‘Somebody’s going to get killed here’ By SCOTT YEOMAN
W
hen the Times visited the scene of a minor, single car crash on Cascades Rd in Botany last week, it found residents angry, scared and desperate for action. A white van had lost control negotiating the roundabout on the corner of Aviemore Dr and Cascades Rd. The vehicle left the road, crossed the footpath and came to a stop, on its side, just metres from a house.
The driver of the van appeared unhurt and, apart from some damage to the lawn of the house, the consequences of the crash seemed minor. But an anxious-looking woman was walking up and down the footpath as police spoke to the driver. “In the past few months, lots of accidents have happened on this road,” the mother-of-two, who did not want to be named, explained later. Her letterbox had been replaced

just days before, she said, after it was destroyed by a car that veered onto her property three weeks earlier. Her husband’s car had been smashed three times while parked in the driveway and another car put a dent in their garage door after it too lost control. She said they had only been living in the house for eight months and already she had seen enough to ban her kids – boys, aged 10 and 5 – from playing in the front. And so a trampoline sits unused
on the front lawn. “Kids can’t play on this road, simple. It’s quite scary,” she said. The woman has contacted Auckland Council several times to report the accidents and has asked for something to be done. She has also asked for a sign to be put up by the roundabout. “But nothing is happening,” she said. ne of the country’s foremost contemporary art critics regards the Uxbridge Arts and Culture Centre’s annual Estuary Art Awards as “exciting and never predictable”. Announcing the winners at a function at the newly-opened Malcolm Smith Gallery last week’ Jon Bywater said he was excited by the richness of the diversity assembled. Uxbridge is celebrating the awards’ 10th anniversary this year. It’s the only contemporary art prize in New Zealand with ecology at its core, gallery curator Balamohan Shingade says. When it was started 10 years ago it reflected an academic interest in water bodies which resulted in looking to the then seriously polluted Tamaki Estuary. But over the years more innovative and experimental thoughtful work has been submitted. Mr Bywater said: “One thing that’s important to me is the different potentials for art. The winner surprised me the most, showing that while it’s clear that the ecological value of the Tamaki Estuary waterway matters to everyone, it also matters to each of us differently.” His surprise and delight is reflected in the top place-getters’ works which include a high definition video, a sound work, a photogram and a traditional oil on canvas. Winning work by Emily Parr was an HD video, Te Wai Mokoia (the Tamaki Estuary), relating ecology through a korero between a kuia and her whangai daughter, both long-term residents of Glen Innes. He said he was a member of the Tamaki Estuary Pollution Control Group formed by the then Auckland City, Manukau City and Auckland Regional Councils in the wake of the ICI fire in Carbine Road which created run-off into the estuary. “Today the biggest concern is heavy metals, E.coli and plastic. Fashion chain stores shut down By Nick Krause

ocal fashion stores Valleygirl and sister company Temt have closed. Although the outlets at Botany Town Centre were opened as usual on Monday morning – albeit with next to no stock in the stores - by 1pm they were both shut. A sign in both shops reads: “Valleygirl New Zealand Limited was placed into receivership on 26 July 2016 and this store has now closed.” People are directed to put their queries to McGrathNicol’s Mark Brooks. Conor McElhinney and William Black of McGrathNicol were appointed receivers and managers of the women’s fashion and apparel retailer, Valleygirl New Zealand, last Tuesday - July 26. The company traded under the Valleygirl and Temt brands at 31 stores throughout the country, supported by approximately 160 employees. The company had already been placed into voluntary administration by its director, Hana Ma, on July 22. Receiver Conor McElhinney said in a media statement on Monday that “after undertaking a detailed assessment following our appointment, it has become apparent that the company is unable to continue to trade due to its financial position and stock levels. “Consequently, we have had to close all Valleygirl and Temt stores today, other than the Queen Street store. We can confirm that

