains the responsibility of the school’s principal and board of trustees, but they will not have to worry about maintaining the property, as that will be the responsibility of the private partner. Neighbouring the new education hub will be the historic site of the Old Flat Bush School Hall on Murphys Road. It will be the first time a school has been built in the former rural area since the closure of the Flat Bush School in 1929. Design and Build South East — 2017-2018 — 7

Living life in south east Auckland
ife in what is loosely referred to as south east Auckland offers a host of different options from trendy terrace housing through to lifestyle blocks with sprawling country homes. As the greater area, especially new subdivisions to the south, continue to grow, there is a sense of housing hope in an era which has seen Auckland property prices escalate over the past few years. Just when first home buyers thought purchasing a home would be nigh impossible, new estates, most of which include an element of affordable housing – properties ranging from $578,000 to around $630,000 – are within reach of many young professionals and those with access to government and Kiwisaver initiatives. While some areas are firmly earmarked for more substantial purses, new suburbs such as McClennan in Takanini, are not only putting families into new builds but they have been well planned to include reserves and parks with new shopping centres and schools in the mix. While rents also rose on the back of increased property prices, the overall property market

eased in the second quarter of 2017 and in some areas, such as Papakura, there were renewed opportunities to buy or rent. Those keen to take on a project also discovered there were properties to be had in the lower price brackets. In general, south east Auckland appeals to a wide cross section of people. With a large portion of the area bordered by the sea, beach-loving residents have plenty of choices and although the suburban sprawl continues, there are still housing
opportunities in more rural parts. A number of commercial and industrial zones support the wider south east region with workshops, factories, warehouse and commercial business parks offering employment. Access to Auckland Airport, via good motorway links, is an added attraction and the Southern Motorway also provides direct access to Auckland’s CBD. Upgraded rail links and public transport, shopping facilities, educational facilities, and central freight hubs provide residents with lifestyle, income and, in many parts, affordability. A unique blend of urban, rural and coastal, south east Auckland is home to a diverse range of ethnicities, backgrounds and demographics. Whether one opts for the eastern quarter or heads further to the south, this region offers many advantages and lacks for very little. Schools, libraries, health amenities (including hospitals) and recreational facilities abound. What’s more, with more land being allocated for housing, plus a start on infrastructure improvement e.g. transport, the future augers well for south east Auckland.

Shedding light on transport problem Auckland Mayor Phil Goff has welcomed government and council agreement on the need for light rail from the airport to the city. The NZ Transport Agency and Auckland Transport have agreed to a transition from bus to light rail between the airport and city based on the recent Advanced Bus Solution study. “With nearly 18 million passenger arrivals a year at Auckland Airport, a mass transit alternative to growing gridlock is critical. The growth in employment in the airport precinct, adding further pressure on the roads, also makes a public transport option important,” Mr Goff says. “This report recognises the problem of ever increasing congestion on the route between the airport and the city, the two fastest growing employment areas in Auckland. “We need immediately to protect routes for the bus rapid transit/light rail option including from the airport to Manukau and Botany. Future proofing our city is vital. “It is great that there is now agreement on the need for light rail between the airport and the city. Work should begin on identifying triggers for making the transition. There are, however, big issues still to resolve. “Bus lanes are consistent with later conversion to a light rail service. However if light rail is needed within just a few years, there is a question as to why we shouldn’t just move immediately to that solution. Secondly, bringing forward a mass transit route to the airport adds urgency to the need to find new revenue streams to fund it.”

Bus lane project trundling on W ork on New Zealand’s first urban busway which will see bus travel on congestion-free lanes between Panmure and Pakuranga every five to 10 minutes is progressing but not fast enough for frustrated commuters. Stage 1 of AMETI was completed in November 2014 and included upgrading the Panmure train station and the construction of Te Horeta Road. However, Stage 2a isn’t due to start for another five years, and Howick Local Board is pushing for the acceleration of AMETI to improve safety for cyclists, linkages to the public transport network and provision of separate bus lanes. Chairman David Collings says it’s great the project is happening, but the sooner the better. AMETI has a total project value of well in excess of $2 billion and is the second biggest transport project in Auckland after the City Rail Link, but isn’t scheduled to be completed until 2026. The AMETI Eastern Busway project is aimed at improving transport choices and better connecting residents of east Auckland to the rest of the city. “The project will mean quicker, more frequent and reliable buses on lanes separate to general traffic, making public transport more attractive and improving the quality of service,” says Project Director Duncan Humphrey. “It will also see major improvements for both cyclists and pedestrians giving them safer, more direct connections. Safeguarding the route through the Notice of Requirement will provide certainty to both existing and future property owners.”

Mr Humphrey encourages people to make submissions to Auckland Council on the project. Auckland Transport’s application has taken on board feedback from previous consultations. Some of these include: ■■ Changes to the design of the Panmure intersection. ■■ Adding in a U-turn facility on Queens Road in Panmure. ■■ Moving the proposed new Panmure Bridge 5m north to future proof the upgrade of the existing road bridge. ■■ Widening Williams Avenue in Pakuranga to allow parking on both sides and two lanes of traffic. ■■ Improvements to property access along the route. Some of the project features include replacing the Panmure roundabout with an intersection with traffic lights, bus priority and more direct pedestrian crossings; footpaths and cycle lanes separate to traffic and creating shorter and safer walking routes around Panmure Station and town centre. Knock on benefits of the AMETI scheme have seen improvements to water quality through increased stormwater treatment and improved access to and recognition of the nationally significant Mokoia Pa and the historic 150-year old remains of the Panmure Swing Bridge. Later stages of AMETI will see the construction of the Pakuranga bus station, the construction of Reeves Road Flyover and extending the busway to Botany Town Centre.

