Privacy Act Wynyard Wood solicitor, ZAID MOHAMMED, explains changes to New Zealand’s Privacy Act.

A

lot has changed since the Privacy Act first came into effect in 1993, including the evolving use of the internet and data storage. A new Privacy Act 2020 (the Act) will come into effect on December 1, 2020. Whilst the new Privacy Act retains the 12 key privacy principles found in the Privacy Act 1993, the additional changes reflect the major developments which have occurred over the past three decades. The new Act brings New Zealand in line with international privacy and data protection laws.

KEY CHANGES: (a) NOTIFIABLE PRIVACY BREACHES – If a business or organisation has a privacy breach that it believes has caused, or is likely to cause serious harm, it must notify the Privacy Commissioner and the affected individuals. The Privacy Commissioner will provide an online privacy breach notification tool to give guidance to assist businesses and organisations with this new obligation. (b) COMPLIANCE NOTICES – The Privacy

Commissioner can issue compliance notices to businesses or organisations for a privacy breach. The notice will set out steps required to remedy non-compliance with the Act and will specify a date for making the necessary changes. (c) ENFORCEABLE ACCESS DIRECTIONS – The Privacy Commissioner can direct businesses or organisations to provide individuals access to their personal information. Access directions will be enforceable in the Human Rights Review Tribunal. (d) DISCLOSURE OF INFORMATION OVERSEAS – If your business is based overseas, but you deal with individuals in New Zealand, you might be caught by the new Act even if you do not have a physical presence in New Zealand. The change introduces regulations on the disclosure of personal information. Under the new Act, New Zealand business or organisations will need to ensure overseas agencies have similar levels of privacy protection as those in New Zealand. If the overseas service provider does not offer similar protections to those in New Zealand, the individual

concerned must be fully informed that their information may not be adequately protected. (e) NEW CRIMINAL OFFENCES – There are two new criminal offences under the new Act. It will now be an offence to: (i) M islead an agency to obtain someone else’s personal information (ii) Destroy documents which contain personal information knowing it has been requested. The maximum penalty will be a fine of up to of $10,000. With the new Act coming into effect in less than three months, now is the opportune time to review your existing practices and check that your privacy policies are up to date and will comply with the new Act.

One of the recently completed projects is a French style villa and garden inspired by farmhouses in and around the French Riviera. It is a combination of masonry and hand hewn limestone, finished in limewash colours which were originally introduced by the Romans to Provence some two millennia ago. The swimming pool has been designed to look like a traditional reflection pool in an emerald green lawn, with a wide natural stone surround. The interior boasts decorative stone fireplaces in two living areas which have distressed timber ceilings and trusses, complemented by a large central kitchen, spice kitchen, wine cellar and loggia entertainment space. DIY warning – CHECK CREDENTIALS! Making small renovation changes to add value to your property may have a very different impact on your asset and finances than you expect. Before you DIY or carry out a renovation project, first check it is legal.

I

n mid 2020, a man appearing in the Hastings District Court was fined $2500 and ordered to pay court costs of $130 for doing or assisting in restricted plumbing work without authorisation. The 2020 mid-year fine tally for those fined or convicted of carrying out restricted plumbing, gasfitting or drainlaying work without authorisation sat at $21,640 but it appears that District Court reparation orders issued for unsuspecting homeowners are uncommon.

This Hastings prosecution was the sixth in a string of consumer warnings published in 2020, reinforcing that when it comes to the cost of renovating, the devil is in the detail. The end result for this latest, out of pocket homeowner was leaks from behind the shower wall, hot and cold water pipes installed around the wrong way, and a toilet flush function which failed to work. The Court issued no reparation order. Sanitary plumbing, gasfitting and drainlaying are regulated trades in New Zealand and it is illegal to do this restricted work unless authorised by the Plumbers, Gasfitters and Drainlayers Board (PGDB). The health and safety risks are high, home insurance policies are jeopardised and there is a of risk fines or conviction in the District Court. Martin Sawyers, chief executive for the Plumbers, Gasfitters, Drainlayers Board said

at the time: “In particular, I want to give a clear warning to those blatantly misleading homeowners. Plumbing, gasfitting and drainlaying are regulated trades in New Zealand for very good reason – they play a key role in protecting the health and safety of the public. The risks are high, the fines are costly and you will get caught. “My message to consumers is that it takes one simple action to stay safe and avoid any risk. Go to our website and check it’s legal first. Almost all aspects of this work is restricted and illegal to DIY. When hiring a tradesperson, ask to sight a licence card. H

