Designed to give newcomers to the region, and anyone interested in settling within the wider area, a picture of its varied communities, Design & Build is an informative and instant guide to the district as it is developing for the future. For anyone thinking of buying or selling locally, the publication covers opportunities ranging from urban living to coastal subdivisions and even semi-rural locations. It looks at housing initiatives within Howick Ward, including the fast-developing Ormiston then going as far south as Takanini and Papakura. being equally attractive to retirees. Others are looking for smaller lifestyle blocks while others want modern convenience and less land at a budget-friendly price. To the south, whole new communities with affordable townhouses and terrace housing with dedicated green spaces, are attracting young families especially as they have access to excellent sports and leisure facilities, schools and amenities. An added attraction for many in these areas is easy access to the motorway where improvements are either being made or are in the pipeline. Of course, Design & Build covers far more than new housing opportunities. There is plenty of information for renovators, and new residents moving into existing homes. Making south-east Auckland home T here’s something for everyone in the melting pot we loosely calling south-east Auckland. With handy motorway access from most parts except the very coastal districts of Beachlands/Maraetai, this ‘unofficial’ region continues to growth. There are suburbs still able to cater for first time home buyers while other areas are firmly earmarked for more substantial purses. Rental options are available across all areas but prices will vary accordingly. For example, from Flat Bush through to Takanini and Papakura, the affordability factor, combined with full size sections and do-up possibilities, provides plenty of choices for both novice and seasoned home buyers. In particular, there are still opportunities for first home buyers to potentially make capital gains over time whilst still having a home and section big enough for a family. Part of this region’s appeal is its proximity both to the Auckland CBD, to the industrial heartland of South Auckland and to State Highway 1 leading to a variety of centres and holiday destinations to the south.

Upgraded rail links and public transport, shopping facilities, educational facilities, and central freight hubs provide residents with lifestyle, income and affordability. South-east Auckland’s unique blend of urban, rural and coastal living embraces diverse ethnicities, backgrounds and demographics. Residential property choices range from quality apartments and terrace housing with spacious living, to units, townhouses, family homes and lifestyle properties that cater for all walks of life. Work in the area is also plentiful, with many workshops, factories and warehouses in surrounding suburbs providing employment whilst access to Auckland Airport, via good motorway links, is an added attraction. Whether one opts for the eastern quarter or heads further to the south, this region offers many advantages and lacks for very little. Schools, libraries, health amenities (including hospitals) and recreational facilities abound. What’s more, with more land being allocated for housing, plus a start on infrastructure improvements, e.g. roading and transport, the future augers well for south-east Auckland.

Special Housing Areas opening doors Mix of housing styles aims to cater for differing family needs as housing-challenged Auckland battles to provide more accommodation for burgeoning population.

W

hat a difference a year makes especially in Auckland’s red hot property market. Many of the developments we reported on in the last issue, such as The Grove, on the border of Papakura and Takanini, and an up-market subdivision at Spinnaker Bay at Beachlands, have long since sold out. Potential purchasers might wonder what, if anything, is available in the new-build market but the good news is that there are plenty of sections across the region already under development or in the pipeline. What is clear, however, is that buyers have to be quick or risk missing out in what is essentially a seller’s market. The Government and Auckland Council’s efforts to free up more land for development has resulted in the establishment of 14 new Special Housing Areas that will provide more than 4500 new homes across Auckland. This brings the total number of SHAs in Auckland to 120, with a combined potential yield of more than 52,000 new homes. In most cases, private sector development companies will build homes inside Special Housing Areas for sale to private individuals and families

In all cases, the council will require that a portion of all homes are affordable to first-home buyers. Several of the new SHAs are in Auckland’s south-east including one at Forge Way in Mt Wellington. The development is for approximately 35 new homes over the next two years. It will include more affordable homes (classified as costing no more than 75 per cent of the Auckland region median house price) currently priced between $550,000 and $600,000 at time of going to press. The proposed development will also provide a mix of housing types, matched to current shortages, including smaller one-bedroom units and larger two bedroom apartments. The land is currently occupied by offices and is zoned Town Centre under the Proposed Auckland Unitary Plan. Owners Infineum Properties Ltd hope to have the first residential housing ready for habitation by mid-2017 provided consenting timeframes and building budgets can be met. In Manurewa, a development at the corner of Great South Road and McAnnalley Street is expected to create 111 new apartments.

The intention is to have the first residential housing ready for habitation by 2017/2018, with the entire development completed by 2018/2019. DJI Limited plans to develop 9 and 11 James Road, Manurewa, into approximately 39 new dwellings over two years. There will be a mix of housing types including smaller one-bedroom units and larger two and three bedroom units. Half of the units will be built as affordable homes priced at between $450,000 and $500,000. The land, which is currently occupied by homes, is zoned Terraced Housing and Apartment Building under the Proposed Auckland Unitary Plan. The site features a train station less than a three minute walk away, a bus stop 50m away, schools 250m away, a hospital 1km away, and a shopping centre (groceries, gas stations, food outlets) in close walking distance. DJI Limited intends to have the first residential housing ready for habitation by the last quarter of 2016, with the entire development completed by mid-2017. An extension to well-established estate, The Gardens at Totara Park, is planned for 71 Mill Road. The development will provide around 50 new