all staff will be paid their wages for the period worked since the company was placed into voluntary administration on July 22; staff were paid on Friday for July 22 to 26 inclusive,” he said. The New Zealand Companies Office lists Hana Ma of Northcote as director of the company and Hyuk Sang Ma of the same address as the sole shareholder. Hana Ma’s profile on businessoriented social networking platform LinkedIn identifies him as
Planning rule book opened Recommendations on the proposed Auckland Unitary Plan (PAUP) can now be viewed by the public on Auckland Council’s website. The Independent Hearings Panel, which listened to 13,000 public submissions and looked at 10,000 pieces of evidence over 249 days of hearings over the past two years, delivered
the reports containing its recommendations last week. Judge David Kirkpatrick, who chaired the panel, says the purpose was to hear the many voices of Aucklanders who submitted on the PAUP and recommend a plan that would serve Auckland well as it faces the challenges of the next 10 years and beyond.
Decisions on the Panel’s recommendations will be made by the council in meetings open to the public from August 10-18. The meetings will be available for viewing on the council’s live streaming service. The council’s decisions must be based on the Panel’s final reports, recommendations and

Howick & Eastern bus has been filmed running a red traffic light at a busy intersection in Panmure. The four second video – uploaded to Facebook and seen by the Times – shows a bus going through traffic lights on Church Crescent towards Panmure, despite the green crossing light being clearly alight and buzzing. The red traffic lights for the other side of the road are also alight before the bus crosses. The video was shot by Pakuranga’s Paul Stirling who, while cycling home from work on Wednesday last week, decided to record the indiscretion. Mr Stirling was waiting to cross the road just before 5pm when he saw a bus approaching the lights. “The bus had plenty of time to stop before it went red and the crossing light turned green,” he said. “It was clear the bus was not slowing down.” The video has generated some angry comments on Facebook. One person responded to it by saying: “I think this should be reported not just to the company but to the Police. I can’t get over how DANGEROUS this is.” The Times approached both Howick & Eastern Buses and Auckland Transport (AT) for comment, sharing the video and concerns with them.

Almost two days later, Howick & Eastern Buses had still not provided a response by deadline. A spokesman for AT said the organisation expects all bus drivers to obey the road rules and it does not condone red light running. “Red light running or breaking any traffic rule is not acceptable and we have taken that up with the bus operator.” However, he said the video is “inconclusive” as “it is not showing the driver’s perspective”. “Our operator has checked the bus computer and the driver was doing a consistent 36km/h through the intersection. “This is a very long intersection – approximately 70 metres – so we are checking the light phasing to make sure there is enough time for a vehicle to stop safely when the light changes to orange.”
Mr Stirling bikes to work most days through the Panmure Basin to Mt Wellington. He uses the Rotary Track but has to cross Lagoon Drive and Church Crescent to get to the Basin and back. Opting for the team approach By Marianne Kelly Encouraged by the cohesive and productive way the Howick Local Board has operated throughout its current term, John Spiller is opting to run on a team ticket in the upcoming local body elections. He scored second place as an Independent candidate in the last local board election and this year will run with the Vision & Voice team for the Howick subdivision. It’s not the first time Mr Spiller has run on a team ticket. After a stint on the former Howick Community Board between 1995 and 2007, he ran on the C&R (Citizens and Ratepayers) ticket when he made a come-back on the newly-formed Howick Local Board in 2010. “I have campaigned with groups in the past,” he says. “But I ran independently last time and last term I felt the board worked cohesively and productively. “An opportunity came to join Vision & Voice and I thought it would be good for both parties, that I could bring something to them. It felt a positive thing for me to join the group. I’ve worked well with the V&V members. I’ve spent time with the other two [Howick subdivision candidates, Adele White and David Ellery] and we share
the same aspirations.” Mr Spiller says his personal focus and strength is working with local people and the job ahead is seeing through projects already underway. He’s followed his special interests leading the parks and open spaces and the environment portfolio. And, he says, development of sports facilities are close to his heart. “I’d like to see the completion of the Barry Curtis Park sports fields,” he says. “Developing greenways and walkways in reserves and parks is important to me. I would like to see them connected more together to form continuous links.” His special affection is reserved for the Mangemangeroa Reserve in Somerville Road where he is an active volunteer with members of the Friends of Mangemangeroa (FOM). “It’s an ongoing development and its great working with the ‘friends’ committee in liaison with the local board.” He is also enthused by the strong support of Somerville Intermediate School. It operates a propagation unit using eco-seeds sourced from the reserve, under the leadership of [principal] David Ellery who is a running partner in the Vision & Voice team for the Howick subdivision.