owick Local Board’s fight to stop the sale of four public reserves in east Auckland has failed. At its August 2020 meeting, Howick Local Board members gave the green light for Auckland Council to dispose of six properties, as part of efforts to raise money through council’s Emergency Budget which required $224 million to be realised from “asset recycling”. However, they voted not to endorse the sale of four others, being public green spaces at 9R Fortyfoot Lane, 111R Golfland Drive, 76R Aberfeldy Avenue, and 31 Aspiring Avenue/17R Hilltop Road. Subsequently, all 10 properties, including those the board wanted to retain, were put before the council’s finance and performance committee in September 2020, which voted to dispose of the entire lot. Board chair, Adele White said at the time the board had been previously presented with the option to dispose of two council-owned properties, 34 Moore Street and 16 Fencible Drive, in Howick. “Despite a bid to retain the Moore Street property for potential community use, both

were lost for disposal,” she confirmed. “The board was then presented with a second list of properties located throughout the Howick ward. “The board visited all sites in question. Four of these were the neighbourhood reserves.” Ms White says after heated debate, the board reluctantly voted to “sacrifice” six properties in the Howick ward. “The board highly values green open space throughout the area and a bid was made to the council’s finance and performance committee to retain all of the four reserves [the board wished to retain]…disappointingly, the vote was lost.” Howick Ward councillors Sharon Stewart and Paul Young voted against the properties’ disposal. Ms Stewart says she and Mr Young wanted to support the decisions made by the local board. Board member, David Collings later said it was ironic that at a time when there was a huge level of intensive development in what is commonly known as our leafy suburbs, council wished to “flog off any piece of land it can find, in particular that which is serving our increasingly populated community.”

Auckland Council is moving ahead with the potential disposal of 10 local properties, including four public reserves in east Auckland.

AMETI bridge CREEPS ACROSS RIVER A radical new bridge was being slowly pushed across the Tamaki Estuary during 2020 as part of a $1.4 billion Eastern Busway to ease congestion, improve transport between Panmure and Pakuranga and eventually enhance access to Botany.

M

ade up of four spans, each connected to the section behind it, the construction method was said to be a first for the country, speeding up assembly. With progress well underway by late August 2020, Mayor Phil Goff said the first of the steel bridge spans were delivered to the construction site earlier in the year and were the largest single steel spans to be fabricated in New Zealand. The new busway bridge is more than 200 metres in length and contains 1000 tonnes of steel and 2000 tonnes of concrete. “It’s a feat of engineering and will be an integral part of the completed busway, supporting high frequency bus travel between Panmure and Pakuranga and eventually Botany once the full project is completed in 2025,” Mr Goff said, adding it was due to funding provided through the regional fuel tax, that the project would transform east Auckland. He expected it to deliver the transport infrastructure needed to accommodate population growth and support the ongoing

provision of new housing. “Most importantly, it will give locals real transport choices and go a long way to easing traffic congestion in the east of our city.” The bridge runs alongside the existing Panmure Bridge and will include new cycling and walking paths and lookout platforms. Auckland Transport executive general manager integrated networks, Mark Lambert said the public transport, walking and cycling connections would provide greater travel choice. “The busway provides the next critical link in the region’s rapid transit network, linking congestion free busways with the rail network. It will also offer better access to viewing opportunities across the awa (river) which is

an important historical, environmental and scenic asset for Pakuranga and Panmure.” Stage 1 of the project between Panmure and Pakuranga is due for completion in 2021 and stages 2, 3 and 4 between Pakuranga and Botany will be complete by 2025. Howick councillor Sharon Stewart said the Eastern Busway would be game-changing for east Aucklanders. “Not only will it connect the area to the rapid transit network but will also provide improved local travel options, enhanced public spaces and a focus on better urban design for the local area,” she said. The busway bridge will be complete by the middle of 2021 with stage 1 of the Eastern Busway due to be finished by late-2021.

WORKING TOWARDS PERFECTION IN BUILDING PROJECTS

L

ogan Felts has early memories of watching with admiration the work his uncle did as a builder. Fascinated by the building process, Logan’s interest was sparked on early in life. “As soon as I was in College I knew 100 per cent that carpentry was the career for me. So I set my mind (and money) into getting my qualifications. I feel very lucky to be working in my dream job and industry,” says Logan, owner and managing director of GH Building. Being born and bred in Howick, his building career began with local work in East Auckland. He then ventured off to Sydney for an OE experience, further developing his carpentry skills and confidence. Returning home to New Zealand in 2005, Logan started his own business with a catchy name ‘Get Hammered Building Services’. Grants stretch TO CORNERS OF SOUTH-EAST AUCKLAND Three community organisations, which fall into areas of south-east Auckland, received grants from Franklin Local Board, mid-2020.