Peter Diprose, architect, divides his time between designing high quality, modern houses and traditional homes, seeking to create an architecture of happiness. One of his recent modern homes and landscapes (see cover) has been designed to embrace the sun and rural outlook with its expansive windows, multiple decks, balconies and bay windows. The brief required panoramic views with interior spaces sunlit from multiple angles. This, combined with a restrictive building platform gave rise to a Y-shaped two-storey home, visually anchored to the site with curved serpentine walls extending on either side. A photovoltaic array assists powering the house, including its domestic hot water heat pump which also supplies underfloor heating and radiators. Extra insulation, concrete floors and northern orientation assist the overall passive solar outcome and comfort.
The exterior has been articulated with a palette of materials including vertical cedar, lightweight concrete, and hook and seam metal. The interior includes natural oiled floors, ceramic tiles and environmental paints. “We tailor all of our unique designs to meet the clients aspirations”.
In this case we composed a theatrical effect incorporating an elliptical spiral staircase with LED handrail to create dramatic delight. Cheers for new Pakuranga housing T hirty new terraced residences are to be created on what was formerly the site of the White Horse Tavern in Pakuranga. The East Link development is ”an elegant boutique development” featuring 30 elevated terrace homes in the heart of Pakuranga on the corner of Ti Rakau Drive and Reeves Road. The three-storey, mixed-use development will have a selection of upmarket food and beverage outlets plus convenience retail on the ground floor, with two-storey terraced residences above. The living spaces at East Link are expected to be bigger than many apartments in the inner city and are said to be suitable for families, singles, investors, first-home buyers and retirees or others looking to downsize. The two-level houses reflect modern living with efficient design, quality fixtures and fittings and New Zealand branded appliances. They feature three bedrooms with ensuites, open plan living, ample storage and spacious entertaining decks. Each terrace home will have one dedicated, secure covered carpark and there is a limited number of additional car parks for residents to buy at $30,000 each. All residences will be fitted with heat pumps and double-glazed with windows and doors providing both thermal and acoustic insulation. Decks will be laid with tiles and feature glass balustrades. The development is scheduled to be completed in late 2017. Tenancies to occupy the street-level retail and hospitality sites are expected to open concurrently with the handing over of the apartment keys to their new owners. The project is being undertaken by East Link Limited – a subsidiary of privately-owned New Zealand company Synergy Property Group.

Grand plans for the development of Pakuranga Plaza which includes 900 new apartments are still on the drawing board. Owners GYP Properties, a subsidiary of Singapore-based Global Yellow Pages, bought the mall in 2014 for $96 million and is set to spend more than half a billion dollars on the proposed development. Its vision is for the Plaza to become a hub of apartments, retail and entertainment with the aim of creating a new town centre rather than just a shopping centre. But with a completion date scheduled for 2030, nobody seems to be in a rush to make
a start on the development. A joint venture with Auckland Council as part of the Pakuranga Town Centre Masterplan, most of the Plaza’s parking is on council land. A spokesperson for GYP Properties said “planning for Pakuranga Plaza development is still underway”. Eventually the site will include 900 dwellings with a mixture of one, two and three-bedroom apartments with an average size of 100 square metres. It will also be home to a 10-storey hotel building, along with 10,000sqm of office space, 60,000sqm of retail and a conference facility.

Slow, slow, quick, quick, slow If it’s true that things are said to get worse before they get better then commuters have plenty to look forward to.
T
he seemingly incessant roadworks on SH1, which have further exacerbated appallingly lengthy commute times, are showing their worth. By mid 2017, the additional southbound lane between Hill Road and the Pahurehure inlet had begun to make a real difference with motorists achieving up to 60kph (sometimes more) on this stretch. The extra lane is intended to help manage any additional traffic coming from SH20 and further west as a result of the new SH16-SH20 connection.
New Takanini on-ramp Helping to relieve the bottle-neck at one of SH1’s busiest sections is a new northbound-on ramp at Takanini. Due to land constraints, the design of the on-ramp has changed from a diamond design to a loop design which will cope with a larger amount of traffic. In a similar location to the original on-ramp, the new structure consists of two lanes up to the bridge over the railway before it morphs into three lanes to provide a freight priority lane to bypass ramp metering signals. At about 900 metres long before it joins the motorway, the new on-ramp will improve safety, reduce queuing and make it easier to merge onto the motorway. Its positive efforts were already being felt by mid 2017 and as work continues, benefits are expected to be even greater.
Orams Road bridge Work to rebuild Orams Road Bridge began in June 2017 and it new construction will accommodate widening of the motorway below which receives an additional fourth lane. Completion date for the bridge rebuild was expected to be October 2017.
Pahurehure Bridge widening
A new bridge to replace Pahurehure Bridge will increase it from two lanes in each direction to three lanes, with wider shoulders. It is the northernmost bridge at the Pahurehure inlet and its location in a sensitive coastal marine environment has been a major consideration in the new design. Instead of widening the existing structure by clipping new lanes on either side, a new, more resilient and safer bridge will be built. The project team has worked with local iwi to complete the design. The motorway will continue to operate as usual when construction begins in mid-2017. 20 — Design and Build South East — 2017-2018