But, he says he’s “very” enthusiastic to have another go. “It reflects the level of commitment and my passion to become part of the local board,” Mr Ellery, who is standing on the Vision & Voice team ticket, says. “I believe I bring a fresh perspective and vigour. A lot of good stuff has already been done and I would like to help build on that.” He reflects on 20 years experience working with the community establishing Somerville Intermediate and the skills he has attained. “Howick is just the best place to live, but we have to look for a better best.” His personal interests, as a principal, are for the community’s youth “and I am passionate about being mindful of them”. “The Mangemangeroa Reserve school propagation unit is a good example of our school’s involvement and link with the community. We’ve propagated seeds for the last 15 years. It’s awe-inspiring to see the result of the kids’ work. Bushes and trees are starting to mature. It’s a wonderful community resource and every day I see people using it.” Auckland is in a growing phase

and is going to change, and Howick will grow with it, Mr Ellery says. “All the signals are there. We’ve got to be prepared for that growth and think strategically about facilities, such as parks, walkways, cycleways, recreational areas. Safety is also a big priority.” He’s enthusiastic about the power of collaboration and the ideas that people in the community have. “It’s a matter of getting those ideas together and then following a rigorous process to decide where to focus our energies. I see collaboration with the wider community is so powerful. People have fantastic ideas.” The board’s deputy-chair Adele White is taking another tilt at the election on the Vision & Voice ticket because, she says, “it feels right to stand again”.

“My passion is still with the Howick community and I enjoy the board work.” If re-elected, she says she would like to look into the council’s procurement spending on projects, works and repairs. “I believe that more of the work should be given to local businesses.” Having completed a plan for the Pakuranga Town Centre, she says she is looking forward to being part of creating a plan for Howick village which will give some longterm strategic direction. “We need to look at the bigger picture and I look forward to being part of that.” She says she has enjoyed leading the board’s arts, culture and events portfolio and is looking forward to developing new events.

The Howick Village Association began a series of breakfasts to introduce candidates to our many members and associates. The first breakfast, held at the Howick RSA, was on Tuesday July 12 and went down very well indeed. A large group enjoyed a fabulous breakfast before being addressed by Auckland mayoral candidates Phil Goff and Vic Crone. Both of them put forward their plans and policies for Auckland City if they should win the looming local body elections. The next in the breakfast series is on Tuesday, August 9 with another mayoral candidate, Mark Thomas, and

CHILDHOOD ASTHMA The NZ Health Survey in 2007 found in the two to fourteen year old age group that one in seven children in NZ have asthma. Just under fifteen percent of children! Of these children three quarters have intermittent wheezing which means the child may wheeze for a few days but have no wheeze for at least 6 to 8 weeks between attacks. Five to ten percent of children have a more persistent wheeze and this group of asthmatic children need to be on an asthma preventor medication (these children have symptoms most days). All patients with asthma ideally need to work out what their triggers to having asthma are; common ones include exposure to cigarette smoke, being allergic to dust mites, cats, pollens, grass, upper respiratory tract infections, exposure to cold air or mould, exercise or childhood stress. Having a symptom diary is often a useful way of working out what ones’ triggers are. Avoiding the triggers can help. In winter we see a surge in presentation of children with asthma. Knowing what symptom signs to look for if the asthma is getting worse is vital for the family. An asthma action plan is a good way to guide care in the individual. The flu vaccine is available and recommended for patients with asthma especially if the child or adult is on a preventor medication for their asthma. Discussion with your GP first would be advisable. Ready to tackle the challenging projects By Farida Master
T
he newly appointed District Governor of Rotary District 9920 Roger Harvey’s diary is chockablock with changeover ceremonies. Mr Harvey, along with his wife Georgie, have spent the last few weeks rushing from one Rotary Club to another inspiring Rotarians to take on challenging projects to help humanity. The Times met the newly appointed Rotary club presidents in east Auckland to find out what projects they are taking on this Rotary year.

