ockle Bay residents say they are not giving up the fight to stop the development of more than 70 apartments in the neighbourhood. At this month’s ‘Have Your Say’ meeting, several residents presented to the Howick Local Board reiterating their concerns and objections to the proposed development. The development will see an
apartment complex, with approximately 70 apartments, a swimming pool, BBQ and possibly a cafe, built on what is commonly known as the old Steward Motors site at 30 and 40 Sandspit Road. One of the residents was Matthew Brajkovich whose presentation focussed on the environmental impact, including the threat to native bird and fish species. Brajkovich’s property backs onto a stream behind Advene Road,
downstream from the proposed development. He says the stream alone is home to ‘at risk’ species the little black shag and little pied shag as well as protected species the white faced heron and kereru. He presented photographs of various sightings of these birds feeding from, and living near, the stream. He says that with a sewerage system that already struggles to cope with the waste water and run-off
from existing houses in the area, it won’t be able to service an additional 70 apartments which would have severe consequences for the biodiversity and functioning of the ecosystem. Brajkovich says construction waste, asbestos, silt, soils, sand, oils and sewerage would be washed into the fresh water, make its way onto the beaches and directly impact the survival of native species. ➤ Turn to Page 3

round 2500 students delivered a powerful haka to mark the official opening of the long-awaited Bentley Pavilion at Macleans College last week. The haka, which is written specifically for Macleans College, was used to welcome special guests including principal Steven Hargreaves, former principal Byron Bentley, Pakuranga MP Simeon Brown and Board of Trustees chair Richard Wilkie. After a waiata by the Macleans College kapa haka group and a karakia and blessing, guests were invited into the Bentley Pavilion for the very first time. The pavilion, honouring former principal Byron Bentley, overlooks the new turf, oval and the existing courts at the Macleans College sports facility on Oliver Road. It features two large changing rooms, showers, toilets and an entertainment area with a large kitchen. The site is large enough to also accommodate a boat shed for the storing of the rowing boats that belong to the school’s rowing club and storage for the grooming machinery, mowers and rollers that are required for the maintenance of the turf and cricket wicket and oval respectively. It was paid for with money raised by the Board of Trustees. Guests were treated to a musical

about are the endemic and native species. They will be displaced, their food destroyed and left to starve and/or cannot sustain themselves in the breeding season,” he says. Brajkovich says it is similar to what has happened at the Panmure Basin over the last 10 years. “The shag colony has declined from 120 to 45 birds and one species has gone for good yet council

that allow botulism to take hold killing even more animals and affecting the environment.” Brajkovich says the development would at a minimum directly affect the long-term plan to clean up Cockle Bay Beach which would in turn destroy the Cockle Bay ecosystem “beyond repair”. “Without our native species, New Zealand will no longer be special, some of New Zealand native trees will also be lost if the birds go as they have to eat the seeds to allow germination and spread the seeds,” he says. “There is no need for destruction like this for such a development and location plays a huge role in cause and effect.” An Auckland Council spokespersons says a decision on the development will not be made until all required steps in the resource consent process are complete.
Of gangsters, gamblers and showgirls With more than 100 staff and students involved in this year’s musical, Guys and Dolls the annual production at Pakuranga College, was no small affair. As one of the original Broadway classics, the show last week was packed with popular songs that have been recorded by the likes of Frank Sinatra and Vivian Blaine. The storyline of the vintage musical Guys and Dolls revolves
around a group of colourful gangsters and gamblers, missionaries and showgirls in 1950s New York City. Despite having such big shoes to fill, the lead vocalists delivered foot-tapping renditions of each musical number, ably supported by a talented cast of dancers and chorus members. The big-band sound was produced by the school’s student orchestra, with sassy brass and swing beats
that recreate the atmosphere of depression era New York. Throughout the performance, the stage was alive with talent - from the commanding presence of Angus Zeng (Sky Masterson), to the soaring vocals of Shervonne Grierson (Sarah Brown). Sloane Perkins and Jack Watchorn produced some great comedy moments in their portrayal of Miss Adelaide and the charismatic Nathan Detroit.
The cast exuded a vibrant energy and the high quality of the sound, lighting and costumes gave an overall sense of professionalism not often seen in a school production. Much of the production was run by the students themselves. Principal Michael Williams commented, “We are immensely proud of how hard everyone works each year to produce a show of such a high calibre.”
Youth Voting rolled out
Registrations are now open for the Nga Poti a-Taiohi/Youth Voting programme run by Auckland Council. The free initiative teaches students aged between 11 and 15 about local government and the importance of elections. Students will be able to vote in a mock election and compare the results to the official election outcome in October. Howick Youth Council chairperson, Jack Collins, 19, is encouraging schools to register. “A lot of young people have been saying for a long time that we should be encouraging more civics education in schools, so they feel more ready to take part once elections come around. “I think it’s great that the programme includes lessons about how local government works and how to participate in the council’s decision-making.” This year’s mock election will be held online and will include a referendum question about safe transportation around schools. Resource materials will be provided to schools that sign up for the programme and council staff will be available for classroom visits. More than 11,700 students from 56 schools took part in Youth Voting in 2016. Auckland Council general manager Democracy Services Marguerite Delbet says, “Youth Voting aims to inspire young people to become a force for positive change. We hope the students will continue the election conversation at home with their whanau, encouraging them to get involved and vote in this year’s election.” The official election will be held between Friday September 20 and Saturday October 12. Schools can register online at aucklandcouncil.govt.nz/youthvoting.