sites and consist of a mix of housing types matched to current shortages, including smaller twobedroom terrace houses and the more traditional larger homes. The land is currently has a single house and has some of the most expansive and outstanding views in the Auckland region including to Rangitoto Island, the Auckland Airport, the Manukau Harbour and Manukau Heads as well as to the south including views over Takanini, Papakura, Drury, the Bombay Hills, the Hunua Ranges and the Ardmore Airport. The SHA Tamaki Regeneration Area covers the areas of Point England (from Point England Road to Torino Street and from Pilkington Road across to Riverside Avenue) and Panmure (from Alamein and Tripoli Roads across to Dunkirk Road, Te Koa Road, Stewart Avenue and Pilkington Road). The new SHA adds to earlier Tamaki SHAs announced in 2013 and 2014. It will enable further planned projects to go ahead, delivering new, quality housing, better affordability and regeneration benefits for the wider community. The development will include a mix of housing types matched to current shortages, including smaller units and larger homes. The Takanini Strategic SHA at Walters Road is for approximately 300 new sections (10 per cent

affordable sections) over four years. The development will provide a mix of medium density sections matched to current shortages. The development is 2km from the Takanini town centre, next to the eastern side of Bruce Pulman Park and opposite a planned new school. Cappella has been progressing a consent for the initial development of the land, with the entire development expected to be completed by May 2019. An extension to the existing Bremner Road, Drury, SHA, includes 37 Burberry Road and the adjacent esplanade reserve. The extension is likely to provide an extra 300 homes. By increasing the number of new sites and dwellings in Auckland, the council and the government aim to make housing more accessible and affordable. Special Housing Areas offer a fast-track consenting process (three months for brownfield and six months for greenfield) with a proactive council pre-application process, limited notification and appeals – all of which are designed to enable better and faster implementation. A Special Housing Area also enables a more integrated planning and consenting process that will include a strong focus on quality development.

As demand for housing increases in Auckland there are opportunities for people who already own larger tracks of land. Those who live or own a property within a Special Housing Area can take advantage of its status and develop the land. But be quick – cut off is mid-September, 2016. Considerations that must be met include a requirement that your property needs to be large enough to accommodate a minimum of four new dwellings. Generally that’s sections of at least 1,200m2 in size. You could also work with one of your neighbours and combine your sites to get a larger development site. Minimum requirements vary according to the property’s zone. For example, for terraced housing and apartments there is no minimum property size, but the property’s front boundary with the road needs to be a minimum of 25m wide. While house prices on the Auckland property market have been soaring, increased demand for building consents has resulted in council seeking ‘capital’ investment. With a record 23,220 building consent applications received during approximately 12 months (to May 2016) Auckland Council enlisted consents teams from Wellington and Porirua to help manage workflow. Building and Housing Minister, Dr Nick Smith said at the time that the increase in consents was partly caused by the establishment of 154 Special Housing Areas (SHAs) across Auckland. “This sudden increase in the last quarter reflects the pipeline coming on-stream, from approval of an SHA, to getting the structure plans in place and the infrastructure built, to creating a new section. “A key purpose of the [Auckland Housing] Accord was to free up the supply of land and it is now making a material difference to section supply in Auckland.” However, according to Realestate.co.nz figures, Auckland actually saw a drop in listings, down almost 10 percent in the year to May 2016. Either way, it’s clear that the establishment of SHAs across Auckland (including Northpark, Flat Bush, East Tamaki, Mount Wellington, Panmure and Alfriston), has resulted in more opportunity for new builds and council expects this trend will continue. Brand new town takes shape South East Auckland continues to grow like topsy with Flat Bush being New Zealand’s largest and most comprehensively planned town.

T

aking shape on 1700 hectares in south east Auckland, Flat Bush is expected to be home to at least 36,000 people by 2025 with Auckland Council, the Howick Local Board and partners all working collaboratively on the development and transformation of the area. The development includes five neighbourhood centres and has a strong focus on open space, high urban design standards and environmental sustainability. Progress on infrastructure so far includes skate park facilities, playgrounds, sports fields, the

cultural lawn, pathways and riparian planting at Barry Curtis Park. A number of major road upgrades include Stancombe, Flat Bush School, and Ormiston Roads,while the Ormiston Bridge stands as a gateway to the new Ormiston Town Centre where development is well underway. The centre’s first supermarket opened in November 2015 and residential development around the town centre is underway. One new school, Ormiston Primary School has recently opened, while Ormiston Junior High

School is expected to open early in 2017. Both will help address the educational needs of the area’s growing population. More than 4500 new dwellings have been built across this wider area and more are planned. The council and the local board have been working together with developers to deliver the remaining areas of stage two residential and soon to be released stage three. The stage three-block is a strategic Special Housing Area (SHA). A design code for intensive housing developments includes minimum apartment size