MCA North’s Camp Adair, which benefits young people from south and eastern Auckland (and from many other areas) received $4000 from the board’s Quick Response Fund to upgrade the camp’s hot water system. That came on top of a grant from the board’s local grants scheme of $11,127 for wastewater upgrades. For generations, Camp Adair, at the foot of the Hunua Ranges, has hosted environmental and outdoor education camps catering for thousands of young people annually but it has suffered in recent times from ailing infrastructure.

In addition, the Pakuranga Counselling Centre received $2000 for its services in

Beachlands/Maraetai. Franklin Local Board is also the only one of Auckland’s 21 local boards with a fund set aside for coastal rescue purposes and from three mid-2020 grants, totally some $50,000, the coastguard at Maraetai received $10,000 to help keep people safe during leisure at sea or on the coast.

anukau Institute of Technology is seeing enrolments for trades and engineering courses increasing as workers displaced from the economy up-skill and retrain. Minister of Education, Chris Hipkins said during a visit to the tertiary provider in September 2020 that it was critical to have strong numbers of skilled people to help drive our recovery from Covid-19. “It’s encouraging to see so many young

people interested in trades training. Trades Academy is a great pathway into higher level trades training and apprenticeships,” he said. Through government schemes, selected trades training and apprenticeships have been offered free of charge with employers given financial incentives to take on apprentices in some cases. Beachlands expands

T

he once sleepy hollow of seaside township, Beachlands, has burgeoned in recent years and continues to do so. In particular, new roads running between Jack Lachlan Drive and Beachlands Rd mean motorists are no longer required to go from one road to the other via the main Whitford-Maraetai Road. The once open paddocks between the two roads – Jack Lachlan Drive leading down to Pine Harbour and Beachlands Road accessing Beachlands township and its

several bays – now boast an array of quality homes and inter-linking streets. The construction of a supermarket along with supporting retail and office facilities in Beachlands have also boosted amenities which will support ongoing growth including apartment projects and further residential subdivision. Although the drive to central Auckland city is relatively long, easier access can be gained via the ferry which departs regularly from Pine Harbour.

sought after area within a short drive to the Southern Motorway and SH 20. Located just strides from the Fo Guang Shan Buddhist Temple and Barry Curtis Park, the complex is also well served by primary and secondary schools, plus town centres at Ormiston and Botany.


Grangers Point UPGRADE IN PIPELINE

G

rangers Point at Bucklands Beach is poised for future development as the Howick Local Board, Auckland Transport (AT) and Auckland Council address better beachside paths and solving coastal erosion by restoring the popular peninsula beaches. Grangers Point separates Little Bucklands Beach from Bucklands Beach and has long been a focal point for sailing. The original clubhouse was built in the sixties and also accommodates winter haulout for boat maintenance. Bucklands Beach Yacht Club (BBYC), which includes the BBYC Sailing Academy, has nurtured and trained budding young sailors for the past six decades. BBYC manager Lyle Tresadern said the academy trains more than 1000 young sailors each year across several programmes from the ‘Have a Go’ for primary schools through to the progressive New Zealand Qualifications Authority approved sailing programmes involving secondary schools. “BBYC Grangers Point is an important community facility. In addition to the junior sailing centre, there is a race control tower for keel yacht racing, a community meeting room used by art groups, toilets which are available for public use and an all-tide deep water launching ramp. But due to many reasons, the facility is not meeting its full potential and requires an upgrade,” Mr Tresadern says. To coincide with the proposed upgrading of beaches and pathways, BBYC plans to partner with the local board, AT and council under the Community Facility Partnerships Programme to redevelop the Grangers Point site. “It is envisaged that Grangers Point