Ex-real estate king fails to return By Nick Krause
A
former real estate golden boy who had 10 branches and who last year saw his empire crumble has apparently fled to India. Gurpreet Grewal, whose company Preet & Co went into liquidation last year owing $14 million, faces criminal charges and has failed to return to New Zealand after a High Court judge allowed him to travel to India to raise funds to pay his debts, according to the Sunday Star Times. The Howick and Pakuranga Times reported on April 19 last year that Preet & Co Real Estate (PEL) and Preet & Co Rentals (PRL) had gone into liquidation owing creditors at least $14m. PEL held the franchise rights for the Harcourts’ brand for south and east Auckland for the sales arm of the business. It had 10 branches with offices in Botany, Ellerslie, Otahuhu, Howick, Manukau (two sites), Pakuranga, Papatoetoe, Meadowlands and Manurewa. Administrators — and now liquidators — Meltzer Mason were called in on November 22. A Meltzer Mason report to creditors said anomalies were discovered in the trust accounts of the Preet companies around August/September and were being investigated by the Real Estate Agents Authority (REAA). For about a month prior to the appointment of Meltzer Mason, the administrators had some involvement while Mr Grewal

worked with Harcourts and a secured creditor to see if a plan could achieve full repayment of all creditors. Ultimately, this did not occur and the administrators were brought in. Mr Grewal tried to keep a lid on things assuring the administrators he was committed to paying all creditors, adding that once the appointment of Meltzer Mason became public, the business would be “rendered useless”, the report said. The administrators say Preet & Co had traded relatively well but had expanded quickly. There was significant secured debt and the companies had significant funding requirements but were unable to secure financing “In the administrators’ assessment, the rapid expansion, coupled
with potentially overvalued acquisitions and the high level of borrowing, led to working capital deficiencies,” the report said. As at the date of appointment of Meltzer Mason, there were two secured creditors — Bank of New Zealand (first ranking) owed $10.179m and Harcourts Group (second ranking) for $1.2m. Unsecured creditors are the Inland Revenue ($2.262m), known trade creditors – Preet & Co Real Estate ($859,749) and known creditors – Preet & Co Rentals ($20,817) for a total of $14,521,951 as at November 22, 2017. The Sunday Star Times (SST) piece at the weekend said Grewal, 36, is facing charges in the district court relating to his business. The article said is also facing four charges of theft by a person in a special relationship relating to the trust account transactions. The SST reported that Grewal in February, while awaiting trial, applied unsuccessfully to the Papakura District Court to have his bail conditions amended so he could travel to India. However in March he successfully appealed a decision in the High Court and was permitted to leave NZ if he paid a surety of $10,000 to the court and return within two weeks, the SST said. “However, two months on from the arrangement being made, Grewal has not returned from India and his wife and children have also left the country,” SST reported.