bridges makes roads work Lane sailing could soon be ahead for Aucklanders commuting south thanks to new lanes coming on line on the notoriously busy Southern Motorway. The first sections of widened motorway – between Hill Road and the Takanini interchange, and between the Takanini southbound on-ramp to the Pahurehure Inlet – were opened in early 2017. At the time, Transport Minister, Simon Bridges, said the upgrades would help ease bottlenecks and improve journeys for thousands of motorists. “It’s great to see the sections of extra southbound lanes now open in preparation for the opening of the Waterview Connection to ensure there’s enough capacity for additional traffic joining State Highway 1 from State Highway 20,” he said. “The Southern Corridor connects Auckland and Northland to the rest of the country. The improvements will improve safety and journey reliability in the short term while supporting the rapid population growth in the south of the
region in the next thirty years.” The $268 million project – one of the Government’s accelerated transport projects for the Auckland region – is expected to be completed in 2019.

tell me something i DiDn’t know! Auckland commuters can groan in agreement with a report that reveals the city has the worst travel times and reliability in Australia and New Zealand. This is despite having the fastest road in the two countries combined. Austroads Congestion and Reliability Review measured the levels of congestion and traffic across major cities in Australia and New Zealand and released their findings in a report. The cities were categorised into groups of similar population size. Auckland was in group 2 alongside Perth, Brisbane and Adelaide. In its group, Auckland performed worst across “most measures”. These included the highest travel time delay, morning and afternoon peak reliability. This translates to an average speed of 77.6km/hr. The other cities were between 82km/hr to 86km/hr. American cities of a comparative size went up to 104km/ hr. The slowest roads were St Lukes Rd, Wairau Rd and Lake Rd. While the fastest were the Northern Gateway Toll Rd (which topped the Australasian list with an average speed of 98.8km/hr), Upper Harbour Motorway and SH16. Auckland had the highest travel time delay out of all the group 2 cities, including international cities, Indianapolis, Ottawa, Las Vegas and Hamburg. It also had low reliability and road users had to budget 45 per cent additional travel time in order to arrive on time nine times out of 10 in the afternoon. Its topography took most of the blame. The report explained that Auckland’s harbours and waterways imposed constraints on the transport system. This meant the main transport links were confined to narrow corridors since the city is located on a peninsula and surrounded by water it has limited room for expansion. The report went on to say that Auckland’s congestion was also influenced by the high number of work-related commuter trips into the city centre and fewer public transport options compared with other cities. It also said ‘plentiful low-cost parking’ in Auckland encouraged commuters to drive.
New walkway proposed
P
lans to expand the network of walkways along the Tamaki Estuary through to Highbrook is likely to include a section from Ti Rakau Dr Bridge, Pakuranga which will wind its way through to Trugwood Dr near Stonedon Dr, East Tamaki. The idea is in line with the Healthy Howick initiative which was kick-started last year. Garry Boles, who leads the Howick Local Board’s parks and sports work programme has said that concentrated traffic congestion in that area often has motorists sitting in queues for hours. “The plan is to encourage people living in the area to walk or cycle to work using the walkway,” he says. “This cuts out the back roads and offers a scenic view. We also want people to be aware of

New pier boon for ferry commuters Some 12 months after resource consent was given for a new pier and ferry terminal at Half Moon Bay, the completed project was officially opened in April 2017. The $5.9 million fully-sheltered, pier replaced Half Moon Bay’s former dock, providing a modern and safe ferry experience for commuters. Auckland mayor Phil Goff said at the time of opening that the new pier was an important link in Auckland’s transport system – “one that will take people off our congested roads.” Howick Local Board contributed $2.5 million from its transport capital fund for the project

our coast line. We are going to tidy it up and make it look better.” The walkway will be part of a Greenways plan being developed by the local board, which will see the whole area interconnected. The proposed walkway will link to various esplanade reserves along the way and also allow access to the recently completed Burswood Walkway. The design of the project is expected to be included in the work programme for the 2017/18 year. “We have conducted a survey on how many people use walkways and the percentage is very high,” says Mr Boles who adds there are 277 parks in the Howick Ward area which includes Howick, Pakuranga and Botany.