will become a community ocean sport and marine education facility to satisfy existing needs and future demand,” Mr Tresadern confirms. Under consideration as part of the redevelopment are such features as: • Redevelopment and enlargement of the building to include more meeting rooms and function space, boat storage and workshop, haul-out equipment storage, accommodation and event/water safety observation and control tower • A water safety focal point for the Tamaki River providing faster potential response times • New public toilets, changing rooms and showers • Complete beach restoration covering reticulated, vertical and stepped stonewalls north and south of Grangers Point • New breakwater, boat ramp, floating ramp and dock. • Roadside and oceanside duel footpath/ cycleways • New dinghy and sailing boat lock-up facility • Creation of a reef on the western side of the hardstand with tidal pools to improve biodiversity The upgrades will allow for wider use of the Grangers Point facility including by school groups keen to learn about the diverse, all tide marine ecosystems and tidal currents close at hand. The upgraded building may also be used to host ocean sporting events and is expected to attract high-level athletes wanting to train there. It will also be able to store a range of man and wind-powered craft equipment such as waka ama, dragon boats and windsurfers.

NEW CLEVEDON ESTATE Clevedon has long attracted homeowners seeking a rural village lifestyle within an easy commute of urban Auckland. he project will upgrade the existing two-lane sections of Mill Road to four lanes, with new sections through greenfield areas (see story opposite page). The aim is to support rapid growth in the area, improve safety and provide more transport choices with separate walking and cycling facilities. The new corridor will also help reduce traffic demand on SH1 by providing a safe easy-to-use alternative route for local trips. The Government has guaranteed $1.354 billion for the project as part of the New Zealand Upgrade Programme. Waka Kotahi NZ Transport senior manager project delivery, Andrew Thackwray said in September 2020 that to help determine the preferred route for Mill Road, survey teams would be carrying out geotechnical, ecology, topographical and general surveys from October onwards. “The surveys will tell us a lot more about the type of rock and soil in the area to the plants and animals which live there,” Mr Thackwray said. “That helps with the decision on the route, but also how we manage and mitigate the impacts of the project.” Landowners within the project area were being contacted by the project team and advised of the survey work to be undertaken. Truck-mounted rigs drilling into the ground, excavators collecting soil and subsurface samples and other equipment for monitoring underground water were to be used in the survey work. Mr Thackwray said that ecological investigations would assess the environment for plants and animals and that work included surveying vegetation and streams to establish the presence of native birds, bats and lizards and how their habitat might be protected. “We had planned to start this work earlier in 2020 but Covid-19 disrupted that,” he said. “Now, as we prepare to visit many properties in the area, we want to assure people that health and safety is our priority under all Covid-19 Alert Levels.” A Covid-19 plan was also put in place to align with strict industry standards provided by Construction Health and Safety NZ. The surveys came on the back of public consultation on Mill Road where some people said construction should start as soon as possible. “People said they wanted us to consider the needs of other users, not just motorists,

and the impact on plants and animals should be carefully managed,” Mr Thackwray explained. “They were [also] concerned about the impacts on home and businesses.” The Mill Road project is funded through the New Zealand Upgrade Programme, which is investing $6.8 billion in transport projects to save lives, get our cities moving and boost productivity in the country’s growth areas. Waka Kotahi is delivering 20 projects which support a shift to greater transport choices with a balanced investment in public transport, new or upgraded roads, walking

and cycling. In southern Auckland, Waka Kotahi and KiwiRail will begin construction of $2.395 billion of transport improvements within the next three years. This includes Mill Road, upgrades to the motorway corridor between Papakura to Drury South, separated walking and cycling paths, Papakura to Pukekohe rail electrification and two new rail stations for Drury. The ongoing Mill Road upgrade saga looks like it has finally been resolved with work on a revised route set to begin in 2022 after surveys initiated in October 2020 are completed (see story opposite page).

M

ill Rd – running from Redoubt Road, Manukau in the north to Cosgrove Rd, Papakura in the south – has long been used by commuters as an alternative to the Southern Motorway. While the call to upgrade has been going on for years, with various plans considered, it has been a rocky pathway to finalisation of an upgrade, the first stage of which will now be between Alfriston Rd intersection and Walters Rd (see diagram opposite page) before veering through the rural area to connect at Old Wairoa Rd then continuing to Drury/ Bombay (see diagrams above). Although the aim has always been to provide a safer, more reliable and accessible transport corridor to support residential and employment growth in south Auckland, changes in government and council have seen progress stymied. Now, part of Auckland’s Supporting Growth Programme, Mill Rd is set to offer a greatly