T

he Ormiston Town Centre under development at Flat Bush is expected to be more than a shopping centre. Once complete the 19-hectare development will include retail, cafes, restaurants, commercial office space, medical facilities, apartments, town houses, a library with multi-use facility and an aquatic centre. Auckland Council owns 90 per cent of the town centre land and together with the local board will contribute about $220 million for transport improvements, public open space, water and wastewater, the aquatic centre and the library and multi-use facility. Based around a traditional main street, the town centre will be compact and pedestrian-friendly and have strong ties to the environment and nearby Barry Curtis Park. With the library and multi-use community facility at the heart of the centre, this $19.7 million building is currently due for completion mid-2018. The building of about 2900 square metres will involve two levels accommodating the library, a shared foyer and meeting rooms, community spaces, a gallery and arts teaching area plus performance and rehearsal spaces. As part of the new town centre, the aquatic centre on Ormiston Road will include

a 25-metre lap pool/leisure pool, a learners’ and a toddlers’ pool. Other features will be a spa pool, sauna and steam area and water play/splash features. Family rooms and changes areas will be provided, too. Other facilities will include administration offices, a kitchen and cafe and a shop. The site was chosen for its visibility, easy walking distance for nearby school students, proposed bus services and its town centre location. The area will also be landscaped around 90 car parks. Initial work in the stage one of the Ormiston Town Centre was well underway by mid 2016. A 6000 square metre Pak’nSave supermarket opened in November 2015 and an initial 63 terraced houses were expected to be completed in 2016. With the project expected to be completed between 2019 and 2021, the private sector is contributing an estimated $2.8 billion. Several developers are involved, including Todd Property which is developing the town centre, the Hugh Green Group, Howick Parklands and Green Land Investment. Importantly, this new development is handy to the Southern Motorway and amenities.

The plan is that park edge roads will overlook green fingers to enhance the feeling of open space and make the green areas safer for everyone to use. House prices – the only way is up

Statistics for the Auckland property market resemble winning – or losing – lottery ticket numbers, depending on where you stand on the housing ladder.

S

tating the obvious, property prices in our super city continue to rise and rise again resulting in the average value of a house in the Auckland region rocketing to nearly $950,000 by April 2016. By that time, the Auckland market had increased 16.5% year on year with home values 72.5% higher than the previous peak of 2007. In dollar terms that was an increase of $183k over the previous year for the average Auckland home which translated to around $626 dollars a day. The QV House Price Index showed that nationwide residential property values at April 2016 had increased 12.0% over the past year. Values rose by 2.1% over the previous three months and were 37.1% above the previous market peak of late 2007. The average value nationwide had reached $568,058. In May, the Housing Minister Dr Nick Smith confirmed that the Government had completed negotiations for housing developments on three sites in Manukau, Mt Albert and Waterview. Up to 600 apartments are planned to be built over two years on the biggest development, a 1.85ha site in Manukau Station Rd. The developments are part of the Government’s push to free up Crown land in Auckland for housing.

Under the scheme, 20 per cent of the houses must be ‘affordable’, which is defined in Auckland as less than $550,000. Dr Smith said it would be challenging to construct the new houses at an affordable rate, but he was confident it could be done. It can’t be a moment too soon as a look at recent property sales confirms. Fancy a two-bed unit in Bucklands Beach? Too late! It’s already gone – for a not-so-cool $708,000. If you had a spare $850,000 it would have secured you a three-bed brick and tile in Beachlands. And if you really wanted a Latham Ave, Pakuranga two-bed home unit in need of a makeover you could have snapped up one in May 2016 for $753,000. It comes as no surprise that new builds are the homes of choice for a growing number of Aucklanders. Keep a watch out for new dwellings consented in recognised development areas such as Flat Bush (185-194) and Hingaia (87-103). Development is also starting to accelerate in emerging development areas such as northern Tamaki, Weymouth, Otahuhu Coast and Takanini. Remember – you snooze you lose!

With Auckland property prices rising, first home buyers have been increasingly seeking assistance from some Body who can help. In the year to March 2016, $148 million was withdrawn by ANZ’s KiwiSaver members to purchase first homes, compared with just $62 million in year prior, John Body from ANZ said in May. “The average first home withdrawal by our customers last year was $18,361, compared with $10,611 in 2013... As KiwiSaver balances grow, more people are taking advantage of the option to withdraw some or all of their money to help buy a new home.” On average, ANZ first home buyers withdrew $18,361, compared with $10,611 in 2013, and the total number of withdrawals increased by 188% over the past three years, Mr Body confirmed. He added that people needed to know how the system worked so they could take full advantage of Government rules regarding first home withdrawals from KiwiSaver. “For instance, you need to have been a member of KiwiSaver for at least three years before you can make a first home withdrawal. And, people would need to regularly contribute at least 3% of their income to KiwiSaver for a minimum three years in order to qualify for a HomeStart grant. “But you really make the most of this benefit when you have been contributing for five years because the Government will potentially give you $1000 for each year you have been contributing, up to a maximum of $5000 per person. You can double that if you are looking to build your first home, subject to conditions on the purchase price of homes and income of buyers.” For more information, or to apply for a HomeStart grant, see hnzc.co.nz.