For a relatively new club in the south east Auckland area, we have hit the ground running. For the 2016-2017 year our club will be running our annual fun run/walk which has doubled in size each year. Last year we had over 500 runners and walkers from the Highbrook/East Tamaki area last year – for 2017 please put Wednesday, February 22 in your calendars. The money raised which was nearly $15,000 goes to various charities including Middlemore Foundation where we purchased equipment for kids, Comfort Kids, Kenzies Gift and Flat Bush Primary for their library and Garden to Table projects and others. This year we are also having a trivia night in November to benefit Totara Hospice South Auckland.

Immigrants scammed F
raudsters are targeting immigrants. Police have warned of a wave of immigration scam phone calls in the area. Immigrants in Howick, Pakuranga, Botany and Flat Bush area are getting calls demanding huge sums of money. Scammers phone Indian nationals living in New Zealand claiming to be from Immigration New Zealand and threaten deportation. The recipients are informed that there is a problem with their immigration status as they have not filled in the appropriate forms and that the police will be at their residence within an hour to deport them unless they pay a fee to settle
their case. Some have fallen prey to the scam and have paid up to $22,000, say police. People who are scammed often suffer in silence as they are too embarrassed to speak up about their experience and seek help. “The callers are quite persistent and aggressive and they have personal details of the person they are speaking to which makes the caller think it could be genuine,” says Sergeant Gurpreet Arora, District Ethnic Services Coordinator, Counties Manukau. “The calls also appear to be coming from the Immigration Contact Centre number, but in fact they are not,” he says. How to deal with dodgy
phone calls from scammers: Hang up immediately. If it doesn’t seem right, be cautious, double-check details first. Do not pay money to anyone you have never met. Look after your personal details in the same way you would your wallet and other possessions. Your personal details are also very valuable to scammers, they will use your details to take loans or run up debts if they can. Be aware of common scams. For example, banks, Immigration New Zealand or Inland Revenue never email, call or SMS customers to ask for money to be sent using money transfer services. If you receive a request like that, it’s a scam.

The 75-year-old was quick to point out that the string of accidents over the past eight months were not a recent phenomenon. Mr Toon has been living in his Cascades Rd house with his wife for 22 years and has a long list of cars that have come around the roundabout and lost control – incidents dating from “18 years ago” to “last Sunday”. Cars have gone through garage doors, he said. Fences have been knocked over, letter boxes regularly replaced, gardens destroyed. “I’ve had this fence down three times,” he said angrily, pointing to his left. He then added, pointing to his right: “I’ve had a police car...right through this fence, flattened my garden.” Mr Toon said there have also been close calls, including watching a car narrowly miss a group of small kids on the sidewalk. “Somebody’s going to get
killed here very shortly,” he said, desperation in his voice. Years back, someone did. Mr Toon said a man on a motorbike came around the corner, lost control, crossed the centre line, and hit oncoming traffic opposite his house. He said the size and design of the roundabout is wrong and its wet weather surface has long disappeared. The speed limit – 60km/h – is also a problem. “The council just keeps fobbing us off,” Mr Toon said. He said his wife wants to move house because of it. “We bought this as a retirement home. She’s
trying to make me sell. She said ‘we’ve got to get out of here. This place is dangerous.’” A spokesman for Auckland Transport, which looks after roads and traffic in the Super City, told the Times that the crash history for this intersection over the past 10 years shows three “loss of control crashes”. “To reinforce the need to slow down Auckland Transport has recently added some signs to remind drivers of the need to slow down and drive to the conditions,” he said. “Previously we have looked at the roundabout but no changes were proposed for its layout. “As an additional interim measure, we are looking at possibly putting in a “SLOW” pavement marking on the Aviemore Drive approach to encourage a slower speed.” The Times will now seek police data to confirm the number of road accidents at this intersection.