improved additional route from Manukau to Drury. It is intended to provide better access for the 120,000-plus people who will make Auckland’s southern suburbs their home during the next three decades. With the NZ Upgrade Programme providing an estimated $1.354 billion to complete all stages of the new 21.5km, Mill Road corridor, running parallel to State Highway 1, it is expected to be completed before the end of this decade, opening in stages from 2025/2026. Ahead of the projected 2022 start date, work has begun on route surveys, property purchase and the planning and design for the new route which will include separated walking and cycling facilities (see story opposite page). The plan is for existing two-lane sections of Mill Road to be extended to four lanes, connecting through to the future sections of the corridor being built across Greenfield sites and subsequently linking to Drury via

he Auckland NZ Upgrade Programme rail projects were kick started in August 2020 when two government ministers marked the enabling of works on the third main rail line project at the Southdown terminal in Onehunga. Then Deputy Prime Minister Winston Peters and Transport Minister Phil Twyford, announced that the start of other major KiwiRail-led projects in Auckland would follow in the coming months. Mr Peters said more than $1.1 billion was being invested to make sure Auckland’s rail network was fit-for-purpose through constructing the new third main line, extending track electrification from Papakura to Pukekohe, building two new train stations to meet growth in Drury, and doing crucial upgrades across the 100 kilometre network. “Hundreds of local contractors will be needed for this work and there will be spin-off benefits for local businesses, from lunch bars to local hardware stores. The vast majority of the materials used will be coming from the Auckland region – that’s creating work for quarries, concrete suppliers, steel fabricators and drainage companies.” Mr Twyford said not only were jobs being created but commuter rail was being put in place to support urban growth south of Auckland.

“To reduce congestion and emissions we know trains need to be reliable and easy for people to access, and that’s what these upgrades will do,” he said. “Building the third main rail line will remove a key bottleneck for freight and commuter services, as well as give more capacity for the increased services expected once the City Rail Link is completed. The CRL along with the other upgrades will shave off up to an hour of the daily commute for thousands of people. “Auckland is already the busiest rail freight corridor in New Zealand, with around six million tonnes coming to, from or across the city each year – the equivalent of 400,000 truck trips. This work will make freight services more reliable and make our roads safer by taking trucks off them and moving more freight to rail. Three of the KiwiRail projects are funded

through the $12 billion New Zealand Upgrade Programme to help future proof the economy, get cities moving, and make roads safer; the fourth is being funded through Waka Kotahi NZ Transport Agency: • The Third Main (rail line between Wiri and Quay Park) – $315 million (NZUP) • Extending overhead electrification from Papakura to Pukekohe – $371 million (NZUP), expected to begin November 2020 • Building two new train stations, park and ride and bus connections in Drury – $247 million (NZUP) • Wider Auckland network renewals, including replacing 60 kilometres of worn out track, tens of thousands of sleepers, and over a hundred thousand tonnes of trackbed – $183 million (NZTA) Construction on the NZUP projects is expected to finish in 2024 before the City Rail Link is finished. The wider Auckland renewals work has already started and will continue over the next four years.

Shared pathway BOOST FOR CYCLISTS

A

lthough the Southern Motorway is generally considered the most direct route to the city for commuters from Auckland’s south east, a great many prefer to cut through Panmure and Glen Innes before travelling along Tamaki Drive to the CBD. Keen cyclists often prefer to take this route too and, now, in a major boost for cycling (and walking), construction was set to start in the spring of 2020 on section 2 of the Glen Innes to Tamaki Drive Shared Path. Section 2 will close the gap in the 7km shared path between sections 1 and 3, which are already open. The complete pathway is being jointly delivered by Waka Kotahi and Auckland Transport. Auckland Transport will deliver section 4. Waka Kotahi senior manager project delivery, Andrew Thackwray said in August 2020 that at just under 3km in length, Section 2 runs from St Johns Road to Orakei Basin and is the longest of the path’s four sections. “There will be sections of concrete path, raised boardwalks through native bush and bridges over a gully and a railway line. It’s expected to be completed by mid-2022 at a cost of $55m,” he said. The shared path will connect with and expand the Auckland Cycle Network. It aligns with the long-term vision of Waka Kotahi AT, and Auckland Council to build world class infrastructure that promotes walking and cycling as safe and convenient transport choices. “Creating safe and well-connected walking and cycling routes encourages more people to walk or ride bikes as part of their regular commuting, which helps reduce traffic congestion on our roads and lowers carbon emissions,” Mr Thackwray said.