Some pain for long term gain

ising property prices aside, the overriding topic affecting Aucklanders is traffic congestion which everyone agrees is getting worse. Commuters have been pleased to see work start on new lanes on the Southern Motorway in preparation for the area’s planned growth. The NZ Transport Agency has reduced lane widths on State Highway 1 at Takanini extending south as part of work to improve motorway bottlenecks in the area. They will be in place for approximately a year to create a safe work zone while extra lanes are built. “These changes may cause some short term disruption to motorists and we wish we could avoid that, but long term there will be benefits as we create extra lanes to ease bottlenecks,” says Brett Gliddon the transport agency’s Auckland Highway manager. “By reducing the lanes we can create safe areas for the construction crews to work throughout the day, not just at night and that means they’ll get the job done much faster with less disruption to residents and motorists overall.” The changes are part of the Southern Corridor Improvements project which will eventually create a four-lane highway along Mill Road to act as a south-east alternative and bypass to the Southern Motorway. It covers the stretch of Southern Motorway from the SH20 and SH1 connection at Manukau down to Papakura in the south. The project includes additional lanes in both directions, an upgraded Takanini interchange and a 4.5km shared use pedestrian and cycle path. The $268 million project is expected to be

completed in 2018. Extra southbound lanes will be completed in early 2017 as part of the Western Ring route construction connecting Manukau and the North Shore via State Highway 20 (the Waterview tunnel) and State Highways 16 (the Northwestern) and State Highway 18, as an alternative north-south route to State Highway 1. The project is the second of four government accelerated transport projects in the Auckland region which supports current investment in the Western Ring Route and the regional connections south of Auckland. Changing land use, population growth and planned extensive housing developments have driven the project. The improvements aim to ease

congestion at several locations along the Southern Motorway to provide a more reliable trip for all road users. The Southern Corridor Improvements project include: ■■ Southbound widening to four lanes between SH20 and Hill Road and to three lanes between Hill Road and Papakura ■■ Northbound widening to three lanes from Papakura to Takanini ■■ Takanini Interchange upgrade ■■ Upgrade of 16 existing bridges and construction of six new structures ■■ New 4.5km walking and cycling path ■■ New LED lighting

Unlocking east and west In the east of the city, a major transport milestone was reached with the first-stage completion of the Auckland-Manukau Eastern Transport Initiative (AMETI) in 2104. The $1.1 billion package of projects is aimed at giving residents of the eastern suburbs greater transport choices and better connections to the rest of Auckland. The first stage of AMETI is the largest Auckland Transport construction project completed to date. Stage One included a new Panmure train and bus station, new Ellerslie-Panmure Highway bridges, along with Te Horeta Road

linking Glen Innes and Mt Wellington which was designed to take 20,000 vehicles off the route through the Panmure roundabout and local roads. It is already having benefits with a 121 per cent increase in passenger boardings at Panmure Station in the year to June 2015 and reduced traffic through Panmure roundabout. Consent applications are pending for Stage Two, which will replace Panmure roundabout with an intersection, build a new South Eastern busway linking Panmure Station with Pakuranga and create new cycle and pedestrian links between the two town centres.

T

here are many recreational facilities for young and old on the Pohutukawa Coast – Whitford through to Beachlands/Maraetai and on to Clevedon – but there’s even more on the way. A group of community representatives have undertaken the planning of more walking, cycling and horse riding trails in the Beachlands/Maraetai area. Following community feedback, the Franklin Local Board has made it a priority to plan a network of trails across the local board area. Beachlands/Maraetai is selected first for the project, and the board will work in partnership with the community to develop a greenways plan. A new group, called the Pohutukawa Coast Trails Steering Group, was established in March this year. A broad range of local interests is represented on the group, including: ■■ Pohutukawa Coast Community Association ■■ Pohutukawa Coast Rotary ■■ Pohutukawa Coast Bike Club ■■ Beachlands/Maraetai Pony Club ■■ Beachlands Maraetai & Districts Historical Society ■■ Whitford Residents & Ratepayers Association ■■ Pohutukawa Coast Sea Rescue ■■ Te Puru ■■ Franklin Local Board The group is enthusiastic about the potential for increasing the quality, number and effectiveness of trails for walking, cycling and horse riding in the area. Broadly, the aims are to ensure that locals can easily get around using pathways and also access the coastal attractions. Franklin Local Board member, Malcolm Bell, says “Beachlands/Maraetai has plenty of potential to add to the trails already in existence, with the possibility to link further west to Whitford and south to Clevedon in the future.” Community views on places to connect are sought. Growing a greener Howick

A

former dump is to undergo a major makeover to create one of the biggest new parklands in Auckland. Howick Local Board has released proposals to transform the former Greenmount Landfill site at East Tamaki into a native forest alongside leisure areas, children’s play and fitness facilities, an off-leash dog area, walking and cycling tracks and access to the summit. The 54ha site, on the corner of Harris and Smales Roads in East Tamaki, was used as a landfill by Envirowaste until 2005 and since 2006 has been undergoing managed fill operations to restore its original landform. Local Board Chair, David Collings, says the board is welcoming feedback on initial plans which will

guide a substantial and exciting new green space for local businesses and residents. “We’ve made a significant push for progress on this transformation and it’s great to see this longheld vision coming to life in these plans. “We now have a masterplan including a fantastic mix of open natural spaces and ponds with play, fitness and recreation facilities.” Mr Collings says the timeframe is subject to ongoing development of the plans and funding, but it’s envisaged the park will open in stages from 2018. As well as creating a habitat for native flora and fauna the landscape will celebrate the natural and cultural heritage of the area. It is envisaged sculpture and artwork will also be a feature.