What a fiasco that was! Having written how delighted I was to see that there was a service by which we Howickians could park at Lloyd Elsmore and then bus to the ferry, I decided to find out what the timetable was. Well there isn’t one! I rang (Howick &) Eastern Bus Co and was told quite tersely that I would have to ring Auckland Transport, which I did. At least I received a civil response but was informed that they had no knowledge of such a thing.
They may even find that more people use the ferry service as they do not do so now because of the parking problems. PJ Lambert Howick

Magic moon This reader has captured a magnificent image of the moon from Howick. “Here are a couple of photos I took of my favourite place in the world to live - Howick. I then drove to Lloyd Elsmore where there was a small notice which was high on a post (one would need to be a giraffe to read it easily) and it appeared to say that the only such bus was for the very early ferry! Surely the powers-thatbe, could surmise that such a service, leaving in time
The moon shot was this morning (Thursday, July 21) as I went out to work and saw the full moon sliding down towards the horizon. Peter Booth for all the ferry departures would make a significant solution for lessening the dreadful parking problem at Half Moon Bay. Of course it would also mean that services from the ferry should be required to drop passengers at Lloyd Elsmore Park on their return journey.
I am somewhat confused by your article (Times, June 16) entitled Dog Control Debate where the Times quotes Gary Boles: “We have had rules for our local area for years, and have never had a problem, I am afraid that we will have a lot of privileges with off-leash access to many areas prohibited through the whole summer”. What wrangles me with this article is that Mr Boles had an opportunity to support retaining current dog access laws until they are reviewed. This would have sent a strong message to council that many in Howick consider the current dog access laws are working well. Instead, he decided to “opt out” and abstain from voting rather than support the status quo. To turn around now and take a stand appears more political posturing, and should be recognised as such. Catering for melting pot A
s the rapidly accelerating Flat Bush population gains momentum a hard-working band of multilingual medical practitioners is rising to the challenge. The Botany Junction Medical Centre has just celebrated 10 years of service to the community, catering for a veritable melting pot. These days close to 50 per cent of patients are Chinese, followed by New Zealand European, South African, Middle Eastern, Fijian, Indian, Pakistani and some refugees from a variety of nations. Clinical director Dr Lionel Wright says when he joined the practice patient numbers were 1400. Now there are 8600 and growing. In fact the number of new patients being taken on is currently a staggering 38-40 a week. Practice manager, Jan Tappin says the consistent growth has been described as “a wonderful problem to have. That’s the challenge, keeping up with the growth. But we have a great team and we look after and support each other.” The practice was established in 2006 by Radius Medical with just two GPs. In 2009 East Care and East Health Services (PHO’s Management Services Organisation) jointly purchased the business. One of the original GPs,

Dr Wen Chen is a graduate of the Fujian Medical University of China and arrived in New Zealand in 1995. She joined Radius in 2007 when it had about 200 patients. Today she remains with the practice and is fluent in English and Mandarin. Because of this, appointments with her, and Dr Yimin Wang, who is fluent in English, Mandarin and Shanghainese, are especially sought-after for elderly nonEnglish speaking Chinese people who come into the country to join their families. Six out of the eight doctors, two nurses and one on reception duties are multilingual with seven languages spoken between them. The list is impressive: Dr Sonia Kamdar speaks fluent English and communicates well in Gujarati, Hindi and Malay; Dr Therese Khella, is fluent in Arabic and Eng-
lish; Dr Carlos Lam Yang, is fluent in English and conversant in Cantonese; and Dr Wright speaks fluent English and Afrikaans. Auckland University graduate, Dr Sara Jayne Pietersen has worked in east and south Auckland for 10 years. The newest member of the medical staff, Dr Adam Patrick has just returned to the practice from Singapore. He speaks English, Malay and some Mandarin. He first practised in New Zealand in 2011 on the South Island west coast. He worked at the Botany Junction practice between June last year and March this year before returning to Singapore. Now he has returned to a permanent position at the Botany Junction practice. He brings with him special experience. He worked as a volunteer doctor for disaster medical relief missions;
the 2004 Indian Ocean tsunami in Sri Lanka, the 2010 Haiti earthquake, and the 2013 Philippines Typhoon Yolanda. Back in Singapore he worked in a large medical group servicing family, corporate and occupational practices which included an offshore oil and gas project. He was also the GP for media company Singapore Press for at least three years. Ms Tappin says growth of the Botany clinic has been so great “that we wanted him to come back to us”. “We embrace the different cultures of Flat Bush with multi-lingual staff. As well as offering very low fees, we also offer high quality care.” A major attraction is the long hours the team offers – 8am-8pm Monday and Friday, 8am-10pm Tuesday to Thursday and 8am-4pm on Saturday.

