Seventy apartments for Sandspit Road By THERESE HENKIN

ensions are high on Sandspit Road with the looming threat of a large-scale apartment building development opposite Howick College. A proposed redevelopment of 30 and 40 Sandspit Road, commonly known as the old Steward Motors site, will have an apartment building with approximately 70 apartments, a swimming pool, and a cafe open to the public. On Monday evening the Cockle Bay Resident’s and Ratepayers Association gathered with around

20 concerned community members to discuss the proposal. The development makes a sham of the Unitary Plan, says Cockle Bay residents and Ratepayers Association chairperson Laurie Slee. “They are doing this with very limited notification, thus restricting possible objections.” Slee says the site is currently zoned Single House Zone which means it allows for a single house on a section no smaller than 600m² according to The Auckland Unitary Plan. A criterion for the zoning is that

it is to “maintain and enhance the amenity value (that is, the quality of the present environment) of established residential areas”, he says. “The zoning therefore permits some nine houses. This complies with the zone description, which states that mutli-unit developments are not anticipated. "In contrast, the developer wishes to construct no less than 70 apartments on an area of only 5417m²,” he says. “This is despite the very debatable use by the developer of the “Integrated Residential Develop-

ment” (IRD) definition. “This definition was originally intended for only two small locations in Auckland, and that the key objectives of the classification were around retirement villages and supported residential care.” Slee says that because the development will include a swimming pool, a BBQ and possibly a café, the developer claims it should be permitted. “The application could, therefore, be something of a “Trojan horse” that impacts all of Auckland. "Any developer can aggregate

sites (as this developer already has) and seek approval,” he says. Local residents have many grounds for objections, Slee says, including traffic congestion, safety for school children from Howick College and Cockle Bay Primary, storm water issues and loss of amenity value. He says they also have concerns over compliance with the resource management act, non-compliance with height restrictions and the extensive earthworks threatening downstream watercourses and siltation of local beaches. ➤ Turn to Page 5

Sports award nominations now open Nominations are open for the annual sports awards. One of the major changes this year is that the Pakuranga United Rugby Club (PURC) is organising sports awards for the 2018 season on behalf of the Howick Local Board. The other key change is that several new categories have been included. The big awards evening is also set. It will be held Thursday April 11 at the Pakuranga United Rugby Clubrooms. Pakuranga United Rugby’s Amanda Dyason said the awards ceremony will include a buffet dinner, celebrity guest speaker and music after the awards presentation. Nominees will receive a complimentary ticket. “We’ll be endeavouring to get as many nominations as we can for the attached categories,” said Dyason. “This year we have included categories specific to our local schools as we would like to acknowledge the achievements that the schools as well as clubs and individuals are having in our community. “Nominations are not limited to clubs and schools in our area - they can also include individuals that may live in the area but belong to a club elsewhere.” These nominations will be collated and a panel including Local Board members will finalise winners from the nominations received. ndy Miller’s enduring passion for motorcycles began as a teenager. He remembers fondly his first bike at the age of 15 – a Suzuki GT250 – which he kept until he was 20. There was a big gap while travelling and with family and work commitments. The 53-year-old was busy with two years in Australia and the UK, seven in the US (where he married and had children), five years back in NZ and 10 years in Singapore before returning to NZ in 2013. He started riding again while in Singapore in 2003 and went through a selection of modern bikes including a Yamaha Fazer, BMW Rockstar, Honda CBR1000RR and KTM Superduke. “However I wanted to start restoring classic bikes and specifically those with unusual engine configurations hence the 3 cylinder Laverda Jota and the 6 cylinder Benelli,” he said. “I also have a 1972 Laverda SF750 race bike which I fully restored while in Singapore including a complete engine rebuild.” Miller has owned 13 bikes and currently owns five and it will be his third year at the Brit & Euro Classic Car Show.