To manage the growing demand, Auckland Transport added four more ferry services to Half Moon Bay in October 2016. A new bus stop and bus turnaround area were scheduled to be built near the new pier later in 2017.

s recently as 2012 buying an existing house was cheaper than building a new home, but that was before the days when a two-bedroom cottage in Mangere Bridge sold for $1.7 million. Another thing that has changed is the wisdom of buying a shabby do-up and applying a bit of elbow grease to add some shine to your investment. Again, that was in the good old days before overseas investors, 20% LVR deposit restrictions on existing owner occupied properties, 40% LVR deposit restrictions for existing rentals and exploding immigration. Signature Homes CEO, Paul Bull, says searching for the dream home used to be a fun adventure, that was until a large number of properties sold started to sell through auction, particularly in Auckland. “Clients come to us talking about the heartbreak, frustration and anger of missing out time and again in the auction room bidding wars,” Paul says. “I’ve heard stories from people who are exhausted, homeless and depressed after nine months and 50 auctions, by which time house prices in Auckland have risen by 10 to 12 percent – that’s $70,000 on a $700,000 house. Sometimes they kick themselves that they hadn’t looked at house and land packages sooner.” House and Land packages are offered by most building companies and they can take one of the biggest problems out of building – access to land. It takes time for the build to be completed but ultimately can save time, money and frustration. Paul points out that new homes come maintenance-free, with no hidden issues – clean, pristine and never lived-in. In essence, no nasty surprises when the first heavy rains of winter turn up. “Besides the obvious advantages of owning a new home, the affordability factor is important. For one, you don’t need a 20 per cent deposit for a home you are going to live, in or 40% for a rental. This is because new builds are not included in the New Zealand Reserve Bank’s loan-to-value ratio (LVR) restrictions.”
Paul adds that building a new home may take 9-12 months, but by purchasing now, there are advantages including finance and payment options available through construction finance which make paying rent or an existing mortgage manageable. It’s not something everyone understands but Paul explains that the Government recognises there is a need to build more homes so it has lifted lending restrictions on deposits. “With different deposit requirements applying to new builds and house and land packages, it also means the amount you have currently saved could secure you a home and have the build completed in a similar amount of time as it would take to save a 20% deposit.” This point is particularly relevant if the market moves up in the same way it has in the past few years. If a buyer tried to save a 20% deposit on a used house – that’s $180,000 on a $900,000 property now – it can then become $200,000 (or more) on the same house a year later if its price rises to more than $1 million. “It could take the buyer years to save that amount of money, but you can actually secure a house and land package on half of that.” Paul explains. With respect to the quality of home you get with a new build, the leaky homes disaster that affected homes built between 1994 and 2004 means that the current Building Code requirements are now to a very high standard.

Urbanisation of Flat Bush
he once green paddocks of Flat Bush will be completely built out in a decade, according to developers Hugh Green Group. Over the past six years, some 500 properties have been developed in Donegal Glen, adjoining Murphy’s Bush and another 500 properties were in the planning stage mid 2017. It was only 2016 that the last stables in Flat Bush were taken down, leaving no trace of the horse studs and dairy farms that made up Flat Bush a mere 20 years ago. The Donegal Glen development will follow Hugh Green Group’s detached housing model. Space has been allocated for a childcare facility and two parks and every effort is being made to maintain all original waterways and streams in the developing areas. Planting strips around waterways will help provide for future protection. Services in the new Flat Bush area include new playgrounds, a library, and an aquatic centre as well as more cycle and walk ways. A McDonald’s fast food outlet is also being built on Ormiston Road Murphy’s Bush is also set to receive additional walkways and cycle ways, making it more open and accessible for the public. Upgrades are planned for Murphy’s Road in the hope of decreasing commute times to the city and there are plans to improve public transport in the area with Auckland Council working on a more comprehensive bus system. In light of Auckland’s escalating housing crises, plans by The New Zealand Housing Foundation to build four new homes off Thomas Road will be welcome. These homes are designed for working families, with two or more children, who are presently renting, and cannot afford to buy a home. However, section sizes for much of the development are down to 380 square metres rather than the 600-800 square metres of just a few years ago thus allowing for high density housing.
Sections in stages eight, nine, and eleven were in the process of being sold mid 2017 and of the 179 sections originally available, 93 were left for purchase by July 2017. They ranged in size from 260m2 to 1072m2 with a starting price of $545,000.

A report by the Ministry of Business, Innovation and Employment stated that the average cost to build a house in Auckland at that time was $2000$2500 per square metre, plus GST. Hugh Green Group is also looking at further developments in Pakuranga, Clevedon and Drury.
Many people will remember 2017 as the year of the floods which saw homes and land devastated by torrential rain causing multi-million dollars worth of damages. Whilst Auckland escaped relatively lightly, it remains a fact that a large number of Auckland properties are on flood plains or subject to flood risks. If you are developing a property, subdividing, building or renovating you need to know whether your site is prone to flooding before proceeding. Auckland Council has mapped the entire region with overland flow paths, flood plains, flood prone areas and stormwater catchments. It’s easy to view the Auckland Council Online mapping tool to see if your property is affected. The council uses a flood modeling software package to help identify properties at risk of flood hazards and those which will probably need further investigation to evaluate any current or future flooding effects. The good news is that with the right analysis and engineering design, the majority of flood hazard areas can still be developed.