he Macleans College Chorale, the school’s premier choir which last year won bronze in the Big Sing Finale in Wellington, is rallying an urgent fundraiser to get to this year’s national Finale at the end of the month. For the seventh year in a row, the choir has been selected as one of the 24 choirs nationwide out of some 200 to compete in the National Finale in Dunedin from August 25-28. Last year, as one of the best 18 school choirs from around New Zealand, the choir was invited to participate in the prestigious festival, held annually by the New Zealand Choral Federation. The event follows the completion of all the regional festivals and is one of the largest music competition events in New Zealand. The students are coached by international soprano and vocal teacher Gina Sanders and HOD Music Curriculum, Sarah McNabb. “It is a huge achievement, with rehearsals and intense study commencing early in Term 1 and requires a tremendous commitment and drive from these teenagers,” Mrs Sanders said. Some students are going to Big Sing Finale for the first time. “Our challenge is the cost of the venture and there are some families who are really struggling to find the large sums required for flights, accommodation and meals etc,” she told the Times. “We have set up a target of $10,000 to be raised in three weeks, which is rather daunting. Finale places are not announced until early July, so it is always a huge rush.” Mrs Sanders is fundraising for the group too. The professional classical and operatic soprano is putting on one of her theatre dining shows on Saturday, August 13 from 7.30pm to 9.15pm in the Clifton Room at the Picton Centre in Howick with refreshments and a light supper. A few of the advanced singers, who have

rent boom is that the builders are working so quickly and with so many jobs on the go that we turn up and they are not ready for inspection.” It’s rare, he says, to find doubtful practices used on purpose. Builders cutting corners to cut costs number among the bottom two-three per cent. “They are fly-by-nighters and they don’t last long. They move around a lot and leave a trail of destruction. But we are proactively working to cut them off
as early as possible.” Structural and finishing work provides signs of bad workmanship, Mr Fahrensohn says. “The way a person acts is a tell tale. You get a gut feeling when someone is trying to guide you around rather than letting you do the inspection.” Product substitution, he says, is one of the main ways some builders and sub-contractors cut corners, for example under-sized wiring installed at one-third the cost of the specified product. “Every type of product has an alternative copy, right down to bolts manufactured in overseas countries from lesser quality steel. I can find exact copies of most components of bathroom ware and a home owner won’t know they have been installed for a year or two until a component, such as a faucet, gets loose and starts to drip.” One of the biggest current issues, Mr Fahrensohn says, is the level of workmanship because of the speed and amount of work undertaken causing human error. “Five years ago a building supervisor would be responsible for five houses. Now we can find one supervising 60 houses and at that rate they can’t check every detail. We find school leavers, people from overseas countries, tech students, anyone who can swing a hammer under supervision having done the work. Then we turn up to inspect.” Depending on when a job is stopped, the cost can be “mega-
bucks”, he says, which is why penalty clauses are written into contracts and most building companies include contingencies for the chances of failing initial inspections or hold-ups, such as bad weather.
Flat Bush growth
Residential building growth in the Flat Bush/Ormiston area is on a par with the fastest-growing areas of the SuperCity, especially pockets of greenfield land at Silverdale in the north and Karaka in the south. “But Flat Bush is different because it has a history of growth,” Jeff Fahrensohn, Auckland Council’s manager inspections says. “The infrastructure is already in place compared with some greenfields areas still needing a lot of infrastructure investment. “Development in this area [Flat Bush] started earlier. The former Manukau City Council (MCC) was forward thinking.” Think back to the MCC mayors, the late Sir Lloyd Elsmore; and the mayor preceding current Auckland mayor Len Brown, Sir Barry Curtis, and how they would see their plan coming together now. They kept the development going over the years so the south-east had a head start, he says.