“Te Ara Ki Uta Ki Tai (the path of land and sea) is expected to become one of the city’s most scenic walking and cycling routes and be popular with commuters and others using it for fitness and recreation. We’ll keep the gradients on the path and bridges as low as possible to ensure accessibility for all.” The Glen Innes to Tamaki Drive Shared Path will be a direct link from the eastern suburbs to the upgraded Tamaki Drive Cycle Route, which is one of the busiest cycle routes to the city. From there, people will be able to access other routes on the city’s connected cycle network including the Northern Pathway across the Auckland Harbour Bridge to the city’s northern suburbs.

Section 2 of the pathway crosses complex topography and geotech conditions. The sensitive environment requires careful management of earthworks to minimise ground disturbance and the construction of bridges to protect significant vegetation and the historic Pourewa Stream. There will be extensive planting and vegetation restoration. Pest plant and weed eradication will be carried out, supporting the restoration efforts of community groups and the Orakei Local Board. Waka Kotahi, construction partner, CLL Service and Solutions, and mana whenua will work closely together to manage the impact of the pathway on the land and its history. Pohutukawa Coast seniors keen to buy into an upmarket retirement village in an area close to home, can look forward to the opening of east Auckland’s newest retirement village, Metlifecare’s Pohutukawa Landing in Beachlands.

A

fter 18 months of design and site works, building work on Pohutukawa Landing began mid-2020 on stage one of the $250 million project. It will deliver high-quality design and community-led living for people looking for an independent coastal lifestyle with the assurance of care into the future. The 32 stage one villas are expected to be completed mid-2021 with strong expressions of interest already being shown. Metlifecare chief executive officer, Glen Sowry said the strong response for stage one homes, even before they were released onto the open market, reflected the local community’s enthusiasm for the project. “There’s evidently a strong desire for the bespoke, community-focused urban design we’re offering in this unique pocket of Auckland,” he said when plans were released. Designed by leading architects Peddlethorp Aiken, the village is one of Metlifecare’s four new flagship projects situated across Auckland; the others are 26 — Design and Build South East — 2020-2021

Fairway Gardens in Botany, Orion Point in Hobsonville and Gulf Rise at Red Beach. Once completed, the Beachlands village will feature around 185 villas and apartments and offer the full continuum of care. Mr Sowry said Metlifecare’s central focus on resident wellbeing was reflected in the design of holistic wellness facilities and a planned suite of activities to boost physical and emotional health – from yoga and tai chi to woodworking and crafts. A pohutukawa tree-lined boulevard will connect residents to the central amenities, which will include restaurant, bar, library, indoor pool, spa and gymnasium. A predominantly low-rise village, Pohutukawa Landing will also feature open spaces, walkways connecting the village with the broader community and a dedicated wetland park. “Being a short stroll to Pine Harbour Marina, residents will have the added advantage of a regular, direct 30-minute ferry service to the CBD, which is free for those with a valid SuperGold card,” Mr Sowry said.

He added that locals had played an integral role in the development of Pohutukawa Landing, from choosing its name to inspiring bountiful planting of grapes, olives and citrus trees to acknowledge the area’s rich agrarian history. Pohutukawa Landing will be Metlifecare’s sixth village in the east/south Auckland region, sitting alongside Dannemora Gardens, Highlands, Edgewater Village, Longford Park (Takanini) and the highly anticipated Fairway Gardens at Pakuranga Golf Club in Golflands, currently under construction. The latter will be New Zealand’s first retirement village to be located on a golf course. “Significant investment is being made in the area with a comprehensive revitalisation project also underway to deliver 45 new apartments and a homestead model care home at Edgewater Village,” Mr Sowry confirmed. “These developments will create a significant number of jobs for registered nurses, gardeners, caregivers, social coordinators and chefs.”

BIGGER, BETTER MURPHYS ROAD After months of road works and closure, Murphys Road in Flat Bush reopened in August 2020 as a fourlane thoroughfare.