Upgrade ‘urgent’ Still a long road to ease congestion
N
ational Road Carriers says the Redoubt Road – Mill Road project in South Auckland is a priority project badly in need of funding urgency. While NRC welcomes the planning decision to allow the project to proceed subject to conditions, it remains concerned that the project remains unfunded, and construction is still years away. NRC chief executive David Aitken says there is a disconnect between intention and action, and Auckland desperately needs an alternate connection from SH1 to the south. Aitken says that while Auckland Council has agreed the Mill Road corridor upgrade is a priority in its 10-year long-term plan, congestion is getting worse, and there are significant crash hot spots at junctions and curves along the present route. He notes an estimated 10,000 new houses are tagged for construction in special housing areas, and in the medium term around 160,000 additional people, equivalent to the size of Hamilton, are projected for this district. “Yet, Auckland Council has still not funded the corridor project. Consequently, construction is not expected to start until 2020 on the Redoubt Road, Mill Road section, and not start on the southern part until 2025,” says Aitken. “NRC strongly encourages the Auckland Aligned Transport Project (ATAP) currently developing a new 30-year transport strategy for Auckland and its partners to provide funding certainty to ensure the full Mill Road corridor is ‘ready to go’ well ahead of when housing and business growth occurs,” says Aitken. “Auckland has a tradition of finding its infrastructure delivery falls well behind urban
growth. In our view, it should lead growth development, and we expect ATAP to replace this short term approach to providing Auckland’s critical infrastructure with a more strategic and sure ‘whole of route’ planning, funding, and delivery of

the road within 10 years,” he says. “We suggest that the freight benefits alone of an early delivery will be a significant and justification for an accelerated programme,” says Aitken.
Safer rural roads on the drawing board Six million dollars has been allocated by Auckland transport to improve rural roads in the south-eastern quarter of Auckland. A high accident rate on south-eastern rural roads has prompted Auckland Transport (AT) to allocate $6 million to improve them over time. The Self-Explaining Rural Roads (SERR) project covers about 130 kilometres of roads, mainly in the Whitford, Maraetai and Clevedon areas and is aimed as reducing the high accident rates on many roads in this area which saw six fatal crashes, 44 serious injuries and 198 minor injury crashes between 2012 and 2016. By mid 2017 many of the measures to be taken were in the final design stage, with improvements scheduled to begin in the next financial year, subject to funding. Measures to be introduced include rationalising existing signage and improving destination signs and those on curves. Road markings will be improved, including the introduction of a wide centre line where feasible.
Gateway treatments at approaches to villages will be made consistent and safety barriers will be installed at a few locations. Shape corrections will be introduced on Brookby and North Roads and safe cycle bays will also be installed on North Road. Auckland transport says the SERR approach concentrates on three key principles – functionality, homogeneity and predictability. Functionality requires the creation of a few well-defined road categories and ensuring that the road design matches its intended function, while promoting appropriate road user behaviour and reducing error. Homogeneity involves road designs that promote equilibrium and vehicle speed, direction and mass equality. While this can be a challenge on rural roads, AT says speed variability is a significant factor in fatality rates on rural roads. Predictability involves keeping the road design and layout as uniform as possible.
Fences – rights and obligations
T
here are many new subdivisions being started which will need fencing and then there is rural land which has its own boundaries. Both mean fencing which can be expensive. So, what are the legal requirements for a fence?
Who contributes? Generally, if you want to build a fence on a common boundary with your neighbour, or upgrade an existing one, you can expect the neighbour to go halves on the bill for an ‘adequate’ fence, one that is ‘reasonably satisfactory’ for its intended purpose. Discuss your plans with your neighbour before starting, and try to keep the proposal reasonable. They are entitled to object if they disagree about what is appropriate. If you can’t reach an agreement, or your neighbour refuses to pay half, there is a formal process you can follow. First, you must serve your neighbour with a ‘fencing notice’. The notice should state that it is served under the Fencing Act 1978 and it should contain the names and addresses of both you and your neighbour. It must describe: ■■ The boundary to be fenced ■■ The type of fence to be built
Who will build the fence The estimated total cost How materials are to be purchased The start date for work As well as various other matters set out in the act. For a notice to be valid it is important that it is completed correctly and “served” on the other party in accordance with the law. ■■ ■■ ■■ ■■
What if my neighbour doesn’t want a new fence at all? They should serve you with a cross-notice. They can object to part or all of your proposal if they believe the existing fence is adequate, or think your proposal is excessive. This cross-notice must be served on you in the same manner as the Fencing Notice was served, and as with the Fencing Notice, the cross notice must include certain information.
What happens next? If you can’t agree, options to resolve the dispute include mediation, arbitration, a Disputes Tribunal or a District Court. There are a raft of other issues and questions

Selection of your external plaster façade can be challenging. The three dominant options in the current market are INTEGRA aac lightweight concrete, Graphex Insulated façade, or Plaster over Masonry block or brick. No substitute for best practice Auckland Council is calling for due diligence when substituting materials on building sites – cutting down on quality and durability can result in red tape delays.
T
he building frenzy to try and deliver new homes in record time has meant traditional building materials are becoming harder to find when needed. This is causing builders to turn to substitute products to get the work done faster which isn’t a problem as long as the new products are up to code, according to Auckland Council’s building control team. Auckland Council building inspectors are seeing more substitutions than ever before, with a cheaper price being the number one reason for replacing the specified product. Ian McCormick, general manager of the council’s Building Control team, urges builders to save themselves and their customers thousands of dollars by getting the proper sign offs before using substitutes. He says it’s common for inspectors to discover a substitution on-site during an inspection. “That may happen weeks after the decision to use the