Skelton: Ducks are dying like flies

ym Skelton recently pulled out three duck carcasses in different stages of decomposition from the Logan Carr Reserve in Botany. The Whitford resident, who moved from Tauranga a couple of months ago, is a part of the Bird Rescue group and says she has been inundated with calls about ducks being paralysed. “They are dying like flies all over Auckland,” says Kym on the outbreak of avian botulism killing wild ducks in their natural habitats. The mother-of-two wants more people aware of a severe case of duck botulism caused by bacteria which secretes toxin that causes ducks and other birds to become severely paralysed and either starve to death or drown when their heads go limp. It spreads via ducks and other birds ingesting the maggots on the dead carcasses of other infected birds. “It is also caused by people feeding bread to the ducks. When the bread reaches the bottom of the water body, it decomposes and creates bacteria. More so, when it is a warm period and there is no fresh water.” The 32-year-old says they are short of volunteers who would visit parks daily and collect any sick or paralysed ducks to be taken to bird rescue in Green Bay. “Sometimes it is a challenge to catch these ducks as some of them go limp in the middle of the swamp. You have to think of strategies of how to pull them out and sometime use a kayak or a dingy.” Time is critical as the ducks die within roughly 24 hours from the onset of botulism and every dead duck result in many more being paralysed. bag. She then uses a syringe and a pipe to inject electrolytes into the duck’s throat, making sure that the pipe reaches the stomach. She then gently immerses the Peking duck in a tub filled with water, to help the sick duck cool off. She worries as a pool of lice surfaces in the water. “I was called by a lady who has Peking ducks in a private pond saying that she has already lost six to seven ducks and doesn’t know what is happening to them,” says the bird rescuer who works with volun-

Botany needs better public transport to the Airport

believe the time is fast approaching to turn Te Irirangi Drive into a proper public transport link. Such a move would reduce congestion and make it easier for local commuters to get to and from their destinations. As the MP for Botany I’m glad the Government has agreed to working with me toward building a public transport link from Auckland Airport to Botany as part of its wider transport strategy.

Getting a busway running along Te Irirangi Drive is an important issue for the Botany electorate. It’s something I intend to focus on, along with establishing more public transport options for our community. I recently raised the subject of public transport links between Auckland Airport and Botany during question time in Parliament. In response to a question I asked, Transport Minister Phil Twyford said work is under way to look at the possibility of extending a rapid transit service that would connect Auckland Airport with Manukau, Puhinui, and up through Flat Bush to Botany. He said he hopes that’s something the Government will get up and running in the coming years and he will work with me to progress these plans. As the populations of Botany and Flat Bush continue to expand in the future, it is vital the necessary transport infrastructure is created to accommodate commuters. So many local motorists will be sick of staring at the brake lights of the cars in front of them each day while they drive to and from work or their children’s schools. I’m keen to work with the Government to address this problem locally and transform Te Irirangi Drive so it can become an efficient arterial link between east and south Auckland.Creating a much-needed busway along Te Irirangi Drive would encourage more people to get out of their

cars and onto public transport, freeing up the roads and making life easier for frustrated commuters. Jami-Lee Ross, MP for Botany Auckland Transport (AT) spokesperson Ben Levesque says: AT is currently working on the Airport to Botany Rapid Transit project, which is part of the wider Southwest Gateway programme, in collaboration with the NZ Transport Agency and Auckland Airport. The first stage of Airport to Botany Rapid Transit involves the upgrade of the Puhinui Station to an interchange that connects rail services with new, fast, frequent bus services to the Airport and Manukau – this is expected to be completed by early 2021. The second stage of Airport to Botany Rapid Transit is to create a new Rapid Transit Network (RTN) route from Botany to the airport, via Manukau, and the Puhinui Station interchange. The project is still in early stages of investigation and the type of vehicle for this rapid transit has not yet been decided. Mr Ross has been a member of the AMETI forum, which includes a number of politicians and key stakeholders. We welcome

Netball squad Five local students have been named in a squad of 22 players named by Netball New Zealand from which the 2019 New Zealand Secondary Schools (NZSS) team will be chosen. The Emerging Talent Selection Panel has confirmed the squad which was selected from a number of NZ age-group tournaments and camps. A NZSS team will be selected from the squad by the end of April. Leehava Saverio and Nanise Waqaira from Howick College are in the squad of 22 as are Jasleen Singh, Jaymie Kolose and Lisa Putt from Saint Kentigern College. xperienced theatre and screen director Mary Gray has gathered a talented cast for this delightful set of four playlets, all set in a ‘California Suite’ in Los Angeles.