eard the story about the same section of reinforcing steel being re-used at each stage of foundation concreting to save money? No doubt that the practice is a trick from way back. But Jeff Fahrensohn , Auckland Council’s manager inspections suspects that these days it’s an urban myth. Everyone around can see what is being done, he says, especially on a sub-division. Other builders, he says, are quick to advise inspectors when they see doubtful practices. “We get a lot of help from the industry. The guys who do the good jobs don’t like seeing others cutting corners.” The housing build has been rising over the past five-seven years, he says, but it’s accelerated over the last 18 months to two years. Mr Fahrensohn doesn’t think “shonky” building work is as big a problem as generally portrayed. In fact the percentage of failed final inspections, when Code of Compliance Certificates are issued for work that is complete and compliant, is decreasing, he says. It fell from about 35-40 per cent last year to 25-30 per cent this year. The Howick Ward, he says, is no different from the rest of the region and the fail rate is reducing as trades people upskill over time. However, there is an anomaly relating to non-complying work
compared with bad workmanship, he says. “Bad workmanship can still comply with the Building Code and unfortunately a council inspector can only address issues which don’t comply with the code. “There have always been dodgy practitioners,” Mr Fahrensohn says. “But the problem now is more about the amount of work going on and people not being ready for inspections. The architects are churning out the plans at such a rate and getting them into the council for building consents that it [the council] is almost turning into a quality assurance service.” Consent applications, he says, have increased on average 13 per cent across the region over the last year and this figure is similar for the Howick Ward. About 210 building consents are “turned down” annually at lodgement and about 70 per cent of building consents require further information to prove they will comply with the Building Code. This results in a delay issuing consents while council processors wait for information. “Few of these consents are cancelled,” he says, “as we work with customers to address the missing information to allow the application to be continued.” This is a consistent problem across the entire Auckland region, he says. “The problem with the cur-

he Reserve Bank’s announcement to raise loan-to-value ratios (LVR) restrictions to 40 per cent for investors anywhere in New Zealand from September 1 will not stop Auckland and Christchurch’s spiralling house prices, Harcourts chief executive Chris Kennedy says. Rather, it’s designed to protect provincial New Zealand’s property market from collapsing. The last changes to LVRs last November had little or no longterm impact on Auckland and Christchurch. Stock has continued to decline and intense competition for available houses has pushed prices up further, he says. “This latest measure shows the Reserve Bank’s fears for the rest of New Zealand which is currently undergoing the ‘halo effect’. It wants to dampen unsustainable price hikes in the regions.” Mr Kennedy says Auckland is now a small international city, and investment and immigration will continue to buoy its property market. This is not the case around the rest of the country, where large-scale growth and employment is not expected. Most seasoned investors, he says, have good equity in their investments and a residual. “They will still be able to meet the 40 per cent deposit threshold. The rules will impact on, for exam-
ple, a young couple who cannot afford to buy in Auckland and want to purchase a property in Huntly, not to live in but to rent. “Instead of relying on the Reserve Bank to control the property market, central government needs to take action,” Mr Kennedy says. “Its recent announcement of a $1 billion fund to fast-track infrastructure development by councils with high demand for new housing is a step in the right direction. “But we need more. Incentives and fast-tracked process to promote intensive, affordable housing developments are needed and they’re needed now. Ashley Church, Property Institute of New Zealand chief executive says the bank’s announcement will make little difference to house price inflation. “Many investors will already have close to, or over, 40 per cent equity and this will be little more than a slight speed bump. “We need a comprehensive set of smart measures that send a clear signal to private developers, redirect investor activity into building new houses and give our young people a fighting chance to buy their first home.” The high demand for rental property in Auckland will not be made easier under the new LVR policy, Andrew King, executive officer of the NZ Property Investors’ Federation says.

A match to remember The Howick Hornets Fox Premiers beat top-of-the-table Papakura Sea Eagles at the weekend and in doing so won the inaugural Lia Johnston Memorial Shield. The Hornets, still unable to make the top four, stunned undefeated Papakura with a 32-24 win at Paparoa Park on Saturday. It was the first time the team has played for the Lia Johnston Memorial Shield, which was introduced in memory of Johnston. She died recently and had a long and special history with the Howick Hornets club. The club shared a message on its Facebook page from Johnston’s son in Australia the next day. “Just wanna say a huge thanks to all those who participated in yesterday’s game in memory of my mum, Lia Johnston. The

Club has played such a big part in our lives and made some unforgettable memories. “She would have been defiantly watching down yesterday no doubt yelling and cheering away. Well-led by powerful blindside flanker Jaco Kriel in the absence of injured captain and No 8 Warren Whiteley, they have a strong, tough pack and a cohesive, fast, straight-running backline who move the ball