PlEnty to Do AnD SEE At clEvEDon ScEnic RESERvE South Eastern parts of Auckland boast many fine attractions but the Clevedon Scenic Reserve is one of Manukau’s most stunning reserves, with significant natural and cultural heritage value. The 100ha reserve, and the adjoining Clevedon Stewardship Area, contain one of the few intact areas of native forest left in Manukau. The forest is home to a variety of native bird species including tui, fantail, keraru and many more. Lowland broadleaf forest is the main forest type within the reserve. Broadleaf species include taraire, puriri, kohekohe and karaka. The reserve also contains ecologically valuable stands of trees belonging to the conifer/podocarp group, as well as a viable population of king fern which is in serious decline.

The track to the summit and back down the other side takes between one and two hours, depending on fitness level. There is also an easy five-minute walk to the old Thorp Quarry site, which has a beautiful waterfall and wetland. This part of the reserve provides a boardwalk and stunning seating area for a picnic. The Taitaia Stream is the main watercourse within the reserve. It meanders from the southwest through the reserve behind Camp Sladdin. The stream heads off to the north-east where it meets with the Wairoa River. Within the bush there are many smaller unnamed streams which fluctuate depending on rainfall. The reserve is a habitat for many native insects such as weta and the puriri moth.

hile the far eastern quarter of Auckland appeals to many people, the pull of the south is also strong. That’s because there has been a resurgence of growth with the emphasis on community living – townhouses, terrace houses and apartments built around communal green spaces with excellent schools and recreation opportunities nearby. Close proximity to the Southern Motorway also makes the southern quarter and its expansion to the east extremely attractive. This direct route when completed, will offer easier access to work in the city or to the south even as far as Hamilton – improved infrastructure has already trimmed back driving time between Papakura and Te Rapa with work on the Waikato Expressway continuing. Importantly, burgeoning suburbs, particularly around Takanini, are not short of quality amenities which cover education, health, recreation, entertainment and more. And, with the Hunua Ranges nearby there is every reason to enjoy its walking and tramping tracks and to embrace a natural environment city counterparts envy. What’s more residents in these areas don’t have to travel far to reach the sea

either to the east or the west or to enjoy the green spaces, flowerbeds, trees and walkways within the Auckland Botanic Gardens at Manurewa. With an emphasis on new, affordable housing, but where opportunities also exist to buy within

New (Half) Moon to shine Travelling from eastern Auckland to the heart of the city might require taking a ferry, but it seems it also requires Bridges. In efforts to ease pressure on Auckland’s roads, Transport Minister, Simon Bridges, has marked the start of a $5.9 million upgrade to the Half Moon Bay ferry terminal. “This project is part of the Government’s commitment to providing infrastructure that delivers better integrated solutions for urban transport networks,” Mr Bridges said soon after construction began in May, 2016. Designed to improve access for passengers and make safer truck movements safer, the works are intended to result in Half Moon Bay becoming a key hub for a new east Auckland

public transport network. “The passenger ferry service provides a fast, reliable alternative route to the city and the improvements will ensure it can keep up with current and future increased demand,” Mr Bridges claims. “As well as offering better shelter from the elements for passengers, the facilities will also provide covered cycling storage and nearby bus stops to ensure the best all-weather facilities for all types of transport users.” In addition, a new park and ride facility at “nearby” Lloyd Elsmore Park will provide an extra 100 parking spaces, with a weekday bus shuttle connecting passengers to the ferry terminal, added the minister.

o matter how resplendent a modern, newly-built house may be, homeowners are bound to kick up a stink should builders’ hard work be undermined. “A new home can be easily spoiled (or soiled, for that matter!) if such tasks as installing water tanks, storm water or sanitary wastewater systems are not undertaken correctly,” Graeme Garchow, director of Drains.co explains. “As we’ve been in the business of providing a complete range of drainage solutions to builders, project managers and developers for more than a quarter of a century, our customers know that their hard work won’t be ruined!” Installing water and sewerage management systems in hundreds of homes every year, Graeme and team have been in on the ground floor of the Auckland building boom. “Serving regions across Auckland (north and south), which have become almost flooded with

Upgrade a relief Long road to ease congestion a step nearer.

T

he Redoubt Road – Mill Road upgrade in south Auckland has reached a major milestone in its planning process. Auckland Transport has recently publicly notified the northern section of the massive project taking the upgrade a step closer. The upgrade is needed to improve safety and support new housing areas, which will double traffic volumes during the next 10 to 15 years. Independent commissioners recommended in February that the designation for the land be confirmed, along with a number of conditions to manage the effects of the project. They concluded that upgrading the RedoubtMill Road corridor is necessary to relieve existing and forecast congestion, accommodate planned growth, provide for alternative modes of transport, improve traffic safety and improve the transport network’s efficiency. Good news for residents is that the commissioners found that the effects of the project can be ‘appropriately avoided, remedied or mitigated’. Measures to manage the effects include building 17m and 23m high viaducts above native bush at Puhinui Creek gully and South Mill Road gully, as well as about 22,000 square metres of native planting. Auckland Transport has accepted the commissioners’ recommendation to designate and the conditions for the project in full. The upgrade has been deemed essential as