From lights up, the set and decor by designers Pat Hudson, Anna Baird, Laurie Mills reveals a very believable 1970s hotel suite with bedroom and living divided by an imaginary wall. Bob Gray’s lighting is subtle and effective throughout the different scenes. All four ‘sets’ of visitors to this hotel suite present a distinct contrast, with excellent comic timing, bringing Neil Simon’s witty and often ascerbic lines to life. It’s hard to pinpoint any one actor as more outstanding. The opening pair (played by Fiona Hall and David Steadman), are a divorced couple meeting to discuss their teenage daughter’s

future. It’s a slick and funny performance with well-timed banter and a few unexpectedly tender moments. The Philadelphia husband, played almost manically by AJ Johnson, evokes a huge audience reaction in his panic at finding a hooker in his bed minutes before his wife (Bess Brookes) is due and keeping up the pace and slapstick when she arrives. Anne Kendall as the comatose body in the bed is brilliant. In the contrasting English couple’s story, Tracey Holdsworth gives a stellar performance as the thwarted Oscar nominee, dreading the ceremony, and coping with the aftermath and her sweet ‘token’ husband, played sensitively by Tim Skinner. Finally, there’s an almost farcical chaotic scene, with two couples coping with injuries and over-exposure to one another on a holiday fraught with arguments. Big year ahead for BBAFC By Andy Pullar

T

his year is shaping up to be a very exciting year of football at Bucklands Beach AFC. The Men’s First team will compete in the NRFL Division One competition for the first time in the club’s history. Newly appointed coach Rudy Mozr is champing at the bit and working hard to get the boys ready for the new season. In addition to this, our Women’s First team will compete in AFF Division One, again the highest level in the club’s history. Coach Joanna Watkinson is equally as excited with the challenge and is looking forward to the season ahead. New appointed Director of Football Sander Waterland has been working very hard in the off season and has secured a team of fantastic coaches to develop our youth and to take the club forward. This season it is an AFF stipulation that all coaches have the correct qualifications for the top grades. All BBAFC AFF youth teams, boys and girls, from 9th grade to 17th grade will have a suitably qualified coach to further develop their football skills and knowledge. Our coaching line-up makes for some impressive reading. Rudy Mozr, originally from the Czech Republic, has a UEFA A Licence making him one of the highest qualified coaches in the competition. Rudy also has a strong desire to work with the youth players at BBAFC and demonstrate that there is a clear pathway from youth to senior football. Rudy will be ably assisted by Babek Shahbazpour,

who holds a JL3 licence and will also coach the club’s 12th grade Premier team. Josh Dobson, who has recently been on his C Licence course, is back as the Men’s Reserve team coach and will look to build on last year’s support of the first team. Veteran Wayne Mackenzie returns to take the reins of the U19 men.

Sander Waterland, our Director of Football, will take the 13th grade Metro team, his second season with this group. Sander has a UEFA B licence and will lace up his boots for the First Team. A club favourite, Charlie Hunn, will be kept very busy this season coaching the 10th grade boys team,

14th Metro, and 17th Metro teams. Charlie has his JL3 and C Licence, making him one of the highest qualified coaches at the club. There are also rumours that he’ll be putting the boots on himself! Gareth Martin, JL3, returns to the club coaching the 11th grade Premier team. Caleb Ward is new

to the club and is an AFF coach, he has his JL3 and C Licence and will coach the boys 9th grade and 15th grade teams. In the girls’ space, Joanna Watkinson, C Licence, will take the Women’s First team and the 16th grade girls Premier team. Emily Gillion, fresh from her stint in the AFF Futsal team, will take the 14th grade Girls Premier team. Emily has also recently been on her C Licence course. Rounding off the coaching panel is Dylan Manickum who coaches in our Youth Academy. Dylan plays for Auckland City and is the all time top goal scorer for the Futsal Whites. Not only are these coaches of a high calibre but they are also great role models for our youth. Almost all our coaches have teaching degrees or sport and recreation degrees which helps the coaching. We are confident that we have assembled a fantastic, qualified, coaching team that the club is very proud of. As always, the cornerstone of our club is built on the fantastic base of volunteers that we have at BBAFC. $20m for Botany Downs Secondary College Leaky buildings at Botany Downs Secondary College will be repaired, with a Government investment of $20 million, Education Minister Chris Hipkins announced this week. Hipkins made the announcement at the College on Tuesday. The money will pay to fix weathertightness problems across the school campus. “Students learn best in in high-quality classrooms. This investment will ensure students of Botany Downs can study in warm, dry

teaching spaces, as they fully deserve to,” Hipkins said. The project will repair weathertighness issues, undertaking re-roofing and cladding work on buildings that contain 70 of the 84 teaching spaces at the decile 9 school of more than 1800 students. Temporary teaching spaces will be provided to ensure student learning is not disrupted during the project. Planning for the project is already underway and work will be staged over several years to minimise disruption