alternative product was made. The message is clear – notify us as early as possible to avoid delays in building. “We’re seeing innovative, new products and processes entering the market and the Ian McCormick council has a duty of care to Aucklanders to make sure those products meet our high standards and are fit for the intended use for the lifetime of the building.” The sticking point for builders in a hurry is in the time it takes for council to assess the products as fit for purpose, but Mr McCormick argues for “less haste, less waste.” “While we recognise builders need to get on with their construction, we can’t cut corners on quality, durability and suitability,” he says. Ian says due diligence can sometimes look like red tape when you’re in a hurry, but reputable builders recognise the importance of ensuring new
products are up to code. He cautions against falling for a cheap price and quick turnaround if the deal looks too good to be true. All building products must meet the New Zealand Building Code. “While there are some great new products on the market, the boom has attracted a few cowboys trying to cut corners and some importers trying to bring in cheap, substandard products,” he says. Many imported products look like the local offering, but if they’re being quoted as 40 per cent cheaper, the chances are they might not comply with the New Zealand building code or pass inspection. He says that good building practice is a bit like the proverbial tortoise and hare. “Sometimes it may seem to take a bit longer, but ensuring new building products are signed off is cheaper and faster than having to re-work noncompliant construction – and in the end consumers gain reliable and sustainable buildings.”
Cost of subdividing land A complex issue
M
any Auckland property owners now have the opportunity to subdivide their property as a result of the new Auckland
Unitary Plan. The process of subdividing can be extremely complex and not everyone is in a position to invest the sizeable sum required to capitalise on their asset. In Auckland the cost of subdividing one lot into two will range between $90-120k, but this could be more depending on availability of drainage. This covers costs relating to the resource consent application, installation of drainage, services and driveways, legal and survey fees, and often, and most significantly, council development contributions. Usually the cost will be less for each additional lot. Tax implications of developing the land will need to be considered, too.
subDiviDing process: ■■ Topographic survey of the property. This locates all existing features of the property including any existing houses, drainage lines and trees, and the contours of the land. ■■ Prepare a scheme plan for the subdivision. This often requires house plans to be included. ■■ Prepare resource consent application. Usually done by a surveyor or planner and includes engineering design for any drainage and access ways required. ■■ Obtain resource consent from council. There will normally be some queries during this process but once resource consent is granted, then there is certainty of being able to carry out the subdivision. ■■ Complete all physical works including installing drainage and services and right of way driveway if required. ■■ Apply for 224c certificate from council confirming all works complete. ■■ Apply for new titles. Many house builders in the Auckland region offer specialist advice to guide owners through the sub-division process.
checklist For home owners: ■■ Ask the designer or builder to provide confirmation that the product complies. ■■ Ask for confirmation that the product meets the Building Code. ■■ Check if the product has been independently appraised or certified in New Zealand. An example of this is the Building Research Association of NZ (BRANZ) appraisal website where they list products which have been tested and certify compliance with the NZ Building Code. ■■ Ask the building inspector. He will provide advice on compliance matters. You should check compliance before buying particularly if the product price seems too good to be true. Bob’s the Builder – but can he fix it? Choosing the right builder is important when building something that is going to cost you hundreds of thousands of dollars; if they get it wrong it can directly affect your wallet, your health and your safety.
T
he first step in starting the momentous journey of building your own house is to ask more than one builder to tender for the job so you can see if the costs being presented are fair and realistic. It’s a mistake to choose the builder with the lowest quote simply because they are the cheapest. Get the higher bidders to justify their prices and find out what may have been missed by the lower bidders. Set a level playing field by ensuring different builders are quoting on the same things. Often builders will quote low with the intention of clawing back revenue on variations and changes to plans during the build. Another good tip is to visit other projects each builder has done or is doing and talk to their clients. Builders must now come back and fix defects in the first year following completion. Find out what other guarantees are offered with the
job and consider taking out Third Party Builders Guarantee insurance. Registered Master Builders’ Association and NZ Certified Builders are the two main industry organisations for builders but there are also excellent builders who do not belong to either organisation. Group house companies can be a reliable and convenient option. All provide standard designs and some will do custom-designed homes as well. They will take care of the whole project for you from start to finish, including project management. Builders doing Restricted Building Work have to be licensed. All Restricted Building Work as defined by the Building Act must be carried out or be supervised and signed off by Licensed Building Practitioners. Builders, especially good ones, may be booked well in advance, so ensure you start looking early in the planning process.

You may choose to have your architect or designer stay on as full project manager. Alternatively, you may have an arrangement where your builder is the project manager and the designer takes on an overview role. There are specialist project management companies and, while this may be a bit more expensive, this can take many of the hassles out of the whole building process and will help ensure you have a quality job. BRANZ (the Building Research Association of New Zealand) has a list of Accredited Advisors who can also manage a building project, or even specific elements within the overall job. You may wish to be the project manager yourself. Ensure you have the time – it requires a lot – and, ideally, the expertise. Whichever option you choose for managing the project, make sure the arrangement is fully spelt out in the building contract.