traffic volumes are expected to double within as little as 10 years, more that the current Redoubt and Mill Roads can cope with. This is based on an estimated 10,000 new houses to be fast tracked in special housing areas under the Housing Accord in southern parts of Auckland, this includes 4,470 houses in Flat Bush, and 1,770 houses in Takanini. A further 12,000 – 14,000 houses are expected to be built in the Takanini, Opaheke, Drury and Karaka future urban zone. The strain on the roading network will be further tested by new industrial areas in Takanini and Drury south which are expected to create 6000 new jobs. The upgrade will be carried out in two phases – a northern section from State Highway 1 at Manukau to the intersection of Mill Road and Popes Road followed by the southern section from the Mill Road/Popes Road intersection to Papakura and Drury. The northern section of the Mill Road project covers the 8.9km section of the Redoubt Road-Mill Road corridor starting at SH1 on- and off-ramps on Redoubt Road running east, then south along Redoubt Road to the Redoubt Road/Mill Road intersection. From here, the corridor continues south along Mill Road, ending south of Alfriston Road near the intersection of Mill Road and Popes Road. It also includes a short section along Hollyford Drive to the north of Redoubt Road and a portion of Murphys

Road from a new intersection on Redoubt Road to Flat Bush School Road. The northern section is currently going through the notice of requirement/designation process. The improvements will include the construction of a four lane road and vastly upgraded intersections, improved public transport infrastructure and services, on-road cycle lanes and shared path facilities. There will be new footpaths on both sides of Redoubt and Murphys Road and pedestrian crossings at the Diorella/Redoubt, Hollyford/ Redoubt intersections. Auckland Transport is expected to identify the route for the second phase in the southern area beyond the Mill Rd/Popes Rd intersection sometime this year. However, any finalisation of the route will depend on the timing of release of land for housing in the Opaheke area, which could be more than 10 years away. There is therefore no intention to finalise a route in the Papakura/Drury area to be able to designate it until more certainty exists regarding potential land release for development. Before any finalisation of a route and the designation process there will be public consultation. Although Papakura District Council did some initial work to identify upgrades this has not progressed and would be considered as part of work to identify a route alignment.

However, despite careful consultation and planning, sometimes dream homes – such as a recent addition to Half Moon Bay – exceed expectation. “Considering our reputation, one of our more recent clients had confidence in our team at Solutions Architecture from the get-go,” the Pakuranga firm’s director, Mark Brown, says. “But the word ‘thrilled’ doesn’t even come close to her reaction once the home had been completed.” Solutions’ client, a professional woman with a penchant for entertaining, summed this up with: “I could not believe the house would be so good. Easy to live in, lock up and leave. I just enjoy coming home every day. This house is everything I had wished for and more!” This may seem like a glowing endorsement yet Mark says: “We expect to receive this level of satisfaction. Our clients aren’t always clear as to their precise requirements but then again, they don’t need to be. Thanks to our extensive experience, we develop homes tailored to suit their needs down to the ground.” The client’s brief included some specific features – such as a private master suite, spacious entry with room for artwork and sculptures, an in-ground plunge pool – while others were less specific, including shiny surfaces and a simple

colour palette. The result was a two-storied, modernist home. “From the outset we knew this home could be something very special,” Mr Brown explains. “It’s the sum total of all this home’s fixtures, fittings and features which really makes it pop.” From painted brick veneer and high ceilings in living spaces, to polished concrete floors with extra white oxide and white stones, no detail appears to have been overlooked. Sensor-operated night lighting (under the vanity and adjacent to the WC) even makes nocturnal visits a less glaring experience. An Eastside Nova gas fire from Living Flame sits in the lounge over a floating underlit hearth, with a substantial TV screen above. High gloss wooden panels in the kitchen contrast with white

cabinet tops, while an expansive window provides uninterrupted views onto the front courtyard, Mark explains. “Such features (and many more) form the stage, but the stars of this show are, of course, the likes of the plunge pool which completes a beautifully landscaped site. Fitting neatly into the northwest corner, the pool is directly accessible from the living area. Full height sliders open from the living/dining and kitchen areas, expanding an already spacious living space. “With its vertical foil louvres and private deck, the master suite is also special. op building companies recognise excellent talent so when GJ Gardner Homes chose Stewart Scott Cabinetry in East Tamaki to design and install kitchens in their building projects they knew the result would be exceptional. Selection of your external plaster façade can be challenging. The three dominant options in the current market are INTEGRA aac lightweight concrete, Graphex Insulated façade, or Plaster over Masonry block or brick. INTEGRA aac lightweight concrete façade – AAC (Autoclaved Aerated Concrete) is a lightweight concrete panel fixed over a cavity which includes full flashing suite, and a lamina of coatings that is complete through to the finished colour coats. Northland pine stronger! Rugby fans will know exactly why All Black legend Colin Meads was nicknamed ‘Pinetree’ – he was tall, strong, tough and had presence! And how appropriate is that? Radiata pine grown in Northland is scientifically proven to produce the strongest, stiffest and densest pine timber in New Zealand – characteristics being harnessed by award-winning Waipu sawmill, Northpine Ltd.