Fruit fly search is on Biosecurity operations to try and establish the prevalence of the fruit fly pest in parts of Auckland have spilled from Otara into the Flat Bush and East Tamaki areas. The Ministry of Primary Industries has set up controlled areas after the discovery of three single male Queensland fruit flies in separate surveillance traps on the North Shore and two single male Facialis fruit flies which were found in separate surveillance traps in Otara. To manage the fruit flies that have been found, Controlled

Area Notices (CAN) has been issued for all three suburbs. This restricts the movement of certain fruit and vegetables out of the Controlled Area to help prevent the spread of any fruit flies if any are present. A man is in critical condition after being hit by a car in Highland Park. Police confirmed they were called to the scene on Aviemore Drive at 11.40am yesterday. The pedestrian, an elderly man, was taken to Auckland City Hospital. The Serious Crash Unit was examining the scene. A section of Aviemore Drive was closed near the intersection with Highland Park Drive, while the scene examination took place. Residents said they saw the Westpac Helicopter in attendance. The road was closed for several hours.

1067 vehicles line up for car show Now in its fourth year, the annual Auckland Brit & Euro Classic Car Show is one of east Auckland’s largest free community events. With 1067 classic cars and motorcycles planned for display on Sunday, March 3, about 10,000 members of the public are expected. The classic car show had its origins with the Auckland Jaguar Drivers Club. Laurie Hayward and other club members from 2013 canvassed some clubs for a proposed British Classic Car Show. Soon after Howick resident Rev Dr Richard Waugh organised a small car display at Lloyd Elsmore Park for the 60th anniversary of the Jaguar Mk VIIM, a four-door luxury car produced by Jaguar Cars of Coventry from 1951 to 1956. Richard and Laurie quickly determined that Lloyd Elsmore Park was an ideal venue, with cars displayed on the tree-lined grassy avenues near the Howick Historical Village. The first event was held in March 2016 with 440 cars and every year since the display numbers have increased. Distinctives affirmed early on

I was disgusted to see a full page letter from (Botany MP) Mr (Jami-Lee) Ross who is blaming his illness on his behaviour. It wasn’t the last few months he was out of sorts, but was actually covering up his affairs in Parliament over several years. I also have an illness but don’t carry on with disgusting behaviour and then attack National who gave him time off to recover at our expense. Don’t stay in Parliament to represent Botany as a large number of voters would disagree with your letter. I would suggest a by-election should have been held. Anyone else would be sacked. You now have no say in parliament and therefore Botany has no representation.

Aussies have it right

As much as we don’t like it when the Australian Government sends criminals back here, because they were originally from NZ even if they left here as a child, you have to give them top marks for using a smart bit of legislation to get rid of their unwanted criminals. Would we really be too upset if it was discovered convicted murderers and rapists such as Malcolm Rewa or Paul Russell Wilson (aka Paul Pounamu Tainui) was actually born in Australia and our Government used such a law to evict them back to Aussie instead of staying here, and probably spending the rest of their lives re-offending at our expense. Would this really upset us too much?