A

uckland Transport (AT) transformed a section of the rural road, between Ormiston and Flat Bush roads, to one which could cope with the 15,600 vehicles using it each day. The $29.5 million project, which had its beginnings in 2017, recognised Flat Bush as an area which will experience significant growth in the coming years as housing estates continue to spread. The Murphys Road improvements will be further supported by building new or improving arterial roads as well as extending bus routes and pedestrian and cycling connections. Improvement works to Murphys Road included: • Construction of a stream crossing to replace the existing culvert near Ormiston Road, which was built in 1966 and no longer met design standards. 28 — Design and Build South East — 2020-2021

AUCKLAND LIGHT RAIL CANNED During the past couple of years Aucklanders believed that light rail from Auckland International Airport to the CBD was on the cards. That project has now been abandoned.

he Government ended the twin track Auckland Light Rail process and in June 2020 referred the project to the Ministry of Transport for further work. Despite extensive cross-party consultation, coalition government parties were unable to reach agreement on a preferred proposal. Then Transport Minister, Phil Twyford said two credible and deliverable proposals were received. “I’d like to thank NZ Infra and Waka Kotahi NZ Transport Agency for their work and innovative proposals. “Either would have created hundreds of jobs and resulted in an Auckland metro that offered Aucklanders a 30 minute trip from the CBD to the airport.” Auckland Light Rail remains a project in the Auckland Transport Alignment Project (ATAP), he said. “The Ministry of Transport and the Treasury will report back after the general election on the best option for this project to be delivered by the public sector. The Ministry of Transport and the Treasury will also engage with NZ Infra and Waka Kotahi about how work done on this project can support the next phase.”

oing down the drain’ may have unpleasant connotations for some but not to property owners who expect their drainage systems to work perfectly. Inferior interior design? When it comes to interior design there is plenty of great advice. However, a little dose of what not to do can go a long way as well. Of course, style is subjective and what we may consider to be a fashion faux pas may be as ‘with it’ as it gets, but to the team at Design & Build here are some of the design nightmares we most love to hate.

Those who love it and those hate it would agree that there is only one thing that should be done with inflatable furniture – blow it up! But if you’re not prepared to fall afoul of restrictions on the use of explosives, best not bother with such pieces in the first place. That said, a lilo can enhance the experience of a dip in the pool but plastic is not fantastic indoors.

TOILET SEAT COVERS Porcelain pans are not the softest looking bathroom fixtures so we can understand why some people want to jazz them up with warm fuzzies, such as warm fuzzy toilet seat covers. But, as with carpeted floors in bathrooms, they come with the same drawbacks.

L ADDERS USED AS SHELVES In an age where ending is not considered better than mending, reclaimed items can prove useful for storage, taking on new life in modern homes. Old ladders can prove functional for storage but it could be argued that they have become a victim of their own

Clever use of mirrors can make small spaces feel more open and bring in light, and there are some types of ‘premises’ where mirrored walls can build on the experiences they deliver – funhouses we mean, of course! However, unless you really are sure you will look your best at all times of day, constantly being confronted with one’s own reflection can prove startling. As for visitors, they’re almost certain to believe you may well be the person immortalised in that famous Carly Simon song – and you probably think this article is about you too!

WATERBEDS & L AVA L AMPS Throwbacks to the 1970s that may yet boomerang, waterbeds and lava lamps may actually make a comeback and, in fact, some interior designers would argue that they already have. Interior designers intent on being avant-garde might want to include such elements but the rest of us might prefer to wait lest our guests mistake these additions as an invitation to place their keys in a bowl beside the bed! TV CABINETS

MORE THAN A STAND Covid-19 lockdowns during 2020 saw many people hunkering down at home in front of the television prompting fresh thoughts about stylish TV cabinets.

T

hese days such consoles are more than just an item on which to perch a TV screen. They can add to the overall décor look and are practical too so, keep in mind the following: Viewing height. For the most comfortable television watching experience, the screen should be at eye level when you’re sitting down. The recommended height is 42 inches, but this may vary depending on how tall you are and the size of your sofa and chairs. With many screens now wall mounted, the cabinet will ideally sit low to the floor to ensure any ornaments or photographs sitting atop don’t interfere with viewing. Width of the stand. For safety reasons, the TV should not be wider than the stand. Therefore, choose a cabinet which suits your furnishings and which is longer/wider than the screen especially if placing decorations on it too.

Style. Ensure the TV stand complements the style of the room and other furniture. Glass, metal or white lacquered pieces will look great in a sleek, modern space, while mid brown and dark wood work best in more traditional rooms. Light ash-coloured timber pieces can work well in both settings depending on styling and colour scheme while new pieces, which have a recycled look, will suit rustic settings or vintage rooms. Storage. Drawers and shelves help keep both the floor and the surface of TV consoles uncluttered. If planning to keep video games, movies, Sky box and various remotes near your television, choose a cabinet with ample storage. If you have children or pets, safety should be a priority. Besides choosing a stand that’s wider than the TV, has cupboards/ drawers and sits flat to the floor (no legs or casters), make sure its maximum weightbearing capacity is greater than the TV (sitting atop) or other items you place there.