arthquake damage in Christchurch and Kaikoura is a sobering reminder that, when building, we need to be mindful that homes and other structures are sometimes tested to the limit – and beyond. Verified timber products are superior to the more traditional No.1 Framing as they are structurally tested. However, at Northpine, we still receive requests for “No. 1 Framing” timber. Why – when this visual grading process has been shown to be unreliable? Structural timber grades that need to be verified, or confirmed for stiffness and strength, were introduced in late 2004 because of concerns over the performance of the younger crop pine trees being harvested, and the variable quality and stiffness of visually graded No. 1 Framing. Additionally, radiata pine from different regions and of different ages has different strength and stiffness characteristics. Many people, including those in the timber industry, do not understand that modern technology allows us to test each structural member and ensure it is fit for purpose – whether it looks ‘sturdy’ or not. A study conducted by the Forest Research Institute in 1997 showed conclusively that visual grading (i.e, using the NZ grading rules No.1 Framing), gave different performance characteristics depending on which region the timber came from. Mill C (in Northland) is consistently the highest rated producer. The result showed that out of the six regions tested at that time, only two met the actual requirements that visual grading was designed to achieve. Nowadays, each timber manufacturing company creates its own grade rules allowing them to generate products that meet or exceed the criteria specified in the NZ Standards Northpine’s GM Bruce Larsen. – these products are then tested to ensure that they are ‘fit for purpose’. These test results are further audited by an independent third party. For example, structural timber marked with the Grade Verified brand complies with standards NZS 3603:2004 “Timber Structures (Amendment 3) and NZS 3622:2004 “Verification of Timber Properties”. The Grade Verified timber brand signifies that the product is licensed by Grade Right (NZ) Ltd, a company with proven performance of third party monitoring and auditing of wood quality. Using this brand signals that the producer will comply with the company’s Grade Verified Quality Manual and will be subject to the audit programme administered by Grade Right (NZ) Ltd.

dding texture, warmth and character, wooden floors bring a touch of nature to the indoors. For this reason, it is increasingly the first material people choose for their interior, James Piesse (owner of Forte Flooring) asserts. “Wood floors have that ‘wow’ factor – they are one of the first things you notice when entering a home. Match flooring to lifestyle
W
hen considering flooring for the home, it’s advisable to think honestly about the way you and your household likes to live. Do you have pets, are you in and out from the pool all day in summer, do you feel the cold? These are questions you need to ask when looking at flooring practicalities. For example, if you spend the winter rugged up with hats and woolly slippers, chances are a house laid in ceramic tiles wouldn’t be a great idea. Rather, a luxurious carpet, soft and warm underfoot could be a wiser choice. New Zealanders are blessed with some of the best quality wool in the world, as well as top quality mills and carpet manufacturers which ensure a premium product. However, solution dyed nylon carpets are so technologically advanced they are now a popular carpet choice for modern homes. But, there are many other choices to suit individual needs, and alternative floorings have flourished in recent years. While hard flooring options – such as timber, tiles and concrete – aren’t everybody’s cup of tea, for certain rooms or high traffic areas, these surfaces can be a godsend. Easy to maintain, and incredibly durable, hard flooring is definitely an option that requires serious consideration especially if one has a lot of traffic through the house such as pets and children.
Under-floor heating, especially where tiles have been used, is another consideration. Solar heating is one way to harness an excellent energy source – the sun. Once panels are installed, this source is FREE.
Homes that receive a lot of sun provide ideal conditions for floors such as tiles or concrete. If a house is positioned to receive maximum sunlight on to a thermal conducting surface – such as concrete or tiles – heat can be captured during the day, retained, then released at night, keeping temperatures relatively even throughout the home. The range of timber flooring options, another popular preference, has increased incredibly in recent years. Technological advances that enhance or imitate timber can provide a natural and earthy ambience in the home and they are relatively warm underfoot. Timber, engineered wood and timber veneers or laminates also come in a wide range of colours, making decorating easy. Think about vinyl too – these days you can purchase comfortable, easy care vinyl which looks just like timber planking. It is a practical option for wet areas where an accidental flood would severely damage timber but would impact far less on vinyl. While carpet and underlay provide effective sound and thermal insulation in the home, insulation considerations for hard flooring should be explored. Timber floors can be noisy, especially if there is no insulation underfoot. Children and noisy shoes can exacerbate this. Flooring is a personal choice but in this modern age, the options are many – seek good advice and check out costs before making a decision.