ollowing the weekend’s announcement from Housing and Urban Development Minister Phil Twyford, the Real Estate Institute of New Zealand (REINZ) is calling for the Government to consider providing landlords with financial support to help meet the costs of complying with the new healthy homes standards to make rental properties warmer and drier. REINZ is supportive of the proposed healthy homes standards, but this needs to be implemented in a way that finds a balance for landlords rather than causing them to withdraw from the market given the raft of legislative changes currently in the market. Bindi Norwell, chief executive at REINZ says: “REINZ welcomes the announcement from the Housing and Urban Development Minister yesterday (Sunday) around the healthy homes standards. It’s shocking to think about the sheer number of Kiwis that live in subpar housing and get sick as a result of cold/damp homes. We applaud the Minister for introducing these new measures to help make rental homes healthier for tenants. “However, we would like to see these changes introduced in a way that achieves a balance rather than causing landlords additional costs which are likely to then be passed on to tenants in the form of rent increases. If the Government can help offset some of the cost to private landlords via subsidies or

access to discounted pricing, this would likely be a deterrent from putting up rents and could reduce any disincentives for private landlords to leave the market thereby further reducing rental stock,” continues Norwell. REINZ would also like to see an exemption from the need for bathroom extractor fans for landlords who fit bathrooms with a showersteam dome. “Shower-steam domes can be cheaper and quicker to install than an extractor fan and don’t require a registered electrician for installation. They also don’t have an ongoing cost from a tenant’s per-

spective. Therefore, we would like the Housing and Urban Development Authority to consider providing an exemption for landlords who install a shower-steam dome as they are considered an extremely effective form of containing shower moisture which is the main cause of mould and dampness in bathrooms,” says Norwell. REINZ also echoes concerns made by the New Zealand Green Building Council that Housing New Zealand homes have an additional two years to meet the new standards. “Yesterday’s announcements will do a great deal to improve the private rental stock, however, surely

the Government should have to meet the same deadlines as private landlords? We don’t think this is an unreasonable expectation,” says Norwell. “Finally, we welcome the Minister’s announcement that online tools will be published later in the year for landlords and tenants to determine the heating requirements for their living room and that landlords and tenants will not have to measure temperatures inside the home. We also look forward to the guidance that will be available for complying with other aspects of the standards. This will be essential information for our property man-

agers to ensure they communicate the appropriate requirements with landlords and tenants while the standards are implemented.” The NZ Property Investors Federation is supportive of quality standards in rental properties, fully supporting the Minimum Standards legislation of 2016. However, tenants ultimately pay for these improvements so they need to be cost effective. Two parts of the Healthy Homes Standards don’t meet this requirement. While the NZPIF support compulsory insulation in rentals, topping up existing insulation provides very little improvement for tenants but costs almost the same as installing completely new insulation. The NZPIF supports fixed heating in rentals. Heat pumps are a great source of heating for some tenants and the NZPIF has arrangements with suppliers to help members provide these tenants with heat pumps. However, they are expensive to buy, install, maintain and replace so will increase rental prices by around $15pw. This means tenants who do not want and will not use a heat pump will still be paying for it through higher rent. While the NZPIF was supportive of compulsory heating in rentals, allowing cheaper but less energy efficient heaters would not require rental price increases and would give tenants greater choice in how they live in their home.

The cabinetry is white Jag Acrylic Gloss, the perfect blank canvas for the red accents Noeline has dotted around the kitchen. The handles sit on top of the drawers and doors giving it a Scandinavian minimalist look. The 30mm polished stone benchtop is a real feature in the kitchen and contrasts well with the low grey marble look laminate table extension. “The table extension was

something we had in our old kitchen and we loved that it was at table height, so we could use it as a dining table,” says Noeline. Noeline says Frances put lots of thought into the layout and focussed on maximising existing space. he new healthy homes standards to make rental properties warmer and drier were announced by Housing and Urban Development Minister Phil Twyford at the weekend. The standards set minimum requirements for heating, insulation, ventilation, moisture and drainage, and draught stopping in residential rental properties. They reflect feedback from a wide range of public health experts, stakeholders including landlords, tenants and building experts. Twyford said making sure all New Zealanders had warm, dry homes was one of the most important public health changes the Government could make. “Nearly 600,000 households rent in New Zealand, and our rental stock is of poorer quality than owner-occupied homes. It’s estimated about 200,000 families live in rental homes that do not have ceiling or underfloor insulation. “The Ministry of Health says 6000 children are admitted each year for ‘housing-sensitive hospitalisations’. These children have been found to be nearly