Local church helps homeless at marae By FARIDA MASTER

n quick response to the Manurewa Marae opening its doors for the homeless, Botany Life Community Church in Burswood has jumped into action to support the Whakapiki Ora project at the marae. Pastor Mark van Wijk of the community church says that they visited the marae in Manurewa and asked how they could contribute to help the homeless and destitute living rough during winter. The marae is offering food, a warm bed each night, a shower and supplies to take away. There are also five, two-bedroom Portacoms with showers, toilets and a kitchenette placed on the marae grounds to accommodate five families –along with a range of government agencies and social services located onsite during the day to help connect people with the support services. “We think this initiative is fantastic, and so we’re getting in behind them by running a local campaign amongst East Auckland churches, schools and the wider community,” says Mr Wijk. Church has started Project Shelter to collect supplies for the homeless taking temporary shelter at the marae. They are collecting extra blankets, towels, single size linen as well as toiletry items like tooth brushes, toothpaste, soap and flannels. “Looking at the demographics there, we felt that there are good people in this area with big hearts who would like to contribute to make a difference,” he says. “We want to capitalise on our goodwill and
connections with schools and the community to help another organisation.” Pastor Melanie Palmer says that being on the PTA of Pigeon Mountain School when she heard the principal mention that they would love for the students to be involved in a project that makes a difference, she instantly decided to match things up. Now the students are going to have a mufti day on Friday where instead of donating a gold coin they can donate supplies for the homeless. “Our kids have way too many things and this is a good way for them to comprehend that there are other kids out there who even have a roof over their heads,” she says. Volunteers from the community church are also helping the marae to sort out the stuff donated by people instead of just dumping them, they say. The church is collecting and sorting items at Kotahi – the community centre, located at 272E Ti Rakau Drive, Burswood. The centre is open Tuesday-Friday 9am-5pm. Young Arzan named player of the year Local footballer Arzan Todywalla has been named player of the year by international sport travel company AM Sports Tours after a sizzling performance for New Zealand at the Super Cup NI 2016 in Northern Ireland last week. The Saint Kentigern College student returned on Monday after nearly a week playing at the international Super Cup NI 2016 (formerly known as Milk Cup) tournament.Todywalla, 15, a striker for Fencibles United U15 Metro and the U16 Junior New Zealand team, was highest scorer. He scored a hat-trick against Columbian team Alset, match NZ won 3-1. He was awarded with Alset-Columbia Football Club flag as player of the day. For Todywalla, named the Golden Boot at New Zealand National Youth Futsal Championship last month, it was his third trip to the UK in three years. His two previous trips were to Birmingham City FC for trials and elite training. “I hope to become the best and most useful player for any team that I would have an opportunity to play for, now and in the future,” said Todywalla, who regards his Fencibles coach Justin Green and premier skill academy coach Roger Wilkinson as his mentors. “I have a lot to learn from my coaches.”
U21s battle hard for cup

he Pakuranga United under 21s won the Authur Bayliss Cup at Eden Park on Saturday. The team came away with a hard-fought 27-24 win over Grammar TEC and celebrated in style back at the Pakuranga clubrooms. Meanwhile, the Pakuranga United under 85kg Rattlers won the U85kg plate final against Suburbs.
It was 16-16 after extra time, but with the Rattlers scoring the first try of the game, they were named champions. The Pakuranga under 20s lost 21-22 to Marist, however, narrowly missing out on the final next week. With the completion of the Premier and Under 21 club competitions, the Auckland B and Auckland Colts
wider squads were named on Monday for the upcoming Northern Region 2nd XV competition. Auckland Rugby said 13 Auckland clubs are represented across the two squads, nine coming from the Gallaher Shield winning Suburbs, and nine also from Ponsonby. Both squads will begin training and have preseason matches before the
competition kicks off on Saturday August 20. Local players listed named in the Auckland B Wider Training Group are Sam Thomas, Dwayne Polataivao, George Emosi and Nick Smith. And local players selected in the initial 2016 Auckland Colts representative squad are Max East and Piero Dominquez.