No stranger to competition success, Erin was thrilled to be named the Most Outstanding Female Dancer at the recent Hip Hop International New Zealand Dance Championship held at the Vodafone Events Centre in Manukau. Erin and hip hop team Beast placed second out of more than 30 crews competing in the junior division and will now prepare to represent New Zealand at the Hip Hop International World Dance
Championships in Phoenix, Arizona, in August where they will compete against thousands of dancers from more than 50 countries. Originally from South Africa, Erin and her family moved to New Zealand when she was 2-years-old. She enjoys all forms of dance from tap to ballet, but finds hip hop the most exciting and challenging. Her ambition is to travel the world and dance alongside leading hip hop artists before eventually becoming a choreographer in her own right. Erin is inspired by Parris Goebel, the internationally-renowned choreographer, dancer and singer from east Auckland whose crew, the Royal Family, won the World Hip Hop Dance Championships three times.

Dawn Johnston: Service above self
D
el and Dawn, Dawn and Del, never one without the other for the last 52 years. That was until a much-loved Dawn Johnston passed away recently leaving long-time Rotarian Del with a huge void in his life. At a moving funeral service that celebrated her life, senior Rotarian JOHN WREN paid tribute to Dawn. Here’s an abridged version which captures the spirit of a very talented Dawn, a former model, hairdresser and devoted wife and mother, known for her selfless community service.
“
I first met Dawn a few months after she was born. Her parents were living in Christchurch, mine were in Invercargill and she was brought to Invercargill to meet her uncles and aunts and cousins. I was 10-years-old but I still remember her arrival at our home. Shortly after the end of World War II, my parents moved to Christchurch and from that point Dawn and I developed a close bond. Neither of us had brothers or sisters and, by default, we came to fill these roles in each other’s lives. My early memories of her include that of a typical younger sister. When she was 13 she was introduced to a client of her mother’s business who was a recognised petit-point and embroidery expert. She provided Dawn with the
encouragement and techniques which eventually allowed Dawn to become a recognised expert. As a teenager she exhibited work at the Christchurch winter shows and the Canterbury Royal shows where she was a regular recipient of excellence awards for handicraft. Her handcraft work is regarded as outstanding and she went on to complete many commissioned works for both local and international collectors and clients. During her teenage years she did photographic modelling for a number of local Canterbury manufacturers and was regularly used as a model for cosmetic hairdressing and clothing brands. 1976 was another watershed year for the Johnson family. I invited Del to join Rotary and we were fortunate that he accepted. Over my 40 odd years as a member of Rotary I have proposed a number of men and women as members. However my nominating Del as a member of the Rotary club of Pakuranga is the decision of which personally I am most proud of. Firstly it was a bargain; we got two for the price one. Dawn’s support of Del was outstanding. Whether she was a team player or team leader, Dawn always made outstanding contributions to her community. For example, she led a club project team in 1986 and raised
$16,000 for Polio Plus. Dawn was a foundation member of Zonta East Auckland and later was a charter member of the Inner Wheel Club of Howick, serving twice as their club president. On two occassions Inner Wheel has recognised Dawn with an honoured active award. The Rotary club of Pakuranga awarded her a Paul Harris Fellowship and some years later a sapphire pin and in in 2017 she was admitted into Rotary as an honorary member. Her ongoing interest in embroidery and petit point led to the formation of two groups of women interested in developing their own skills. Hundreds of students will have their interest in science sparked at the everpopular Science Roadshow which is being hosted by Somerville Intermediate from Wednesday May 22 to Friday May 24. It is open to all surrounding schools that have pre-booked. “Sparks” lets students grind and make observations about different metals. It is one of more than 65 hands-on exhibits designed to excite and enthuse students that is available for hands-on exploration at the Science Roadshow. Shane Kingston, manager of the Science Roadshow, says, “Visitors can also try their hand at nearly anything from lying on a bed of nails to standing inside a bubble, or measuring the amount of sugar in different drinks. In between exploring the exhibits the Science Roadshow enthrals its audiences with two live shows: Elemental Chemistry – building blocks of reactions, and On The Move – exploring the principles of force and movement. In its 31st year of operation, the Science Roadshow is touring 120 locations throughout New Zealand in both remote rural areas and city venues. More than 47,000 students from more than 500 schools are expected to visit the Science Roadshow this year. “We want all students to have early opportunities to connect with science and technology. “Having a fun, hands-on programme that is supportive of student learning, that also provides extra resources for teachers and travels into smaller and more isolated rural towns, as well as into larger cities and the various communities within, goes a long way to reducing many of the barriers to science engagement” says Ian Kennedy, Roadshow director.