They are easy to maintain and are unaffected by moisture or damaged by mould, mildew or sunlight, unlike other floor coverings. They also hold the temperature from the sun. Although quality is hard to spot by the lay person, to a tiler like Rob, it is clear that all tiles are not created equal. “The longer the firing time and higher the temperature, the stronger the tiles will be. Some manufacturers cut corners to produce cheaper products which is fine for the short term but more imperfections mean higher chances of cracking or warping. It depends on whether or not the house is sold and if the new owners put their own colour selections in the house but we would expect the tiling to be done only once. hat will the most fashionable homes be sporting in the next couple of seasons? Think shimmer and glitz, white with black accents, unexpected colour combos and iridescents as well as toned-down hues. Luxe metallic finishes, whites with charcoals plus earthy greys, dusky tones and exuberant pops of bright colour make an impact. Dusky pinks are here now (think Resene Ebb), but we’ll also see a rise in popularity of dusky blues and greens. “Any dirty, dusky undertone of colour, dark or light, is on trend,” says Resene colour consultant Deanna Hills. “Check out Resene Duck Egg Blue and the frosted dusky green of Resene Secrets.” Colours such as Resene Secrets are bang on with the move to cool Nordic landscapes, where icy colours come to the fore. The Scandinavian look, incorporating whites and off-whites, with earthy tones, is here to stay, Deanna says. “Those earthy tones are effective in softening the off-whites with shades such as Resene Sea Fog, Resene Half White Pointer and Resene Eighth Thorndon Cream right up there. “Resene Quarter Tea is making a big return and Resene Quarter Ash is popular, too. Even darker tones, such as Resene Quarter Ironsand’s smoky brown-grey, is grabbing attention.” Colour consultant and interior designer, Wendy Elers, of Wendy Elers Colour & Design, also notes the move toward ‘Scandinavian whites’. “There’s been a definite shift to white interiors using the likes of Resene Alabaster, Resene Quarter Sea Fog, Resene Half Sea Fog,” she says. “We’ve being going through the cosy, cosy, period for a while but with the recession behind us people want to be more positive and come home to a cleaner palette with brighter accents.” Wendy says lounge suites are lighter too. “There’s a strong move towards fabrics, especially natural fabrics including linen looks. Fabric colours are also earthy, complemented by bold accents. The effect is lighter, happier, more modern.” Natural accessories follow suit from soft sheepskin rugs to chunky knit throws and floor cushions. “Existing textured raw materials, such

as timber and bricks, are also being painted white, but Wendy expects to see more black steel and burnished metal alongside a spectrum of greys. “It’s white for interiors, with grey accents through to black; such as Resene Quarter Delta through to Resene Armadillo, a sort of charcoal. “Black kitchen and bathroom hardware is also on trend – black taps, black handles, black slide showers, black knobs and black hinges. Combined with white, the effect is classic elegance. For those wanting more intensity, pops of colour are strong. Deanna adds that vibrant jewel tones are also being used to give front doors a burst of personality. “Coloured front doors are big. I’ve done a couple of reds using Resene Red Berry, as well as Resene Wild Thing, which is yellow. It looked great against the charcoal house. urtain fall’ may herald the end of a show in some circles but in the home it usually means the beginning of a window treatment story which, if left to the team at Rainbow Curtains, will be something to applaud! Where windows are narrow, extend curtain tracks beyond both sides of the frame so that the curtains stack off the window. This will maximise sunlight and

Trends in the shade market
T
he desire for people to live outdoors all year round, while being protected from New Zealand’s harsh sun and frequent rain is different to most other countries which worry only about one or the other. Here, there are two clear trends in today’s shade market: ■■ Building an outdoor room ■■ All weather retractable roof systems
The Outdoor Room This is generally seen as a fixed roof structure made from aluminium or steel framework covered with PVC fabric or polycarbonate. The walls are then filled in with clearglass fabric or PVC mesh outdoor blinds. Aluminium should be a thick enough grade to give long term strength with no worries about the frame rusting. Polycarbonate is often seen as a longer term option, however, PVC fabric comes with the same warranties, blocks more heat and is quieter in the rain. With outdoor blinds, homeowners generally have to choose between clear-glass PVC and mesh. The clear-glass gives a great view but will, however, need regular cleaning to keep looking great, just like windows do. PVC mesh outdoor blinds offer great privacy, breathability and have very long life expectations.
Outdoor rooms are increasingly seen as the best option to extend the size of a home, allowing you to take the walls away in summer for air flow while still being protected from the sun and rain.

here are many ways to beat the cold and Pakuranga’s Lawn Heat and Leisure has a handle on all of them. Gorgeous gardens H olidays abroad are one way to escape daily stresses but for some people the best place to relax and recharge is in their own garden. What’s more, in Auckland’s active build market, time poor homeowners have become increasingly open to consulting landscape designers to achieve their personal haven. Jules Moore from JM Landscapes says no longer content to let a garden develop slowly, and sometimes haphazardly, more people are budgeting for a garden plan and planting as a new build comes to completion. “Because outdoor entertaining is very much part of Kiwi living, homeowners want their gardens and outdoors to look lovely and provide that welcoming feel as soon as possible. They don’t want to wait especially if they have already gone through a long build or renovation process.” Jules says home owners are also thinking more carefully about the total look – “they want the garden to reflect their lifestyle, the type of home they have built and their personal likes but not appear haphazard.” While the options are many and varied, Jules says three trends are prominent –Zen gardens, ‘fropical’ gardens – a mix of formal and tropical plants – and formal gardens with fresh directions. “When it comes to formal gardens, landscape designers are mixing geometric shapes which, at one time, wasn’t the done thing. Clipped buxus balls and peached hedges or trees are being used to great effect. Include leafy foliage such as hydrangeas, and you hint at cottage garden.” Jules adds that while tropical gardens remain popular, the ‘fropical’ garden – a mix of formal hedging in straight lines with a backdrop or foreground of eye-catching tropical plants – is creeping in. “However, the biggest shift has been to Zen gardens,” she says. “A growing interest in all things organic, sustainable and green has given rise to Zen gardens where homeowners can de-stress in an environment of tranquillity and calm. “The Zen philosophy is a reflection of where