four times more likely to be rehospitalised and 10 times more likely to die in the following 10 years. We cannot continue to accept this.” The new standards go a long way toward making rental homes healthier for tenants: ■■ All rental homes will be required to have a heater that can heat the main living area to 18oC. ■■ Rental homes must have ceiling and underfloor insulation that either meets the 2008 Building Code insulation standard, or (for existing ceiling insulation) has a minimum thickness of 120mm. ■■ Rental homes will also be drier under these changes as kitchens and bathrooms will have to have extraction fans or range hoods. ■■ Where rental homes have an enclosed subfloor space property owners will need to install a ground moisture barrier to stop moisture rising into the home. ■■ The standards also reinforce existing law that says landlords must have adequate drainage and guttering to prevent water entering the home. ■■ Draughts that make a home

harder to heat will have to be blocked. “The standards are pragmatic, enduring and don’t impose an unreasonable burden on landlords and industry while being mindful that renters need to have warmer and drier homes as soon as possible,” Twyford says. The next step is for the standards to be drafted in regulations and approved by Cabinet. The regulations will become law by mid-2019.

Compliance timeline for the new standards: ■■ 1 July 2021 – From this date, private landlords must ensure that their rental properties comply with the healthy home standards within 90 days of any new tenancy. ■■ 1 July 2021 – All boarding houses must comply with the healthy home standards. ■■ 1 July 2023 – All Housing New Zealand houses and registered Community Housing Providers houses must comply with the healthy home standards. ■■ 1 July 2024 – All rental homes must comply with the healthy home standards.

espite strong competition, Sarah Hirini’s unbeaten Black Ferns Sevens deservedly won 2018 Team of the Year honours at the recent Halberg Awards. They are a crackerjack team who have overcome the disappointment of a silver medal at the 2016 Rio Olympics to maintain an incredible winning streak since Kelly Brazier’s long distance try struck gold in last year’s Commonwealth Games final against Australia on the Gold Coast. That they have maintained the Midas Touch without injured Northland superstar Portia Woodman says much for their ability and teamwork under the superb captaincy of Hirini (nee Goss), with Taranaki speedster Michaela Blyde taking over Woodman’s mantle as the world’s best player. There are other stars like Tyla Nathan-Wong, Ruby Tui, Gayle Broughton, Niall Williams and Stacey Waaka who have shone brightly but it is mainly the team ethic that has brought them such success. Quick and vigorous at the

breakdown, they tackle like demons and spread the ball wide with accurate passing to speedsters Blyde, Woodman and Waaka. What makes speedy veteran Woodman so remarkable when fit and healthy is she is a powerful scrummager yet still has the energy and pace to score long-range tries out wide. Norton shoots a magical 60 at Waikare By NICK KRAUSE Gary Norton experienced a rare bit of magic on Valentine’s Day, smack bang in the middle of Chinese New Year. Norton, a member of the Whitford Golf Club, shot an incredible round of 60 at the Waikare Golf Club in Te Kauwhata in the Waikato. He narrowly missed out on the mythycal sub-60 when he bogeyed one hole (the 18th, the last of his outward nine holes where he hit a 5) . A fellow player called it a “fabulous achievement – not many golfers on the planet get to shoot 60”.

Norton has played the Waikare course for several years. His previous best anywhere was a 67 “shot a few years back”. On the day played his best golf ever for the round of, the second place-getter hit a 75. His February 14 effort still leaves him tingling. “It was one of those days,” he said. “When I got to 7-under I knew I was well ahead of my best score.” “The holes that I want to attack don’t normally come off but on this day everything came together,” said Norton. The brilliant round has sliced his golfing handicap from 4 to 2.6 which is “going to take a bit of

ore than 6000 people turned up for New Zealand’s biggest day of polo over the weekend. The annual Land Rover New Zealand Polo Open was held on Saturday at Clevedon’s picturesque Fisher Field. The sun came out, as did the punters in their best finery, to watch three quality games of polo, which this year celebrated the involvement of international players from the UK, Argentina, South Africa and Australia alongside New Zealand’s top Polo players. Tiger Polo won the coveted title of the Land Rover New Zealand Polo Open, in an action packed final against Semco PDL. The Land Rover New Zealand Polo Open is the Southern Hemisphere’s most prestigious and competitive polo championship and today marked the culmination of a week of competitive tournament play, to decide the finals day play off positions. This was the first day in 42 years finals day of the open has been held on a Saturday and the lively crowd soaked up the atmosphere all day, with the George FM Afterparty kicking into gear as the polo ended.