Why I’m voting ‘no’ to euthanasia bill S
hortly, Parliament will debate and vote on the second reading of the End of Life Choice Bill, which is being sponsored by David Seymour, MP for Epsom. This is a conscience issue which many people hold strong opinions on. Since the first reading of this bill, I have received thousands of emails on this topic, met with many in Pakuranga who have wished to share their opinion on the issue, spoken with palliative care experts, disability advocates, doctors, lawyers, and I have sat on the select committee to hear submissions on this bill, 90 per cent of which were opposed. I want to thank and acknowledge everyone who has spent time discussing this topic with me. It is a highly emotive issue and I believe that there are many well-meaning people who hold widely differing views. I will however be voting against this bill for the following reasons. Firstly, it is clear to me that no system of euthanasia, no matter how carefully designed, can ensure the protection of the most marginalised and vulnerable in our society. This is deeply troubling to me. International precedents show that euthanasia regimes result in the involuntary death of innocent lives, often

I cannot support a law which allows the state to intentionally kill its citizens, particularly when innocent lives will be lost in the process. The potential for this particular bill to go so wrong is too big to ignore. I have also considered this issue in the context of what our doctors are saying. I join with the overwhelming majority of healthcare professionals in New Zealand – including end-of-life specialists – who oppose euthanasia. I find the New Zealand Medical Association’s comments on coercion particularly concerning: “An absolute guarantee that those who choose assisted dying are doing it voluntarily would be extremely difficult to establish in legislation and ensure in practice. Doctors are often not in a position to detect subtle coercion – as is also the case when trying to identify signs of emotional or financial abuse of elders more generally. Coercion also extends to assumptions of being a burden, giving rise to a sense of an ‘obligation’ to die.”

Finally, in a country with dire statistics relating to elder abuse, youth suicide and mental health, euthanasia is a major step backward and represents a threat to the vulnerable in our society. I understand why an individual who has lived a full life and now faces a painful death would want to be allowed to choose when they will go. But I don’t believe we can allow and celebrate that without creating a terrible side effect for many others, for whom this law would not be so benign. Instead of offering a legal avenue for suicide, we need to encourage and strengthen our families and communities to support those who are lonely and suffering. I am encouraged by the rapid developments in palliative care, which has only recently been recognised as a medical specialty. As I have engaged with this sub-sector extensively since being elected, I have only grown in my admiration for their work and belief that we must prioritise their role in enabling people to have ‘dignity in death’, not in romanticised suicide. I appreciate this is a very difficult issue and I know people have many views on this issue, and I always welcome hearing from anyone who wishes to share theirs with me.

Senior girls 7s side clinches fourth in Japan T
he Howick College Senior Girls Rugby 7s team narrowly missed out on a third placing at the Sanix Youth World Rugby Tournament in Fukuoka, Japan. Howick College achieved something of a first at the end of 2018 when they came away with two National Championship titles in both the U15 Girls and the Senior Girls Divisions at the Youthtown Condor Rugby Sevens National Secondary School Tournament. As a result of their success, the Senior Girls team was invited to play in the Sanix Youth World Rugby Tournament in Japan 2019 last month. After losing nine members of the original team, a young and inexperienced squad began training and trialling from the beginning of February. With the final selection made and after months of fundraising, the team departed on April 22 for Japan. The opening ceremony in Fukuoka, home of the Sanix Tournament, was a thrilling experience with girls 7s teams and boys 15s teams from Russia, Canada, England, Australia, South Africa, Argentina and Japan present. The Howick College girls were extremely proud to represent their coun-

try alongside the New Zealand boys team, St Peter’s College 1st XV The first day at tournament saw the team play three pool games; two against Japanese schools and one from Russia. A good win against Otemon Gakuin High School from Osaka 50-5, was a great way to start the tournament. The next game was very tight and finished with a 14-12 win against Kanto Gakuin Mutsuura High School from Kanagawa. The
final pool game, against Moscow Girls, was very physical but the team came through with a 29-0 win. Howick College finished top of their pool and headed into the semis on day two. The semis saw the team up against the Fukuoka Ladies Team, a club team that was fast and strong. Fukuoka Ladies finished on top, leaving Howick College to battle it out for 3rd and 4th place. Matsuura High School, with the lead flipping from team to team, the Japanese team finally took the 19-15 win. It was a fantastic experience for the team who were proud ambassadors for their families, school and New Zealand. Their trip saw them travel to Tokyo, Kyoto, Fukuoka and Osaka and, with the help of the Asia New Zealand Foundation, they were able to experience some of the unique Japanese culture.