study conducted by the Forest Research Institute in 1991 demonstrated, in essence, that the further north in New Zealand the timber comes from, the denser and stronger it is. (See map and graph.) A further study by FRI in 1997 then showed conclusively that visual grading (ie using the NZ grading rules No1 Framing), gave different performance characteristics depending on which region the timber came from. The result showed that out of the six regions tested, only two met the actual requirements that the visual grading was designed to achieve. One of these regions is Northland. From its distribution yard in Silverdale, Northpine produces its specialist ‘Northbeam’ range of structural beams, posts and joists, including large-dimension beams and long-length and H5 treated timber. These aesthetically pleasing, high-value products are generally preferred for use in exposed areas where the natural warmth and beauty of solid wood provides visual impact and unique character to a structure. With Northbeam products, framing can be turned into a truly distinctive feature with exposed timber beams and joists. The range also provides flexibility and the opportunity to create eye-catching designs for outdoor features such as decks, gazebos or pergolas. Strength is another key characteristic of the Northbeam range, which is processed from kiln-dried timber carefully selected to ensure it is structurally strong and dimensionally stable. The result is high quality timber with structural performance that is competitive with steel or engineered wood products. In addition to the large dimension or unusual sized products regularly processed under its Northbeam range, Northpine will also consider making one-off production runs for clients at its Waipu sawmill. The complete range of standard structural components for house framing is also manufactured at the Waipu sawmill. These components, all made from Northland pine, provide the basis of what has become a growing, value-added industry. The quality of all Northpine products is rigorously tested, with structural timber graded in process and samples placed under stress to ensure each batch of timber meets New Zealand Standard requirements. Tall buildings restored in a single bound

C

edar maintenance can be a hairraising business at times! We recently refurbished a number of cedar buildings at Auckland’s Kristin School, the largest of which was a vertigo-inducing three storeys tall. Not only that, it also boasted unusual roof lines and profiles. As a result, several of Auckland’s biggest scaffolding companies refused the job because of its difficulty. But where there’s a will there’s a way. We went out and hired the biggest knuckleboom crane in the country to reach the most awkward points. Knuckleboom cranes are kind of like a cross between a weightlifter and a gymnast; super strong but also really manoeuverable. All it took then was appropriate health and safety measures – carabiners and strapping, anyone? – and up we went. The odd part of all this is that the job was a real pleasure! That’s because Kristin’s buildings have never been painted or stained. So what we were working with was beautiful, natural cedar that just needs a gentle bio wash and a deep oiling to protect it and rejuvenate its splendid looks.

So here’s a couple of tips for proud cedarhomeowners. ■■ First, we say that no timber has greater natural beauty, or will reward you more for allowing that beauty to speak for itself, than cedar. Simply have it regularly cleaned and reoiled by professionals, and you’ll have visitors ooh-ing and aah-ing over your home for years to come. ■■ Second, don’t be put off if your home is a couple of storeys high or is on a steep slope that makes access tricky. Getting to those hard-to-reach places is all in a day’s work for a pro, whether it’s with a trusty ladder or, in rare but photogenic cases, a knuckleboom crane. An expert will do it safely and quite possibly for less than you might suppose. ■■ One more tip: regular cedar maintenance tends to pay for itself. One estimate suggests that for every dollar you invest in taking care of your cedar, you’ll reap four dollars in increased value. Whether you plan to stay in your cedar home for years, or are thinking of putting it on the market some time soon, keeping it protected and looking great is a smart investment.

With more and more homes focused on open plan living, the bedroom is the one place others seldom intrude, especially when the door is shut. Style guide: making an entrance T he front entrance is usually the first thing visitors see when entering your home so it’s important that it looks welcoming and reflects the mood and style of the overall

decor. Lighting, furniture and accessories are critical. For example, a lovely mirror will draw admiring looks so, is this something that will fit your space? Today there are mirrors of many shapes, sizes and frames to suit different tastes but if you cannot find a framed mirror you like, why not create your own decorative moulding for the frame? On the other hand, also consider a painting, wall art, a group of photographs or a textile hanging to dress the walls. Just take note of the background – painted and plain may work well whereas wallpapered and patterned might be a more difficult match. However, an eye-catching wallpaper or just one feature wall – bold block colours or innovative pattern – could be a work of art in itself! A colourful floor rug can add character to the floor but pay attention to what’s underneath.

Whether choosing tiles, timber flooring or carpet, think about cleaning, non-slip qualities and the overall look you wish to achieve. If your entranceway is spacious there may be room for a sofa table adorned with vase of flowers or, perhaps, an occasional chair where visitors can sit and remove shoes. A hat stand – with hats too – or a shoe rack can be both practical and decorative but take care not to overcrowd what may be a small area. Because a foyer should be functional consider a beautiful set of key hooks, an umbrella stand or a tray/basket for mail – all are practical yet attractive. And do pay attention to good lighting and perhaps a blind or semi-sheer curtain at either side of door if glass panels allow people to peer in. If your foyer is wide enough, opt for double opening doors – so practical when moving furniture in and out. There can be a lot to think about so take time to choose carefully and talk to an interior designer, furniture specialist or another advice service if you need trend ideas.

Living the good life outdoors Kiwis love to entertain outdoors, so much so, that with every passing year, decks, patios, balconies, rooftops, and courtyards are becoming truly stylish outdoor living rooms. But, when starting with a blank canvas, there is much to consider.