UPDATING KITCHENS

ON A BUDGET

irstly, apply a coat of paint to the walls and try a change of colour. This is an easy way to refresh a tired looking space. If your cabinets are in good condition, they may be up for a paint job too. It may not be practical to renew all cabinetry but a less expensive option is to just replace the doors especially if inner shelving is still in good condition. You could also remove one or two upper cupboard doors to create open shelving for a modern look – use for cookbooks or insert a wine rack. Think about upgrading your countertop. If units are generally in good order but your benchtop colour or style is outdated, a new counter

can be image-changing. Natural stone and quartz countertops aren’t always budgetfriendly, but there are lots of engineered options which mimic the look without the high cost. You could also consider high-end laminate, tiles or even concrete and stainless steel for the industrial look which is proving popular. A simple, quick fix is to update the hardware. New handles, knobs, tapware and even a new sink can make a big impact and some of these changes can be done in no time at all. f you have a baby on the way, creating a nursery might be a priority. While the choice of pink for girls and blue for boys is still popular, there are many other suitable colour options to build on. Consider the following tips: • A soft, neutral palette: Create a soothing space with light tones and pastel colours (other than pink or blue) such as ivory or cream, seafoam green, lavender or lemon. On the other hand, innovative parents might go with a bolder colour but use softtoned decals for contrast or, alternatively use a nursery rhyme or fairytale theme for a feature wall. Be sure to use eco-friendly paint that doesn’t contain volatile organic compounds (VOCs). • Druable Flooring: Strong materials such as bamboo, cork and vinyl will provide a comfortable and practical play surface for your infant. Avoid flooring with a glossy finish as it will highlight every scratch and imperfection. A soft rug makes a

nice addition to the space, and there are colours and designs for every taste. An ergonomic chair: A comfortable place to feed, soothe and read to your baby is essential. Opt for a rocking chair, glider or simply one with sufficient padding. For those 3 a.m. wake-up calls, treat yourself to a rocking ottoman as well so you’ll have a place to rest your feet. A versatile changing table: An increasing number of vendors now offer multipurpose changing tables which double as a dresser or bookcase. In addition to being an attractive piece of furniture, you’ll have plenty of storage space for clothes and toys as your child gets older. What about a bookcase? Apart from a changing table and perhaps a dresser, a separate bookcase is a good idea. These days children from a young age tend to accumulate a multitude of educational and fun books to aid their development. A safe place to sleep: Before purchasing a new or second-hand bassinet, and perhaps a cot for down the track, make

sure they meet safety standards. Things to consider are having a tight-fitting mattress and bars that are no more than six centimetres apart. Ensure your bassinet is stable and won’t be easily knocked over by a boisterous dog or enthusiastic sibling. If choosing a cane bassinet ensure inner sides are lined with fabric to avoid scratches from the cane. Drop-side cots can be dangerous so, perhaps, look for an alternative. • The finishing touches: Install a roller blind or block out curtains to make nap time easier, have a baby monitor so you can keep a check on baby when you are in another room, include a table lamp or night light and add colourful and interesting additions such as a roof-hung or cotattached mobile, a music box, acitivity centre, and a baby bouncer or Jolly Jumper to hang from a door frame. Finally, a few soft toys and you’re done but don’t forget a toy basket or box to stow toys when they are done with and, therefore, avoid the possibility of a dangerous fall.

Best of British BREXIT STAGE LEFT: Great Britain may have quit Europe politically but geography would beg to differ! Although Timothy Oulton’s furniture designs cover a wide range of styles, some pieces do more than just hint at military tradition. The son of a British major (and former antiques dealer), this London-based designer draws on classic regimental colour and the significance of discipline to produce many of the pieces in his collections. ouse-proud homeowners worldwide have spoken – cacti are our favourite houseplants. These prickly customers may not to everyone’s tastes but according to www. homehow.co.uk, they are the most popular, on Instagram at least. Topping the table with almost 24 million hashtags, cacti are being mentioned more often than other houseplants, followed by hoya (at just over two million) and monstera (1.6 million). While these plants appear to be more in vogue, as with any popularity list, there are also plants that are not quite so on trend – aloe vera, string of pearls and corn plants, all rated below the 100,000 hashtag mark. Cacti may be flavour of the month (data was extracted in September 2020) but as trends can be fickle, corn plants could be due a comeback... much like lava lamps.