I’m a parent of a student and a member of the PTA at Pakuranga Heights Primary School. After the fire on Sunday night at our local school (April 28), not only did the school lose a classroom full or supplies, children’s art work, books and supplies but also in the fire were other items that were lost - kapahaka uniforms were among one of the biggest lost items along with other things, as well as the morale of the teachers having to come back to the first day of term 2 to a tragic event. Shuffling class rooms so kids didn’t miss school and trying to operate as normal when some staff had little sleep from the night before. It’s a big thing to know that our local community stands by its schools and the staff that are raising our future generations. No response from Howick Local Board I was intrigued by the experience of Ajay Walia (Times, May 9), in particular the lack of response from (Howick Local Board chair) David Collings. I had an issue (long story) with
John pops into school Our children in Room 5 wrote letters to (war veteran) John Sato after seeing him on TV and because he is a local resident, commending him for his efforts in acknowledging the Christchurch tragedy. He wrote back to the children and came to visit them today (Monday, May 13). But more than that, I wanted to share was the messages that he conveys to the children – he is so humble and yet wrote these words in a card back to the children. So wise and so powerful.

the absence of any bus stop, in one direction only, near my home. Some years ago I contacted H & E buses, then I contacted whoever was the bus organising outfit at the time. After AT spent thousands of dollars trying to solve the problem and then promptly reversed their own action, I realised that this could be a matter where I might get support for the Local Board. In the middle of last year I sent an email to David Collings. No response, not even an automated acknowledgement. A couple of months later I wrote again. No response, not even an automated acknowledgement. Repeat towards the end of the year. You can probably guess that I had the same (lack of) result. Finally in January I sent an email to all members of the Local Board. At last, a response, from Adele White in the first instance. My query was passed on to someone at Auckland Transport. I might lose the will to live waiting for a final solution, or else the eventual completion of AMETI will finally solve the problem. I didn’t expect the Local Board to leap into action with my first message. In the wider scheme of things, this was a small matter. But I remain disgusted at the lack of even an acknowledgement of my messages. I presume that Ajay and I are not alone in problems with communication. Surely David Collings or his underlings should do better? When is the next local body election?

Cash rate cut, business as usual T
he Reserve Bank (RBNZ) has cut the official cash rate (OCR) from 1.75 per cent to 1.5 per cent and signalled another drop by late this year. It seems likely that at least some of this will pass through to lower mortgage rates. But either way, it’s a great time to be a borrower. CoreLogic senior property economist Kelvin Davidson said last Wednesday’s decision had pretty much shaped up as a 50/50 call, especially given the uncertainty
associated with it being the first under the new Monetary Policy Committee structure. “In the event, the risks of inflation undershooting the target and the labour market softening were deemed to be too large to ignore, and accordingly the official cash rate was cut by 0.25 per cent. This was the first move since a 0.25 per cent cut in November 2016,” Davidson said. The outcome last Wednesday follows hot on the heels of the
Reserve Bank of Australia (RBA) decision to hold their cash rate unchanged at 1.5 per cent. “Although they didn’t move rates, the RBA statement certainly left the door open for a cut over the coming months. A number of other central banks around the world are also striking a cautious tone at present, but haven’t actually moved yet. So in this regard, the early-moving RBNZ may get biggest bang for their buck,” he said.