T

oday’s home entertainers now look beyond a charcoal barbecue and few simple deck chairs on the back porch when friends come around to socialise. Instead they are developing beautiful alfresco lounges which may be formal, informal, lavish, simple, rustic or a tropical paradise. Comfort, shelter, outlook, privacy, ambience should all be considered; peruse design ideas before choosing a style to reflect personal ideas for relaxation. When developing such an area, take into account prevailing winds, sun, shade, views, available space and access. Also decide on underfoot materials – timber, large pavers, brick or cobbles, a combination of grass and poured concrete. If outdoor space is on a balcony or rooftop, that may have already been decided. Think about the type of furniture you prefer. Man-made rattans and wickers suites teamed with fade and weather-resistant soft cushioning are popular and can be formal or fun-loving. But if space is confined, choose carefully as some of these pieces are quite large. Quality timber units made from hardwoods

such as kwila make the cut too or opt for the ease of aluminium-framed glass or mosaic tables with matching chairs that come with weather-resistant topper pads. Remember to think about shade – awnings, sails, umbrellas can all do the job and now there are new retractable louvred roofs too. Accessories may include weather-proof rugs, colourful outdoor lights and free-standing heaters although these days permanent pizza ovens and outdoors fireplaces are both practical and aesthetically attractive.

When it comes to privacy (and sometimes warmth) think about screens, partial fences, large sculptures, potted trees and dropside curtains, but be careful to retain sun and outlook. Once decided on a plan in which the furnishings and colours are satisfying then ensure landscaping enhances the mood – choose plants wisely but be sure upkeep is manageable. Importantly, when catering for family and friends, be sure this new outdoor room is a place where there’s no need for fuss – you too deserve to enjoy the environment you have created.

Dress up your walls Wallpaper is back – stylish, decorative and textured wallcoverings have become the latest design trend, making their way into contemporary and traditional homes as part of interior design’s new decorative styling.

A

s people tire of flat, hard minimalism in their homes, there is a return to texture, pattern and personalisation, says Piers Braddock, sales and marketing manager with Aspiring Walls. We are entering an era of stronger colour and detailed design; giving a more comfortable and lived-in feel to our homes,” he says. “Wallpaper can be used as a background to enhance a space rather than take it over. Single-colour or tone-ontone textured wallpapers play a supporting role as a neutral backdrop, complementing furniture and furnishings, and adding textural interest.” Piers says a classic pattern, such as stripes, brings symmetry and balance to a space. In more simple, boxy rooms, such as an apartment or open plan living room, wallpaper works to “create” architecture. “Use wallpaper to define or visually define an area, such as an entrance, dining or sleeping zone. As well as making a feature or statement wall, wallpaper can effectively highlight architectural features such as an alcove or panel.” For those keen to totally transform a room, patterned or plain wallpaper is a versatile decorating tool that will quickly add personality and interest. Piers adds, “now that it’s modern and stylish, wallpaper provides a ‘feel good’ factor and a sense of extra ‘finish’ to any interior”. He suggests textured wallpaper can bring a real ‘touch appeal’ to walls ranging from the natural look of linen and basket-weave to suede or even leather effects. And where there are rough patches or imperfections, a textured paper can hide a multitude of sins, rather like a blemish concealer in a make-up kit. Most of today’s wallcoverings are easy-care; many are washable so that marks are quite easy to remove. For high-traffic areas in the home, a heavier weight, textured, solid vinyl paper is hardwearing and virtually maintenance-free. In addition to the massive change in character in terms of both colour and design, wallpaper has also undergone changes in application. New technology allows most wallpapers to be completely strippable, making them easier to install and remove. “You can wallpaper your home yourself – it is now much easier, with the new ready-pasted and paste-the-wall papers,” Piers says. “Investing the time to hang wallpaper yourself can be worthwhile. The mystery to paperhanging, if there is one, is patience. Alternatively, a professional installer will do it for you. Either way you will admire the finished result.” Whether choosing a plain textured paper in a white, neutral or vibrant colour; a subtle or bold

pattern; or a variety of designs for different rooms, wallpaper will add interest and style to a home’s interior. “Browse through the latest collections of wallcoverings at your nearest décor store, or talk with your interior designer,” Piers suggests. “You will be positively surprised and impressed by what is on offer.”

ADD ‘ARCHITECTURE’ Create detail with a textured or metallic paper. Don’t be afraid to use a dark, dramatic colour. Look for amazing dark pewter, charcoal or

FREQUEntly ASkED QUEStionS how do i decide whether to have wallpaper or paint? You don’t have to choose one or the other, they work well together. Some rooms in your home can be painted, others can be wallpapered – it’s up to you. Designers happily use wallpaper and paint on different walls of the same room. Most paint retailers also sell wallpaper, and usually have wallcoverings that match most paint colours on the market, so you can easily co-ordinate the two finishes. Wallpaper offers a great choice of patterns and textures; and it is a ‘one-coat process’ – when you have wallpapered, that’s it, there’s no need for a second or third ‘coat’ to get the colour right. For more space-expanding effects, bring in barely-there accessories – a chair or hall table in perspex (look for newer, smokier shades for the 1970’s look) or frosted glass; add milky glass lamp shades and shiny silver accents.

Wallpaper is definitely back on the design agenda, getting attention for new textures, modern colours and designs, and its rediscovered practicality: much like a cosmetic concealer, textured wallcoverings can hide less than perfect walls. And it can save time. It is often quicker than painting – especially as one ‘coat’ of wallpaper is all you need to cover the wall for instant colour. Wallpaper is easy-care too. Most modern papers are washable, durable and wear well.