The Overseas Investment Office (OIO) approved 103 applications by overseas people entitled to buy homes to live in during the first six months of new rules. Since October 22, 2018, most overseas people have not been entitled to buy a home to live in. This includes people with temporary visas, such as student, work and tourist visas. However, overseas people with New Zealand residency can apply for consent to buy a home. Stats NZ has released data showing that home transfers to people who do not hold New Zealand citizenship or a resident visa fell more than 80 per cent in the March 2019 quarter compared with the same quarter in 2018. A third of applications to the OIO for consent to buy homes were from people from the United Kingdom. The country with the secondhighest number of applications was China (20 per cent of applications), followed by the United States (8 per cent). Auckland was the top region for consents. Land Information New Zealand group manager, Overseas Investment Office, Vanessa Horne said she expects to see a continuing trend of declining numbers of overseas people buying homes – shown in the Stats NZ data – in the coming months. “There has been a time lag with settlements of agreements entered into before the new rules came into effect but it’s clear that far fewer overseas people are buying homes,
unless they have the residency visas that allow them to,” she said. The OIO is processing home to live in applications in two days on average. “We know that selling a home is a high-pressure time. We have sometimes processed applications on the same day to make sure that no house sales have been held up.” Almost half (48 percent) of approved applications have been for people who got OIO preapproval to purchase. “This shows that many people are checking first if they’re able to buy a house before they actually buy,” said Horne. The OIO is working with other agencies to share information so it can better monitor house purchases and be sure people are following the law. Since the new overseas investment rules came into effect on 22 October, OIO staff have answered more than 600 queries from conveyancers, real estate agents and the general public about the new home to live in pathway. Vanessa Horne said people now have a better understanding of the rules. “Early on, some people applied to us who didn’t need to and some people applied who did not qualify to apply.” Only people who have New Zealand residency status can buy a home to live in. Australian and Singaporean citizens are allowed to buy homes to live in because of free trade agreements with their countries.

Mo’unga converted five to make it a personal 20-point haul and reinforce the belief that in him and two times International Player of the Year Beauden Barrett, New Zealand have the best two first-fives in world rugby. Both also have the happy knack of setting up tries for others. With so much backline depth to choose from, the All Black selectors face a difficult task naming their 31-man World Cup squad. Rifles take down Pakuranga Pakuranga United Rugby Club (PURC) Premiers let a win slip through their fingers on Saturday, going down 29-19 to the College Rifles. PURC were within striking distance at 22.19 with five minutes to go in the match, PURC director of rugby Pita Alatini said. “We had our opportunities but we just didn’t take them,” Alatini said. “Going up against Waitemata this weekend, we really have to use that as a springboard into the second round (of the Auckland Premier competition).” Rifles had additional incentive knowing a loss on Saturday would have put them in the bottom eight. “They were quite desperate to win that game,” Alatini said. “We weren’t smart enough to win it but knew it was our game to take.” The Prems showed a lot of encouraging signs for the move into the second round of the competition. ndre Heimgartner teamed up with Yuya Sakamoto to race the HubAuto Corsa team’s Ferrari 488 GT3 to P2 in the Blancpain GT Asia Championship in Thailand this weekend. The weekend’s event at the Chang International Circuit was round two of the six-round Blancpain GT Asia Championship and Melbourne-based Kiwi Heimgartner, from Dannemora, plans to compete in the rest of the series as part of the HubAuto Corsa team. Over two races, Heimgartner and Sakamoto brought home a fourth position and a second position, securing the team sufficient points to move from third to second on the championship ladder with four rounds remaining. “We didn’t have a great time in qualifying as there was a track limits issue, where a lot of our fellow competitors were driving off the track and gaining a lot of time. We qualified P8 and P17 for the two races and before the first race, a competitor meeting saw a decision made to enforce the track limits during the races

which we were pleased about,” Heimgartner explained. “In race one we started eighth and charged through to fourth. I did the last stint of the race and caught up to the guys in P3 and P2 but unfortunately I couldn’t quite pull off a passing move in

We were P4 on the restart, moving up to P3 and holding on for the finish which we were really happy with – we were even happier when it turned out the car in P2 was underweight, so we moved to the second step on the podium and second in the championship points. “Overall, I am very happy with the results considering the qualifying issues and pleased to see where we are at in the points standings with the rest of the season ahead of us. “I am really looking forward to heading to Suzuka in a month’s time and to the rest of the series with HubAuto Corsa.” Heimgartner will next be ontrack as part of the Blancpain GT Asia Championship for round three at Japan’s Suzuka International Circuit across June 22-23. Before then, he will head to Winton Motor Raceway (May 24-26) and Darwin’s Hidden Valley Raceway (June 14-16) with Kelly Racing for the Virgin Australia Supercars Championship.
